Federal funding for libraries increases in FY 2020 and the 2020 Census is underwayCongressional appropriators needed overtime to complete the FY 2020 budget, but the result was good news for libraries: a $10 million increase for the Institute of Museum and Library Services (IMLS), including $6.2 million for the Library Services and Technology Act (LSTA) – the largest increase in LSTA funding in 12 years. The final federal spending bill also includes increases for other library and higher education programs, including the Carl D. Perkins Career and Technical Education Act, Library of Congress, National Library of Medicine, National Endowment for the Arts, National Endowment for the Humanities, and programs for students and institutions of higher education.

While it is essential that national library functions and services are carried out, within the English-speaking Caribbean these functions can be provided by extending the role of the country's main public library. A questionnaire was administered in 1994 to 14 public libraries and one national library in the region to ascertain if public libraries performed any national library functions and if so to assess how effectively, with a view to formulating proposals as to how best this dual role could be achieved. The survey, in which 13 libraries participated, revealed that a majority of the libraries did in fact act as de facto national libraries, performing many of the functions of traditional national libraries, though there were major deficiencies (e.g. only seven had legal deposit, and only four produced national bibliographies). A structure for a dual-function Public/National Library is proposed, with three functional divisions (Public Library Services, Technical Services, and National Heritage) and a powerful National Library Services Board.

The National Agricultural Library (NAL) was created by the first Commissioner of Agriculture after the establishment of the United States Department of Agriculture (USDA) by the Organic Act of 1862. The NAL now includes a diverse collection of 1.9 million items that are in English and many foreign languages, covering multiple subjects and different formats, including electronic. The Animal Welfare Information Center (AWIC) was established in response to the Animal Welfare Act of 1985 to provide information on employee training, to prevent duplication of animal research, and for improved methods of animal research. The services and access to these services are described. Many items on animal welfare have been collected with primary emphasis on training. Access to this information is through the bibliographic database AGRICOLA. Other available products and services, including references, referrals, database searches, bibliographies on special topics, fact sheets, and a traveling tabletop exhibit, are described, and means of obtaining materials are provided.

The American Library Association (ALA), founded in 1876, demonstrated its advocacy for immigrants' rights and multiculturalism in adult library services, from 1918 to 1948 in the Committee on Work with the Foreign Born (CWFB), which served as a clearinghouse for Americanization (assimilation) services within a philosophical framework of cultural pluralism, now known as multiculturalism. The ALA CWFB throughout its existence depended on grants from the Carnegie Corporation from 1911 to 1961 through the American Association for Adult Education (1915-41), and the Ford Foundation, through its Fund for Adult Education (1951-61). Beginning in 1956 with the Library Services Act, the federal government began to fund libraries, including programs for immigrants, African Americans, Native Americans, and adult illiterates. Since 1972, the Reference & User Services Association (RUSA) has provided literacy training for foreign- and native-born adult illiterates; and the Public Library Association (PLA) has supported programs to prepare New Americans for citizenship. Since 1983, the ALA Ethnic and Multicultural Information Exchange Round Table (EMIERT) has encouraged access to multicultural publications and collaborates with ALA affiliates for various ethnic and minority groups. The ALA advocates for the rights of DACA recipients and supports the need for a DREAMER (Development, Relief, and Education for Alien Minors) Act.

Abstract:
Legislation plays an important role in the provision of national and public library services. In Zambia, however, libraries that perform the functions of national and public libraries are operating without a legislative mandate. As a result, there is fragmentation of library services as there is no single institution which performs all the functions of a national library service. Although several efforts have been made in the past to enact national library service legislation, no Act of Parliament has been passed to date (2015). This study provides empirical evidence depicting the benefits of having legislation in the provision of national and public library services. The study identifies institutions that perform functions of national and public library services in Zambia. Quantitative data were collected through questionnaires administered to public library staff and interviews with senior government officials and executive members of the Zambia Library Association and Zambia Library Consortium. The study recommends that appropriate legislation that puts together the functions of public and national libraries under one institution be enacted in Zambia as soon as possible. Failure to transform this pattern will jeopardise the preservation of the country’s cultural heritage.

The present study aims to interpret the use and awareness of public relations and publicity by the library personnel. The research paper reveals that the PRM activities in academic libraries act as agency for the dissemination of information, knowledge agency, educational agency, agency for research as well as agency for recreation. This study highlights the functions and significance of PRM in libraries. It also indicates in this study that public relations and marketing (PRM) expose library services through its different tools /methods and as well as discussed, the barriers of the PRM in university libraries. Most of the university libraries are not expose their library services among the users and not achieving their full potential because of lack or failure of public relations and marketing activities.

This study aims to determine the inhibiting factors for library service of Pekanbaru City Library and Archives Service employees in carrying out mobile library services. The problems in this study are The lack of a mobile library car fleet so that access to library services is not evenly distributed to all levels of Pekanbaru City society, and also the lack of a number of officers who provide services and officers who have skills and abilities, officers have not been able to think and act innovatively. so that people are less interested in using mobile library services, Limited supporting facilities such as collections of books, tables, and chairs so that it does not provide comfort for people who visit to read books. This research uses descriptive quantitative method. Data obtained through observation, questionnaires, interviews, and documentation. Based on the results of the study, it can be concluded that the library service of Library and Archive Service Employees in Mobile Library Services has not been maximized or good enough. The cause are facilities and infrastructure, human resources who have very minimal skills and abilities, employees or officers are less consistent in carrying out their duties. The suggestions are 1. Increase the fleet, books, tables and chairs so that the purpose of the mobile library service program is to improve the reading culture of the community can be achieved effectively and efficiently, 2. Recruit employees who have a background in library science so that these human resources can provide better services optimally

The term "information" refers to any form of know-how, facts, or data. Information should be repackaged to make it more easily digestible for users. Knowledge is transformed into information through the act of "externalization," or the act of communicating it to others. Communication technologies are only useful if they allow users to access information quickly, cheaply, and reliably. The library at the university offers a wide variety of ICT-enabled services, such as online catalogue (OPAC), electronic resources (e-resources), and more. Research has been conducted to determine the effects of information and communication technology (ICT) on various sections of the CUSAT library by monitoring the operations of these areas, interviewing staff and patrons, and examining library databases. Though the researchers and librarians paid attention to children and adults, they have not recognized adolescents as a special category as library users till recent times. The researchers have emphasized that teen library users have special requirements in addition to conventional ones. Basically, they expect the libraries to act as an Information Gateway as well as acting as a provider of information and information access from the internet and database access to book circulation and reference services etc. They expect the library to act as a Social Interaction or Entertainment Space with a special area assigned to them to meet with each other and do group activities. Since the teens are expected to be prepared for future employment, the libraries should act as a Beneficial Physical Environment by providing information and training for jobs and skills development. To fulfil these requirements, the researchers suggest a collaboration between school and public libraries, since both cater for the same group of clients.

Purpose The purpose of this paper is to explore the managerial and governance issues that impact on service delivery in public libraries in Nigeria. Within many countries this seems to be a challenge often resulting in an ineffective service delivery resulting in underutilisation thereof. This study was conducted among administrators and managers of public libraries in Nigeria to establish the current status quo concerning governance and management issues impacting on service delivery. Design/methodology/approach A qualitative study using interviews was used to illicit data from three permanent secretaries, six public library directors, and six heads of rural community libraries, purposively selected for the study. Findings The findings show that variables such as relevant academic qualifications, years of experience, and designation of the administrators and managers of public libraries affect service delivery. A huge dependency on government bodies for decision making and funding was established. Impediments to good management of the libraries were found to be inadequate funding; lack of involvement of stakeholders in public library administration; and inappropriate public library legislation. Practical implications The study recommends the promulgation of a public library-specific act in order to regulate the administration and management of this public unit, involve stakeholders in public library administration, as well as the provision of alternative forms of funding in order to alleviate the dependence on governmental budgets. Originality/value With very little research available on these issues in Nigeria, this paper will create awareness among all stakeholders of specific governance and managerial issues impacting on effective service delivery to public library users so that it can be addressed.

The lame duck session of the 115th Congress is winding down dramatically when it comes to library priorities. Both ALA members and staff in Washington are working down to the wire to pass legislation and protect policy positions.At writing, House leadership is holding up a floor vote on the Museum and Library Services Act (MLSA) to reauthorize the Institute of Museum and Library Services through 2025. As we anticipate continued threats from the current administration and even stronger competition for funding, reauthorizing the primary agency that administers federal support for libraries is increasingly important. ALA members and state librarians in strategic congressional districts are making phone calls to key House leaders and other influencers, urging them to support moving the legislation.

Abstract:
Purpose The purpose of t1his paper is to develop an instrument to measure agile services based on dynamic capabilities theory. The paper investigates the service agility through two building blocks service sensing and seizing agility and service responding agility. Design/methodology/approach The items were generated using existing scales, content analysis and using in-depth interview. The scale was validated using data from Indian services industry. Findings A pool of 32 items for dynamic service capabilities enabling agile services and 12 items for agile services were proposed. Empirical validation shows that the scale exhibits high levels of reliability. Research limitations/implications The new concept of agile services has been introduced, which is of recent interest to both practitioners and academicians alike. The limitations of the study include a low respondent rate. Practical implications Organizations need measure the degree of agile services and different capabilities this can facilitate agile services. This scale can act as a foundation for organizations to evaluate their capabilities. This scale will act as a tool for top managers to assess their capabilities and suitably improve the capabilities of their services. Originality/value The capabilities enabling agile services are based on the dynamic capabilities framework and a new construct (agile services) is being proposed. This scale will be a theoretical contribution to this literature.

The study explores the IPR and Copyright Act related issues in front of the self-finance law college librarians in Rajasthan. The present study uses 248 samples from 60 libraries selected via random sampling. A structured interview of 248 library professionals was conducted to collect the primary data. The questions and the method were the same and the purpose of the study was also well communicated. There are 182 (73.39%) male and 66 (26.61%) female respondents. The majority of library professionals, 76 respondents (30.65%) are working as librarians, followed by 2 respondents (0.81%) working as Deputy Librarians, 54 respondents (21.77%) working as Assistant Librarians and 116 respondents (46.77%) working as Library Assistants. 60 self-finance law college libraries are effectively providing book lending, reference service, new arrival list, and newspaper display services. 46 libraries are providing Reprographic/Xerox service and facility. The Pearson’s Correlation Coefficient value of R is -1 and the t-value is7.01214. Chi-Square value and standard deviation are also applied in library collections and IPR awareness among library professionals. The findings are the result and outcome of the inferences and interpretations made during the study

In an academic set up the ‘library’ plays a pivotal role. It stores, analyses, interpret and disseminate information among the users to fulfil their information needs. It has been observed that recent technological advancement has revolutionised library services to a great extent. Now libraries are providing both physical as well as web-enabled library services to their users. In this context, library websites act as a major gateway in providing web-enabled library services. The sudden outbreak of the COVID-19 pandemic has disrupted the physical mode of library services. However, to support the ongoing teaching and learning process, libraries need to continue their services despite the lockdown. Therefore, the present study seeks to find out whether academic libraries are ready and adequately equipped to perform basic services during this critical juncture. The present study was directed towards exploring the readiness among the academic libraries by assessing their websites based on selected evaluation criteria. Hence, in this study top, 100 NIRF ranked institutes websites were examined by adopting 30-point evaluation criteria. These criteria were selected from the extant literature. These criteria were grouped into 04 categories i.e., basic website information, resource discovery, availability of resources and reference services. The readiness index of each library was calculated based on the availability and non-availability of the said criteria. The findings of the study reveal that 64 per cent of the libraries have failed to secure their score of 50 per cent on predefined criteria. It was also found that the preparedness index is independent of NIRF ranking. Overall findings of the study make it clear that academic libraries need to improve and up to date their web-based services to play a proactive role in the present and post-pandemic situation.

The goals of this research were to get information and data on the management and implementation of library in Early Childhood Education Program, Faculty of Education, State University of Jakarta; to exploring the factors that supports the management of libraries in Early Childhood Education Program; and to improve the effectiveness of the library as a learning resource for lecturers and students in Department of Early Childhood Education. The research used descriptive qualitative research method. The results of research indicates that to improve management of the library and the effectiveness of as a learning resource for lecturers and students can get by providing good services to the user. The library services can be done well if supported by all elements of the library such as collections, facilities, professional staff, and awareness of users to use a library. Some improvement at managerial should be done. Thus, the library of Department can act more effectively as a source of learning for lecturers and students of Department of Early Childhood Education, Faculty of Education, State University of Jakarta.

Purpose Copyright law supposedly brings a balance between copyright owners and information users as a way of creating a harmonious relationship. The purpose of this paper is to examine the relationship between Kenya’s Copyright Act and the provision of information services in public university libraries in Kenya. Design/methodology/approach The study was informed by both the organization theory and the social systems theory which, respectively, provided a base for discussion on the library and its basic functions, and an interdisciplinary approach that accommodate library services and law. Data were collected from a sample of 77 librarians from public universities libraries, and analyzed using the qualitative method. Findings The study established that librarians were reasonably aware of the copyright Act. However, they were apprehensive and uncertain about copyright effect on the library. Evidence from the study showed that librarians needed to extend their knowledge and understanding of the copyright law for the effective provision of information services. The paper concludes that there is scope for librarians, using their wealth of knowledge and expertise, to make relevant and useful suggestions on copyright. Such contribution would assist in bringing harmony in the use of copyrighted materials. Originality/value These findings are original and will be useful in giving general direction on copyright. The study highlights the important issue of universities as parent institutions providing needed leadership in the copyright area.

Strategies used to affirmatively employ people with psychiatric disabilities as research personnel in an evaluation of community mental health services are described in this article. Our goal was to address two critical issues in the provision and evaluation of mental health services: the importance of meaningful work and productivity in the lives of people with psychiatric disabilities, and obtaining valid and reliable data regarding the effectiveness of community mental health services. A three-phase methodology for developing affirmative employment opportunities is presented, consisting of three components: affirmative planning, affirmative support, and affirmative rigour and method. The methodology is intended as a guide to assist evaluators and researchers in fulfilling the vision of the Canadian Human Rights Act and the Employment Equity Act.

The public library is an abode of information and knowledge, committed to education, culture, and Library advocacy. Though public libraries are called “people’s University” and cater to varied categories of users and their infinite information needs without any discrimination but still in India many such libraries are still not providing effective services to the user community. In India, out of 28 states, 19 states have already enacted library legislation with the latest entrant being Telangana State (2015) and though Haryana State enacted the Act in the year 1989 but still very few comprehensive studies conducted either by any public library or the users’(RRRLF). Well, the present study attempts to check out the ground reality of the State Central Library along with 2 District Libraries of the State of Haryana in terms of library collection, services, facilities, and user satisfaction. A descriptive survey research design was employed, and 500 library users across three public libraries were surveyed using a structured questionnaire, out of which 396 responses(n=396) were found eligible for the analysis. The study found an improvement in the use of public libraries in the region but identified some inadequate facilities like lack of enhanced library services along with updated collection, and poor internet/ICT services as major factors affecting user satisfaction. The findings suggest that the Haryana government should increase funding to public libraries to acquire adequate information resources and ICT facilities, thereby increasing the utilization of public libraries and meeting the information needs of the users.

This article examines the results of a Masters research project which examined the provision provided by Higher Education (HE) library services for students with disabilities within the context of the new disability legislation,The Special Educational Needs and Disability Act 2001 (SENDA), which came into force on 1st September 2002. Five HE libraries were selected as case studies and this included interviews with staff, an accessibility audit of services and facilities and a questionnaire targeted at students with disabilities. Library provision was assessed in light of library policies, procedures and practices. On the positive side, all libraries had a disability representative and many staff attended disability awareness training. However, accessibility of the built environment was often inadequate for the needs of people with disabilities. Lighting was poor, shelving was of inappropriate width and height and signage was far from ideal. Recommendations to improve provision included: compilation of formal written disability policies; compulsory disability awareness training and proactive promotion of available facilities.

A project of comprehensive and systematic modernization of the Royal Library of Denmark was initiated in 1986, with the main aim of improving its accommodation and making its services more effective. The three working groups that were established produced a series of reports in the next three years, recommending inter alia that the Royal Library should continue to act as a humanities and social sciences library for the University of Copenhagen. Several innovations using new technology have been introduced since then, in particular the retrospective conversion of the card catalogue. The proposed building extensions have gradually won acceptance by the relevant ministries.

Based on the data the authors performed an exploratory factor analysis to define SNS addiction and to construct its dimensions.FindingsThe authors termed SNS addiction as an “addictive consumption trait” (ACT) of SNS and its underlying dimensions are salience, euphoria, immersion, compulsion, and association.Research limitations/implicationsThe authors used SNS user behaviour as the sample for their empirical analysis. However there is a variety of other internet services available and different internet services may show different consumer behaviour. Therefore, for future research, the authors suggest conducting a comparative study on the influence of addiction on different types of internet services.Practical implicationsWith the newly constructed dimensions of ACT of SNS, firms could find out the causal relationships between the attributes of their SNSs on each dimension of ACT of SNS. Once firms understand the influences of each one of the attributes on ACT of SNS, they can re‐strategise their resource allocation for maximising consumers' ACT of SNS.Originality/valueSNS addiction has been viewed as a clinical disorder for treatment. The paper considers SNS addiction from the marketing perspective, which is a novel approach in the study of addiction. The goal of the Patient Protection and Affordable Care Act (ACA) is to increase access to health insurance and decrease health care cost while improving health care quality. With more articles examining the relationship between one of the ACA provisions and dental health outcomes, we systematically reviewed the effect of the ACA on dental care coverage and access to dental services. We searched literature using the National Library of Medicine’s Medline (PubMed) and Thomson Reuters’ Web of Science between January 2010 and November 2020. We identified 33 articles related to dental coverage, and access/utilization of dental care services. This systematic review of studies showed that the ACA resulted in gains in dental coverage for adults and children, whereas results were mixed with dental care access. Overall, we found that the policy led to a decrease in cost barriers, an increase in private dental coverage for young adults, and increased dental care use among low-income childless adults. The implementation of the ACA was not directly associated with dental insurance coverage among people in the U.S. However, results suggest positive spillover effects of the ACA on dental care coverage and utilization by people in the national level dataset.

The study assessed the implementation and student satisfaction of the domains of the Anti-Red Tape Act (ARTA) in the frontline services of State Universities and Colleges (SUCs) in Negros Occidental. Using a descriptive, comparative, and correlational research design, data were collected using survey questionnaires and analyzed with the use of descriptive and inferential statistics. Findings showed “very great” implementation and “very satisfied” clients. There is no significant difference in reengineering of systems and procedures and citizens charter, but there is a significant difference in accessing frontline services, accountability of heads of offices, and physical settings and working conditions. There is also a significant difference in the satisfaction of clinic services while services in the registrar, accounting and cashiering, library and guidance offices exhibit no differences. The study concludes that SUCs are compliant with the provisions of ARTA, and delivery of services is very satisfactory although there are areas that need to be strengthened.

PURPOSE/THESIS: The aim of this paper is to present opinions of the librarians on the role of public libraries as intermediaries in accessing public information and services in Poland. APPROACH/METHODS: The following hypothesis was adopted: public libraries have means and are willing to act as an intermediaries in accessing information and public services for citizens. The research hypothesis was verified with the results of a survey, which was sent to libraries in three voivodeships: Małopolskie, Mazowieckie and Świętokrzyskie. RESULTS AND CONCLUSIONS: The results prove that the level of interest of Polish public libraries in mediating the access to public electronic information and services is very low. In most cases the following approach was observed: users do not need it, there is not enough place in the library, the library lacks staff and there are too serious financial shortages. ORIGINALITY/VALUE: Data presented in this paper provide basic overview on the topic previously not being addressed in any research of that scope in Poland.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Bosnian libraries have varied origins, but many have suffered in the country's turbulent history and religious conflicts. The National and University Library (which was given that name in 1972) was founded in 1945, on the basis of existing collections. In 1952 it began functioning as the country's main research library and the library of the University of Sarajevo (established in 1949), and built up rich and important collections. Together with numerous other libraries, it was devastated in the recent war as a deliberate act, and 90% of its stock was destroyed. The salvaged 10% is poorly housed and largely inaccessible, but the library still functions with its remaining 60 staff (of the 100 plus it had in 1992). The main aim is now to build a modern library combining information technology with traditional services. International support is helping to restore the library, but much more money is needed to provide suitable buildings, establish worldwide links with other libraries, build up collections and train staff.

In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

Abstract The Australian government has expressed concerns about various ‘data challenges’ confronting the public sector. Similar concerns are reverberating throughout the globe. Other governments continue to voice and act upon their own apprehensions about the threats posed to public and private society by attenuations to their nations’ ‘digital sovereignty’. This article critically examines the Australian government’s potential justifications, particularly under international trade law, for introducing digital sovereignty policies explicitly targeted at protecting government cyber systems and government data. We explore the risks and vulnerabilities of hosting government data offshore or with foreign cloud providers onshore. We find that Australia has sufficient latitude under its existing trade commitments, and within its current procurement framework, to introduce legitimate and proportionate digital sovereignty measures for the public sector.

The National Library if Portugal (BN) dates from 1796. Legal deposit began in the 19th century, at the end of which the first librarianship course was established, operating within the national library. At much the same time a union catalogue was started which, in its current online form, is the national bibliographic database, PORBASE; by 2001 150 libraries were contributing to it. The present library building dates from 1969. The General Collection has about 2.5 million works, mostly Portuguese, from the 16th to the 21th century; one of its features is the collection of 12,000 theses, the deposit of which has been compulsory since 1986. Work on a new legal deposit act is in progress, at present enforcement is poor. A proposal to include electronic material has been put forward. A new preservation and conservation policy was initiated in 1997 with preventive conservation as its main element. A microfilming programme was launched in 1998, since when nearly 2 million frames have been filmed. The BN has acquired an Integrated Library Management System, able to perform online almost all library functions. The library is moving gradually towards a ‘virtual library’, conceiving it as a smooth process in the direction of a future where digital contents and services will coexist with the traditional ones. It is addressing the various associated problems in a set of interesting international and national projects and initiatives.

Since 1995, the Library of Virginia’s Digital Library Program (DLP) has created digital images of more than 700,000 original document pages, 1,100 maps, 36,000 photographs, and 1.6 million catalog card images, and has created 32 bibliographic databases with more than 330,000 MARC records, 50 electronic card indexes, and numerous electronic finding aids. The bulk of the DLP’s funding comes from the Library Services and Technology Act (LSTA) federal program, but in 1997 the Library received a grant from the Andrew W. Mellon Foundation to catalog and digitize the Virginia Historical Inventory Project (VHI). After an introduction to the DLP and VHI, this article will discuss the costs and benefits of creating the online version and will compare the one‐time development cost and subsequent delivery of the digital resource to the long‐term costs and benefits of providing access to these materials via traditional means.

These five independent variables have a positive and significant effect on user satisfaction, indicating the potential for libraries to improve user experience by connecting through real-life users. Abstract:
The main problem in this thesis is how the attitude of librarians in serving users is based on the librarian's code of ethics at the Padang Panjang City Public Library. The purpose of this research is to describe the attitude of librarians about Asta Ethics of librarians in providing services to users at the Padang Panjang City Public Library, as well as to describe the perceptions of users of the services provided by librarians at the Padang Panjang City Public Library. Asta ethics are guidelines for librarians to behave and act in accordance with the regulated code of ethics. This type of research is qualitative with a descriptive approach. Data collection techniques through observation, interviews and documentation. Data analysis techniques start from data reduction, data presentation and drawing conclusions. Guarantee the validity of the data in this study using source triangulation. The results of the study show that the attitude of librarians regarding basic ethics in the Padang Panjang Public Library as a whole, all librarians have understood the meaning of basic ethics in general. Asta ethics is important as a rule that must be obeyed and used as a guide in carrying out duties in a professional manner. Asta librarian ethics are eight codes of ethics for librarians in providing library services to the community. The librarian's code of ethics is a moral requirement that librarians should follow and comply with. The role of asta ethics for librarians in providing services to users is very important. As for the user's perception of the attitude of librarians in providing services, librarians have not fully been able to apply ethical standards, as there are still some librarians who show an unfriendly attitude in serving users, speak in a high tone so as to disturb the peace of the user and the lack of librarians in applying thanks to users , even though this is something that is very easy to say to someone. Then the efforts made by the library for the attitude of librarians who are not well received by users are by evaluating performance and improving the quality of its human resources. Suggestions from researchers for librarians at the Padang Panjang City Public Library are that librarians are expected to increase their understanding of librarian ethics and increase their role according to ethical standards in providing services to users.

The great challenge medical library professionals are facing is how we evolve and respond to the emerging digital era. If we successfully understand and adapt to the emerging digital information environment, medical librarians/Health Information Professionals (HIPs) can play an even greater role in the advance in the health care of our nation and its residents. The opportunities and challenges are at the level we successfully responded to in the late 1960’s and the 1970’s under the leadership of the National Library of Medicine with its MEDLARS/Medline programs and Medical Library Assistance Act which enabled medical libraries to enter what I have referred to as The Golden Age of Medical Libraries. In this presentation, I focused on the transition of the health related print Knowledge-Based Information base to the emerging digital health related ecosystem. I review how this transition is being driven by evolving information technology. The development of “data driven health care” built on this emerging information ecosystem is being led by the National Library of Medicine’s 2017-2027 Strategic plan and the Medical Library Association’s programs in support of developing medical librarian/HIP’s training, skills, and services to support their users access and use of this rapidly expanding health information ecosystem. I then present a brief description of the digital health information ecosystem that is just starting to emerge and the emerging new roles and services HIPs and their libraries are developing to support effective institutional access and use.

Abstract:
Purpose – The purpose of this paper is to conceptualize how digital humanities (DH) projects can be integrated into instructional services programs in libraries. The paper draws on three digital projects from the New York Public Library (NYPL) and explores how librarians can creatively utilize these resources to teach new digital literacy skills such as data analysis and data management. For patrons, they can learn about the content of these crowd-sourcing projects as well. By integrating DH projects into library instruction, the possibilities and opportunities to expand and explore new research and teaching areas are timely and relevant. Design/methodology/approach – The approach of this paper is to explore NYPL’s three digital projects and underscore how they can be integrated into instructional services: “What’s On the Menu,” “Direct Me NYC” and “Map Warper” all offer strengths and limitations but they serve as paradigms to explore how digital resources can serve multipurpose use: they are databases, digital repositories and digital libraries but they can also serve as instructional service tools. Findings – The paper conceptualizes how three DH projects can serve as teaching opportunities for instructional services, particularly teaching digital literacy skills. By exploring the content of each digital project, the paper suggests that users can develop traditional information literacy skills but also digital literacy skills. In addition, as crowdsourcing projects, the Library also benefits from this engagement since users are adding transcriptions or rectified maps to the Library’s site. Patrons develop visual literacy skills as well. The paper addresses how librarians can meet the needs of the scholarly community through these new digital resources. While the paper only addresses the possibilities of these integrations, these ideas can be considered and implemented in any library. Practical implications – The paper addresses positive outcomes with these digital resources to be used for library instructional services. Based on these projects, the paper recommends that DH projects can be integrated into such instructions to introduce new content and digital skills if appropriate. Although, there are limitations with these digital resources, it is possible to maximize their usage if they are used in a different and creative way. It is possible for DH projects to be more than just digital projects but to act as a tool of digital literacy instruction. Librarians must play a creative role to address this gap. However, another limitation is that librarians themselves are “new” to these resources and may find it challenging to understand the importance of DH projects in scholarly research. Originality/value – This paper introduces DH projects produced in a public research library and explores how librarians can use these digital projects to teach patrons on how to analyze data, maps and other content to develop digital literacy skills. The paper conceptualizes the significant roles that these DH projects and librarians can play as critical mediators to introducing and fostering digital literacy in the twenty-first century. The paper can serve as an interest to academic and public libraries with large research collections and digital projects. By offering new innovative ideas of integrating DH into instructional services, the paper addresses how DH projects teaching tools can support specific digital skills such as visual literacy and data analysis.

Abstract:
The author demonstrates the dependence of sci-tech library’s functions and services from its role in the structure of its mother organization. Sci-tech libraries act as independent divisions or a unit within the larger department. In the latter case its activities are less visible therefore it has to demonstrate its efficiency and input to the division or organization. The experience of the Sci-tech Library of Krylov State Research Center (KSRC) is discussed. The library is a structural unit of the Information and Publishing Center. The partnership between the publishing unit and the library determines the efficiency of collaboration within the division which is evidenced by the contribution of the Sci-tech Library to the publishing process; thus, the Library provides bibliographies to the scholarly papers to be published. The author demonstrates that the professional knowledge and expertise of librarians make the library an equal partner, and that the traditional library function is positioned as a unique service. The author also discusses the problems of information culture of professionals, in particular their carelessness toward bibliographic references. The examples are given of frequent problems researcher authors face when providing references. The prospective vectors of the Sci-tech Library’s education activities are analyzed.
