Abstract:
Even though it is not directly included in the history study material, local politic dynamics in regional autonomy era can also be a challenge for history study at pre-university level. Negative excess of regional autonomy policy implementation and politic development after “Orde Baru” era that is likely to challenge the effectiveness of nationalism and national country existence can be a special challenge for history study, and civic education in general. At one side, the comprehensive history teaching will develop contextual nationalism spirit to the youth but at the other side, the phenomenon of regional autonomy implementation and local politic dynamics in the reformation era will challenge the existence of the nationality spirit, due to the spirits emerged and strengthened are the ethnocentrism, ethnicity, social conflict, and separatism. Special strategy for history study at school will be necessary to overcome the issue.

Abstract:
The politics of history is an object of viral studies, and researches about this phenomenon of political life is constantly deepen. In relations to the international space there are plenty of studies about individual states politic of history, but there are no such studies about local politics, and local societies in relation to the centres of political life. Author highlighted some phenomenon of politics of history of the III Polish Republic’s self-government in the perspective of the theory of centre-periphery. Some conclusions after research make it possible to show some phenomenon of political life such as: political fight between local and national political elites on politics of history; tensions between centre and periphery; shredded collective memory which is dependent of different spaces of local life; collective memory is overcomed by “privatisation and individualisation”.

Penelitian ini mendiskusikan tentang bagaimana keterlibatan local strongman dalam kontestasi politik elektoral di tingkat lokal. Secara khusus, riset ini berusaha memahami tentang fenomena warok di Kabupaten Ponorogo. Riset ini berupaya mengidentifikasi keterlibatan jejaring warok dalam pilkada, terutama dalam penghentian money politic yang dilakukan oleh kandidat yang lain. Strategi pemenangan ini merupakan suatu strategi baru yang dilakukan oleh tim pemenangan kepala daerah. Dalam menganalisis fenomena tersebut, peneliti menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan yang diperoleh dari observasi secara langsung dari fenomena di Kabupaten Ponorogo, in-depth interview dengan tim pemenangan kandidat, anggota partai, dan tokoh masyarakat. Temuan dan analisis menunjukkan bahwa fenomena warok memiliki peran cukup penting dalam kontestasi politik elektoral di tingkat lokal, dibuktikan dengan bergabungnya tim pemenangan kepala daerah di Kabupaten Ponorogo dan strategi untuk menghentian money politics yang dilakukan oleh lawan politik.

<strong>English</strong><br />From the agrarian politic history view, the eastern region of Indonesia has a relatively strong competition potential in the global arena. However, since the past five decades, the capacity of socio-economic-politic-culture of the eastern region of Indonesia was degraded to the lowest level. The political planning concern of the central government in the agrarian resource development management is the obstacle point to allow serious implication on social gap and backwardness. The agrarian politic set back in the western part of Indonesia has a heavy influence on the community’s socio-economic livelihood who are depending on local agrarian resources. The prominent ability of several local kings of kingdoms in the eastern Indonesia to perform agricultural trade at a global level during the period of 15-18 centuries has no longer existed. In the future, a strong political support is required to reform agrarian development planning for the eastern region of Indonesia. The plan should cover: First, the vision and direction to establish a strong, self-support, high competitive, fair, and sustainable industrial community based on the existing agrarian resource management. Second, to produce high value of agrarian products, manage by integrated organizations, use high technology and innovation, apply sharing system on collective assets, and select appropriate business adjusted to the existing local agro-ecosystems. Third, strengthen infrastructure networks, support financial institutions, and apply law enforcement in accordance with good governance in a decentralized government administration. Fourth, to establish the community’s rights to express their political opinion and aspiration, to involve in organization (economic, society, and politic), and support on local wisdom. Fifth, to perform policies that integrates agrarian management, safety and defense, and the empowerment of civil society in the eastern part of Indonesia.<br /><br /><br /><strong>Indonesian</strong><br />Dilihat dari sejarah politik agraria, kawasan timur Indonesia mempunyai potensi daya kompetisi relatif kuat dalam “pertarungan” global. Hanya saja, sejak lima dekade terakhir secara sosio-ekonomi-politik-budaya kawasan timur Indonesia berbalik menjadi sangat memprihatinkan. Kepedulian politik perencanaan pemerintah pusat dalam pengembangan pengelolaan sumber daya agraria setempat tampaknya menjadi titik lemah yang berimplikasi serius terhadap munculnya keterbelakangan dan kesenjangan sosial. Kemunduran politik agraria yang terjadi di kawasan barat Indonesia berimbas sangat berat terhadap tingkat kehidupan sosial-ekonomi masyarakat berbasis pengelolaan sumber daya agraria setempat. Kehebatan kemajuan perdagangan produk agraris yang dikendalikan secara politik di tingkat global oleh beberapa kerajaan di kawasan timur Indonesia pada rentang abad 15-18 saat ini sudah hampir tidak tersisa lagi. Pada masa mendatang perlu dukungan politik yang kuat untuk merumuskan kembali perencanaan pembangunan agraria di kawasan timur Indonesia. Substansi perencanaan mencakup: Pertama, visi dan arah yang mengutamakan terbentuknya masyarakat industrial berbasis pengelolaan sumber daya agraria yang kuat, mandiri, berdaya saing tinggi, adil, dan berkelanjutan. Kedua, dihasilkannya produk agraria bernilai tambah tinggi, dikelola dengan organisasi yang utuh (tidak tersekat-sekat), sarat dengan muatan iptek tinggi, penguasaan aset secara kolektif dengan sharing system yang lebih adil, serta pilihan usaha yang sesuai dengan kekayaan agroekosistem setempat. Ketiga, dilakukan penguatan terhadap jaringan infrastruktur, kelembagaan modal finansial, penegakan hukum, serta good governance dalam penyelenggaraan pemerintahan yang desentralistik. Keempat, penguatan hak-hak warga dalam berpendapat dan beraspirasi secara politik, berorganisasi (ekonomi, kemasyarakatan, dan politik), serta pemberdayaan aspek kearifan lokal. Kelima, kebijakan politik yang mengintegrasikan pengelolaan agraria, pertahanan dan keamanan, serta penguatan civil society di kawasan timur Indonesia.

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

<p>The government, political practice, both reflected in the government, politics, policies and the attitude of the public figure, influences the existence of folk art that is overshadowed by changes as the results of modernization and industrialization. The aim of this research is to find out the marginalization of folk art because of political practice. This research was done using a qualitative approach while the subject of this research was Ngesti Pandhawa Human Puppet Group. The result of this research showed that folk art could be marginalized because of the influence of the changes in economic and politic that was formulated inside the modernization waves and technology development that offered new values. The attention of the government on the existence of folk art was still being questioned because of politic budget. The budget for art was extremely small compared to the budget for sport. The existence of folk art depended on the favor and interest of the local leaders, especially political interest.</p>

Abstract:
Purpose The purpose of this paper is to answer the following questions: What are the theoretical and practical antecedents for recognising land under roads (LUR) as an asset in local government financial reports? Why was the process of regulating this aspect of accounting practice so protracted and so controversial? Design/methodology/approach The method used a critical analytical review and synthesis of relevant literature. Findings This study rejects the recognition of LUR, and suggests that the requirements to account for LUR should be withdrawn immediately. Regardless of the way that the debate has evolved as to the need or otherwise to value LUR or the methodology to be adopted, until the issue of a consistent, standards-based data set is addressed, there is unlikely to be a unified useful outcome. Research limitations/implications The study’s findings provided opportunity to reach an overall conclusion and make policy recommendations regarding the saga of accounting for LUR by Australian local governments. However, the ability to generalise beyond Australia to other countries would need to be tested by additional research. Practical implications The study’s findings provided assessment of the impact of valuing LUR on financial reporting by local governments and suggested policy recommendations. Social implications This study provided an understanding of Australian local governments’ accounting choices in regard to the valuation of LUR and documented the history of early adoption of valuation of LUR by local governments. Originality/value The literature on the public sector and accrual accounting is extensive and varied. However, there have been only isolated studies on the specific issue of LUR (Barton, 1999a, 1999b; Hoque, 2004; Rowles et al., 1998a, 1998b, 1998c, 1999). This study adds to the few isolated studies on the specific issue of accounting for LUR. Originality/value – This study provided policymakers with rich information about accounting for LUR and, it should have the capacity to impact on the future policy directions and recommendations.

The aims of this study, is to analyse how the political interaction, power and politics occurred in budget policy construction. Specifically, the study aims at answering who become the actor behind budget policy, how they think, how they interact to dramatize the policy construct. Method of study employs extended dramaturgy reflecting the development of dramaturgy method proposed by Erving Goffman. This method assumes that during interaction, people not only realize others, but also recognize themselves. Therefore, people not only interact with others, but they interact with themselves symbolically. This interaction is observed in Jembrana local government and society as a unit of analysis.The results of this study are: (1) the accounting man uses politic and power to identify social problem as the base to determine budget policy, (2) In analyzing the identification of education problem as social problem, power must be demanded to reveal the fact because the problem cannot speak about itself, (3) the problem identified should be adjusted to the issue beyond the individual local environment and individual life coverage, and (4) the most prominent text with budget policy “constructive” view at Jembrana municipality corresponds with view on “justice” and “truth” along with “ngaya” symbolizing of “the freedom”. Abstract This article analyses the conflicts over imperial taxation in 17th-18th century Germany at local level. As imperial taxes have been mostly studied for the 16th century and usually from the perspective of Vienna, observing them from below gives a completely different perspective. One can observe, in particular, very strong and long-lasting conflicts between subjects and territorial princes. The article defends the idea that taxation conflicts are not only due to the size of the tax burden, but also linked to social and political considerations. They provide an excellent vantage point for analysing the Empire from below and the popular politics that emerged within the imperial body politic.

ENGLISH ABSTRACT: This dissertation investigates the medical drama series as a television phenomenon which foregrounds the body as central narrative device. By considering House M.D. and Jozi H as global and local manifestations of this genre, transnational, spatial and metafictional categorisations of the body are traced to reveal its nature as social spectacle, and meaningbearing corporeal text. The body and its concomitant identities are exposed as continually and continuously screened inside, outside and, moreover, in relation to the hospital. As an institutional space, the hospital is (re)positioned in national and transnational discourses as nexus for personal and public, individual and societal, as well as local and global truths about the body (politic). Michel Foucault’s understanding of the human body, its position as part of the larger body politic, and its control by the state is employed to foreground the bio-political classification of the (ab)normal body. Both the hospital, as space for healing, controlling and containing the body, as well as the body, as a corporeal and a psychic space itself, are signified as heterotopic spaces: part of, but also outside other places and bodies.

This research presents as main objective to analyze in what degree the emancipation of Bom Jesus SC city, made possible conditions viable to the local development. In this way, an evaluation of the movement of emancipation is considered, understood as a strategy for the development, stand out the involved motivations, objectives and actors in the process. At the same time, we intend to analyze the performance of the State, the local public administration and the civil society, in order to verify the directioned actions to social, economic, cultural, ambient and politic in the city in question. Moreover, we verified the degree of satisfaction of the local population how much to the occurred improvements after the emancipation, emphasizing the participation of the same one in the quarrel spaces, elaboration and execution of programs and public politics tied with the local development. For such, we carried through bibliographical research, collect and data handling secondary collection of historical information and we carry though interviews with inhabitants of the place.
Esta pesquisa apresenta como objetivo principal avaliar em que grau a emancipação do município de Bom Jesus-SC, possibilitou condições viáveis ao desenvolvimento local. Deste modo, propõe-se uma avaliação do movimento de emancipação, compreendido como uma estratégia para o desenvolvimento, ressaltando as motivações, objetivos e os atores envolvidos no processo. Ao mesmo tempo, pretendemos analisar a atuação do Estado, da gestão pública local e da sociedade civil, a fim de verificar as ações direcionadas à transformação social, econômica, cultural, ambiental e política no município em questão. Além disso, verificamos o grau de satisfação da população local quanto às melhorias ocorridas após a emancipação, enfatizando a participação da mesma nos espaços de discussão, elaboração e execução de programas e políticas públicas vinculadas ao desenvolvimento local. Para tal, realizamos pesquisa bibliográfica, coleta e tratamento de dados secundários, coleta de informações históricas e realizamos entrevistas com moradores do local.

Actualmente, no contexto da globalização, ocorrem novas tendências nas cidades, as quais ameaçam a qualidade do espaço público e a identidade local. A regeneração urbana, dominada por modas e determinados nichos de mercado, resulta na criação de projectos emblemáticos de grande dimensão e espectacularidade, mas que se repetem, levando à multiplicação de paisagens comuns. Embora com uma imagem atractiva, funcionando como verdadeiros “catalisadores”, estes novos projectos são independentes do lugar, não criam ligações e vivências urbanas. A cultura gera e aglutina vínculos de identidade nos espaços públicos, alem de dar legibilidade à cidade, com capacidade de recuperar valores perdidos ou “congelados”; a cultura assume um papel de destaque no processo de regeneração urbana, assentando numa política local integrada na economia global competitiva. As paisagens culturais, como espaços comunicativos, são lugares que transmitem historias e mensagens, contribuindo para preservar a memoria das tradições, sendo igualmente um factor de qualificação do espaço público. Com o presente trabalho pretende – se identificar os contributos para a definição de uma estratégia de regeneração urbana, baseada na cultura como elemento portador de autenticidade, capaz de assegurar a valorização do espaço público e a legibilidade da estrutura urbana, através de uma política de equidade e diversidade. Para tal, é feita uma abordagem à evolução urbana da cidade de Aveiro a fim de avaliar as características associadas às principais transformações que ocorreram na estrutura urbana: os elementos que orientam as intervenções; consequências ao nível da identidade local; alterações no espaço público e sua valorização; o papel da população; em suma, a importância dos elementos culturais e patrimoniais na política e desenho urbano.

Abstract:
The implementation of an open-street CCTV system is usually accompanied by bold claims on the increase in efficiency – faster deployments of patrols – and in efficacy – prevention through normalisation – that it will bring about in day-to-day policing. Drawing on ethnographic fieldwork conducted in two medium-sized Italian cities where such systems have been recently implemented, the research sets out to challenge these assumptions by offering a backstage view of how surveillance is actually carried out on a day-to-day basis. Using the political and legislative changes that have taken place in Italy since the end of the ‘90s as a backdrop, the work supports the conclusion that, rather than for crime control, for which they were almost never used, cameras end up serving other goals, for the benefit of constituencies other than the residents of the two cities. Thus, CCTV needs to be understood as a device for the circulation of resources - monetary, discursive and normative - between different institutions and levels of government, part of a wider discursive regime that is only incidentally related to how crime actually affects a given city.

La dimensione delle politiche pubbliche locali e con esse le politiche sociali sono state sempre oggetto di particolare attenzione per la qualità dei servizi erogati a favore dei cittadini. Certamente in un clima di "austerità permanente " coniugare risorse erogate e qualità dei servizi non è certo facile per i decisori politici locali che si trovano ad affrontare problemi connessi con la gestione delle scuole, sostegno alle famiglie, accesso ai servizi socio-sanitari, politiche abitative di sostegno ai cittadini in difficoltà economiche. In quest'ottica il ruolo strategico delle politiche locali sono fondamentali per delineare come le ideologie e l'appartenenza partitica dei decisori politici locali incidono nella effettiva pratica delle costruzione del welfare locale. Questo lavoro cercherà di mostrare come le politiche pubbliche locali possono essere influenzate dall'appartenenza politica dei decisori politici. Le complessità delle congiunture economiche attuali non permettono politiche pubbliche espansive e di conseguenza le politiche sociali pongono seri problemi ai politici sul territorio. Partendo da questi assunti, in questo lavoro, cercherò di far emergere le dinamiche che sottintendono il rapporto tra il livello politico e la comunità locale e se il colore politico e l'ideologia di appartenenza hanno influenzato nel corso degli anni le politiche pubbliche locali nel loro complesso e in particolare le politiche sociali sul territorio.

Falupartiet anser sig själva att inte styras av någon av de klassiska ideologierna, de anser då att de styrs av något annat som har att göra med vad som är det bästa för Falu kommun, men vad betyder det och vad innebär det ideologiskt? Det bör innebära att Falupartiet är styrda av en lokal ideologi? Syftet med denna uppsats är att analysera fram Falupartiets lokala ideologi för att skapa en större förståelse för den. Uppsatsens frågeställningar vill besvara vilka av de klassiska ideologierna som styr de nationella partierna som även styr Falupartiet, även om Falupartiet förnekar sig styrda av dem. Frågeställningarna vill även undersöka om det kan finnas spår av lokalpopulistiska drag i att endast påstå sig styras av lokala intressen. Detta kommer att göras med en kvalitativ diskursanalytisk metod och med hjälp av teorier om ideologisk analys där ideologin delas upp i huvudpunkter för att analyseras separat. Analysen kommer att göras endast på Falupartiets textmaterial från deras hemsida. Analysresultaten visar att Falupartiets ideologi innehåller en stor blandning av flera olika ideologier vilket samtidigt kan ses som populistiskt. Falupartiet har ingen extrem ideologi men deras ideologiska kärna bör ses som högerkonservativ, med vissa populistiska drag.
The local Falun party is claiming not to be steered by any of the classical ideologies that the national parties have, they claim that they are steered by something else that has to do with what is the best for Falun community, but what does that mean and what kind of ideology is that about? It must be some kind of local ideology? The purpose of this paper is to analyse the Falunparty’s ideology to create a bigger understanding about it. It will do that thru the method of discourse analysis and with help of theories about ideological analysis where you separate the ideology into different headlines. And this analyse will only be done on the Faluparty’s text material from their website. The questionnaire’s in this paper wants to answer to what kind of ideology the local ideology is made of by comparing it to the national classical ideologies that the party is claiming not to be steered by. This paper is also questioning if this local ideology has populistic undertones. The results show that the Faluparty has a mix of all kinds of ideologies, which in itself can be seen as populistic. They do not have any extreme ideology, but their primary ideological nature is slightly right-wing conservative, thus with a populistic behaviour.

The present work is intended to analyze the potential and limits of new municipal governance agenda of João Pessoa (PB) with the participation and citizen for the expansion of participatory democracy and improve the system representative democratic in theoretical approach by the public deliberation. The tender of analysis is to answer how the new agenda for municipal governance of João Pessoa (PB) contributes to the transformation of local government in a power connected to the social composition in an administration that universalize the rights of citizenship. From a theoretical reflection and criticism, will be examined the construction and development of that shared governance agenda of João Pessoa (PB), that these developments of the survey factors that contributed to the emergence of this new agenda, analysis and evaluation of participatory institution structuring and guiding the new governance agenda of the normative criteria of public deliberation, in consideration of the qualitative aspects of participation and deliberative effectivety.
O presente trabalho se destina à análise das potencialidades e dos limites da nova agenda de governança municipal de João Pessoa (PB) com a participação popular e cidadã para a ampliação da democracia participativa e o aperfeiçoamento do sistema democrático-representativo pelo enfoque teórico da deliberação pública. O propósito da análise é responder de que forma a nova agenda de governança municipal de João Pessoa (PB) contribui para a transformação do poder local em um poder articulado com o corpo social numa gestão que universalize os direitos da cidadania. A partir de uma reflexão teórica e crítica, serão examinados a construção e o desenvolvimento da referida agenda de governança compartilhada de João Pessoa (PB), tendo como desdobramentos o levantamento dos fatores determinantes que contribuíram para a emergência dessa nova agenda, a análise e a avaliação da instituição participativa estruturante e condutora da nova agenda de governança pelos critérios normativos da deliberação pública, na consideração dos aspectos qualitativos da participação e da efetividade deliberativa.

This research aims to examine the organization and functioning of representative politics in São Carlos between the years 2001-2008, including the way that political representation is exercised at the local level. We seek to identify and analyze the profile of local political elites, the strategies adopted by councilors in the performance of representation as well as the relationship established with the executive. To this end, we look back on the local scene from the resumption of the political divide, the rules of the legislative process, in addition to the agenda approved by the mayor and the City Council. The study seeks to demonstrate that the choice made by political actors would be related, as far as possible, to the unique dynamics of county policy. Although individuals are the basic unit of analysis, they operate according to the parameters set by the institutional environment in which they operate. Are the preferences of the actors as well as its position in the political game that make these opt for a strategy or other possibilities in the field of institutional rules.
Esta pesquisa tem por objetivo analisar a organização e o funcionamento da política representativa no município de São Carlos entre os anos de 2001 a 2008, compreendendo o modo que a representação política é exercida em nível local. Buscamos identificar e analisar o perfil das elites políticas locais, as estratégias adotadas pelos vereadores no exercício da representação, bem como a relação estabelecida com o poder Executivo. Para tanto, nos debruçamos sobre o cenário local a partir da retomada da disputa política, das regras do processo legislativo, além da agenda aprovada pelo prefeito e pela Câmara Municipal. O estudo busca demonstrar que a escolha feita pelos atores políticos estaria relacionada, na medida do possível, às singularidades da dinâmica política do município. Embora os indivíduos sejam a unidade básica de análise, estes operam de acordo com os parâmetros estabelecidos pelo ambiente institucional em que atuam. São as preferências dos atores, bem como o seu posicionamento no jogo político que fazem com que estes optem por uma estratégia ou outra no campo das possibilidades das regras institucionais.

The paper is an urban morphology comparative study between four southern cities: São Paulo, Jakarta, Hanoi and Belo Horizonte, aiming to disclose common spatial outcomes of similar development processes, guided by positionality. Urban morphology was the tool used to read the distinct territories and territorial scales, through direct observation enabled by a joint fieldwork between the three researchers involved in the study. Therefore, the current research proposes a direct comparison of these elements, using fragments of four cities of diverse socio – politic and cultural backgrounds, but with similar industrialization and urbanization processes, aiming to reveal similarities between each city and its development; and the consequences of their urbanization process in a local scale.

Architecture since the beginning of time have been developed and shaped according to many aspects such as environmental factors, material availability, construction knowledge, religion, economy, and political decisions. In the current century, with the globalized building materials and increased awareness in architecture construction methods, architecture has hundreds of different ways to be constructed and developed. On the other hand, architecture is being formed and affected mainly due to economic factors, and political decisions. Bekaa Valley, a region in Lebanon could be a spectacular political event. The former is a region famous for its agricultural lands formed by million years of sediment clustering from rich Lebanese mountains bounding the area from the east and the west. In the specific eastern area of ​​Beka'a valley studied - Nabisheith to Douris- is full of farming lands, used by locals and nomads to grow variables of vegetables, fruits, and wheat. A political decision developed by the local minister, to build houses by underdeveloped permits, changed the typology of a landscape created more than 2500 years ago. The architectural typology also changed to the new kind of architecture, which is indifferent to the local knowledge of construction learned and developed by locals. Local knowledge developed and adapted to harshness of weather by local materials replaced by globalized materials and abrupt political decisions.

This paper examines the politics of education policies in a decentralised political system. Under what conditions does decentralisation promote learning-enhancing policies? Despite the numerous works that have been written on decentralisation and education, little is known about how politics influenced local education policies. To address this problem, this paper looks at the linkages between local politics, bureaucratic capacity, and the development of learning-enhancing policies in Indonesia’s decentralised political system. More specifically, it assesses how regional variation in the discretionary power of district heads over employment decisions in the state bureaucracy explains the variation in local education policies in four districts in Indonesia. The primary data were collected through in-depth interviews with political leaders, bureaucrats, district education councils, school principals, teachers, teacher organisations, parents, non-government and community-based organisations, journalists, academicians, and other relevant informants. Using Mill’s method of difference, the comparative analysis presented in this paper demonstrates that institutional constraints on the discretionary power of the district head over employment decisions in the state bureaucracy do matter for the development of learning-enhancing policies. Such constraints can pave the way for the development of the bureaucratic capacity required for governments to pursue learning-enhancing policies. Absent constraints on the discretionary power of district heads over employment decisions in the state bureaucracy, the extent to which districts implement learning-enhancing policies will depend on district heads’ commitment to student learning.

Abstract The debate about whether to reduce import barriers on fresh produce in order to decrease the cost of living and increase welfare or to continue protecting the local agricultural sector by imposing import duties on fresh vegetables and fruits has been part of the Israeli and the US political dialog. The alternative of building a strong local brand that will direct patriotic feelings to support of the agricultural sector has been previously discussed in the literature as a non-tax barrier to global competition. The motivation of consumers to pay more for local fresh fruits and vegetables are better quality, environmental concerns, altruism, and ethnocentrism. Local patriotic feelings are expected to be stronger among national-religious consumers and weaker among secular left wing voters. This project empirically analyzes consumers’ attitude toward local agricultural production, perceptions of the contribution of the agricultural sector to society and how these perceptions interact with patriotic beliefs and socio-political variables perhaps producing an ethnocentric preference for fruits and vegetables. This patriotic feeling may be contrasted with feelings toward rival (or even politically opposing) countries competing in the same markets. Thus geo-political landscape may help shape the consumer’s preferences and willingness to purchase particular products. Our empirical analysis is based on two surveys, one conducted among Israeli shoppers and one conducted among US households. We find strong influences of nationalism, patriotism and ethnocentrism on demand for produce in both samples. In the case of Israel this manifests itself as a significant discount demanded for countries in conflict with Israel (e.g., Syria or Palestine), with the discount demanded being related to the strength of the conflict. Moreover, the effect is larger for those who are either more religious, or those who identify with right leaning political parties. The results from the US are strikingly similar. For some countries the perception of conflict is dependent on political views (e.g., Mexico), while for others there is a more agreement (e.g., Russia). Despite a substantially different religious and political landscape, both right leaning political views and religiosity play strong roles in demand for foreign produce.

Abstract:
This paper reviews existing perspectives on the politics and governance of social assistance in crises from the bottom up – from sub-national regions (or states/provinces) down to districts, sub-districts, towns, and villages. It begins by examining recent literature on the politics of social protection, which is mostly based on assessment of political dynamics and relationships in settings that are peaceful and only minimally affected (or unaffected) by conflict-related violence. Key insights from political economy analysis of humanitarian assistance, alongside the ‘political marketplace’ – a more recent concept used to understand governance in fragile and conflict-affected settings (FCAS) – are introduced to deepen understanding of politics specifically in situations where statehood is both limited and negotiated. The second part of the paper reviews various insights into sub-national and local governance, focusing on the role of non-state actors in provisioning and distribution at the edges of state power, delivery configurations in these settings, and the rationalities of local governance and ‘real implementation’. Understanding the arrangements and dynamics of governance sub-nationally and locally is essential for designing and planning the provision of social assistance in ways that are more likely to be politically and socially acceptable while also being inclusive and delivering value for money. The conclusion draws together these various perspectives on politics and governance from the bottom up to consider the implications and questions for further research on social assistance in crises.
