Abstract:
This article addresses a proposal by Katzir (2011) that licensors are crucially involved in definiteness and gender marking in Danish, Icelandic, and Greek. We identify several morphological patterns in Icelandic and Danish that are predicted to be impossible under Katzir’s theory and argue that these languages do not support the existence of licensors. Instead, we propose an account within the framework of Distributed Morphology, arguing that the patterns of gender and definiteness marking seen in these languages are the result of competition for insertion between well-motivated Vocabulary items. In a sense, then, we argue for a more traditional and theoretically simpler analysis of agreement in the languages.

Abstract:
One of the main thrusts of the research programme known as Government Phonology has been the attempt to replace the rule component of a phonology by a group of universal principles common to all linguistic systems along with a series of parameters which delimit the nature of linguistic variation from one system to another. Given the wealth of analyses that employ rules and the fact that their number continues to grow, even to this day, it is a daunting task to find plausible alternative stories for each and every analysis that employs phonological rules in some crucial way. One of the leading ideas of work done on syllable structure that I have participated in for the last ten years has been the emergence of such alternative analyses for a series of phenomena that seemed to call for phonological rules.

Abstract:
This article reviews that for the first time in a generation, utilities are starting the regulatory process to build nuclear reactors. There has been a virtual moratorium on new nuclear power plants in the United States during the past generation, and it has many causes. But one significant factor in the industry's decline was the Nuclear Regulatory Commission’s licensing process. There are now dozens of applications being submitted and approved for 20-year license renewals for established nuclear power plants. But before the nuclear power industry truly can be said to be reborn, new reactors must be constructed. The new rules allow for an early site permit and for a separate combined construction and operating license. Although the commission invited the nuclear power industry to test the two new processes when they were first announced, no company volunteered. One of the thorniest technical issues faced by the early applicants so far involves a new way of calculating, for a specific plant site, the ground motion that would result from a seismic event. When older plants were designed and built, the best available technique for these calculations was deterministic.

Abstract:
The study of the regulation of occupations has a long and distinguished tradition in economics. In this paper, I present the central arguments and unresolved issues involving the costs and benefits of occupational licensing. The main benefits that are suggested for occupational licensing involve improving quality for those persons receiving the service. In contrast, the costs attributed to this labor market institution are that it restricts the supply of labor to the occupation and thereby drives up the price of labor as well as of services rendered. Alternative public policies for this institution are identified.

Full text
Abstract:
This paper extends the work of Wang (2002) by considering a differentiated Stackelberg model, when the leader firm is an inside innovator and licenses its new technology by three options, that is, fixed-fee licensing, royalty licensing, and two-part tariff licensing. The main contributions and conclusions of this paper are threefold. First of all, this paper derives a very different result from Wang (2002). We show that, with a nondrastic innovation, royalty licensing is always better than fixed-fee licensing for the innovator; with a drastic innovation, royalty licensing is superior to fixed-fee licensing for small values of substitution coefficientd; however whendbecomes closer to 1, neither fee nor royalty licensing will occur. Secondly, this paper shows that the innovator is always better off in case of two-part tariff licensing than fixed-fee licensing no matter what the innovation size is. Thirdly, the innovator always prefers to license its nondrastic innovation by means of a two-part tariff instead of licensing by means of a royalty; however, with a drastic innovation, the optimal licensing strategy can be either a two-part tariff or a royalty, depending upon the differentiation of the goods.
