Abstract:
The articles consider the regulation of certain issues of organization and activity of elected officials of local governments and district state administrations. Attention is paid to the rules of training an electoral employee in local self-government bodies, namely the regulation of the legal status and appointment procedure. Relevant volumes of powers of an elected official of a local self-government body are singled out. It was found that the current Law of Ukraine "On Prevention of Corruption" provides for the mandatory conduct of a special inspection only for local government officials of the first - third categories of positions. That is, for chairmen, deputies (first deputies) of chairmen of regional councils, chairmen of district (district in cities) councils, first deputies and deputy mayors (cities - regional centers) on issues of activity of executive bodies of council, secretaries of city (cities - regional centers) councils special inspection is mandatory, as they hold positions of the first - third categories. In other cases, local government officials should be subject to special scrutiny only if their positions are classified as positions of responsibility or special responsibility and positions with a high risk of corruption. The list of such positions was to be approved by the National Agency for the Prevention of Corruption. However, as of today, such a document has not been adopted and, accordingly, there is no legal basis to pass such a special inspection of persons holding positions in local governments of the fourth category and below. At the same time, it should be noted that in practice there are many cases when these persons undergo a special examination voluntarily, at their own request.

AbstractAs a result of multiple waves of administrative reforms in the past three decades, China's civil service has become more professionalized. Yet public employees appear to have become increasingly dissatisfied in recent years. Based on questionnaire surveys and interviews with environmental enforcement officials in a southern city, this paper traces changes in the job satisfaction levels of these officials between 2000 and 2014. It shows that satisfaction with the extrinsic rewards received and overall job satisfaction declined during this period. These downward trends partly reflected the increasingly challenging institutional environments faced by the officials: rising political and societal demands, inadequate fiscal and personnel resources, and limited enforcement authority. In addition, as the officials became more highly educated and professionalized, mission match became a stronger antecedent of job satisfaction. These findings suggest the importance of meeting the motivational needs of a more professionalized workforce.

Abstract:
This study aims to examine the effect of budgetary participation on the performance of local government officials with organizational commitment, organizational culture, and decentralization as moderating variables at the Central Java Province Industry and Trade Office. The sample in this study were structural employees of the Dinperindag who were involved in the budget preparation process. The sampling method in this research is purposive sampling. The number of samples used was 47 respondents from 291 structural officials in the Dinperindag of Central Java province. The data validity test used Pearson Product Moment correlation test, while the reliability test used Cronbach Alpha. The data analysis technique used is simple and multiple regression analysis. The results of this study indicate that budgetary participation has a positive effect on the performance of local government officials as evidenced by the t value greater than the t table (3.574> 1.690) and a significance value (0.001 <0.05). Organizational commitment has a positive effect on the relationship between budgeting participation and the performance of local government officials, while organizational culture and decentralization have no effect on the relationship between budgetary participation and the performance of local government officials

This study explores the impact of Hurricane Katrina on local government HR management for several cities along the Mississippi Gulf Coast. The authors interviewed mayors, city managers, chief administrative officers, and HR directors regarding a range of topics, including the recruitment and retention of employees in the post-Katrina environment. Analysis of the interviews shows that the smaller cities and towns on the Gulf Coast continue to struggle with hiring and retaining qualified employees. While some local governments have faired better than others during the recovery period, discussions with city officials have shown that retaining employees has proven difficult and daunting following the catastrophe.

Abstract:
Abstract A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

The topic of this paper is an analysis of the legal position of local public servants and employees in the Republic of Croatia as well as of their rights and obligations in the light of the enactment of the Public Servants and Employees in local and regional self-government Act. In this sense, the concept and characteristics of the status of the administrative public servant from the aspect of administrative theory and practice are analysed, a short comparative overview of different official systems in Europe is given, and the position of local public servants and employees in Croatia in the light of positive legal regulations is analysed. In the conclusion, an assessment of the existing officials system which is related to local public servants and employees in Croatia is given in the context of the stated modern systems of public administration. Also assessed is whether the enacted legal regulations will have a positive effect on the implementation of personnel policy, greater motivation and the work of local public servants and employees thereby finally resulting in a better and more quality functioning of local self-government. Public demand for the implementation of good governance in the public sector for several years has been increasing because the performance of public services does not seem to meet public expectations. The purpose of this study is to determine the influence of entrepreneurial mental attitude on the performance of the government apparatus in the district of Sitaro Islands. The analytical method used is associative and relies on multiple linear regression. The results show that both simultaneously and partially, entrepreneurial government mental attitudes including innovator, brave and creative attitudes, creating value and recognizing opportunities, communication skills, human mobility, and resource have a positive and significant impact on the performance of government officials. The results also show the attitude of innovators has the lowest variable value which means that the leaders should enhance the attitude of Mental Entrepreneurial by improving the employees’ attitude of innovators, either through leadership training, entrepreneurship, or education quality improvement, therefore the performance of the officials may be enhanced.DOI: 10.15408/etk.v16i2.4968

Using survey data, this study explored Alabama municipal employees and policy makers’ perception of urban trees, financing, governing, and information sharing regarding urban forest management. Results suggest that the importance of urban trees is widely recognized by local municipal employees and policymakers. They also believe that urban trees would increase property value and promote community pride. Ecological benefits were, however, less valued. Alabama, U.S. cities spent less than USD $60,000 per year on tree planting, tree maintenance, debris, and tree removal. Cities with a large population usually appear to spend more on urban trees; likewise, cities with higher household incomes and lower poverty rates would have higher expenditures on urban tree programs. Relatively minor differences were found among the three types of employees and administrators: mayors, council members, and administrators. The results indicate many municipal officials were not aware of, or informed about, related agencies providing urban tree management services.

Abstract:
In order to assess the extent to which the institutions of government in the current conditions in recent years in Russia — the activity of government officials and local governments affected economic growth, the correlation of the number of this category of workers with the growth rates of the economy was evaluated. The results show that by 2002 the positive correlation between the number of employees of state bodies and local self-government and the rate of economic growth was a negative one. The activities of employees of state and local governments began to slow down economic growth in the country. In order to assess how the change in the level of inequality of income distribution in modern Russia is due to the activities of employees of state-shock authorities and local self-government, its relation to the number of employees in this category of funds, which reflects the degree of income inequality, was evaluated. The results show that by 2011 the negative relationship between the number of employees of state bodies and local governments and the level of inequality of income distribution of growth replaced by a positive relationship. The activities of employees of state and local governments began to contribute to reducing the level of inequality of income distribution in the country.

This study aims to determine partially and simultaneously the effect of the adoption of government accounting standards (X1) and the quality of the local government apparatus (X2) on local government financial reports (Y). The type of research used is associative. The population in this study were all employees in the Pamatang Silima sub-district office, Simalungun Regency, as many as 70 people. The sample of this study is employees who meet the criteria of 32 employees. Types of data used in this study are primary data. The data source used in this study is primary data. The technique used by the author to collect the data needed in research is a questionnaire. This study uses multiple linear analysis techniques using SPSS Version 21. The results show that partially government accounting standards (X1) have a significant effect on local government financial reports, the quality of local government apparatus (X2) influences and not significantly on local government financial reports . And simultaneously government accounting standards and the quality of local government officials affect the financial statements of local governments.

The method used in this research is descriptive method and verification method with a quantitative approach. The analytical tools used are Multiple Linear Regression, Correlation Analysis Test, Determination Analysis Test, and Partial Hypothesis Test (t test). The sampling technique used is nonprobability sampling technique. The population in this study were employees of the Bandung City Government Financial and Asset Management Agency (BPKA). The number of samples in this study amounted to 30 employees consisting of the Budget Division, the Treasury Division and the Accounting Division. While the method of analysis used in this study is multiple linear regression. The program used in analyzing the data used the Statistical Package for Social Sciences (SPSS) ver.23. Based on the research results, it shows that there is a significant and positive influence between budget participation and the performance of local government officials and organizational commitment has a significant and positive effect on the performance of local government officials.

Tacit knowledge – experiences, skills, judgment and even intuition of the employees – as organizational resource, has recently gained significant attention from the organizational researchers. While such knowledge is difficult to identify, exhibit and describe, it can often determine the manner in which public administrators implement public policies. Taking a qualitative strategy of enquiry, this paper aims at identifying the pattern of tacit knowledge sharing among the local government officials in Bangladesh. The key findings suggest that majority of the local government officials are aware of the significance of tacit knowledge. Trust, both cognition-based trust and affect-based trust, determine their knowledge sharing behaviour. The ‘senior-junior’ relationship within the hierarchal structure is perceived to be the key channel of tacit knowledge transfer. In the context of inadequate formal sharing channels, officials perceived trainings to be the key formal mechanism of tacit knowledge sharing within public sector organizations in Bangladesh.

Human resources apart from other resources in an organization are the most valuable resource for effective organizational performance. Organization either public or private is highly depends on employee’s performance and commitment towards achieving organizational goals. Employee’s commitment is associated with employee’s motivation at workplace and depends highly on how management treats employees. The purpose of this paper was to analyze employee’s motivation in rural Local Government Authorities (LGAs) in Tanzania. The case study design was employed in which Morogoro District Council (MDC) was randomly selected as a study case. The sample size of the study was 55 employees from management, middle and lower levels. The methods of data collection used includes, Interview and self-administered questionnaires and observations. Data collected was analyzed through Statistical Packages for Social Science (SPSS). The study revealed that employees in local governments are not motivated in both financial and non financial aspects. Employees are dissatisfied with low salaries, lack of promotion and career development, poor training program, working environment, poor communication, unfair treatments and political interferences. The study recommends for the central government to improve salaries to employees, ensure fair promotion based on merits, invest in employee training and development, secure low rates loans, improve communication and relations between management and employees as well as to minimize political interference to local government employees by elected officials.

This paper analyzes the perception of the stakeholders toward resource mobilization in Rupandehi district. Using the questionnaire survey on purposive sample of 80 respondents representing government employees, former officials of LBs, representatives from civil societies and NGOs, and experts on fiscal decentralization and local development, the study reports that many of the stakeholders are not satisfied with the current local resources mobilization practices of Rupandehi district. As the study indicates, there is resource gap in local level to meet the aspiration and demand of people. Thus, the study results show that, in order to mobilize effectively the local resources in development activities, the capacity of local bodies needs to be enhanced.

Local authorities are established to give the citizens of the town or city the opportunity to provide those services which are fundamental to community living. They provide essential services and it is therefore imperative that members of the legislative, governing and administrative components be effectively trained. The councilors are members of the political institution, namely the council.1 The councilors have to undertake legislative and governmental functions in addition to their supervision of the appointed officials who constitute the executive and administrative component. The council is the corporate body and is therefore the employer and the appointed officials are its employees. The Local Government Training Act is the first overall human resources strategy in South Africa that lays down the policy for the creation, development and maintenance of administrative structures and institutions to enable suitably trained people to undertake all the diverse functions of local government. In this paper the administrative structures and institutions for the implementation of the Act is described. This is followed by discussion of the problems' experienced in the implementation of the Act and finally an evaluation of the Act as an overall policy document for local government training in a democratic South Africa.

The paper explores the history of the development of the e-communication environment for interactions between the authorities and citizens in the electoral metropolis of St. Petersburg. The paper presents the results of a comprehensive exploratory study with two components. The first study was conducted in 2021 using the expert survey method, attended by 60 people from among employees of government and local governments, management companies, organizations in the housing and communal services sector, representatives of the scientific and educational community, and city activists. The second study, conducted by surveying 354 employees of 43 executive bodies of state power, reveals assessments and opinions of officials on the nature of the exercise of the right to a position owned by citizens, as well as increasing the level of development of society in the social a group of employees of the executive bodies of state power of St. Petersburg. The results of these empirical studies are interpreted in the context of data, obtained through surveys of the population and employees of St. Petersburg. The results of a survey of civil servants, as well as experience, confirmed the need to support the authorities in order to increase the influence of the population. In the authorities, interaction and information exchange between officials is quite clearly built, and representatives of this group positively assess the effects of using electronic formats of interaction with the population.

Abstract:
This paper examines the impact of social accountability mechanisms on the fiscal management challenges facing local government bodies in Zimbabwe. The paper hypothesises that there is a positive relationship between the use of social accountability mechanisms or tools by local authorities and the effectiveness of their fiscal management policies to mobilize more revenue for service delivery. In this study, both quantitative and qualitative methods are adopted in gathering and analysing data from central government officials, Goromonzi Rural District Council employees and members of the public. The results of the study reveal that the local government body faces a number of fiscal management challenges that include a shrinking tax base, non-payment of taxes, resistance to successive budgets; lack of implementation; lack of monitoring and evaluation. Council has implemented participatory budgeting to deal with some of these challenges. While results show a significant improvement in tax collection, some of the challenges have persisted. The paper proposes some recommendations useful to central government, policy makers, civil society organisations, local government officials and the general public. The paper manages to demonstrate that the implementation of social accountability tools can have positive impacts on the fiscal management challenges facing local governments.

Employee training is often viewed as essential for incorporating performance management practices into public organizations, but few studies directly link training programs to subsequent changes in organizational outcomes. Typically, evaluations of the impact of training and management innovations more broadly focuses narrowly on improvements at the mean of the distribution, ignoring isomorphic pressures that may spur divergent responses at opposite tails of the distribution. We examine these notions by testing whether training local government personnel on the use of financial performance information in decision-making influences fiscal outcomes. Specifically, we compare the outcomes of North Carolina local governments whose employees participated in training on a new fiscal benchmarking tool at the University of North Carolina School of Government to peer governments that did not participate. Municipal governments with at least one trained employee experienced modest changes, on average, across most of the financial ratios reported in the benchmarking tool. By comparison, the dispersion of the reported outcomes declined considerably among municipal governments whose employees participated in training in comparison to control governments. The strength of this response increased with the number of public officials trained. The results indicate that employee training can facilitate the use of performance benchmarking systems in public sector decision-making. They also suggest that benchmarking without explicit performance targets may encourage convergence toward the average outcome.

The activity of officials on the formation of public non-political organizations of the Tomsk province in the last quarter of the XIX — early XX centuries is considered. The picture of the current state of research of public organizations and officials of the Russian Empire is presented. Based on the analysis of a number of published and unpublished sources, examples of the participation of representatives of the Tomsk administration in the process of creating various societies are revealed. The features of interaction of officials with representatives of the local society (scientists, political exiles, merchants, industrialists), as well as with city government bodies are highlighted. The main forms of the contribution of the Tomsk bureaucracy to the creation of societies are determined: the development of a charter, a petition to the state to open an organization, a search for like-minded people, and financial support. The author establishes the main reasons for the participation of employees of administrative institutions of the Tomsk province in the formation of new societies: job responsibilities, joint initiative with members of the public, personal interest. A correlation was found between the direction of work of some organizations and the official and non-official activities of civil servants. In general, the potential for establishing interaction between officials and the local community in the process of creating non-political organizations was noted.

This study aims to empirically analyze the influence of internal and external accountabilities, job motivation and education on the performance of local government officials with organizational commitment as the intervening variable. This study used a mixed method that consists of Partial Least Square (PLS) for the analysis of the quantitative and a thematic content analysis for the qualitative approach. The sample includes 224 government officers from the Provincial Government of Maluku Province and Ambon City Council. The result of this study shows that internal accountability, job motivation and organizational commitment have a positive influence on the performance of the local government employees, while both external accountability and education do not play a positive role in their organizational commitment. These are the driving factor for organizations to improve the accountability and performance of government institutions, so that good governance may occur in the future. The results of this study could be used as advices to local governments on their employee training programs in order to improve the performance of the employees of local government agencies.

Local government community participation units or departments ineffectively and inefficiently operate based on the directive from their political organisations instead of achieving the objectives of the municipality as per the Integrated Development Plan (IDP). This has resulted in the marginalisation of the local communities on their participation in municipal governance which also has been exacerbated by the employment of employees based on political competencies rather than the unit’s core business requirements. On the backdrop of the above, this study aims to reveal municipal operational hindrances that prevent local communities to participate effectively in the eThekwini Municipality governance as permitted by South African local government legislation. This stated background has necessitated the study to adopt a qualitative approach whereby non-standardized interviews were conducted by the researcher to the sample size of 23. The findings of the study were analysed using NVivo software (version 10). The study revealed an extreme percentage (39%) of activities performed by Community Participation and Action Support Unit (CP&AS) which were based on coordinating unclear activities. Whereas, 22% were on capacity development of local communities, 12% on communication with internal and external stakeholders, 8% on monitoring and evaluation, 5% on policies, and 3% on partnership with other departments and spheres of government and elected officials and research respectively. The unbalanced and unclear activities performed by the respondents will assist the municipal decision-makers to understand the core causes of poor service delivery as it lies on the failure of the municipal officials to concentrate on their core business. This study contributes to the decision-makers’ understanding of the implications of using the municipal resources to advance political activities, consequently disadvantaging the alleged indigent local communities. The clearly demarcated roles and responsibilities of municipal employees guided by the core business of the units with clear performance standards and expected output set could eliminate the politics-administration dichotomy.

This article investigates the role of African colonial employees in the functioning of the colonial state in French West Africa. Case studies from the 1890s and early 1900s demonstrate that in the transition from conquest to occupation, low-level African colonial intermediaries continually shaped the localized meanings that colonialism acquired in practice. Well-placed African colonial intermediaries in the colonies of Guinée Française and Soudan Français often controlled the dissemination of information and knowledge in the interactions of French colonial officials with local elites and members of the general population. The contributions of these African employees to the daily operations of the French colonial state show that scholars have long overlooked a cadre of men who played a significant role in shaping colonial rule.

The competence ofhuman resources as moderating variables can moderated the effect of the Government AccountingStandards and Government Internal Control System on the quality of local government financial statement.Coefficient of determination of 61,4 percent, while the rest 38,6 percent is explained by other variables.

In the article draws on the complex of short records of service of officials and clerical servants of various departments revealed in the State Archive of the Kaluga Region and introduced into scientific use, to establish reasons for refusing local government officials in receiving class ranks. It is to be noted that during the reign of Nicholas I, when producing class ranks, it was necessary to take into account not only the length of service in the previous rank, but also to maintain strict adherence to other legislative norms: i.e. correspondence of rank to class of the position held, positive review of the superiors, correct compilation and timely submission of the award documentation. Analysis of retrospective information contained in short records of the employees of gubernia, uezd, and town institutions reveals real reasons for rejecting petitions for awarding class ranks to the employees of the Kaluga institutions in 1849–54. For the most part, it was due to failure to comply with elementary rules of clerical work: not including all necessary information in formal and short records, incorrect paperwork. It was also in no small part due to violation of established deadlines for receiving official documents from the employees themselves or to absence of some documents. The study has registered no cases of refusal of requests for promotion to class rank bypassing the most important requirement of the legislator – production to the rank according to the class of position. The author believes that the heads of institutions, prior to allowing the awarding of employees with class rank, established how it would correspond to the class of their post and whether or not it would conflict with the current rules. It may be concluded that the legislation of Nicholas I in rank promotion in the daily practice of local institutions in the late 1840s – first half of the 1850s was well observed, reasoning from formal documentary and partly legal requirements, without taking into account other factors that played an important role in this case.

The article deals with the problems of staffing local institutions of Arkhangelsk Governorate in the first half of the 19th century. Based on the materials of systematic recording of officials (group records of service from the collections of the Russian State Historical Archive), the staff composition was analyzed according to three main parameters: social background, age, and level of education. The identified characteristics made it possible to see specific features in the development of the local bureaucracy and the results of the governmental personnel policy. The obtained statistics reflected the peculiarities of governmental policy in the field of forming the social basis for Arkhangelsk bureaucracy. It was found out that in the first half of the 19th century the composition of Arkhangelsk Governorate officials could not meet the expectations of the government in full since the internal resources of this non-nobility-related territory were quite restricted, and the conditions of service did not attract officials from other governorates. The measures taken (appointing officials from other regions, filling police vacancies with retired military personnel, and introducing service privileges) had a certain effect but were not enough to solve all personnel problems and, primarily, to overcome the shortage of clerical employees, which was most pronounced during the entire period. The analysis of social background of the officials revealed a high proportion of representatives of the nobility, hereditary civil servants, and persons from taxable classes. The indicators of age structure reflect general Russian tendencies: there were two Arkhangelsk Governorate went through two alternations of generations among officials: during the first quarter of the 19th century, personnel was becoming younger, and in the following decades it was aging, which had stopped by 1850. The available information on education indicates a general low level of professional training. Despite the fact that the measures taken by the government, which linked the level of education with promotion in rank, increased the interest of future officials in obtaining certificates from higher and secondary educational institutions, in the middle of the century most officials were still persons with primary or home education.

In the middle of the nineteenth century, Australian responses to children in need were significantly influenced by the belief that such children posed a threat to society. At the beginning of the twenty-first century, child welfare legislation states that ‘the best interests of the child must always be paramount’ (Children, Youth and Families Act 2005, Victoria). This paper surveys some of the local and overseas influences which directed child welfare practice and policy towards a philosophy in which the wellbeing of the child is central. It suggests that the concept of the child's personal welfare influenced the understandings of welfare officials long before the term ‘best interests’ was widely employed, but also that this transition in thought did not necessarily correlate with marked improvements in the outcomes for children within the welfare system.

This paper examines how the British administration of the Federated Malay States (FMS) developed Normal Class to improve teacher training in English schools from 1906 to 1917. The 1902 Education Act, which made significant provisions for secondary and technical education and led to the rapid growth of training colleges in England and Wales, had an effect on the development of teacher training for English schools in the FMS. Following the suggestion of R.J. Wilkinson, Normal Classes for the training of assistant teachers commenced in January 1905 at the Victoria Institution. Initially, students from Victoria Institution and the Methodist Boy’s School were used to test the effectiveness of Normal Class. The success of Normal Class at Victoria Institution led to the opening of more such classes in the states of Perak, Melaka and Penang. Teacher training was emphasized to not only improve the quality of education in English schools but also to attract foreign investors to advance the economy especially of urban areas. This article focuses on the implementation of Normal Classes in Selangor and Perak. It has been found that, prior to the First World War, Normal Classes in Kuala Lumpur turned out to be more successful than in Perak. Teacher training in Kuala Lumpur, the administrative centre of the FMS, was desired to increase the number of local officials capable of speaking English in government departments. There was also considerable demand among capitalists for Normal Classes in English schools.

This article examines the management problem associated with creating conditions for the implementation of social activity of the population in municipalities of a large Russian region. The authors argue that an important role in the development of the non-profit sector — non-profit organizations, the social projects and programs of which involve the local population, including young volunteers — is played by municipal employees. Having different experience of work in the system of state and municipal administration, municipal employees with different experience can implement their functions in different ways, for example, by introducing the federal standard of state assistance to volunteering. The methodology is based on the sociological theory of volunteerism infrastructure. According to it, the authors consider the professional activities of officials, who are supposed to promote social initiatives of the population in the framework of a normatively defined course of public policy, as a factor of the institutional environment that determines the variability of social activity management within local territories. The purpose of this work is to analyze the institutional characteristics of managing the social activity of the population of the Sverdlovsk Region and to identify the features of the models of managing the social activity of youth, due to the specifics of the activities of municipalities, whose employees have different length of service and practical experience in municipal service. This article analyzes the data of an expert survey of municipal employees of the Sverdlovsk Region responsible for interaction with socially oriented non-profit organizations (SO NPOs), interaction with children, teens, and youth public associations, whose powers are to create conditions for the development of volunteer activity of the population in municipalities (2018; n = 95). The authors have used correlation, comparative and chronological analysis to formalize the results obtained. Based on the research data, three models of managing social participation of the population, including youth volunteering, are identified and described, which are implemented in various administrative districts of the region. The first model of management is inherent in territories where a generation of municipal employees, who began their careers no more than 12 years ago, are responsible for this direction. Based on the totality of the revealed characteristics, the model was identified as youth-centric. The second model of management is implemented in administrative districts, where a large proportion of officials responsible for the analyzed area have more than 12 years of municipal service; it is focused on maintaining hierarchical relations with regional bodies and is designated as an institutional model. The third management model is distinguished by the orientation of municipal employees to interact with local social institutions, especially socially oriented non-profit organizations and to maintain their activity through subsidies from the regional budget. The third model of governance is designated as a paternalistic model.

In the Russian Federation, there are categories of public and civil service positions that provide officials with certain legal immunities. These immunities protect their bearers from interference in their activities by external authorities. The President of the Russian Federation, members of the Federation Council, deputies of the State Duma, and judges are protected on the basis of the Constitution of the Russian Federation. Federal laws grant immunities to a significantly larger number of government officials and public servants. These include: the Commissioner for Human Rights in the Russian Federation, the President of the Russian Federation, who has terminated his powers, jurors, arbitrators, the Chair of the Court of Accounts, the Deputy Chair of the Court of Auditors, the auditors of the Accounts Chamber, prosecutors, the Investigative Committee staff, legislative (representative) deputies of the government bodies of the constituent entities of the Russian Federation, deputies, members of elected local government bodies, elected local government officials, registered candidates for the representative bodies of local self-government, and elected officials of local self-government in the Russian Federation. Separate elements of such protection are provided for certain categories of officials who are on duty: employees of the Federal Security Service of Russia, the Federal Guard Service of Russia, Rosgvardiya. The declared special procedure for detention (or its prohibition), bringing, record, search, etc., as well as the special procedure for bringing to administrative and criminal liability, is either absent at all or is incomplete, fragmented, and specific, without any reason, for each of the listed categories of persons. The obligation of the police to immediately release an these persons without any proceedings, explanations, or searches entails serious adverse and, most importantly, irreparable consequences. Particular attention should be paid to departmental rulemaking. The by-law must not be contrary to the law. Nevertheless, some administrative regulations, approved by orders of federal ministers, restrict the rights granted by laws. It is proposed to develop a unified procedure for special conditions for the application of coercive measures and administrative responsibility to these persons and its inclusion in the form of an independent chapter in the new code on administrative offenses. Based on a study of foreign legislation, the idea is expressed that it is undesirable to preserve the institution of immunity in Russian legislation, and it should be abolished for most entities.

Introduction. The comparative analysis of the expenditure part of rural and township budgets of the Middle Volga provinces in the 1880s – 1890s is presented. Materials and Methods. The study is based on the comparative method. Quantitative, problem-chronological, system analysis and structural methods were of auxiliary importance. Results. The comparison of data on the Middle Volga provinces shows that in the 1880s – early 1890s, the mundane expenses of rural societies were twice as high as the costs of the volost boards. A significant part of the worldly fees went to pay employees of volost boards; much more modest funds were allocated to representatives of peasant self-government bodies, and, in their totality, these funds were steadily declining at the end of the XIX century. Discussion. In many areas of the Middle Volga region in the 1890s, rural electors did not receive any payment at all. The item of expenditure of local self-government bodies designated as “other expenses for the management and conduct of all kinds of public affairs”, which included the costs of renting apartments for officials, paying for the travel of officials and elected officials, delivering taxes to the treasury, the costs of conducting court cases, hiring servants and accounting officials was quite noticeable for rural societies at the very beginning of the 1890s, but gradually decreased. The amounts spent under this article by rural societies significantly exceeded the volost ones. During the period under review, the protection of public safety and fire-fighting measures were financed mainly from the fees of rural societies. An important component of the “mundane budgets” were the so-called “agricultural expenditures”, which included a wide range of operations aimed at organizing agriculture and animal husbandry. Conclusion. The reform of taxation and the system of local self-government in Russia in the 60–70s of the XIX century provided rural societies with wider opportunities for spending funds to meet urgent needs. A certain independence in the approval of expenditure items can be traced in the specifics of the costs of individual volosts and rural societies of the Middle Volga provinces. Allocating a significant part of worldly fees for payments to employees of volost boards, the peasantry preferred to minimize their own expenses on self-government bodies. The costs of “managing and conducting all kinds of public affairs” were quite palpable for the villagers at the very beginning of the 1890s, but also gradually decreased.

Under these conditions, the image of a new, “digital official” is being formed, and appears on the Internet increasingly. Research interest in the problems of building a positive digital image of municipal employees in the modern Internet space is growing more and more. The article describes the results of a sociological survey of residents of the city of Yekaterinburg. The research methods included a questionnaire as well as an expert interview. The study revealed the factors influencing the build-up of a favourable image of municipal employees in the modern Internet space. The leaders were the “live” presence of the municipal employees themselves on the media Internet space, information openness, confidential communication between Internet users and municipal employees, open interaction, and active virtual participation of officials in the life of the city, as well as in solving the problems of citizens (including on social networks). It is also important to publish enticing, attractive content about the specific results of the professional activities of municipal employees. The paper formulates the problems arising in the formation of a favourable digital image of municipal employees in the modern Internet space and analyzes ways to solve them. They are: lack of information in the legal field, lack of a unified local government policy in this area, misunderstanding and fear on the part of employees. These challenges reduce the possibilities of the Internet as a tool for shaping the image not only of employees but also of the authority they represent. Skilful use of the Internet can create an atmosphere of respect and trust on the part of residents of the city of Yekaterinburg to the City Administration and municipal service, bring the level of dialogue between citizens and employees to a new level.

Local government officials play a central role in post-disaster community reconstruction. However, few studies have reported on the actual difficulties during a complex disaster involving a nuclear accident. A self-rated questionnaire survey was administered to a total of 583 public employees in four municipalities around the Fukushima Daiichi Nuclear Power Station. The relationship between universal occupational factors and radiation disaster-specific factors on job satisfaction and intention to leave the job due to radiation anxiety was evaluated using structural equation modeling. The results showed that interpersonal problems (β = −0.246) and service years (β = −0.127) were related to job satisfaction, whereas radiation-specific factors were not related to job satisfaction, and only to the intention to leave work due to radiation anxiety. A sense of coherence was associated with job satisfaction (β = 0.373) and intention to leave work due to radiation anxiety (β = −0.182), and it served as a moderator of the universal occupational factors and the radiation disaster-specific factors. Therefore, it is suggested that outcomes could be improved through increased stress coping capacity by providing support for relationships and radiation risk communication to public employees during the disaster recovery period.

Despite many initiatives to reframe and support inclusion for people with disabilities, people with intellectual disabilities continue to experience social exclusion in their local communities. This study shares the perspectives of people with an intellectual disability on what matters to them in their local communities. This study aims to inform local governments of the value of engaging with and listening to local people with intellectual disabilities and is an important exploration of how the social sustainability of cities is framed and valued by people who have historically been socially and geographically excluded. Focus groups and interviews were conducted in six local government areas, with a mix of metropolitan and regional areas, in two states of Australia—NSW and Victoria. The study analysed how 45 Australian adults with intellectual disabilities described their local communities and conceptualised better inclusion. The results were collated and organised by applying an adapted framework of inclusive cities. The participants expressed the need for safe, accessible and clean public amenities; accessible information; appropriate communication; and for people to be more respectful, friendly and understanding of the needs of people with intellectual disabilities. This study suggests that local governments can take action in order to improve social sustainability by engaging with local people with intellectual disabilities as citizens, advisors and employees, and by educating the wider community about respect and social inclusion for all.

The governmental public health workforce in the United States has faced staffing shortages for over a decade that have been exacerbated by the COVID-19 pandemic. To assess this critical issue, the Region 2 Public Health Training Center collaborated with the New York State Association of County Health Officials to enumerate the city and county public health workforce in New York State. The organizations used an online survey to: (1) count employees and full-time equivalent (FTEs) staff in local health departments in 2021; (2) assess workforce trends since the COVID-19 pandemic; and, (3) identify challenges local health departments encounter in recruiting and retaining qualified public health workers. To assess trends, findings were compared with secondary data from 2019. Despite playing a central role in COVID-19 mitigation, local health departments experienced no overall increase in staffing in 2021 compared to 2019, with many health departments experiencing large increases in vacant positions. Recruitment challenges include noncompetitive salaries, difficulties finding qualified candidates, and lengthy hiring processes. This study complements accumulating evidence indicating that long-term investment in local public health infrastructure is needed to bolster the workforce and ensure that communities are protected from current and future health threats.

The article deals with the problems of staffing of the St. Petersburg office of the State Bank and their employees’ salaries. This topic has not been researched in the national and foreign historiography, which excluded the possibility of referencing previously published works. The article is based on the record keeping documents from the Russian State Historical Archive. St. Petersburg office of the State Bank was established in 1894, being a part of the Corporate Administration of the main credit institution of the country. It was one of the largest local branches of the bank that executed the largest credit operations in the country. For this reason, the staff of this office was the most numerous and the most compensated in terms of pay. At the end of 1896 it comprised 463 full-time employees, while 54 more candidates were on the wait list for possible vacancies. Meanwhile the remaining branches and offices of the bank together had a staff of slightly less than 700 people. In addition to full-time employees, there were in the capital branch of the State Bank numerous support staff, including information security workers, brochure makers, janitors, security guards, laundresses and others. Salaries of officials of this unit were the highest. Although formally the official payment in the bank was established by law and in general was the same for all employees of the bank in all its branches; the corporate office of this institution paid their employees more generously by means of bonuses.

The purpose of this study is to explain the factors that help in retaining employees in IT and banking industry. These factors include performance appraisals, training and development and workplace environment. It is important to learn how different organizations use these variables as tools to keep their employees satisfied and preserved. In order to carry out this research, a count of 120 questionnaires were distributed among the respective officials in various IT companies and banks. SPSS software was used to analyse the received data to find the relationship between employee retention and these three factors. The study explains that some variables such as performance appraisal, training and development and work environment largely affect the rate of employee retention. Results showed that performance appraisal has a significantly more impact on the retention rate of the employees working in IT sector whereas in banking sector training and development has more influence on retention rate. And through conducting a survey from employees working in these sectors, it is verified that banking and IT industries are also focusing on employee retention management. The academic implication of this research is that academicians should introduce the separate course of employee retention or retention management for the students of HR major as this area is gaining attention of not only researchers, but also of corporate world practitioners. And the practical implication of this research includes the importance of employee retention in the local and global competitive market. The practitioners must understand the worth of retention factors so that they can compete nationally and globally by effectively implementing them in retention strategies. They must work out for their employees as employees are the organization’s prior customers and satisfied employees can satisfy the organization’s customers.

The subject of prosecutorial supervision over compliance with labor legislation and labor protection is implemented in three main areas, in particular, compliance with and implementation of the Constitution of the Russian Federation, federal laws and laws of the constituent entities of the Russian Federation in the field of labor, by-laws adopted by federal executive authorities and executive authorities subjects of the Russian Federation, acts of local self-government bodies, acts of regulatory bodies and their officials, as well as local regulatory legal acts adopted in commercial and non-commercial organizations, from employers - individuals who are individual entrepreneurs. Wherein the prosecutor is obliged to monitor the observance of labor rights and interests of employees by employers, established not only by regulatory legal acts adopted by state and municipal bodies, but also by acts of social partnership. The main areas of interaction between the federal labor inspectorate and the prosecutor’s office of the Russian Federation are, in particular, the fact that employees of the prosecutor’s office and state labor inspectors regularly share important information about the established violations of labor legislation, including about representatives of the employer brought to legal responsibility under Art. ... Art. 5.27 and 5.27.1 of the Code of Administrative Offenses of the Russian Federation and the fact that prosecutors are usually employed as specialists of state labor inspectors in order to closely monitor compliance with labor legislation. The research examined the types of language use and their distributions, especially the use of the bilingual and multilingual signs, and the attitudes of local governmental officials, shop owners or employees, domestic and international tourists towards the use of Chinese, Dongba scripts, and English. Both quantitative and qualitative methods were employed to explore the research subjects. To be specific, digital camera was used for data collection of quantitative analysis, and questionnaires and interviews were also adopted for qualitative analysis. The analyses of research results showed that the linguistic landscapes of Fuhui Street and Xinhua Street indicated significant difference.</p>

Existing research on Chinese intellectuals naturalizes the category, which is a social construction whose membership, attributes and political significance stem from state and society interactions. Recounting an urban registration campaign for unemployed intellectuals, this article describes the critical moment in which the Communist Party institutionalized its definition of zhishifenzi and local tensions appeared between officials and intellectuals. Due to high unemployment, state specifications and administrative disorganization, the campaign absorbed former Kuomingtang agents, expelled state employees, non-specialists, housewives, social deviants and legally unqualified individuals into the intellectual category. It reinforced longstanding Communist prejudices that intellectuals were politically, morally and professionally suspicious. The article suggests that research on Chinese intellectuals may break new ground, theoretically and empirically, by focusing upon social practices that reproduce the intellectual category beyond the elite level.

Purpose The purpose of this paper is to investigate the current performance management system of the Sefwi Wiawso Municipal Assembly as well as the challenges faced by the Assembly in implementing its performance management system. Design/methodology/approach The specific design that was adopted is the case study approach. The primary data were gathered through in-depth interviews. In total, 20 heads of departments and employees were purposively sampled. The data gathered from the interviews were analysed using Miles and Huberman’s (1994) approach to qualitative data analysis. Findings The paper reveals that the performance management system of the Assembly has not been effective. The study also reveals poor communication, poor integration, low commitment by the top officials, absence of training, inadequate capacity for setting clear targets and objectives, and measuring and evaluation criteria for performance assessment, cultural issues, absence of rewards for good performance, financial constraints, weak and highly bureaucratic management systems as challenges facing performance management system of the assembly. Practical implications This study indicates that the training of supervisors and the linking of performance management systems with reward and recognition are key to ensuring an effective implementation of the performance management system of the Assembly. Originality/value This paper contributes to literature by examining the performance management system of the Sefwi Wiawso Municipal Assembly in the Western Region of Ghana by describing and drawing lessons from local government experiences in the implementation of performance management systems in developing countries.

The problems faced by employees in the Social Security Assurance Agency (BPJS) of the Lhokseumawe Branch Office where leadership has still not been able to implement optimizing all working human resources due to the kinship between workers and local officials so that organizational support is not based on work results and this relates to giving value to the work done by employees so as to cause a sense of injustice among employees. The sample in this study amounted to 58 people. Y = 5.271 + 0.083X1 + 0.833X2 + 0.331X3. The multiple linear regression equation can be interpreted as follows: If the variable workload, Justice, and work environment 5,271 is equal to zero, then the performance will be worth as much as a unit with a tendency to decrease. If the workload variable is increased by 1 unit, the teacher's performance will increase by 0.083 units. If Justice is increased by 1 unit, it will be followed by an increase in teacher performance by 0.833 units.If the work environment is improved by one unit, it will be followed by an increase in performance by 0.331 units

The trained local government facilitation teams then delivered GMB workshops to community stakeholder groups from 13 local government areas (LGA)s.Main outcomesTraining in CBSD was conducted with council facilitation teams in 13 LGAs, followed by the local delivery of GMB workshops 1–3 to community stakeholders. Causal loop diagrams (CLD) representing localised drivers of mental well-being, healthy eating, active living or general health and well-being of children and young people were developed by community stakeholders. Locally tailored action ideas were generated such as well-being classes in school, faster active transport and access to free and low-cost sporting programmesResultsOverall, 111 local government staff participated in CBSD training. Thirteen CLDs were developed, with the stakeholders that included children, young people and community members, who had participated in the GMB workshops across all 13 council sites. Workshop 3 had the highest total number of participants (n=301), followed by workshop 1 (n=287) and workshop 2 (n=171).ConclusionsLocal facilitation of the CBSD process has developed community informed and locally relevant CLDs that will be used to lead local action to improve the well-being of children and young people. Training employees in CBSD is one approach to increase systems thinking capacity within local government.

The article presents the materials of the Central State Archives of the RK revealing the missionary activities of preachers of Orthodoxy in the territory of Kazakhstan in the 19th and early 20th centuries. Documents from funds of religious institutions, colonial administration, statistical and judicial bodies, etc. are presented and analyzed. Information is given about the ongoing work to attract Kazakhs to the new faith of Orthodoxy and to reject their Muslim religion. Scientists studying the activities of Orthodox missionaries in the national regions of the Russian Empire have identified numerous methods used by them. These include the provision of benefits to baptized foreigners, assistance from high-ranking Russian officials, as well as employees of the local administration, the inclusion in the school curriculum of books and textbooks published by the Orthodox missionary society according to the N.I. Ilminsky system, visits to prisons and the recruitment of prisoners, the publication of anti-Islamic literature and its distribution in settlements with Muslim populations. Many of these methods were used in working with Kazakhs, who for a long time were considered indifferent, pagan or «bad Muslims». The article draws attention to the fact that the initial stage of the baptism of the Kazakhs is almost not related to the activities of preachers of Orthodoxy, since at first, that is, before the formation of the Missionary Orthodox Society, the work to increase the number of Orthodox from among the indigenous inhabitants was carried out by local government officials, church ministers, representatives of different classes
