Objective – To survey the current status of Web usability Policies/Standards/Guidelines (PSGs) found in academic libraries of the Association of Research Libraries (ARL). Researchers sought to investigate whether PSGs are in place, the levels of difficulty surrounding implementation, the impact of PSGs on design, testing, and resource allocation, and the relationship between ARL ranking and usability practice or PSGs.
Design – Survey.
Setting – North America.
Subjects – Academic libraries of the ARL.
Methods – An 18-question survey consisting of multiple choice, Likert scale, and open-ended questions was sent to all 113 ARL libraries in November 2007. Survey recipients were selected as the person in charge of Web site usability by visiting library Web sites and phone inquiry. The survey was concluded in January 2008 with a response rate of 74% (84 institutions). The researchers used t-test to detect any difference in ARL library ranking between libraries with and without PSGs. Pair-wise t-tests were conducted to identify gaps in difficulty implementing PSGs. In addition, they used Pearson’s Correlation to investigate any significant correlations between variables such as ARL rank and resource allocation.
Main Results – Of the 84 respondents, 34 (40%) have general library Web PSGs and 25 (30%) have specific usability PSGs; 41 (49%) have at least one type of in-library PSG. Of the 43 (51%) libraries that do not have PSGs, 30 (36%) are at universities with institutional Web usability PSGs; 26 (87%) follow those guidelines. There was no statistically significant relationship between ARL ranking and PSG status (see Table 1).
The authors asked about difficulty in implementing PSGs. Of the 32 libraries responding to a question about general library Web PSGs, most had slight or moderate difficulty. Twenty-three libraries with specific usability PSGs identified difficulty levels; some had no difficulty, but a majority had moderate difficulty. For the 26 libraries using institutional Web usability PSGs, most had no or slight difficulty. Pair-wise t-tests showed that library Web usability PSGs were significantly more difficult to implement than university Web usability PSGs.
Enforcement/agreement issues were reported as the primary difficulty in implementing in-library PSGs. Technical issues and ambiguity were obstacles at the institutional level. More than half of the 84 libraries have Web advisory committees and about one third have usability committees or Web usability subcommittees. Several libraries answered that they have none of these committees, but indicated that they have some sort of ad hoc committee or user study group to address usability issues.
Of the 84 respondents, 71 (85%) have conducted usability testing. Sixty-two libraries (73.8%) rated usability testing as important, very important, or extremely important: the rate given for the importance of usability testing did not correlate with ARL ranking. Cited most often in open ended questioning
were the importance of iterative testing, library wide buy-in, and staff and resource availability. Main web pages were tested most
frequently. Fifty-three libraries (74.6%) tested their lower level pages at least once. OPACs were tested the least often. The amount of testing was impacted neither by the existence of library Web PSGs nor usability PSGs. The top two testing methods were in-person observation and think aloud protocol.
Of the 84 libraries, 24 (28%) reported having staff dedicated to Web usability issues; twenty full-time staff and four part-time staff. There was a weak association between ARL ranking and hours worked by dedicated staff; no association existed for regular staff who take on Web responsibilities. Fifty-one (60%) of libraries had regular staff whose duties included Web usability; forty-six full-time and five part-time. Training did not correlate to amount of testing methods used. There was a weak link between ALR ranking and availability of resources and, the authors showed, more testing was done as resources increased. In response to a query about future Web usability plans, the focus was on usability testing and site redesign, with only three libraries planning to refine or establish usability PSGs.
Conclusion – The authors hypothesized that “web usability PSGs would influence usability practice within libraries and other institutions” (953). The data show that PSGs do not influence practices. The authors conclude that there is no significant relationship between PSGs and testing practices or PSGs and the availability of resources. Likewise, ARL ranking had no effect on the establishment of usability PSGs. Most libraries are conducting usability testing, and there was a weak link between ARL ranking and availability of testing resources. Highlighted in the open-ended questions is the lack of usability expertise among stakeholders. Workload, inadequate human resources, and lack of organizational cohesion are also cited as barriers to the adoption of Web usability PSGs. The authors speculate that Web professionals likely use their own working knowledge and internalized guidelines without having formal documentation. The authors further speculate that the difficulty related to creating mental models that adequately represent library tasks may hinder the use of formal usability PSGs. Additionally, libraries may not regard the lack of usability PSGs as a liability, especially in light of the lack of government mandates or standards. The authors recommend educational efforts for key players on the value of Web usability, support for hiring dedicated staff, and formal documentation to guide design practice. The authors plan to compare the collected PSGs in an upcoming project. Future research could focus on non-ARL libraries, the relationship between PSGs and user experience, and Content Management System (CMS) usability characteristics.

Background Symptomatic vertebral artery (VA) stenosis has been associated with a markedly increased early risk of recurrent stroke. VA stenosis can be treated with stenting; however, there are few data from randomised controlled trials evaluating the efficacy of this treatment, and recent studies in intracranial stenosis have suggested that stenting may be associated with increased risk. Objective The Vertebral artery Ischaemia Stenting Trial (VIST) was established to compare the risks and benefits of vertebral angioplasty and stenting with best medical treatment (BMT) alone for recently symptomatic VA stenosis. Design VIST was a prospective, randomised, open, parallel, blinded end-point clinical trial. Setting The trial was performed in 14 hospitals in the UK. Participants Recruitment began on 23 October 2008 and follow-up ended on 1 March 2016, by which time every patient had been followed up for at least 1 year. Participants had to have symptomatic vertebral stenosis of at least 50% resulting from presumed atheromatous disease. Both patients and clinicians were aware of treatment allocation; however, an independent adjudication committee, masked to treatment allocation, assessed all primary and secondary end points. Interventions Participants were randomly assigned (1 : 1) to either vertebral angioplasty/stenting plus BMT (n = 91) or BMT alone (n = 88). A total of 182 patients were initially enrolled; however, three patients (two who withdrew after randomisation and one who did not attend after the initial randomisation visit) did not contribute any follow-up data and were excluded. None of these three patients had outcome events. Main outcomes and measures The primary end point was the occurrence of fatal or non-fatal stroke in any arterial territory during follow-up. Results The median follow-up was 3.5 (interquartile range 2.1–4.7) years. Of the 61 patients who were stented, 48 (78.7%) had extracranial stenosis and 13 (21.3%) had intracranial stenosis. No perioperative complications occurred with extracranial stenting; two strokes occurred during intracranial stenting. The primary end point occurred in five patients (including one fatal stroke) in the stent group and in 12 patients (including two fatal strokes) in the medical group (giving a hazard ratio of 0.40, 95% confidence interval 0.14 to 1.13; p = 0.08), with an absolute risk reduction of 25 strokes per 1000 person-years. Limitations The study was underpowered because it failed to reach target recruitment. The high rate of non-confirmation of stenosis in the stented group of the trial was a second limitation. Conclusions The trial found no difference in risk of the primary end point between the two groups. Future Post hoc analysis suggested that stenting could be associated with a reduced recurrent stroke risk in symptomatic VA and further studies are now required to confirm these findings, particularly in extracranial VA stenosis where complication rates with stenting were confirmed to be very low. COPE’s charge is to augment the ALA Code of Ethics by explanatory interpretations and additional statements, prepared by the committee or elicited from other units of ALA. Spatial structure of 56 CCRCs(Continue Care Retirement Committee) which are mainly selected from AIA contest project are analyzed by using space syntax theory. Based on the result of common facility allocation and spatial centrality, three common facility allocation types and six route space integration models are defined. While the analysis shows the central allocation with route connected to a common facility being the highest integration place is the predominant spatial structure of common facility in US CCRCs, the combination of each common facility allocation type and route space integration models provide the fashion of common facility spatial structure in US CCRCs today.

On January 13, 1843, the executive committee of the Hungarian Industrial Association (Országos Iparegyesület) held its weekly meeting in Pest. The Industrial Association, a voluntary association dedicated to the spread of useful knowledge and the promotion of industry, had been founded fourteen months earlier. More than twenty men were present at the meeting, most of them untitled nobles, yet four counts, two master artisans (both button makers), and a Jewish merchant were present as well. Records suggest that this was a busy meeting, in which the executive committee passed a dozen resolutions on topics ranging from the printing of the association's bylaws to its plans to establish a library and launch a newspaper. Among other matters, the committee acknowledged receipt of a fifty-florin contribution from the Pest Jewish community and welcomed as a branch association a society dedicated to promoting industry and agriculture among Hungarian Jews.

Decisions by library associations impact on everyone involved in library and information services. The committee of the Library Association of Ireland, Health Sciences Libraries Group conducted an online survey about association and group membership. Our (49) responses and literature review provide a useful guide to what is wanted and needed. We learned about the value of taking a holistic, connected approach to enhancing expertise through continuing professional development, progressing the interests of our profession, and supporting collegiality and knowledge exchange by uniting us as a community. Our findings show the importance of belonging to a professional group that not only provides comprehensive tangible supports but also facilitates a network of stakeholders with whom we can engage, share and collaborate.

Objective – Many of us involved in the library and information sector are members of associations that represent the interests of our profession. These associations are often key to enabling us to provide evidence based practice by offering opportunities such as professional development. We invest resources in membership so we must be able to inform those in charge about our needs, expectations, and level of satisfaction. Governing bodies and committees, therefore, need a method to capture these views and plan strategy accordingly. The committee of the Health Sciences Libraries Group (HSLG) of the Library Association of Ireland wanted to enable members to give their views on the group, to understand what aspects of a library association are important to librarians in Ireland, and to learn about the reasons for and against membership. Methods – Surveys are a useful way of obtaining evidence to inform policy and practice. Although relatively quick to produce, their design and dissemination can pose challenges. The HSLG committee developed an online survey questionnaire for members and non-members (anyone eligible to join our library association). We primarily used multiple choice, matrix, and contextual/demographic questions, with skip logic enabling choices of relevance to respondents. Our literature review provided guidance in questionnaire design and suggested four themes that we used to develop options and to analyse results. Results – The survey was made available for two weeks and we received 49 eligible responses. Analysis of results and reflection on the process suggested aspects that we would change in terms of the language used in our questionnaire and dissemination methods. There were also aspects that show good potential, including the four themes that were used to understand what matters to members: expertise (professional development), community (connecting and engaging), profession (sustaining and strengthening), and support (financial and organizational supports). Overall, our survey provided rich data that met our objectives. Conclusion – It is essential that those who are governing any group make evidence based decisions, and a well-planned survey can support this. Our article outlines the elements of our questionnaire and process that didn’t work, and those that show promise. We hope that lessons learned will help anyone planning a survey, particularly associations who wish to ascertain the views of their members and others who are eligible to join. With some proposed modifications, our questionnaire could provide a template for future study in this area.

Mark Aaron Polger is the First Year Outreach Librarian at the College of Staten Island, City University of New York (CUNY), where his responsibilities include promoting library services and resources as well as providing instruction to first year students. Polger is also an Information Literacy Instructor at ASA College. His research interests include library marketing, outreach, and user experience design. He is active in LLAMA as the chair of the PR XChange Committee as well as the co-chair of the Annual PR XChange Awards Competition. Regionally, he is an active executive board member of ACRL/NY (Association of College and Research Libraries, Greater Metropolitan New York Area), where he serves on the planning committee of the annual symposium and co-chairs the User Experience Discussion Group. Locally, he co-chairs meetings in New York City for ACRL National’s Library Marketing and Outreach Interest Group. He is also a member of the planning committee of the annual Library Marketing and Communications Conference (LMCC). The purpose of this study is to describe the causes, nature, extent and effect of the influence of the American Library Association (ALA) on the development of modern Chinese librarianship from 1924 to 1949. This study was based primarily on documents located in the ALA archives, which houses the documents of the International Relations Committee of ALA. It was found that library development changed in China during the period by borrowing from American librarianship as conveyed by the ALA, largely as a consequence of the following: American library advisors or educators, such as Arthur E. Bostwick, Charles H. Brown and Charles B. Shaw, conducting surveys of libraries in China; an American library and/or a library school in China; projects for the encouragement of public libraries; fellowships granted to Chinese librarians for study in the USA; the establishment and operation of the CLA; and the Book Program to strengthen library collections during the time of the China‐Japan War.

I belonged to the Association for Library Collections & Technical Services (ALCTS) (formerly Resources and Technical Services Division (RTSD)) for my entire professional career. It was my home in ALA, and where I forged relationships, learned valuable skills for my career, took advantage of continuing education offerings, and contributed to the profession through presentations, committee and task force work, and in editing ALCTS publications. And now, after considerable discussion and planning, ALCTS, along with the Library Leadership & Management Association (LLAMA) and the Library Information Technology Association (LITA), are now Core: Leadership, Infrastructure, Futures. This new division will draw on the strengths of the three former divisions. The Oxford English Dictionary provides various meanings for the word “core,” including “The central or innermost part, the ‘heart’ of anything,” and “a central portion that is cut out, or that remains after using the surrounding parts.” These definitions are quite appropriate and fitting for Core.

The Korean Decimal Classification (KDC) is a national standard classification system of the Korean library community published and maintained by the Classification Committee of the Korean Library Association. This article examines its general history from its advent to the latest edition (KDC 6), its usage, external characteristics including format and layout, internal principles and characteristics including outline and classificatory principles applied, general aspects of the schedule and the major tables, development and maintenance, and general evaluation. It concludes with some ideas and recommendations for future research and development.

In the 1920s, the activities of the Buryat Scientific Committee were multifunctional. In addition to scientific researches, the committee carried on educational, publishing and translation activities, including the dissemination of communist ideas. Scientific modernization of Buryatia was impossible without a full-fledged reference apparatus, namely, a library. Organization of cooperation with leading scientific and educational structures of Russia has become a priority in the work of the Committee. By 1928, contacts have been established with over 40 institutions. The largest libraries, research institutes, publishing houses of central scientific journals were among them, for example, with the library of the Asian Museum of the Academy of Sciences, the Leningrad Institute of Living Oriental Languages, the Scientific Association of Oriental Studies, the Central Bureau of Regional Studies, the Kazan University, the Institute for the Study of Languages and Ethnic Cultures of Eastern Peoples, etc. In addition, contacts were established with famous Russian orientalists: A. V. Burdukovsky, B. Ya. Vladimirtsov, V. A. Kazakevich, N. K. Klyukin, S. F. Oldenburg, N. N. Poppe. Book exchange, including international, was established. It was the first channel of acquisition of the Committee’s library, including the distribution of scientific literature. The transfer of bibliographic values from the leading cultural, scientific and educational institutions of the country was the second channel for replenishing the Committee’s library. The acquisition of rare scientific oriental publications in bookstores in Moscow and Leningrad was the third channel. Collecting the items of scientific, cultural and historical value in the regions of Buryatia was the fourth channel of the Committee’s collections. The donating was the fifth channel. For example, D. Ye. Khangalova donated personal materials of the famous Buryat ethnographer and folklorist M. N. Khangalov to the Committee. The receipt of an obligatory sample of new literature was the sixth channel for the accumulation of scientific publications. Аccordingly, the chairman of the Buryat Scientific Committee, an outstanding orientalist and public figure, Bazar Baradin and his associates made significant contribution to the organization of the library, to the accumulation of a complex of academic scientific literature, which contributed to more successful scientific modernization of the republic.

The American Library Association (ALA), founded in 1876, demonstrated its advocacy for immigrants' rights and multiculturalism in adult library services, from 1918 to 1948 in the Committee on Work with the Foreign Born (CWFB), which served as a clearinghouse for Americanization (assimilation) services within a philosophical framework of cultural pluralism, now known as multiculturalism. The ALA CWFB throughout its existence depended on grants from the Carnegie Corporation from 1911 to 1961 through the American Association for Adult Education (1915-41), and the Ford Foundation, through its Fund for Adult Education (1951-61). Beginning in 1956 with the Library Services Act, the federal government began to fund libraries, including programs for immigrants, African Americans, Native Americans, and adult illiterates. Since 1972, the Reference & User Services Association (RUSA) has provided literacy training for foreign- and native-born adult illiterates; and the Public Library Association (PLA) has supported programs to prepare New Americans for citizenship. Since 1983, the ALA Ethnic and Multicultural Information Exchange Round Table (EMIERT) has encouraged access to multicultural publications and collaborates with ALA affiliates for various ethnic and minority groups. The ALA advocates for the rights of DACA recipients and supports the need for a DREAMER (Development, Relief, and Education for Alien Minors) Act.

The purpose of the study is to study the interaction of the Deputy director for scientific and educational work of the Kuibyshev Aviation Institute with the leadership of the Regional Committee of the CPSU(b) in order to resolve the issue of replenishing the fund of foreign literature of the Kuibyshev regional library. The methodological basis is based on the principles of historicism, objectivity and consistency. The word analyzes an episode related to the replenishment of the fund of foreign literature of the Kuibyshev Regional Library during the Great Patriotic War. The article shows that the success of the project was ensured by the informal connections of the heads of the Kuibyshev Aviation Institute, who managed to secure the allocation of funds during the war and the post-war period. The conclusion is made about the high degree of effectiveness of informal relations underlying the interaction of the leadership of the Kuibyshev Aviation Institute with the authorities.

Critical analysis of factors affecting land use allocation in Delta state between 2012 and 2022 involves a comprehensive analysis of various elements that influence the distribution and utilization of land resources in the region. Land use allocation refers to the process of determining how different parcels of land are designated for specific purposes such as agriculture, residential, commercial, industrial, or conservation. The aim of the study is to analyze the various factors that influence the allocation of land for different purposes within the state. Sample size of 885 was obtained from the population using Taro Yamane’s formula for sample size determination. This study adopted qualitative and quantitative research methods to analyze the opinion of the respondents in relation to the objectives of the study. Questionnaires were distributed to Estate Surveyors and Valuers in Delta State, members of Real Estate Developers Association of Nigeria in Delta State, Town planners in Delta State, Occupiers of Delta Development and Property Authority, Allottees of the Delta State Government and Delta State Land Use Allocation Committee to get their opinions. Data collected were presented using frequency table, percentage and analyzed using mean score analysis, PCA was used to analyze the four distinct factors affecting land use and allocation procedures to determine their individual contributions and understand their impact on land use allocation. The results found that the PC 1 which captures the most variation in the data is related to population density. The higher the population density, the more demand there is for Land in Delta state. The study recommends that Government should intensify efforts in protecting Land Use Allocation and ensure that citizens adhere to Land Use Allocation and avoid unnecessary Conversions or Change of Use.

The celebration took place on September 28, 2004 at an academic event during a conference of the Austrian, German, and Swiss Societies of Medical Informatics, GMDS2004. Dr. Lindberg has been a pioneer in the field of computers in health care from the early 1960s onwards. In 1984 he became the Director of the National Library of Medicine in Bethesda, the world’s largest fully computerized biomedical library. Dr. Lind-berg has been involved in the early activities of the International Medical Informatics Association (IMIA), among others being the chair of the Organizing Committee for MEDINFO 86 in Washington D.C. He was elected the first president of the American Medical Informatics Association (AMIA), and served as an editor of Methods of Information in Medicine.

Hosted by Professor Reuben Musiker at the University of the Witwatersrand the theme of the workshop was Current Issues Confronting Archivists and Manuscript Librarians. The issues discussed were ‘A Coordinated Collecting Policy, Problems of Copyright, Sensitive Material’ and ‘Care of Collections.’At the end of a stimulating and fruitful day the delegates resolved that an association should be formed and a steering committee was appointed, comprising Maryna Fraser (Barlow Rand Archives), Anna Cunningham (University of the Witwatersrand Library), and Marie Coetzee(University of South Africa Library).

This study aims to describe the form of implementation of the school literacy movement, the supporting and inhibiting factors and to determine the role of the library in the implementation of the GLS as an effort to improve reading and writing skills at SMA Negeri 3 Batusangkar. The research method in this research is descriptive qualitative. Data collection techniques in this study by observation, interviews, and documentation. Data analysis techniques are data reduction, data display and conclusion drawing. The validity of the data in this study used triangulation techniques, sources and lengthened observations. Results: The form of GLS implementation at SMA Negeri 3 Batusangkar is in the form of programs related to reading, writing and speaking literacy for students. Supporting factors: active role of school community, program, students, support from parents and school committee, conducive school environment, facilities. inhibiting factors: the consistency of the organizers, the condition of books that are starting to deteriorate due to age, and the limited number of collections of fiction books to support the School Literacy Movement in the literacy corner, not all students have the same interest and love for literacy, time allocation, and socialization of the GLS program. The role of the library in the implementation of the GLS is that the library acts as a source of information, the library plays a role in collecting student work and preserving it, the library acts as a non-formal educational institution.

Purpose The purpose of this paper is to share the results of the 2019 international interlending survey conducted by the American Library Association, Reference and User Services Association (RUSA), Sharing and Transforming Access to Resources Section (STARS) International Interlibrary Loan (ILL) Committee, the fourth such survey conducted by this group since 2007. Design/methodology/approach Committee members developed the survey instrument and collected data in Qualtrics. Questions from the 2015 and 2011 instruments were reused to support longitudinal data analysis, and new questions related to improving the sharing of resources across borders were added. The survey was distributed to libraries worldwide via multiple methods, and translations in six of the seven official International Federation of Library Associations and Institutions languages were provided. Findings Results reveal challenges to engaging in global resource sharing in the areas of discovery and request methods, policies and service models, copyright and licensing, delivery and payment. Strategies to overcome these challenges, as informed by both the survey results and recent literature, are shared. Reinforcing each other, these independently and organically developed solutions illustrate ways to further advance ILL. Practical implications The findings can aid ILL practitioners and the organizations to which they belong in improving the sharing of resources across borders. By optimizing this service, libraries can better support researchers in a globalized environment. Originality/value The 2019 RUSA STARS survey is the first survey on the topic of international ILL to offer multiple translations complimenting global distribution. It contributes to the literature by offering a broad and updated perspective on current international ILL practices, challenges impeding the sharing of library materials abroad and possible solutions.

The Standards cover the whole range of issues relating to the operation of a Law Library including its relationship with the Law School, its management, collections, space, and equipment. It is supported by an annual survey of university Law Library provision conducted in collaboration with the British and Irish Association of Law Librarians. The accumulated research data from these surveys provides the basis not only for realistic benchmarks and targets in the Statement but also for a series of analytical research reports which monitor trends in university Law Library provision. The aim of the study is to provide information from the analysis of a handbook and promotional publication on museum libraries prepared by the Methodology Centre for Book Culture and Literary Museums of the Museum of Czech Literature (MC PNP) in cooperation with the Library Committee of the Czech Association of Museums and Galleries (AMG) in 2021. Information on individual museum libraries is divided into three blocks. The first of them contains the basic information on the particular library, the second outlines the history and activities of the library, and the third presents the nature of its collections as well as the points of interest and unique items. Unique and rare serials of the 19th century in museum libraries have been identified and compared with records in the Serials section of the Union Catalogue of the CR.

This paper sought to show the potential of collaboration of university libraries in ameliorating the common problems and challenges facing the Nigerian Academic Library System on the basis of the current status of collaboration in Nigerian university libraries. The paper addressed the following questions: what is the status of collaboration of Nigerian University libraries? How can University Libraries achieve meaningful collaboration? And what possible benefits can University libraries in Nigeria attain from effective collaboration? The paper clarified three forms of collaboration within the University Library system to address the indiscriminate use of the term ‘Librarian collaboration’ to pass for library collaboration. Based on literature reviewed, the current level of collaboration in Nigerian University Libraries is below expectation and is to a great extent responsible for poor quality teaching, learning and research bedeviling the Nigerian tertiary education system. University Library leadership and the Committee of University librarian in Nigerian Universities (CULNU) were identified as prime movers whose efforts could improve the level of collaboration in Nigerian University Libraries. The paper revealed that possible areas for collaboration include: resource sharing, inter-library loan, cooperative acquisition, cooperative cataloguing, cooperative referencing, staff development, library exchange and librarian and library user networks. The paper further noted that the key benefits of collaboration are significant reduction in operational costs, increased human cooperation and exposure of Librarians to global library practices. The paper identified factors that pose as either a threat or a challenge to the implementation of effective collaboration in Nigerian university libraries. They include: Inadequate funding, leadership issues, lack of structured library development policies, proliferation of informal collaboration, high competition in library profession and resistance to change. The paper therefore recommended that committee of University Librarian in Nigerian Universities and the Nigerian Library Association should make and implement a policy for all University Library Leadership to develop and implement documented and structured develop plans and policies p to provide strategic direction for University libraries.

Jagusch, chief, Children’s Literature Center in the Rare Book and Special Collections Division. She manages the collection of 600,000 children’s items, acquires and purchases items for the collection, arranges lectures, plans and executes exhibitions with printed guides in many cases, and is open to sharing (as she did for us) delightful items that were once handled by children from the United States as well as the rest of the world.

As promised in the introduction to the Statement (ibid, pp 10-11), this revision updates the comments to the standards in the light of a further survey of library provision again undertaken, on behalf of the Society, by Dr Peter Clinch, Legal Specialist in the Library of the University of Wales, Cardiff. This further survey has been jointly organised with the British and Irish Association of Law Librarians (BIALL), and the Society is most grateful to BIALL for its collaboration. The updatings reflect, in particular, changes in the key library statistics contained in the comments and offered as measures by which individual libraries might assess their performance. A full report on the survey may be obtained from the Convener, Professor Daintith, at the School of Advanced Study, University of London. Sandra Franklin, director of the Woodruff Health Sciences Center Library at Emory University in Atlanta, Georgia, has been selected as a fellow of the Medical Library Association (MLA). The designation is the group’s highest honor, bestowed on members who are chosen by the Board of Directors for sustained and outstanding contributions to health sciences librarianship and to the advancement of the purposes of MLA. Franklin has been a member of MLA since 1984 and a distinguished member of its Academy of Health Information Professionals since 1997. She served as an elected member of MLA’s Board of Directors (2013–16) and has been a member of MLA’s Southern chapter since 1983, serving as president (2004–05). Franklin is chairing the local assistance committee for the 2018 MLA Annual Meeting, to be held in Atlanta.

Objective – To investigate the use of telephone interviews in academic libraries and identify best practices when conducting telephone interviews.
Design – Survey and open-ended questions.
Setting – Academic libraries in the United States.
Subjects – Academic institutional members of the Association of Research Libraries.
Methods – A fifteen-item survey (Appendix A, 150) concerning telephone interviewing practice was sent to 112 institutional members of the Association of Research Libraries (ARL). The survey contained multiple choice-type questions as well as open-ended questions.
Main Results – The response rate was 66% (74 of 112 research libraries; 56 public institutions and 17 private). Of the respondents, 90% used telephone interviews to screen applicants for professional positions (ranging from occasionally to always) and only 10% never used telephone interviews. The main reason for holding telephone interviews was to “screen candidates in order to narrow the pool of applicants who will be invited for in-person interviews” (146). Other reasons given included minimizing expenses involved in interviewing out-of-town candidates (39% respondents), shortening the length of time to complete the search process (27%) and meeting library or campus hiring requirements (3%).
On average, the majority of libraries (51%) hired between 2-4 professional positions each year. For each open professional position, the number of candidates telephone-interviewed varied from less than 3 to 9 depending on library and position.
Interviews typically lasted between 16 and 45 minutes (77% respondents) with all the search committee members (staff involved in the recruitment process) being present (75%) and taking turns to ask questions to the candidates (90%). Questions were most often the same for all candidates applying for a particular position (91%) and candidates were nearly always allowed in return to ask questions of the committee (96%).
In answer to the open-ended question, “In your opinion, what best creates a collegial and effective environment for conducting telephone interviews?”, the dominating responses included: all search committee members being present and participating actively, using a script and taking notes, introducing all interview participants, and giving candidates adequate notification and documentation.
The majority of respondents “would not change anything about their institution’s current (telephone interview) practice” (147). Some thought that “training and/or a need for consistency in procedure for all interviews conducted” (147) would be relevant changes in practice.
The results of the survey were compared to the findings in the library, personnel management and human resources literature.
Conclusion – From the survey and responses to open-ended questions, a number of best practices when conducting telephone interviews emerged (148–150):
1. Properly train the search committee (e.g., in knowing about the position, organization and protocols for conducting interviews properly)
2. Involve the search committee throughout the recruitment process
3. Help the interviewee be prepared (e.g., by sending institutional information packages)
4. Maintain and use suitable technology (e.g., by choosing suitable conferencing facilities with the interviewee situation in mind)
5. Put the candidate at ease (e.g., by explaining who will be present, how long the interview will last and how many questions there will be)
6. Provide introductions (e.g., both in the beginning of the interview and even before individual questions)
7. Listen and take notes during the interview
8. Discuss the interviews immediately afterwards
Engel and Robbins suggest that further research could include looking into job candidate and search committee experiences of the telephone interviewing procedure.

Consumers usually do not know the complicated links between related health problems. This fact may cause troubles when they wish to seek complete information regarding such problems. This study detects the associations among health problems by extending the meaning of health terms with methods based on the latent Dirichlet allocation (LDA) probability topic model, the Medical Subject Headings (MeSH) thesaurus structure and the Wikipedia concept mapping. The terms represented health problems are selected from and extended by the consumer-level medical text. The vocabulary is different between the consumer-level and the professional-level medical text. Thus, the findings can be easily understood by the general public and be suitable to consumer-oriented applications. The methods were evaluated in two ways: (1) correlation analysis with expert rating to show the overall performance and (2) P@ N to reflect the ability of detecting strong associations. The LDA topic-model-based method outperforms the other two types. The judgment incongruence between the best method and the expert ratings has been examined, and the evidence shows that the automatic method sometimes detects real associations beyond those identified by human experts.

In this era of all-technology, there needs to be real awareness and movement within each individual to increase interest in literacy, especially among children. The 2023 Islamic Library and Information Science Study Program Student Association management has contributed to helping the government increase children's interest in reading by holding reading stalls in Tulungagung's Aloon-Aloon park. This study discusses the application of the Pathways to Knowledge method as a strategy for promoting reading stalls activities to the public. This article uses field research methods(field research) with a descriptive qualitative research approach. Based on the results of the researchers' observations, unknowingly the reading stall committee has implemented the Pathways to Knowledge literacy model in promoting its activities in the community. There are obstacles faced by the reading stalls committee, namely at the stage appreciation and level pra search often failed to persuade the target to come to the reading booth stand.

After several previous attempts to co-operate in post-war Belgium, art librarians in the Dutch-speaking part of the country have since 2000 grouped together under the name Overleg Kunstbibliotheken Vlaanderen (OKBV). The international acronym ARLIS/Flanders symbolises the close connection that is felt to the other art library organisations around the world. A year after its establishment, OKBV became the first official ‘intersectoral’ committee of the Flemish Library Association (Vlaamse Vereniging voor Bibliotheek, Archief en Documentatiewezen – VVBAD). The activities that have been organised since then are many and diverse. Meetings and projects about automation, cataloguing, collection development, promotion, professional development and the preservation of art publications have received the attention and support of many, the main goal always being to stimulate co-operation among art librarians in Flanders and – even better – in Belgium and beyond.

The primary reason for detecting emerging topics is to reduce researchers’ time in finding current related topic while maintaining awareness of current trends in a particular field. Nowadays, the amount of information is growing rapidly, but tracking the development of a research field by manually reading the literature is challenging. This study takes Library and Information Science (LIS) as a case study to present a new method for detecting emerging topics. This novel method could be applied to analyse various types of documents and detect emerging topics automatically. This method utilizes a Latent Dirichlet Allocation (LDA) model to generate topics and calculate probabilities. It discovers emerging topics by detecting probability burst in consecutive time spans. Association rule mining and lexical similarity computation are adopted to represent the topics. This work tests the method by comparing the results of emerging topics from the LIS data in the baseline paper. The validation demonstrates that the proposed approach is feasible.

ABSTRACT Esther J. Walls (1926–2008) was a Black librarian born in Mason City, Iowa, who sought social justice in her home state before making her belief in equity and literacy the touchstone of her significant career. Walls worked at the New York Public Library and other important institutions, including appointments to prominent organizations’ committees and boards that recognized her deep knowledge and commitment to service. While earning her master’s degree in library science from Columbia University in 1951 and for years afterward, Walls brought Black culture into the Harlem Branch library and brought the library and its resources into the Harlem community, a then-radical act of information-sharing. New technologies and artifacts from her travels to Africa formed the basis for programs and community conversations. In 1963 she led an American Library Association (ALA) Young Adult Services Division (YASD, now YALSA) committee that created African Encounter: A Selected Bibliography of Books, Films, and Other Materials for Promoting an Understanding of Africa Among Young Adults. Her distinguished career included appointments as director of the US Secretariat to promote UNESCO’s International Year of the Book in 1972 and, in the early 1990s, an appointment to the advisory board for the Center for the Book at the Library of Congress.

Tujuan penelitian ini adalah untuk mendapatkan kesimpulan tentang pengaruh pemanfaatan Automasi Perpustakaan layanan e-library terhadap peningkatan kemampuan literasi informasi Mahasiswa Fakultas Ushuluddin Adab dan Dakwah UIN Mahmud Yunus Batusangkar. Dipenelitian ini digunakan teori literasi informasi dari Association of College & Research Libraries Standards Committee. Desain penelitian yang digunakan adalah kuantitatif dan dengan jenis penelitian deskriptif dengan menggunakan metode korelasi Spearman’s. Teknik pengambilan sampel yang digunakan pada penelitian ini adalah teknik accidental sampling dengan 88 sampel. Metode pengumpulan data dengan menggunakan kuesioner. Hasil penelitian ini menunjukkan terdapat pengaruh pemanfaatan Automasi Perpustakaan layanan e-library terhadap peningkatan kemampuan literasi informasi mahasiswa. Hasil analisis deskriptif terhadap aspek frekuensi kunjungan mahasiswa terdapat kunjungan layanan e-library dan memanfaatkan e-library dalam rentang waktu 1-2 jam. Dari segi pemanfaatan terhadap koleksi-koleksi pada e-library dinilai sudah baik. Dari segi kemudahan akses terhadap e-library sudah sanagt mudah serta untuk aspek tingkat kecepatan akses terhadap e-library didapatkankan kesimpulan sudah cepat. Dari hasil penelitian disimpulkan juga Responden memiliki kemampuan literasi informasi terbukti dengan terdapat kebiasaan merumuskan masalah terlebih dulu sebelum mengakses atau mencari informasi, sudah terbiasa melakukan identifikasi terlebih dulu dari jenis dan sumber informasi yang diinginkan, dan terdapat pertimbangan terhadap informasi yang didapatkan bernilai dan bermanfaat.

With the ALA Midwinter Meeting taking place online, the ACRL Board met virtually in January and February. The Board held a virtual update session on January 25, 2021, and held Board meetings on January 27 and 29, 2021. In addition, the Board and Budget and Finance Committee convened for their annual joint meeting on February 2, 2021. As the Board did not meet in-person to approve confirmation of synchronous virtual actions taken during the fall meeting, this article also includes actions taken by the Board on November 16, 2020.

Purpose The purpose of this paper is to offer insights into the hiring process for candidates seeking entry-level and mid-range librarian positions at ARL public university libraries. Whether a recent librarian graduate, a seasoned librarian seeking a different academic institution or a librarian transitioning into academia from a different library environment, an understanding of how search committees function and the importance they contribute to identifying the best candidate can be beneficial to any job seeker. Design/methodology/approach This paper offers universal best practices, techniques and “keys” to unlocking the secrets of the recruitment process from the candidate’s perspective to help librarians seeking employment in an Association of Research Libraries (ARLs) public university environment. The scope of this paper is for entry level and mid-range librarians, but some ARL’s do use executive search firms for upper level administrative positions. Findings This paper describes the search process, offers insiders’ perspectives and provides techniques along with best practices on how to be a successful applicant and candidate. Practical implications As experienced professionals who have served on search committees, this paper explains the “keys” to best practices and how to enhance one’s resume and curriculum vita. Originality/value This paper walks potential job candidates through the process of how to apply and what to expect during an ARL Library Search Committee application review.

The article presents the process of getting higher education by students, emigrants from Russia. Special attention is paid to the organizations that rendered assistance in the admission and training of students at the universities of Czechoslovakia and France. The Committee on Education for Russian students in Czechoslovakia (CERSC) and the Committee on Higher Education for Russian youth abroad ("Fedorov Committee") contributed to the organization of student education by providing scholarships, by exempting them from paying tuition fees, and providing a dorm. The activities of these organizations were carried out at the expense of the governments of the host countries and benefactors.The article notes that getting a European education contributed to the success-ful adaptation of Russian youth in a foreign society with different culture, which gave them an opportunity to find a job. The analysis of the documents showed the problems that graduates-emigrants of European universities encountered, in Czechoslovakia in particular. The low demand for personnel of intellectual labor led to the fact that many had to get a craft profession after graduating from a university. The Association of Russian Graduates of Higher Educational Institutions in the Czech Republic (AR-GHEI) arranged such short-term courses.
