Coastal ecosystems and coastlines are subject to intense pressure, caused by growing human activity and climatic trends that are sometimes irreversible. In Mauritania, the coastal zone is home to 47% of the country's population (mainly in Nouakchott and Nouadhibou) and concentrates almost 80% of the industrial infrastructure on which 98.4% of the country's exports depend.Therefore, more than other countries in the sub-region, rising sea levels are putting a large part of Mauritania's population, infrastructure, ecosystems and maritime resources at risk. Indeed, the vulnerability of Mauritania's coastline no longer needs to be demonstrated. The IPCC has cited this area of the West African coast as one of the very first to suffer from marine submersions in the near future.In view of the importance of this potential for Mauritania's economic structure and the risks affecting it, particularly those linked to climate change, we rise the subsequent problematic: what governance should be put in place for the Mauritanian coastline, specially by the State, local authorities and Mauritania's partners?It is in this context that this thesis aims to the following questions: (i) What are the vulnerable areas on the coast and what are the various threats? (ii) What are the existing methods of managing the coast and how can they respond to the ever-increasing constraints caused by climate change and its interactions with human activity?Given its complexity, the size of Mauritania's coastline and the diversity of stakeholders with conflicting interests, improving coastal governance must be based on consultation, transparency and equity. This requires a legal framework and appropriate consultation, coordination and cooperation mechanisms. Management, research, observation, information, communication and monitoring & evaluation capacities must also be consolidated and strengthened.The results obtained will contribute to (i) improving knowledge about the Mauritanian coastline; (ii) establishing sustainable and appropriate management of the coastline; (iii) contributing to the fight against climate change.Key words: Governance, Coastline, Climate change, Mauritania

This PhD Thesis on shoreline changes in western African sandy coasts from Mauritania to Guinea Bissau is a contribution to the “Prospective review of the long-term coastal environment changes in western Africa”, scientific research component of the Regional Coastal and Marine Conservation Program for West Africa (PRCM). Its main objective was to highlight and measure erosion and accumulation processes occurred over several decades on the sandy shores from Mauritania to Guinea Bissau at regional and local scales. The comparison of the instantaneous waterline and the vegetation line positions extracted from multi temporal Landsat images by density slicing or classification with the ISODATA algorithms indicates a regional progradational trend of highly mobile coastal forms like sandy spits, small islands and beach barrier associated with the estuarine systems from Senegal to Guinea Bissau in spite of localized erosion cases. The local analysis focuses on four sites located along the Mauritanian and Senegalese shoreline (Nouakchott area, Ndiago - Saint-Louis, Bargny - Yene-sur-mer, Mbour - Pointe Sarène) and approximately stretching over 67km. It is primarily based on digital processing and interpretation of aerial images in a GIS. Thereby the study of the spatial and temporal evolution of the position of selected shoreline indicators (high water line or upper beach limit) reveals that 47km (70 %) of the studied coastline are eroding and only 20 km (30 %) are prograding

Well studied in its coastal border where previous researches concluded that the neolithic discovered there was a specific littoral one, the continental regions of the north west of mauritania remained archaeologically unknown. New researches unertaken in a coastal part of this region (Aneitir) and in contigous continental regions (Tjirit) reveal a neolithic culture which is contemporaneous and presents a lot of common features with the archaeological sites of the mauritanian northern coast. The very high density of large settlement sites of sedentary or semi-sedentary groups in the tijirit reflects the importance of the neolithic populations of the region which climate remained favorable untill a recent period (after 3 000 years bp) and allowed a late prehistoric human occupation. The agneitir region in which settlement sites are almost absent was regularly frequented for short duration by small groups coming from continental regions to exploit sea ressources (mainly shellfishes). This activity is the origin of the numerous accumulations of shells during the nouakchottian marine transgression and, mainly, the Tfolian (starting from 4 200 years bp) but is was only an additional mean of subsistance. The extension area of a both littoral and continental neolithic culture is then going to be outlined in the north west of mauritania. Its origins (probably from the north) are not yet precise : evidence of notable human occupation anterior to middle holocene are very rare and tenuous in the region which study gave evidence of pre-ogolian dunes and allowed to conclude that the local deposits dating from middle pleistocene (the Tafaritian) are not of marine origin as previously assumed
