Abstract:
Most physicists do not have patience for reading long and obscure interpretation arguments and disputes. Hence, to attract attention of a wider physics community, in this paper various old and new aspects of quantum interpretations are explained in a concise and simple (almost trivial) form. About the “Copenhagen” interpretation, we note that there are several different versions of it and explain how to make sense of “local nonreality” interpretation. About the many-world interpretation (MWI), we explain that it is neither local nor nonlocal, that it cannot explain the Born rule, that it suffers from the preferred basis problem, and that quantum suicide cannot be used to test it. About the Bohmian interpretation, we explain that it is analogous to dark matter, use it to explain that there is no big difference between nonlocal correlation and nonlocal causation, and use some condensed-matter ideas to outline how nonrelativistic Bohmian theory could be a theory of everything. We also explain how different interpretations can be used to demystify the delayed choice experiment, to resolve the problem of time in quantum gravity, and to provide alternatives to quantum nonlocality. Finally, we explain why is life compatible with the second law.

Abstract:
This paper considers the interpretation of a local museum in Thailand using the local museum of Thai Bueng Khok Salung as a case study. Data collection was carried out from 9 September 2015 to 22 January 2018. The collected data were derived from related documents, previous studies, in-depth interviews and observations. This present research aimed to investigate the interpretation of the case study through the management of “persons, places, and things”. The findings revealed that there are two major types of interpretation at the museum: the interpretation for the people in the community (that is, indigenous curators, local visitors, and local people) and the interpretation for the people outside the community (that is, general visitors and specific-purpose visitors). The results of the study indicate an appropriate and effective interpretation system for the specific community context which encourages people—both locals and foreigners—to be aware of the value of the community. Consequently, as a result of their awareness, people would increasingly cherish their community and work in collaboration with other people for the sustainable development of the community.

Abstract:
The phenomenon of visual occlusion has frequently been studied by means of two-dimensional line drawings. These drawings may elicit various interpretations. Sometimes a mosaic of shapes is seen, sometimes a shape that partly occludes another shape. In the latter case, observers often have a clear idea about the form of the partly occluded shape. Local and global pattern aspects both seem to be decisive with respect to the preferred interpretation. An attempt is made to integrate these aspects by applying the global-minimum principle to the perceptual complexity of three distinct components of those pattern interpretations: (i) The internal structure, dealing with each of the shapes separately, (ii) the external structure, dealing with the positional relation between these shapes, and (iii) the virtual structure, dealing with the occluded parts of the shapes. The perceptual complexity of each of these three components can be expressed in terms of structural information. The hypothesis that the perceptually preferred interpretation is the one for which the total information load is minimal is tested on many patterns stemming from different studies on pattern completion.

SummaryThe aim was to analyze the degree of agreement between the central review panel and the local PET interpretation within the HD15 trial and its impact on subsequent treatment and progression free survival. Patients, methods: The analysis set consisted of 739 patients with residues ≥ 2.5 cm after 6 or 8 cycles of BEACOPPesc from the HD15 trial performed by the German Hodgkin Study Group. The recommendation for or against further radiotherapy was based on the central [18F]FDG-PET interpretation. Central PET interpretation was compared to the local PET interpretation and concordance was measured using Cohen's Kappa coefficient. Prognostic impact of the analysis of concordance between local and central PET interpretations was evaluated using progression free survival (PFS); groups were compared with the log rank test. Results: The central panel rated 548 of 739 patients (74%) as PET negative. Of these, 513 were also rated as PET negative in the local PET interpretation. PET positivity was seen by central reviewers in the remaining 191 patients (26%), in concordance with local reviewers in 155 cases. Even though substantial agreement was found (Cohen's Kappa 0.81), the interpretation of the central PET review panel led to a different therapeutic recommendation in 71/739 (10%) patients. PFS was equally high in groups in which the therapeutic regime had been changed on the basis of the central panel decision. Conclusion: High concordance is found between local and central reviewers with regard to PET interpretation in residual tissue after intense chemotherapy. The existence of the central PET review panel allows the identification of additional patients as PET negative so that radiotherapy can be safely omitted (35 of 548 patients = 4.7%).

The growing use of deep neural networks in critical applications is making interpretability urgently to be solved. Local interpretation methods are the most prevalent and accepted approach for understanding and interpreting deep neural networks. How to effectively evaluate the local interpretation methods is challenging. To address this question, a unified evaluation framework is proposed, which assesses local interpretation methods from three dimensions: accuracy, persuasibility and class discriminativeness. Specifically, in order to assess correctness, we designed an interactive user feature annotation tool to provide ground truth for local interpretation methods. To verify the usefulness of the interpretation method, we iteratively display part of the interpretation results, and then ask users whether they agree with the category information. At the same time, we designed and built a set of evaluation data sets with a rich hierarchical structure. Surprisingly, one finding is that the existing visual interpretation methods cannot satisfy all evaluation dimensions at the same time, and each has its own shortcomings.

Conclusion has been made on the basis of data interpretation and analysis. Through data it is found that the situation of the political representation of the Chepang in local government is in increasing trend but the current elected number is not sufficient decision making process.

We carry out a thought experiment in an imaginary world. Our world is both local and realistic, yet it violates a Bell inequality more than does quantum theory. This serves to debunk the myth that equates local realism with local hidden variables in the simplest possible manner. Along the way, we reinterpret the celebrated 1935 argument of Einstein, Podolsky and Rosen, and come to the conclusion that they were right in their questioning the completeness of the Copenhagen version of quantum theory, provided one believes in a local-realistic universe. This work focuses on Peter Singer’s book, One World: The Ethics of Globalisation, and a reading of it recently presented by M. Ali Khan. Khan’s response to Singer is acutely critical, but ultimately fails to situate Singer’s offering in its proper historical context. In this sense, Khan’s response is not sufficient. We demonstrate that Singer’s offering is permeated by a universalising discourse marked by asymmetric power relations clearly described by Edward Said in Orientalism and, more surprisingly, by Fyodor Dostoyevsky in The Possessed. We illustrate how Singer’s narrative and the counter-narrative of Khan represent a continuation of a longer historical disputation between the West and the East. AbstractAmong homeopaths the common idea about a working hypothesis for homeopathic effects seems to be that, during the potentization process, ‘information’ or ‘energy’ is being preserved or even enhanced in homeopathic remedies. The organism is said to be able to pick up this information, which in turn will stimulate the organism into a self-healing response. According to this view the decisive element of homeopathic therapy is the remedy which locally contains and conveys this information. I question this view for empirical and theoretical reasons. Empirical research has shown a repetitive pattern, in fundamental and clinical research alike: there are many anomalies in high-dilution research and clinical homeopathic trials which will set any observing researcher thinking. But no single paradigm has proved stable enough in order to produce repeatable results independent of the researcher. I conclude that the database is too weak and contradictory to substantiate a local interpretation of homeopathy, in which the remedy is endowed with causal-informational content irrespective of the circumstances. I propose a non-local interpretation to understand the anomalies along the lines of Jung's notion of synchronicity and make some predictions following this analysis.

After the reform of local government organisation and finance following Act 142/1990, Reforming local autonomy, Italian councils can exercise considerably more discretion in setting their expenditure and taxation levels; in this paper a model in the microeconomic tradition is developed to predict the likely changes in these councils' behaviour. The model is based on the assumption that local governments behave as if they were maximising a nested Stone—Geary utility function; at the first stage of the utility-maximisation process, they set up the overall level of taxation, and at the second level they decide how to allocate expenditure among the different services. The results suggest that in the first years after the reform a utility-based incremental budgeting model could explain the determination of expenditure and its composition. Although the model has strong microeconomic foundations, the interpretation of the results may need to be tentative because the data used in the estimation procedure are for a transition year from the old to the new system. The results of the estimated econometric model were then used to predict the likely changes in expenditure which will be brought about by the introduction to the system of a locally managed property tax.

This article gives an economic analysis of some of the more important aspects of the new proposal for a Directive on Integrated Pollution Prevention and Control (IPPC). The authors use an economic interpretation of the subsidiarity principle to analyze the concept of IPPC, the choice of the permit as a central instrument and the importance and interpretation of the principle of Best Available Technology (EAT) in the IPPC proposal. They come to the conclusion that the proposal does not conform with the subsidiarity principle to the extent that it allows for a European-wide interpretation ofBA T and prescribes the permit as the main instrument to control and prevent pollution. Emission and technology standards should be set at local level, using local and optimally differentiated interpretations of BAT, complying with a European framework of quality standards. Also scope should be given to Member States for using alternative instruments.

Quraish Shihab, then continues with a discussion of the interpretation of verses on religious freedom and an analysis of the tendencies of theological reasoning. Inclusive reasoning as seen in the interpretation of Al-Mishbah has its own relevance in developing Islamic attitudes that are able to respect and realize diversity. The model of open interpretation as practiced by Quraish Shihab provides new hope in encouraging a harmonious life between religious communities by sticking to their respective beliefs.

Research was conducted on how rural emergency managers at the local level understand and employ the National Incident Management System in 2007. This article focuses on research findings from face-to-face interviews with county emergency managers in three states. The data revealed that the majority of emergency managers interviewed interpret NIMS in a generally positive manner; however, they do so with considerable qualification. Emergency managers recognized that their interpretation of NIMS plays a role in how they comply with and implement NIMS; however, it was discovered that it is not the emergency managers’ interpretation that determines compliance and implementation as much as it is factors related to local reality. The unique amalgamation of emergency manager interpretations and local reality produced large variation in NIMS compliance and implementation—no two emergency managers and no two counties were exactly alike. Therefore, though the federal government mandated its expectations and standards for emergency management through NIMS, both people and aspects of place dictate the mandate's interpretation and implementation. Based on findings from the research, implications of findings for emergency management are discussed and suggestions are made for future research.

AbstractThis article will discuss the dating formula in the Dadanitic inscriptions. So far, some of these have been interpreted to refer not only to the reign of the local king (mlk lḥyn), but also to another political official called rʾy. The article will discuss the merit of this interpretation based on both the questionable etymology of the term rʾy and the problematic interpretation of the terms following this word as personal names. Instead, a new interpretation of this formula as a reference to a local calendar will be explored in light of the occurrence of a similar word rʾy in Safaitic dating formula, and comparison to other ancient methods of time reckoning in the region.

This journal is designed using qualitative methods, namely by taking the type (Library Research) and using descriptive-analytic methods. Here, the author will try to analyze the relevance of the interpretation of the QS. Yūnus verse five with local urfi khumasi reckoning. As for the interpretations raised, there are several works of interpretation, starting from the interpretation of the classical era such as the interpretation of Al-Faŗah, the medieval era such as the interpretation of Al-rāzi, as well as the modern and contemporary era such as the interpretation of Al-Jawāhir. This research is a qualitative research type of library research (library research), which uses a historical-philosophical approach. The primary sources of this research are the interpretation of Tafsir al-Burhân by Haji Abdul Karim Amarullah, Risâlah al-Qaul al-Bayyân fî Tafsîr al-Qur'ân, the work of Syeikh Sulaiman Arrasuli, and the tafsir of al-Da'wah wa al-Irsyâd ilâ Sabîl al -Rasyad by Abdul Lathif Syakur. This research found several aspects of locality in the interpretation of the Al-Qur'an Minangkabau, namely; first, the writing of interpretation as a request from the community, second, the absorption of local languages in translating and interpreting the Qur'an, third, using local samples in interpretation, fourth, the absorption of local customs in interpretation, and fifth using Minangkabau adagium in interpretation. Abstract:
The author aims to explain the notion of rationality as an analytical tool. The main thesis is that rationality must be understood as a set of local rules. As rationality occurs in many cases, one can talk about pluralism of rationality. However, the author criticises the popular interpretation of ‘local rationality’ (Gianni Vattimo). He refers to the concept of language-games developed by Ludwig Wittgenstein. He advocates the conservative interpretation of Wittgenstein’s works, which is in contrast to the relativistic (Richard Rorty) and emancipatory (Lotar Rasiński) interpretations. The text can be treated as an exegesis of Wittgenstein’s theorem: ‘Thinking is surrounded by a nimbus. Its essence, logic, presents an order: namely, the a priori order of the world; that is, the order of possibilities, which the world and thinking must have in common.’

Abstract:
Fast interpretation of potential field data (magnetic data are a typical example) often uses simple geometries to describe a complex geologic reality. Many of these techniques assume that the potential field arising from the source body is homogeneous. The degree of homogeneity of a source is characteristic of its geometry. However, very few source geometries are known to generate a homogeneous field. The contact, thin sheet, horizontal cylinder, pole, and dipole all cause a homogeneous magnetic field. More complex geometries such as the thick dike or rectangular prism do not. Therefore, a major problem is to check for the validity of the homogeneity hypothesis when these types of interpretation techniques are used. The local wavenumber of a potential field calculated at a series of increasing heights above the measurement datum can be used to directly compute the depth to a source and its degree of homogeneity. In addition, the vertical derivative of the local wavenumber can provide an estimate of the depth to sources without knowledge of their degree of homogeneity. The proposed technique also allows us to test if the source is homogeneous or not, and it applies to any type of potential field data. The technique breaks down on synthetic magnetic data when anomalous sources are closer than about four times their depths. This behavior is expected from interpretation techniques that use upward continuation. The technique can be applied to profile and gridded data. Its main advantage is that it allows testing the homogeneity hypothesis and therefore the validity of the interpretation.

Abstract:
The «common contour point» (CCP) technique for finding oil and gas deposits is based on identifying simple local minima on the graphs of the amplitude and energy of seismic waves passing through the reservoir. Simple local minima according to the CCP technique are provided by the identification of crossline profile geophones, the stability of the critical angle of the refracted wave, minor changes in the geometric divergence of seismic waves and the source-receiver distance. Other anomalies caused by local inhomogeneities of the geological environment are overcome based on the correlation of the dynamic parameters of waves recorded from different directions in the crossline profile. The article experimentally demonstrates obtaining simple minima by eliminating the distorting effect of local heterogeneity in the upper part of the section, determining the corresponding characteristic points of minima, as well as the contour and depth of the predicted reservoir.
