Abstract:
In Japan, electronic government has been developed since the enforcement of the Information Disclosure Act and the formulation of the e-Japan Strategy, both in 2001. Such electronic government produces a number of government information services available all over the world via the Internet, including databases of law texts, congressional minutes and white papers, as well as digital archives. At the same time, electronic government raises several issues of preservation of and "permanent public access" to electronic information, accessibility of electronic government, inclusion of government information into library services, and so forth. The author hopes this presentation will facilitate requests and comments from participants for electronic government and government information services in Japan.

Abstract:
This study traces many of the highlights which occurred during the first decade of the history of the School Library Association in Canberra and District (SLACAD). The roots of this association lie deep in the history of school libraries and teacherlibrarianship in Australia. Many SLACAD members belonged to other state school library associations and to the Australian School Library Association (ASLA) confederation since the establishment of these associations in the 1960's. These teacher-librarians have been dedicated in their attempts to further the cause of school libraries and their teacher-librarianship profession. The decade covered by this study embraces the greatest period of expansion in the development of school libraries seen in Australian history. During this decade the A.C.T. established an independent education system and it took many years for the A.C.T. Schools Authority administration to finalise its organisation. SLACAD members were anxious that school libraries in the A.C.T. should keep pace with school libraries in other Australian states and this study documents the constant efforts of its members to obtain improvements in school librarianship. Teacher-librarians in the A.C.T. have continued to maintain a close liaison with ASLA and many A.C.T. teacher-librarians have held executive office in ASLA. SLACAD has hosted seminars and conferences and this study documents numerous submissions and reports which were a necessary feature of the expanding A.C.T. school library association milieu.

Abstract:
This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

Abstract:
Recent reforms to the higher education sector are presenting challenges for academic staff and university administrators across Australia. Within this context, LIS education faces its own specific issues and challenges. This paper reviews the current trends in the LIS education, looking at student numbers, aca-demic staffing and curriculum issues. Education providers also need to consider the career-long learning needs of the profession. It is argued that LIS educators cannot work in isolation: the LIS profession as whole must work together collaboratively to ensure it has a bright and relevant future.

This study of 28 countries involves comparative content analysis of the English versions of codes of ethics proposed by professional associations. It yielded an empirically grounded typology of principles arranged in twenty categories. The most frequently identified principles were professional development, integrity, confidentiality or privacy, and free and equal access to information. While confidentiality and privacy, and equal access to information, appear in all existing typologies of library and information science ethics, other principles, such as copyright and intellectual property, democracy, and responsibility toward society, which appear in almost all other typologies, were evident in fewer than half of the codes. This empirical study provides a global perspective on library association code of ethics.

The thesis examines those students in the department of Information Studies at Curtin University of Technology who have articulated into the Bachelor of Applied Science (Information and Library Studies) through holding an Associate Diploma which qualifies them as paraprofessional library technicians.An analysis of students in the department over a period of ten years examines the number and characteristics of library technicians upgrading their qualifications and compares the academic performance of articulating students with those who have no previous qualifications in librarianship. This examination reveals little difference in the academic performance of the two groups. Interviews with academic staff and students reveal attitudes towards articulation, articulating students, education and the relationship between the professional and paraprofessional levels in librarianship which will need to be taken into account in future curricula and course development.

The history and development of the education and training of library Technicians in Australia is currently recorded in the literature in a piecemeal und uncoordinated manner. The aim of this research is to provide a current and coherent account of the history and development of courses, examine the role of major stakeholders and identify the major issues that have accompanied the evolution of education and training for paraprofessional library staff. A comprehensive chronicle of the education and training of library technicians will contribute to the research and literature of Library and information science in Australia. The research will examine: • why formal education and training courses for library technicians were introduced in Australia; • how education and training courses have developed and evolved in response to library industry workplace changes from 1970 to 2000; • what role the professional organisation, the Library Association of Australia, and its successor, the Australian Library and Information Association, has played in the education and training of library technicians; and • what impact government policy on vocational education and training has had, and continues to have, on the training of library technicians. An extensive examination and analysis of existing primary and secondary information sources, including books, journal articles, conference proceedings, government publications, online and Internet documents and TAFE course documentation was conducted in the course of this study. While the methodology was generally restricted to an examination of documentation available in published sources, it was supplemented with personal communication with relevant individuals and institutions where necessary.

Abstract:
After an initial Interrogation of the theory of professions and historical writing, this study examined three major phases in the development of professional and paraprofesslonal library occupations in Australia. The early professionalising phase from the 1930s onwards where the Australian Institute of Librarians took control of education for librarianship was analysed In detail. Issues crucial to the understanding of subsequent development included the inequalities of library provision and funding, publicised by the Munn-Pitt Report of 1935 and reiterated by a series of later international consultants; conflict and contestation between librarians from different areas of the library and information sector; a lack of occupational status and measures undertaken to imrrove that status In the face of an Increasing femlnisation of the workforce. In a move to improve the status of librarians, the senior university librarians who dominated the Association's educational processes decided graduate qualifications would be essential. Although the Institute and later Library Association of Australia had evinced little interest In the education of 'non professional' or 'subprofesslonal' library workers, staff shortages In a time of higher funding levels resulted In the Victorian Branch of the Association sponsoring the first library technicians' course in 1970. As similar courses became available, the Association acted to ensure portabllity of qualifications and to enforce uniform educational standards.

A descriptive analysis of the histories of the Institute of Professional Librarians of Ontario (1960â 1976) reveals not only the circumstances surrounding the creation, growth, and decline of this singular expression of the professionalization of librarianship but also foregrounds the ways in which the historical narration of the profession must look beyond the traditional delineation of intrinsic traits in order to circumscribe librarianship more adequately. To that end, consideration is given to one important factor, the Royal Commission Inquiry into Civil Rights (1964-71). It is evident that historical recovery of this sort is crucial to the profession's self-understanding as it negotiates its contemporary stance with respect to both librarians and the publics that they serve.

Abstract:
Many orchids require mycorrhizal symbioses with fungi for their development and survival. Rhizanthella gardneri the Western Australian underground orchid is associated with the companion plant Melaleuca uncinata and its ectomycorrhizal fungus symbiont. Much less is known about the habitat requirements of its sister species, R. slateri, which occurs in Eastern Australia. The absence of chlorophyll from Rhizanthella gardneri and R. slateri results in total dependency on associations with fungal symbionts. Many ecological and biological aspects of these fascinating orchids remained poorly known, including the identity of the fungal associates and the nature of their tripartite associations with Rhizanthella and Melaleuca. Extremely high specificity of these mycorrhizal relationships is likely to be the most important factor explaining the highly specific habitat requirements of underground orchids. The purpose of this study was to conduct further investigations of the role of the mycorrhizal associations of Australian underground orchids by identifying the fungi involved in these associations, optimising their growth in sterile culture and devising efficient means for synthesising their tripartite associations with R. gardneri and M. uncinata. In total, 16 isolates of fungi were successfully obtained from the two underground orchids and used in a series of experiments to understand both the nature of the fungi and their relationship with orchids. The identity of these fungi was established by using conventional morphological and molecular methods. Cultural and morphological studies revealed that all isolates from R. gardneri and R. slateri were binucleate rhizoctonias with affinities to members of the genus Ceratobasidium. However, the teleomorph state that was observed from the R. slateri symbiont during this study more closely resembled a Thanatephorus species. Further identification using ITS sequence comparisons confirmed that mycorrhizal fungi of Rhizanthella belonged to the Rhizoctonia alliance with relatives that include Thanatephorus, Ceratobasidium, or Rhizoctonia from other continents with over 90% similarity. Most of these related fungi are known as plant pathogens, but some were orchid mycorrhizal fungi. However, the isolates from the two underground orchids were most closely related to each other and formed a discrete group relative to other known members of the Rhizoctonia alliance. Sterile culture experiments determined culture media preferences for mycorrhizal fungi from Rhizanthella and other orchids. A fully defined sterile culture medium designed to more closely resemble Australian soil conditions was formulated. This new medium was compared to undefined media containing oats or yeast extract and recommendations for growth of these fungi are provided. The undefined media based on oats provided the best growth of most fungi, but the new Australian soil media was also effective at growing most orchid mycorrhizal fungi and this fully defined media was less prone to contamination and should provide more reproducible results. A comparison of three methods for inoculating M. uncinata with the underground orchid fungi resulted in the production and characterisation of ectomycorrhizal roots and hyphae formed by fungi isolated from R. gardneri and R. slateri. These underground orchid fungi could easily be distinguished from other mycorrhizal fungi (caused by airborne contamination) by the characteristic appearance of these roots and hyphae. A new system for growing and observing tripartite mycorrhizal associations was devised using pots with side viewing windows and the use of transparent seed packets to contain Rhizanthella seeds. This method allowed all the stages of seed germination to be observed in the glasshouse, culminating in the production of underground orchid rhizomes. Seed germination was only successful when seed was placed directly over active M. uncinata ectomycorrhizas confirmed to belong to the correct fungus by microscopic observations through the side of window pots. The importance of these new scientific discoveries concerning the biology and ecology of the underground orchids and their associated fungi for the recovery of these critically endangered orchids are discussed.

This study investigates the existence of cartel pricing and anticompetitive behavior by the Big4 international providers of auditing services (resulting from the halving in the number of such providers from the Big8 to Big4). Increased audit market concentration, both globally and in Australia, together with the focus by the Big4 in servicing primarily large clients, raises concern about a lessening of competition in the audit marketplace. Using both a composite and dis-aggregated measure for auditor attributes (namely, auditor reputation, industry specialization, provision of non-audit services and auditor tenure), this study provides a comprehensive analysis of the association between four pivotal auditor attributes and the quantum of audit fees and changes in audit fees paid by Australian publicly listed firms during a five-year time frame.The final usable sample includes 600 firm-year observations as data points for the 2001, 2003 and 2005 calendar years (200 firm-years for each year in the aforementioned observation window) and is obtained entirely from publicly available sources, specifically annual reports. Main results from both cross-sectional and longitudinal multivariate analysis indicate that there is no significant association between the four auditor attributes utilized in this study with both audit fees and variation in audit fees. Robustness and sensitivity testing completed also largely support the non-significance of the association between both constructs. This study, therefore, finds no evidence of cartel pricing and anti-competitive behavior by Big4 auditors resulting from increased audit market concentration. Results from this study have clear implications for regulators, investors, scholars, corporate management/firms and auditors.

Abstract:
Background: Prior work examining the association of maternal obesity and neonatal mortality indicate the presence of a positive relationship. However, regional evidence to provide insight on country-level heterogeneities within sub-Saharan Africa (SSA) with nationally representative datasets are non-existent. Objective: We aimed to determine the relationship between maternal obesity and neonatal mortality at the country level in SSA countries. Moreover, we also estimate regional measures of association to complement previous findings. Methods: Demographic and Health Survey (DHS) data from 34 SSA countries conducted from 2006–2016 were used for this study. After missing data (36.9% of cases) were addressed with multiple imputations, we identified a total of 175,860 women for the analysis. Complete case and multiply imputed datasets were analyzed individually with multilevel logistic regression models. Potential confounders adjusted for in the regression model included maternal age, level of educational attainment, area of residence, access to prenatal care, birth order and multiple birth (singleton vs twin birth). Regional and country-specific associations were computed, and unadjusted and adjusted odds ratios (ORs), along with the confidence intervals (CIs) were reported. Findings: Of the total study population, 8,451 (7.6%) were obese. In the regional level analyses, maternal obesity was associated with 40% increased odds of neonatal deaths. This finding was consistent in subgroup analyses by urban and rural residence, and geographic region of residence in SSA. Additionally, obese women were more likely to report neonatal death in the first week of life (OR, days 0–1: 1.39, 95% CI 1.15–1.69; OR, days 2–6: 1.35, 95% CI 1.02–1.79). In the individual country analyses, majority of the countries studied had central estimates supporting elevated odds of neonatal mortality, but the confidence intervals were imprecise. Conclusion: This study highlights the potential burden of neonatal mortality borne by obese women in SSA. There is, however, a need for longitudinal studies to confirm the results.

Abstract:
Respiratory disease is an important cause of wastage in the Australian horse racing industry and viruses are frequently suspected as aetiological agents of respiratory disease or poor performance by clinicians and trainers but confirmation is seldom attempted. This thesis deals with the potential role of equine herpes virus types 1, 2, 4 and 5 in upper respiratory disease and poor performance in horses in Western Australia. The methodology selected for the identification of equine herpes viruses in tissues of horses was polymerase chain reaction (PCR) and therefore individual PCR assays were developed for the detection of each herpes virus, and then a nested multiplex PCR was developed to detect all four viruses. There was good correlation between the multiplex PCR for the detection of EHV and the detection of virus by isolation in cell culture, although a combination of the 2 techniques provided greater sensitivity than either technique alone. The multiplex PCR described appeared equally sensitive as specific PCR assays using a single set of primers for each individual virus but reduced labour and reagent costs. As latency is a well recognised phenomenon in the equine herpes viruses and the horse is subjected to a number of stresses which might induce reactivation of latent infections, it was hypothesised that there would be a background level of replication of the equine herpes viruses in clinically normal horses. Nasal swabs and peripheral blood leukocytes (PBL) were obtained from 282 clinical normal horses and examined for EHV. The results clearly demonstrated the widespread occurrence of EHV in the clinically healthy horses. The rate of detection of different types of EHV varied, as did the prevalence in young and adult horses. The most common EHV detected was EHV5: in 83.2% of 131 of horses <2 years of age; in 40% of horses >2 years of age. A prospective clinical study was conducted whereby respiratory tract samples and PBL from adult horses with respiratory disease and/or poor performance were examined for equine herpes viruses; the aim was to determine a possible association between equine herpes virus infection and respiratory disease and/or poor performance. The relative incidence of factors identified in the history, signalment, physical and laboratory evaluation of horses in the study population was compared between horses from which EHV was identified in respiratory samples and horses negative for equine herpes virus. The results indicated that equine herpes viruses were important causes of respiratory disease in the study population, and that haematological and cytological data were a poor indicator of such equine herpes virus infection. Respiratory disease is an important cause of wastage in the Australian horse racing industry and viruses are frequently suspected as aetiological agents of respiratory disease or poor performance by clinicians and trainers but confirmation is seldom attempted. This thesis deals with the potential role of equine herpes virus types 1, 2, 4 and 5 in upper respiratory disease and poor performance in horses in Western Australia. The methodology selected for the identification of equine herpes viruses in tissues of horses was polymerase chain reaction (PCR) and therefore individual PCR assays were developed for the detection of each herpes virus, and then a nested multiplex PCR was developed to detect all four viruses. There was good correlation between the multiplex PCR for the detection of EHV and the detection of virus by isolation in cell culture, although a combination of the 2 techniques provided greater sensitivity than either technique alone. The multiplex PCR described appeared equally sensitive as specific PCR assays using a single set of primers for each individual virus but reduced labour and reagent costs. As latency is a well recognised phenomenon in the equine herpes viruses and the horse is subjected to a number of stresses which might induce reactivation of latent infections, it was hypothesised that there would be a background level of replication of the equine herpes viruses in clinically normal horses. Nasal swabs and peripheral blood leukocytes (PBL) were obtained from 282 clinical normal horses and examined for EHV. The results clearly demonstrated the widespread occurrence of EHV in the clinically healthy horses. The rate of detection of different types of EHV varied, as did the prevalence in young and adult horses. The most common EHV detected was EHV5: in 83.2% of 131 of horses <2 years of age; in 40% of horses >2 years of age. A prospective clinical study was conducted whereby respiratory tract samples and PBL from adult horses with respiratory disease and/or poor performance were examined for equine herpes viruses; the aim was to determine a possible association between equine herpes virus infection and respiratory disease and/or poor performance. The relative incidence of factors identified in the history, signalment, physical and laboratory evaluation of horses in the study population was compared between horses from which EHV was identified in respiratory samples and horses negative for equine herpes virus. The results indicated that equine herpes viruses were important causes of respiratory disease in the study population, and that haematological and cytological data were a poor indicator of such equine herpes virus infection. This study of the parasite fauna of five Australian rodents (Muridae: Hydromyinae: Conilurini) was undertaken to increase the knowledge of Australian parasite biodiversity. Trapping for Zyzomys argurus (Thomas, 1889), Pseudomys delicatulus (Gould, 1842), P. desertor Troughton, 1932, P. gracilicaudatus (Gould, 1845) and P. hermannsburgensis (Waite, 1896) (Rodentia: Muridae) was carried out at 16 locations in Queensland between 2004 to 2006. A total of 51 rats were captured and examined for parasites. In addition, 119 rats, from collections in the Queensland Museum and the University of Sydney, were examined. Finally, 57 samples of parasites collected from the above hosts and deposited at the Australian National Wildlife Collection (CSIRO) were identified. From these five rodent species, 15 species of ectoparasites and 17 species of endoparasites were recorded. Fifteen new host records and 14 new locality records were found. The ectoparasites comprised four species of Laelaps Koch, 1836 (Parasitiformes: Laelapidae), four species of chiggers (Acariformes: Trombiculidae), two species of fleas (Siphonaptera: Pulicidae, Pygiospyllidae) and two species of ticks (Parasitiformes: Ixodidae). Three new species of lice (Anoplura: Hoplopleuridae) were discovered. The 17 endoparasites, all helminths, comprised fourteen species of nematode and three species of cestode. There were 11 species of oxyurids (Nematoda: Oxyuridae, Heteroxynematidae), including 10 new species of Syphacia, two species of Odilia (Nematoda: Heligmonellidae), and one species of Nippostrongylus (Nematoda: Heligmonellidae). Three species of cestodes (Cestoda: Anoplocephalidae, Taeniidae, Davaineidae) were collected. There were no trematodes or acanthocephalans found in any of the rodents examined. No protistan parasites were found in tissue and blood samples taken from the rodents. The mean species diversity of parasites for each host rodent species was consistently low, with values of Simpson’s Reciprocal Index ranging from 1.00 – 1.53. Possible factors contributing to this low diversity include habitat preferences, dietary ecology and social structure. There was no significant relationship found between host body weight and abundance of ectoparasites, or host body weight and species richness of helminths. The index of discrepancy (D) was used to evaluate the distribution of parasite species across host populations. Most parasites were found to have aggregated distributions within the host populations. The exception to this was two of the four species of laelapid mite, with values <5, indicating that they were common across host populations. The phylogenetic relationships of the Syphacia species occurring in the Australian bioregion were investigated using morphological characters. Relatively low resolution of the trees produced indicated that there may be a high degree of similarity between species. Two main clades were identified- a clade of genera of Syphaciini from Borneo was shown to be basal to the clade of species of Syphacia examined. Within the clade of the genus Syphacia, the new species identified in this study formed a single cluster on trees. There was no evidence, however, for strict coevolution of these worms and their hosts. Overall, the research presented here adds considerable knowledge to the previous paucity of information of the parasites of Australian native rodent species. This was achieved by contributing new host records, locality records and identifying and describing several new species. The relationships between conilurin rodents and their parasites suggests that coevolution plays a large part in the speciation of parasites, and that minimal host switching has occurred in the helminths of the conilurins of northern Australia.

Abstract:
This thesis examines the effects of species, rainfall and soil type on tree biomass regressions, as well as the effects of stand dominance and structure on stand biomass regressions in north-east Australian woodlands. This was achieved by examining tree characteristics and biomass relationships for a series of woodland monitoring sites throughout the study area. This study utilised a modified data set from this permanent monitoring site network to provide structural attributes for trees and communities of varying composition in the grazed woodlands. These data were supplemented with environmental data and tree harvest data sets. Initially, the research reported in this thesis developed allometric and stand biomass regressions for Callitris glaucophylla communities. This research also demonstrated that changes in tree-form were not reflected in changes in the environment, nor did such changes reflect changes in tree biomass regressions for three eucalypt species. As a result, a common regression provides a robust estimate of total aboveground biomass of eucalypt trees in the study area. Thus expensive destructive harvesting can generally be avoided for minor eucalypt species. Finally, this study demonstrated a successful methodology that described the stand structure of all the grazed woodland sites based on tree heights. This methodology was developed to allow the expansion of a single stand regression to estimate stand biomass across the entire north-east Australian woodlands. The findings demonstrated in this study, combined with the long-term data from the permanent monitoring network sites, should enhance the estimation of carbon flux within eucalypt communities of north-east Australia’s grazed woodlands.

Traditional journal analysis for the identification of diciplines is limited in developing areas of study due to the lack of journals specific to that area of study. Identifying knowledge domains worthy of study for the identification of developing disciplines has been difficult.

Conferences are at the forefront of building knowledge in scientific communities, particularly in technology related sectors, but less than 10% of conference proceedings are available in conventional knowledge databases. As a result, conference proceedings as a previously unconsidered knowledge domain, may provide the knowledge domain worthy of analysis to identify developmental and incremental change within developing areas of study.

This study proposed a bibliometric analysis of the Conference Proceedings of the Association of Educational and Communications Technology (AECT) from 1979 through 2009 as a knowledge domain that represented Instructional/Educational Technology. Bibliometric indicators were extracted and collected into custom databases for citation and cocitation analyses. Gephi 0.9.2 software was used to create multidimensional graphs to identify developmental and incremental change within the knowledge domain with the purpose of understanding the developmental pattern of Educational/Instructional Technology as a discipline.

A university library web site is created as a means for providing information resources and services without the limitation of time or space. To ensure that the design of the web site will not be an obstacle to their users, usability is a key issue raised among librarians. In the tertiary context, information literacy is also widely promoted since it is regarded as the skills that can empower human development in the Information Society. These two issues, web site usability and information literacy, have motivated this thesis which is a case study influenced by phenomenography. The research was conducted with the purpose of investigating the relationship between the design of a university library web site, in particular its usability, and the development of students' information literacy through their experience of using the web site. The understanding found within this research is informed by three clear phases of data collection: Phase 1: Development of the Criteria, Phase 2: Assessment of a Usable University Library Web Site Fostering Information Literacy, and Phase 3: Investigation of Students' Conceptions of Information Literacy Development. Various research methods were used in each phase: questionnaires, focus groups, and experts' selection of the criteria for Phase 1, heuristic evaluation and usability testing for Phase 2, and focus groups, think aloud protocols, and interviews for Phase 3. The data were analysed both quantitatively and qualitatively. Two major outcomes are revealed as a result of the research. The first is the usability measures/criteria capable of reinforcing information literacy that can be useful in evaluating the design of a university library web site. The second is a model describing students' conceptions of information literacy development through the use of a university library web site. Results of the research also reveal that there is a relationship between the design of a university library web site, in particular its usability, and the development of students' information literacy through their experience of using the web site. This applies particularly at the information level, especially Information Literacy Attribute #2: finding and accessing the needed information efficiently and effectively. The students experience information literacy development through the use of a university library web site by experiential learning. Their conceptions of information literacy development can be divided into three categories: "no development", "restricted development", and "transferable development". Interestingly, there is no difference between students from different disciplines in terms of their ways of experiencing information literacy development through the use of a university library web site. Considering the results, the hypothesis that there is no relationship between the design of a university library web site, in particular its usability, and the development of students' information literacy through their experience of using the web site is rejected. In contrast, the hypothesis that there is no noticeable difference between students from different disciplines in their ways of experiencing information literacy development through the use of a university library web site is accepted. The research makes contributions to both theory and practice. Theoretically, it proposes a model describing students' conceptions of information literacy development through the use of a university library web site as well as the chronology and continuity of their conceptions. Practically, there are implications for university library web site design: implications for usability evaluation methods, for usability measures/criteria capable of supporting information literacy that can be used to evaluate the design of a university library web site, and for the usable and information literacy-supportive design of a university library web site. In addition, it also suggests some implications for information literacy development: implications for investigating the students' conceptions of information literacy development, for information literacy education in regard to the academic environment, and for information literacy education in regard to a university library. The study concludes with recommendations for possible future research in the hope that further insights into the design of a university library web site and information literacy development may be revealed.

After the turmoil of the 1890s shearing contractors eliminated some of the frustration from shearers recruitment. At the same time closer settlement concentrated more sheep in small flocks in farming regions, replacing the huge leasehold pastoral empires which were at the cutting edge of wool expansion in the nineteenth century. Meanwhile the AWU succeeded in getting an award for the pastoral industry under the new arbitration legislation in 1907. Cultural and administrative influences, therefore, eased some of the bitter enmity which had made the annual shearing so unstable. Not all was plain sailing. A pattern of militancy re-emerged during World War I. Shearing shed unrest persisted throughout the interwar period and during World War II. In the 1930s a rival union with communist connections, the PWIU, was a major disruptive influence. Militancy was a factor in a major shearing strike in 1956, when the boom conditions of the early-1950s were beginning to fade. The economic system did not have satisfactory mechanisms to cope. Unionised shearers continued to be locked in a psyche of confrontation as wool profits eroded further in the 1970s. This ultimately led to the wide comb dispute, which occurred as wider pressures changed an economic order which had not been seriously challenged since Federation, and which the AWU had been instrumental in shaping. Shearing was always identified with bushworker ‘mateship’, but its larrikinism and irreverence to authority also fostered individualism, and an aggressive ‘moneymaking’ competitive culture. Early in the century, when old blade shearers resented the aggressive pursuit of tallies by fast men engaged by shearing contractors, tensions boiled over. While militants in the 1930s steered money-makers into collectivist versions of mateship, in the farming regions the culture of self-improvement drew others towards the shearing competitions taking root around agricultural show days. Others formed their own contracting firms and had no interest in confrontation with graziers. Late in the century New Zealanders arrived with combs an inch wider than those that had been standard for 70 years. It was the catalyst for the assertion of meritocracy over democracy, which had ruled since Federation.

Previous researchers have alluded to an association between violence and alexithymia. Nemiah (1978) and H. Krystal (1979) were the first to report sudden outbursts of rage and or aggression in clinical observations of non-offender people with alexithymia. Limited research on the subject matter conducted since the time of those reports demonstrates that alexithymia is prevalent among male violent offenders. Much of the previous research, however, was performed with early assessments methods of alexithymia which often failed to measure all aspects of alexithymia. Furthermore, the exact nature of the association between violent offending and alexithymia is unclear. Given the high costs of violent offending to both society and victims it would appear necessary to assess for the presence of alexithymia among male violent offenders in order to provide appropriate intervention and treatment. The aim of this research was to determine the exact nature of the association between male violent offending and alexithymia. The Toronto Alexithymia Scale (TAS-20) was employed for this purpose. As the scale had not previously been standardised in Australia, the aim of the first research question was to examine the utility of the cut-off scores and stability of the factor structure with a Western Australian community sample. This was achieved by a comparison of the means of the original Canadian standardisation sample with the means of the Western Australian sample (n = 323). A Confirmatory Factor Analysis (CFA) was employed to assess the factor structure. The Canadian cut-off scores proved to be applicable with Western Australian participants and stability of the factor structure was confirmed. Through the analysis, however, some psychometric weaknesses of the scale were revealed. The second research question was aimed at determining the prevalence of alexithymia among male violent offenders in Western Australia. A sample of 79 violent offenders incarcerated in prisons around Western Australia was recruited for Study Two. The results of a chi-square analysis for Study Two demonstrated an association between male violent offending and alexithymia. The aim of the third research question was to determine the exact nature of the association. For this purpose, all the TAS-20 scores of the violent offender sample, males in the community sample and a non-violent offender sample (comprising of 67 male participants) were compared by means of a Multivariate Analysis of Variance (MANOVA) and post-hoc Analysis of Variance (ANOVA). There were statistically significant differences between community males and both the offender groups, with higher TAS-20 scores for the offender groups. The differences between the two offender groups were not statistically significant. Furthermore non-violent offenders were just as likely as violent offenders to score above the cut-off score on the TAS-20. The results suggest that there is an association between not only alexithymia and violent offending, but also alexithymia and offending in general. The consistent results for all the TAS-20 factor scores further suggest that it is alexithymia in general, rather than a specific aspect of alexithymia that is associated with offending. The current results are discussed in terms of forensic, clinical and research implications.

This thesis focuses on why prospective teachers want to teach. It argues that prospective teachers draw on their own perceptions of what teaching means to them and that these perceptions are clarified and refined during the initial stages of their university study. Firstly, it examines what attracts and holds first year student teachers to teaching and whether they really want to be teachers. Secondly, it compares students’ perceptions of teaching at the start, during and at the end of their first year of their first year of university studies. Finally, it identifies the kind of early experiences at university and school sites that can either strengthen the initial commitment to become a teacher or might lessen the original desire to teach. The context of the study is a regional university in a provincial city in Central Queensland. The selection of constructivism as a theoretical framework informed the research approach and allowed data to be gathered in a case study format using an iterative process to permit probing and identification of change, and reconstruction of relevant issues. In this research, data was collected through three individual interviews with nine first year prospective student teachers at the beginning, mid and end of that year. Constructivist analysis concepts were employed to draw from the data coded patterns, themes and issues displaying student teachers’ emerging perceptions of their first year of learning how to teach. The thesis reports that student teachers in their initial year were enabled to articulate their co-construction of what it means to be a teacher. During the year they were able to build up their construction of what it means to be a teacher which, over time, alleviated earlier uncertainties as their decision to teach was affirmed. The process of construction of being a teacher identified qualities, knowledge and skills identified from the start to the end of the program, building from perceptions to reality, from the old to the new. Conceptions of teaching as work, and the importance of relationships in teaching contributed to the satisfaction of student teachers and helped affirm their commitment in anticipating their future as a teacher. The findings of the study exemplify that a well-structured, collaborative teacher education program in the initial year will attract and retain many prospective teachers. This thesis gives a wider understanding of the first year of a teaching career. The research builds a contemporary picture of what prospective teachers think about teaching in their first year of a teacher education program. The issues and problems identified in the context of a regional campus, underpin the results of this research. Abstract:
The aim of the following thesis is to examine if the ideology behind the copyright laws of today poses a threat to creativity and the cultural heritage. The organizations Association of American Publishers and Authors Guild are subject to an ideology- analysis which seeks to examine their ideological views on copyright and the possible threat to creativity such a view brings. The conflict between the two organizations and Google Book Search is used as a context where the ideology is being brought to light. Stanford Law School professor, Lawrence Lessigs work is used as theory and an alternative to the examined view on copyright. The result suggests that the organizations see copyright as the only effective incentive to creation and therefore they think stronger intellectual property laws are needed. They are also engaging in the process of equalising intellectual property with material property, to build a system that defends the old against the new rather than a system that promotes progress. This constitutes an ideology which fully developed might harm the environment for creativity and restraint the publics access to the cultural heritage.

Abstract: The impact of information explosion and global competition on modern people grows everyday in knowledge economy society. It has became a critical issue about learning how to use information effectively and to be a lifelong learner. School libraries bridge the gap between library information science and education, and are responsible for integrating information into instruction and fostering lifelong learning skills. The value of school library associations is to promote the professional development of school libraries and to speak out for the librarians. Therefore the relationship between school library associations and school librarianship is very close. All contributions and efforts that school library associations made will exploit the development of library profession more vigorous. The purpose of the study is to compare the operation, national standards, and library professional certificates of school library associations in American and Australian. The research was conducted by historical and comparative analysis. American and Australian national school library associations were chosen as the objects based on IASL’s conference papers published from 2003 to 2006. The results of the research are summarized below: 1. American and Australian national school library associations are active organizations, they did a lot of research and provided school librarians precious information. 2. The cores of American and Australian national school library standard contents are changed from quantity to quality. 3. The American and Australian national school library standards cope with the contemporary educational trends. 4. American and Australian national school library associations has started to draw up information literacy standards since 1990. 5. American and Australian national school library associations are cooperative with other profession or associations to develop standards. 6. American and Australian national school library associations definitely make statements about school librarians who should be multi-roles. 7. American and Australian national school library associations definitely write down school library professionals and supporting staffs’ duties. Through description, interpretation, juxtaposition, and comparison, this study research the concepts of the digital preservation projects from Library of Congress and National Library of Australia, which include the role, the mission, the legal deposit policy, the background, and the relevant factors of the digital preservation standards and strategy. However、due to the advances of technology in recent years、borrower’s records can now be easily recorded and stored at the same time. These records become larger as time progresses. Nowadays、in order to improve its utility rate、libraries have evolved to actively recommending which books to read. This is done by associating the interests of readers to types of books available. The purpose of this study is to improve the libraries』 utility rate by using Data Mining to find readers』 implied associations from the large database and apply the mining’s result to recommend suitable books for readers accordingly. In this thesis、we according to borrowing database of library of Southern Taiwan University of Technology offered、and regard borrowing the data of readers as the data source mined、every one borrows data includes books and one degree of value of interest that readers for the books. Finally、according to the method put forward、we design and build a recommend system of adaptive books and reader. The purpose of this study was to explore the association between the locations of Taiwanese vocational senior high school libraries in campuses and library usage. The analysis included the following research variables: campus facilities surrounding every library and their distribution, school population, school enrollment, number of patrons served per library faculty, number of library holdings per capita, growth rate of library holdings, and average borrowing rate. The valid objects of this study were 129 Taiwanese vocational senior high schools. The research variables were library statistics and the facilities surrounding every library. Library statistics were extracted from the Database of High School Libraries collected by Ministry of Education, and the reference period ran throughout the 2016/17 academic year. As for the facilities surrounding the libraries, they were determined and then categorized though the interpretation of campus facility maps. The maps were open information taken from the official website of each school. The method of analysis in this study was association rules mining of educational data mining with hybrid-dimensional, quantitative and constraint-based features. HotSpot algorithm in the open source data mining tool Weka was the analysis tool for this study. The surrounding facilities were set on the left-hand side, while other research variables were each clustered into high or low group before setting on the right-hand side. The research results were concluded by the indicators with strong associations. The research results were concluded as fellows. First, the three most common campus facilities surrounding school libraries were "passageway", "subject-based classroom", and "regular classroom", while the two least common facilities were "campus living area" and "other facilities". Second, there were strong associations between the libraries located near "campus living area" or "campus landscape" and the low-scored group of school population, while the libraries near “other facilities” and the high-scored group of school population were strongly associated. Third, there were strong associations between libraries located near "campus landscape", "campus living area", or "passageway" and the high-scored group of enrollment, while the libraries near other facilities, “regular classroom”, or “teaching faculty office” and the low-scored group of enrollment were strongly associated. Fourth, there were strong associations between the libraries located near "campus landscape" or "subject-based classroom" and fewer patrons served per library faculty, while the libraries near "regular classroom" and more patrons served per library faculty was strongly associated. Fifth, there were strong associations between the libraries located near "physical activities facility", "campus landscape", or “other facilities” and a higher number of library holdings per capita, while the libraries near “campus boundary”, “campus living area” or “regular classroom” and a lower number of library holdings per capita were strongly associated. Sixth, there were strong associations between the libraries located near "campus entrance gate", "passageway", "administrative service area", or "teaching faculty office" and a higher growth rate of library holdings, while the libraries near “regular classroom”, “campus living area” or “other facilities” and a lower growth rate were strongly associated. Seventh, there were strong associations between the libraries located near "teaching faculty office", "physical activities facility", "campus landscape", or "subject-based classroom" and a higher average borrowing rate, while the libraries near “campus living area”, “other facilities”, or “administrative service area” and a lower average borrowing rate were strongly associated. Eighth, in addition to school population, there was a strong association between growth rate of library holdings and average borrowing rate, which was worthy of further research. To sum up, there could be positive associations between vocational high school libraries located near "physical activities facility", "campus landscape" or "subject-based classroom" and library resource or library usage while there could be negative associations when libraries were located near "campus living area" or "other facility". The researcher's recommendations based upon this study include the following: First, the association rules concluded in this study could be considered when planning for new vocational senior high school library building or rearranging school facilities. Second, library holdings in vocational senior high school should be enhanced to improve library usage. Third, library statistics can be used to discover the inadequacies of a library. Fourth, the Database of High School Library should include school codes and more types of library statistics and to improve data accuracy.

Abstract Libraries have long been widely recognized as import information-offering institutes. Thousands of new books are acquired per month by our university—a mid-sized university in Taiwan), and patrons may have difficulties identifying the small set of books that really interest them. This gives rise to the problem of finding an effective way to recommend patrons the newly arrived books in a library. In this work, we address this problem in finding generalized association rules between patrons and books. We first discuss how to identify relevant but independent patron attributes in regard of the books they checked out. Then, we propose a set of algorithms for generating large itemsets and evaluate their performance experimentally. In addition, we define interestingness of rules and propose an algorithm for pruning uninteresting rules. Finally, we apply our approach to the circulation data of National SUN Yat-Sen University library and report our experiences.

The Website of a library association is the channel to provide her members and library related persons to collect information on the association. The service items provided by the Website of a library association will influence the willingness of website visitors to revisit the site. This study aims at understanding users’ needs and satisfaction toward the Website of Library Association of the Republic of China (Taiwan), also known as LAROC, and proposing an improvement plan on the Website. This study first applied content analysis to understand the services provided by the Websites of seven library associations around the world, and then on the basis of the results of content analysis, conducted a user questionnaires to understand the demand for services and the degree of satisfaction from the users of the LAROC. The results showed that among the seven library association Websites, Australian Library and Information Association (ALIA) and American Library Association (ALA) had the highest ranking on the varieties of services provided. These two websites provided more than 75% of services; on the other hand, Japan Library Association (JLA) only provided 40% of the services. The Website of LAROC provided only 43% of the services, which indicated there were still rooms for improving the LAROC Website. The services offered by all the seven library association Websites included: (1) About us: committee, organizational structure, constitution of the association; (2) Member only: types of membership, application, member’s rights and benefit; (3) Publications information: list of association publications, information retrieval of the association publications; (4) News and media: latest news; (5) Meetings and events: association meetings and activities; (6), Library information legislation; (7) Links: domestic and oversea Libraries and related institutions. According to the survey result, the frequency of the LAROC site usage is often once a month; the purpose of accesing the LAROC Website is to obtain the latest news, followed by recruiting and employment information. The third is to obtain education and training. The top three demands for the website services are (1) provides the latest job openings information; (2) provides the latest activities and events information of the library community; (3) Provides information of the Library and Informatics related courses. In conclusion, according to the result of this study, the recommendations are as follows: (1) Websites of library associations should respect various information sources and provide professional information; (2) building the website content should be based on the requests from the users; (3) periodic updating and testing is essential to maintain quality of the site ; (4) service provision should be based on various user characteristics; (5) regularly reviewing user’ requirements and needs is a must.

The current state of intellectual property law is labyrinthine in every sense: it is difficult to follow, full of blind alleys, and the only people who know the way through it are the ones who designed it in the first place. Pamela Samuelson notes in Towards a New Politics of Intellectual Property, “copyright industry groups have cultivated relationships with policy makers in the executive and legislative branches over a long period of time” (98) and these relationships have been used to maintain control over copyrighted materials far beyond the length of time of commercial success of said materials. James Boyle noted that “the ground rules of the information society are being laid down by lawyers (strike one) employed by the biggest players in the field (strike two) all with little public debate or press scrutiny.” (Boyle, “Sold Out”) My goal in this paper will be to examine the history of copyright, attempt to unite some of the disparate aspects of the open information meme, and finally to consider how this meme is being distributed (or not distributed) by academic librarians. I will also attempt to make prescriptive suggestions that might assist librarians in seeing the strengths of the Open Information memepool.

The objectives of the study were: 1) to investigate the extent to which workers in library and information services in KwaZulu-Natal are members of LIASA; and 2) if there are substantial numbers of LIS workers who are not currently members, then what are the possible reasons for this? The study surveyed three types of library services in KwaZulu-Natal, namely, academic, public and special libraries with 330 LIS workers participating in the study. A census was done of LIS workers in special libraries and in academic libraries of public higher education institutions in KZN. Simple random sampling was used in selecting public libraries in KZN for participation in the study. All staff in the selected sample of public libraries were surveyed. The research instrument used was a self-administered questionnaire. It was established that a significant number of LIS workers in all three types of libraries surveyed in KZN are currently not members of LIASA for various reasons. LIASA has been unable to draw significant membership from the support staff category in LIS services despite its constitution claiming to embrace all LIS workers. The study recommends that LIASA market itself more aggressively to increase membership levels particularly in the public library sector and among support staff in all LIS services. It also recommends that LIASA should consider involving itself in the industrial concerns of the LIS sector.

This study investigates early life stages of the southern sea garfish (Hyporhamphus melanochir) and their association with seagrass in Gulf St Vincent, South Australia. The overall aims were to identify and describe the early life stages of H. melanochir and to explore the possible relationship(s) between these life stages and seagrass habitat with the emphasis on seagrass as a requirement for spawning or as a food source. The reproductive biology of female H. melanochir from the commercial fishery was assessed by microscopic examination of ovaries, oocyte size distributions, gonadosomatic indices, and macroscopic ovarian stages. Five stages of oocyte development were identified and described: perinucleolar, yolk vesicle, yolk globule, migratory nucleus and hydrated. A coherence between histological and whole oocyte descriptions is demonstrated. Hyporhamphus melanochir are characterised as multiple spawners with group-synchronous oocyte development and indeterminate fecundity. A protracted spawning season from October to March was indicated by the occurrence of ripe ovaries and increases in gonadosomatic index. Females reach sexual maturity at 193 mm standard length, and batch fecundity ranged from 201-3044 oocytes depending on fish size. Spawning shoals are segregated by sex, as indicated by commercial samples, with a biased female-to-male ratio of 4.5:1 during the spawning season (1.2:1 during the non-spawning season). In addition, features of the oocyte surface were closely examined, which revealed that the filaments on the chorion of the hydrated oocyte are adhesive. These adhesive filaments presumably allow the fertilised egg to become attached to vegetative substrate by adhesion and/or entanglement. H. melanochir larvae were discriminated from another hemiramphid species, river garfish (H. regularis), which is also known to occur in the study area, based on species-specific amplification of part of the mitochondrial control region using a multiplex polymerase chain reaction (PCR) assay. The species were easily discerned by the number and distinct sizes of PCR products [H. melanochir, 443 bp; river garfish (H. regularis), 462 and 264 bp]. Although based on a single gene, this molecular method will correctly identify the species of individuals in at least 96% and 94% of tests for H. melanochir and H. regularis, respectively. Subsequent to verifying the identification of species by molecular discrimination, the larval development of H. melanochir and H. regularis were described. Larvae of H. melanochir and H. regularis had completed notochord flexion at hatching and are characterized by their elongate body with distinct rows of melanophores along the dorsal, lateral and ventral surfaces; small to moderate head; heavily pigmented, long straight gut; persistent preanal finfold; and extended lower jaw. Fin formation occurs in the sequence: caudal, dorsal and anal (almost simultaneously), pectoral, pelvic. Despite the similarities between both species and among hemiramphid larvae in general, H. melanochir larvae are distinguishable from H. regularis by: having 58-61 vertebrae (v. 51-54 for H. regularis); having 12-15 melanophore pairs in longitudinal rows along the dorsal margin between the head and origin of the dorsal fin (v. 19-22 for H. regularis); and the absence of a large ventral pigment blotch anteriorly on the gut and isthmus (present in H. regularis). A logistic regression analysis of body measurements also revealed interspecies differences in the combined measurements of eye diameter and pre-anal fin length. Both species can be distinguished from morphologically similar larvae found in southern Australia (other hemiramphids and a scomberosocid) by differences in meristic counts and pigmentation. Hyporhamphus melanochir larvae were successfully collected throughout Gulf St Vincent using a neuston net; however, attempts to sample eggs were unsuccessful. Abundances of larvae in the gulf averaged 4.8 and 12.3 larvae 1000⁻ ² of surface water in December 1998 and December 2000, respectively. Larvae exhibit fast growth, as indicated by otolith growth increments, with backcalculated spawning dates falling within the October-March spawning season. Spatial analysis of larval distributions revealed a positive spatial autocorrelation, i.e. non-randomness or clustering of similar abundance values. Most larvae were found in the upper region of the gulf, and the prevalence of seagrass habitat throughout this region supports the view that the demersal eggs of H. melanochir become attached to seagrass and/or algae following spawning. A gyre in waters of the upper gulf, influenced by prevailing southerly winds, the Coriolis effect, and land boundaries, may explain retention of larvae. The importance of seagrass beds to H. melanochir spawning is also supported by anecdotal evidence and available literature on eggs of other Beloniformes, which are also demersal and attach to marine plants. Dual stable isotope analysis (δ¹³ and δ¹⁵N) of larval, juvenile and adult H. melanochir and several potential food sources from the Bay of Shoals was carried out to estimate the importance of zosteracean seagrass towards the assimilated diet of H. melanochir. Although the diet of H. melanochir larvae is probably planktonivorous, their isotopic signatures partly reflect the parental diet due to the influence of pre–existing tissue in addition to growth. According to mixing model calculations, the signatures of juveniles can be explained by a diet consisting of 23–37% Zostera, 0–10% Halophila and the remainder zooplankton, whilst the diet of adults consists of 53–58% Zostera and the remainder zooplankton. These findings indicate an increasing dependence upon Zostera with growth of H. melanochir. The results of this study enhance the completeness of our understanding of the fisheries biology and ecology of H. melanochir. Significant contributions are provided in reproductive biology and larval biology, seagrass beds (in combination with mixed algae) are demonstrated to be an important habitat for spawning, and Zostera seagrass is shown to be a necessary food source in the diet of juveniles and adults.
