Abstract:
The articles consider the regulation of certain issues of organization and activity of elected officials of local governments and district state administrations. Attention is paid to the rules of training an electoral employee in local self-government bodies, namely the regulation of the legal status and appointment procedure. Relevant volumes of powers of an elected official of a local self-government body are singled out. It was found that the current Law of Ukraine "On Prevention of Corruption" provides for the mandatory conduct of a special inspection only for local government officials of the first - third categories of positions. That is, for chairmen, deputies (first deputies) of chairmen of regional councils, chairmen of district (district in cities) councils, first deputies and deputy mayors (cities - regional centers) on issues of activity of executive bodies of council, secretaries of city (cities - regional centers) councils special inspection is mandatory, as they hold positions of the first - third categories. In other cases, local government officials should be subject to special scrutiny only if their positions are classified as positions of responsibility or special responsibility and positions with a high risk of corruption. The list of such positions was to be approved by the National Agency for the Prevention of Corruption. However, as of today, such a document has not been adopted and, accordingly, there is no legal basis to pass such a special inspection of persons holding positions in local governments of the fourth category and below. At the same time, it should be noted that in practice there are many cases when these persons undergo a special examination voluntarily, at their own request.

AbstractAs a result of multiple waves of administrative reforms in the past three decades, China's civil service has become more professionalized. Yet public employees appear to have become increasingly dissatisfied in recent years. Based on questionnaire surveys and interviews with environmental enforcement officials in a southern city, this paper traces changes in the job satisfaction levels of these officials between 2000 and 2014. It shows that satisfaction with the extrinsic rewards received and overall job satisfaction declined during this period. These downward trends partly reflected the increasingly challenging institutional environments faced by the officials: rising political and societal demands, inadequate fiscal and personnel resources, and limited enforcement authority. In addition, as the officials became more highly educated and professionalized, mission match became a stronger antecedent of job satisfaction. These findings suggest the importance of meeting the motivational needs of a more professionalized workforce.

Abstract:
This study aims to examine the effect of budgetary participation on the performance of local government officials with organizational commitment, organizational culture, and decentralization as moderating variables at the Central Java Province Industry and Trade Office. The sample in this study were structural employees of the Dinperindag who were involved in the budget preparation process. The sampling method in this research is purposive sampling. The number of samples used was 47 respondents from 291 structural officials in the Dinperindag of Central Java province. The data validity test used Pearson Product Moment correlation test, while the reliability test used Cronbach Alpha. The data analysis technique used is simple and multiple regression analysis. The results of this study indicate that budgetary participation has a positive effect on the performance of local government officials as evidenced by the t value greater than the t table (3.574> 1.690) and a significance value (0.001 <0.05). Organizational commitment has a positive effect on the relationship between budgeting participation and the performance of local government officials, while organizational culture and decentralization have no effect on the relationship between budgetary participation and the performance of local government officials

This study explores the impact of Hurricane Katrina on local government HR management for several cities along the Mississippi Gulf Coast. The authors interviewed mayors, city managers, chief administrative officers, and HR directors regarding a range of topics, including the recruitment and retention of employees in the post-Katrina environment. Analysis of the interviews shows that the smaller cities and towns on the Gulf Coast continue to struggle with hiring and retaining qualified employees. While some local governments have faired better than others during the recovery period, discussions with city officials have shown that retaining employees has proven difficult and daunting following the catastrophe.

Abstract:
Abstract A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

The topic of this paper is an analysis of the legal position of local public servants and employees in the Republic of Croatia as well as of their rights and obligations in the light of the enactment of the Public Servants and Employees in local and regional self-government Act. In this sense, the concept and characteristics of the status of the administrative public servant from the aspect of administrative theory and practice are analysed, a short comparative overview of different official systems in Europe is given, and the position of local public servants and employees in Croatia in the light of positive legal regulations is analysed. In the conclusion, an assessment of the existing officials system which is related to local public servants and employees in Croatia is given in the context of the stated modern systems of public administration. Also assessed is whether the enacted legal regulations will have a positive effect on the implementation of personnel policy, greater motivation and the work of local public servants and employees thereby finally resulting in a better and more quality functioning of local self-government. Abstract:
Public demand for the implementation of good governance in the public sector for several years has been increasing because the performance of public services does not seem to meet public expectations. The purpose of this study is to determine the influence of entrepreneurial mental attitude on the performance of the government apparatus in the district of Sitaro Islands. The analytical method used is associative and relies on multiple linear regression. The results show that both simultaneously and partially, entrepreneurial government mental attitudes including innovator, brave and creative attitudes, creating value and recognizing opportunities, communication skills, human mobility, and resource have a positive and significant impact on the performance of government officials. The results also show the attitude of innovators has the lowest variable value which means that the leaders should enhance the attitude of Mental Entrepreneurial by improving the employees’ attitude of innovators, either through leadership training, entrepreneurship, or education quality improvement, therefore the performance of the officials may be enhanced.DOI: 10.15408/etk.v16i2.4968

Using survey data, this study explored Alabama municipal employees and policy makers’ perception of urban trees, financing, governing, and information sharing regarding urban forest management. Results suggest that the importance of urban trees is widely recognized by local municipal employees and policymakers. They also believe that urban trees would increase property value and promote community pride. Ecological benefits were, however, less valued. Alabama, U.S. cities spent less than USD $60,000 per year on tree planting, tree maintenance, debris, and tree removal. Cities with a large population usually appear to spend more on urban trees; likewise, cities with higher household incomes and lower poverty rates would have higher expenditures on urban tree programs. Relatively minor differences were found among the three types of employees and administrators: mayors, council members, and administrators. The results indicate many municipal officials were not aware of, or informed about, related agencies providing urban tree management services.

Abstract:
In order to assess the extent to which the institutions of government in the current conditions in recent years in Russia — the activity of government officials and local governments affected economic growth, the correlation of the number of this category of workers with the growth rates of the economy was evaluated. The results show that by 2002 the positive correlation between the number of employees of state bodies and local self-government and the rate of economic growth was a negative one. The activities of employees of state and local governments began to slow down economic growth in the country. In order to assess how the change in the level of inequality of income distribution in modern Russia is due to the activities of employees of state-shock authorities and local self-government, its relation to the number of employees in this category of funds, which reflects the degree of income inequality, was evaluated. The results show that by 2011 the negative relationship between the number of employees of state bodies and local governments and the level of inequality of income distribution of growth replaced by a positive relationship. The activities of employees of state and local governments began to contribute to reducing the level of inequality of income distribution in the country.

The main objective of the study is to explore the accountability of the ward councillors through the application of the Batho Pele principles in Lukhanji Municipality. Accountability is regarded as the key aspect for any government in which it should be monitored and maintained. The main problem to be addressed by this study is the ways in which the ward councillors can improve accountability applying the Batho Pele principles. To address the research problem and to achieve the aims of this study, an empirical research was done by distributing self-administered questionnaires to the participants in Lukhanji Municipality. The research findings revealed that in Lukhanji Municipality poor accountability of the ward councillors in which it needs improvement. Another finding is that poor accountability is caused by the lack of understanding of the Batho Pele principles, lack of understanding of the accountability mechanisms and poor relations between the community and ward councillors. The research findings of the study pointed to the necessity to make a set of recommendations on improving accountability through the application of Batho Pele principles in Lukhanji Municipality.

Abstract:
After 1994, the democratic South Africa passed a number of legislations in order to address the imbalances of the previous apartheid regime. The new South African government had a special mandate to provide appropriate services to all the citizens of the country. In 1995 the government formulated the White Paper on the Transformation of the Public Service. The aim was to transform the South African public service, which is the indication of the importance of service delivery, as the key machinery of the government to equalize service delivery to all citizens. In 1996 the Constitution of the Republic of South Africa anchored the Bill of Rights as the cornerstone of democracy that enshrines the rights of all people and affirms the democratic values of human dignity, equality and freedom. In chapter ten of the Constitution stipulates the basic values and principles governing public administration. The White Paper on Transformation of Public Service was followed by White Paper on Transforming Service Delivery in 1997 (Batho Pele White Paper) which provided a policy framework and practical implementation strategy for the more efficient , effective and equitable provision of public service. The Batho Pele White Paper signalled the adoption of a citizen oriented approach on service delivery informed by eight principles: consultation, service standard, access, courtesy, information, openness and transparency, redress and value for money. This study focuses on the investigation on the implementation of Batho Pele Principles in the Department of Labour: Port Elizabeth. The main objectives of the study are: To provide an overview of the Batho-Pele principles in relation to service delivery. To investigate the importance of implementing the Batho-Pele principles in the department of Labour, Port Elizabeth. To identify challenges affecting the implementation of the Batho-Pele principles in the Department of Labour, Port Elizabeth. To investigate the importance of implementing the Batho Pele principles in the Department of Labour: Port Elizabeth and to identify challenges affecting the implementation. In this study a sample of three units was selected to conduct research in the Department of Labour, Port Elizabeth. The units were frontline Services, Beneficiary Services and Enforcement Inspection Services. The reason for choosing these sections is because they are directly involved in serving clients. A sample of 20 officials was drawn from these units. A quantitative method of data collection and analysis was followed. The main findings of the study were firstly, that the Department of Labour officials are aware of the Batho Pele principles. Based on the findings, they are not sure of the compliance of the policies. This means that the implementation of the Batho Pele principles has gaps that need to be addressed. Officials indicate that they need attention because they are the tools of operation. They register a low morale that needs to be addressed by the Department. The dissemination of information needs to be improved and communication with the clients of the Department should be done oin all languages so that clients can clearly understand the services offered by the Department of Labour.

The aim of the study was to investigate why it was deemed necessary to train and localise the public and private sectors by the Swaziland government. The efforts began shortly before Swaziland attained independence in 1968. Many of the initiative to localisation started in pre-colonial Swaziland in 1966 leading to independence. The study also examined the drawbacks to training and localisation and how these were overcome. Swaziland inherited and was strongly dependent upon a strongly entrenched cadre of top-level public service and private administrators who were expatriates. The study also examined how far localisation has gone to date.

Abstract:
In recent years, government organisations are expressing a growing interest in the uptake of eProcurement systems in order to achieve many of the benefits that their counterparts in the private sector have reported. These systems represent a specific instance of internet-based inter-organisational initiatives that streamline organisational purchasing processes and facilitate electronic exchange of transactions and other procurement related documents between organisations and their suppliers. Although some literature exists on the adoption of e-procurement systems within the government sector, relatively little has been focused on the outcomes of these systems particularly within the Australian local government context. Furthermore, much of the attention of the existing eProcurement literature is on understanding adoption decisions of these systems from the perspective of senior management, and few research efforts have been made to examine how employees who actually use these systems perceive the benefits arising from these systems. In addition, although the role of demographic characteristics of users is recognised in the innovation adoption and broader IS/IT adoption literatures, it is not clearly known how the demographic characteristics of employees (who interact with such systems) may influence their perceptions about eProcurement benefits. To address this gap in the literature, we analyse the views captured from sixty employees working in three large city councils located in the state of Victoria, Australia. The findings indicate that the outcomes of eProcurement systems adoption were largely seen in a positive light as the employees reported favourably about the attainment of benefits from their use of these systems. More specifically, efficiency improvement and establishing control were perceived as the two most important benefits. However, except user type, popular demographic characteristics of employees (e.g. gender, job role, working experience at councils) were not related to their perceptions of eProcurement benefits. These findings offer limited support for the views expressed in the existing innovations and IS/IT adoption literatures. The implications of these findings are discussed, and future directions of research are proposed.

Abstract:
The author examines the dependence and impact of the distribution of powers of local governments, the content of their functions, activities and tasks in the context of the formation of professional competence, professionalism and professional mobility of officials as subjects of labor and activity. The main idea of the article is that in Ukraine there is now a separation of local government from state. This exacerbates the problem of redistribution and separation of functions and, accordingly, tasks and powers, which will be reflected in the substantive characteristics of professionalism and professional mobility of officials as their current professional qualities. The subject of the study is the impact of decentralization, the process of transformation of public administration on the process of professionalization of local government officials. The research methodology consists in the integrated involvement of the following research methods: methods of analysis: system analysis; complex analysis, decompositions, sequential comparison method and logical and dynamic methods; structural and functional method to clarify the basic concepts. The article uses construction methods: system method; methods of forecasting and planning processes, modeling method; method of structuring goals. The abstract-logical method was used for theoretical generalization and formulation of conclusions. The purpose of the study is to develop areas for improving personnel policy in local governments in Ukraine, through meaningful disclosure of the concepts of «human resources», «professional potential», «professionalism», «professional mobility» in relation to the professional group of local government officials, outlines problems and possible approaches to improving these potentials in Ukrainian realities. The result of the article is a set of main areas of development and improvement of personnel policy and activities of the structural unit for staff development in local government, which are designed to develop professional mobility as a modern top quality of officials. The conclusions indicate the need to improve the forms and methods of working with local government officials, the reserve of personnel, the use of mechanisms and principles of formation and implementation of personnel policy in local governments, creating organizational conditions, addressing the issue of rational selection, placement and professional development personnel through a comprehensive assessment of staff, in particular professional potential, including the activity expression of the latter. The time has come for radical changes in the content of training, retraining and advanced training, self-education of local government officials, which would correspond to the new powers and competencies of local governments, based on professional potential and suitability, aimed at achieving high professionalism and professional mobility, including high professional culture. From the author's point of view, it is necessary to provide for the allocation of funds in local budgets for the training of municipal employees in the amount of at least 4% of the salary fund. It is also necessary to strengthen the protection of local government officials from involvement in election campaigns, from unjustified dismissals of officials, in particular in cases where there is a renewal of politicians and leadership of local governments.

ActiveStrategy’s performance management application deploys the widely utilized Balanced Scorecard framework in a dashboard platform designed to align strategy and operational outcomes through all organizational levels. For nearly 5 years, Miami-Dade County has been deploying ActiveStrategy within the broader context of its results-oriented budgeting initiatives. While the county has a long history with output-oriented budgeting, this case study suggests that ActiveStrategy’s successful implementation requires significant time and effort as well as a change of organizational culture. Moreover, consistent with experience in the private sector, the county’s effort may have had relatively unclear expectations for implementation, and the “true cost” of rollout, including the time and labor of county employees, has not been calculated. While this does not diminish the value of implementation, it suggests that return on investment may be primarily intangible—ascertaining if county programs are consistent with the strategic aims of the citizens and elected officials.

The Peshawar Museum of Pakistan was inaugurated in the Victoria Memorial hall of Peshawar by the Archaeological Survey of India (ASI) in 1907, and since then, it has achieved a worldwide reputation for housing one of the best collections of Gandhāran Buddhist sculptures. The antiquities of the Museum have chiefly come from archaeological excavations and explorations of ancient sites and monuments of the former North-West Frontier Province, however, the number of artefacts has also been supplemented by the sculptures donated by the civil and military officials of the British Indian Empire. Most of the donated and gifted sculptures were collected in military operations or punitive expeditions, or purchased from the local people, as well as confiscated under the Ancient Monuments Preservation Act of 1904.

This chapter analyzes how threats and acts of blacklisting impeded the fair application of the collective agreement between UFCW Local 1518 and Sidhu & Sons. The detection and analysis of the blacklisting of bargaining unit members at Sidhu uncover important “truths” about the management of migration among temporary migrant workers with the prospect of return. Broadly, it demonstrates that institutionalized programs' mechanisms, promoted in the global policy discourse embracing migration management as a means of stemming the flow of “irregular migration,” can impede access to and the exercise of labor rights. More narrowly, it shows that SAWP's “best practices” are by no means neutral, but are instead consistent with the dynamics of global capitalism, producing a race to the bottom in conditions of work and employment. This model temporary migrant work program (TMWP) permits state officials to behave in unprincipled ways that can involve, among other things, defying collective agreement provisions by delegating key responsibilities related to readmission—such as recruitment, selection, and aspects of documentation—to those in the interior and posted abroad. It also illustrates vividly how a labor relations tribunal compelled to prioritize national, and thereby sending-state, sovereignty, can be inhibited in—and even prevented from—implementing and enforcing host-state labor laws under its oversight.

The significance of this topic is that public servants perform public administration tasks as their primary occupation and as such represent a key and irreplaceable subject of public administration. Through their position and daily contacts with citizens, they are the focus of attention and criticism, whether in a positive or negative context. Their profession is everywhere in the world, and even in our region, of traditionally respectable character with many challenges and opportunities, viewed since time immemorial in Serbian history, of a very influential official status. This is why the code of conduct is of paramount importance for local government units. Adoption of a code of conduct is of the utmost importance for the development of good practice and the application of standards of conduct for local officials. Adopting European standards of professional and ethical behavior not only reduces the application of the normative method, but also the application of codes of conduct. Through the analysis of standards of ethical conduct, professionalism, responsibility, honor, quality of service, a comprehensive understanding of the ethics of local employees will be provided.

The UAE has the largest migration rate in the world; its major workforce originates from numerous countries, including India, Pakistan, the Philippines, Australia, and the United States of America. While this workforce diversity contributes varied backgrounds and languages to the workplace, diversity can also present major challenges for management. Workforce diversity, tension, and conflict can result in the creation of invisible barriers, a lack in communication or coordination, and a lack of recognition of positive employee behavior. Yet, while organizations may suffer from internal conflict, the tension that accompanies diversity can also result in positive outcomes, like an increased competitive spirit, enhanced productivity, and gains in creativity of employees. This chapter focuses on assessing the benefits and liabilities of workforce diversity as manifest in the unique demographic context of the UAE. Qualitative methods employing interviews were used to investigate research questions about diversity. Interviews with 41 respondents were collected from 32 officials working in the UAE companies. The authors supplemented these interviews with quantitative methods, employing a questionnaire of 213 employees in selected local organizations. The research concludes that conflict, rather than positive outcomes, arises when workforce diversity leads to a combination of the following: a difference of opinion, a lack of coordination and communication, and a lack of properly defined responsibilities.

This chapter re-examines the potential impact of information technology on public services and suggest a framework that evaluates the “knowns” and the “unknowns” of the impacts of broadband-enabled e-government. It also suggests a stakeholder-logic model to evaluate the implications of this development for elected officials, public employees, service users, and the community-at-large and its potential risks and challenges. Even though many local governments have already begun to implement new e-government tools under the broadband environment, there are still some known broken promises, such as recurring challenges of digital divide and e-democracy, and some unknowns about its impacts, such as the uncertain impacts on policy agenda setting and on the shifting power among different economic classes and demographic groups. The chapter discusses these and then concludes by suggesting questions that require more future research and policy attention.

The chapter first presents a background review of the application of computer technology in simulations of natural hazard situations. The chapter then presents the efforts of researchers at Mid Sweden University and Nord-Trøndelag University College to build a comprehensive emergency training tool with funding from the Interreg/EU ERDF (European Regional Development Fund). The main part of the chapter reports empirical data from this project GSS (Gaining Security Symbiosis). The project developed the tool for training emergency personnel (police, fire, ambulance, and local officials) in handling crises in the border region between Norway and Sweden. The Web-based software incorporated complex scenarios that the emergency personnel had to contend with during 3-hour training sessions. The participants included employees at the operator, tactical, and strategic level of the organizations. The training tool recorded all communications among participants which primarily was text based. The rich data source was analyzed “on-the-fly” with the software from the R Project for statistical computing and the SNA package (Social Network Analysis package). The statistical software provided detailed graphs of the social networking of communications among the participants on both sides of the national border in central Scandinavia. The chapter concludes with a presentation of ideas towards using the social networking data as input into simulation models based on system dynamics. The empirical data from the project will naturally provide data for future training sessions. A planned future model of the comprehensive training tool—netAgora—will use experiential data in a Virtual Responder component in the training sessions of emergency personnel.

Bombay did not play the kind of administrative nodal role that first Madras and later Calcutta did in terms of overarching governance in the Indian subcontinent, occupying instead a pivotal position for the region’s commerce and industry. Nonetheless, the nineteenth and twentieth centuries in Bombay were a formative age for education and research in science, as in the other Presidencies. A colonial government, a large native population enrolled in the new European-style educational system, and the rise of several institutions of instruction and learning, fostered an environment of scientific curiosity. The Asiatic Society of Bombay (1804), which was initially the hub of research in all disciplines, became increasingly antiquarian and ethnographic through the course of the nineteenth century. The Victoria and Albert Museum (conceived in 1862 and built by 1871 and opened to the public in 1872), was established to carry out research on the industrial arts of the region, taking for its original collections fine and decorative arts that highlight practices and crafts of various communities in the Bombay Presidency. The University of Bombay (1857) was primarily tasked with teaching, and it was left to other establishments to conduct research. Key institutions in this regard included the Bombay Natural History Society (1883) given to local studies of plants and animals, and the Haffkine Institute (1899), which examined the role of plague that had been a dominant feature of the social cityscape from 1896. The Royal Institute of Science (1920) marked a point of departure, as it was conceived as a teaching institution but its lavish funding demanded a research agenda, especially at the post-graduate level. The Prince of Wales Museum (1922) would prove to be seminal in matters of collection and display of objects for the purpose of research. All of these institutions would shape the intellectual debates in the city concerning higher education. Typically founded by European colonial officials, they would increasingly be administered and staffed by Indians.
