This article introduces the Special Issue, ‘Transforming Cultures? From Creative Nation to Creative Australia’. Taking its historical reference point from the 1994 national cultural policy Creative Nation, it outlines the issue’s theoretical foundation in the field theory of Pierre Bourdieu, while also signalling field theory’s limitations in relation to transnationalism, ethnic heterogeneity and Indigeneity. This introduction addresses the specific conditions that require an approach that takes full account of the endogenous and exogenous factors influencing the constitution of culture in Australia from Creative Nation to its 2013 successor national cultural policy, Creative Australia, to the present day and beyond. Finally, the issue’s articles, which cover the broadcast media, sport, music, literature, heritage, and Indigenous art fields, are outlined, as are their contributions to advancing understanding of the key social and policy issues shaping the present conditions and future possibilities of Australian cultural fields in the process of transformation.

Abstract This article concentrates a query as to the facility of current transnationalism in coming to grips with Cold War culture as a world phenomenon bound by both time and space. On the one hand we confront its forceful synchronicities, inspiring but also requiring aesthetic congruities across substantial, sometimes hitherto unrelated portions of the world, and, on the other, its calculated silencings and censorship, enforcing asynchrony and differentiated cultural production, readerships and aesthetic formations on polarised political ground. Exploring little-traced, transverse literary connections between postcolonial Australia and the metropolitan Second World, this paper foregrounds the dissident practices of mid-century poetry, centring the work of settler Australian communist poet Dorothy Hewett. Can such transverse valency help us displace the moribund bipolar model of the cultural Cold War, in favour of a more worldly poetics of disruption, able to speak to the as-yet unrealised utopic horizons that propelled the conflict?

Abstract:
Taking issue with associations between American literature and identity politics, this essay argues that to remap the culture of the United States in global terms is to problematize its exemplary and exceptionalist qualities and recognize inherent transnational frictions. As an example of this, the writings of Emerson and Thoreau in the 1840s are situated in relation to conflicts over the Oregon Territory, so that their textual designs come to seem less abstract or Neoplatonic than aggressively nationalistic. To restore a sense of the spatial problematic to American literature is to interrogate its more traditional integration within a temporal dimension of prophetic destiny. The essay concludes by suggesting that reexamining American allegories of interiority through pre-Romantic theories of spatial formation effectively produces a different perspective on texts that have become naturalized as examples of liberal self-reliance and institutionalized as types of classic American literature.

Abstract:
This thesis focuses on the production, circulation, and reception of contemporary Middle Eastern literatures in Britain and the United States. I'm particularly interested in the novel form, and in assessing how both translated Middle Eastern novels and anglophone novels by migrant writers engage with dominant Anglo-American discourses of politics, gender, and religion in the region. In negotiation with Edward Said's Orientalism, I develop a materialist postcolonial critical model to analyse how such discourses undergird publishing and marketing strategies towards novels by Ibrahim Nasrallah, Hisham Matar, Yasmin Crowther, Orhan Pamuk, and others. I argue that as Middle Eastern novels travel, whether via translation or authorial acts of migration, across cultures and languages, they are reshaped according to dominant audience expectations. But, I continue, they also retain traces of their source cultures which must be brought to the surface in critical readings. Drawing on the work of David Damrosch, Pascale Casanova, Franco Moretti, and Aamir Mufti, I thus develop a reading practice, what I call 'post-Orientalist comparatism', that allows me to read past the domesticating strategies framing these novels and to newly reveal their more local, thus potentially transgressive, takes on Middle Eastern socio-political issues. I cumulatively suggest that Middle Eastern novels in English formally embody a dialectic of 'East' and 'West', of the local and the global, thus have important implications for our understanding of the English and world novel traditions. I conceive of my thesis as a dual intervention into the fields of postcolonial studies and world literature. I am primarily concerned to reorient postcolonial theory around questions of Middle Eastern literary and cultural production, areas that have been traditionally neglected due to an entrenched, but unsustainable, anglophone bias. To do so, I turn to the work of Edward Said, and rethink the foundational problematic of Orientalism with an eye towards political, material, and cultural developments since 1978, the year in which Orientalism was first published, and towards the unique transnational positionality of the genre of the Middle Eastern novel in English. I also turn to theorists of world literature such as David Damrosch in order to develop a reading practice thoroughly attentive to issues of circulation, but, along the lines set out by Aamir Mufti, seek to interrogate their work for its occlusions of the impact of orientalist discourse in the historical development of the category of 'World Literature'. My thesis thus not only draws on postcolonial and world literary theory to analyse its object, the Middle Eastern novel in English, but also demonstrates how proper attention to this object necessitates a theoretical recalibration of these fields.

Abstract:
This thesis explores, from an anthropological perspective, the settlement of Karen people from Burma now living in Brisbane. It critiques settlement constructs reified by public policy and settlement model-building using narratives of the lived experience of settlement. It gives voice to a typically voiceless group of people and challenges traditional conceptions of people with refugee backgrounds as passive and vulnerable, by bringing their experiences from the periphery to the centre. It explores transnationalism, identity work and Karen organisations to demonstrate how settlement can be done both to people through policy and by people through agency and self-determination.

Abstract:
The aim of this thesis is focused on demonstrating the strong influence that Galician immigrants exerted on the Argentinian society at the beginning of the 20th century. In this transatlantic literary study, the bonds between the old and the new continent will be established by analysing some of the authors who became affected by immigration and exile conditions: Xosé Neira Vilas, Luis Seoane and Alfonso Rodríguez Castelao. The thesis will also examine the Argentinian literature related to immigration, and how some relevant authors accepted or rejected stereotyping. Both views, the one from exiles and the one from local authors, were blended in order to study the mutual influence that both cultures have had upon each other. There has not been much research regarding literary links between Galician and Argentinian authors, therefore the main purpose of this work is to search for connections among different writers from both sides of the Atlantic. In addition, the thesis analyses the importance of mainstream ideas such as nation, transnationalism and transculturation, and how these concepts have changed throughout history due to common experiences of migration and exile.

Abstract:
Blacks who have descended from the nineteenth century Atlantic slave trade have historically debated and worked to claim a sense of cultural identity that reflects their African heritage and their identity as diasporic. I am particularly interested in how people of the black Atlantic claim their multiple identities since, for people of a diaspora, one main factor is the fact that they inhabit multiple spaces but cannot call any home. How does transnationalism become a better way to describe the cultural identity of those in the "black Atlantic" since these people have to create new or adapted identities as they move from place to place? For Paul Gilroy, the "black Atlantic" applies to people who descended from slaves forced to come to New World (19). In a sense, slavery is a major part of African diasporic history, but I would claim that as time has progressed and people of this lineage came to find homes in the Caribbean, America, and Europe and they have not lost their heritage. Instead, they have retained these identities in a transnational sense. Multiple cultural identities become integrated into each transnational individual, making each person unique to his or her culture without losing sight of his or her common heritage. I explore these identity formations through a close reading of The Butterfly's Way: Voices from the Haitian Dyaspora (sic) in the United States (2001), a collection of short stories, poetry, and personal accounts from Haitian diaspora in the United States, whose stories delve into the issue of transnational identity. The idea of diaspora as read in the text of The Butterfly's Way emphasizes that the more fluid and encompassing terms of hybridity and transnationalism more accurately describe the geographical movements and consequential amassing of black identification within Paul Gilroy's concept of the "black Atlantic." My analysis is supported by a survey of theoretical discourses, particularly those related to black identity. I utilize post-colonial theory while focusing particularly on transnationalism and diasporic studies through Stuart Hall, as well as W.E.B. Du Bois's conception of "double consciousness" to support and develop my argument on how blacks negotiate multiple identities (11). To discuss the formation of a people, I use the work of political theorist Ernesto Laclau, in particular, his arguments in On Populist Reason (2007) on group identity and demand. Gilroy's concept of the "black Atlantic" has many similarities to Laclau’s notion of the "empty signifier" as a way for people to form groups for collective action. I conclude that transnationalism works as better way to describe the black diaspora since black descendants of slaves have retained multiple identities as Africans as well as citizens of their current nations. My paper argues that transnationalism and hybridity function as better terms to describe people who have the Atlantic slave trade in their history.

AbstractAt the end of a short journey, we can attest to the flourishing production of knowledge on gender and migration that has built up over the past 30 years in particular. Though we have on the whole referred to works in English, there is an extensive literature in other major languages, such as French, German, Italian and Spanish which have emerged from different social science traditions, in recognition of the significance of gendered migrations and feminist movements. English has come to dominate writing in this field (Kofman, 2020), ironically in large part through the European funding of comparative research as well as transatlantic exchanges (Levy et al., 2020). The past 20 years have been a rapid period of intellectual exchange in this field through networks and disciplinary associations, such as the International and European Sociological Associations or IMISCOE which supported a cluster on Gender, Generation and Age (2004–2009). The IMISCOE Migration Research Hub (https://www.migrationresearch.com/) demonstrates the extensive production on gender issues and their connections with other theories and fields of migration. The economic and social transformations brought about by globalisation and transnationalism, and how its unequal outcomes and identities need to be understood through an intersectional lens (Amelina & Lutz, 2019), have heavily shaped studies of gender and migration (see Chap. 10.1007/978-3-030-91971-9_2). Indeed intersectionality has been suggested by some as the major contribution of contemporary feminism to the social sciences, and, has certainly been a theoretical insight that has travelled widely and rapidly from the Anglo world to Europe (Davis, 2020; Lutz, 2014) since it was defined by Kimberlé Crenshaw (1989). We should, however, also remember that it had antecedents in the writing of anti-racist feminists on racist ideology and sex by the French sociologist Claude Guillaumin (1995), on the trinity of gender, race and class in the UK (Anthias & Yuval-Davis, 1992; Parmar, 1982) and by scholars in Australia (Bottomley et al., 1991) and Canada (Stasiulis & Yuval-Davis, 1995).

Abstract:
An increase in demolition activities has led to the generation of large amounts of glass waste. Due to its non-biodegradable nature, glass can stay in landfills for longer periods without decomposition; thus, it occupies a large volume of landfills. This study aimed to analyze the potential reuses and repurposing of glass waste in the construction industry. A systematic review of the literature was conducted, and secondary data were extracted. The data were analyzed qualitatively to achieve the objective of the study. The generation of glass waste in four different parts of the world, namely: Hong Kong, Australia, Europe and the USA has been studied to get an estimate for the increase in glass waste trends. The generation of glass waste saw a downfall from 2006 to 2010, was then steady from 2011 to 2016 and then slightly rose. A high volume of glass waste in landfills and its non-biodegradable nature has made it essential for the discovery of new methods of reuse and recycling of glass waste. Thus, Circular Economy (CE) can act as a potential solution to address the issues related to both environmental and economic factors of the apparel industry. CE is a business strategy to gain economic benefit, minimise environmental impacts and increase the efficiency of resource consumption. CE concept has been practised in various countries such as China, Bangladesh, Europe, Australia and Germany. However, it is still a novel concept in Sri Lanka even though Sri Lankan apparel industry has a solid reputation globally for their high-quality, reliability, lead time, and social accountability. Introducing the CE concept into Sri Lankan apparel industry will help to overcome the financial issues in a sustainable way. With the intention of introducing CE concept to Sri Lankan apparel industry, this paper intends to review the application of CE in global context and in the context of apparel industry, their benefits and challenges in order to further investigate the suitability of CE concept to SL apparel industry. This paper is therefore based on a comprehensive literature review. Hence, it highlights the literature findings on the applicability of CE in apparel industry, its benefits and challenges when adopting CE into apparel industry. This basic finding will aid to assess the possibility of incorporating CE concept within the Sri Lankan apparel industry. The key findings of the research, environmental gain, economic benefit, resource optimisation and collaboration among stakeholders are the key benefits of CE. The main challenges are expensive, advanced technology, measuring the benefits especially financially, lack of support, knowledge, awareness, commitment and leadership, systematic regulation, social and cultural acceptance.

Experience has shown that regional factors can contribute to significant variability in decommissioning costs for offshore platforms. Nevertheless, previous studies aimed at estimating decommissioning costs have been valuable inputs for operators, regulators and decommissioning contractors as they develop abandonment and decommissioning strategies and public policy. Estimated costs associated with decommissioning offshore oil and gas platforms in Australia have not been reported widely in the open literature. This paper summarises the physical and regulatory environment in Australia, and develops a cost model which reflects the decommissioning challenges for fixed platforms in this remote region. This cost model could be readily applied to other remote petroleum provinces provided that mobilization times and the nature of the local ocean environment are known. The total cost of decommissioning all 39 current fixed platforms in Australian waters is estimated to be between US$845 and US$1044 million.

This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.

This literature review provides an overview of past and present responses to remote schooling in Australia, drawing on international research. The paper begins by discussing historical responses to emergency and extended schooling, including during the COVID-19 crisis. The discussion then focuses on effective teaching and learning practices and different learning design models. The review considers the available evidence on technology-based interventions and their use during remote schooling periods. Although this research is emergent, it offers insights into the availability and suitability of different mechanisms that can be used in remote learning contexts. Noting that the local empirical research base is limited, the discussion focuses on the ways in which Australia has drawn upon international best practices in remote schooling in order to enhance teaching and learning experiences. The paper concludes by discussing the conditions that can support effective remote schooling in different contexts, and the considerations that must be made around schooling during and post pandemic.

There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

The forthcoming statement is intended to provide a unifying voice for playgroup provision in practice, research and policy nationwide. Two core strategies were recommended by the National Advisory Group to support the development of the Playgroup Statement. These were: a) a literature review canvassing the existing evidence base of outcomes and benefits of playgroup participation for children and families; and b) a stakeholder consultation strategy to capture children’s and families’ experiences and perspectives of playgroup participation, and the impact of playgroup participation on their lives. This report details the findings from the stakeholder consultation strategy.

This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the challenges small island development states (SIDS) face when they lose correspondent banking relationships (CBRs). The rapid review concludes that, although the loss of CBRs is a global phenomenon, regions with SIDS, such as the Pacific and Caribbean, have seen the highest rates of withdrawals. During the last decade, local and regional banks in SIDS have lost and continue to lose bank accounts at large global banks to a critical level, sometimes having only one or none CBRs with banks in major economies, such as the Unites States, the United Kingdom, the European Union or Australia. This means that local banks have reduced access to financial services related to cross-border financial transactions, impacting on remittances and trade finance.

Life Education Australia's Being Healthy Being Active project involved the collection of student voice related to the concept of school transition and the move from primary to secondary school. Students from around Australia participated in 82 focus groups, or student forums, to discuss their own positive experiences, as well as perceived needs and challenges related to their move to secondary school. Section One of this report is a literature review and environmental scan on student transition from primary to secondary school. Section Two describes the methods used to design and administer the Student Forums. This includes a description of the target population and sampling methods as well as the details of the achieved sample: 82 forums with 444 students across 15 schools. Section Three outlines the findings of the Student Forums. Section Four offers conclusions and recommendations to inform the next stage of the project, designing a suite of resources and training for teachers aimed at assisting students with the transition from primary to secondary school.

Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs. The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR operation. Results lay the foundation for a siting criterion. Current American siting guidance relies only upon daily traffic volume and speed—an approach that inaccurately models an ELR’s safety. To evaluate the safety of existing ELRs, crash data were collected from ELR installations in the US and Australia. For US installations, Empirical Bayes (EB) analysis resulted in an aggregate CMF of .56 for 11 installations observed over 8 years while serving more than 60 million vehicle trips. The data from the Australian State of Queensland involved rural one-lane, low-volume, higher-speed roads, functionally equivalent to ELRs. As motor vehicle volume grows, these roads are widened to two-lane facilities. While the authors observed low mean crash rates on the one-lane roads, analysis of recently converted (from one-lane to two-lane) facilities showed that several experienced fewer crashes than expected after conversion to two-lane roads.

Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations.
