Abstract:
The existing literature shows that, due to locality and familiarity, spatial investor–firm adjacency plays a key role in determining stock investor attention, as proxied by the location where investors initiate an Internet search of the ticker symbol. This paper investigates whether Chinese stock markets exhibit the same pattern observed in the U.S. market—demand for a firm’s information can exert strong effects on the stock market response during earnings announcements of the firm. Specifically, for each Chinese publicly listed firm, this paper constructs a dynamic local attention ratio that divides the search volume generated within the province where the firm is registered by the contemporaneous nationwide search volume consisting of 31 provinces in total. During 2011–2018 in China’s A-share market, it was found that the local attention measure leads the market response around annual earnings announcement dates. For firms with higher local attention, trading is more active before the announcement, and the price changes can better predict incoming earnings news. At the announcement, while trading remains active, the predictivity of price changes for earnings becomes weaker. Furthermore, we only found evidence that supports the local information advantage argument in explaining the locality of Chinese investors’ attention.

At political boundaries, local leaders have weak incentives to reduce polluting activity because the social costs are borne by downstream neighbors. This paper exploits a natural experiment set in China in which the central government changed the local political promotion criteria and thus incentivized local officials to reduce border pollution along specific criteria. We document evidence of pollution progress with respect to targeted criteria at province boundaries. Heavy metal pollutants, not targeted by the central government, have not decreased in concentration after the regime shift. The rapid growth of China’s economy since reformation has attracted worldwide attention, among those various types of reformation, the measure of central government’s delegation of its financial power to local government is considered as one of the important factors that contribute to the astonishing economic growth. However, this measure also caused competition among regions as well as differences among each region in economic scale. In China with a ageing population structure, social security expenditure is always an important item among its local financial expenditures, and the burden of local finance. This article mainly researches whether various fund expenditures in security system are affected by the differences of development level and economic scale among each province, city and area in China. It summarized the development history of China’s security system, analyzed its problems existed, and summed up the relationship between social security system and government fiscal revenue.

Abstract:
Based on the survey data of 43 rural commercial banks in Jiangsu Province, China, from 2015 to 2018, 14 indicators among 3 dimensions—coverage, business implementation and service quality—were selected to establish the inclusive finance index of rural commercial banks. The impact of market competition and government intervention on the development of the inclusive finance of rural commercial banks and the mechanism were empirically tested. The heterogeneous performance of market competition and government intervention in different market conditions were also thoroughly discussed. The results show that both market competition and government intervention can help reduce the pricing level and broaden the service coverage of rural commercial banks, which can promote the development of inclusive finance. But the role of market competition has a stronger impact than that of government intervention. The heterogeneity test shows that market competition plays a more significant role in the regions with higher levels of market competition and financial development, and in the southern and central Jiangsu Province, where the economy is relatively more developed. However, in the regions with lower levels of market competition and financial development, as well as in the northern Jiangsu Province, with a relatively backward economy, government intervention significantly improves the degree of inclusive finance of rural commercial banks. Finally, we advocate that the roles of market and government should be applied according to local conditions, and the development of the inclusive finance in rural commercial banks needs to be continuously promoted.

Abstract:
This paper studies the impact of the development of green finance on China’s energy consumption structure. 17 basic indexes and the improved entropy weight method are used to construct the green finance index (GFI). Multiple regression, panel regression, and spatial regression are used to study the impact of green finance on China’s traditional energy and renewable energy consumption. The results show that there is a positive spatial spillover effect in the development of green finance among provinces in China. The development of green finance contributes to the conversion of traditional to renewable energy consumption. The effect of green finance on the transformation of energy consumption structure is mainly reflected in the direct effect. The green finance in each province not only helps the local development of green energy but also plays a good role in the production and utilization of clean energy consumption in surrounding provinces. Therefore, the government should support the green finance, reduce traditional energy consumption, and increase renewable energy consumption.

Contrary to some scholars’ assertions, worker-led collective bargaining has become a practical reality in China, especially as seen in Guangdong Province between 2011 and 2015. This article analyses the practices and strategies of negotiation to show how this is possible in a regime that recognizes neither independent trade unions nor the right to strike. Labour NGOs have become a catalyst for collective action that enables workers to change the power balance with employers, official unions and local authorities and alter their response to labour conflicts. This article thus challenges the concept of ‘bargained authoritarianism’ by stressing social actors’ ability to carve out a space for negotiating authoritarianism despite obvious limits and tightening political constraints. However, collective bargaining will remain ad hoc and localized as long as trade unions and local authorities refuse to strike a durable alliance with workers and labour NGOs.

The introduction of land finance and foreign direct investment (FDI) lead to competition among provincial local governments in the background of fiscal decentralization. This paper analyzes the provincial data from 1999 to 2008 by a spatial econometric model. The main contents include the relationship between FDI policies in different provinces and the path dependence between FDI selection and land grant. The results showed that the FDI policies are significantly influenced by the similar policies of the surrounding provinces: the policy formulation and implementation is a complementary strategy between the studied province and surrounding provinces in the current year, and an alternative strategy in a lag. Land grant price significantly influent the entry of real estate. There is an obvious path dependence when FDI choose investment region. In this paper, these issues are analyzed with the actual situation in China.

An analysis of grain prices from Zhili (Hebei) province in North China for the period from 1738 to 1911 demonstrates that while the province's local grain markets gradually fragmented, the provincial market as a whole simultaneously grew more closely integrated with external markets, first with Fengtian (Manchuria) and later with the Lower Yangzi region. The Qing state's food policies, the deterioration of transport routes, and the condition of rural markets provide a context for understanding these seemingly paradoxical trends.

Tea is one of the most important cash crops and widely consumed beverages worldwide and plays a significant role in rural development, poverty reduction, and food security in many developing countries. Nevertheless, very few empirical studies have analysed the comparative advantage of the tea industry in developing countries. Taking Fujian Province, China, as the object of a case study, we carried out a spatiotemporal analysis of the determinants of the tea industry's revealed comparative advantage (RCA) during the period 2010–2018. The empirical analysis relied on a calculation of RCA and an estimation of a geographically and temporally weighted regression (GTWR) using data from 67 counties in Fujian. The results confirmed that the effect and significance of RCA determinants vary considerably across different spatial areas and over time. With the exception of ‘disposable income', all other determinants had a positive and statistically significant effect on a region's RCA in the tea industry. Specifically, the results indicated that regional specialisation had the strongest positive effect on tea competitiveness. Local governments' sectoral strategies and institutional policies were essential elements in building and maintaining regional tea competitiveness. Infrastructure development, which traditionally went hand-in-hand with urbanisation processes, had a significant impact on tea competitiveness. These findings imply that competitiveness of the tea sector can be improved by adopting local polices that support producers and processors through fiscal investment, technology provision, and capacity building as well as measures to improve rural road infrastructure and link small farmers to other actors along tea supply chains.

Most of the existing research on urbanization suggests that urbanization leads to a decline in ecosystem services values (ESV). However, the impacts of industrial structure and changes in land use patterns on ESV have often been ignored. Using provincial data in China from 2003 to 2015, this study demonstrates the possibility of achieving a win-win situation regarding urbanization and ESV enhancement at the global and regional scales. The negative effect from production processes and the influence of residents’ preferences are considered in the evaluation of ESV. The impact of urbanization on ESV is empirically analyzed by using a spatially adaptive semi-parametric model in order to mitigate both endogeneity of the parametric model and the curse of dimensionality in nonparametric model. The results show that there is a U-shaped curve relationship between urbanization and ESV for the whole country. However, most provinces of China are still located at the left side of the U-shaped curve where urbanization reduces the ESV per capita. Central and local governments should strengthen differentiated land use policies, environmental regulations, and finance and tax policies to transform the industrial structure, so that each province may achieve a win-win situation regarding urbanization and ESV enhancement. Such policy changes would promote sustainable development in China.

Recent legal reforms in China, particularly amendments in 2014 to the Environmental Protection Law, have encouraged environmental non-governmental organizations (ENGOs) to embrace legal strategies in their advocacy. However, the wider significance of such strategies remains understudied and underestimated. This article examines one such example in Xiamen, Fujian Province, where an ENGO, incensed by the conversion of walkways into parking spaces, led the first administrative lawsuit in the name of ‘pedestrians’ rights’ (行人路权) in China in early 2015. Based on digital ethnography and participant observation, the case illustrates three salient points: first, legal mobilization is conflict-laden and confrontational; second, depoliticized legal actions belie the development of popular critical consciousness; and third, professional ties have become more instrumental than connections with state officials. The net result is then an embedded activism that evinces disembedding tensions. This questions conventional expectations over Chinese environmental activism, that it is non-confrontational and overdependent on personal relations with local officials. In addition to elucidating the disembedding processes and experiences absent in previous ENGO literature, this exploratory research offers a snapshot of lawful activism among environmentalists, illustrating the wider opportunities and challenges accompanying ‘the turn to law’.

The establishment of a pilot zone for inclusive financial reform is a major policy innovation in the modern financial system in China and has a lasting and far-reaching significance in accelerating the realization of the overall revitalization of rural areas. This paper takes the first pilot zone for inclusive financial reform (Henan Province) approved by the State Council in 2016 as a quasi natural experiment and uses the synthetic control method based on the “counterfactual” perspective and the intermediary effect model to empirically evaluate the net effect and impact mechanism of inclusive finance pilot policies on the improvement of the comprehensive level of rural revitalization. The results show that the establishment of the pilot zone for inclusive financial reform in Henan Province has significantly improved the comprehensive level of local rural revitalization, and this promotion effect has a trend of continuous acceleration after a one-year lag. In addition, the conclusion still holds after a series of robustness tests. The pilot policy of inclusive finance can positively contribute to rural revitalization development from both the supply and demand sides by enhancing the supply of rural credit and increasing the depth and density of agricultural insurance. Furthermore, the supply and demand sides have a synergistic effect in promoting rural revitalization development, although the effect is not significant at present. The above results not only improve the study of the impact of the pilot policy of inclusive finance on rural revitalization but also provide a strong reference for the formulation and implementation of rural financial reform policies. At the same time, the paper puts forward specific policy suggestions in terms of scientific promotion of the pilot zone, ensuring the supply and demand balance of “credit + insurance” and innovating the system and mechanism of the pilot zone.

Industrial subcontracting work in rural China has been framed as a win-win strategy for women and industry. Drawing on fieldwork conducted in Hebei Province, I argue that far from being the main beneficiaries of subcontracting work, such rural industrialization has instead subjected women to a gendered form of capitalist exploitation. First, the women employed were not a random group but were young, healthy women who already had industrial skills, and thus did not need training. Second, these women were rendered immobile by their family responsibilities. Third, the problems of ‘left-behind’ children and an urban, modern notion of motherhood trickling down to the countryside has constructed a notion of virtuous motherhood. Further undermining their position, women workers had no influence over production or profits in the subcontracting chain. Despite the promise that subcontracting work would be flexible for women, such flexibility benefits the production chain more than women workers. Local (and changing) gender and development dynamics in rural China condition the experiences of women involved in initiatives that are seen as a win-win situation by some development agencies, advocacy groups and policy researchers.

Abstract:
Purpose The purpose of this paper is to use samples from Chinese-listed companies to investigate the effects of interest rate deregulation and earnings transparency on company’s capital structure in China over the period of 2003–2015. In particular, the authors study the link between state-owned enterprises (SOEs), economic growth targets and marketization in China’s unique institutional context. Design/methodology/approach Based on the methodology of quantitative analysis, the authors use baseline and cluster analysis for all samples with full set of controls, for robustness tests of alternative proxy of interest rate control by using a cluster analysis at the firm level, regarding endogeneity tests conducted fixed effect model with adding instrument variables (IV), two-period factors regression method via IV and system generalized method of moments for dynamic analysis. Findings The results show that earnings transparency increases firm leverage and the additional tests suggest that such an effect takes place via a mechanism by reducing the cost of debt finance. However, information transparency could moderate the effects of interest rate deregulation on corporate capital structure. In addition, it finds that SOEs are less sensitive toward the changes of interest rates in China because lending to SOEs is policy-oriented and lacks of market evaluation of business risk. Government control is conducive to enhancing the transparency of the whole industry; however, market-oriented reform is conducive to enhancing the transparency of the company’s own information. Research limitations/implications The paper makes contribution to the relationship between earnings disclosure quality and capital structure in the Chinese unique institutional context, such as taking the progressive interest rate reform, SOES, different economic growth target and different marketization level in each province of China. The authors suggest that investors will pay more attention to the company’s own unique information transparency in the provinces with a high degree of marketization. As a potential direction for future research, the authors will investigate how the earnings transparency has impact on capital structure, and how such impact would depend on the transparency of specific business, the cap of foreign shareholding and the convenience of investment. Practical implications This research would be the target of banking market reform in order to bring a fair financing environment for all businesses in China. It implies that current experiment of interest rate liberalization in China is not as efficient as it could be in allocating funds across all businesses. State banks, SOEs and local governments are still the biggest players on both the demand and supply sides of the Chinese credit markets. Social implications The social implication of this paper lies in the fact that first, it provides additional evidence on the effect of market-oriented reforms through how the information transparency interacts with the financial decisions making of corporations. Second, it offers policy implication to banking market deregulation in China. Originality/value The paper makes contribution to the relationship between earnings disclosure quality and capital structure in the Chinese unique institutional context. This research tests the existing literature, such as Francis et al. (2004) and Zhang and Lu (2007), and suggests that informationally transparent firms have a higher debt ratio and lower effective interest costs on bank loans. In addition, this paper further explores the role played by interest rate deregulation in corporate finance, and in turn market fund allocation. This paper sheds new light on information transparency and explores the relationship between earnings disclosure quality and debt financing behaviors of Chinese publicly listed companies over the period of 2003–2015.

Abstract:
Purpose The purpose of this paper is to present the development of cumulative rainfall deficit (CRD) indices for corn in Shandong Province, China, based on high-resolution weather (county, 1980-2011) and yield data (township, 1989-2010) for five counties in Tai’an prefecture. Design/methodology/approach A survey with farming households is undertaken to obtain local corn prices and production costs to compute the sum insured. CRD indices are developed for five corn-growth phases. Rainfall is spatially interpolated to derive indices for areas that are outside a 25 km radius from weather stations. To lower basis risk, triggers and exits of the payout functions are statistically determined rather than relying on water requirement levels. Findings The results show that rainfall deficits in the main corn-growth phases explain yield reductions to a satisfying degree, except for the emergence phase. Correlation coefficients between payouts of the CRD indices and yield reductions reach 0.86-0.96 and underline the performance of the indices with low basis risk. The exception is SA-Xintai (correlation 0.71) where a total rainfall deficit index performs better (0.87). Risk premium rates range from 5.6 percent (Daiyue) to 12.2 percent (SA-Xintai) and adequately reflect the drought risk. Originality/value This paper suggests that rainfall deficit indices can be used in the future to complement existing indemnity-based insurance products that do not cover drought for corn in Shandong or for CRD indices to operate as a new insurance product.

Climate change induced sea-level rise (SLR) is on its increase globally. Regionally the lowlands of China, Vietnam, Bangladesh, and islands of the Malaysian, Indonesian and Philippine archipelagos are among the world’s most threatened regions. Sea-level rise has major impacts on the ecosystems and society. It threatens coastal populations, economic activities, and fragile ecosystems as mangroves, coastal salt-marches and wetlands. This paper provides a summary of the current state of knowledge of sea level-rise and its effects on both human and natural ecosystems. The focus is on coastal urban areas and low lying deltas in South-East Asia and Vietnam, as one of the most threatened areas in the world. About 3 mm per year reflects the growing consensus on the average SLR worldwide. The trend speeds up during recent decades. The figures are subject to local, temporal and methodological variation. In Vietnam the average values of 3.3 mm per year during the 1993-2014 period are above the worldwide average. Although a basic conceptual understanding exists that the increasing global frequency of the strongest tropical cyclones is related with the increasing temperature and SLR, this relationship is insufficiently understood. Moreover the precise, complex environmental, economic, social, and health impacts are currently unclear. SLR, storms and changing precipitation patterns increase flood risks, in particular in urban areas. Part of the current scientific debate is on how urban agglomeration can be made more resilient to flood risks. Where originally mainly technical interventions dominated this discussion, it becomes increasingly clear that proactive special planning, flood defense, flood risk mitigation, flood preparation, and flood recovery are important, but costly instruments. Next to the main focus on SLR and its effects on resilience, the paper reviews main SLR associated impacts: Floods and inundation, salinization, shoreline change, and effects on mangroves and wetlands. The hazards of SLR related floods increase fastest in urban areas. This is related with both the increasing surface major cities are expected to occupy during the decades to come and the increasing coastal population. In particular Asia and its megacities in the southern part of the continent are increasingly at risk. The discussion points to complexity, inter-disciplinarity, and the related uncertainty, as core characteristics. This article examines how civil society organizations navigate local government to secure more inclusive environmental governance. Based on an in-depth case study of water governance in Zhejiang Province between 2012 and 2018, we find that Green Zhejiang, a civil society organization, exercised informal power to hold the local government accountable based on two strategies: mobilizing citizens to collect information on water pollution and strategically leveraging the authority of provincial government to find citizen-focused solutions. Most existing studies foreground one stage of the policy process – advocacy in the agenda-setting phase, policy entrepreneurship during the design phase, or monitoring during the implementation phase; however, we examine strategies of civil society organizations throughout this policy lifecycle. With this approach, we are able to analyse the strategic interactions between different levels of the government and civil society organizations and locate the positive outcomes and limits under the current governance system. Despite policy successes, Green Zhejiang still acts informally, which limits long-term effectiveness. However, incorporating citizens into public administration in a meaningful way requires sharing policymaking power formally, and thus far, local governments are only willing to share power in an ad hoc and informal way. More institutionalized citizen participation is necessary to develop innovative solutions to the severe environmental degradation in China.

This article investigates China’s efforts to develop the administrative capacity of its border agents to effectively provide border security. It does so by contextualizing national efforts in relevant multilateral cooperation on border and immigration management. Regional frameworks such as ASEAN and Greater Mekong Subregion follow a regional border management approach that challenges Beijing’s notion of sovereign border management. However, China and the border provinces selectively engage in cross-border cooperation. These cooperation projects include training programmes for immigrants, standardizing and facilitating immigration procedures at the border, joint efforts against human trafficking and illicit border mobilities, and enhancing local cross-border relations. Against this background, this article investigates how norms – such as administrative capacity and cooperation through border liaison mechanisms – are negotiated, adapted, and practised in the different regional organizations, as well as how they are implemented locally in national immigration laws and procedures in Yunnan Province. The analysis builds on a multi-method approach including fieldwork, policy, and institutional analysis. The article finds that while Chinese local and regional security interests are closely intertwined, norm dynamics are not.

AbstractChina has made great efforts to alleviate poverty in rural ethnic minority areas and targeted achieving the poverty-alleviation task by the end of 2020. Aba, Ganzi, and Liangshan, three of the poorest ethnic prefectures in Sichuan Province, Southwest China, have all implemented “Internet+” tactics since 2013, which have had the positive effect of increasing family revenues by improving communication infrastructure and encouraging the large-scale use of e-commerce. This paper aims to comprehensively investigate whether “Internet+” tactics play a key role in poverty alleviation in Sichuan’s rural ethnic minority areas and to propose further measures to enhance the efficiency of e-commerce practice. To this end, we conduct an analysis using the framework of classic growth theory and use panel data from 2000 to 2018 to examine the relationship between Communication Infrastructure Investment (CII) and a set of poverty-alleviation indicators, including local GDP growth rate (LGGR), local government revenue (LGR), and per-capita income of residents (PCIR). The results indicate that strengthening CII improves the PCIR and local economic growth, playing a key role in poverty alleviation. However, the stimulation of CII on LGGR and LGR wanes as time passes. More financial and technical actions will be needed to improve the efficiency and quality of current strategies for sustainable development in those areas.

AbstractWe shed light on the importance of government disclosure in public emergency management. During the outbreak of COVID-19, provinces in China entered a government disclosure regime, which mandated the disclosure of the number of people infected with the virus on a daily basis. Each province also voluntarily disclosed its own virus situation. We find that various forms of province-level government disclosure generally reduced the number of trips made by the infected and sped up their diagnosis. They also raised attention paid to the virus and self-protection awareness as well as reduced mobility among the susceptible. Finally, government voluntary disclosure helped to reduce the duration of local epidemics. We conclude that government disclosure can be effective in instilling the correct human behaviors that are conducive to fighting the pandemic.

This paper seeks to explore environmental, social and governance issues arising from investment in special economic zones (SEZs) in the mainland Southeast Asian region through a mixture of thick analytical description and multiple case study approach. All the states studied here have embraced the SEZ approach as it offers rapid economic development without any implications for the political settlement, which is considered beneficial by current administrations. Particular emphasis is placed on environmental, social and governance issues in the region covered and some complex issues that have emerged. It is shown that the situation is complex and continually evolving and that there are limited constraints on the actions of corporations. Consequently, there is an opportunity for investors to set precedents and protocols on a progressive basis.
