Abstract:
From its beginnings in 1836 as the library of the Government School of Design, the National Art Library (NAL) in the UK was intended to have an impact on design in the country. After the Great Exhibition of 1851 it former part of what was to become known as the Victoria and Albert Museum (V & A). By the 1850s it had already adopted the title of National Art Library, although it was called the V & A Museum Library between 1908 and 1985. By 1853 collections aimed to cover the arts and trades comprehensively, and by 1869 the NAL aimed also at comprehensive access to individual objects created in the course of history. By 1852, the library was open to all, although a charge was made at first. Various forms of subject indexing have been used; from 1877 to 1895 subject lists were prepared for internal use and sold to the public, and from 1869 to 1889 a remarkable Universal catalogue of books on art was produced. The present mission statement of the NAL focuses on collecting, documenting and making available information on the history and practice of art, craft and design, and the library aims its services at both the national and international community. However, its great 19th century contribution to published subject control of art materials has been almost completely absent in the 20th century. During 1994 the NAL will contribute records to the British Library (BL) Conspectus database, though there is little formal cooperation between the two libraries. As a specialist library it can organize its collections and index them in ways that are impossible for a comprehensive library such as the BL, and it therefore has an important part to play in the national library scene.

Abstract:
Purpose The purpose of this paper is to explore the effectiveness of community-managed libraries (CMLs) in England. It traces their history and considers the evidence base in respect of their effectiveness. Design/methodology/approach Through quantitative research (web surveys) with volunteers and chief librarians, the study establishes: the range of services being delivered; the perceived need for and extent of training given to volunteers; the criteria through which public library effectiveness can be measured, and the extent to which CMLs are able to deliver against these criteria. Findings The study found widespread variation in the range of services offered and the extent of training received. Further, it found significant differences of opinion and priorities between the research groups in respect of the relative importance of various effectiveness criteria and the ability of CMLs to deliver against these criteria. The evidence from this study points to a fragmented and inconsistent network of volunteer delivered libraries. A key reason is the variation in approach and level of support from local authorities. The paper concludes that the lack of national standards and consistently applied professional advice could be contributing to this variation and points to the Welsh Public Libraries approach, based on their standards framework, as a model that could be replicated. Originality/value These findings have implications for policy makers in respect of the case made for the reintroduction of a standard/quality framework to reduce service variability. The findings will also be of value to local authorities that are considering implementing a community-managed library model.

Abstract:
The existence of the village library has a lot of value for the benefit of people's lives, however, the values in question still needs to be expressed more real in people's lives. The purpose of this study is to assess the values held by the village library and the public library in the village in West Java. Social values, the value of life, culture, history, communication and information, education, religion, preservation, symbol of civilization, archives, documentation, the value of continuity of knowledge between generations, and other values inherent to the function of the village library, are some examples of studies the focus of this study. The method used is the direct observation of village libraries and library communities in West Java. There are 13 village libraries sampled in this study. The results of this research illustrates that the presence of libraries in the villages received a positive response from the community at large. Libraries in the village has a lot of value benefits for many aspects of human life in the village. Some of these include social value, historical value, the value of documentation, and other values prevailing in society.

American Librarian Ralph Munn's historic tour of Australian libraries in 1934 is well documented. Along with Ernest Pitt, Chief Librarian of the State Library of Victoria, he spent nearly ten weeks travelling from Sydney and back again, visiting libraries in all the state capitals and many regional towns throughout the country. Munn's trip was funded by the Carnegie Corporation of New York, which was then, through its Dominions fund, turning attention to philanthropic opportunities in the Antipodes. The resulting report, Australian Libraries: A Survey of Conditions and Suggestions for their Improvement (commonly referred to as the Munn–Pitt Report) is often credited with initiating the public library movement in Australia.

This thesis examines the settlement experience of the Bosnian Muslims in Victoria. Overall this research exploration takes places against background of the history of the immigration to Australia. The study covers migration patterns of Bosnian Muslims from post World War 2 periods to more recent settlement. The thesis provides contemporary insights on Bosnian Muslims living in a Western society such as Australia. The thesis excavates key issues about Islam and the Muslim communities in Western nations and argues that successful settlement is possible, as demonstrated by the Bosnian Muslim community. By adopting a socio-historical framework about settlement, the thesis reveals the significant, interconnected and complex aspects of the settlement process. Settlement of immigrants takes place within global, historical, economic, political, social and cultural elements of both the sending and receiving countries. Thus any study of settlement must examine theories and concepts on migration, settlement, religion, culture, integration and identity. The purpose for migration, the conditions under which migration takes place, the conditions of immigrant reception are fundamental in the context of Australia. Furthermore, Australia since the 1970s has adopted a policy of multiculturalism which has changed settlement experiences of immigrants. These elements are strongly analysed in the thesis both through a critical conceptual appraisal of the relevant issues such as migration, multiculturalism and immigration and through an empirical application to the Bosnian Muslim community. The theoretical element of the study is strongly supported by the empirical research related to settlement issues, integration and multiculturalism in Victoria. Through a socio-historical framework and using a ‘grounded theory’ methodological approach, field research was undertaken with Bosnian Muslim communities, Bosnian organizations and multicultural service providers. In addition, historical data was analysed by chronology. The data provided rich evidence of the Bosnian Muslims’ settlement process under the various governmental policies since World War 2. The study concluded that the Bosnian community has successfully integrated and adapted to the way of life in Australia. Different cohorts of Bosnian Muslims had different settlement patterns, problems and issues which many were able to overcome. The findings revealed the contributions that the Bosnian Muslim community has made to broader social life in Australia such as contribution to the establishment of multi-ethnic Muslim communities, the Bosnian Muslim community development and building social infrastructure. The study also concluded that coming from multicultural backgrounds, the Bosnian Muslims understood the value of cultural diversity and contributed to the development of Australian multiculturalism and social harmony. Overall conclusion of this research is that the different generations of Bosnian Muslims are well-integrated and operate well within Australian multiculturalism.

Die Queen Victoria Gedenkhospitaal van Stellenbosch, wat sedert 1904 die Stellenbosse gemeenskap bedien het, het as gevolg van 'n groeien~e inwonergetal geleidelik 'n gebrek aan ruimte ondervind. Daarom is daar gedurende die 1930's pogings aangewend vir die oprigting van 'n groter hospitaal. Hierdie pogings is uiteindelik met sukses bekroon en in 1944 het die Stellenbosch Hospitaal sy deure geopen. Spoedig na die opening van die hospitaal is verskeie probleme, soos byvoorbeeld 'n tekort aan beddens en 'n behoefte aan meer moderne mediese toerusting, ondervind. Die Hospitaalraad het deur voortdurende verto~ tot die Kaapse Provinsiale Administrasie en met die finansi~le steun van die Stellenbosse gemeenskap daarin geslaag om belangrike moderne algemene en mediese toerusting aan te koop. Die Stellenbosch Hospitaal, in samewerking met die Cloetesville Gemeenskaps Gesondheidsentrum, wat onder die beheer van die hospitaal staan, se belangrikste doelwit was, en is, om die beste moontlike diens aan die gemeenskap te lewer. Daarom het die Hospitaalraad met verloop van tyd 'n omvattende gemeenskaps gesondheidsprogram ontwikkel. Sedert die dae van die Queen Victoria Gedenkhospitaal het die Stellenbosse gemeenskap 'n aktiewe rol in die lewering van noodsaaklike hospitaaldienste gespee!. As gevolg van die betrokkenheid en die finansi~le bydraes van die gemeenskap kon die Hospitaalraad noodsaaklike uitbreidings, soos 'n kraamsaal en 'n verpleegsterstehuis finansier. Omdat die gemeenskap besef het dat dit nie net die staat se verantwoordelikheid was om gesondheidsdienste te lewer nie, is die Aksie Stellenbosch Hospitaal, die gemeenskapsarm van die hospitaal, in 1988 gestig. Hierdie Aksie Stellenbosch Hospitaal speel dus in 'n tydperk waar staatsfondse beperk is, 'n belangrike rol om die Stellenbosch Hospitaal doeltreffend te laat funksioneer en om steeds hoe standaarde met betrekking tot gesondheidsorg te handhaaf.

Abstract:
This thesis examines the Vancouver Peretz Institute Library, a Yiddish language library housed in a secular humanist Jewish community centre. The organization provides supplementary schooling for children, and holds seniors' groups, adult classes, and special events. In this thesis the organization's library is placed in the context of Yiddish library history, the history of the Yiddish secular school movement, and the mainstream Jewish community in Vancouver. Attention is given to the organization's founding in 1945, and its creation of the library in 1976, as well as its relationship to the Vancouver Jewish community and other organizations in the Yiddish cultural movement, such as YIVO and the National Yiddish Book Center. The school's philosophy was highly influenced by the Holocaust and its destruction of much of Yiddish-speaking Jewry; by the left-wing affiliations of many members and much of the Yiddish cultural community; and by the emergence of McCarthyism in Vancouver's Jewish community. The library emerged from the personal vision of a member who is a Holocaust survivor, Paulina Kirman. Although never heavily used, and although financial difficulties are a constant factor in the organization, the library has been maintained due to the institute's attachment to Yiddish culture. The future of community Yiddish libraries such as this one is examined in light of technical and social factors, including cataloguing and preservation difficulties and the development of a Yiddish literary canon. Finally, the Vancouver Peretz Institute Library is placed in the context of the larger issue of the role of Yiddish in modern Jewish identities. Although usage of the Yiddish language is in decline, the continuation of this library illustrates the symbolic role which it continues to play in the imagination of Diaspora Jews. The marginality of Yiddish appeals especially to those with emotional connections to secular, left-wing, and other minority Jewish identities.

Abstract:
Triestine migration to Australia is the direct consequence of numerous disputations over the city's political boundaries in the immediate post-World War II period. As such the triestini themselves are not simply part of an overall migratory movement of Italians who took advantage of Australia's post-war immigration program, but their migration is also the reflection of an important period in the history of what today is known as the Friuli Venezia Giulia Region. By examining the migrant experience of both first and subsequent generations of Triestines in the Australian city of Melbourne in a historical context, this study highlights the importance of both the past and the present experience in the process of migrant settlement and identity construction.

Abstract:
Punk rock provided not only a watershed of creativity, innovation and a do-it-yourself spirit to a culture saturated in the mainstream, it physically brought like-minded people together in a community, or rather extended family, which in today’s hyper-d.i.y. culture, is progressively declining. As early as the 1940s, theorists such as Adorno and Horkheimer warned us about alienation in a society increasingly dependent on technology. By looking to punk, and other resilient and robust counter-cultures, perhaps we can find solutions to the pitfalls of the ‘culture industry’ (Adorno, Horkheimer, 1944). My thesis, consisting of a feature-length documentary film and textual analysis, is a culmination of: ethnographic research into the punk scene in my own community; theoretical research into the sociology, ethnography and subculture theory; and my own subjectivity. My personal findings are presented to offer insight into punk philosophy and to spur discourse, rather than deliver an objective account or didactic reproach.

Digital libraries are collections of digital content and services selected by a curator for use by a particular user community. Digital libraries offer direct access to the content of a wide variety of intellectual works, including text, audio, video, and data; and may offer a variety of services supporting search, access, and collaboration. In the last decade digital libraries have rapidly become ubiquitous because they offer convenience, expanded access, and search capabilities not present in traditional libraries. This has greatly altered how library users find and access information, and has put pressure on traditional libraries to take on new roles. However, information professionals have raised compelling concerns regarding the sizeable gaps in the holdings of digital libraries, about the preservation of existing holdings, and about sustainable economic models. This chapter presents an overview of the history, advantages, disadvantages, and design principles relating to digital libraries, and highlights important controversies and trends. For an excellent comprehensive discussion of the use, cost and benefits of digital libraries see Lesk (2005), for further discussion of architectural and design issues see Arms (2000), and see Witten and Bainbridge (2002) for a detailed example of the mechanics of implementing a digital library.

Abstract The Mallee Climate Oral History Collection is the product of a four-year research partnership with Museum Victoria. From 2004 to 2007, a series of annual recordings were conducted on the experience of drought with people in wheat-belt communities dotted across the semiarid Mallee. The timing of the project during the millennium drought coincided with a momentous shift in Australian public awareness of climate change, prompting reflexive discussion of the meaning of drought. Interviewees wore several “hats” in life—farming to health work, public service to parenting, local business to education, government science to community advocacy for rural social and environmental sustainability. These stories bear the mark of rural endurance: as the drought wore on, just one interviewee left the Mallee; the rest were determined to continue making a living here, at the inland edge of the Australian cropping zone.

Liaison librarians have unique roles in their institutions and in their greater communities. They often support and collaborate with professors and students in their subject areas and, of equal importance, have a special knowledge of resources available in their assigned liaison areas. This chapter will explore how a liaison librarian with subject responsibilities can contribute to closing gaps and community building through Wikipedia and the Wikimedia projects. It will describe the author’s contribution, as a liaison librarian, in addressing the Québécois LGBTQ+ gap in the Francophone Wikipedia project, WikipédiaFR. The author will also discuss how Wikipedia can be used as a tool for community building and raising awareness about the Québec LGBTQ+ culture and history gap in WikipédiaFR. The contribution events and their format, les soirées contributives, hosted at the Bibliothèque à livres ouverts du Centre Communautaire LGBTQ+ de Montréal, that sought to improve and create local LGBTQ+ Wikipedia content en français will be discussed. Additionally, the author will share thoughts on existing and not existing in Wikipedia for local LGBTQ+ communities.

Wikipedia is in the top ten of the most visited websites in most places in the world and makes up the backbone of the Internet’s information ecosystem. Despite the global presence of the website and its sister projects, the knowledges of the African diaspora, in particular the Caribbean, are poorly represented. This chapter introduces and outlines Black-led projects, campaigns, and initiatives both within and outside of the formal networks of the Wikipedia communities and the Wikimedia Foundation. The history and value of Black encyclopedic sources are explored and frame the important work by projects like Black Lunch Table, WikiNdaba, Ennegreciendo Wikipedia, and AfroCROWD, which were started to help these editors and bridge content gaps. In June 2020, the Wikimedia Foundation released a statement in support of Black Lives highlighting the support they provide to U.S.-based projects. This was followed with criticism from the community on missed opportunities to acknowledge the work and networks outside the United States of on-wiki communities, information activists, academics, independent scholars, and communities who often go unrecognized. This chapter explores how the system of white supremacy is a part of libraries and archives and Wikipedia; how Black-led shared knowledge information activists are circumventing the system; and suggestions for a more inclusive path forward.

Digital libraries permit local materials to be made available to a wide public, where they become a significant feature in the dissemination of regional culture (Love & Feather, 1998). Locally oriented digital libraries deal with specific communities, regions or states. The relationship is clear in this definition, published by the Washington-based Council on Library and Information Resources: Digital libraries are organizations that provide the resources, including the specialized staff, to select, structure, offer intellectual access to, interpret, distribute, preserve the integrity of, and ensure the persistence over time of collections of digital works so that they are readily and economically available for use by a defined community or set of communities. Furthermore, by highlighting collaborative services and programming, the chapter will be instructive for libraries that wish to form collaborative relationships outside of a joint use model. It will also describe the strengths of the joint use model in meeting the shared goals of community engagement and lifelong learning, while remaining cognizant of the challenges that are inherent in any joint use library initiative.

Both libraries contribute to the local community by promoting knowledge about the history and culture of the region. Despite its complex history the area shows a strong sense of identity. Our libraries offer a wide array of activities in the field of regional education, also online, which help us promote and teach local culture. These include conferences, workshops, training courses, urban games, competitions, cultural events as well as print publications. We further develop regional education by supporting educational institutions in developing core competencies.

Given the health, social, and economic upheavals of the COVID-19 pandemic, there is understandable anxiety about another virus, monkeypox, quickly emerging in many countries around the world. In West and Central Africa, where the disease has been endemic for several decades, monkeypox transmission in humans usually occurs in short, controllable chains of infection after contact with infected animal reservoirs. Recent monkeypox infections have been identified in non-endemic regions, with most occurring through longer chains of human-to-human spread in people without a history of contact with animals or travel to endemic regions. These seemingly different patterns of disease have prompted public health investigation. However, ending chains of monkeypox transmission requires a better understanding of the social, ecological and scientific interconnections between endemic and non-endemic areas. This brief is intended to be read in conjunction with the companion brief entitled ‘Social Considerations for Monkeypox Response’.1 In this set of briefs, we lay out social considerations from previous examples of disease emergence to reflect on 1) the range of response strategies available to control monkeypox, and 2) specific considerations for monkeypox risk communication and community engagement (RCCE). These briefs are intended to be used by public health practitioners and advisors involved in developing responses to the ongoing monkeypox outbreak, particularly in non-endemic countries. This brief on RCCE strategies for monkeypox response was written by Megan Schmidt-Sane (IDS), Syed Abbas (IDS), Soha Karam (Anthrologica), and Jennifer Palmer (LSHTM), with contributions from Hayley MacGregor (IDS), Olivia Tulloch (Anthrologica), and Annie Wilkinson (IDS).
