Abstract:
The article`s goal is to enlighten moral aspect of Locke`s socio-political doctrine in general and his concept of human rights in particular. Locke`s texts are interpreted in comparison with texts of Gobbes. Locke`s natural law is imperative, hence in natural condition are powerful regulators of human behavior: human can be only executor, not the subject, of natural law. In Locke`s creation prominent place is devoted to ideas of protestant theology – from the beginning he recognizes human life essentially transindividual. In conclusion Lock neutralizes total naturalism of his predecessors by postulating transcendental by origin moral.

Abstract:
O jusnaturalista John Locke, a propriedade pode ser visualizada como um direito natural de origem divina que não pode ser violado. Tal direito conta, atualmente, com restrições e é amparado como sendo direito fundamental na ordem constitucional, bem como a sua função social garantida na Constituição Federal. Esse estudo apresenta a propriedade privada sob a ótica de Jonh Lock, ponderando o seu entendimento com o direito protegido no ordenamento jurídico, especialmente no que conserne à função social legitimada por eles. As análises do trabalho foram desenvolvidas a partir da metodologia de pesquisa qualitativa exploratória, comparando teorias com documentos legais e utilizando o método indutivo. Entende que a teoria de Locke e o ordenamento jurídico brasileiro apresentam semelhança quanto ao direito de uso da propriedade, para Locke a propriedade deve ser legitimada pelo trabalho do homem, tendo produtividade e não lesando o coletivo, prescrito no ordenamento como atendendo a função social. Ao final, conclui que as ideias amparadas por Locke fazem parte de uma evolução histórica que auxiliou a difusão dos estudos que a propriedade é um direito inerente ao homem e que deve ser protegida pelo Estado, pois a ordem jurídica brasileira reconhece a propriedade, sua função social e importância.

Why are men in modern societies so busy and anxious? Modern, liberal democratic society is distinguished both by the unprecedented strength and prosperity it has achieved, as well as its remarkable number of psychologists per capita. Why is this? This dissertation explores the connection between restlessness and modernity by way of an examination of the themes of liberalism and restlessness in the thought of Locke and Tocqueville. "Restlessness" refers to a way of life characterized by three features: limitless desires, mildness, and an orientation towards material goods. Tocqueville argues in Democracy in America that democracy, by way of individualism, makes men materialistic and restless (inquiét), or restlessly materialistic. The intense, limitless pursuit of material well-being is a historical phenomenon, one of the many results of the centuries-long development of equality of conditions. Modern democrats are restless; pre-modern aristocrats were not. Tocqueville is ambivalent about restlessness. According to him, the incessant, energetic movement of American life conceals an underlying absurdity and mediocrity. Many of what Tocqueville views as the more undesirable qualities of democratic American life are associated with restlessness, but any solution is likely to be worse than the problem. It could be worse: we must tolerate restlessness if we want to remain free. "All free peoples are grave." Locke by contrast could be described as a partisan of restlessness. The anxious understand the world better than the complacent or vegetative. There are two dimensions to Locke's teaching on restlessness, an "is" (found in Essay concerning Human Understanding Book II Chapter 21) and an "ought" (found in "Of Property," Chapter Five of the Second Treatise). Our desires are naturally limitless-this we can only understand, we cannot change it. But if we know what's good for us, we will orient ourselves towards a milder and more materialistic way of life. We master restlessness by becoming more restless, or restless in a more enlightened way. Locke's teaching on restlessness in the fullest sense is partly his account of necessity, and partly his recommended response to necessity. This difference in their views on restlessness points to certain important differences in their liberalisms. Tocqueville's liberalism is more pessimistic than Locke's: some fundamental problems have no solutions, and some of the highest goods cannot be reconciled with one another. Lockean liberalism is more confident about its ability to find solutions to the fundamental problems of political life, and there is no problem of the harmony of the goods for Locke

Resumo: Este trabalho visa à compreensão da cidadania em John Locke. Através da análise do estado de natureza, da teoria da propriedade e do estabelecimento das condições que levam os homens à elaboração do pacto formador da sociedade civil, busco compreender os argumentos da filosofia política de Locke sob os quais estariam estabelecidas duas leituras distintas a respeito da cidadania. Uma leitura tem por base a igualdade de poder político no estado de natureza e sua manutenção quando do estabelecimento da sociedade civil, o que acarretaria a isonomia de direitos e deveres dos cidadãos. Enquanto a outra entende que há uma diferenciação de direitos políticos entre os homens. Esta diferenciação teria por fundamento elementos de ordens distintas, como a manutenção de interesses político-econômicos e o uso diferenciado da razão, pensada no âmbito da moral teológica lockeana. A verificação de que ambas as leituras encontram respaldo na obra do filósofo suscita a ocorrência de ambigüidades que envolvem não apenas o seu pensamento político, mas também o de seus intérpretes. Para compreender essa ambiguidade, utilizo uma contextualização de autor e obra que permite dizer que há a diferenciação da cidadania, mas que ela é decorrente de um difícil projeto político de estabilização social que requer abordagens ambíguas. A idéia central dessa dissertação é, tendo por base a cidadania, estabelecer um ponto de partida para a compreensão das ambiguidades no pensamento de Locke. Um filósofo ao qual é possível atribuir ao mesmo tempo um caráter humanista cívico e individualista possessivo.
Abstract: The present work aims to understand citizenship in John Locke. Through the analysis of state of nature, property theory and the establishment of the conditions that take the men to the elaboration of compact of the civil society, we want to understand the arguments of the political philosophy of Locke under two distinct readings regarding citizenship. One reading has the base of equality of political power in estate of nature and its maintenance when the establishment of civil society would cause the isonomy of rights and duties of the citizens. However, the other understands that there is differentiation of political rights between the men. This differentiation would be based on distinct elements of orders, such as the maintenance of economic-political interests and the differentiated use of reason, thought on lockean theological moral scope. Both readings find endorsement in the philosopher work who excite the occurrence of ambiguities which involves not only its political thought but also its interprets. To understand this ambiguity, we use a contextualization of the author and work that allows saying that there is the differentiation of the citizenship, but that it is occurs from a difficult political project of social stabilization which require ambiguous approach. The main idea of this dissertation is, considering citizenship, to establish a starting point in order to understand the ambiguities on Locke's political thought. A philosopher that is possible to attribute, in the same time, a character civic humanist and possessive individualism.

Extension ladder accidents injure thousands of people each year in the U.S. One cause of these accidents is false lock of the flylocks. Flylocks are the devices that support the upper or fly section of an extended ladder. False locked flylocks are not fully locked, but nevertheless support a load. False lock is not stable and may release under disturbance of the ladder, e.g. from climbing. False lock modes include tiplock, flipperlock, and camlock. If a false lock releases the ladder will telescope, and may cause serious injury. One false lock mode is tiplock, where the tip of the flylock is resting on the rung of the ladder in a metastable position. The tiplock may be held in place by mechanical locking, or by friction between the tip and the rung. Tiplock may occur when the ladder is being extended and the fly section is not raised enough to fully engage the flylocks. Ladder labels usually instruct “Securely engage ladder locks before climbing,” but typically do not instuct a user how to do this. Ladder users employ various methods to securely engage flylocks. These methods do not always prevent false lock. No gravity or spring actuated flylock design is known which will completely eliminate tiplock, but various designs have different ranges of fly section travel over which tiplock can occur (tiplock “window”). A mathematical expression defines the conditions under which friction tiplock can occur. Two methods of evaluating the tiplock window are discussed: geometric analysis and physical measurement. Tiplock propensity during random ladder extension is calculated. A geometric analysis is made of two flylocks with different tip radii. The flylock with the smaller tip radius is observed to have a smaller tiplock window.

Abstract:
The Garrett/Ford Advanced Gas Turbine Technology Development Program, designated AGT101, has made significant progress during 1985 encompassing ceramic engine and ceramic component testing. Engine testing has included full speed operation to 100,000 rpm and 1149C (2100F) turbine inlet temperature, initial baseline performance mapping and ceramic combustor start and steady state operation. Over 380 hours of test time have been accumulated on four development engines. High temperature foil bearing coatings have passed rig test and a thick precious metal foil coating selected for engine evaluation. Ceramic structures have been successfully rig tested at 1371C (2500F) for over 27 hours. Interface compatibility testing conducted during these runs indicate RBSN-to-RBSN or SASC-to-SASC result in “sticking” — however, RBSN-to-SASC in either planar or line contact show no evidence of sticking. Ceramic combustor rig tests have demonstrated acceptable lightoffs using either a conventional ignitor or a commercially available glow plug. Operation to 1371C (2500F) combustor discharge temperatures have also been demonstrated. Ceramic turbine rotor fabrication efforts have continued at ACC and Ford. Kyocera and NGK-Locke also have been working on the rotor. Several rotors have been received and are currently undergoing final machining and qualification tests. Testing of the all-ceramic AGT101 engine is currently scheduled for late 1985.

Abstract:
Na filosofia contratualista, explicar a formação do Estado e da sociedade envolve a compreensão de conceitos como estado de natureza, sociedade civil, guerra, liberdade e igualdade. Para Hobbes, Locke e Rousseau, a saída do estado de natureza em direção à formação do Estado e da sociedade ocorreu por intermédio de um contrato, envolvendo questões como governo, soberania, direitos e deveres. Porém, entender a formação e consolidação do Estado e da sociedade envolve a explicação de tais conceitos de uma perspectiva filosófica e jurídica. Além de expor as teorias desenvolvidas na filosofia política contratualista e os conceitos envolvidos na sua construção, adentramos a história do Brasil, iniciando nossa análise no processo de expansão marítima de Espanha e Portugal. Ao analisar a formação do Estado e da sociedade no Brasil é preciso discutir a colonização, a escravização e sua violência, compreendendo seus impactos na formação de uma sociedade desigual. Desse modo, as teorias contratualistas explicam parcialmente contexto brasileiro. Sendo assim, tivemos por base também a filosofia de Michel Foucault e seu pensamento a respeito do poder. Destacamos as duas teorias políticas desenvolvidas pelo filósofo: contrato-opressão e guerra-repressão, buscando olhar a formação do Estado e da sociedade brasileiros também por essa perspectiva. Para realizar nossos objetivos, o método utilizado foi a pesquisa bibliográfica.

Abstract:
Na filosofia contratualista, explicar a formação do Estado e da sociedade envolve a compreensão de conceitos como estado de natureza, sociedade civil, guerra, liberdade e igualdade. Para Hobbes, Locke e Rousseau, a saída do estado de natureza em direção à formação do Estado e da sociedade ocorreu por intermédio de um contrato, envolvendo questões como governo, soberania, direitos e deveres. Porém, entender a formação e consolidação do Estado e da sociedade envolve a explicação de tais conceitos de uma perspectiva filosófica e jurídica. Além de expor as teorias desenvolvidas na filosofia política contratualista e os conceitos envolvidos na sua construção, adentramos a história do Brasil, iniciando nossa análise no processo de expansão marítima de Espanha e Portugal. Ao analisar a formação do Estado e da sociedade no Brasil é preciso discutir a colonização, a escravização e sua violência, compreendendo seus impactos na formação de uma sociedade desigual. Desse modo, as teorias contratualistas explicam parcialmente contexto brasileiro. Sendo assim, tivemos por base também a filosofia de Michel Foucault e seu pensamento a respeito do poder. Destacamos as duas teorias políticas desenvolvidas pelo filósofo: contrato-opressão e guerra-repressão, buscando olhar a formação do Estado e da sociedade brasileiros também por essa perspectiva. Para realizar nossos objetivos, o método utilizado foi a pesquisa bibliográfica.

The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) was asked to evaluate hands-free mooring (HFM) as an option for improving the safety and efficiency of lock operations at USACE locks within the United States. The focus of this research is assessing HFM solutions for barge tows on USACE inland waterway locks. This Coastal and Hydraulics engineering technical note (CHETN) describes the approach and findings from Phase I of this HFM research effort, which was funded through the Navigation Systems Research Program. Phase I includes defining the problem this research effort intends to address, understanding current mooring practices at USACE locks, gathering information on similar systems already in use, and developing design concepts and criteria.

Abstract:
The U.S. Army Corps of Engineers (USACE) owns or operates 236 locks at 191 sites (HQUSACE 2016). Although the locks at these sites generally perform reliably, more than half of these structures have surpassed their 50-year economic design life and as such, there are increasing concerns about their continued safe, reliable operation. This work was undertaken to review lock operating equipment, maintenance practices, records pertaining to accidents and equipment failures, and lighting systems; to identify alternative improvements to equipment and equipment maintenance practices; and to analyze and compare those alternatives to determine and recommend optimal solutions. This report documents some lessons learned, primarily to share information that others might find useful. Note that the recommendations in this report should not be viewed as policy, although some might be considered by those creating policy.
