Abstract:
The local government centre is an area that accommodates various local government activities, both administrative activities and services that meet the needs of the community. In Indonesia, form of the area is usually an office complex of executive institutions which is led by the head of the local government along with the local government apparatus, and the local legislative assembly. Besides having office facilities, the area is equipped with various public service facilities, such as commercials; trade and services; as well as education and health facilities. As a result, the area is not only a local government centre but also centres of service and local development growth. At this time, the government centre of the Brebes Regency has been able to become an important growth centre for the regency. Unfortunately, the area is only able to support development growth of the northern region of the regency, but it has not been able to encourage equitable development throughout all of the regency area. This study aims to determine a new location for the government centre of Brebes Regency. In contrast to other relocating of the local government centre aiming to resolve existing problems of the centre, the relocating centre of the Brebes Regency aims to increase the equitable distribution of local development. Taking into account the criteria of geographical conditions; conformity with spatial planning; land availability; social, cultural, and historical conditions; politics and security; facilities and infrastructure; and accessibility, as well as using the Analytical Hierarchy Process (AHP) method, the selected area is in the Bulakamba District, out of the 6 alternative districts assessed. This district has some advantages of its location in the middle region of the Brebes Regency, adequate spacious area, proper land ownership status and accessibility.

Abstract:
Help for people with mental health problems in Japan has traditionally centred on inpatient medical care. In a revision of the Mental Health Welfare Law planned for 2001, responsibility for the support of people with mental health problems will be transferred from central government to local government. Furthermore, local government will, in turn, delegate administrative tasks to a ‘community life support centre‘. We believe that such a centre could be linked to a university with a telehealth network. Connection to the network could benefit people with mental health problems living at home. We also believe that occupational therapists are ideally positioned to play a significant role in community life support centres. With the expected sustained growth in Japanese occupational therapy, it could become a key profession in the rehabilitation of people with mental health problems.

Abstract:
Abstract AML (acute myeloid leukemia) is frequently treated with intensive induction and consolidation chemotherapy that often requires prolonged admissions to hospital. Our group and others demonstrated that consolidation chemotherapy for AML can be safely and effectively administered to selected patients on an ambulatory basis. However, this ambulatory care is centralized in quaternary centers, requiring some patients to travel long distances to these specialized centres. Recently, we developed a shared care model where patients receive their consolidation chemotherapy for AML at the specialized quaternary care center, but receive post-consolidation supportive care including blood checks, transfusions, and treatment for febrile neutropenia at their local hospitals. Here, we reviewed the impact of our new model of care with a focus on savings in travel time and distance. Between 2009-2013, 73 patients with AML (n=61,) or APL (n=12) received post-consolidation care after CR1 at 14 local centers in the province of Ontario. These centers were regional cancer centers staffed by oncologists and/or hematologists experienced in the management of cytopenias and febrile neutropenia. However, these centers did not provide induction or consolidation chemotherapy for AML. Patients were seen at least weekly as out-patients at these hospitals while recovering from their consolidation chemotherapy. These centers were located a median of 70 km (range: 36-190) from the quaternary centre (The Princess Margaret Cancer Centre in Toronto, Canada). The 73 patients received 137 cycles of intensive consolidation where the post-consolidation care was provided by their local centre. The local centers treated a median of 2 patients (range of 1-19 patients) during the time frame evaluated. Patients receiving shared care had a median age of 57 years (range: 21.7-78.6) and 40 (54.8%) were male. 7 (9.6%) had favourable, 42 (57.5%) had intermediate, 6 (8.2%) had poor and 18 (24.7%) had indeterminate cytogenetic profiles. Google Maps (www.google.ca/maps) was used to calculate the distance travelled and estimated travel time between the patient's home and the quaternary centre or their local centre. Use of toll roads was permitted to achieve the fastest and shortest distance. Patients in the shared care model travelled a mean distance of 99.5 km ± 57.8 (median: 87.8 range: 28.4-266 km) each way to the quaternary care centre versus 26.3 km ± 33.6 (median: 14.5 range: 0.55-211 km) each way to their local treatment centre (p <0.001 for difference in means by t-test). The estimated mean time to travel from their home to the quaternary center was 71.6 ± 38 minutes (median: 62 range: 29-170) and the estimated time to travel to their local center was 23.3 ± 21.9 minutes (median: 18 range: 2-137) (p <0.001 for difference in means by t-test). Thus, by receiving post-consolidation care locally, patients saved a mean round trip travel distance of 146.5 km ± 99.6 and 96.7 min ± 63.4 of round trip travel time per visit compared to travelling to the quaternary care centre. To assess the safety and efficacy of the shared care model, we compared the survival of the patients who received shared care to that of the other 344 patients with AML (n=297) or APL (n=47) who received consolidation chemotherapy in CR1 during the same time frame and remained at the quaternary care centre for all of their post-consolidation care. Gender, age and cytogenetic risk did not significantly differ between the shared care group and the group of patients receiving all of their care at the quaternary center (p>0.05). There was no significant difference in overall survival between the 2 groups (p value of log-rank test >0.05). 30, 60, and 90 day survival from start of consolidation chemotherapy was 98.6%, 97.2%, and 95.9% for the patients receiving shared care and 98.8%, 97.1%, and 95.3% for patients receiving all of their care at the quaternary center. Multivariate Cox proportional hazards model revealed no significant increase in hazard of death for the Shared Care patients compared to control when controlling for age, gender, AML vs. APL and cytogenetic prognosis (p value >0.05). Thus, a collaborative care delivery model utilizing partnerships with regional centres for post-consolidation care in AML reduces patient travel burden while maintaining safety and efficacy. Abstract:
AbstractAim and method:This retrospective study reviewed the ENT-related cases seen, and the discharge or transfer outcomes, at both a local ‘walk-in centre’ and the respective emergency department, over one year in Norwich. Results:Of the 7657 ENT cases seen at the walk-in centre, the commonest conditions included tonsillitis or pharyngitis, otalgia, cough, and deafness. In comparison, 1586 patients were seen at the emergency department, and the commonest conditions were epistaxis and throat foreign bodies. Of the ENT cases seen at the walk-in centre, 85.4 per cent were treated and discharged. Of the 14.6 per cent referred to other healthcare providers, 11.1 per cent were to the general practitioner. In comparison, the emergency department discharged 41.2 per cent and referred 58.8 per cent to other healthcare providers. Conclusion:This study indicates that ENT cases may constitute a large proportion of patients seen in walk-in centres, and that the case types seen may differ from those presenting to emergency departments. It also indicates that walk-in centres may potentially be assessing, treating and discharging 85.4 per cent of ENT patients seen.

Abstract:
The area of centre-local relations in local government is a contemporary and topical debate in Zimbabwe. It was on this background that the research on centre-local relations was undertaken with a view to assessing the implications of service delivery in Chitungwiza Municipality (CM). The views of different authorities on centre-local relations were reviewed to further analyse the implications of centre-local relations on service delivery in municipalities. The study triangulated different data collection methods such as key informant interviews, documentary search, in-depth interviews, observation and survey to obtain detailed data on the state of centre-local relations and its implications on service delivery in CM. The findings of the study revealed that centre-local relations between the Ministry of Local Government and the CM are highly centralised. The parent ministry retains overall powers and control over the municipality. The Minister who is supposed to play a strategic role in policy formulation and implementation is involved in the day to day running of the municipality leaving little room for elected councillors and residents in general to determine their own destiny. It has been established that centre-local relations that are supposed to foster independence and autonomy of the municipality has turned into a master-subordinate relationship that has negatively affected service delivery. The study concluded that hyper-centralised governance relations are hindering effective service delivery in the municipality. This has been evidenced by erratic water supply, potholed roads, poor refuse collection and bursting of sewer pipes. The study recommends that the central government through the Ministry of Local Government must grant the municipality more autonomy as a measure of improving service delivery.

Abstract:
Abstract Chaotically developed post-socialist suburbs need retrofitting by providing residents with a local central space. This research aims at developing a typology of suburban local centres, describing the most common central spaces according to adopted criteria, as well as identifying which type of local centre has the most potential to be perceived as such by suburbanites and how suburban municipalities plan central spaces. The research was conducted in six institutional Warsaw suburbs representing the most common types of local centres of a neighbourhood catchment area. The research has shown that spatial criteria differentiate local centres more than social criteria. Concentric layouts attract different non-residential functions more effectively than linear ones. When recognising some spaces as central, the legibility of the broader spatial arrangement and the presence of key objects with centre-forming functions seems to be important. Factors that distort such recognition include the excessive dispersion of buildings, shops, and service points; peripheral or random location of the main activity node; poorly designed and equipped central spaces; and the proximity to large-scale shopping centres and recreational areas/objects. When looking for a model of retrofitting post-socialist suburbs through strengthening neighbourhood centres, it is worth recalling the concept of the so-called “third places”.

Abstract:

Abstract:
Clean water supply is a major problem among flood victims during flood events. This article aims to determine the sites of well water sources that can be utilised during floods in the District of Kuala Krai, Kelantan. Field methods and Geographic Information Systems (GIS) were applied in the process of selecting flood victim evacuation centres and wells. The data used were spatial data obtained primarily, namely the well data, evacuation centre data and flood area data. The well and evacuation centre data were obtained by field methods conducted to determine the position of wells using global positioning system tools, and the same for the location of the evacuation centres. Information related to evacuation centres was obtained secondarily from multiple agencies and gathered into GIS as an evacuation centre attribute. The flood area data was also obtained via secondary data and was digitised using the ArcGIS software. The data processing was divided into two stages, namely the first stage of determining the flood victim evacuation centres to be used in this research in a structural manner based on two main criteria which were the extent to which an evacuation centre was affected by the flood and the highest capacity of victims for each district with the greatest impact to the flood affected population. The second stage was to determine the location of wells based on three criteria, namely i) not affected by flood, ii) the closest distance to the selected flood victim evacuation centre and iii) located at different locations. Among the main GIS analyses used were locational analysis, overlay analysis, and proximity analysis. The results showed that four (4) flood evacuation centres had been chosen and matched the criteria set, namely SMK Sultan Yahya Petra 2, SMK Manek Urai Lama, SMK Laloh and SK Kuala Gris. While six (6) wells had been selected as water sources that could be consumed by the flood victims at 4 evacuation centres in helping to provide clean water supply, namely Kg. Keroh 16 (T1), Kg. Batu Mengkebang 10 (T2), Lepan Meranti (T3), Kg. Budi (T4), Kg. Jelawang Tengah 2 (T5) and Kg. Durian Hijau 1 (T6). With the presence of the well water sources that can be used during flood events, clean water supply can be distributed to flood victims at the evacuation centres. Indirectly, this research can reduce the impact of floods in the future, especially in terms of clean water supply even during the hit of a major flood.

Abstract:
The purpose of this paper is to evaluate an example of modern architecture in Shiogama Japan. The evaluation is made in terms of the effect of local industry and local community movements in relation to the transformation of Japanese society in the post-war period. As the ultimate purpose of the Modern Movement in Architecture is to benefit the common people, the current paper is focussed on the Community Centres that were built after Japan’s defeat in the Second World War. At that time, the Japanese society changed rapidly from a military regime to a democratic one. The Community Centre that is dealt with, in this paper was built in the early 1950s, so one can expect to find some aspects of building a democratic society behind the actual building project. Further the invisible and the intangible value of this Community Centre has been discussed in the period when the Japanese government promoted interior resources development projects. The purpose of this research is to understand some hidden historical values of the Community Centre, which represent not only the social phenomenon of that period, the architectural expression and technical aspects of the building but, also, the local industrial heritage. The paper also describes the importance of sustaining support for the local peoples’ activities by conserving this Community Centre and, then, explains how the Municipality of Shiogama decided to renovate this historical piece of modern architecture. Now, the former Community Centre has been re-born as a Community Centre and a Museum of Art for a local painter.

AbstractIntroduction:Jervell–Lange-Nielsen syndrome is characterised by congenital deafness and a long QT interval on electrocardiography.Aim:(1) To survey UK national practice regarding electrocardiography screening of deaf children referred to cochlear implant centres, performed to evaluate for prolonged QT interval as recommended by national guidelines, and (2) to review local practice. Methods:Data were collected via a questionnaire sent to all UK cochlear implant centres, and via review of the medical records of a local cochlear implant centre database. Results:Eight (42 per cent) of the 19 cochlear implant centres surveyed performed electrocardiographic screening. Thirteen cases of long QT syndrome were reported in seven centres, with two related deaths. In our local cochlear implant centre, 14 (7.1 per cent) of 193 children had abnormal electrocardiograms; one definite long QT syndrome case and 13 borderline cases were identified. Conclusion:Despite clear national guidelines for electrocardiographic screening of deaf children, there is wide variation in practice. Our local practice of performing investigations, including electrocardiography, during magnetic resonance imaging sedation has been very successful. Electrocardiograms should be reviewed by trained clinicians, and corrected QT intervals should be calculated manually.

ObjectiveThe Royal College of Obstetricians and Gynaecologists has advised that consolidation of birth centres, where reasonable, into birth centres of at least 6000 admissions per year should allow constant consultant presence. Currently, only 17% of mothers attend such birth centres. The objective of this work was to examine the feasibility of consolidation of birth centres, from the perspectives of birth centre size and travel times for mothers.DesignComputer-based optimisation.SettingHospital-based births.Population or sample1.91 million admissions in 2014–2016.MethodsA multiple-objective genetic algorithm.Main outcome measuresTravel time for mothers and size of birth centres.ResultsCurrently, with 161 birth centres, 17% of women attend a birth centre with at least 6000 admissions per year. We estimate that 95% of women have a travel time of 30 min or less. An example scenario, with 100 birth centres, could provide 75% of care in birth centres with at least 6000 admissions per year, with 95% of women travelling 35 min or less to their closest birth centre. Planning at local level leads to reduced ability to meet admission and travel time targets.ConclusionsWhile it seems unrealistic to have all births in birth centres with at least 6000 admissions per year, it appears realistic to increase the percentage of mothers attending this type of birth centre from 17% to about 75% while maintaining reasonable travel times. Planning at a local level leads to suboptimal solutions.

The development of a symbolic urban economy reinforces the importance of historic city centres as spaces of aesthetic and cultural consumption. Urban culturalization strategies adapt them to uses and perceptions that target specific classes of consumers, generating gentrification effects. Elaborating on a research on the Jardins Efémeros Festival in Viseu (Portugal), this article explores how its programmatic agenda and connection with local politics reconfigures the city centre by generating new balances and dissonances between the ideal of city proposed by the cultural intervention, the reframing of space for aesthetic and experiential consumption, and the local community's expectations and interests.

Abstract:
High dimensions have a devastating effect on the FCM algorithm and similar algorithms. One effect is that the prototypes run into the centre of gravity of the entire data set. The objective function must have a local minimum in the centre of gravity that causes FCM’s behaviour. In this paper, examine this problem. This paper answers the following questions: How many dimensions are necessary to cause an ill behaviour of FCM? How does the number of prototypes influence the behaviour? Why has the objective function a local minimum in the centre of gravity? How must FCM be initialised to avoid the local minima in the centre of gravity? To understand the behaviour of the FCM algorithm and answer the above questions, the authors examine the values of the objective function and develop three test environments that consist of artificially generated data sets to provide a controlled environment. The paper concludes that FCM can only be applied successfully in high dimensions if the prototypes are initialized very close to the cluster centres.

In 2013 a newly built so-called Integrated Transport Centre (ZCK) in Poznań was opened. The centre, located on the border of Poznań’s city center, connected railway and long-distance bus station with local transport. The new hub received a high criticism both from users and from engineers’ clubs. The paper analyses the implemented solutions and proposes additional with a comparison. The analysis takes into account not only the time and distance to the hub’s main buildings, but also comfort of changing transport modes, including local transport. Taken into account was also a problem of connecting the hub to a major interchange point for local transport, located 600 m away from the hub.

The politics of history is an object of viral studies, and researches about this phenomenon of political life is constantly deepen. In relations to the international space there are plenty of studies about individual states politic of history, but there are no such studies about local politics, and local societies in relation to the centres of political life. Author highlighted some phenomenon of politics of history of the III Polish Republic’s self-government in the perspective of the theory of centre-periphery. Some conclusions after research make it possible to show some phenomenon of political life such as: political fight between local and national political elites on politics of history; tensions between centre and periphery; shredded collective memory which is dependent of different spaces of local life; collective memory is overcomed by “privatisation and individualisation”.

In recent years, the autonomy of academics in many countries has been progressively undermined by a number of local, national and international developments. The purpose of this paper is to reveal how academic autonomy is being infringed. It aims also to critique the ways in which academics have been responding – both individually and collectively – to these infringements. Specifically, we argue that the ways in which academics have been defending against the erosion of their autonomy actually serves to further advance this process. We attribute this paradox to academics’ impoverished conception of professional autonomy and reassert a more robust conception and practice of academic autonomy as a means of remedying the situation.

<p>The developments of forest conservation Wildlife (SM) in Bentayan as flora and fauna ecology has created a conflict within the society and has negatively affected the wellbeing of the community in the area. The communities have used a lot of natural resources for their life. A development of Bentayan’s Wildlife Centre has been opposed by the community as the usage of various natural resources have been restricted after the development of the wildlife centre started. In order to solve the conflicts, many strategies have been employed. However, the expected outcome has not yet been achieved. Therefore, the current study provides a conflict resolution model approach to accommodate the interests of all parties, both society and government through the Natural Resources Conservation Center. The model was developed from narrative data that was collected through series of dialogues and negotiation process with both parties (community and agency/Centre) involving stakeholders and community members. This proposed model can be used as a framework for managing forestry and wildlife centre.</p>

Abstract:
Abstract Introduction The transportation of haemopoietic progenitor cells (HPC) from collection centre to transplant centre is a critical, but often overlooked process during allogeneic transplantation using voluntary unrelated donors (VUD). The policies of international donor registries support the rapid retrieval and infusion of HPC. However transplant centres are often challenged by transit times in excess of 24h when retrieving HPC from intercontinental collection centres. This single institutional retrospective study aimed to investigate if a prolonged transit time between collection and transplant centre impacted upon the rate of engraftment and overall survival of recipients of HPC collected from VUDs. Methodology A retrospective analysis of outcomes following an initial allogeneic transplant performed at our institution between 1987 and 2013 was conducted using institutional databases. The time to neutrophil and platelet engraftment and overall survival was compared between recipients of VUD transplants with HPC retrieved from collection centres located overseas (transit time of > 24h) (n = 241; BM n = 50, PBPC n = 191), recipients of unrelated donor transplants with HPC retrieved from collection centres within Australia (transit time of <8h) (n = 334; BM n = 112, PBPC n = 222) and recipients of related HPC collected at the transplant centre (n = 807; BM n = 320, PBSC n = 487). All HPC retrieved from local and intercontinental VUD collection centres were transported in rigid coolers containing refrigerated gel packs prior to 2003 or isothermal cooling inserts post 2003. The temperature was monitored and maintained by the courier at between 2 and 8oC. Results There was no significant difference in the days to neutrophil and platelet recovery (Table 1) between recipients of a VUD allogeneic transplant with HPC retrieved from a local collection centre compared with those recipients whose HPC was retrieved from an international collection centre. Retrieval and infusion of HPC from local collection centres is generally completed within 8h from collection whereas the interval from collection to infusion may vary between 24 to 90h when HPC are retrieved from intercontinental collection centres. Furthermore there was no significant difference in overall survival (Figure 1) of recipients of related donor allogeneic transplants performed without transportation of HPC and recipients of VUD allogeneic transplants whose HPC were retrieved from either a local collection centre or an intercontinental collection centre (Figure 1). Conclusion Our study demonstrated no adverse effect on neutrophil and platelet recovery, or overall survival resulting from retrieval of HPC (BM and PBPC) from collection centres with transit times in excess of 24h and with some international retrievals requiring up to 90h transit times. A previous study had reported higher mortality rates and delayed platelet engraftment following HLA matched unrelated donor BM transplants facilitated by the National Marrow Donor Program with an interval of greater than 24h between collection and infusion (Lazarus et. al, Biol Blood Marrow Transplant 15: 589-596, 2009). At our centre HPC (BM and PBPC) are retrieved by trained couriers that monitor and maintain the temperature between 2 and 8oC. This is in contrast to NMDP recommendations that BM is transported at ambient temperature. Our data suggest that all HPC should be refrigerated to between 2 and 8oC and the temperature monitored during transportation. In addition, the courier should be trained to re-establish the optimal temperature for transportation if the temperature deviates from the recommended range. Abstract:
The local motion adaptation at the basis of the motion aftereffect (MAE) can be expressed in a variety of ways, depending upon the structure of the test display (N J Wade, L Spillmann, M T Swanston Vision Research in press). This has been demonstrated with MAEs from induced motion: if adaptation is to two moving (Surround) gratings, an MAE is seen in the central grating if two gratings surround it, but in the flanking gratings when they are themselves surrounded in the test stimulus. We report two experiments in which the characteristics of the test display and of the local adaptation process have been examined. In experiment 1, five vertical gratings were presented during adaptation; the outermost and central gratings remained stationary and those flanking the centre moved laterally. The test display always consisted of three stationary gratings: either the central three or the lower three equivalent to the locations of the adaptation display. MAEs were only recorded in the Centre and not in the Surround, irrespective of whether the Centre or Surround had been exposed to motion during adaptation. MAEs in the Centre were in opposite directions, reflecting the influence of Surround adaptation. The influence of adapting motion in different directions was examined in experiment 2. The upper grating always received the same direction of motion during adaptation, and the lower grating was absent, stationary, or moving in the same or in the opposite direction. The results indicate that an MAE is visible in the upper grating only after differential adaptation between the upper and lower gratings.

Centred on the pilgrimage centre of Tārakeśvar, at its peak this network area covered much of southwestern Bengal, integrating disparate temples and economic centres. The essay calls special attention to the role of samādhis (burial monuments) in anchoring Daśanāmī monasteries (maṭhas) in the local landscape and also illustrates the challenge of documenting sites when these material markers have deteriorated, vanished, or been renovated.

Abstract:
Purpose – The aim of this paper is to investigate the link between store managers’ evaluation of how customers assess a shopping centre and their own evaluation of the centre and, based on that, the relevance of store managers in reflecting on and informing the management and marketing practices of the local shopping centre management. Design/methodology/approach – A conceptual model is developed based on the network and boundary-spanning theories. The model is tested using a Web-based survey of 217 managers, representing stores located in shopping malls, and by applying covariance-based structural equation modelling. Findings – The study reveals store managers to be engaging in a significant information-processing pathway, from customers’ evaluation of the shopping centre (as perceived by the store manager) to their own evaluation of the centre in terms of managerial satisfaction and loyalty. Research limitations/implications – The empirical study focuses exclusively on shopping malls and thus does not consider other shopping centre forms such as town centres and retail parks. Practical implications – This paper concludes that store managers have the potential to be informational boundary spanners and, thus, valuable resources to inform and give feedback to shopping centre management. Originality/value – The contribution of this paper is to provide a more complete understanding of the role of the store manager as an integral actor in the shopping centre in terms of informational boundary spanning between the retail organisation, the customers and local shopping centre management.

Abstract:
This paper gives insights into research conducted within the Writing Centre Exchange Project (WCEP), a research collaboration among three university writing centres in Sweden, Germany and Ireland, which focuses on organisational perspectives on writing centre work. WCEP rests on the theoretical framework of institutional work. Previous research, conducted in US writing centres, developed a model of institutional work in writing centres that includes specific Strategic Action Fields (SAFs) and collaborative learning as a means to interact with stakeholders. By using this model, WCEP has targeted ongoing institutional work intended to establish and sustain missions, goals and activities in and around writing centres. Drawing on participatory action research, WCEP explores the extent to which the institutional work at the three European writing centres correlates with the model. The main findings show that indeed the same strategic action fields are relevant, but furthermore, different subcategories emerge depending on the local context. This paper explores some of the subcategories that differ and draws conclusions for the institutional work of writing centre directors.

The Milo Pimatisiwin Project is a community-centred initiative of John Delaney Youth Centre in the Moose Cree First Nation community in the James Bay region, Ontario, Canada. This article describes the creation of this collaborative youth-centred project and how it re-centres Indigenous values and conception of health and wellbeing. The article begins with an overview of the Cree philosophy of milo pimatisiwin, “good and healthy living.” This sets the background for the focus of the article, namely the significance of sharing pimatisiwin teachings over the local youth radio station and within land-based initiatives. The study includes the project results and feedback from the youth engaged in the project. It also describes the Youth Services Director’s vision and leadership efforts to enhance culturally relevant programming at the Youth Centre. Finally, it discusses lessons learned in the project and suggests best ways to enhance wellbeing in community-engaged research initiatives. The aim is to privilege Indigenous people, their knowledge and experiences, and their critical role in decolonizing notions of health and wellbeing within research practices and community-centred initiatives.

AbstractBased on findings from three years of site-intensive fieldwork at the local level, this article presents evidence to suggest that binary governance frameworks like centre–local relations are insufficient to understand certain local regulatory outcomes in contemporary China. I seek to specify a distinct type of local governance that has been emerging in recent years, which blurs existing binary concepts. It can be distinguished along two main dimensions: ostensible structure and modalities of governance. Two cases are analysed to illustrate the ways in which it impacts local regulatory outcomes. The analyses point to the need for expanding our portfolio of approaches to understanding local governance in contemporary China.

Abstract:
New Zealand gardening histories are frustratingly brief when discussing the shift in garden retailing in the post-war period. Often, only a mere sentence or paragraph considers the introduction of garden centres. Architectural historian Paul Walker provides an excellent example, writing "Drive-in suburban garden centres spread everywhere and displaced older modes of garden retailing – the central-city garden shops, local nurseries, and probably a good many of the bread-and-butter mail-order businesses have gone." He then moves on to another topic. This paper looks at this shift in garden retailing through three of the earliest garden centres in the Hutt Valley: Zenith, Twiglands and Kents. Each business represents different developments in garden retailing: a nursery that converted into a garden centre, a purpose-built garden centre, and a garden centre with a café. These developments changed how people shopped for plants and garden supplies and evoked various responses from their neighbourhoods. Interestingly the question asked time and again was - do garden centres contribute to the public good? In addition to regular historic sources such as newspapers and advertisements, this talk uses unusual sources such as files from local councils, the Town and Country Planning Appeal Board, and the Shops and Office Tribunal.
