Abstract:
Objective - Local governments in Malaysia are regulated under the Local Government Act 1976 and each has its power to enact by-laws under their respective administration area. By-law is a formulation of the law under the jurisdiction of local government in performing its duties and functions covering the administrative area that has been identified by the state government. The objectives of this study are to review the extent and the impact of the by-laws implemented by the local government in Kelantan in influencing and shaping the behavior of the local societies and has been conducted as an empirical study. Methodology/Technique - Purposive sampling was used in selecting the targeted respondents in gathering their feedback towards the by-laws implementation and managed to get 76 respondents. Finding - The feedback gathered shows that the local communities are well exposed and giving good responses to the by-laws implementation impact. Kota Bharu Municipal Council of Islamic City (MPKB-BRI) has succeeded in becoming the pioneer in the implementation and enforcement of by-laws that emphasized the teachings of Islamic values and were followed and emulated by other local governments in Kelantan. Novelty - Besides that, the good practice also has been followed by some other local governments in other states such as Terengganu, Kedah, and Melaka. By-laws implemented by the local government in Kelantan is very much different compared to local governments in other states in Malaysia which are the provisions of the by-laws that focus on the Islamic approach which somehow do give some impact to the local communities. Abstract:
Local government is the closest level of government to the local community and identified as the third level of government after the federal and the state government. Local government are regulated under the Local Government Act 1976 and each has their own power to enact by-laws under their respective administration area. By-laws is a formulation of the law under the jurisdiction of local government in performing its duties and functions covering the administrative area that has been identified by the state government. Some of the by-laws play a part in shaping the behavior of the societies, especially in local government areas which are quite different approach such as Kota Bharu Municipal Council of Islamic Cities (MPKB-BRI) and others local government located at Kelantan. By-laws implemented by local government in Kelantan are very much different compared to local government in other states in Malaysia which is the provisions of the by-laws that focused on Islamic by-laws such as ban on unisex salons, enforcement of board guidelines advertisement that prohibit an advertisements that do not cover the aurat and the enforcement of proper clothing covering the aurat among the Muslim community and dressing politely for non-Muslims that suggests the aurat closure and wearing appropriate clothing among traders, business premises owners and also the societies. The objective of this study is to review the extent and impact of the by-laws implemented by local government at Kelantan in influencing and shaping the behavior of the local societies to become guideline for the other local government at Malaysia. Abstract:
Politics plays a major role in every aspect of the government development plan. Kelantan is an interesting case in understanding the different political leadership involved in the implementation process. This study reports how politics influenced the development of rural transport accessibility in Kuala Krai, Kelantan. In-depth interviews were conducted among 33 respondents; 13 policymakers from the federal, state and local level and 20 villagers covering all the three sub-districts in Kuala Krai, Kelantan, Malaysia. The findings were presented based on the emerging themes emerged from the analysis. The findings confirmed that politics is the primary mover in formulating and implementing any transport accessibility plan in the study area. The findings also provided ultimate insights for policymakers at multiple decision-making level involved in formulating and implementing for an accessible rural transport system for the rural communities.

Abstract:
The northeast monsoon flood phenomenon is a natural disaster especially around East Peninsular Malaysia such as Kelantan. The main objective of this study is to identify the impact of the northeastern monsoon flood of Malaysia on the tourism sector. The climatology factors for tourism sector especially for the coastal zone tourism segment. Large floods as in 2014 have seen a lot of destroying local areas. Both the government and the non-government should formulate strategies to address the flood issue as a process of improvement for the future. Flood effects such as damage to building infrastructure, coastal beauty, facilities, interrupted services and tourist attractions. The findings show that floods that are among the most frequent climate change in all countries in Malaysia. However, the impact of this disaster will not only affect flood-damaged areas but also indirectly affect the growth of the tourism sector as it requires a reconstruction process. The study was conducted to illustrate the impact of the flood disaster that has affected the tourism sector.

Abstract:
Income inequality has become a major economic growth problem faced by most countries in the world. The income gap that exists between the rich and the poor grows wider every year. The Malaysian government have set up multiple economic policies and provided various aids that focuses on improving the B40's economic situation and reduce the income gap that exist amongst them. Data for this study are obtained from the Household Income Survey (HIS). This study makes the comparison on the range and average of income amongst the B40 household income of each state in Malaysia. This comparison analyses the income gap that exist amongst the local households. Income inequalities amongst B40 households are prominent in Selangor, which recorded a huge income gap amongst the households. Kelantan has the lowest maximum and average income value amongst B40 from all states. The demographic factors that have significant impacts on the distribution of income amongst the B40 population in Malaysia was analysed using regression models. Residential area, levels of academic studies and working status of the head of household are the factors that effects B40 populations in Malaysia.

Abstract:
Purpose The purpose of this paper is to develop government and community-level critical thinking, planning, and action for improving community disaster resilience by reporting a study that sought to evaluate the possibility of using the Torrens Resilience Institute Australian Community Disaster Resilience (CDR) Scorecard in the Malaysian context. Design/methodology/approach A participatory action research approach (done in 2015) encouraged key people involved in managing the 2014 Kelantan floods in Malaysia’s north-east to participate in discussions about, and self-testing of, the CDR Scorecard to measure and improve their communities’ disaster resilience. Findings The CDR Scorecard can be useful in the Malaysian community context, with some modifications. Self-testing revealed that participating communities need to strengthen their disaster resilience through better communication, cross-community cooperation, maximizing opportunities to compare their plans, actions and reactions with those reported in research publications, and aligning their community disaster management with reported best practice internationally while acknowledging the need to adapt such practice to local contexts. Research limitations/implications There is a need for a Malaysia-wide, simple-to-use, standardized disaster resilience scorecard to improve communities’ quality, self-efficacy, and capability to facilitate improved disaster resilience. Practical implications The adaptation of Australian CDR Scorecard for used in the country. Social implications Awareness of CDR level will enhance community and government preparedness, mitigation, and responses to flood disaster. Originality/value This project is the first of its kind in Malaysia. It provides an example of the possibilities of using the CDR Scorecard globally in the form of a context-specific toolkit. The engagement of key people in the community in self-testing the Scorecard provides genuine, on-the-ground, real life data, giving others an understanding of local assessment of each community’s resilience level.

This study was conducted as a response to the slow pace movement of the uptake and utilization ofassisted reproductive technologies towards ruminant animals. This study has been conductedamong ruminant farmers in Kelantan, specifically in Bachok and Jeli district. Simple randomsampling technique was employed and a total of 87 ruminant farmers were involved. From theanalyzed data, the acceptance of assisted reproductive technologies is depicted at a moderate level.Hence, based on the result obtained, educational institutions together with government agencies isrecommended to play their roles together as a body to educate local ruminant farmers to ensure theincrement of beef and milk productions as well as reaching the self-sufficiency level.

Abstract:
This article examines the Majlis Agama Islam dan Adat Istiadat Melayu Kelantan (MAIK) administration of Malay schools in the state of Kelantan from 1917 until the end of British colonial rule in 1957. This involvement is examined through two of its schools, the Maahad Muhammadi (Malay) for boys and Maahad Muhammadi (Malay) for girls. The establishment of MAIK Malay schools is a testament to its professed aims of looking after local welfare, which was not given any attention under British colonial rule. MAIK had faced a myriad of challenges in its administration of Malay schools, whether from within its administration or from outside, especially from Malay schools that were under British control. Based on the qualitative method that involved the perusal of primary documents such as MAIK files, MAIK annual reports, journal Pengasuh and British annual reports on Kelantan from the National Archives of Malaysia and other institutions, this study has found that the British neglect of Malay education has made MAIK indispensable as the organisation responsible for religious affairs and defending local customs in the formal education sector of the state. With this heavy responsibility, MAIK, specifically through its Malay schools, has provided both secular and religious education in schools under its jurisdiction. MAIK’s strategy and improvisations have ensured its schools’ continuity despite competition from the Malay education provided by the colonial government. Through its organisational dynamism, MAIK has enabled itself to be involved in the planning and transformation of primary education in Kelantan from 1917 until 1957.

Abstract:
Nowadays, improper solid waste disposal is a severe issue due to its impacts on environment, social, and economic sustainability. This manuscript aims to identify the knowledge and awareness of the rural community in Kg Tok Uban, Pasir Mas, Kelantan about solid waste disposal. Besides that, the socio-demographic factors that influence the knowledge and awareness of respondents have also been explored. The data was collected using an online survey questionnaire. A total of 232 respondents participated in this study through the convenience sampling method. The findings indicated that most respondents have good knowledge of proper solid waste disposal. Besides that, this study also revealed that most respondents have a good awareness of the impact of improper solid waste disposal. However, this study found that the respondents have moderate solid waste disposal practices. Even though people have good awareness and knowledge, it doesn’t lead them to good practices in solid waste disposal. Different gender, age, and income of respondents are significantly influence the knowledge and awareness of respondents. The findings of this study are significant for local governments to strive toward effective solid waste management in rural areas.

Abstract:
The central aim of many transport systems is to improve people’s access to goods, services and facilities. Improving transport access can subsequently reduce social isolation. Compared to urban areas, the issue of accessibility is more prominent in rural areas due to its distances from many opportunities. It has been proven in many studies that the provision of rural infrastructure and the improvement of rural transport can upgrade the social well-being of the rural community. The process of improving rural access should always start with the identification of the transportation needs of the community and their mobility patterns. This paper narrates the institutional challenges in implementing rural transport accessibility strategies in Kuala Krai, Kelantan. The district is located in the northeast of Peninsular Malaysia. The qualitative case-study approach used in this study involved 17 respondents; thirteen policymakers from federal, state and local governments, two local transport operators and two rural transport experts. The findings show that among the institutional challenges in the implementation process are poor communication and coordination, lack of transport planning experts and limited financial resources. The findings provide critical inputs for policymakers at various decision-making levels, namely federal, state and local, in planning and designing a more accessible transportation system for the rural population.

Abstract:
The East Coast Economic Region (ECER) was established in 2007 with the announcement of the ECER Master Plan by the Malaysian Government. Meanwhile, the ECER Development Council (ECERDC) is driving development in the ECER by launching several high-impact projects and programmes to promote socioeconomic transformation by increasing private investment in the region. The ultimate goal is to close the socioeconomic gap between East and West Coasts by empowering local communities to benefit from job and entrepreneurial opportunities. One of the ECER projects is the construction of the Palekbang Bridge in Kelantan, which will connect Kota Bharu and Palekbang, Tumpat. The bridge construction is critical in light of two factors: Congestion at the Sultan Yahya Petra Bridge and limited growth in the Kota Bharu city centre. This paper discusses the role of ECERDC as the primary monitoring body for the project, as well as the potential of the Palekbang Bridge to provide physical, economic, and social benefits to citizens. It is hoped that the bridge construction will address congestion and limited growth, stimulate trade activities, improve connectivity, and accessibility. As a result, economic growth across all economic sectors will be boosted in the coming years.

Abstract:
The results of the 2018 General Election in Malaysia show interesting and varied political dynamics based on issues, leadership, campaign strategies, winning and defeat factors, polling patterns, and also location. Hence the purpose of writing this article is to analyze the trend of polling in GE 2018 based on urban and rural areas according to 222 parliamentary constituencies in the country. The writing of this article is produced through the analysis of the GE13 2018 decision-making data for the Parliamentary constituencies as well as the in-depth analysis of secondary information from mainstream media and social media directly involved in the GE 2018. The findings show that almost all urban areas were won by Pakatan Harapan (PH) and some were won by PAS, in urban areas in the East Coast region of Peninsular Malaysia. The rural areas in the majority of Malays areas are dominated by UMNO/BN and PAS in Kelantan, Terengganu, and also rural parts of Kedah. There are also rural areas won by either BN, PAS, and PH with a slight majority because of the split of the three-party blocks. This is due to the different demographic segments of the voters either by local voters, young voters, outsiders, and even higher educated voters. Hence, the pattern of voting by geographical location in the GE 2018 is very interesting and compositing to be studied and deserves to be taken into account by the concerned parties, especially political parties, governments, and political researchers in order to be a solution to produce rational political thinking and to follow the current trends to care for the well-being of the common people.

Abstract:
<p><em>Politically, Kelantan</em><em> is unique compared to other states in Malaysia. Manifestations of the doctrine of competition between UMNO and PAS occurred in this last fortress of the Malay states (the last bastions of Malayness). Different political doctrines has caused relations between PAS-led Kelantan State Government and Federal Government, the UMNO-led Alliance, is always hot. But the doctrine of competition began to simmer down, upon the occurrence of the May 13, 1969 event, which allows both parties to come up with a government known as the PAS-Alliance Coalition Government (1973-1974) and later to be replaced by the Barisan Nasional (National Front) Government in 1974. PAS position in the National Front only lasted for three and a half years, when a political turmoil brewed up and has caused the party's expulsion. The expulsion of PAS from the National Front has caused the defeat of PAS to lose Kelantan State Legislative Assembly in the 1978 General Election. The Kelantan state government has used the Developing with Islam policy to carry out its administration since 1990 in the state of kelantan. Various programs and changes have been implemented in 5 aspect which is in administration, shariah, economy, education and sociology. Since 1990, the Developing with Islam policy still ongoing. However, no comprehensive study has been conducted on all aspects of the Developing with Islam policy. Therefore, this study was conducted to produce appropriate indicators that will be used to see the effectiveness of the Developing with Islam policy in Kelantan. In this study paper will explain where these indicators are come from. By having this indicators, Kelantan state government can create an index and at the same time can evaluate the achievement of the policy since the policy was implemented. The result can help Kelantan state government to make improvement from time to time and become as a good example of Islamic state in Malaysia.

Piper porphyrophyllum (Lindl.) N.E.Br. is one of the genera from the family Piperaceae. The local names for Piper porphyrophyllum are Sireh Rimau, Kerakap Rimau or Akar Bugu. P. porphyrophyllum was recorded in Machang and Jeli, Kelantan. and very common in the forests of Peninsular Malaya, but flowers are scarcely ever found. However, limited information on its distribution occurred in Kelantan. The objective of this study is to map the potential distribution of P. porphyrophyllum that occurs in Kelantan using the Species Distribution Model (SDM). During the survey, a total of five individuals and twelve individuals of P. porphyrophyllum were recorded respectively at Pulai Chondong, Machang and Lata Cuit, Jeli, Kelantan. The potential distribution of P. porphyrophyllum that occurred in Kelantan was mapped using the species distribution model (SDM) to predict their occurrence in Kelantan and mostly distributed in Jeli and Gua Musang. According to the Malaysia Plant Red List P. porphyrophyllum is listed as Not Evaluated (NE).

The application of Islamic rules in Aceh and Kelantan is also related to the political power. There is a significant difference about political treatment on the application of Islamic law in Aceh and Kelantan. In Aceh, the central government (Indonesia) thinks that it is needed to apply jinâyah law in Aceh as a strategy to solve conflicts. This political rule has been applied in the republic of Indonesia since the leadership of Habibie, Abdurrahman Wahid, Megawati Soekarno Putri to Susilo Bambang Yudhoyono. The main factor that influences the Indonesian political government rule is the central conflict with the Acehnese in the leadership of Soeharto presidential to the Helsinski Agreement 2005. Some vertical conflicts happened between the central government and the Acehnese were solved by giving special autonomy in applying the Islamic rules. Not only family law and economic law which are given autonomy to be applied in Aceh, but also the autonomy to apply jinâyah Law. In Kelantan, Federal government (Malaysia) did not have political wish to apply Jinayah Law in Kelantan since the leadership of Mahathir Muhammad, Abdullah Badawi to Najib Razak. Moreover the federal government made the issue of the application of jinâyah law as the political commodity to get the political sympathy from the people, who are the partner of non Moslem voters in the national ranks and some Moslem voters who are not affiliated with PAS. The study seeks to examine the brief history of political Islam in Malaysia with a focus on Pan-Malaysian Islamic Party/Parti Islam Se-Malaysia (PAS). The emergence of PAS in the early 1950s marks the beginning of the involvement of Islamic Movements in politics as a platform for the revivalism of Islam in the region. In addition, the role of PAS leaderships also briefly discussed with a great emphasis on the leadership of PAS political maestro, Tuan Guru Nik Aziz bin Nik Mat. His piety in Islam is translated into his political thought which are influential during his involvement in politics. Tuan Guru’s upbringing and his education background had biggest influence towards his worldview on politics. This study described his contribution on Islam and in Malaysian politics, especially his grand idea on the establishment of Islamic state in Kelantan. The idea of ideal Islamic model of a state was established in Kelantan. It is in line with his perspective of how a society should operate and the functions of government in micro-managing the society. As a conclusion, Tuan Guru Nik Aziz plays an important role within PAS and to the establishment of the model of Islamic State in Kelantan.

Purpose This study aims to examine the effect of entrepreneurial skills, market orientation, sales orientations and networking on entrepreneurial competency and performance of micro-enterprises in Kelantan, Malaysia. Design/methodology/approach Adopting a cross-sectional design, this paper collected data through structured interviews from 403 micro-entrepreneurs from “Majlis Amanah Rakyat,” Kelantan and “Majlis Agama Islam dan Adat Istiadat,” Kelantan. Findings The findings reveal that entrepreneurial skills, market orientation and networking have a positive effect on entrepreneurial competency. Then, entrepreneurial competency, entrepreneurial skills and networking have a positive effect on enterprise performance. The findings show a significant mediation effect of entrepreneurial competency on the relationships between entrepreneurial skills, market orientation and networking and enterprise performance. Originality/value Addressing the understudied “human factor” in entrepreneurship, this paper extends the resource-based view and enriches the existing entrepreneurship literature in Malaysia. It provides useful insights into the improvement of micro-enterprise performance, which is crucial for promoting entrepreneurial activities and for enhancing socio-economic conditions among low-income households in Malaysia. Thus, the government and developmental organizations should focus on the development of entrepreneurial skills, market-oriented approach, networking traits and entrepreneurial competencies and subsequently encourage poor households to perform entrepreneurial activities.

In this study, the recently launched Phased Array type L-band Synthetic Aperture Radar-2 (PALSAR-2) onboard the Advanced Land Observing Satellite-2 (ALOS-2), remote sensing data were used to map geological structural and topographical features in the Kelantan river basin for identification of high potential risk and susceptible zones for landslides. Adaptive Local Sigma filter was selected and applied to accomplish speckle reduction and preserving both edges and features in PALSAR-2 fine mode observation images. Different polarization images were integrated to enhance geological structures. Additionally, directional filters were applied to the PALSAR-2 Local Sigma resultant image for edge enhancement and detailed identification of linear features. Several faults, drainage patterns and lithological contact layers were identified at regional scale. In order to assess the results, fieldwork and GPS survey were conducted in the landslide affected zones in the Kelantan river basin. Results demonstrate the most of the landslides were associated with N-S, NNW-SSE and NE-SW trending faults, angulated drainage pattern and metamorphic and Quaternary units. Consequently, structural and topographical geology maps were produced for Kelantan river basin using PALSAR-2 data, which could be broadly applicable for landslide hazard mapping.

Rapid changes in the climatic factors affect paddy farming in Malaysia. As Kelantan is the most vulnerable state to climate variations, its paddy production is negatively affected. Proper mitigation and adaptation approach can reduce paddy farmers’ vulnerability to climate change. Hence, it is important to the paddy farmers to cope with climate change by having the right perception to ensure farmers take the right decisions on dealing with climate change. There are four objectives of this study which include estimating the trend of climate change in Kelantan using Mann-Kendall test, determining paddy farmers’ perceptions towards climate change, measuring paddy farmers’ adaptive capability using Analytic Hierarchy Process (AHP) and ascertaining associated factors of the adaptive capacity of paddy farmers using Binary Logistic Regression. Results showed that majority (85.9%) of paddy farmers in Kelantan perceived changes in climate but only 62.9% of paddy farmers were highly adaptive towards climate change. Finally, age, monthly income, and district were found to be significantly associated with paddy farmers’ adaptive capacity towards climate change. Although, most paddy farmers in Kelantan were highly adaptive towards climate change, government and related agencies still need to take some efforts and initiatives to enhance the farmers’ adaptation towards climate change.

Microbusinesses are popular and profitable activities that help economic development and growth. However, most microbusinesses are not sustainable due to borrowers’ main challenges such as limited loan size, insufficient government support, lack of training, and high-interest loan rates. Limited studies have been conducted on the business performance of microcredit borrowers in Kelantan. Therefore, this study investigated the impacts of microcredit elements, namely loan size, management fees, tenure, mode of payment, and help and support toward the microbusiness performance in Kota Bharu, Kelantan. This study employed a quantitative research methodology by distributing a survey questionnaire to 300 borrowers from Amanah Ikhtiar Malaysia and Tabung Ekonomi Kumpulan Usaha Niaga in Kota Bharu. Finally, 131 clean datasets were used to run the correlation and regression analyses to identify relationships and significant impacts in the datasets. The results revealed that the mode of payment has the least significant relationship with and did not impact microbusiness performance. Loan size, management fees, and help and support positively and significantly impact microbusiness performance. Conversely, tenure negatively but significantly affects microbusiness performance. All the microcredit elements in this study explained 83.4% of microbusiness performance.

Kota Bharu city in Kelantan, Malaysia was reported with the highest cases of coronavirus disease 2019 (COVID-19) among other districts. Kota Bharu is the capital city of Kelantan, which acts as the administrative, commercial, and financial areas. A large population pool may become a potential carrier for disease transmission to become an epidemic. However, the impact of population density on the COVID-19 outbreak in Malaysia is still unknown and undiscovered. Therefore, this study investigates the impact of population density on COVID-19 as a potential virus transmission carrier using linear regression models. The chances of formulating new strategies for combating COVID-19 are higher when the driver of transmission potential is identified. This study shows that the highest value of infected area density is in Kota Bharu (0.76), while the infected risk area was highest in Jeli (0.33). This study found that there is a strong relationship between COVID-19 infection cases in Kelantan and population density (R2 which is 0.845). Therefore, high population density was identified as a potential driver of transmission of COVID-19 outbreak. Understanding the potential drivers of the disease in a local setting is very important for better preparation and management. The outcome of the study can aid in the development of a new analytical model for strategic planning of Zero COVID-19 for securing the public health and wellness, both social and economic, by researchers, scientists, planners, resource managers, and decision-makers.

This study examined the effects of locus of control, tolerance of ambiguity, vision, persistence, and resilience on entrepreneurial competency, performance, and sustainability among micro-enterprises in Kelantan, Malaysia. Adopting a cross-sectional design, the authors collected data from 403 micro-entrepreneurs. The findings revealed that locus of control and vision significantly influenced entrepreneurial competencies. In turn, entrepreneurial competencies, locus of control, and visionary traits significantly affected micro-enterprise performance. The findings also revealed a positive effect of entrepreneurial competencies and performance on micro-enterprise sustainability. The findings also confirmed a significant mediating effect of entrepreneurial competencies on the relationship between locus of control and vision and enterprise performance. The government and developmental organizations should collaborate to enhance locus of control, vision, and resilience traits in order to facilitate micro-enterprise sustainable performance.

Kajian ini mengukur pengetahuan perniagaan antarabangsa usahawan Narathiwat dan ini pengukuran tahap pengetahuan usahawan penting bukan sahaja mencerminkan kekuatan perniagaan merentas sempadan sekarangtetapi boleh menjadi petanda aras perancangan pelaksanaan Komuniti Ekonomi ASEAN (AEC). Dalam kajian ini, 30 usahawan mikro dan usahawan kecil daripada pelbagai perniagaan diselidiki pada April, 2014. Dengan menggunakan skala Likert, 1 pada tahap tidak tahu hingga 5 tahap sangat tahu, hasil kajianmenunjukkan usahawan mempunyai pengetahuan rendah dalam semua aspek: peraturan pengurusankewa ngan, dasar awam dan peluang perniagaan, AEC, rangkaian perniagaan, imej perusahaan serta logistik dan pengedaran. This study investigates the level of knowledge among entrepreneurs in Narathiwat on international usiness. Measuring such knowledge does not only reflect the intensity of business across borders at present but also provide an early indicator of such activityupon the implementation of the Asean Economic Community (AEC). In this study, 30 micro and small-size entrepreneurs of various businesses from Narathiwat were surveyed in April, 2014. Using Likert Scale ranging from 1 (no knowledge) to 5 (highly knowledgeable), the findings showed that the entrepreneurs had low knowledge in regulation, financial management, public policy and business opportunity, AEC, enterprise image, international networking and logistics, and distributive trade. These findings are alarming and raise more questions. Therefore, Narathiwat and the Thai government should improve their entrepreneurs’ international knowledge by formulating a public policy to support and foster new knowledge on international business. By so doing, entrepreneurs in Narathiwat will be better prepared as the country embraces AEC.

Kelantan is a state that is often impacted by the yearly monsoonal floods resulting in the displacement of a large number of households as well as damages to crops, livestock and properties. The flood is a yearly occurrence that necessitates the community to prevent loss of lives and extensive property damage; however, previous studies have found that communities are unprepared to face flood disasters, especially in flood-prone areas. Thus this study aims to determine the relationship between attitude towards flood preparedness and the level of flood preparedness of households in Pasir Mas, Kelantan. A total of 220 respondents from 10 villages were selected with the assistance of the District Office to ensure the selection of villages with experience of flood or is flood-prone. Descriptive analysis was conducted to determine the level of attitude and flood preparedness. Results from the analysis found that the attitude and preparedness level was moderate. Therefore, it is suggested that the community’s attitude and preparedness level can be further enhanced with the assistance of the responding agencies and local authorities to empower a more resilient community.

This study aimed to determine the prevalence of high levels of knowledge, positive attitude, and good practice on evidence-based medicine (EBM) and identify the associated factors for practice score on EBM among emergency medicine doctors in Kelantan, Malaysia. This cross-sectional study was conducted in government hospitals in Kelantan. The data were collected from 200 emergency physicians and medical officers in the emergency department using the Noor Evidence-Based Medicine Questionnaire. Simple and general linear regressions analyses using SPSS were performed. A total of 183 responded, making a response rate of 91.5%. Of them, 49.7% had a high level of knowledge, 39.9% had a positive attitude and 2.1% had good practice. Sex, race, the average number of patients seen per day, internet access in workplace, having online quick reference application, and attitude towards EBM were significantly associated with EBM practice scores. It is recommended that appropriate authorities provide emergency doctors with broader access to evidence resources. EBM skill training should be enhanced in the current medical school curriculums.

Objective - Malaysia used to practice local government election before it was suspended due to several issues. Following the abolishment, the mode of election has been changed with the appointment of mayors and councillors in each local government level. However, in the past few years, especially after the 12th Malaysian General Election, this issue became debated among the Malaysian, not only the politicians and political parties, but also from non-governmental organisations and the people. Among the main reason why this election has not been able to be practiced in Malaysia is due to the absence of laws to allow this election to be held. Therefore, this paper attempts to discuss about the local government election issue within the context of legal perspective. Methodology/Technique - This study adopted the qualitative approach to provide reliable data and information needed by conducting elite interviews with two constitutional experts and three delegates from Pakatan Rakyat and non-government association representative. Findings - The Pakatan Rakyat (the coalition of opposition parties) especially Democratic Action Party has consistently endeavoured to revive local election in Malaysia. Unfortunately, the idea to restore the power of the third votes is disagreed by the Barisan Nasional (the ruling government). This indirectly means that if the Pakatan Rakyat insists to hold the election, they are facing obstruction from the federal government. However, the question whether the local government election can be reimplemented or not is debatable since both federal and state government claimed to have authority pertaining to the local government matter. This issue was brought to the Federal Court the court has ruled that the states have no jurisdiction to hold the local government election. Novelty - There were few past studies that have been researched about this topic. Furthermore, since the local government election was suspended and discontinued, this topic seems has not been discussed further, thus provide limited information for academic discourse. In addition, bottom trawl fishing may affect fishing, environment and socio-economic management objectives. Moreover, fishing activities lead to changes in the structure of marine habitats and affect the diversity, composition, biomass and productivity of related biota. Finally, the previous research discussed on challenges of the fisheries industry in peninsular Malaysia. Studies focused on bioeconomic modelling in sustainable management of commercial marine fisheries in terms of fishing gear, climate changes, and anthropogenic disturbances are still limited. This study aims to investigate the sustainability of marine fish production and analyse the potential effect of climate changes and anthropogenic disturbances that affect fisheries activities. The theory and practice of the bioeconomic surplus production model by Gordon - Schafer (GS) are used to calculate the total biology and economic value. The result of the study indicated that trawl nets, anchovy purse seinses, climate changes and anthropogenic disturbances affect the sustainable management of commercial marine fisheries in Kelantan, Malaysia.

Smoked clam (etak salai) is a popular traditional food and part of the intangible cultural heritage (ICH) of Kelantan state. The main objective of this study is to seek a path for its safeguarding. For this purpose, the sustainability of etak salai will be examined from economic and ecological viewpoints. Some Kelantanese fishing households inherit knowledge with regard to the harvesting and processing of etak (clams), and run micro-enterprises as vendors. Increasing the profitability of these micro-enterprises is a crucial factor for safeguarding etak salai. Through quantitative analysis based on Hayashi’s quantification theory type 2, this study determines that the profitability of these micro-enterprises chiefly depends on the initial investment amount. It also finds that inheritance of micro-enterprises without enhancement of profitability results in the reproduction of low-income households. Ecological factors also determine the sustainability of etak salai. The study reveals that deterioration of the local ecosystem has triggered continuous transition of the mode of production of etak salai. Commercial production of etak salai began only after the majority of community members moved away from the rivers. After severe degradation of local rivers, harvesters expanded the geographic scope of their activity to other states of Peninsular Malaysia. Currently, Thailand and Cambodia account for a majority of the supplies. These transformations have decreased the number of households that are able to transmit knowledge regarding the harvesting and processing of etak. This is a grave concern in terms of safeguarding ICH. Thus, the study concludes that injecting capital to vendors and restoring the local ecosystem could be useful measures for safeguarding ICH.

Low back pain (LBP) is one of the most common occupational health problems affecting the working adult population. The study aimed to identify the ergonomic factors associated with LBP among ambulance workers in emergency departments. This cross-sectional study of 143 ambulance workers was conducted in 10 government hospitals. An English version of the questionnaire, including a Nordic Musculoskeletal Questionnaire and an LBP Risk Factor Questionnaire, was distributed to each respondent. Logistic regression analysis was used to analyse the results. The overall response rate was 85%. The majority of respondents who experienced LBP were aged 30 to 39 years (48.4%), male (69.9%), and of Malay ethnicity (98.5%). Handling difficult-to-grip objects (adjusted odds ratio [OR]: 0.12; 95% confidence interval [CI]: 0.02, 0.55; p-value: 0.007) and carrying heavy loads (adjusted OR: 17.44; 95% CI: 2.00, 151.69; p-value: 0.010) were associated with the occurrence of LBP among ambulance workers. The results highlighted the potential risks for ambulance workers in terms of carrying difficult-to-grasp and heavy loads. Hence, preventive measures, such as an ergonomic awareness programme, should be undertaken to increase awareness of proper ergonomic techniques in order to reduce the risk of LBP among ambulance workers.

Abstract. Land use land cover change (LULC) is a dynamic process, which is largely influenced by anthropogenic effect. In less urbanized area, human activities such as agricultural expansion, timber extraction and infrastructure development, has caused LULC transformation at alarming rate. Understanding of the potential future LULC changes is necessary for town planners and local authorities to formulate and design town planning. Besides that, the projected LULC patterns could also be incorporated into other models to further evaluate the impact of LULC changes on environment, agricultural, ecosystem, water resources and health. This study projected a future LULC scenario of Kelantan, Malaysia, using an integrated GIS CA-Markov model. The model achieved an accuracy of 78.57% when compared with the LULC map of 2008. Built-up area has increased by 111 km2, while forest area has decreased 1532 km2 in the past 15 years. Results showed that the built-up area, oil palm, and rubber plantation are expected to increase to 181.69 km2, 2142.48 km2, and 3076.24 km2, respectively, in 2025. By contrast, forest and paddy area are projected to decrease to 8548.20 km2, and 693.44 km2 respectively. Urban expansion is mainly found in the northern part of the state, while oil palm expansion in the southern part of the state. It was predicted that this pattern will continue in the next thirty years where built-up and agriculture area continued to expand at the stake of forest area. The findings provide useful information for planners in planning for future development and safeguarding the environment.

Corbicula fluminea serves as traditional food to the local people in Kelantan, Malaysia. Concerns regarding river contamination, smoking method, and associated adverse effects on public health had been increasing. Hence, this study aims to measure the level of heavy metals (Cd, Cu, Mn, Pb, and Zn) and assess human health risk in C. fluminea consumption at Kelantan. Heavy-metal analysis was done using flame atomic absorption spectrophotometry, while human health risk was assessed using provisional tolerable weekly intake (PTWI), target hazard quotient (THQ), and hazard index (HI). The estimated weekly intake (EWI) for all metals was found within PTWI, while THQ for Cd, Cu, Mn, Pb, and Zn was 0.12, 0.06, 0.04, 0.41, and 0.03, respectively. The HI was calculated at 0.61 which is less than 1, considered as the safe consumption level. Therefore, C. fluminea consumption in this study was found safe from the health risk of noncarcinogenic effect over a lifetime.

<p>Malaysia witnessed the rise of Islamic education more than a century ago, partly evidenced by the establishment of traditional Islamic education institutions called pondok or madrasah. Starting in the nineteenth century, Islamic pondok schools spread in Malaysia, founded by ‘ulama (Islamic scholars) who gained financial support from the community. As time went by, many pondok, previously supported by civil society, began to face financial difficulties because of the changing political landscape, economic situation, the death of their founders, and changes in government policy. This paper investigates the experiences of two madrasahs in the state of Kelantan in Malaysia and the strategies they have adopted to resolve their financial issues. This paper argues decisions and strategies regarding financing were influenced by several factors, including the degree of attachment felt by the current asatidz (teachers) to the history of their pondok, their desire to preserve the legacy of the madrasah founder, and the level of economic pressure they experienced. The primary choice was between relinquishing ownership to the state by becoming a state (funded) school or remaining a self-governed school with limited access to state funds. </p>

Generally, religious rulings (fatwa) in Malaysia are based on Shafi’ite madhhab as adherence to provisions of enactments of respective state in Malaysia. However, recently there are changes in fatwa. This might be due to development of education system, exposure of ulama and public to openly discussion of Islamic rules, public interest and their necessity to a certain view as a wise solution that meets the reality and contemporary needs. Therefore, the article attempts to analyse factors that lead to upholding of Shafi’ite madhhab in fatwa as well as to identify rooms for other views of other madhhab in issuing such a fatwa. This is a library research whereby primary sources is a collection of fatwa of Religious council of Kelantan. Those data then have been analysed by using content analysis method. The findings of this research are, the restriction to Shafi’ite madhhab in Kelantan is confirmed in taking place of previous years, however in nowadays there is a room for different views of other madhhabs. In addition, there are recent changes of fatwa due to consideration of maqasid al-shariah (objectives of Shariah). It is also observed that responses of Religious Council to questions are in accordance to the local need and up to date. It also deal with wisdom as reflected to its members of fatwa authority and social needs. Di samping itu, perubahan fatwa semasa kerana mengambil kira maqasid al-shari’ah iaitu menolak kesukaran dan mendatangkan kemudahan. The objective of this paper is to assess the level of efficiency of local government in Malaysia. Using data envelopment analysis (DEA), the research provides evidence on the efficiency of Malaysian local governments in terms of technical (TE), pure (PTE) and scale efficiency (SE). Secondary data obtained from financial statements of 35 local governments over a period of seven years are used. DEA is performed using three inputs (tax revenues, fees and charges, subsidies from central government) and four outputs (net book value of land and buildings, net book value of motor vehicles, net book value of equipment and fittings, cost of goods and services). The results show that most Malaysian local governments recorded high technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) with above 0.90 mean scores. Purpose This study intended to determine the effect of selected entrepreneurial traits on the attitude of Asnaf Millennials in Malaysia towards entrepreneurship. Design/methodology/approach This is a cross-sectional study that collected the quantitative data via structured interviews from 310 randomly selected Asnaf Millennials from Kelantan, Malaysia. Findings The findings confirmed the positive and statistically significant effect of innovativeness, internal locus of control, need for achievement and proactive personality on the attitude of Asnaf Millennials on entrepreneurship. Originality/value This study focussed on the development of non-cognitive skills for individual characteristics regarding entrepreneurship for the benefit of development practitioners and policymakers. The government and development organisations should focus on developing entrepreneurial traits that are expected to improve the attitude towards entrepreneurship and increase the entrepreneurial activities in Malaysia. This initiative can improve the socio-economic condition of Asnaf Millennials with low income.

In 2020, the spread of Coronavirus (COVID-19) had a global impact on normal daily life. The Government of Malaysia officially declared the Movement Control Order (MCO), an official national lockdown, to reduce the virus’s spread. In the face of the unprecedented global health pandemic, Malaysia had struggled to protect its citizens’ welfare and livelihoods, particularly in the hardest-hit rural areas. Therefore, this study uses the sustainable livelihood approach (SLA) focusing on the aspect of financial assets and government intervention to enhance understanding on the vulnerability in rural area’s livelihood. Pasir Puteh, Kelantan was identified as the rural area for this study. The analysis was performed on a questionnaire survey based on convenience sampling of 62 respondents. Cross table analysis and a correlation test were used to examine the livelihood of the rural area concerning the financial assets, government intervention and vulnerability. The findings indicated that the MCO had a substantial impact on the rural area regarding the vulnerability toward the financial assets, such as employment status, job loss, increasing living costs, and an insufficient response to rural economic challenges. At the same time, there is no substantial government intervention in the welfare of rural areas. According to the results, the study concluded that the government should set up training courses to assist in the long-term recovery of rural areas due to the enforced lockdown, which has adversely affected rural livelihoods.

Although the number of pornography exposure is increasing, our understandings on the issues are still lacking. This study aimed to compare gender differences in the attitudes towards pornography among youth in Kelantan. A cross sectional study was conducted using a validated self-administered questionnaire (PORQUE) on 930 college students in both government and private colleges in Kelantan. The mean scores were significantly higher among females for majority of the items assessing non-permissive feelings toward pornography materials (p<0.001), perception on impact of pornography (p<0.05) and perception on factors contributed to pornography (p<0.05). The mean score for majority of the items assessing permissive and perceptions toward pornography materials were significantly higher among males(p<0.001). Females were more non-permissive towards pornography, better perceived the impact of pornography and factors contributed to pornography compared to males. These findings are important as it serve as a guide for the stakeholders to implement pornography intervention for youth in Malaysia.

Abstract Climate change has had a significant impact on the hydrological cycle, causing changes in precipitation patterns in both frequency and magnitude. The aim of this study is to assess the effect of climate change on flood hazards in Kelantan River Basin, Malaysia. A distributed hydrological model called Rainfall-Runoff-Inundation (RRI) simulates floods under current and future climate scenarios. The Climate Change Factor (CCF) is a tool for forecasting future climate scenarios. The storm used in this analysis had 50-year and 100-year recurrence intervals every 24 hours (ARI). The finding shows that the streamflow in Guillemard station will increase in the future for both the 50- and 100-year ARI. The streamflow increased to 10329 m3/s from 8434.9 m3/s in the current state and to 11220.2 m3/s from 9157.4 m3/s in the 50- and 100-year ARI, respectively. In both cases, the 100-year ARI flood magnitude is significantly less than the 50-year ARI flood extent (current and future). However, the flood depth in several towns located downstream of the Kelantan River Basin is more significant for the 100-year ARI than for the 50-year ARI for both cases. The study’s findings would be helpful to relevant agencies and government departments understand the current and potential flood hazard situation in the study area and assist them in developing effective mitigation strategies for future flood hazards.

Kelantan state, regarded as the cradle of Malay culture is not only known for her unique cultural heritage, but also a land blessed with both metallic and non-metallic minerals. These include enormous clay deposits discovered in six (6) districts with estimated total reserve of 29.4 million tonnes of ball clay and 51.5 million tonnes of mottled clay. Hence, this paper investigates the physiochemical and mineralogical properties of the clay deposits. This was achieved by reviewing existing literatures and reports at the Mineral and Geoscience Department, Malaysia. The properties investigated were green and fired clay colour, plasticity, green strength, dry and fired shrinkage, porosity, chemical and mineral composition. The properties of the clay revealed that they have geographical IP potential; particularly, the predominantly off-white fired colour of the ball clay at temperature range of 900-11000C can secure an identity for Kelantan ceramics in the local, national or international market. Based on these properties, the ball clay is applicable for table ware, earthenware and local tile production while the mottled clay has a potential use for vitrified clay pipe, local tile and brick production.

The unemployment among university students become main issues in Malaysia since the increasing number of umnemployed graduates from higher education institution. In order to minimize this issue, entrepreneurship become one of the main solutions especially for higher education institution in Malaysia. This including the Kolej Islam Antarabangsa Sultan Ismail Petra (KIAS), Kelantan, Malaysia which provided entrepreneurship as main core subjects for their program of studies. Thus, this research tends to examine the factors that influence entrepreneurial intention among diploma student at Kolej Islam Antarabangsa Sultan Ismail Petra (KIAS) by using The Theory of Planned Behaviour (TPB). Quantitative research design has been where 100 set of questionnaires has been distributed to target respondents in order to get the necessary information. All data were panalyzed using SmartPLS software. The finding shows that attitude and entrepreneurial education are significant towards entrepreneurship intention. Therefore, this study is expected to provide a significant insight towards higher institutions, public as well as government about entrepreneurial intention.

The consumers are getting more health conscious and the awareness about the harmful effects of chemical is incrassating. However, the trend towards purchasing organic food is now growing among Malaysians. Abstract:
Small businesses form a backbone of economy in developed countries as well as indeveloping countries. However, at the same time, small businesses significantlycontributed to environmental degradations because they are preoccupied with matterspertaining to business as well their limitation in resources to look after the environment.In Malaysia, batik industry is one of handicraft products that contributed significant tothe country economy, but the industry has poor environmental record. Yet untilrecently, not many researchers in Malaysia conducted in research pertaining toenvironmental awareness and perception of SMEs entrepreneurs on environmentalissues exacerbated by their businesses. This paper examines entrepreneurs awarenessand perceptions of environmental issues. This study utilized in-depth interviews withthree entrepreneurs in the industry in Kelantan. The results of the study found that notall batik entrepreneurs knowledgeable about batik industry effects on the naturalenvironment. However, all of them had a positive perception about green business andthey agreed that environmental regulations are very important to batik firms. They alsoagreed that the government needs to monitor and tighten up the existing environmentallaws for greener environment in the industry.
