Abstract:
This article measures, compares, and analyzes the degree to which local factors, be they candidate qualities or district characteristics, affect electoral politics. It applies Morgenstern and Potthoff’s components-of-variance model to 56 parties or coalitions to measure the “local vote” and shows that only in some cases do local factors manifest themselves in voting patterns. To explain this finding, the authors argue that the type of executive system, ideological cohesion, and a country’s ethnic heterogeneity combined with federalism are all strongly tied to the local vote patterns. Statistical tests also show that in spite of the large literature on the incentives that electoral systems can offer to candidates to pursue a personal vote, the electoral system does not have a clear impact on the local vote.

International peace- and state-building interventions have become ubiquitous in international politics since the 1990s, aiming to tackle the security problems stemming from the instability afflicting many developing states. Their frequent failures have prompted a shift towards analysing how the interaction between interveners and recipients shapes outcomes. This book critically assesses the rapidly growing literature in international relations and development studies on international intervention and local politics. It advances an innovative approach, placing the politics of scale at the core of the conflicts and compromises shaping the outcomes of international intervention. Different scales - local, national, international - privilege different interests, unevenly allocating power, resources and political opportunity structures. Interveners and recipients thus pursue scalar strategies and socio-political alliances that reinforce their power and marginalise rivals. This approach is harnessed towards examining three prominent case studies of international intervention - Aceh, Cambodia and Solomon Islands - with a focus on public administration reform.

O presente trabalho estuda um período da história político-partidária e eleitoral (1966-1982) brasileira, percorrendo os níveis nacional, estadual e local, com ênfase neste último. Com a chegada dos militares ao poder em 1964 e a extinção dos partidos políticos em 1965, inicia-se um novo sistema denominado bipartidarismo, que se estende até 1982. Diante da dependência partidária e eleitoral da legislação federal, os Estados e municípios se adaptaram, porém conservando suas diferenças regionais. As lideranças políticas paranaenses se articularam diante do novo jogo político e fortaleceram o partido do governo, em contraste com uma oposição decepada e fragilizada. Em nível local, embora receba a interferência da política nacional e estadual, o quadro caracteriza-se acentuadamente por contornos próprios, revelando a disputa de pessoas e grupos de interesses pelo poder local. A baixa institucionalização partidária e a volatilidade são fatores que fortalecem o individualismo na política, e o eleitor, sem referências partidárias consolidadas, até por interesses pessoais e por estar próximo dos candidatos, valoriza o personalismo. O trabalho analisa o desempenho e evolução da ARENA/PDS e do MDB/PMDB, através dos resultados eleitorais, colocando em destaque a representação da política no município de Maringá.
An analysis, at the national, state and local levels, with special emphasis to the latter, on the 1966-1982 history of party and election politics in Brazil is provided. A new bi-party system was introduced in Brazil on the arrival to power of the armed forces in 1964 and on the extinction of political parties in 1965, through 1982. Although states and counties adapted themselves to the party and electoral dependence on federal laws, they preserved their regional differences. The political leaderships of the state of Paraná organized themselves in the wake of the new political rules and strengthened the government's party. This cannot be said of the opposition, which remained fragmented and split. Although the local situation was influenced by the national and state politics, its features had special nuances that revealed the struggle of individuals and groups for local political power. Low party institutions and volatility were the chief factors that gave rise to political individualism, while the voter rated personal cult excessively. This was due to the lack of consolidated party references, invested interests and close dealing with candidates. Research investigated the performance and evolution of ARENA/PDS and MDB/PMDB through their election results, whereas the political representation in the municipality of Maringá was enhanced.

Abstract:
This thesis analyses the factors that have shaped conflicts over corruption in post-Suharto Indonesia and the processes by which corruption has been contained or entrenched. Contrary to mainstream theories it is argued here that institutional reforms in themselves are not sufficient factors in transforming behaviour or incentives for corruption. Most important, democratic reforms and decentralization programs introduced in the aftermath of the political reformasi do not in themselves results either in the containment of corruption or its continued entrenchment. Nor, it is proposed, institutional reforms in public administration and governance the decisive factors. Rather, it is argued here that the success or failure of reformist movements is contingent upon a range of factors that influence the relative power of contending alliances involved in the conflicts over corruption. Among these factors, it is argued that the following are critical. One is the degree to which interests and coalitions that dominate government are able to secure a degree of monopoly over access to resources and revenues. This can provide decisive economic and political leverage in their attempts to protect predatory forms of authority against reformers. A second factor is related to the way such interests distribute public resources and budgetary expenditure and how effectively these consolidate social and political support. The third factor is related to the ability of reformers to build political alliances and coalitions. These may not always include opponents of corruption or the institutions of clientalism but may include some of those currently excluded from the existing benefits of corruption. Using four case studies, the thesis examines how these factors influence the resolution of specific conflicts between reformers and incumbents. The four cases are selected to represent different ways in which elites are able to exert control over resources and how they distribute them as well as different patterns of reformist alliances. In other words, the thesis presents an argument that corruption reform is decided, not in the design and construction of institutions but in the context of constant struggles over power and how it is organised and resources are distributed.

This paper focuses on the analysis of the local elections, emphasizing the SPD's electoral gains. Municipal politics has a significant impact on the development of municipalities and regions. The text focuses on the analysis of the electoral results of the SPD political movement in the municipal elections in the South Moravian Region in 2022. The theoretical part of the paper describes the basic mechanisms and principles of municipal elections and the political programmatic of the SPD political movement. The analytical part deals with the results of the elections in the South Moravian region, emphasizing the gains of the SPD political party, which is classified as far right. The data is based on the statistical server volby.cz, which is provided by the Czech Statistical Office. The results of the survey can be seen as a contribution to the discussion on municipal politics, municipal elections, and the strategies of individual political parties. The main finding is that the SPD political movement did not become stronger in municipal politics in the South Moravian Region.

This paper contributes to an agenda that views the effects of policies and institutional reforms as dependent on the structure of political incentives for national and subnational political actors. The paper studies political incentive structures at the subnational level and the mechanisms whereby they affect national-level politics and policymaking at the national level in Argentina, a highly decentralized middle-income democracy, Argentina. The Argentine political system makes subnational political power structures very influential in national politics. Moreover, most Argentine provinces are local bastions of power dominated by entrenched elites, characterized by scarce political competition, weak division of powers, and clientelistic political linkages. Political dominance in the provinces and political importance at the national level reinforce each other, dragging the Argentine political and policymaking system towards the practices and features of its most politically backward regions.

Abstract:
This paper reviews existing perspectives on the politics and governance of social assistance in crises from the bottom up – from sub-national regions (or states/provinces) down to districts, sub-districts, towns, and villages. It begins by examining recent literature on the politics of social protection, which is mostly based on assessment of political dynamics and relationships in settings that are peaceful and only minimally affected (or unaffected) by conflict-related violence. Key insights from political economy analysis of humanitarian assistance, alongside the ‘political marketplace’ – a more recent concept used to understand governance in fragile and conflict-affected settings (FCAS) – are introduced to deepen understanding of politics specifically in situations where statehood is both limited and negotiated. The second part of the paper reviews various insights into sub-national and local governance, focusing on the role of non-state actors in provisioning and distribution at the edges of state power, delivery configurations in these settings, and the rationalities of local governance and ‘real implementation’. Understanding the arrangements and dynamics of governance sub-nationally and locally is essential for designing and planning the provision of social assistance in ways that are more likely to be politically and socially acceptable while also being inclusive and delivering value for money. The conclusion draws together these various perspectives on politics and governance from the bottom up to consider the implications and questions for further research on social assistance in crises.

The RISE (Research on Improving Systems of Education) Programme political economy team focused on “adoption” (PET-A) examines the political conditions required to put learning at the center of an education system. This work stream has produced 12 historical case studies and three synthesis papers which draw on this rich material. This paper is part of the latter effort and offers a comparative analysis across five of the countries with RISE Country Research Teams (Ethiopia, Indonesia, Pakistan, Tanzania, and Vietnam), as well as additional case studies focusing on Chile and Peru. Building on the RISE systems framework (Pritchett, 2015), our political economy analysis incorporates issues of competing interests, power, and political strategy. We focus on the promoters and blockers of learning-oriented education reform and their respective powers and strategies to parse out the political contestations that are endemic to the reform processes that impact system coherence around learning. In this paper, we present a binding constraints framework to explore what a politics for learning might look like and examine areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints. We draw upon the PET-A country case studies to include analysis of different factions and reform champions within government, including but not limited to the executive office (president/prime minister), Ministry of Finance, Ministry of Education, competing ministries, decentralized government levels, and local leaders. In doing, we elucidate how politics permeate nearly all accountability relationships in education systems and the likelihood that any given program will positively impact learning.

Abstract:
For many decades in Tunisia, there has been a robust link between natural resource management and contentious national and local politics. These disputes manifest in the form of protests, sit-ins, the disruption of production and distribution and legal suits on the one hand, and corporate and government response using coercive and concessionary measures on the other. Residents of resource-rich areas and their allies protest the inequitable distribution of their local natural wealth and the degradation of their health, land, water, soil and air. They contest a dynamic that tends to bring greater benefit to Tunisia’s coastal metropolitan areas. Natural resource exploitation is also a source of livelihoods and the contentious politics around them have, at times, led to somewhat more equitable relationships. The most important actors in these contentious politics include citizens, activists, local NGOs, local and national government, international commercial interests, international NGOs and multilateral organisations. These politics fit into wider and very longstanding patterns of wealth distribution in Tunisia and were part of the popular alienation that drove the uprising of 2011. In many ways, the dynamic of the contentious politics is fundamentally unchanged since prior to the uprising and protests have taken place within the same month of writing of this paper. Looking onto this scene, commentators use the frame of margins versus centre (‘marginalization’), and also apply the lens of labour versus capital. If this latter lens is applied, not only is there continuity from prior to 2011, there is continuity with the colonial era when natural resource extraction was first industrialised and internationalised. In these ways, the management of Tunisia’s natural wealth is a significant part of the country’s serious political and economic challenges, making it a major factor in the street politics unfolding at the time of writing.

The increased occurrence of extreme weather conditions leading to drought is a key development challenge. This paper studies how these extreme events interact with the political process at the local level using rich administrative data for drought declarations and mayoral elections in Brazil. While accounting for current and historical rainfall patterns, the paper finds that that: i) municipalities led by a mayor affiliated with the President¿s party are more likely to receive formal drought declarations prior to the municipal election; and ii) receiving a drought declaration reinforces the electoral advantage of incumbent mayors running for reelection. These results are robust to the inclusion of a rich set of controls for municipal attributes.

Climate issues have altered power relations and become a political problem in the field of political science and international relations. Since the 1980s, climate debates have problematized and contributed to redefine the boundaries between national and international politics, hierarchies between economic and environmental priorities, and connections between human and natural dimensions, thus intervening in the definition of modes of regulation and conflict resolution nationally and globally. Therefore, climate change has also led to debates on the role of the State, international organizations, economic operators, corporations, and CSOs. Climate change has become a fundamental issue in the contemporary world, in all dimensions of social life, from local to global, affecting the way knowledge is produced and taught in various disciplines, including political science and international relations. This article introduces the Special Issue on ‘The Politics and Policies of Climate Change in Brazil’, addressing the subject from the perspective of political science, political sociology and international relations.
