Abstract:
Chapter 7 focuses on two concrete recommendations for policy makers interested in protecting media localism and encouraging local news. The first advocates for comprehensive local media policy frameworks. These frameworks must take into account the different platforms providing local news and local media, and the different funding systems as well. The second recommendation is larger in scope and argues that we need to reclassify local news from a public good to a merit good. Based on the work of Richard Musgrave, the designation of “merit good” would allow us to justify greater regulatory interventions, such as encouraging cross-media subsidies to support local news on a variety of platforms.

Governments around the world are seeing the locality as a key arena for effecting changes in governance, restructuring state/civil society relations and achieving sustainable growth. This book critically analyses this shift towards localism in planning through exploring neighbourhood planning; one of the fastest growing, most popular and most contentious contemporary planning initiatives. Bringing together original empirical research with critical perspectives on governance and planning, the book engages with broader debates on the purposes of planning, the construction of active citizenship, the uneven geographies of localism and the extent to which power is actually being devolved. Setting this within an international context with cases from the US, Australia and France, the book reflects on the possibilities for the emergence of a more progressive form of localism.

Chapters 2 through 5 house the case studies for the book. Each chapter is sub-divided by country to give the reader a detailed understanding of the dynamics at play. Chapter 2 assesses the structural regulation of local television by focusing on a key issue in the debate over local television. It thus considers the FCC’s quadrennial ownership reviews in the United States, the fee-for-carriage debate in Canada, and Ofcom’s reviews of public service broadcasting in the United Kingdom. This chapter also introduces two key terms: public good and market failure. The chapter demonstrates how the local is bound so tightly to commercial markets, broadcasting technologies and the status quo that alternatives views are effective erased.

Abstract:
This chapter focuses on elements of local broadcasting that is often glossed over: community television and community media. The chapter begins by defining community media and then proceeds to the case studies: public access television (PEG) regulation in the United States, the redrafting of Canadian community television regulations in 2002 and 2010, and the lack of community television and importance of community radio and hyperlocal media in the UK. This chapter argues that community media need to be fully integrated into a holistic conceptualization of local media among policymakers, regulators, and local media stakeholders. A second goal is to demonstrate that it is within conversations about, and discourses of, community media where larger issues of the local and its relationship to local media become most pronounced.

This chapter analyzes attempts in Canada, the United States and the United Kingdom to evaluate their respective local media ecosystems. It begins by defining ecosystem and discusses the importance of ecosystem thinking when considering local news and local media within a specific geographic community. The case studies here include the FCC’s Information Needs of Communities report from 2010 (the “Waldman Report”), Ofcom’s Local and Regional Media report from 2009, and Canada’s Our Cultural Sovereignty Report (the “Lincoln Report”) from 2003. The chapter both laments the lack of attention given these reports, and argues for the importance of thinking holistically about local media especially when it comes to encouraging local news.

Chapter 5 chronicles regulatory attempts to bolster local television, particularly local television news, in the US, UK and Canada. It argues that each of these attempts ultimately fell victim to status quo thinking, a reliance on market factors, and a fallback to default localism. The American case study is an analysis of the FCC’s Broadcast Localism Inquiry. The Canadian case study is an evaluation of the Local Programming Improvement Fund, a subsidy to bolster local news amongst television stations. The UK case study is on the Local Digital Television Programme Service, which was an attempt to establish a local television system akin to those in North America in 2013.

Abstract:
In Chapter 6, the case studies are analyzed through the frameworks of critical regionalism and critical political economy. The first section describes how a political economy of localism has come to exist within media policy discourse. This system favors the status quo over alternatives, tethers local media exclusively to specific places, and impedes our ability to think through ways to bridge the spatial and social divides of localism. The second section reintroduces critical regionalism as an approach that tempers this political economy. The chapter argues that while the political economy of localism works to stifle policy alternatives, there are policy windows – “moments of critical regionalism” – that require our attention. The chapter offers a definition of media localism based on critical regionalism and the case studies.
