Millikan, Ruth Garrett. Functions of Same-Tracking. Oxford University Press, 2017. http://dx.doi.org/10.1093/oso/9780198717195.003.0004.

Abstract:
There are non-uniceptual same-tracking mechanisms, mechanisms that same-track not in order to implement storage of information about their targets, but merely as an aid to the identification of further things. Examples are the various mechanisms of perceptual constancy, self-relative location trackers, object-constancy mechanisms, and same-trackers for real categories. There are also several kinds of unicepts, hence, of unitrackers, procedural, substantive, attributive. What begins as a non-uniceptual same-tracker might or might not be redeployed to serve also as a procedural unitracker, or a procedural unitracker might be redeployed to serve also as a substance unitracker or an attribute unitracker. This is possible because the difference between affordances, substances, and attributes is not a basic ontological distinction but is relative to cognitive use.

Abstract:
This chapter comments on Article 109 of the Rome Statute of the International Criminal Court. Article 109 deals with the enforcement of penalties that are additional to a sentence of imprisonment. These comprise fines and the forfeiture of proceeds, property, and assets derived directly or indirectly from the commission of the crime. Responsibility for the enforcement falls to the Presidency. It has special duties in terms of tracking persons who are subject to fine, forfeiture, and reparations orders. The Presidency is ‘to seek cooperation and measures for enforcement in accordance with Part 9, as well as transmit copies of relevant orders to any State with which the sentenced person appears to have direct connection by reason of either nationality, domicile or habitual residence or by virtue of the location of the sentenced person's assets and property or with which the victim has such connection’.

Abstract:
This chapter discusses the importance of archiving the data. As well as regulatory advice the requirements of the most useful reference guide, ISO11799, is reviewed. Practical advice on issues such as location, storage, security, and environmental controls is given. The management of the archive from preparation to transfer of data is described. Methods of indexing and cataloguing together with tracking are detailed and systems for retrieval of data are explored. The role of the archivist in audits and inspections is discussed as the content of the TMF will be assessed during audit to ensure a clear audit trail is maintained. Retention times for essential documents are reviewed in the EU the regulation stipulates that data has to be kept for 25 years. As more and more information has to be archived the use of off-site or commercial archives is becoming more common and the additional requirements for a third party service provider are described. The introduction of eArchiving and the associated problems with long term storage of electronic data are discussed along with the various methods that may be used. The FDA issued guidance for electronic data and compliance with this guidance, CFR21 part 11, is vital. CFR 21 part 11 is widely followed within Europe and the standard is frequently referred to by the regulatory inspectors.

Full text
Abstract:
This chapter explores attention-generated apparent motion. A flickering display can seem to appear to move in opposite directions depending on which feature the observer attends to in the display. The illusory motion, generated by attention, demonstrates the mechanism of the third-order motion system: a dynamic salience map of the locations of the most salient stimulus features is determined jointly by stimulus strength (bottom-up) and by selective attention (top-down). Motion is computed directly and automatically from the salience map. Concepts covered in this chapter include apparent motion, first-order motion and second-order motion, feature tracking, salience maps, bottom-up processing, and top-down processing.
