Abstract:
Academic libraries that cancel serials titles typically offer interlibrary loan (ILL) as an alternative means to access these titles. This study examines how serials cancellations affect ILL usage and how reliance on ILL affects patrons’ access to content. By analyzing the number of ILL requests from canceled titles, the authors found that cancellations have a very small effect upon overall ILL usage. With the help of Google Analytics, the authors counted patron requests for link resolver access that were converted to ILL requests. When the link resolver was unable to generate a link to full text, it displayed a message to that effect on a link resolver landing page and presented the patron with a choice to request the title through ILL. Google Analytics recorded traffic to and from the link resolver landing page and generated a data set for this study. Analysis of collected data, including ILLiad records, shows that after patrons identify desired articles that require ILL, they only submit ILL requests 31 percent of the time. This means that for every successful ILL request, there are at least two articles desired that are never requested. Implications for collection development are discussed.

Abstract:
A recent OPAC redesign and implementation of a link resolver at the University of Colorado at Boulder prompted the researchers to question whether the redesign influenced catalog use. Authors evaluated transactional log data between fall of 2005 and spring of 2008. Searches for keyword, title, author, subject, LC call number, and ISSN/ISBN were tracked for each semester during weeks two and three of the semester, a mid-semester sampling period, and finals week. The data show that keyword searches increased slightly following the redesign, and ISSN/ ISBN searches increased dramatically following implementation of the link resolver. Total searches held steady over the course of the study.

Abstract:
Earlier studies have identified factors that could be a threat to an employee'swell-being, performance, and motivation during an organizational change. However, there is a lack of research on hierarchical management organizationsand a line-manager's part of how a change is delivered to employees. With theuse of self-determination theory as a basis, this study examined a top-manager'smotivation style towards their line-managers, in the context of anorganizational change, and whether the line-manager's basic psychologicalneeds are satisfied. The hypothesis for the present study expresses: A linemanager'slevel of satisfaction with its basic psychological is associated withits top-manager's motivation style orientation. The sample (N= 52) consists oftwo levels of management, top-managers, and line-managers, and this studyshows a between-subject effect, and a within-subject effect, where, based onmotivation style, the rating on experienced satisfaction and frustration aredifferent. The proposal for further research suggests taking all the differenthierarchical management levels into account during an organizational change.

Rinaldi, Claudia. "Link-Layer Error Recovery Techniques to improve TCP Performance over Wireless Links." Thesis, KTH, Reglerteknik, 2005. http://urn.kb.se/resolve?urn=urn:nbn:se:kth:diva-109460.

Full text
Abstract:
Recent technology has involved TCP in wireless applications even if it was originally designed to work over wired links. It is well known that wireless links are usually characterized by phenomena like shadowing, multipath propagation and path loss that cause an increase in the bit error rate. Moreover,TCP protocol was supposed to interpret all the losses as due to congestion because of it was designed to work over wired networks. All these problems caused by the wireless application of TCP usually degrade TCP performances. In order to improve TCP behavior over wireless links several solutions have been proposed in literature as: the split connection approach, the end-to-end approach and the link-layer approach. Starting from the link-layer solution that have been studied by Barman and Matta, the main contribution of this thesis is the study of the effects of different modulation formats on the maximum achievable value of an objective function, defined as the ratio between the TCP throughput and a cost function. Appropriate power management and error correction techniques are assumed to improve the link reliability observed by TCP and increase the objective function performance accordingly.

Full text
Abstract:
The Open Access movement seeks to make scholarly, peer-reviewed journal articles freely available to anyone, anywhere over the World Wide Web. There were some very significant developments in the area of Open Access (OA) in 2004, including statements by major funders in support of Open Access. There are now so many Open Access scholarly journal articles freely available, that, in the author’s opinion, being aware of, and using, the resources and related tools is now essential for libraries. Libraries can provide more resources faster for users by supplementing paid resources with ones that are Open Access. Library resources, such as link resolvers, are beginning to incorporate Open Access materials and web searches for Open Access materials. For example, the reSearcher software suite includes Open Access collections along with subscription-based resources in the CUFTS journals knowledgebase, and a web search for an Open Access copy of an article in the GODOT link resolver. SFX also incorporates Open Access journals. After exhausting more traditional resources, interlibrary loans staff are beginning to include Google searching in their workflow. This article will discuss what Open Access is, the dramatic growth of Open Access, and major collections, resources and tools. Implications, issues, and leadership opportunities for resource sharing specialists will be explored.

Full text
Abstract:
By quantitatively fitting simple emission line profile models that include both atomic opacity and porosity to the Chandra X-ray spectrum of ζ Pup, we are able to explore the trade-offs between reduced mass-loss rates and wind porosity. We find that reducing the mass-loss rate of ζ Pup by roughly a factor of four, to 1.5 × 10−6 M⊙ yr−1, enables simple non-porous wind models to provide good fits to the data. If, on the other hand, we take the literature mass-loss rate of 6×10−6 M⊙ yr−1, then to produce X-ray line profiles that fit the data, extreme porosity lengths – of h∞ ≈ 3 R∗ – are required. Moreover, these porous models do not provide better fits to the data than the non-porous, low optical depth models. Additionally, such huge porosity lengths do not seem realistic in light of 2-D numerical simulations of the wind instability.

Full text
Abstract:
Nodal semimetals host either degenerate points (Dirac/Weyl points) or lines whose band topology in Brillouin zone can be classified either as trivial (normal nodal semimetals) or non trivial (topological nodal semimetals). This thesis investigates the electronic structure of two different categories of topological nodal semimetals probed by angleresolved photoemission spectroscopy (ARPES): The first material is Indium Bismuth (InBi). InBi is a semimetal with simple tetragonal structure with P4/nmm space group. This space group is predicted to host protected nodal lines along the perpendicular momentum direction at the high symmetry lines of the Brillouin zone boundary even under strong spin-orbit coupling (SOC) situation. As a semimetal with two heavy elements, InBi is a suitable candidate to test the prediction. The investigation by ARPES demonstrates not only that InBi hosts the nodal line in the presence of strong SOC, it also shows the signature of type-II Dirac crossing along the perpendicular momentum direction from the center of Brillouin zone. However, as the nodal line observed is trivial in nature, there is no exotic drumhead surface states observed in this material. This finding demonstrates that Dirac crossings can be protected in a non-symmorphic space group. The second material is NbIrTe4 which is a semimetal that breaks inversion symmetry predicted to host only four Weyl points. This simplest configuration is confirmed by the measurement from the top and bottom surface of NbIrTe4 showing only a pair of Fermi arcs each. Furthermore, it is found that the Fermi arc connectivity on the bottom surface experiences re-wiring as it evolves from Weyl points energy to the ARPES Fermi energy level. This change is attributed to the hybridisation between the surface and the bulk states as their projection lie within the vicinity of each other. The finding in this work demonstrates that although Fermi arcs are guaranteed in Weyl semimetals, their shape and connectivity are not protected and may be altered accordingly.

Obesity has been attributed in a major risk factor for developing and accelerating disease progression in osteoarthritis. To date, there is a lack of clinically proven therapies to halt osteoarthritis, the developments of such therapies are therefore a national as well as an international research priority. Full text
Abstract:

I denne masteroppgaven blir det foreslått to metoder for faseestimering.

Full text
Abstract:
The monograph is devoted to a multidimensional analysis of metaphor in modern English as a parallel nomination that exists along with a neutral equivalent denoting a person. The problem of determining the essence of metaphorical names and their role in the language has attracted the attention of many foreign and domestic linguists on the material of various languages, but until now the fact of the parallel existence of metaphors and neutral nominations has not been emphasized. The research is in line with modern problems of linguistics related to the relationship of language, thinking and reflection of the surrounding reality. All these problems are integrated and resolved within the framework of linguistic semantics, in particular in the semantics of metaphor. Multilevel study of language material based on semantic, component, etymological analysis methods contributed to a systematic and comprehensive description of this most important part of the lexical system of the English language. Metaphorical parallels are considered as the result of the interaction of three complexes, which allows us to identify their associative-figurative base, as well as the types of metaphorical parallels, depending on the nature of the connection between direct and figurative meaning. Based on the analysis of various human character traits and behavior that evoke associations with animals, birds, objects, zoomorphic, artifact, somatic, floral and anthropomorphic metaphorical parallels of the neutral nomination "man" are distinguished. The social aspect of metaphorical parallels is also investigated as a reflection of gender, status and age characteristics of a person. It can be used in the training of philologists and translators when reading theoretical courses on lexicology, stylistics, word formation of the English language, as well as in practical classes, in lexicographic practice.

Abstract:
This chapter explores the links between the indirect electoral mechanism and patterns of representational behavior that appear to differ markedly from that exhibited by U.S. senators today. Specifically, it examines whether U.S. senators' institutional activities were connected to the dynamics underlying their election to office—for example, whether their election was resolved on the first ballot or required joint session balloting to resolve, and their margin of victory. The chapter proceeds in three parts. First, it presents a quantitative analysis of the patterns of separate or joint elections along with the number of ballots it took to resolve elections once they moved into joint session. Second, it assesses the relationship between how senators were elected and key indicators of legislative activity, such as bill sponsorship, committee assignments, and roll call voting. Third, it compares the behavior of senators elected under indirect elections to their directly elected modern-day counterparts.

Abstract:
The aim of this chapter is to motivate and describe some recent developments concerning the applications of random matrix theory to problems in number theory. The first section provides a brief and rather selective introduction to the theory of the Riemann zeta function, in particular to those parts needed to understand the connections with random matrix theory. The second section focuses on the value distribution of the zeta function on its critical line, specifically on recent progress in understanding the extreme value statistics gained through a conjectural link to log–correlated Gaussian random fields and the statistical mechanics of glasses. The third section outlines some number-theoretic problems that can be resolved in function fields using random matrix methods. In this latter case, random matrix theory provides the only route we currently have for calculating certain important arithmetic statistics rigorously and unconditionally.

This chapter provides a broad overview of the spectroscopic principles required in order to perform quantitative spectroscopy of atmospheres. It couples the details of atmospheric spectroscopy with the radiative transfer processes and also with the assessment of rotational, vibrational, and electronic spectroscopic measurements of atmospheres. The principles apply from line-resolved measurements (chiefly microwave through infrared) through ultraviolet and visible measurements employing absorption cross sections developed from individual transitions. The chapter introduces Einstein coefficients before in turn discussing rotational spectroscopy, vibrational spectroscopy, nuclear spin, and electronic spectroscopy.

Abstract:
This chapter describes how relevant the study of new media and telecommunication innovations, such as videotex, has been to research on developments around the Internet and the Web. It elaborates the distinctions between the Internet and the Web. Additionally, some of the more interesting links between research issues from long ago (in Internet time!) and those of significance today are explained. Online databases developed the initial designs for information services that would appear on the Web. CompuServe and The Source are the best-known ASCII videotex services. These videotex services provide links to other organisations with which the companies did business. The Internet was initially an infrastructure that efficiently transmitted data and at very low cost; fairly soon, it also became able to transmit asynchronous and real-time voice and video. The Internet community resolved the problem of interlinking disparate computer systems so as to produce new and synergistic wholes.

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:
To resolve the question as to whether or not ERW pipe might prove inferior to seamless pipe in terms of resistance to cyclic stresses, the PRCI member companies decided to fund the project described herein to assess the performance of ERW pipe versus seamless pipe. Presented herein are the results of a research project on the serviceability of seamless line pipe and modern high-frequency-welded ERW (electric-resistance-welded) line pipe. Full-scale samples of both kinds of pipe were subjected in a laboratory environment to pressure cycles simulating hundreds of years of service. Four samples of ERW pipe and one sample of seamless pipe were tested. Each sample consisted of a 20-foot length of the material fabricated with end caps. Coupons were cut from the remaining pieces to accommodate tensile and impact tests and base-metal metallography. The 20-foot specimens were subjected to pressure cycles ranging from a minimum of 100 psig to the pressure level corresponding to 46 percent of the measured ultimate tensile strength of the material.

Leis. L51838 Cyclic Stress Strain Behavior and SCC Susceptibility of Line Pipe Steels. Chantilly, Virginia: Pipeline Research Council International, Inc. (PRCI), March 2001. http://dx.doi.org/10.55274/r0010355.

Full text
Abstract:
This report presents results of a preliminary evaluation of a mechanical property that has the potential to correlate with susceptibility to Stress-corrosion cracking (SCC). This mechanical property measures the evolution of the microplastic response of line pipe steels, which underlies high pH SCC, and is believed by many to be essential for near-neutral SCC. If such a property can be proven to reflect susceptibility to SCC, operators could better contain maintenance costs and specify steels for new pipelines that are inherently resistant to SCC. Limited experimentation using X60 line-pipe steel indicated that the onset, duration, and intensity of microplasticity correlated with electrochemical indicators of SCC for the high-pH cracking environment. These results show sensitivity sufficient to detect the incidence and magnitude of plastic strain that evolves in load-controlled cycling under conditions typical of pipeline service, as well as in histories where such behavior has been exhausted by prior strain hardening. Thus, these data indicate that the protocol evaluated herein is potentially capable of identifying susceptible steels, and has sensitivity of the order needed to discriminate susceptibility between steels. Benefit: While the concept and related experimental techniques hold promise as a screening tool for susceptibility, some experimental issues must be resolved before its use can be conclusively established. These and other related aspects are outlined in the discussion section, and the recommendations section of the report.

Abstract:
The application of modern automation and combustion control technologies has greatly increased the reliability of engine operation when operating under load. Detonation and preignition along with unanticipated shutdowns have been reduced if not eliminated on modernized legacy engines. However starting and unloaded operation can result insubstantial detonation and preignition resulting in pressure and temperatures which significantly exceed loaded operation. In addition, these combustion aberrations can trip an engine off line before it achieves stable loaded operation. This will result in a failed start and may trigger the dispatch of a technician to investigate and resolve the problem. This paper looks at methods to detect and quantify damage during startup in two cycle gas engines. It finds that detection of various damaging cycles is achievable using pressure waveform characteristics. It also demonstrates that aberrant cycles are much more common in the startup phase than shutdown/idle and that generally damage tends to be concentrated in a few "problem" pistons rather than spread evenly across the engine. This report has a related webinar.

New capabilities in CREATE™-AV Helios Version 11. Engineer Research and Development Center (U.S.), June 2021. http://dx.doi.org/10.21079/11681/40883.

Abstract:
CREATE™-AV Helios is a high-fidelity coupled CFD/CSD infrastructure developed by the U.S. Dept. of Defense for aeromechanics predictions of rotorcraft. This paper discusses new capabilities added to Helios version 11.0. A new fast-running reduced order aerodynamics option called ROAM has been added to enable faster-turnaround analysis. ROAM is Cartesian-based, employing an actuator line model for the rotor and an immersed boundary model for the fuselage. No near-body grid generation is required and simulations are significantly faster through a combination of larger timesteps and reduced cost per step. ROAM calculations of the JVX tiltrotor configuration give a comparably accurate download prediction to traditional body-fitted calculations with Helios, at 50X less computational cost. The unsteady wake in ROAM is not as well resolved, but wake interactions may be a less critical issue for many design considerations. The second capability discussed is the addition of six-degree-of-freedom capability to model store separation. Helios calculations of a generic wing/store/pylon case with the new 6-DOF capability are found to match identically to calculations with CREATE™-AV Kestrel, a code which has been extensively validated for store separation calculations over the past decade.

Roye, Thorsten. Unsettled Technology Areas in Deterministic Assembly Approaches for Industry 4.0. SAE International, August 2021. http://dx.doi.org/10.4271/epr2021018.

Abstract:
Increased production rates and cost reduction are affecting manufacturing in all sectors of the mobility industry. One enabling methodology that could achieve these goals in the burgeoning “Industry 4.0” environment is the deterministic assembly (DA) approach. The DA approach is defined as an optimized assembly process; it always forms the same final structure and has a strong link to design-for-assembly and design-for-automation methodologies. It also looks at the whole supply chain, enabling drastic savings at the original equipment manufacturer (OEM) level by reducing recurring costs and lead time. Within Industry 4.0, DA will be required mainly for the aerospace and the space industry, but serves as an interesting approach for other industries assembling large and/or complex components. In its entirety, the DA approach connects an entire supply chain—from part manufacturing at an elementary level to an OEM’s final assembly line level. Addressing the whole process of aircraft design and manufacturing is necessary to develop further collaboration models between OEMs and the supply chain, including addressing the most pressing technology challenges. Since all parts aggregate at the OEM level, the OEM—as an integrator of all these single parts—needs special end-to-end methodologies to drastically decrease cost and lead time. This holistic approach can be considered in part design as well (in the design-for-automation and design-for-assembly philosophy). This allows for quicker assembly at the OEM level, such as “part-to-part” or “hole-to-hole” approaches, versus traditional, classical assembly methods like manual measurement or measurement-assisted assembly. In addition, it can increase flexibility regarding rate changes in production (such as those due to pandemic- or climate-related environmental challenges). The standardization and harmonization of these areas would help all industries and designers to have a deterministic approach with an end-to-end concept. Simulations can easily compare possible production and assembly steps with different impacts on local and global tolerances. Global measurement feedback needs high-accuracy turnkey solutions, which are very costly and inflexible. The goal of standardization would be to use Industry 4.0 feedback and features, as well as to define several building blocks of the DA approach as a one-way assembly (also known as one-up assembly, or “OUA”), false one-way assembly, “Jig-as-Master,” etc., up to the hole-to-hole assembly approach. The evolution of these assembly principles and the link to simulation approaches are undefined and unsolved domains; they are discussed in this report. They must be discussed in greater depth with aims of (first) clarifying the scope of the industry-wide alignment needs and (second) prioritizing the issues requiring standardization. NOTE: SAE EDGE™ Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. The goal of SAE EDGE™ Research Reports is to stimulate discussion and work in the hope of promoting and speeding resolution of identified issues. SAE EDGE™ Research Reports are not intended to resolve the challenges they identify or close any topic to further scrutiny.

Garceau, Sean. PR-283-20207-R01 Field Trial of Solar Turbines Methane Emissions Reduction Solution for Gas Compressors. Chantilly, Virginia: Pipeline Research Council International, Inc. (PRCI), July 2022. http://dx.doi.org/10.55274/r0012230.

Full text
Abstract:
The Methane Emissions Reduction solution designed by Solar Turbines was installed and evaluated at the Berkshire Hathaway Energy (Dominion) Chambersburg station in Pennsylvania, USA. Solar Turbines supplied a dry seal recompression (DSR) system and a process vent recompression (PVR) system at the station. The objective of the field trial was to evaluate the durability of this new system, compare the performance in the field to simulation models and as needed make improvements to the mechanical design and/or software control. The dry gas seal recompression system was installed and connected to a Solar Turbines C402 process compressor dry seal primary vent to capture, hold, and reuse dry seal gas leakage. The process vent recompression system was connected to the C402 compressor discharge piping to capture the process gas during pressurized hold and inject it back into the suction line in lieu of venting the gas to atmosphere. Operational data for the two systems was collected for 22-months starting in January 2020 and ending in October 2021. Data was collected at different sample rates; high speed (10ms, 100ms), 1 second, 10 seconds, and 1 hour through historical logs and analyzed for this period of time to evaluate the durability of the systems. Several enhancements were implemented and validated. Data collected during a 12-month period showed that a recycle line and volume bottles on the suction of the compressor helped optimize the performance of the compressor and increased durability. In addition, the use of the auxiliary drain recapture tank on the DSR system allowed for the achievement of a capture rate greater than 99% and resolved issues associated with leakage back into the compressor's first stage inlet during the charge period of the cycle.

Broadberry, Stephen, Nicholas Crafts, Leigh Gardner, Rocco Macchiavello, Anandi Mani, and Christopher Woodruff. Unlocking Development: A CAGE Policy Report. Edited by Mark Harrison. The Social Market Foundation, November 2014. http://dx.doi.org/10.31273/978-1-904899-98-3.

Abstract:
The world’s poor are ‘trapped’ in poverty. How can we unlock development so that poor countries can sustain economic growth over long periods of time? Our report considers this problem on three levels, the national economy, the private sector, and citizenship. At the core of each chapter is new research by CAGE members and associates. Chapter 1 addresses the factors underlying sustainable growth of the national economy. Chapter 2 looks for the sources of business capacity and sustainable growth of the private sector. Chapter 3 links citizenship to economic development, showing how political voice can enable women to participate more freely in society and the economy. In all three chapters we show how economic development relies on the rule of law, including a framework of laws and their enforcement that is applied to all and accessible by all. We show how, without such a framework, the sustainable growth of national economies and their businesses is threatened when laws fail to resolve conflicts. This failure is often accompanied by corruption or violence. So, we discuss what can be done to promote the rule of law; to make economic growth more stable and sustainable; to enhance the capacity of business organisations that are most likely to attract, grow and create jobs; and to enable women to play a full part in economic development as citizens, providers, and entrepreneurs. Foreword by Frances Cairncross; Introduced by Nicholas Crafts.

Minz, Dror, Eric Nelson, and Yitzhak Hadar. Ecology of seed-colonizing microbial communities: influence of soil and plant factors and implications for rhizosphere microbiology. United States Department of Agriculture, July 2008. http://dx.doi.org/10.32747/2008.7587728.bard.

Full text
Abstract:
Original objectives: Our initial project objectives were to 1) Determine and compare the composition of seed-colonizing microbial communities on seeds, 2) Determine the dynamics of development of microbial communities on seeds, and 3) Determine and compare the composition of seed-colonizing microbial communities with the composition of those in the soil and rhizosphere of the plants. Revisions to objectives: Our initial work on this project was hampered by the presence of native Pythium species in the soils we were using (in the US), preventing us from getting accurate assessments of spermosphere microbial communities. In our initial work, we tried to get around this problem by focusing on water potentials that might reduce damage from native Pythium species. This also prompted some initial investigation of the oomycete communities associated seedlings in this soil. However, for this work to proceed in a way that would allow us to examine seed-colonizing communities on healthy plants, we needed to either physically treat soils or amend soils with composts to suppress damage from Pythium. In the end, we followed the compost amendment line of investigation, which took us away from our initial objectives, but led to interesting work focusing on seed-associated microbial communities and their functional significance to seed-infecting pathogens. Work done in Israel was using suppressive compost amended potting mix throughout the study and did not have such problems. Our work focused on the following objectives: 1) to determine whether different plant species support a microbial induced suppression of Pythium damping-off, 2) to determine whether compost microbes that colonize seeds during early stages of seed germination can adequately explain levels of damping-off suppression observed, 3) to characterize cucumber seed-colonizing microbial communities that give rise to the disease suppressive properties, 4) assess carbon competition between seed-colonizing microbes and Pythium sporangia as a means of explaining Pythium damping-off suppression. Background: Earlier work demonstrated that seed-colonizing microbes might explain Pythium suppression. Yet these seed-colonizing microbial communities have never been characterized and their functional significance to Pythium damping-off suppression is not known. Our work set out to confirm the disease suppressive properties of seed-colonizing microbes, to characterize communities, and begin to determine the mechanisms by which Pythium suppression occurs. Major Conclusions: Compost-induced suppression of Pythium damping-off of cucumber and wheat can be explained by the bacterial consortia colonizing seeds within 8 h of sowing. Suppression on pea was highly variable. Fungi and archaea play no role in disease suppression. Potentially significant bacterial taxa are those with affinities to Firmicutes, Actinobacteria, and Bacteroidetes. Current sequencing efforts are trying to resolve these taxa. Seed colonizing bacteria suppress Pythium by carbon competition, allowing sporangium germination by preventing the development of germ tubes. Presence of Pythium had a strong effect on microbial community on the seed.

2023 SDG4 scorecard on progress towards national SDG 4 benchmarks: focus on early childhood. UNESCO, January 2023. http://dx.doi.org/10.54676/zslv3583.

Full text
Abstract:
This is the first attempt to assess progress towards the 2025 and 2030 benchmarks, or national targets, that countries set over the past 18 months on seven SDG 4 indicators, in fulfilment of a commitment they made in 2015. The assessment covers the period 2015–20, just before the onset of COVID-19, which disrupted not only education development but also data collection systems. It highlights the importance of the benchmarking process, also recognized by the UN Secretary-General in the Transforming Education Summit in September 2022. Compiling the benchmark database has revealed differences in data sources and indicator definitions used, which will require better coordination between the national and global levels to be resolved. The process further highlights the need for more data, as they are currently insufficient to understand past trends and evaluate future prospects for a number of indicators. In many cases, countries also need to set more and better-informed national targets, notably on the gender gap in completion rates and in learning outcome indicators. This publication surveys overall progress on all benchmark indicators and looks more closely at individual country progress in three of them. One indicator – the participation rate in organized learning one year before primary – is further analysed to understand how progress may be associated with free and compulsory pre-primary education legislation, equity-oriented regulation of private provision, and public spending. Ultimately, the purpose of benchmarking is to encourage countries to link progress with policy change and learn from other countries’ experience.
