« Un mauvais sujet dont la commune seroit fort aise d’être débarrassée » : justice, crimes et relations sociales en Lorraine à l’époque révolutionnaire (1799) — La double affaire criminelle Gagneur et Varinot comprend la mutilation d’une victime, l’assassinat de trois autres et l’exécution des deux principaux coupables, mari et femme. Cette affaire a eu des échos nationaux et son souvenir est encore vif dans le milieu local, deux cents ans plus tard. Loin de se limiter au face-à-face entre les accusés et l’institution judiciaire, l’affaire Gagneur-Varinot voit l’intervention décisive d’une tierce partie, le milieu local, l’ensemble des villageois, dont l’action collective a été déterminante tout au long de l’affaire. Or ce qui ne serait pas étonnant au XVIe siècle l’est en 1799, alors qu’était censée s’établir une « nouvelle » justice, pensée en rupture avec les usages anciens. L’exceptionnelle affaire Gagneur-Varinot montre que l’élément essentiel du processus judiciaire restait l’interaction, le dialogue, entre la volonté des parties, les logiques de l’institution et la volonté du milieu local. Dans cette affaire, l’institution judiciaire a non seulement tenu compte des volontés du milieu local, mais elle a été, dans une large mesure, à son service, en traduisant en langage juridique les logiques d’exclusion mises en œuvre dans le village. Ainsi peut-on dire que la révolution judiciaire n’était pas encore faite.

Renewable sources are closely linked to the natural conditions of each region and locality, their availability is very varied from one site to another, being important the evaluation of the potential of these resources, in order to determine their best use under economically advantageous conditions. These constitute the equivalent fuel for the operation of the technologies that exploit them, their quantity and quality; It also depends on the energy performance and reliability of the technology systems that employ them. An analysis of the importance of the determination of the regionalization of the RES is presented, showing the energy, economic and environmental impacts that can be estimated in specific regions and localities. For this, the studies carried out in the province of La Habana and in the municipality of San Luis in the province of Santiago de Cuba are presented as practical examples of a territorial planning, considering the conditions of each locality. The results are shown using the Geographic Information System (GIS). The contribution obtained allows the preliminary knowledge of the renewable potential (solar, wind, water and biomass), which can be considered for a regionalization of the planning with renewable energy sources, in order to reach the goals of sustainable development, based on the search Of energy solutions at the Community level.

Recent observational studies of the spatial and temporal relations between impulsive and periodic perturbations (Deubner and Kleineisel, 1997; Espagnet et al., 1996; see also Goode et al., these proceedings) suggest that oscillations in the solar atmosphere are excited locally and stochastically by turbulent convection. Proper characterization of the dynamical processes involved requires careful analysis of the observations in the spatial as well as in the temporal domain. Wavelet transforms (Combes et al., 1984) allow the characterization of waveforms together with the temporal delays that occur between the observed fluctuations. We have employed Morlet wavelets (Daubechies, 1992) in the present analysis. In addition to the phase relation between convective eddies and the atmospheric waves we study in particular the 2-D spatial evolution of the perturbations, to better distinguish different modes of oscillation. The observational material used is the same as in Deubner and Kleineisel (1997).

The contribution of electronic information technologies to breaking general assignment and routine beat news stories in large metropolitan newspapers is examined through a content analysis and in-depth interviews with reporters. Reporters working on breaking news stories make heavy use of their own paper's electronic backfiles and of fax technology, but do not use other information technologies available to them. Reporters use multiple sources for their stories and claim that electronic information technologies make it easier and faster to identify sources. However, the content analysis reveals reporters rely on the same types of sources representing the same institutional and social power structures as in the classic newsmaking studies.

Abstract:
Currently in Indonesia, propellant research is still rarely carried out due to bureaucratic and budgetary problems. This study aimed to determine the optimum composition of propellant using local sources of nitrate compounds based on its combustion heat value and to study the effect of the composition on its combustion heat value. The propellant composition used in this study consists of oxidizing agents (local nitrate compounds), fuel (Aluminium), binder (polyester-based resin), and additive (catalyst). A bomb calorimetry method (ASTM D5865/5865-19) was used to determine the combustion heat value of the propellant. The results showed that the heat of combustion of local content nitrate compound-based propellants was high (> 1500 cal/g), adding binder to the propellant composition increases the heat of combustion. Ammonium nitrate-based propellant has the highest heat of combustion value of 3,788 cal/g. The optimum binder composition in the propellant was 33% (w/w). Based on this study, local source of nitrate compounds has potential to be used for development of propellant, especially in Indonesia. Therefore, it can encourage rocket research in Indonesia as a capital for the development of defense equipment to be less expensive.

Abstract:
This paper presents an alternative energy function for global optimization (GO) beamforming, tailored to acoustic broadband sources. Given that properties, such as the source location, multipole rotation, or flow conditions, are parameterized over the frequency, a cross spectral matrix-fitting can be performed for all frequencies at once. A numerical analysis shows that the nonlinear energy function for the standard GO problem is equivalent to the source's point spread function (PSF) and contains local minima at the locations of the grating lobes and side lobes. The energy function is improved with the proposed broadband energy, as it averages the PSF. Further, it simplifies the process of identifying sources and reconstructing their spectra from the results. The paper shows that the method is superior on synthetic monopoles compared to standard GO and CLEAN based on source coherence (CLEAN-SC). For real-world data, the results of the proposed method and CLEAN-SC are similar, and outperform standard GO. The main difference is that source assumption violations cause noisy maps for CLEAN-SC and cause wrong spectral estimations of the proposed method. By using reasonable initial values, the GO problem reduces to a local optimization problem with similar results. Further, the proposed method is able to identify synthetic multipoles with different pole amplitudes and unknown pole rotations.

Le dernier cas de possession démoniaque au Danemark 1696-1699) — Cet article étudie la dernière chasse aux sorcières qui eut lieu au Danemark et se termina paradoxalement par la condamnation des « possédées » et de l’instigateur des poursuites, le pasteur Ole Bjørn, plutôt que par celle des sorcières présumées. L’article retrace les différentes étapes de l’affaire, depuis ses débuts dans le bourg de Thisted en 1696 jusqu’à son transfert à la juridiction de Viborg et son examen final par la Cour suprême du Danemark. En 1699, un livret anonyme fut publié racontant toute l’histoire et tournant en ridicule la croyance en la sorcellerie. L’étude de ce livret nous permettra d’éclairer et de mieux comprendre les événements et leur perception à un niveau local et dans les zones urbaines plus étendues. Nous montrerons aussi les changements qui étaient en train de se produire dans le discours tenu sur la sorcellerie, sous l’impact des événements survenus dans le reste de l’Europe et des procès en sorcellerie qui s’étaient tenus récemment au Danemark. Cet article met ainsi en relief la complexité des derniers procès en sorcellerie danois et les différentes raisons qui peuvent expliquer la fin des persécutions contre les sorcières dans le pays, éclairant ainsi par ailleurs, dans une perspective européenne plus globale, les évolutions ayant mené à l’arrêt définitif des chasses aux sorcières en Europe.

Professional and quality journalists are subject to an ethical code and their understanding and competence of said ethics code. Ethics are the minimum values or moral traditions that are used to separate truths from mistakes and good from the bad. Journalism ethics are the rules adhered to by journalists. News coverage has objectives. In order to reach said objectives, journalists should adhere to the professional ethics that they comprehend in the news coverage. Such a comprehension cannot be separated from the different interests involved in the news production process. This research aimed to identify the journalists’ understanding of the values of independence, objectivity, their relationship with their sources and gifts from sources. This research used the phenomenology method. Data collection was done via interviews with 13 Radar Malang journalists. The data analysis employed was Turner’s Theory of Structuration. The research findings presented that first, independence and objectivity are ethical values that are impossible for journalists to maintain. This is since news writing involves interpretation and choices because writing the news is the result of the journalists’ interpretation of their economic interests and journalist idealism. The news is written with a particular tendency in mind. Objectivity is only regarded in the scope of the balance of news. Second, there is a dynamic relationship between journalists and the sources of the news. Journalists are always in a dilemma when writing news that relates to the interests of the news sources. Journalists may receive any gifts from the sources so long as they do not relate to the news. In general, journalists should refuse remittance. However, any other kinds of gifts are still tolerable.

Increased interest in the local government history is associated not just with the necessity to peer into the past, but also with purely practical needs. While returning to forgotten traditions, it is important to take into account the heritage of centuries. Today, we need to take a fresh look at well-known facts, to cast away old delusions and myths, and to prevent the emergence of new ones. Theoretical basis of the paper is such methods as historicism, objectivity, alternativeness; they allow an unbiased approach to the analysis of the problems and a critical attitude towards the sources. The methodology includes the use of means and methods of local, systemic, problem-chronological, and comparative historical methods, as well as the development of a “new imperial history.” The paper systematizes sources on formation and development of the local government in Siberia in the Imperial period. The following groups of sources are highlighted: regulatory and legal acts; documents of management and record keeping; statistical materials; periodicals; sources of personal provenance. There is regional specificity in the content and structure of sources. The sources characterize the history of local government in Siberia in the 18th - early 20th century, wherein personal, socio-political, and departmental conflicts played an important role. The article attempts to show the role and place of the general police in the local government of pre-revolutionary Siberia and to analyze the main sources on the subject. It focuses on structure, nature, organizational and legal problem of the local government in Siberia in the 18th - early 20th century.

Abstract:
It is shown that non-local, higher-derivative operators, which arise generically in string field theory, can act as additional sources of friction on the inflaton field as it rolls away from a maximum in its potential. Moreover, the cosmic dynamics can be quantified in terms of a local field theory, where the curvature of an effective potential has been suppressed. A prolonged phase of quasi-exponential expansion can therefore be realised with steep potentials that typically arise in particle physics models. We illustrate this effect within the context of p-adic string theory.

Abstract:
Inflow in Jatiluhur Reservoir located on the Citarum River is influenced by outflow from Cirata Reservoir and Saguling Reservoir which are above it. These three reservoirs are incorporated in the Citarum Cascade System Reservoir. This inflow analysis is related to the availability of water in the Jatiluhur Reservoir, which is a multi-purpose reservoir, which then becomes the mainstay of the water supply as a hydropower operation pattern. Runoff rain modeling using HEC-HMS software using data on rainfall, temperature, land cover, soil type and topography. Parameters generated from observation and modeling are coefficient of determination (R2), Nash-Stuclift (NSE), and Percent Bias (PBIAS). The results of the case study show that the parameters of the observed local inflow (R2: 0.693; NSE: 0.525; PBIAS: 9.88%) with data sources from the Jatiluhur Reservoir manager are better than the local inflow analysis results (R2: 0.533; NSE: - 0.457; PBIAS: 48.88%) with data sources from water level (TMA). Meanwhile, the total inflow of observations (R2: 0.982; NSE: 0.973; PBIAS: 1.14%) with data sources from the Jatiluhur Reservoir manager is better than the total inflow analysis results (R2: 0.932; NSE: 0.889; PBIAS: 9.43 %) with the data source from the water level (TMA).

A series of trends have emerged across Europe which have stimulated change in local government, local democracy and local leadership particularly where local government and local leaders have had to respond to crisis, economic downturn and the pressures of public engagement in times of restraint and public service decline. The special issue of Lex Localis (14:4, 2016) explored those factors in countries as diverse as Iceland, Germany, Greece, Italy, Spain, the Czech and Slovak Republics and Poland, to provide valuable insights into the turbulent times within which local self-government is located. That issue of Lex Localis was drawn from two related sources: the ECPR joint sessions work shop in Warsaw on local political leadership in times of austerity and from papers produced for the LocRef Cost Action democratic renewal workgroup. The paper here presents a review of, and retrospective introduction to that special issue. But by also drawing on other sources it offers an exploration of the broad trends shaping the development of local government and also develops a commentary on the factors which stimulate or hinder the success of local leadership, local government and local democracy in challenging times.

Identification of chitosan from new local marine sources could be a great challenge for research in terms of using this biopolymer in various pharmaceutical, environmental or food applications. In the present study, two chitosan powder samples extracted from processed shrimps waste and Rapana venosa eggs capsules were compared with a food supplement sample based on chitosan, from the point of view of spectral analyses (FTIR spectroscopy), of their solubility in dilute acetic acid solutions (1 %), insoluble substances content, and fats binding capacity. In order to determine the fat binding capacity of the tested chitosan samples, different types of cold pressed vegetables oils (olive oil, sunflower oil, soybean oil, argan oil and coconut oil) and animal fats (butter and pork lard) were used. The present study highlighted that the chitosan samples, chemically extracted with low financial efforts by waste recovery of crustaceans and mollusks from Romanian Black Sea coast, could be an important source with high potential. The obtained results showed a good fat binding capacity, especially for chitosan samples extracted from shrimps waste compared to the chitosan sample chosen as reference. These compounds may be successfully used in pharmaceutical applications, in various formulations as dietary supplement, or as useful therapeutic component in the hypocholesterolemia treatment or in prevention of cardiovascular risk, due to their good solubility in dilute acidic solutions and lower values of insoluble content.

Abstract Aim: The aim of this study is to analyze the water quality of several local sources from the Toplița-Deda region, as well as from the Gheorgheni basin, in order to inform the population about the water quality and about the importance of the drinking water control. Method: Repeated water samples were collected from a total number of 41 sources in the two studied regions during 2010. A multiparametric colorimeter, Hanna Instruments C99 was used to determine certain physical and chemical parameters. A number of current and specific microbiological analyses were also carried out. Results: The average values and the percentage of the positive samples with values above permitted limits were calculated. The highest accepted levels were based on Law no. 458/2002 regarding drinkable water quality. Among the mineral indicators iron exceeded the limit in 18.18% and water samples were poor in fluoride (83.65%) and in iodine (98.18%). A small percentage of sources (3.63%) indicated pollution, 10.9% had high nitrate level. Analyzing the microbiological content, our water samples were within the drinkability limits required by law. Conclusion: Our study emphasizes the importance of monitoring water supplies, the awareness of the water quality according to mineral composition, pollution estimation and microbiological characteristics in order to prevent the unexpected influence on the health status of the consumer population.
