A dissertation submitted to the Faculty of Arts in fulfilment of the requirements for the Degree of Doctor of Philosophy( Library and Information Studies) in the Department of Information Studies at the University Of Zululand, 2017.
This study set out to investigate the provision and use of public library services in Nigeria with a view to determining the satisfaction level of users with the services offered. Additionally the study wanted to develop a framework that will address the issues and challenges identified when providing public library services to the Nigerian population. Providing access to information through an institution such as a public library presupposes a well-governed and efficiently managed system. Lacking these, service delivery might be compromised, resulting in a population dissatisfied with the services delivered. The study is centred on the IFLA Public Library Service Guidelines, with the use of theoretical models such as the Traditional Public Administration Model (TPAM) and the New Public Management (NPM). An interpretivist approach to research was adopted involving mainly qualitative methods. A quantitative paradigm was also used as a supplementary method. The case study design methodology was used by conducting in-depth interviews with three permanent secretaries, six public library directors, and six heads of rural community libraries, cutting across the six geo-political zones in Nigeria. An informal interview was held with the children using the public library services in order to gauge their opinion about the services provided in the children’s section of the library. A questionnaire was administered to public library users in order to understand their responses on awareness, accessibility, use and satisfaction with the services provided by public libraries. Observation was used for validation of the responses from the interviews and questionnaire. In all, fifteen interviews were conducted with the administrators/managers of public libraries in Nigeria. The reason for using multiple instruments (interview, observation and questionnaire) was for triangulation of the responses in order to identify areas of divergence and convergence during data analysis. The interview responses were thematically analysed using content analysis, while the data collected through a survey questionnaire were analysed using the statistical packages for social sciences (SPSS) in order to arrive at summary and descriptive statistics. A test-retest reliability method using two methods was imperative; (1) expert opinion where a content validity index (CVI) was computed, and (2) Cronbach’s Alpha, that became more useful where continuous and non-dichotomous data were included in the analysis. It was therefore concluded that the instrument was internally consistent and reliable. Ethical considerations were also taken into account with informed consent forms, approval seeking, permission as well as confidentiality. vi The findings of this study showed that variables such as: relevant academic qualifications, years of experience, and designation of the administrators of public libraries affected the service delivery. The study also revealed that the pattern of administration of public libraries in Nigeria still conforms to the Traditional Public Administration Model (TPAM), which was criticised for its top-down and inefficient administrative approach. Very little community participation in the administration of the public libraries was identified, and it was established that there is still a huge dependency on the parent bodies for decision-making and funding. Additionally the study also found the following challenges as impediments to the expected service delivery: inadequate funding; insufficient staff; irregular electricity supply; outdated library materials; lack of functional library resources and facilities; and inappropriate public library legislation. Digital resources were found to be lacking in most of the libraries, and the physical infrastructure was found lacking, especially in the rural areas. Awareness of the services provided by the public libraries was found to be low, and it is mainly traditional services that are currently offered. This situation subsequently resulted in a low level of satisfaction with the use of the services. The study recommended that laws specific to public libraries should be promulgated in order to regulate the governance and administration of this public unit; more relevant and adequate services should be provided; alternative forms of funding should be explored in order to alleviate the dependence on governmental budgets; and training and retraining of public library staff should be actively explored with special emphasis on attaining IT skills.

Objectives: This study is an examination of the state of citation manager use and instruction by medical librarians across the United States and US territories. It focuses on librarian preference for citation managers and related instruction. The purpose of this study is to reveal barriers to and preferences for citation managers and citation manager instruction in hospital and academic libraries. Methods: A literature review performed prior to undertaking this project revealed minimal current literature on citation manager instruction in health sciences and medical libraries. Citation managers evolve quickly, negatively impacting the relevancy of older literature. In effort to capture current reflections on citation manager use and instruction in health science and medical libraries, a qualitative survey was devised and disseminated via medical library listservs in late summer 2017. Questions included in this survey as well as the survey platform and data collection procedures were approved by East Tennessee State University’s Institutional Review Board. Questions discussed librarian citation manager use preferences, instruction styles, barriers to instruction, and perception of value. RedCap was utilized for survey dissemination and analysis. Survey recipients received two weeks to respond to survey questions after which data was compiled and analyzed by researchers to reveal trends. Results: This survey garnered 238 responses, 61% from academic librarians, 27% from hospital librarians, and 12% from other librarians. Respondents identified Zotero as the most utilized free citation manager and EndNote as the most utilized paid citation manager. Lack of patron interest was the most significant barrier identified by hospital librarians while lack of citation manager awareness was the greatest barrier for academics. Although 97% of respondents either agreed or strongly agreed that citation manager use instruction falls within library instructional domains, 82% of librarians surveyed report that they did not receive citation manager instruction while pursuing their library degrees. Conclusions: As librarians assume responsibility for citation manager instruction and use, time must be dedicated to training of librarians to utilize citation managers and effectively teach them to others. Whether this training should occur in school or on the job is debatable and subject to circumstance. Additional recommendations include increased promotion of citation manager availability, purpose, and instruction opportunities in institutions where this is feasible. Limitations of this study include a small sample size with a bias towards respondents familiar with citation managers working in institutions with citation manager subscriptions.

Objectives: The purpose of this study was to create a checklist that could be used in the training of a college of pharmacy faculty so that there were no gaps in their information literacy; to implement the checklist; and to measure the users response to the intervention. Methods: A checklist was developed that covered the information resources of the library and the information skills needed by pharmacy faculty. All faculty were required to meet with a librarian during the academic year and cover everything on the checklist in one or multiple sessions. Faculty were surveyed as to their responses to the training. Results: Librarians learned the value of using a checklist. Better relationships were developed with the college of pharmacy faculty. Weaknesses in the libraries training of pharmacy faculty were discovered and remedied. Conclusions: Checklists are used in medicine to obtain quality. Checklists can be used in medical librarianship for the same purpose.

In an effort to assist medical researchers and professionals in accessing information necessary for their work, the A1 Lab at the University of Arizona is investigating the use of a natural language processing (NLP) technique called noun phrasing. The goal of this research is to determine whether noun phrasing could be a viable technique to include in medical information retrieval applications. Four noun phrase generation tools were evaluated as to their ability to isolate noun phrases from medical journal abstracts. Tests were conducted using the National Cancer Institute's CANCERLIT database. The NLP tools evaluated were Massachusetts Institute of Technology's (MIT's) Chopper, The University of Arizona's Automatic Indexer, Lingsoft's NPtool, and The University of Arizona's AZ Noun Phraser. In addition, the National Library of Medicine's SPECIALIST Lexicon was incorporated into two versions of the AZ Noun Phraser to be evaluated against the other tools as well as a nonaugmented version of the AZ Noun Phraser. Using the metrics relative subject recall and precision, our results show that, with the exception of Chopper, the phrasing tools were fairly comparable in recall and precision. It was also shown that augmenting the AZ Noun Phraser by including the SPECIALIST Lexicon from the National Library of Medicine resulted in improved recall and precision.

In this study, a computer simulation model for library CD-ROM LAN systems was created. Using this model, the system optimization problems were examined. The simulation model imitated the process of the actual decision variables changing their values and generated the corresponding results. Under a certain system environment, if the values of decision variables are changing, the system performances are getting changed also. This study investigated these relationships with the created model. The system users' interarrival time, service time, and other relevant data were collected on randomly selected days in a university library. For data collection, both of the observation and the system automatic metering software were used. According to the collected data, a discrete events simulation model was created with GPSS/H. The simulation model was proven valid and accurate by a pilot test and by the calculation with queuing theory. Statistical tests were used for data comparison and analysis. In addition, animation technique was used to show the simulation process by using Proof Animation. By this technique, the simulation process was monitored on the screen.

Law libraries are specialised libraries consisting primarily of printed and electronic legal literature which assist their patrons in legal research and the teaching of law. The use of the law library by the entire university often causes concern on the part of the legal patrons and staff who use and manage the library and its collection. This dissertation investigates the nature and purpose of the law library of the University of Cape Town, with a view to establishing patterns of use and revealing the problems encountered by patrons and members of staff in the use of this library and its collections. In the investigation, two types of questionnaires were prepared and administered to the patrons and members of staff of this library in order to establish their library usage and preferences. The researcher undertook the quantitative approach since the qualitative approach in the form of interviews and observations had earlier been effectuated by the researcher during his internship in this library. In the investigation during which a total number (60) of students, academics (14) and four members of staff responded, it was revealed that the patrons encounter problems of space, noise and movements. The members of staff noted inter alia that in addition to the problems of space, noise and movements, there were also problems of mutilation of the library's materials (underlining passages and tearing pages) and of the deliberate mis-shelving of materials. In the light of these identified problems, this dissertation makes a number of recommendations designed to alleviate the problems experienced by the respondents.

The objective of this study was to know the information searching process of doctoral education distance program Hispanic students offered by Anglo-American institutions of higher education. Standards related to the library services; theories of distance education by Holmberg, Knowles and Simonson; Zipf theory of Least Effort; and Liu and Yang Distance Learning Search Model were used as theoretical framework. The study design was descriptive with a quantitative approach and a survey as a technique. An anonymous self-administered questionnaire was applied to Hispanic students through the snowball sampling technique. The results of this research were analyzed using descriptive statistics with the help of the Statistical Package for Social Science (SPSS) v.23 computer program. They revealed the profile of the students, the process they perform when looking for information and the factors, favorable and adverse, that affect them during this process. These data can help library administrators meet the information needs of Hispanic students as required by accrediting agencies, regardless of where they are at the time of education or the particularities they present. It concludes that students do not use the resources and services of the virtual library at their maximum power, need more guidance and show the slightest effort during the information searching process.

Reading culture and library use in Afghan education area can be a very important issue to be studied particularly, in teacher training colleges because these institutions play a very important role in spreading and developing reading culture and library use among students. Moreover, students of TTCs as teacher students and future teachers get reading habit in order to convey it to their school students and can be very affective to establishment of this culture among them. This study is aimed to find out the view point of teacher educators and teacher students on library use and reading culture among students. The basic and primary factors involved in establishment of reading culture and habit of library use are parental involvement in children’s pre-education ages. They put a critical foundation for this culture in students’ educational life while this study also shows the important role of parental involvement in development of reading habit among students. Teachers also play an important role in establishment of reading habit among students, after students’ primary education by parents then in school education teachers support reading development with the cooperation of parents. In this study, a large number of teacher students have replied that they have got the support of their parents when they were children. In findings of this study many of students responded that they go to library by their own interest and they mostly go there for supporting their background knowledge however they strongly agreed that their family background affected on their reading habit. Furthermore, teacher educators have mentioned that they persuade students using methods of teaching to improve reading habit among them.

Abstract:
This qualitative study uses narrative analysis to explore the outcomes of information seeking and use among public library users. Twelve women between the ages of 51 and 72, all residents of Fayetteville, Arkansas who self-identified as regular library users, were interviewed to gather their life stories and their experiences using the public library. The participants in this study used information to enable learning and, often, a change in their affective state. The participants used the new information they encountered constructively, to engage with the knowledge and experience they possessed; this use of information always involved reflection, dialogue, or both. The outcomes from these actions are the creation of new knowledge, a change in the participants' meaning schemes, and/or an affective change. In addition, the narratives strongly suggest that information seeking and use by adults in public libraries can sometimes facilitate or, on its own, precipitate a perspective transformation and the adoption of new meanings. Overall, the findings support Mezirow's theory of transformative learning as a model for understanding information use and outcomes among users of the public library. The major implications of this study are two-fold. One, it introduces to information science Mezirow's theory of transformative learning which could provide greater understanding of how adults use information, and the outcomes that arise from this use. Two, it provides library professionals with information about the library in the lives of their users and concrete information about how libraries can enable transformative learning.

The high school research paper is a task which consumes instructional time, requires considerable student effort, and places a high demand on school library resources. Little research has been conducted on how students accomplish this task. Academic task research indicates that in classrooms, tasks are defined by students in terms of (a) the nature of the products the teacher will accept and (b) the operations allowed and the resources available. Here the product is the research paper; the resources available include those found in the school library. The purpose of this study was to determine what strategies students use to perform the library-related task.

Abstract:
The purpose of this sequential explanatory mixed methods study was to determine whether instruction librarians in the United States and Canada were using instructional design (ID) methods, and to identify potential explanations for their adoption or rejection of those methods. The theory of planned behavior (Ajzen, 1985) served as the theoretical framework for the study. Research questions examined the relationship between respondents’ reported use of ID methods and the following factors: (a) behavioral, normative, and control beliefs, (b) demographic factors, and (c) professional identity as teachers. A survey adapted from Ajjan and Hartshorne (2008) and from Julien and Genuis (2011) was distributed to members of the American Library Association’s Information Literacy Instruction Discussion List. Quantitative data from 101 subjects were analyzed using χ2 and t tests for independent sample means. Qualitative data from seven volunteers were compared to the quantitative data to identify areas of validation or disconnect. Pearson correlations between use scores and behavioral, normative, and control beliefs revealed that control construct scores (r = .59) had the strongest correlation with ID use, followed by behavioral (r = .56) and normative (r = .53) scores. Qualitative data supported the conclusion that there was a strong relationship between ID use and both behavioral and normative scores, but not between ID use and control scores. Chi-square analysis found no relationship between subjects’ use of ID methods and the length of time they had worked in libraries (χ2 = 5.14). A significant relationship was found between ID use and the length of time subjects had taught information literacy (χ2 = 7.91) and reported type of training in ID (χ2 = 24.59). Subjects who identified primarily as teachers used ID more than those who did not (t = 2.61).

Managers of public libraries have been presented with a new set of challenges in the day-to-day operations of public libraries. These include their ability to serve as change agents as they manage the use of continuing online distance learning (CODL) for staff. This online tool may provide staff opportunities for on-the-job learning, yet for managers and managerial staff little is known about how the tool impacts their role in light of the changes. This research investigates the perceptions of 103 Northeast Texas Library System managers and managerial staff about their role as a change agent in the use of CODL using an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) to determine the outcome. Administrators from urban, suburban, and rural public libraries were surveyed using a General Training Climate Scale to explore three constructs: extent of the manager role, manager role, and use of CODL. Data analysis was performed using exploratory and confirmatory analysis to support the theoretical model. An altered model was tested and confirmed through model fit indices.

This research examines the integration of electronic book (e-book) technology within an academic library. The University of Ottawa library is explored as a qualitative case study. The perceptions of use and communication pertaining to e-book adoption from the perspectives of students, faculty members, and librarians are combined with other documentation to provide a comprehensive examination of the case. Rogers (1962; 2003) Diffusion of Innovations provides the theoretical framework to guide the study and structure its analysis. Main findings revealed the following: (1) participants preferred print books, (2) inadequate communication occurred between students, faculty members, and librarians, and (3) information literacy training initiatives were insufficiently standardized. This study contributes to communication research by examining adoption of e-book technology and the spread of ideas within a social environment. It also furthers Diffusion of Innovations by confirming that even when individuals acknowledge advantages of a communication technology, it is not necessarily adopted.

Abstract:
Frequency distributions of recorded use for students using academic libraries were analysed using statistical models not previously employed for the purpose. The suitability of the data for such analysis is discussed. Evidence suggested that frequency distributions of recorded library use reflected real differences in amounts of library use by users. A computer simulation of library use by students was used to investigate the effects of competition among users upon distributions of use. Negative binomial probability distributions were found to reproduce some of the observed patterns of user activity, but were rejected on grounds of fit and applicability. Other two and three-parameter probability distributions were considered. A novel modification of the negative binomial distribution (being a Neyman Type A-gamma distribution instead of a Poisson-gamma distribution) gave good fit to frequency distributions of recorded use from various libraries. The fitted parameters appeared to be related to statistics of use for the observed populations, but the diversity observed in reality among users was clearly simplified in a stochastic model with only three parameters. In the second part of the study, methods of using the model were explored. Given stability in two of the three parameters, the model could be scaled with time to predict future frequency distributions. The extrapolation of numbers of non-users from one set of data is described. The effect upon the uptake of titles from a library collection of distributions of activity among students was also considered. By simplifying the model, relationships between the mean use by a group of users and maximum amounts of use by individuals, and between numbers of uses and numbers of titles used are suggested. A key factor in relating user activity to uptake is the extent to which users diversify in their use of titles.
