Abstract Although stakeholder theory has been on the academic agenda for more than 30 years, empirical evidence is still scant about stakeholders’ influence as determinant factors of local governments’ performance. Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies.

PurposeThis study aims to analyze major concerns facing the Palestinian local governments in order to increase efficiency, effectiveness, and transparency in managing local governments.Design/methodology/approachA special questionnaire was developed to collect the perception of the municipalities' officials; thus qualitative data analysis has been done to analyze the answers.FindingsThe study found that the efficiency of local government is still limited in the Palestinian municipalities, including the absence of an internal auditor, the absence of written job descriptions for municipality functions, the weakness participation of the public. The study pointed out that the major‐managerial problems are similar to other experiences of emerging countries such as the undefined local‐central relation, the low participation and involvement of citizens in municipalities' activities and plans, and the lack of existing transparency aspects.Practical implicationsThere is a need for open public‐official sessions of municipal councils and the need for periodical meetings for senior officials with the Mayer of the municipality; in addition, there is a need to conduct annual periodical evaluation for measuring the performance of municipal employees.Originality/valueThis paper presented the features of the local‐government performance in Palestine in order to enhance the management efficiency of local governments and enhance the contribution of the related groups of communities.

Evidence suggests that lineup performance by witnesses can be influenced by inducing a prior local or global processing bias. In this study, 90 witnesses attempted to identify a perpetrator from a lineup. Prior to the lineup, 30 participants completed a global processing task followed by a local processing task; 30 did the same tasks in reverse order; and 30 acted as controls. Analysis indicated that the last task completed influenced subsequent lineup performance.

We consider the measurement of performance in the public sector in general, focussing on local government and the provision of library services by English local authorities in particular. We will consider two methodologies that assess the performance of local authorities in terms of the efficiency with which they provide services and consider methods that allow us to account for exogenous influences on performance, such as the socio-economic profile of the population served by the authority. We find that although both methods' results appear similar, the implications for potential cost savings vary widely. Omitting to account for background factors leads to an overstatement of the level of inefficiency and hence the scope for reducing expenditure.

Abstract:
In light of extensive decentralization in much of the world, analyses of citizen satisfaction with democracy that treat citizens as subjects of their national governments alone are incomplete. In this article, the author uses regression analysis of unique survey data from Argentina to explore the relationship between local government performance and citizen satisfaction with democracy. She demonstrates that there is indeed an important link between local government performance and citizen system support but also that citizens distinguish between qualitatively different types of government performance. Certain measures of local government performance, such as corruption, have ramifications for citizens' evaluations of the functioning of their democracy and even for citizens' faith in democracy per se. At the same time, other types of local government performance, such as local bureaucratic inefficiency, do not reverberate beyond the local sphere. These results suggest mixed implications for future democratic stability in Latin America.
