<p>El uso y abuso de los pueblos y ciudades históricas en Puerto Rico es tema de debate constante debido a intervenciones inadecuadas y al crecimiento desmedido de estos tejidos urbanos tradicionales y la metrópolis en general. La deficiencia de los Planes Generales, el efecto limitado de intervenciones fragmentarias, la homogeneización injustificada de los centros históricos, la falta de comprensión del gobierno sobre el patrimonio, y la calidad de vida necesaria para que nuestras urbes continúen sirviendo al ser humano, son temas discutidos en el texto. Ejemplos específicos demuestran prácticas destructivas que continúan empleándose a pesar del clamor público en su contra.</p>

<p>Entre las intervenciones de regeneración urbana acometidas en este siglo destaca la llevada a cabo en el puerto de Hamburgo con el desarrollo del plan HafenCity. Aunque este plan incluye el área de almacenes históricos Speicherstadt, declarados Patrimonio de la Humanidad en 2015, su relación e influencia mutua no han sido analizadas hasta ahora. Este artículo estudia esa relación, primero desde el planeamiento urbano, donde el patrimonio y las infraestructuras portuarias existentes se convierten en uno de los principios vertebradores del nuevo desarrollo, que le dota de significado. Segundo a través del estudio de los espacios públicos y su valor patrimonial, en paralelo la accesibilidad en Speicherstadt y HafenCity contemplada al mismo tiempo como necesidad, amenaza y oportunidad para el patrimonio. La simbiosis entre Hafencity y Speicherstadt, aun con sus puntos débiles, vincula la regeneración urbana con la conservación del patrimonio industrial más allá del reclamo publicitario.</p>

<p>Tras décadas de degradación y demoliciones extensivas, la tipología residencial del shikumen experimenta un proceso de renacimiento en Shanghái. Sin embargo, sus métodos de conservación se revelan tan controvertidos para deniciones occidentales de patrimonio urbano como desinhibidos desde el punto de vista de la práctica del diseño arquitectónico. Este artículo plantea de manera crítica la posibilidad de la producción de nuevos modelos de conservación urbana a partir de un acuerdo entre ambas, en el marco de gobernanza empresarial que impera en Shanghái como ciudad patrimonial.</p>

Maltratada y mutilada gravemente, la Casa Pintada de Mula ha renacido recientemente de sus cenizas. Su imagen urbana reconstituida nos concede el consuelo de su anterior existencia, si bien parte de su materialidad original se desvaneció de manera inopinada en los vericuetos de la mezquindad humana. Una importante labor de investigación ha precedido la elaborada restauración de esta singular mansión, que ha permitido a Mula recuperar un hito singular de su patrimonio.</p>

<p>El texto ahonda en el contexto de posguerra italiano que generó la redacción de la Carta de Venecia, investigando en la discusión que surgió en torno a los centros históricos italianos, muchos de ellos bombardeados gravemente durante la Segunda Guerra Mundial, cuyo futuro se debatía en aquel entonces entre la protección y la apertura al planeamiento urbano. El artículo revisa el rol desempeñado por los principales promotores de esta carta internacional de protección de monumentos, Piero Gazzola y Roberto Pane, junto con otros protagonistas de la escena italiana e internacional como Raymond Lemaire, en una lucha prolongada por el reconocimiento de los conjuntos urbanos o rurales anónimos como monumentos en sí mismos, uno de los mayores logros de la Carta de Venecia, y por ende, por su tutela y salvaguarda frente a los fenómenos de especulación urbana.</p>

<p>La singular ciudad de Peñíscola esconde en sus callejones secretos de los avatares constructivos de su historia, que esta intervención ha sabido desvelar, proteger y valorar. El Plan Director que trazó las estrategias para la restauración del recinto amurallado ha servido de marco para la recuperación urbana de las fortificaciones del sudoeste de la ciudadela. La intervención ha debido salvar las dificultades que las excavaciones arqueológicas tendían a su paso, añadiendo complejidad a un problema ya intrincado de partida. El aspecto final, sin embargo, no se resiente de este esfuerzo y posee la sencillez que revelan las obras bien resueltas.</p>

Il lavoro sul concetto di ‘ibrido' apre l'esplorazione di nuovi operatori teorici attraverso cui ‘aggredire' la condizione urbana e cercare di individuare, al di lŕ della stanca replica dell'esistente, qualche possibilitŕ, almeno ipotetica, di rottura della fatale logica riproduttiva dell'insediamento contemporaneo. Da un punto di vista progettuale un possibile spazio urbano ibrido puň essere definito come composizione, anche dissonante, di spazi architettonici e urbani definiti dalla intersezione di differenti specie di forme spaziali e funzionali o dalla mutazione di spazi predefiniti, in accordo con una concezione genetica e non deduttiva dell'operazione progettuale. Il concetto di ‘ibrido urbano' lavora attorno al concetto di ‘soglia' inteso come intervallo, rete od insieme di soglie. Acquista pregnanza allora una possibile strategia di intervento progettuale che si ‘insinui' all'interno delle strutturazioni urbane autoriproducenti per individuare un principio interno di rigenerazione, di commistione, di ibridazione locale.

El énfasis puesto por la UNESCO en la autenticidad como requisito del interés de un sitio llama la atención sobre los materiales y la sustancia de la arquitectura. La autenticidad material también asume la trascendencia que merece en la práctica de la profesión como objetivo de proyecto y horizonte de mejora de ciudades como Venecia. Esta asunción demuestra el rol estratégico de algunos elementos como los muros medievales venecianos de ladrillo, capaces de connotar tanto el edificio entero como la imagen de Venecia a través de sus superficies históricas. La conservación de estos paramentos requiere un análisis meticuloso y plantea la cuestión de proyecto sobre la superficie fragmentada, que puede entenderse como banco de pruebas para cualquier programa de mantenimiento de Venecia en su conjunto, cuya metodología podría aplicarse en cualquier otro contexto histórico.

Éste último tiene el poder de decisión de realizar el primer premio y acabar con una larga y controvertida historia.</p>

This research has as object, the contemporary process of urban sprawl in cities that are contained in the Metropolitan Region of Campinas RMC, region defined for the empirical study. The research assumes that the urban space is both social product and process of various logical of productions vying for the urban space. However some logical of productions can act more than others choosing new vectors of growth of the city's , whether by political, economic or ideological reasons. We were adopted three research strategies for the study of contemporary urban expansion: a) to characterize the contemporary urban expansion in the RMC through the growth survey of legally urban areas (i.e., through the expansion of graphed urban perimeters in municipal law), the areas that are really urbanized and the relationship with the regional context and through the use of the IBGE database; b) analyzing federal and municipal planning legislation that addresses the issue of urban sprawl on the light of understanding that planning legislation is not merely a technical part, it results from the clash of interests of the different agents that make up society; c) mapping and systemizing the logic of production active in newly incorporated areas of the Municipal urban area, collecting the arguments used by the municipal public sector to justify the approval of each of the legally urban area expansions. The systematization of these justifications reveals the ideology constructed to justify the expansion of the areas legally considered as urban, often legitimized through a built speech to mislead that the simple expansion of the urban area would ensure the urban development of the city. This work helps to explain the way that government - executive and legislative - plan through laws their territory and orchestra the logical production of urban space which, in turn, are closely associated with the standard space that produces urban sprawl, socio-segregated spatially, physically fragmented and a full of inequalities and environmental weaknesses.
Esta pesquisa tem como objeto, o processo contempor?neo de expans?o urbana em munic?pios contidos em uma ?rea metropolitana, sendo definido para fins do estudo emp?rico, a Regi?o Metropolitana de Campinas RMC como recorte territorial. Parte-se da premissa que o espa?o urbano ? produto social e processo das diferentes l?gicas de produ??o que disputam o espa?o urbano, contudo algumas l?gicas de produ??o conseguem atuar mais do que outras no processo de escolha dos novos vetores de crescimento da cidade, seja por motivos pol?ticos, econ?micos ou ideol?gicos. Resumo: Devido à simplicidadede implementação e à facilidade em tratar com incertezas em sistemas complexos, a lógica nebulosa vem sendo utilizada em uma grande variedade de aplicações. Este trabalho apresenta um sistema para controle on-tine de tráfego urbano, baseado nesta lógica, para o qual foram estudados regras e métodos de tomada de decisão mais adequados que aqueles propostos na literatura. O controle desenvolvidoleva em consideração as condições de tráfego no instante da tomada de decisão. Além disso, estratégias de adaptação foram também desenvolvidas.O esquema adaptativo ajusta as funções de pertinência de acordo com as condições do tráfego no momento da tomada de decisão. Utilizou-se métodos estatísticos e a própria lógica nebulosa para tal, sendo que esta última se mostrou mais eficiente na maioria dos casos. Um estudo de caso que trata o cruzamento entre as Avenidas Rebouças e Brasil na cidade de São Paulo foi realizado afim de mostrar a factibilidade da estratégia de controle proposta. Os resultados das simulações mostram que estratégias de controle baseadas em Lógica Nebulosa são viáveis para o controle de cruzamentos de vias urbanas
Abstract: Due to the greater simplicity of implementation and the facility in handling uncertainty, vagueness in complex systems, fuzzy logic has been used in a large variety of applications. This work presents an on-line fuzzy-Iogic based urban traffic control system. New roles and decision-making criterion were developed and implemented. The new controller makes the decisions according to the traffic conditions at a time. Adaptive strategies were also developed. lhe adaptive schemes adjust the membership functions according to the traffic conditions. The methods developed are: statistical-adaptiveand fuzzy-adaptive. The results showed that the second one has, in average, a better performance. A case study concerning the junction of Brasil Ave and Rebouças Ave of the city of São Paulo was conducted to investigate the feasibilityof the control schemes proposed. This research identifies the different environmental vulnerability indices from fuzzy logic in urban area of Ponta Grossa, Paraná. Noteworthy is the use of geotechnology, and representation in the making cartograms and maps as well as in intersection and thematic analysis. The research raises the environmental profile of urban space of the city, through the data collected by IBGE Census 2010 and the steepness of the municipality. Employs the methodology for creating fuzzy indices, characterizing the data in (5) analysis groups, housing conditions, conditions as to access to education and economic conditions, subnormal agglomerates and relief conditions with rates ranging from 1 better and 0 the worst conditions of the studied phenomenon. By Fuzzy operators AND, OR, PRODUCT, SUM and GAMMA, intersect the vulnerability groups representing different levels of vulnerability in different fuzzy operators, representing the socioeconomic vulnerability. The environmental vulnerability index is the end result, results from overlapping fuzzy with all the groups that make up the index of socioeconomic vulnerability added to the group index slope by AND and GAMMA. The operators performed well, identifying the different levels of vulnerability and the least vulnerable sectors are present in the district center and in its vicinity, in more distant neighborhoods mostly vulnerabilities are higher.
A presente pesquisa identifica os diferentes índices de vulnerabilidade socioambiental a partir da lógica Fuzzy na área urbana de Ponta Grossa, Paraná. Destaca-se o emprego das geotecnologias, na confecção e representação dos cartogramas e mapas bem como no cruzamento e análise da temática. A pesquisa levanta o perfil socioambiental do espaço urbano do município, por meio dos dados coletados pelo CENSO IBGE 2010 e da declividade do município. Emprega-se a metodologia Fuzzy para criação de índices, caracterizando os dados em (5) grupos de análise, condições de moradia, condições quanto ao acesso a educação e das condições econômicas, aglomerados subnormais e condições do relevo com índices variando entre 1 melhores condições e 0 as piores condições do fenômeno estudado. Mediante os operadores Fuzzy AND, OR, PRODUCT, SUM e GAMMA, cruzam-se os grupos de vulnerabilidade representando os diferentes níveis de vulnerabilidade nos diferentes operadores Fuzzy, representando a vulnerabilidade socioeconômica. O índice de vulnerabilidade socioambiental é o resultado final, resulta da sobreposição difusa com todos os grupos que compõem o índice de vulnerabilidade socioeconômica agregado ao grupo índice de declividade mediante os operadores AND e GAMMA. Os operadores apresentaram bons resultados, identificando os diferentes níveis de vulnerabilidade e os setores menos vulneráveis estão presentes no Bairro Centro e nas suas proximidades, nos bairros mais distantes em sua maioria encontram-se as vulnerabilidades mais altas.

Abstract:
This dissertation explores the persistent gap between rural and urban areas in the percentage of households that access the Internet at home (a discrepancy commonly known as the "digital divide"). The theoretical framework underlying a household's Internet adoption decision is examined, with emphasis on the roles that household characteristics, network externalities, and digital communication technology (DCT) infrastructure potentially play. This framework is transferred into a statistical model of household Internet access, where non-linear decomposition techniques are employed to estimate the contributions of these variables to the digital divide in a given year. Differences in Internet access rates between years are also analyzed to understand the importance of temporal resistance to the continuing digital divide. The increasing prevalence of "high-speed" or broadband access is also taken into account by modeling a decision process where households that choose to have Internet access must decide between dial-up and high-speed access. This nested process is also decomposed in order to estimate the contributions of household characteristics, network externalities, DCT infrastructure, and temporal resistance to the high-speed digital divide. The results suggest that public policies designed to alleviate digital divides in both general and high-speed access should focus more on the broader income and education inequities between rural and urban areas. The results also imply that the current policy environment of encouraging DCT infrastructure investment in rural areas may not be the most effective way to close the digital divide in both general and high-speed Internet access.

The objective of this dissertation is to verify if there is a relationship between the characteristics of the urban form and option for walking trips. For this relationship to be studied, the first step was a bibliographic review about the urban form characteristics that might influence the option for walking. Among the methodologies that could be used to evaluate the modal option, a logit-type Discrete Choice Model, was chosen. The data used for the calibration of the model were collected in São Carlos, SP, a Brazilian medium-sized city with around 200 thousand inhabitants. The analyses were developed at census tract level, with a Geographic Information System (TransCAD). Two logit-type models were calibrated. The first one (basic) includes only a socio-economic variable (automobile availability) and the trip length. The second model (expanded) includes, besides the variables of the basic model, information about the characteristic of the urban form in the trip origin sectors. The comparison of the results obtained with the two models, allowed the evaluation of the marginal influence of urban form variables on the mode choice. In general, the expanded model was statistically better then the basic one. The results suggest that urban form characteristics do influence the individuals´ option for walking.
O objetivo desta pesquisa é verificar se existe relação entre as características da forma urbana e a opção dos indivíduos pelas viagens a pé. Para que essa relação pudesse ser estudada foi feito, inicialmente, um levantamento bibliográfico sobre as características da forma urbana que influenciam na opção pelo modo a pé. Dentre as metodologias mais usuais para avaliar o relacionamento entre as características da forma urbana e a opção pelo modo de transporte, foi selecionado o Modelo Comportamental ou de Escolha Discreta do tipo Logit. Os dados necessários à calibração do modelo foram coletados na cidade de São Carlos, SP, uma cidade de porte médio com cerca de 200 mil habitantes. As análises necessárias foram realizadas em nível de setor censitário e implementadas com o auxilio de um Sistema de Informações Geográficas. Foram calibrados dois modelos do tipo Logit. O primeiro modelo (básico) inclui apenas uma variável socioeconômica (disponibilidade de automóvel) e o comprimento da viagem a ser realizada. O segundo modelo (expandido) inclui, além das variáveis do modelo básico, informações sobre as características do meio físico urbano nos setores de origem das viagens. A comparação dos resultados obtidos com os modelos básico e expandido permitiu avaliar o efeito da inclusão das variáveis da forma urbana na expressão da utilidade do modo a pé. De maneira geral, o modelo expandido se mostrou estatisticamente melhor que o modelo básico. Os resultados permitem inferir que as características da forma urbana influenciam o comportamento dos indivíduos ao optar pelo modo a pé para realização de suas viagens.

The overall goal of this study was to analyse the welfare effect of improved wastewater treatment with the view of making policy recommendations for sustainable urban and peri-urban irrigation agriculture in Kenya. This goal was achieved by investigating three specific objectives. The first objective was to assess the farmers’ awareness of health risks in urban and peri-urban wastewater irrigation. Second objective was to analyse the factors that affect the choice of low-risk adaptations in reuse of untreated wastewater for irrigation. The third objective was to estimate the value that urban and peri-urban farmers who practice wastewater irrigation impute to improvements in specific characteristics of the wastewater input in agriculture. In order to achieve the first objective, an ordered probit model was used to identify the factors that influence farmers’ awareness of health risks in untreated wastewater irrigation. The model was fitted to data collected from a cross-sectional survey of 317 urban farm households in the Kibera informal settlement of Kenya. Results of this study show that gender of household head, household size, education level of household head, farm size, ownership of the farm, membership to farmers’ group, and market access for the fresh produce significantly affect awareness of farmers about health risks in wastewater irrigation. Therefore, there is need for awareness programs to promote public education through regular training and local workshops on wastewater reuse in order to improve the human capital of the urban and peri-urban farmers. To achieve the second objective, the study used a multinomial logit model to analyse the farmers’ choice of low-risk adaptations in untreated wastewater irrigation. A survey of 317 urban and peri-urban farmers was conducted and measures for risk-reduction in wastewater reuse were analysed. The urban and peri-urban farmers were found to have adopted low-risk wastewater irrigation techniques such as cessation of irrigation before harvesting, crop restriction and safer application methods. Results of the study show that adoption of risk-reduction measures is significantly influenced by the following factors: household size, age of the household head, education of household head, access to extension, access to media, access to credit, farmers’ group membership, and risk awareness. Also, marginal analysis of the coefficients confirmed the socio-economic characteristics are key determinants in adoption of low-risk measures in wastewater reuse. The study recommends that policies in support of low-risk urban and peri-urban irrigation agriculture should disaggregate farmers according to their socio-economic and institutional characteristics in order to achieve their intended objectives. To achieve the third objective, the study employed the discrete choice experiment approach to estimate the benefits farmers impute to improvements in attributes of the wastewater irrigation input, whose aim is to reduce the health risks associated with untreated wastewater irrigation. Urban and peri-urban farmers who practice wastewater irrigation drawn from Motoine-Ngong River in Nairobi were randomly selected for the study. A total of 241 farmers completed the presented choice cards for the choice model estimation. A random parameter logit model was used to estimate the individual level willingness to pay for wastewater treatment. The results show that urban and peri-urban farmers are willing to pay significant monthly municipality taxes for treatment of wastewater. Conclusion of this study was that, quality of treated wastewater, quantity of treated wastewater and the riverine ecosystem restoration are significant factors of preference over policy alternative designs in wastewater treatment and reuse.

Resumo: A teoria de grafos é comumente utilizada na área da engenharia para resolver problemas que podem ser representados na forma de redes. Dentre diversos problemas abordados, o problema de transporte multimodal é um dos que podem ser modelados por grafos. Este trabalho apresenta três algoritmos para redes de transporte multimodal aplicados ao tráfego urbano. O primeiro algoritmo é de carregamento incremental de fluxo e aborda incertezas nos custos e nas capacidades dos arcos utilizando a teoria dos conjuntos fuzzy. Neste caso, o problema foi modelado através de subgrafos, onde cada modo de transporte considerado é representado por um subgrafo e o grafo total é a união de todos os subgrafos. O segundo é um algoritmo de caminho mínimo para grafos coloridos com custos crisp e é baseado no algoritmo clássico de caminho mínimo de Ford-Moore-Bellman. O terceiro algoritmo é de carregamento incremental de fluxo e utiliza o segundo algoritmo para encontrar os caminhos mínimos multimodais. Abstract: The graph theory is commonly used in the area of engineering to solve problems that can be represented in the form of networks. Among several problems, the multimodal transport problem is one that can be modeled by graphs. This work presents three algorithms for multimodal transport networks applied to urban traffic. The first algorithm is of incremental loading flow and deals uncertainties in costs and in capacities of arcs using the fuzzy sets theory. In this case the problem was modeled by subgraphs, where each mode of transport considered is represented by a subgraph and the total graph is the union of all subgraphs. The second, is an algorithm of shortest path for colored graphs with crisp costs and is based in the classical shortest path algorithm of Ford-Moore-Bellman. The third algorithm is of incremental loading flow and uses the second algorithm to find the multimodal shortest paths. In this case the costs and the capacities are crisp and thus in the first algorithm, the costs depend on the flow. The monograph is devoted to evolution, but in the form that man gave it. It is assumed that unnatural conditions of its flow were created in cities and near them, which changed the logic of its functioning, but this has become especially noticeable over the past hundred years, during which the entire planet was included in the orbit of our influence. This made it possible to unite the Earth into one whole, but at the same time it transformed the work of natural selection, turning it into an artificial one that concerns everyone and everything, without any exceptions. Accordingly, three planes of its unfolding are considered, namely: geography, the biosphere and our species, in each of which the same dynamics of its implementation can be traced. From all this, it is concluded that today there is no wild and inherent in the whole history of his version, but the one that prevails is that we, consciously and not, planted on this space object with all its inhabitants. This new version of it is proposed to be called urban revolution - by the name of the site of its unfolding and everything that is associated with it, but it is repeatedly emphasized that the essence of the process has remained the same, the scene where it is carried out has simply been transformed. It is intended for both specialists and the general public.

AbstractIn this chapter, we show what and how space syntax has contributed to theoriesand general knowledge of the built environment. First, we provide an introduction to two established researchtraditions, positivismand hermeneutics. The aim is to demonstrate through modal logic what the possibilities and limitations are for gaining general understandings and making theoretical explanations from space syntax research. Modal logic uses expressions to test the explanatory power of statements. Second, we show what space syntax adds to the debate about spatialintegrationand spatial segregation as seen in relation to market and socialrationality. We will focus on the spatial aspects and discuss these in relation to declining versus vital neighbourhoods, crime, anti-socialbehaviour, cultures, political ideologies, gender, and the use of space. Third, we give some reflections on what space syntax has contributed in regards to a comprehensive architecture theory. Finally, at the end, we add as an epilogue a thought experiment on how space syntax theories can be applied within the compact city debate. Exercises are provided at the end of this chapter.

La renovación urbana es un campo de estudio que ha cobrado relevancia en un contexto de urbanización creciente que alcanzaba a nivel mundial 53% el año 2013 (Banco Mundial). En esta perspectiva, su estudio cobra interés tanto para comprender espacios otrora renovados pero plenamente vigentes en la ciudad como para abordar el desafío de renovación que plantea el crecimiento de la población urbana. Se propone una periodización de las políticas de renovación urbana para el caso de Santiago de Chile, que busca acotar y comprender las diferencias y similitudes entre iniciativas que abordan esta dinámica urbana. Se postula la existencia de tres periodos históricos que dan cuenta de la aplicación de esta política pública en Chile: un primer periodo que responde a una lógica donde domina el deseo de estructuración de la ciudad (1872-1939); un segundo periodo que responde a una lógica dominante de escasez de vivienda (1965-1976) y un tercer periodo marcado por el neoliberalismo y la lógica de re-poblamiento y gestión del suelo (1985-a la fecha). Urban renewal is a field of study that has gained importance in a context of growing urbanization worldwide that reached 53% in 2013 (World Bank). In this perspective, studying it is interesting to understand spaces once renovated and to assume the challenge posed by the renewal in a context of urban population growth. Periods of urban renewal are proposed for the case of Santiago de Chile, which seeks to define and understand the differences and similarities between initiatives addressing this urban dynamic. Three periods are proposed for the historical application of urban renewal policies in Santiago: a first period that responds to a logic dominated by the aims to structure the city (1872-1939); a second period that responds to a dominant logic of housing shortages (1965-1976) and a third period conditioned by neoliberalism and the logic of re-settlement and land management (1985-present).

Diálogo entre movilidad y espacio público se puede explicar mediante la comprensión de las estrategias de movilidad como partidario de la integración de diferentes lógicas urbanas, observando infraestructura como un elemento de configuración de espacio público y al cuestionar transporte como pivote del carácter e identidad de espacio público. El objetivo principal de esta discusión es la integración urbana y contextual de los sistemas de transporte vistos como confluencias de lógica urbana y lógica de transporte desarrolladas como una sola expresión. Armonizando esta paradoja es posible crear sinergias entre espacio público y transporte que ganan nuevas dimensiones. Up to which point and under which circumstances mobility, as a functional and an inevitable aspect of the human environment, can become an affirmative element of public space giving it a new significance and an additional value? Dialog between mobility and public space can be explained by understanding mobility strategies as a supporter of integration of different urban logics, by observing infrastructure as an element of public space configuration and by questioning transport as a pivot of public space character and identity. The main focus of this discussion is on mobility lines, specifically urban and contextual integration of transport systems seen as a crossroads between urban and transport logic, developed as a single expression. Harmonizing this paradox it is possible to create synergies between public space and mobility which gain new dimensions.

El presente artículo expone brevemente la renovación urbana tanto en Estados Unidos como en Europa que pudiera influir en la evolución de la ciudad compacta y en la revitalización del distrito central de Barcelona. Se analizan las condiciones de la ciudad y se establece una mirada en paralelo entre Róterdam, Viena y Barcelona. En la década de los 80, en ambos continentes, se revaloriza la ciudad tradicional y sus componentes colectivos: calles, plazas y manzanas. España llega con atraso a estos procesos urbanos debido al aislamiento de la dictadura. Su transición supone buscar nuevos métodos y estrategias a problemas urbanos. Barcelona registra un déficit de equipamientos y espacio público, busca referentes externos, soluciona sus problemas de escala metropolitana, modifica los déficits urbanos en el distrito central y logra una buena estrategia que lleva a la recuperación pública de los espacios interiores de las manzanas del Eixample de Cerdà. The present article outlines urban renewal in both United States and Europe that could influence the evolution of the compact city and the revitalization of the central district of Barcelona. Analyzes the conditions of the city and provides a look at parallel between Rotterdam, Vienna and Barcelona. Streets, squares and blocks: in the decade of the 80s, on both continents, the traditional city and its collective components are revalued. Spain arrives in arrears to these urban processes due to the isolation of the dictatorship and its transition means finding methods and strategies to urban problems. Barcelona records a deficit of facilities and public space, looking for external references, solves its problems of metropolitan scale, modifies the urban deficits in the central district and achieves a good strategy that leads to the public recovery of the interior spaces of Eixample Cerdà blocks.

Todas estas condiciones colocan las ciudades en posiciones mas o menos ventajosas de un mapa global virtual. Las ciudades competitivas atraen recursos, capital humano, creatividad e impulsan el crecimiento socio-cultural y económico. El mayor desafío al que nos estamos enfrentando es la gestión, el control y el diseño de las ciudades que apoyan su funcionamiento en instrumentos casi completamente virtuales. La ciudad virtual no reemplaza en ninguna manera la ciudad real, solo la enriquece de complejidad y de componentes inmateriales. Contrariamente, los modelos de ordenamiento territorial tradicionales se vuelven obsoletos al encontrar nuevos y grandes flujos de información que circulan, en tiempo real. El uso de nuevas y modernas tecnologías en el campo del urbanismo (en la gestión del territorio) comporta un cambio radical de la lógica de intervención del sector publico. El concepto de urbótica, o sea, el desarrollo de sistemas inteligentes integrados a nivel urbano, hace indispensable la necesidad de replantearse la lógica de intervención en dicho contexto; no se trata de agregar automatismos a la gestión y al control de la ciudad (como en el caso de los relevadores de velocidad, de emisión de agentes contaminantes, etc.) sino de un re-pensamiento radical que parte desde el análisis, la proyectación, la ejecución, la puesta en servicio y la evaluación de todo el proceso de ordenamiento territorial. En este trabajo nos proponemos delinear escenarios de desarrollo urbano altamente tecnificados, donde emerge la complejidad de la superposición de la ciudad física con la nueva ciudad virtual. No nos basaremos en ámbitos territoriales definidos, sino en un modelo teórico que pone en relación los los siguientes ámbitos temáticos: - Servicios urbanos; - Transporte publico; - Gestión del trasporto privado; - Seguridad urbana; - Sistemas de información al ciudadano; - Sistema de monitoreo y evaluación del sistema urbano. El resultado final será una estructura compleja y de fácil lectura que permitirá identificar puntos críticos del encuentro entre el sistema urbano tradicional y el sistema urbano virtual. Creemos fuertemente que este sea, hoy más que nunca, el primer paso para la redefinición de políticas de gobierno y ordenamiento del territorio y que los escenarios de desarrollo urbótico sean una posible alternativa de intervención en la ciudad no planificada. En el desarrollo del documento trataremos de demostrar como las nuevas tecnologías hoy disponibles pueden ser combinadas de manera tal de mejorar la calidad urbana en la ciudad informal, irregular, dispersa, sin orden aparente. Basándonos en los resultados de investigaciones anteriores que demuestran que la ciudad informal sigue reglas de asentamiento y formas de relación sensibles a la aplicación de dispositivos capaces de interactuar tanto con los ciudadano como con los planificadores, o sea reactiva a la urbótica. New technologies in urban areas have a strong impact on the quality of life of citizens, city users, tourists, but also on the efficiency of enterprises, public services and the attractiveness for new investments. All these conditions place the cities in a more or less advantageous position of a virtual global map. Competitive cities attract resources, human capital, and creativity and drive the economic and socio-cultural growth. The biggest challenge we are facing is the management, control and design of cities supported on almost entirely virtual instruments. Virtual city does not replace in any way the actual city. It only improve it of complexity and intangible components. In contrast, traditional governance models become obsolete to find large new flows of information circulating in real time. The use of new and modern technologies in the field of urban planning (in the management of the territory) involves a radical change in the logic of public sector intervention. The concept of Urbótica, that is, the development of integrated intelligent systems for the city, makes compulsory the need to rethink the logic of intervention in the urban context, it is not automatically added to the management and control of the city (as in the case of the speed relay, emission of pollutants, etc.) but a radical re-thinking that starts from the analysis, the design, implementation, commissioning and evaluating the whole process. In this work we propose to delineate high tech urban development scenarios, where the complexity arises from the superposition of the physical city with the new virtual one. We will not rely on defined territorial areas, but in a theoretical model that relates the following subject areas: - Urban services; - Public transport; - Management of private transport; - Urban Security; - Citizen information systems; - Monitoring and assessment of urban system. The result is a complex structure but simply to be read that will identify critical points in the encounter between the traditional urban system and the possible virtual one. We strongly believe that this is, today more than ever, the first step in the redefinition of government policies and land use planning. The development of urban scenarios based on high tech development (urbótica) is a possible alternative of intervention on unplanned city. In developing the document will try to show how new technologies available today can be combined so as to improve the urban quality in the city informal, irregular, scattered city, which follows rules of settlement and forms of sensible relation to the implementation of devices capable of interacting with both citizens and planners, so that is reactive to the urbótica.

La comuna de Santiago-centro ofrece un caleidoscopio diverso de ejemplos de renovación urbana. Encuadrando la renovación urbana en el contexto local, desde sus distintas lógicas y motivaciones, se postula la existencia de tres periodos que dan cuenta de la aplicación de esta política pública en Chile, revelando distintas conceptualizaciones de la intervención del Estado en la ciudad: un primer periodo que responde a una lógica dominada por el deseo de estructuración urbana (18 72-1939); un segundo periodo que responde a una lógica social y es respuesta a la escasez de vivienda (1966-1976) y un tercer periodo marcado por el neoliberalismo y la lógica de re-poblamiento y gestión del suelo (1985-). Se presentan las principales características de las tipologías representativas de la periodización propuesta y resultados de terreno de dos casos de estudio examinados desde una perspectiva de reflexión sobre nuevas formas de mirar la ciudad, que se focaliza en los usos y el ambiente. Santiago, and particularly its down-town, offers a kaleidoscope of diverse examples of urban renewal. Framing urban renewal in the local context, from its different logics and motivations, it is postulated that there are three periods that account for the implementation of this policy in Chile, revealing different conceptualizations of State intervention in the city: a first period reflects a logic dominated by the desire of urban structuring (1872-1939), a second period is enrolled in a social logic and an answer to housing lack (1966-1976) and a third period is marked by neoliberalism and the logic of re-settlement and landmanagement (1985 -). The text presents the main features of representative types of periods proposed and field results of two case studies examined in the perspective of new ways to look at the city, which focuses on the uses and “ambiance” understood as the sensit ive environment.

The precise and detailed exploration of any territory reveals a plethora of geographical, urban, and architectural sedimentated lessons awaiting to be descovered. After an apparent consistency forged by time, constant and rigorous work reveals the fragile and delicate layers that make up it. Following the logic of water, this research addresses the study of the different dynamics superimposed on the territory of the Ebro Basin. Study performed over three consecutive courses, in the classroom, on screens and on the site. From the cartographical redrawing to the architectural detail of the proposals -going through the study of agricultural traces and the urban form, the urban fabrics, and the public space of its towns and cities- the course proposed, from a trans-scalar logic, the Ebro Basin as a large territorial laboratory, a complex pedagogical basis from which to critically review the existing reality and propose growth and transformation strategies. La exploración precisa y detallada, de manera reiterativa, de cualquier territorio cercano desvela un sinfín de lecciones geográficas, urbanas y arquitectónicas sedimentadas a la espera de ser reconocidas. Tras una aparente consistencia forjada por el tiempo, el trabajo constante y riguroso nos revela las frágiles y delicadas capas que lo conforman. Siguiendo la lógica del agua, esta investigación aborda el estudio de las sucesivas dinámicas superpuestas en el territorio de la Cuenca del Ebro. Estudio realizado a lo largo de tres cursos consecutivos, en el aula, en las pantallas y sobre el terreno. Desde el redibujado cartográfico hasta el detalle arquitectónico de las propuestas -pasando por el estudio de las trazas agrícolas y la forma urbana, los tejidos, y el espacio público de sus pueblos y ciudades- el curso propuso, empleando una lógica transescalar, la Cuenca del Ebro como un gran laboratorio territorial, una base pedagógica compleja a partir de la cual revisar críticamente la realidad existente y proponer estrategias de crecimiento y transformación.

In Santiago de Chile as in other parts of the world, the housing complexes of the modern movement encompassed large patches of land. In these, a different logic to the traditional compact block of the Latin American city was configured, with important interior public spaces, circulations and commercial plates that were dissociated from the street and vehicular traffic. These urban projects represent a way of densifying the city from which lessons for the future can be drawn. The research seeks to learn from the possibilities of these built forms and reveal the preferences of users for these public spaces, in circumstances where the densification of the city has become an imperative. En Santiago de Chile como en otras partes del mundo, los conjuntos habitacionales del movimiento moderno abarcaron grandes paños de terreno en los que se configuró una lógica distinta a la manzana tradicional compacta de la ciudad latinoamericana, con importantes espacios públicos interiores, circulaciones y placas comerciales que se disociaron de la calle y el tránsito vehicular. Estos proyectos urbanos representan una forma de densificar la ciudad de la cual se pueden extraer aprendizajes para el futuro. Si consideramos a la ciudad como el núcleo de las relaciones sociales, entonces su espacio público se traduce en el soporte en que dichas relaciones se desarrollan y permiten la integración de las actividades urbanas entre sí y hacia el territorio. Es así como destaca la importancia del estudio del espacio público dentro del urbanismo, y por tanto, el interés de analizar casos que han logrado grandes objetivos de transformación del espacio urbano mediante acciones que involucran una serie de políticas. Ejemplos cercanos al contexto latinoamericano: Curitiba, Medellín, entre otras; ejemplifican ciudades que han logrado un renacimiento de sus áreas urbanas; pero existen otras ciudades, como Quito en Ecuador, que presenta un desarrollo poco conocido y parsimonioso, pero que ha logrado dar inicio a un proceso de actualización de su espacio público. Así nace el interés de comprender este proceso histórico, poco estudiado y reconocido, a pesar de los grandes cambios que generó en la ciudad. Esta necesidad se traduce en la búsqueda de pistas históricas, de guías e intenciones, que, de manera objetiva, sean identificadas y analizadas mediante la lectura crítica de textos planificadores y revisión de proyectos desarrollados en la primera década del siglo XXI, en la cual se produce un punto de inflexión que logra la recuperación en primera instancia del espacio público del centro histórico de Quito. Este hecho permitió que la ciudad inicie un cambio en la lógica de actuación sobre el espacio urbano, lo cual es un hecho interesante al no existir una política definida para el espacio público, por lo cual es necesario preguntarse ¿qué criterios influyeron en el nacimiento de una nueva concepción del espacio público? Mediante la exploración de las actuaciones referidas a planes, estrategias y proyectos, se plantea encontrar las reglas implícitas que han guiado a esta ciudad en la búsqueda de su política para el espacio público. If we considered the city as the core of social relationships, then its public space will be the support in which these relations are developed and allow the integration of innumerable urban activities with each other and with the territory. From this point, the importance of studying public space appears more relevant inside the urban planning; for this reason the analysis of study cases becomes really important, especially if these cases have achieved great goals in the transformation of urban space through actions that involve a range of public space policies. Some cases in the Latin-American area are highlighted with cities such as Curitiba, Medellin, and others, which allowed a revival of their urban spaces. But there are another cities like Quito in Ecuador, which has a case of study little known and parsimonious, but it has achieved to begin a process to update its public space. This is the principal reason that influences this research, which wants to understand this historical process, little studied or recognized; despite the great changes that generated into the city. This need is reflected in the research of some historical clues, guides and intentions, which can be identified and analyzed objectively, though critical reading of planning texts and projects from the first decade of the XXI century. This period begins a turning point that allows the recovering of public space in the historical district. These facts allowed the city to begin a change on its action logic about the urban space, which is an interesting fact, because Quito doesn’t have a clear policy for the public space. That is a reason that makes us the question: which are the criteria that influenced the birth of a new concept of public space? By exploring and researching the events regarding plans, strategies and projects, it is proposed to find the implicit rules that have guided Quito in the exploration of its policy for the public space.

Los procesos de dispersión urbana han sido uno de los grandes protagonistas de los desarrollos urbanos de la mayoría de los municipios de nuestro entorno de las últimas décadas. La configuración actual del territorio de éstos, no puede explicarse adecuadamente sin comprender las lógicas que están detrás del proceso de aparición, desarrollo y consolidación de este modelo de poblamiento. El fenómeno conocido como parcelaciones o urbanizaciones ilegales, es un caso paradigmático de esta forma de crecimiento de la ciudad. Sin embargo, se trata de un tema poco estudiado y, cuando lo ha sido, generalmente lo es en el contexto de análisis globales de dichos procesos de difusión urbana. La comunicación se fija como objetivo principal mostrar los primeros resultados de los trabajos realizados hasta la fecha, en el contexto de un estudio más amplio, que supone la tesis doctoral del autor, y cuyo tema central de investigación son las parcelaciones y urbanizaciones ilegales en el municipio de Córdoba (España). En segundo término, se expondrán brevemente las líneas futuras de investigación abiertas a partir de estos resultados. The processes of urban sprawl, has been one of the great themes of the urban development of most of the municipalities in our area in the last 50 or 60 years. The current configuration of the territory of the latter, can not be adequately explained without understanding the logic behind the process of emergence, development and consolidation of this mode of settlement. The phenomenon known as illegal allotments or urbanizations, is a paradigmatic case of this form of growth of the city. However, it is a little-studied, and when it has been, it is usually in the context of global analysis of these processes of dispersion and urban diffusion. The communication is set as main objective to show the first results of the work done to date. This is inserted into a larger work, which involves the author's doctoral thesis, which focus of study are illegal subdivisions and developments in the city of Cordoba (Spain). Secondly, we briefly expose future lines of research in the context of the thesis.

Los espacios rurales contemporáneos ya no pueden identificarse y explicarse con los imaginarios ni conceptos que predominaban hasta hace algunas décadas. La reciente transformación social y económica que ha acaecido en ellos, con la incorporación de lógicas urbanas sobre el suelo tradicionalmente agrícola, han venido modificando produciendo nuevas vocaciones, modos de vida y formas físicas en el territorio rural que son el resultado de la imbricación de lógicas urbanas y rurales tradicionales. Si bien esta transformación ha sido reconocida y analizada con cierta profusión desde perspectivas sociales y económicas, la nueva forma física que el territorio adquiere como resultante sintética y objetiva de esos procesos no ha sido rigurosamente estudiada. La presente investigación se enfoca en la descripción de la transformación de la forma física de los municipios Guatapé y El Peñol, que a la luz de la interacción entre valores rurales y urbanos han producido múltiples y diferenciales respuestas físicas en la ordenación y configuración el suelo rural. No obstante se considera que una mirada comparada de diferentes porciones del territorio nos permitiría descubrir tendencias y puntos en común que den cuenta de lógicas físicas generalizables, propias e inherentes existentes en configuración y transformación del espacio rural contemporáneo de ambos municipios. Contemporary rural areas can no longer be identified and explained with visual representations or concepts that prevailed until a few decades ago. The recent social and economic transformation that has occurred in them, with the incorporation of urban logic on the traditionally agricultural land, have been modified to produce new vocations, lifestyles and physical forms in rural territory that are the result of the interweaving of logic urban and traditional rural. While this transformation has been recognized and analyzed with some profusion from social and economic perspectives, the new physical form that the territory acquires as synthetic and objective resulting from these processes has not been rigorously studied. This research focuses on the description of the transformation of the physical form of Guatapé and El Peñol municipalities, which in light of the interaction between rural and urban values have been multiple and differential physical responses in the management and configuration rural land . However it is considered that a comparative look of different portions of the territory allow us to discover trends and commonalities that account for generalizable, own and existing configuration and transformation of contemporary rural areas of both municipalities inherent physical logic.

Forest health has never been a more urgent concern in California. A variety of forest ecosystem types have experienced extraordinary combinations of stressors and disturbances over the past century, which have resulted in significant changes to forest conditions. Current conditions are a product of multiple interacting factors, including fire exclusion, historic logging practices, increased wildland-urban-interface expansion and, more recently, the effects associated with climate change. The intersection of the factors has led to high severity fire, drought linked mortality, and pest infestation and disease in the affected forests. It’s increasingly clear that the expected effects of climate change will further impact California forest ecosystems, potentially compelling and, in some cases, forcing the application of targeted adaptation strategies and approaches in the years and decades to come.

Decentralisation, or devolving authority to the third tier of government to prioritise specific policy reforms and manage their implementation, is argued to lead to pro-poor development for a number of reasons: local bureaucrats can better gauge the local needs, be responsive to community demands, and, due to physical proximity, can be more easily held accountable by community members. In the education sector, devolving authority to district government has thus been seen as critical to introducing reforms aimed at increasing access and improving learning outcomes. Based on fieldwork with district-level education bureaucracies, schools, and communities in two districts in the state of West Java in Indonesia, this article shows that decentralisation has indeed led to community-responsive policy-development in Indonesia. The district-level education bureaucracies in both districts did appear to prioritise community preferences when choosing to prioritise specific educational reforms from among many introduced by the national government. However, the optimality of these preferences could be questioned. The prioritised policies are reflective of cultural and religious values or immediate employment considerations of the communities in the two districts, rather than being explicitly focused on improving learning outcomes: the urban district prioritised degree completion, while the rural district prioritised moral education. These preferences might appear sub-optimal if the preference is for education bureaucracies to focus directly on improving literacy and numeracy outcomes. Yet, taking into account the socio-economic context of each district, it becomes easy to see the logic dictating these preferences: the communities and the district government officials are consciously prioritising those education policies for which they foresee direct payoffs. Since improving learning outcomes requires long-term commitment, it appears rational to focus on policies promising more immediate gains, especially when they aim, indirectly and implicitly, to improve actual learning outcomes. Thus, more effective community mobilisation campaigns can be developed if the donor agencies funding them recognise that it is not necessarily the lack of information but the nature of the local incentive structures that shapes communities’ expectations of education. Overall, decentralisation is leading to more context-specific educational policy prioritisation in Indonesia, resulting in the possibility of significant district-level variation in outcomes. Further, looking at the school-level variation in each district, the paper shows that public schools ranked as high performing had students from more privileged socio-economic backgrounds and were catering for communities that had more financial resources to support activities in the school, compared with schools ranked as low performing. Thus, there is a gap to bridge within public schools and not just between public and private schools.
