BackgroundPreviously, we demonstrated that radiation therapy (RT) combined with Bempegaldesleukin (BEMPEG;NKTR-214), a first-in-class CD122-preferential IL-2 pathway agonist, led to enhanced anti-tumor efficacy through a T cell-dependent mechanism. However, we observed only modest systemic responses to BEMPEG/RT across several murine tumor models. Therefore, we explored alternative approaches to improve systemic tumor-specific immunity. We evaluated whether intratumoral NKTR-262, a polymer-modified toll-like receptor (TLR) 7/8 agonist, combined with systemic BEMPEG treatment resulted in improved tumor-specific immunity and survival compared to BEMPEG combined with RT. We hypothesized that BEMPEG/NKTR-262 immunotherapy would promote synergistic activation of local immunostimulatory innate immune responses followed by systemic adaptive immunity to significantly improve tumor regression and overall survival.MethodsTumor-bearing mice (CT26; EMT6) received BEMPEG (0.8 mg/kg; iv), RT (12 Gy x 1), and/or intratumoral NKTR-262 (0.5 mg/kg). Flow cytometry was used to evaluate CD4+ and CD8+ T cell activation status in the blood and/or tumor (7 days post-treatment) and NK cell activity in the tumor (1, 3 days post-treatment). The contribution of specific immune subsets was determined by depletion of CD4+, CD8+, or NK cells. CD8+ T cell activity was determined in vitro by tracking apoptosis in an Incucyte assay. Data are representative of 1–2 independent experiments (n=5–14/group) and statistical significance was determined by 1-way ANOVA (p-value cut-off of 0.05).ResultsBEMPEG/NKTR-262 resulted in significantly improved survival compared to BEMPEG/RT. BEMPEG/NKTR-262 efficacy was NK and CD8+ T cell-dependent, while BEMPEG/RT primarily relied on CD8+ T cells. Response to BEMPEG/NKTR-262 was characterized by a significant expansion of activated CD8+ T cells (GzmA+; Ki-67+; ICOS+; PD-1+) in the blood, which correlated with reduced tumor size (p<0.05). In the tumor, NKTR-262/BEMPEG induced higher frequencies of GzmA+ CD8+ T cells exhibiting reduced expression of suppressive molecules (PD-1+, TIM-3+), compared to BEMPEG/RT. Indeed, CD8+ T cells isolated from BEMPEG/NKTR-262-treated tumors had greater cytolytic capacity than those from BEMPEG/RT-treated mice. CD8+ T cell expansion (blood) and activity (tumor) depended upon the initial NK response, as neither occurred in the absence of NK cells. BEMPEG/NKTR-262 uniquely induced the expansion of early and high effector NK cells.ConclusionsCombining BEMPEG with NKTR-262 lead to an early and robust NK cell expansion not observed in the BEMPEG/RT combination. The improved tumor regression and survival was dependent on the NKTR-262 driven expansion of NK cells. A clinical trial of BEMPEG/NKTR-262 for patients with metastatic solid tumors is in progress (NCT03435640).

BackgroundTumor cell death caused by radiation therapy (RT) can trigger anti-tumor immune responses in part because dying cells release adjuvant factors that amplify and sustain DC and T cell responses. We previously demonstrated that bempegaldesleukin (BEMPEG:NKTR-214, a first-in-class CD122-preferential IL-2 pathway agonist), significantly enhanced the anti-tumor efficacy of RT through a T cell-dependent mechanism. Because RT can induce either immunogenic or tolerogenic cell death, depending on a multitude of factors (radiation dose, cell cycle phase, and tumor microenvironment), we hypothesized that providing a specific immunogenic adjuvant, like intratumoral NKTR-262, a novel toll-like receptor (TLR) 7/8 agonist, to the tumor site would further improve systemic tumor-specific immunity by promoting synergistic activation of local immunostimulatory innate immune responses. BackgroundNKTR-262 is a small-molecule agonist of toll-like receptors (TLR) 7/8. Given by intratumoral (IT) injection, NKTR-262 is retained within the tumor microenvironment (TME) and promotes an immunostimulatory milieu and tumor antigen release. Bempegaldesleukin (BEMPEG) is a CD122-preferential IL-2 pathway agonist, which increases proliferation and tumor infiltration of CD8+ T cells and natural killer (NK) cells. Preclinically, NKTR-262 plus BEMPEG combined innate immune signaling and enhanced antigen presentation, with sustained T-cell activation, resulting in tumor growth inhibition of treated and abscopal lesions.MethodsThis phase 1 dose-escalation study enrolled patients with relapsed/refractory, advanced/metastatic solid tumors (REVEAL; NCT03435640). Patients received escalating doses of NKTR-262 (0.03 mg to 3.84 mg IT) followed 3 weeks‘ later by BEMPEG (0.006 mg/kg IV) q3wk utilizing a 3+3 design. The primary endpoint was safety and tolerability, including definition of the recommended phase 2 dose (RP2D). Other endpoints included antitumor activity, pharmacodynamics, and pharmacokinetics.ResultsAs of June 15, 2020, 36 patients were enrolled. One dose-limiting toxicity, transient transaminase elevation, was observed at the highest NKTR-262 dose (3.84 mg). The most frequent treatment-related adverse events were flu-like symptoms, fatigue, nausea, and pruritus, consistent with the known profile of BEMPEG. Early evidence of clinical activity was observed in patients with metastatic melanoma, with a disease control rate (partial response [PR] + stable disease) of 41.2% (7/17 patients), including two patients with PRs after progression on two prior immunotherapy regimens. Preliminary analyses showed dose-dependent induction of CXCL10 and type 1 interferon genes, consistent with TLR7/8 engagement. CD11c+ target cells were significantly more abundant in baseline melanoma biopsies than other tumor types (p<0.001). Induction of TLR7/8-responsive genes correlated with CD11c+ baseline density (p<0.05). Minimal TLR7/8-dependent changes in immune cell subsets or inflammatory cytokines were observed in peripheral blood, reflecting favorable TME modifications driven by retention of NKTR-262. Increased activation of CD4+, CD8+, and NK cells in blood were observed, consistent with BEMPEG mechanism of action.ConclusionsNKTR-262 plus BEMPEG led to engagement of the entire immune activation cascade required for systemic tumor clearance. Robust TLR7/8 engagement supported the NKTR-262 mechanism of action, while the minimal toxicity profile underscored the benefit of local delivery of NKTR-262, and the BEMPEG combination induced systemic activation of T and NK cells. These data support the RP2D of NKTR-262 (3.84 mg IT) plus BEMPEG (0.006 mg IV) q3w, and the initiation of the phase 1b dose-expansion phase, which is exploring concurrent dosing, with or without nivolumab, in relapsed/refractory metastatic melanoma patients.Trial RegistrationNCT03435640Ethics ApprovalThe study was approved by the institutional review board of each participating site.

The existence of this Geopark has opened up opportunities and become a great chance for local communities. Gorontalo province has the biggest potential natural resources for development; in this matter, we need local creativity to build efforts in special characters and also unique for itself. The Gorontalo Geopark is currently undergoing improvements for the development of MSMEs to create innovative products related to the Geopark and actively contribute to the local economic growth of the community. This study aims to understand the existence of geo products as part of MSMEs and find out how the strategy of geo product development for local economic growth can support the development of the Gorontalo geopark. This study uses a qualitative descriptive method with primary data collection techniques through observation, interviews, and secondary data obtained from the relevant agencies. The results showed that geo products are one of the first steps in developing MSMEs to improve the community's economy, although, in practice, there are still problems. In this condition, the local government must formulate a policy strategy for developing MSMEs through geo product, namely fixing the database, increasing community capacity, creating innovation, creating geopark branding, optimizing the use of technology, stakeholder collaboration also promotion strategy. This policy strategy is formulated so that the presence of geo products can support the Gorontalo geopark in improving community welfare.

Abstract:
262 Background: Stereotactic body radiation therapy (SBRT) permits precise delivery of 1-5 high doses of radiation to liver tumors with low risk of toxicity. This study aims to evaluate local control and overall survival (OS) in patients treated with SBRT for primary and metastatic liver lesions. Methods: From 2006 to 2010, 62 patients with 106 liver lesions (71 metastatic, 35 primary) were treated with SBRT. Lesions were most commonly from primary hepatocellular carcinoma (29%), or colorectal (23%), breast (8%), or esophageal metastases (8%). Patients were heavily pretreated: 51% received ≥1 prior form of liver-directed therapy and 54% received ≥1 prior systemic therapy regimen. The number of active hepatic lesions at the time of SBRT was 1 in 49%, 2 in 23%, 3 in 22%, and ≥4 in 7%. Of the metastatic lesions, 42% were accompanied by active extrahepatic disease. Of the primary liver lesions, 69% were Child-Pugh class A, 26% class B, and 6% class C. Median gross tumor volume (GTV) was 8.8 cm3 (range 0.2-222.4). Median biological equivalent prescription dose (BED10) was 100 Gy (42.6-180). The majority of patients received either 3 or 5 fractions (47% and 48%, respectively). Results: Median follow-up for all lesions was 18 months (4.6-46.8). Local tumor control was observed in 92/106 treated lesions with 1- and 2-yr local control rates of 88% and 74%. No correlation was found between local control and lesion type (primary vs metastatic), lesion size, or prior liver directed therapy. Median survival for all patients was 25.2 months, with 1- and 2-year OS of 81% and 52%. Survival was longer among patients with metastatic lesions compared to primary lesions (2-yr OS 63% vs 29%, HR 0.46, p=0.02). The number of active hepatic lesions was an independent prognostic factor for survival (HR 1.77, p=0.002). For patients with metastatic liver lesions, the presence of active extrahepatic disease yielded significantly worse survival (2-yr OS 37% vs 83%). Among HCC patients, a lower CLIP score was associated with improved survival with 2-yr OS of 55% for CLIP score 0, 44% for score 1, 17% for score 2, and 0% for score 3. No patients experienced RILD. Conclusions: Treatment of liver tumors with SBRT provides excellent local control, necessitating further improvements in systemic therapy. No significant financial relationships to disclose.

Transparency is a challenge for public administration reforms for now and beyond towards modern and better governance. The economic crisis that occurred has led to a large erosion of public confidence in the effectiveness of government financial management. This study aims to analyze the key elements of local government transparency in new public governance. The research data was obtained through financial reports on local government websites. The sample selection technique used purposive judgment sampling and yielded a total of 262 local governments in Indonesia. The analytical method used is logistic regression analysis. The results showed that key elements, reflected by the local government size and local financial independence ratio, had a significant influence on the implementation of internet financial reporting, while audit opinions do not have a significant effect. This is due to changes in public perception of the quality of audit opinions provided by the Audit Board. This study emphasizes that local governments that receive a fair or unfair audit opinion cannot prove with certainty that the local government has performed good or poor financial management. Audit opinions obtained by local governments do not always facilitate the publication of financial statements on their official websites.

Abstract:
Contemporary studies in ecclesiology cover a range of issues and contexts. Studies in ordinary theology also deal with a diversity of doctrines. There is, however, no substantial study of ordinary ecclesiology, that is, the understanding of church by ordinary members individually and by local churches congregationally. My personal and professional context is that of an ordained Anglican. In the light of this the study addresses this gap in knowledge by exploring the ordinary ecclesiology of a Church of England congregation. It is an example of an ordinary ecclesiology contributing a thick description (Geertz 1973) of a particular congregation to studies of church. The focus on ecclesiology is driven by issues raised in the literature review which demonstrate that the mainstream denominations in Britain face particular challenges such as numerical and influential decline. The study is based on a two year ethnographic study of a commuter village church in a united benefice of four churches. The ethnographic study, based on participation in and observation of the church on a weekly basis, includes interviews, conversations, a focus group and an examination of the written data generated in the church (web-site; publicity; church newsletters; magazines; documentation). This qualitative data is analysed using a form of interpretive dualism (Soja 1996) which emerged as an appropriate method during the research. Three binary pairings describing ways of thinking about church are used: instrumental – ontological; temporal – transcendent; patron – subscriber. The research demonstrates how this local church goes about theological thinking on the idea of church and reveals the content of that thinking. The study concludes that ordinary theology is present in the local church but that it is largely unacknowledged as such and is mainly a personal or individual enterprise. The implications of this are discussed. That discussion concludes that ordinary theology needs to be seen as the task of the whole λαός of God rather than the task of the laity and that in order to do this the local church needs to be re-imagined as a theological community where theological thinking is encouraged and resourced. This discussion centres on the importance of ecclesiology as a key doctrine in the Church of England’s contemporary context. The study therefore makes a contribution to knowledge by identifying and articulating what the ecclesiology of a local church looks like. It contributes to and challenges current practice by proposing rethinking the nature and purpose of the local church.

A comparative study across parishes (basic levels of ecclesial life, chosen for their multitudinist character) conducted over two periods in the same places to measure the progress of ecumenical practices and the concept of unity being developed. Its three parts discuss : (1) results by city ; (2) the progression of ecumenism by theme, i.e., common prayer, encounter groups, mixed-faith marriages, and the more recent Alpha Courses ; and (3) related complexcity issues : the form of unity being sought, and the implications on sacraments. Ecumenism continues to expend at local levels. It is marked by the strong emphasis placed on the brotherhood of Christians of all churches, whose ultimate realization is sought through reciprocal Eucharistic hospitality. This ecumenism also manifests the need to preserve faith identity, a concern that is interpreted as not separating, yet leads to mistrust any proposal of institutional unity

La investigación se considera relevante desde el punto de vista científico; por el desconocimiento de cómo registrar, falta de capacitación, los inconvenientes en la ejecución de sus respectivos presupuestos, la no identificación de los problemas por errores de digitación, el cambio de personal cada vez que un Alcalde es elegido, la ausencia del control de calidad de la información y la inexistencia de manuales de procedimientos de registro de operaciones y contables, en el Sistema Integrado de Administración Financiera (SIAF). Teniendo en cuenta los problemas encontrados, se propuso contribuir con el mejoramiento del desempeño del usuario operador del Sistema Integrado de Administración Financiera en la Municipalidad Distrital de Pucará, del departamento de Cajamarca, 2013, desarrollando para ello un Instructivo del SIAF para Gobiernos Locales facilitando así el manejo a los operadores asegurando la elaboración y transmisión de Estados Financieros y sus anexos a la Dirección Nacional de Contabilidad Pública. Como resultado concluimos que el planteado Instructivo ha permitido ayudar en el registro de las operaciones portando la absorbencia de las dudas a los operarios, que se tenían en cuanto al ingresar el nuevo proyecto modificado una vez ya enviado el Presupuesto Inicial de Apertura, por ende el instructivo es de gran implicancia, asimismo se propone como recomendación que el estado brinde más de estos instructivos para que de manera más fácil se puedan guiar para el registro de la información.

Abstract:
This thesis explores the pattern of relationship of local government institutions in Pakistan with the higher level of governments, particularly with the provincial governments, under whose jurisdictional purview they fall. Pakistan is a federation where the provinces are empowered to legislate on various aspects of the working of local councils. Despite being a provincial subject, the influence of the central government under both the military and civilian regimes has also been immense. To analyse this, field work was undertaken in two provinces of Pakistan (the Punjab and the N-W. F. P). In each a district was selected (Gujrat and Mardan respectively) and the working of their municipalities and district councils were studied in the context of the impact of party-politics, the administrative control exercised, and the implications of financial decisions taken by the higher levels of government. Part one of the thesis describes the origin and development of local government in the South Asian sub-continent, particularly an analysis of the initiatives taken for their growth by military and civilian regimes during the years preceding independence. Part two consists of the case studies of four local councils and an analysis of the provincial-local government relations under the present Local Government Ordinance of 1979 introduced by General Mohammad Zia-ul Haque. Part three reflects the concerns and recommendations of experts and those involved in the working of local government in Pakistan. The conclusions drawn from the thesis material show that, though local government institutions have been operating in an environment of political expediency and without assistance from the general political cultural background, they have been able to make positive contributions to the development of democracy and to the provision of local services for the general welfare of the people. Local government in Pakistan has suffered from gaps between theory and practice, public statements and practical realities, and a pervasive political context which has neglected the development of services. There has been a tendency to proclaim the virtues of local government in theory and to make promises to support local institutions but in practice to do much less and to continue with practices which do not enable local government and its services to flourish. The clearest exemplification of this is that periods of martial law, where democracy at a national level has been imperilled, have seen the positive encouragement of local government and local democracy as a means of gaining popular support for the regime. In contrast, in periods of democratic central government, local institutions have proved to be obstacles to central authority, and they have been neglected or abused in favour of a more bureaucratic mode of governing. Both military and civilian rulers have manipulated local institutions for their own benefit. The outcome has been that the relationship between centre and provinces and the provinces and the local institutions has never been balanced or fully articulated. At the local level, as illustrated in the case studies, the consequences has been a lower level of civic amenity than is either desirable or what local persons know is practicable with a more stable institutional base. The past record of the cases studied shows that, despite the impact of local and national politics, real progress had been made in services and in developing local democracy

Selected area and Kikuchi diraction patterns, traditional bright eld and dark eld imaging techniques in electron microscopy as well as high resolution TEM and STEM techniques, together with electron backscattered electron diraction technique have been used to study the domain structures, local crystallography and atomic structures in PZT-based materials. Reliable EBSD mapping of 90 degrees domains in a tetragonal Pb(Zrx; Ti1-x)O3 with x = 0.5 ferroelectric perovskite has been achieved for the rst time, together with reliable automated orientation determination from TEM-Kikuchi patterns. This has been used to assess the local crystallography of domains by determining misorientation angles at 90 degrees domain boundaries and thus local c/a ratios. In most cases, a good agreement is found between local c/a ratios and global measurements by X-ray diraction, but some clear discrepancies have also been found suggesting that real local variations are present, perhaps as a consequence of compositional inhomogeneities. The details of the domain structure of the incommensurate antiferroelectric struc- ture in La-doped zirconium-rich lead zirconate titanate have been revealed in detail for the rst time. The structure is dominated by 60 degrees domain boundaries close to {101} planes of the primitive perovskite cell; and tilts of the perovskite sublattice of about 0.5 degrees are also noted at such boundaries consistent with a small tetragonal distortion of the primitive cell. Within each domain a streaked nanostructure is revealed under weak diraction conditions perpendicular to the long b-axis of the incommensurate supercell, which appears to be a consequence of planar faulting perpendicular to this b-axis. 90 degrees domain boundaries are also observed but are less frequent than 60 degrees boundaries and in con- trast to previous reports, these often have rather curved and irregular boundary planes. The atomic arrangement of these 90 degrees boundaries was studied by aberration corrected HRSTEM. Dierent stackings and periodicities were identied.

Abstract:
This dissertation is an evaluation of some of the basic assumptions of the literature on governance and their utility for understanding a specific case - that of Mexico. It argues that Mexican municipalities, like their counterparts in Europe and the United States, have experienced a change towards a way of policy-making based on broader policy-networks, fragmentation in governmental and societal bodies, participation of an increasing number of self-organised actors, and the resulting blurring boundaries between the public and private spheres. Mexican urban municipalities are evolving from traditional patterns of governmental interventions to dynamisms of local governance. This shift, however, has taken place in an uneven way, shaped by factors such as the complexity of urban problems, the political alternation, the federal policies on transfers, the different policy areas and issues, the looseness of networks and the way in which they operate. As a result, Mexican local governance has been developed in policy sectors that have a high legitimising potential or that are in great need for citizens’ resources. This has generated a picture of ‘patches’, where stronger policy networks and citizens’ involvement in policy-making coexist with traditional governmental mechanisms. The dissertation is a contribution to the differentiated accounts of local governance recently developed, which use diverse contexts to argue that there is not a ‘one size fits all’ form of governance. It is a reconsideration of the importance of local contexts in shaping policy-making through networks, as opposed to the initial context-free governance understandings. The conclusion recognises the relevance of the main arguments of governance literature. The thesis makes use of empirical evidence gathered in three urban municipalities. It employs qualitative methodological criteria, discussed in the methodological appendix. The main research techniques used were elite interviewing and documental analysis.

The President appoints provincial governors among other duties, to coordinate development planning and implementation at the provincial level. This paper seeks to examine the appointment and role of a provincial governor and in that way establish the extent to which such appointment and role hinder or enhance representative and participatory democracy, accountability, devolution and empowerment, as ideals of decentralization. This contribution examines provincial governance in Zimbabwe as part of the local government system.

La disciplina relativa ai servizi pubblici presenta molteplici risvolti giuridici, contrattuali e di responsabilità che in passato hanno dato luogo a numerosi dubbi interpretativi anche in giurisprudenza, oltre che a soluzioni assai controverse. Tale normativa ha subito nel tempo una lunga evoluzione a partire dalla Legge n. 142/90, passando poi rispettivamente attraverso la Legge n. 205/2000 e la 448/2001, per poi approdare al Decreto legge n. 269/2003 convertito con Legge n. 326/03. Peraltro il disegno normativo è stato interessato da un recente ennesimo intervento ad opera della finanziaria del 2004 (Legge n. 350/03) che ha provveduto a completare ed integrare la riforma del settore. Come è facile notare la disciplina in oggetto abbraccia una normativa corposa che, inevitabilmente, ha risentito dell’introduzione di norme più volte modificate che non hanno offerto certezza di comportamenti giuridici lasciando, tra l’altro, agli enti locali grossi margini di discrezionalità, spesso non utilizzati in modo giuridicamente corretto. E’ evidente che il profondo mutamento della concezione di tali servizi, si è sostanziato, nel passato più o meno recente, in una sempre più incidente diminuzione dell’intervento pubblico a fronte di una presenza massiccia del privato nell’espletamento di quelle attività che caratterizzano il settore. E bene questo lavoro, se da un lato nasce dall’esigenza di comprendere quali siano state le cause del fenomeno cosiddetto di “privatizzazione” dei servizi pubblici, dall’altro è stimolato dalla necessità di indagare sugli effetti dell’esercizio di tali servizi da parte degli enti territoriali, a scapito del ruolo tradizionalmente assegnato in materia alla potestà statale... We propose a set of postulates and provide a representation theorem that characterizes the proposal. Abstract:
A new efficient implicit scheme, based on the second-order time and spatial difference algorithm for solving steady flow by using time-marching Navier-Stokes equations, was developed for predicating turbine cascade flows and heat transfer. The difference scheme comprises an explicit part in the intermediate time-step and an implicit part in the local time-step. The viscous flux-vectors are decomposed to simplify the flow calculation in the explicit step. The time difference terms are expressed in terms of the viscous dependent terms which appear in the diffusion terms in the form by adding eigenvalues of viscous flux matrices into the time derivation term. In the presently proposed scheme, the two-sweep procedure is used in the implicit step instead of employing a traditional matrix operation to save the computational time. This method has been used to calculate the flow around C3X and VKI cascades. The computed results were compared with experimental data as well as with other published computations. The comparisons for both surface pressure and heat transfer coefficient showed good agreement with the experiments.

O crescimento desordenado das cidades, sem o devido planejamento urbano e o aumento significativo de veículos, ocasionam alguns prejuízos na qualidade de vida das pessoas. Somado a isso, observa-se uma escassez de locais públicos destinados ao lazer e à prática de atividades físicas na maioria das cidades brasileiras. Locais impróprios para esta finalidade são utilizados pela população por falta de alternativas, como é o caso do canteiro central na BR-262 em Cariacica-ES. O objetivo desta pesquisa é comparar os níveis de pressão sonora aferidos no local com os valores estabelecidos pela NBR 10.151. Para isso, foi realizada a medição em 5 pontos da via e simultaneamente a contagem de veículos e pessoas que transitavam no local. Os resultados apresentaram LAeq superior a 76 dB(A), expondo a relevância do estudo para a avaliação da qualidade acústica dos espaços públicos destinados ao lazer e à prática esportiva, além de fornecer dados para melhorias em diversas cidades.

This paper examines the effect of intergovernmental fiscal transfers on the fiscal behaviour of local governments in Ethiopia for the period 2004-2018. The empirical findings suggest that central government grants bolster state-level employment and expenditure. However, grants from the central government to states do not crowd out state-level revenue collection. Hence, this paper argues that fiscal decentralisation in Ethiopia has mostly, at least in theory, taken the form of devolution of the power to tax and spend public money. However, on average state-level revenue can only finance up to 26 per cent of their annual expenditure. As a result, fiscal federalism in Ethiopia appears to be a form of delegation of spending responsibilities. It has to be considered in the context of a decentralised tax system, but with a transfer scheme and political hierarchy. The results are found to be robust to alternative econometric estimation techniques.

Abstract:
Environmental cracking processes are caused by the synergistic interaction of a corrosive environment and applied service stress (mechanical contribution) with a susceptible pipeline material. Stress corrosion cracking (SCC) is one form of environmental cracking. Current understanding of the processes associated with SCC suggests that cracks proceed through a continuum of events leading to final failure. In the "life" of a crack, cracks initiate, proceed through a period of growth, link with other cracks to produce a critical defect size that can then cause the failure of the pipeline. The relative contributions of environmental, mechanical, and material factors will depend on where a crack is in its "life". The objectives of the project are to improve the understanding of the role of the local soil environment in the development and growth of neutral pH stress corrosion cracking of line pipe steels and to develop a risk-based model to help prioritize SCC site selection based on soil classification.

California’s Local Control Funding Formula (LCFF), signed into law in 2013, centers equity as a key to increased and improved services for three targeted student subgroups, including English Learners (ELs), low-income students, and foster youth. As a component of LCFF, districts develop Local Control and Accountability Plans (LCAPs) to specify their goals and strategies for using LCFF funds for equity and continuous improvement purposes. The California Model Five by Five Grid Placement Report (Spring 2017 Dashboard) included the Five by Five Placement Grid, a key function of which is to identify the needs of diverse ELs. The Dashboard and the LCAPs are two policy mechanisms with great promise in combining school finance and accountability reform to promote equity and coherent state-wide. In this report, Lavadenz and colleagues review the EL policy context and examine the connection between the two contemporary policy mechanisms in California, namely the Year 4 LCAP and the California Department of Education’s Accountability Model (Spring 2017 Dashboard). The authors use a sample of 26 California school districts with high numbers/percentages of ELs and conclude that California’s current accountability system diminishes the urgency to respond to educational needs of the English Learner subgroup and undermines the equity intent of the LCFF. Few promising practices and assets-based approaches were identified in the LCAPs, and there is minimal mention of metrics focused on EL outcomes. The authors provide recommendations at state, county office of education and district levels.

Abstract:
This case study explores the 2018–22 implementation of a national community-based surveillance (CBS) programme in Sudan. The programme was designed to meet critical needs of the existing health surveillance system. It aimed to empower communities to detect and contain public health threats, improve relations between communities and their local health system, and involve villages in rural areas. Federal, state, and locality (district) staff attended CBS workshops before recruiting and training community volunteers. Over 8,000 volunteers across 11 states were recruited. The volunteers alerted staff to priority syndromes for communicable diseases as well as local events with public health implications (e.g., natural disasters, conflict-induced displacement, food insecurity). Lessons learnt can be used to increase understanding of large-scale CBS programmes and to identify opportunities to strengthen new and existing programmes. This study explores the pivotal role of Indian state governments in shaping urban development, contributing nearly half of the capital expenditure from 2011 to 2018. Examining five diverse states—Kerala, Madhya Pradesh, Odisha, Rajasthan, and Tamil Nadu—during the 2021-22 to 2023-24 period, the research reveals a recent surge in attention and financial commitment to urban development. Despite constituting 1-5% of total expenditures, centrally sponsored schemes (CSSs) have emerged as a crucial budgetary component, aligning state priorities with CSS agendas, particularly in infrastructure development. The nuanced strategies of state governments, observed in the emphasis on CSSs and state schemes, underscore the existence of channels translating local demand into the budgetary process. Noteworthy variations among states—Madhya Pradesh’s focus on CSSs, Odisha’s significant investment in state schemes, Rajasthan’s substantial transfers to Urban Local Bodies (ULBs), Kerala’s unique approach with diversified state schemes, and Tamil Nadu’s ambitious plans for urban infrastructure loans—highlight the need for context-specific governance approaches. This study provides valuable insights into the evolving landscape of urban development in India, laying the groundwork for informed policy discussions and strategic interventions.

The purpose of this study was to understand the infrastructure that states have built for leadership-relevant professional learning by identifying the long-term leadership development initiatives supported by states and analyzing their purposes, target audiences, and scope. We conducted a scan between March and May of 2023 using search engines, state department of education websites, and other web-based documents. We found that at least 26 states support ongoing statewide leadership development initiatives to build the knowledge and skills of in-service leaders. This report provides examples of different states’ initiatives related to each of these functions. It also briefly addresses the federal, state, and local funding sources that states draw on to develop and sustain these initiatives.

The significance of this project is that it promotes a collaborative and multidisciplinary methodology that works with community groups to advocate to corporate entities for a wider social and environmental awareness of specific sites. This paper aims to explain the processes and findings of the project to date through both its successes and failures. It also proposes the possibility of the methodology being transferred to undergraduate and post-graduate study as a tool to promote multi-disciplined collaborate project briefs that focus on community well being.

In 2021, California committed to providing universal prekindergarten (UPK) for all 4-year-olds and income-eligible 3-year-olds by 2025–26. UPK includes several early learning programs, including transitional kindergarten (TK), the California State Preschool Program (CSPP), Head Start, and expanded learning opportunities to provide full-day early learning and care. TK is the only UPK program that is free and universally available as part of California’s public education system. Offered by local education agencies (LEAs), TK currently serves all 4-year-olds who turn 5 between September 2 and December 2 and will expand to all 4-year-olds by 2025–26. The legislature also made new investments in CSPP, a program for income-eligible 3- and 4-year-old children. Funding for CSPP is provided by the state through grants to both LEAs and community-based organizations. This report provides a snapshot of 1,108 LEAs’ initial plans for UPK expansion through the analysis of a survey administered by the California Department of Education in August 2022. Key findings provide insights into LEA plans for service delivery models, facilities and transportation, instruction and assessment, workforce development, school leader development, and technical assistance needs.

Abstract:
This open file reports geochemical data for stream and groundwater samples collected around the Casino porphyry Cu-Au-Mo deposit, one of the largest and highest-grade deposits of its kind in Canada. The calc-alkaline porphyry is hosted in a Late Cretaceous quartz monzonite and associated breccias in the unglaciated region of west central Yukon. Water chemistry around the deposit was investigated because: (i) the deposit has not yet been disturbed by mining; (ii) the deposit was known to have metal-rich waters in local streams; and (iii) the deposit has atypically preserved ore zones. Stream water samples were collected at 22 sites and groundwater samples were collected from eight sites. Surface and groundwaters around the Casino deposit are anomalous with respect to Cd (up to 5.4 µg/L), Co (up to 64 µg/L), Cu (up to 1657 µg/L), Mo (up to 25 µg/L), As (up to 17 µg/L), Re (up to 0.7 µg/L), and Zn (up to 354 µg/L) concentrations. The stable isotopes of O and H of the groundwaters are essentially identical to the surface waters and plot close to the local and global meteoric water lines, indicating that the waters represent modern recharge, consistent with the generally low salinities of all the waters (total dissolved solids range from 98 to 1320 mg/L). Sulfur and Sr isotopes are consistent with proximal waters interacting with the Casino rocks and mineralization; a sulfide-rich bedrock sample from the deposit has delta-34S = -1.2 permille and proximal groundwaters are only slightly heavier (-0.3 to 3.1 permille). These geochemical and isotopic results indicate that surface water geochemistry is a suitable medium for mineral exploration for porphyry-style mineralization in the Yukon, and similar unglaciated regions in Canada. The atypical geochemical signature (Mo, Se, Re, As, Cu) of these types of deposits are typically reflected in the water chemistry and S isotopes provide a more local vectoring tool.
