Abstract:
The purposes of this study are to (1) measure the level of the relative efficiency of educational spending in achieving the years of schooling at local governments in North Sumatra Province, (2) Compare the relative efficiency level of per capita educational spending between the parent local government and the local governments resulting from the split. The analytical method used is Data Envelopment Analysis with an output-oriented model. The approach used is a variable return to scale. In measuring efficiency, the input used is educational spending per capita, while the output used is the years of schooling. The results showed that the average level of the relative efficiency of 33 local governments in North Sumatra decreased from 2015 to 2018. In 2015, there were three relatively efficient local governments: Medan, Pematang Siantar, and Labuhan Batu. However, in 2018, only Medan is relatively efficient. The efficiency level of Labuhan Batu declined in 2018. In fact, all parent local governments and local governments resulting from split experienced a decrease inefficiency. Thus, a regional split has not succeeded in increasing the relative efficiency of local governments in North Sumatra Province.

The purpose of this study is to examine the tourism sector that is continuously being developed by the government as a pillar of national development because it is able to sustain the national economy when the world is experiencing a crisis. In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The tourism license of the City of Medan has been regulated in law No. 19 of 2009 concerning Tourism, Law No. 23 of 2014 concerning Regional Government. And Regional Regulation of Medan City No. 4 of 2014 concerning Tourism. Employees are the main wealth of a company because its participation is the key to the running of a company’s activities, so it is important for the company to be able to optimize its employees in accordance with its function to become a quality and superior asset whose real form can be seen through performance of the officer’s work. Work performance is the result of work achieved by employees in a certain time in accordance with their duties and responsibilities. The Unitary Agency of the Nation, and Politics of Medan city is a local government organization in serving the community. In achieving the goals of the organization, the Unitary Agency of the Nation, Politics of Medan city must pay more attention to its employees. Factors that can influence work performance in this study are work ethic, work experience and work culture. This research aims to find out whether work ethics, work experience, and work culture partially and simultaneously have a positive and significant effect on the work performance of employees of the National Unity Agency, and Politics of Medan city. The data analysis technique used is a quantitative method with the help of the SPSS program version 26.0. This research uses multiple linear regression analysis. The population in this study was all employees of the National Unity, and Politics Agency of Medan city, and a sample of 43 respondents. Primary data retrieval using a questioner. The results showed that work ethic, work experience, and work culture partially and simultaneously had a positive and significant effect on the work performance of employees of the National Unity Agency, and Politics of Medan city.

Dalam sejarah perjuangan kemerdekaan negara Republik Indonesia, Ormas merupakan wadah utama dalam pergerakan kemerdekaan, pada satu sisi, Ormas merupakan sebuah bentuk kebebasan fundamental yang dimiliki oleh setiap individu baik dalam kerangka etika maupun legal, yang dilindungi dan dijamin pelaksanaannya oleh negara. Namun pada sisi lain, pelaksanaan kebebasan fundamental tersebut justru ditengarai memiliki dampak negatif, yakni menabrak batas-batas keajegan dan ketertiban sosial masyarakat Indonesia.Penelitian ini melihat kebijakan pemerintah daerah dalam mengatasi konflik antar organisasi massa. Abstract:
Indonesia is known as a maritime state which is associated with marine and fisheries activities. The existence of a harbor, such as the Port of Belawan in Medan City, often causes conflicts in the issue of marine fisheries, especially related to sea pollution. This article investigates the implementation of compensation when traditional fishermen are affected by environmental pollution, especially tankers, its opportunities and challenges in the Indonesian legal context. This study employed a normative and empirical approach, covering the study sites of North Sumatra and Riau Islands Province, which share the border with the Malacca Strait. To date, there are no rules regarding compensation for fishermen, however, there are some embryonic mode such as the existence of experienced human resources from the Environmental Agency of Riau Islands Province in the implementation of compensation for traditional fishermen affected by pollution of the marine environment. This study encourages the local government (i.e., the provincial government) to give more attention related to the compensation for traditional fishermen who are affected by pollution of the marine environment in the form of Regional Regulations or other policies.

Abstract:
The problem of vagrants and beggars is a fairly complex issue in big cities such as Jakarta, Bandung, Semarang, Surabaya, Medan, and Makassar. These big cities' charms have attracted the poor with low education levels and limited access to education, health, and skill development. Many service programs for the vagrants and beggars have been carried out, yet the problems related to the vagrants and beggars have never subsided. Quantitative and qualitative approach are used to determine how the condition of social rehabilitation services carried out for vagrants and beggars by the government and the community, the extent of their level of social functioning, and the role of social workers in social rehabilitation services. A population sample is a group of homeless people and beggars who receive social services in government institutions and community organisation. The sampling used was the purposive sampling method with a sample of 487 respondents in the six provinces, namely DKI Jakarta, West Java, East Java, Central Java, North Sumatra, and South Sulawesi. This research found that in the process of social rehabilitation services for vagrants and beggars, there are still differences in the service standards between institutions; limitations in human resources, including social workers; limited budget support; limited cooperation, and coordination between local government organizations at the provincial, regency/municipal, and central government along with related stakeholders. It conclude that the national policy platform related to the handling of vagrants and beggars needs to be the focus to overcome the complexity of the problems faced by this marginal group.

Abstract:
Covid-19 has influenced the process of democracy in many countries, including Indonesia, especially in the local election. The political campaign involving mass mobilisation was restricted, so the candidates were encouraged to use online media to reduce the Covid-19 spread. Based on this problem, this study aims to analyse the campaign patterns between candidates in a regional head election in Medan during a pandemic and how the candidates increase voter turnout. This study used both the qualitative method by interviewing the campaign team of the candidates in charge of online and offline media and the quantitative method by distributing the questionnaires to measure the behaviour of the voters. This study showed that the perception of popularity and electability influenced the pattern of candidate campaigns, and the low political awareness of the community influenced low participation in political campaigns and voter turnout, besides unhealthy campaigns and negative perception of local government. Therefore, although face-to-face was restricted, the candidates believed that direct meetings with the voters were only the way to influence the voter and increase political participation.

Abstract:
The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Medan city community is more secure.

Parmalim is an indigenous religion from the ancient Toba Batak and has been categorized by the government as one of the “local” religions in Indonesia. They have been struggling to keep their community accepted among society. Furthermore, they often made comparisons between their group situation with other “formal” religious groups in terms of the institutional treatment regarding their civil data administration, the religious studies in the school, the building progress of the worship house, and their job opportunities. This study aims to present the descriptive result of the impact of instilling religious knowledge and practice as a way to prevent group relative deprivation among Parmalim people in Medan using a descriptive qualitative method. The Relative Deprivation theory was arranged from (Smith et al., 2014) theory using three components of RD, such as cognitive comparison, cognitive appraisal, and justice-related effect. The religious knowledge and practice are divided into Parmalim core values and customs such as Tona (Religious teaching), Poda (Commandement), Patik (Canon), and Uhum (Law). The result of this study had shown that Parmalim people in Medan possessed low group relative deprivation as an impact of the religious knowledge and practice that have been instilled among them.

Abstract:
The purpose of this research is to Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.

The term, 'inang-inang pasar' is referred to Bataknese market female vendors who sell basic commodities in the traditional urban markets. They have the image of hard working and tough vendors who fight against poverty in towns. Their activities as vendors in traditional markets indicate their strategic role of women as the agents of economic resilience and the agents of health security in their families. Here, their toughness in supporting their families by being vendors at Sembada traditional market, Medan. However, their toughness becomes a dilemma caused by Covid-19 pandemic. In this case, the government implement prokes (health protocol) from 3Ms to 5 Ms (wearing masks, washing hands, doing social distancing, avoiding crowd, and staying home), including in the area of the traditional markets where they sell their merchandise. The Prokes of Covid-19 in traditional markets have caused various responses from them. The reality is that they have not been ready to practice the policy on this 5 M Prokes since most of them lack of awareness of adhering to it due to the vulnerable of their health habitus. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management. This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

The Mandiri National Health Insurance (JKN) is a national social security system where the premium is paid by participants. In 2018, data on premium arrears for Mandiri participants in Indonesia reached Rp. 5.7 Trillion, in Medan City, the highest premium arrears are in Medan Helvetia Subdistrict, amounting to IDR 4,215,379,613. The results of the initial survey indicate the cause of arrears is due to insufficient income. Green's theory explains that people's behavior in the health sector is formed due to a combination of predisposing, supporting and driving factors. This study aims to determine and analyze the influence of economic factors, knowledge, age, occupation and attitudes towards regulations in arrears of JKN Mandiri premium payments in the working area of Puskesmas Helvetia, Medan City. The research design used a quantitative analytic survey with a cross sectional approach. The study population was all JKN Mandiri participants in the work area of the Helvetia Health Center, Medan City who were in arrears, namely 8260 participants with a sample of 98 people. This research was conducted in the area of Helvetia Health Center, Medan City. Data were analyzed by univariate, bivariate and multivariate with multiple linear regression. The results showed that economic factors, knowledge and work have an influence in arrears of JKN Mandiri premium payments. Multivariate analysis shows that economic factors, knowledge, age, occupation and attitudes towards regulation only contribute to premium arrears of 19.7%. There is an influence of economic factors, knowledge and work in arrears to pay the JKN Mandiri premium, while the age factor, attitudes towards regulation have no effect. It is recommended for Puskesmas to always socialize JKN regulations and together with the local government to find solutions so that the community's economy will be better so that they can pay the JKN Mandiri premium.

In 2045, population projection shows that one of five Indonesians is elderly. They are considered as a vulnerable group in terms of physical, economic, social-environmental and psychological challenges. Family plays a vital role in supporting an older person to overcome these challenges. Indonesia government has also developed a program to support the elderly population and their family through the initiation of Bina Keluarga Lansia (BKL) program. However, the implementation of this program is facing many obstacles at various levels. This paper aims to analyze the challenges that occur in the implementation of the BKL program, especially in urban areas. This paper based on the results of research conducted in Medan, Surabaya, and Mataram. Data and information gained through interviews, focus group discussion (FGD), observation, and literature review. The study found that the major problem of BKL is the lack of participation of the elderly group and their families due to various factors, particularly related to the format of the program’s activities. Integration of other aged person programs can be a solution to increase the involvement in the BKL program. Moreover, the strong commitment of the local government in improving the welfare of the elderly group is needed to support the program’s successfulness.

LLTT merupakan bagian dari Sistem Pengelolaan Air Limbah Domestik (SPALD) yang telah diterapkan di beberapa kota di Indonesia dengan perbagai bentuk model bisnis. Penelitian ini bertujuan untuk mengetahui dan mengevaluasi model bisnis yang mengimplementasikan metode LLTT di bawah operator satuan kerja atau UPTD (Unit Pelaksana Teknis Daerah) dan di bawah operator BUMD (Badan Usaha Milik Daerah) dengan metode observasi, studi literatur, serta wawancara. Untuk bentuk UPTD, penelitian dilakukan di Kota Bekasi dan Makassar sedangkan BUMD dilakukan di Kota Medan dan Surakarta. Hasilnya terdapat perbedaan dalam aspek teknis maupun tata kelola dalam implentasi layanan secara terjadwal. Pelaksanaan LLTT di bawah BUMD air minum memiliki pola penentuan zona layan berdasarkan meter air dan radius pelayanan IPLT untuk aspek teknis sedangkan perbedaan dalam hal tata kelola yaitu BUMD memiliki keunggulan atas tarif yang terintegrasi dengan rekening air minum dan memiliki otoritas lebih dalam alokasi pendapatan yang diperoleh atas tarif tersebut. Operator UPTD menentukan zona layanan berdasarkan batas administrasi kota, selain itu untuk aspek tata kelola UPTD memiliki keterbatasan dalam pengelolaan keuangan karena operasionalnya yang dianggarkan satu tahun sekali dalam APBD dan keterbatasan dalam memperoleh pendapatan lain diluar retribusi yang telah ditetapkan dalam peraturan daerah. ABSTRACTFaecal sludge management (FSM) is still a big challenge for cities in Indonesia. The Government of Indonesia in collaboration with national and international institutions has implemented the scheduled desludging service, in Indonesia we called it Layanan Lumpur Tinja Terjadwal (LLTT), to support the optimization of sludge management due in ensuring the achievement of safely managed sanitation targets. LLTT is part of the domestic wastewater management system which has been implemented in several cities in Indonesia with various forms of business models. This study aims to identify and evaluate the business model that implements the LLTT method that operate under Local’s Work Units (UPTD) and under Regional/Locals’s Owned Enterprises (BUMD) with the method of observation, literature study, and interviews. The research was conducted in the cities of Bekasi and Makassar for UPTD, while the BUMD was conducted in the cities of Medan and Surakarta. The result shows the differences in technical and governance aspects in the implementation of scheduled services. The implementation of LLTT under drinking water BUMD determine the service zone based on water meters and fecal sludge treatment plant’s service radius for technical aspects, while the difference in governance aspect is that BUMD has advantages over tariffs that are integrated with drinking water bills and has more authority in the allocation of income earned on those revenue. UPTD operators determine service zones based on city administrative boundaries, in addition to aspects of governance, UPTD has limitations in financial management due to their operation expenditure which are budgeted once a year in the local revenue budget and limitations in obtaining other income outside the retribution that has been legalized in city/district regulations.

Article 4 of the Convention on the Rights of the Child (CRC) mentions the obligations of state parties to implement the CRC. Furthermore, article 19 of the CRC requires State Parties to protect children from any form of violation including sexual violation through legislative, administrative, social and education measures. This article describes the results of research related to the implementation of CRC for child victims of sexual violence (CVSV) through court decisions. The analysis was conducted on seven Districts and three High Court decisions in 2018 in Medan and Deli Serdang Districts, North Sumatera Province in Indonesia concerning sexual violence which involve children as victims. The researcher conducted focus group discussions which involved two groups of respondents; (1) Law Enforcement Officers and (2) OPD (Organisasi Pemerintahan Daerah/Local Governments) and CSOs (Civil Society Organizations) which concerns CVSV issues. The finding shows that none of the court decisions mentioned about rights of the victims, as they focused only to punish the perpetrator(s). It is ironic since the right is regulated under several regulations in Indonesia concerning child protection. Therefore, the researcher recommends that police officers and Public Prosecutors should be more active in providing information concerning restitution for the victims. This will assist the victim(s) and his/her families to obtain justice not only by punishing the perpetrator but also by obtaining his/her right of restitution.

Many of Indonesia’s watersheds are reaching a critical stage. As a result of higher rates of erosion and sedimentation, the number of critical watersheds in Indonesia has increased from 22 in 1984 to 58 in 2000 and in 2014 this number has reached 108. This result in food security is being threatened because there is insufficient water available for agriculture purposes due to catchment degradation, especially in the upper parts of the watersheds. At the same time, Indonesia’s new government focused its national development programs on food security for the next five years. For these reasons Indonesia’s National Development Planning Agency believes that it is timely to develop a national policy on Integrated Water Conservation Management (IWCM). To provide the rationale and suggested content for such a national policy, this paper has been prepared based onfocused group discussions with relevant interests at the national and regional levels. To obtain specific input from regional stakeholders, workshops were held in Medan, Yogyakarta, Banjarmasin, Nusa Tenggara Barat and Makassar as well as line agencies based in the state capital of Jakarta from October 2014 to March 2015. At the landscape level, the formulation of national policy on IWCM was based on integrated watershed management analysis as water resources within a specific watershed are integrated into other resources within an ecosystem. This action research recommends the following: a) integrating the IWCM into the regular regional development activities, b) encouraging local agreements on water resource conservation including local adat communities, c) formulating attractive economic incentives in implementing IWCM programs, d) using corporate social responsibility and payment for environment services funding to boost water resource conservation program at village level, and e) involving actively women in the IWCM programs. Considering that socio-cultural aspects are also playing an important role in the IWCM, a national-level of institutional arrangement on IWCM will also be proposed. Abstract: Semarang City is a city located in Central Java and also a metropolitan city in Indonesia, in the fifth place (Jakarta, Surabaya, Medan, Bandung and Semarang City) in which there are several historical areas, one of which is the Tugu Muda area (Indriyatni, 2013). This area is often visited by local, national and international communities. The Tugu Muda area is one of the historic areas in Semarang with the presence of a monument to the struggle of the Semarang youth (Sukawi, 2009). With the passage of time, the Tugu Muda area, the Semarang city government built a high rise building with a modern concept, which is currently named the Pandanara Building, with the existence of this building visually reducing the image and value of the area, namely as a historic area. From this phenomenon, further research is needed to determine the effect of the building of the Pandanaran Building on the character of the Tugu Muda area of Semarang, which is essentially a historic area. Dengan seiring berjalannya waktu Kawasan Tugu Muda pemerintah kota semarang mendirikan bangunan high hrise building dengan konsep modern, yang saat ini diberi nama Gedung Pandanara, dengan adanya bangunan tersebut secara visual mengurangi citra dan nilai dari Kawasan yaitu sebagai Kawasan bersejarah. Dari fenomena tersebut perlunya penelitian lebih jauh untuk mengetahui pengaruh adanya bangunan Gedung pandanaran tersebut terhadap karakter Kawasan Tugu Muda Semarang yang hakikinya kawasan ini merukan kawasan bersejarah. Metode yang di gunakan adalah metode kualitatif dengan mempelajari literature mengenai teori mengenai fasade bangunan dan karakter visual, yang kemudian dilakukan tahapan analisa guna mencapai tujuan penelitian.

The people in Kabuaran village used to defecate haphazardly. Since a sanitation program for healthy closet was promulgated, the people have been used to using water closet. To date, the village has been renowned as Open Defecation Free (ODF) Village, which is national award endowed to an area where the poeple no longer defecate haphazardly. The present study applied qualitative approach. The paradigm founded the study was criticism paradigm, coupled with the theory of Hegemony and Gramsci domination, adopted from Marx. The research findings evinced that the public behavioural change represented government’s control, actualized by local government. The synergy was a structure operationalized for positive behavioural change to stop haphazard defecating. Numerous innovations and initiatives were carried out by the village government, be it providing public toilet, clean water program, and water closet provision. It was at this juncture that domination mechanism was at work. In this regard, the village government accidentally involved traditional intellects, religious figures, to take part in accruing public awareness, which was done in hegemonic manner through regular Al-Qur’an recital. Abstract Indonesia is an archipelagic country with an area of the ocean covering almost two-thirds of the total area of the archipelago which has potential with coastal, oceanic, mineral, oil and natural gas resources, however the boundaries and management of marine and coastal areas are not yet optimal and evenly distributed, especially by the Government. Area. Law Number 23 of 2014 concerning Regional Government has stipulated that the maximum boundary for the provincial sea area is 12 nautical miles, while the limit for regency / municipal marine production is a maximum of 4 miles, if the boundary of the sea area between provinces does not reach the maximum limit, the limit will be divided by the distance equal to the principle of the median line. The division of authority in the management of maritime and coastal boundaries is felt by the regional and central governments. This research is aimed at analyzing the implications of the Regional Government Law on several laws and regulations on marine and fisheries and to find out the ideal division of authority in the management of maritime and coastal boundaries. This study uses a normative juridical methodology approach. This research aims to provide a more detailed explanation regarding policies that regulate aspects of the management of maritime and coastal boundaries as well as the implementation of central, regional and other vertical authorities for the welfare of people in the Sea and Coastal areas. The results of the study can be concluded that the implementation of regional government authority in managing the boundaries of coastal sea areas is the division of concurrent governmental affairs of choice and division of affairs in the marine sector between the Central Government, Provincial Regions and Regency / Cities, especially in the marine and fisheries sector. Abstrak Indonesia merupakan negara kepulauan dengan luas wilayah lautan meliputi hampir dua pertiga bagian dari seluruh luas wilayah Nusantara yang memiliki potensial dengan sumber daya pesisir, lautan, mineral, minyak dan gas bumi, namun batas dan pengelolaan wilayah laut dan pesisir belum optimal dan merata khususnya oleh Pemerintah Daerah. Undang-Undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah telah menetapkan bahwa batas maksimal wilayah laut provinsi sejauh 12 mil laut, sedangkan batas bagi hasil kelautan kabupaten/kota maksimal sejauh 4 mil, apabila batas wilayah laut antar provinsi tidak mencapai batas maksimal, maka batas akan dibagi sama jarak dengan prinsip garis tengah (median line). Pembagian kewenangan dalam pengelolaan batas wilayah laut dan pesisir dirasakan oleh pemerintah daerah dan pemerintah pusat. Penelitian ini diarahkan untuk menganalisis implikasi Undang-Undang Pemerintahan Daerah terhadap beberapa peraturan perundang-undangan tentang kelautan dan perikanan serta mengetahui pembagian kewenangan ideal dalam pengelolaan batas wilayah laut dan pesisir. Penelitian ini menggunakan pendekatan metodologi yuridis normatif. Dalam penelitian ini bertujuan untuk memberikan penjelasan lebih terperinci mengenai kebijakan yang mengatur aspek pengelolaan batas wilayah laut dan pesisir serta pelaksanaan kewenangan pusat, daerah dan lembaga vertikal lainnya untuk mensejahterakan masyarakat di wilayah Laut dan Pesisir. Hasil penelitian dapat disimpulkan bahwa pelaksanaan kewenangan pemerintah daerah dalam pengelolaan batas wilayah laut pesisir merupakan pembagian urusan pemerintahan konkuren pilihan dan pembagian urusan bidang Kelautan antara Pemerintah Pusat, Daerah Provinsi dan Daerah Kabupaten/Kota terkhusus pada sektor kelautan dan perikanan.

Based on the results of the research that has been carried out, it shows that the Medan City BPKAD has used the Regional Government Information System (SIPD) application to carry out the policies needed to carry out various activities which are programs from the Medan city government. and Based on the information obtained, the Regional Government Information System (SIPD) functions to contain the regional development planning system and regional financial system, as well as other regional government systems, including the regional government guidance and supervision system.

The analysis was grounded based on Norman Fairclough’s assumption on critical discourse analysis that discussed three dimensions of analysis, such as micro analysis, macro analysis and meso analysis The data collected were the editorials of Medan local newspaper between June untill December 2012, they are the editorials of Analisa, Andalas, Medan Bisnis, Orbit, Sinar Indonesia Baru (SIB), Waspada that observed three major topic of discussions like topic on politics, state officials, and social phenomena. Findings are in micro analysis includes language use such as the realization of genre, passive voice, collective noun and naming individual, in macro-analysis shows that the editorials position to control the government’s attitude due to social phenomenon, and in meso analysis are the editorial’s role in giving his thought. Indonesia currently has Law Number 11 of 2012 concerning the Criminal Justice System for Children (UU-SPPA) to provide protection for children who need special protection such as child offenders, victims and witnesses. In fact, the implementation of the UU-SPPA actually only focuses on children as perpetrators. This not only shows that justice for children is still not upright especially for children who are victims of sexual violence. This is evident from the findings of a study conducted in 2019 entitled "The Effectiveness of the Convention on the Rights of the Child Victims of Sexual Violence". This study found that although Indonesia already has 2 government regulations governing the fulfillment of victims of sexual violence in the form of compensation and or restitution, none of the decisions of the Medan District Court and Lubuk Pakam contain the rights of victims. The decisions of the Medan District Court and Lubuk Pakam throughout 2018 were oriented towards providing penalties for the perpetrators. The two Government Regulations which are guidelines for implementing the Law are (a) Government Regulation of the Republic of Indonesia Number 7 of 2018 concerning Provision of Compensation, Restitution and Assistance to Witnesses and Victims; and (b) Government Regulation of the Republic of Indonesia Number 43 Year 2017 Concerning Implementation of Restitution for Children Who Are Victims of Criminal Acts. These two Government Regulations are the basic ingredients for the implementation of the 2019 Mandatory Servant Lecturer service dedication. This situation is the basis of community service in two districts namely Medan Baru and Medan Sunggal. Law Enforcement Officials (APH) in this case the police and the community not only obtain new information about victims' rights but also increase their awareness to guarantee the rights of children victims of sexual violence are requested in legal proceedings for perpetrators. Furthermore, the Police and the community hope that the information on these two Government Regulations can be continued both by the Regional Government Organization (OPD) and other institutions such as the Civil Society Organization (CSO) in Medan.

This research aims to show the effect of parking and restaurant taxes on local revenue in the city of Medan. This research uses a quantitative method with a descriptive approach. The research population is parking tax, restaurant tax, and Medan city original income in 2015-2020. The sampling technique used the purposive sampling technique and obtained 21 samples. The data source uses secondary data in the form of documentation of parking taxes, restaurant taxes, and local revenue for the city of Medan in 2015-2020. Data analysis using multiple linear regression. The results showed that the parking tax did not affect the local revenue of Medan city. Restaurant tax positively and significantly affects local revenue in the city of Medan. Simultaneously parking and restaurant taxes significantly affect local revenue in Medan, with a significant effect of 59.4%. This research can be a reference for the Medan city government in improving strategies for collecting taxes, especially parking taxes so that Medan city's original revenue can increase.

Purpose The purpose of this paper is to provide empirical evidence about the influence of the size of local government, the quality of local government financial statements, the level of local government response to the disclosure of financial information and the local political environment on the transparency of local government in Indonesia. Design/methodology/approach The study sample consisted of 34 regional governments (provinces) in Indonesia in 2016, using purposive sampling and multiple regression analysis. Findings The results showed that the quality of financial reporting through the audit opinion and political environment have a significant positive effect on the transparency of local government in Indonesia. On the other hand, the size of the local government and local government response rate on the regulation do not affect the transparency of local government in Indonesia. Originality/value The agency, legitimacy and institutional theory have an important role in the underlying local government transparency practices in Indonesia. The results of this study should be used as the basis of thought and study to determine the factors that affect the performance of local governments from the financial and non-financial aspects.

The tradition of drinking coffee, as a cultural heritage of Indonesia, has existed for generations in the city of Medan, the capital of the province of North Sumatra and Sumatra is also a coffee-producing region in Indonesia, so it is not surprising to see the rise of coffee shop business with the current name of coffee café in Medan. Drinking coffee at the café is not just a necessity, it has become a lifestyle and is not limited to age, profession or social status; all the people gather and unite in this place and produce a togetherness. By means of Anthropolinguistic approach, the one referring to the study of humans and cultures related to linguistic functions and all the dynamics inherent in human activities, the research, aimed at revealing local wisdom in coffee cafes in the city of Medan, and based on the notion of cultural heritage preservation, is conducted using descriptive qualitative methods, revealing a series of community activities related to coffee café in Medan, supported by validity data in the form of interviews and questionnaires, with the key instruments, respondents, who truly understand the phenomenon of the tradition of drinking coffee. The results show that local wisdom is found in the coffee café in Medan, with a percentage of 96, having three points of discussion: Social Interaction Establishment through Polite Language (88%), Cultural Heritage Preservation (96%) and Economic Growth Improvement (92%).

This study aims to develop teaching materials in the form of local culture-based batik moduls that can be used as the development of Medan batik motives at Ardhina Batik Medan. This study uses the Research and Development (R&D) research method and the research model uses the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The results of the study show that the results of the modul feasibility test according to 6 experts. The results of the data analysis carried out stated that the batik modul based on the local culture of North Sumatra at Ardhina Batik Medan was suitable for use with the "very good" criteria from material experts with an average score of 3 experts, namely 131 or 90.8%, and 3 media experts with a mean score of 141 or 88.5% in the very good category. Thus it can be concluded that the batik modul can be used in learning as well as a means to preserve and develop Medan's typical batik motives.With this modul, students can get to know batik and the process of batik as well as modify the typical motives of several regions into one combination motif (stylization).

Local own-source revenue is one of the sources of revenue for the government of Medan. This revenue is used to accelerate the development of the city of Medan, especially in the infrastructure development section. A better infrastructure will help in the implementation of business operations that support the improvement of community welfare. One source of local revenues is the local tax revenue. The community service was conducted to optimize the revenue of Medan through optimizing the value of taxable object. This community service supported the government of Medan medium term plan program. This service was carried out with briefing methods, workshops, and mentorings. Science and technology given include work ethic, effective communication, and taxable object valuation. The results of this community service were satisfactory. There was a significant change in the attitude of partners while updating the data. As the results, the community as the owner of taxable object becomes more cooperative and the updating data goes better.

Indonesia passed an e-government law in 2018, ushering the country's society into the information age across a range of sectors, including social, economic, communication, transportation, literacy, and public services. This transformation has benefited enormously from the facilitation of information technology in terms of productivity, comfort, compassion, and time elapsed. Local governments in Indonesia, on the other hand, are slowing the adoption of e-government, which has progressed to the second stage of implementation, which is the introduction or integration of cross-sectoral systems. This article claims that local governments face challenges in this second stage as a result of departmental egos that make it difficult to unite around shared objectives. The whole government approach is suggested in this paper as a concrete policy strategy for eradicating sectoral egos within local government departments. It places a premium on collaboration in order to accomplish the government's vision and objectives.

The definition of the financial performance of a region is the level of achievement of a work result in the regional financial sector. Measurement of the financial performance of local governments is carried out by examining the regional financial performance ratios as seen through the Medan City Regional Budget Realization Report. The ratios to assess the financial performance of local governments used in this study include: Growth Ratios, Effectiveness and Efficiency Ratios. This study aims to analyze the level of growth ratios, effectiveness and efficiency during the 2016-2019 period to see the financial performance of the Medan City Government. In writing this thesis using quantitative descriptive analysis method. The results of this study indicate that the financial performance of the Medan City Government by using a Growth Ratio is still not optimal because there was a significant decrease in 2018 due to a decrease in regional income in Medan City. The financial performance of Medan City as measured by the 2016 Effectiveness Ratio is categorized as quite effective, namely 84.82%. In 2017, 2018, and 2019 were categorized as effective because they had a value above 90%, namely 2017 amounting to 99.15%, 2018 amounting to 92.88%, and in 2019 amounting to 90.56%. The financial performance of Medan City Government as measured by the Efficiency Ratio is categorized as very efficient because all results have a value below 60%. 2016 10.35%, 2017 8.55%, 2018 7.35%, 2019 9.61%.

To accelerate fiscal independence of local government equally, the central government sends transfer funds in the form of General Allocation Funds (DAU) which aims to comply local government expenditure that has not fulfilled. However, problems faced is local government expenditure management still much more affected by DAU rather than PAD. It indicates that local government still depends on central government to comply expenditure called flypaper effect. This research aims to analyze the effect of PAD and DAU on local government expenditure by identifying whether occurs flypaper on provincial government in Indonesia. The method used in this research is analysis regression of panel data with Generalized Least Square (GLS). Data used is panel data from 34 provinces in Indonesia between 2008-2017. Based on results estimation, PAD and DAU positively and significantly affect local government expenditure. However, the DAU more affects local government expenditure compared with PAD. This exhibits that flypaper effect phenomenon occurred on provincial government in Indonesia which local government expenditure response more affected by DAU than PAD. It is happening due to the provincial government still relies on central government to comply its expenditure illustrated with high DAU transfers. This research concludes that decentralization policy in Indonesia is not effective yet. Thus, the government needs to adjust decentralization policy in order to improve regional fiscal independence.

This research concludes that decentralization policy in Indonesia is not effective yet. Thus, the government needs to adjust decentralization policy in order to improve regional fiscal independence.

Abstract One of the implementations of autonomy policy is fiscal decentralization. The State gives chance to every local government for improving its fiscal ability. Original Local Government Revenue (PAD) is fiscal potency owned local government to improve local government independence to promote welfare to society. To accelerate fiscal independence of local government equally, the central government sends transfer funds in the form of General Allocation Funds (DAU) which aims to comply local government expenditure that has not fulfilled. However, problems faced is local government expenditure management still much more affected by DAU rather than PAD. It indicates that local government still depends on central government to comply expenditure called flypaper effect. This research aims to analyze the effect of PAD and DAU on local government expenditure by identifying whether occurs flypaper on provincial government in Indonesia. The method used in this research is analysis regression of panel data with Generalized Least Square (GLS). Data used is panel data from 34 provinces in Indonesia between 2008-2017. Based on results estimation, PAD and DAU positively and significantly affect local government expenditure. However, the DAU more affects local government expenditure compared with PAD. This exhibits that flypaper effect phenomenon occurred on provincial government in Indonesia which local government expenditure response more affected by DAU than PAD. It is happening due to the provincial government still relies on central government to comply its expenditure illustrated with high DAU transfers. This research concludes that decentralization policy in Indonesia is not effective yet. Thus, the government needs to adjust decentralization policy in order to improve regional fiscal independence.

Problems that often arise in the implementation of the Revenue Budget and Regional Expenditure is a waste of budget use done and not on target which should be felt by the community general. This study aims to determine the financial performance of the City Government The terrain is measured using the Value for Money method which consists of economical, efficiency, and effectiveness, and to find out whether financial performance calculated using the Value for Money method in accordance with the Ministry of Home Affairs No. 600,900-327 of 1996. This research was conducted at the Financial Management Agency and Regional Assets of Medan City. This research approach is in the form of an approach descriptive research that is conducted by collecting and presenting data received from the Medan City Government in the form of data on the amount of the Budget Regional Government Revenue and Expenditures Medan City Government thus provides the writerss to analyze and compare with existing theory. The data analysis technique used is descriptive analysis technique qualitative. The results showed that, the performance of Local Government Medan City regency during 2014-2018 has not been economical because it has an average economic ratio of 79% and included in the category of less economical. In terms of efficiency it is less efficient because it has an average efficiency ratio 99.71%. And in terms of effectiveness, the average effectiveness ratio is 82.49% which is in the quite effective category. The economic ratio of the Medan City Government has decreased, the ratio of regional spending efficiency has increased, the ratio the effectiveness of regional income has decreased, and the performance of the City Government The terrain measured using Value for Money has decreased. This happens due to the lack of maximum regional income, as evidenced by regional income that is not able to reach the target, and increased spending Regional Government of Medan City. Then it can be said that the Value for Money Ratio the Medan City Government has not met the standards based on the Minister of Home Affairs. No. 600,900-327 of 1996. Factors causing Value for Money have not been fulfilled standard because of the amount of realization of regional expenditure incurred, and also local governments are not able to achieve the revenue targets that have been determined by the Regional Government

Abstract:
This study aims to examine the factors that affecting corruption in Indonesia local governments. The sample used in this study consist of 225 Indonesian local governments. This study uses secondary data obtained from the Financial Audit Board (BPK) and Provincial Government’s Financial Report (LKPD) from 2010-2014 period along with composition data that&#39;s obtained from the Regional House of Representatives (DPRD) in Indonesia. Data analysis were performed using regression analysis. The results of the analysis show that corporate governance proxied with the composition of DPRDs that do not coalesce with the government, compared with the total DPRD has a significant effect on the corruption of local governments in Indonesia. The results of the analysis also show that the Regional Financial Information System (SIKD) has no effect on the corruption of local government. The control variables used in this study include the government&#39;s internal control system (weaknesses of accounting and reporting controls, weaknesses of controlling the execution of the budget and the weakness of the internal control structure) and the characteristics of local government (size of local government, asset, and balanced funds).

Although the verdict of the cassation was won by Indra Taufiq, the consulate general and the embassy of the United States of America refused to carry out the court's verdict on the grounds of diplomatic immunity. This is a legal issue that should be reviewed in terms of the perspective of international law related to the legal status of diplomatic or consular representation in Indonesia and what should be done Indonesia to protect the rights of Indonesian citizens workers. The result of this study the results of the 30 sample / debtor research, it can be concluded that the debtor feels an increase in living standards starting from increased production turnover, sales value, total profits, number of employees, and business assets after borrowing from BRI Bank Medan Perjuangan Unit. With the increase in the customer's business after making a loan to BRI Medan Perjuangan, it can be said that the loan received is well used for the business of the debtors and thus the credit assistance provided by the BRI Perjuangan Unit can be said to be effective in developing micro and small businesses.

Government financial reporting as public accountability and transparency is important. Previous research show that almost all local government in Indonesia have their official website, which is active use as presenting news, local potentials, and local government services. Unfortunately, there are still limited local governments which are disclose their financial information as well as budgeting reports and financial statements on their websites. This research aims to explore whether political competition, local asset, local dependency, population density, and information openness award have influenced IFR practice in government in Indonesia. We investigate financial report and budget report as of internet financial reporting (IFR) data of 32 provincial government websites. Indonesia consists of 34 provinces, which are 32 provincial websites consistently accessible and use as sample in this research. The empirical results show that local dependency toward central government and Information Openness Award positively significant influence IFR practices in provincial level in Indonesia. There is no significant influenced of political competition, local asset and population density to IFR in Indonesia Provinces website. Our research contribution is to extend previous research by concerning Information Openness Award as independent variable which influenced to IFR practice in local government.
