Full textType 2 diabetes is the most prevalent chronic disease on Reunion Island, and its management only works with strict application of new hygienic and dietary rules. This research work highlights the power of decisional freedom through four experiments. The first experiment sought to evaluate the effect of decisional freedom in the decision to screen. Unexpectedly, participants in the choice situation refused screening for type 2 diabetes more frequently than in the no-choice situation. This result could be explained by the presence of the nurse, who embodied the authority of the health care provider and imposed the procedure on the patient, with no alternative. The second study measured the effect of decisional freedom in a setting where participants were asked to commit to installing an application in exchange for a promotional item to choose from. The results showed an effect of decisional freedom on the communication of the telephone number. Finally, the other two studies looked at the effect of decisional freedom on pain perception. Individuals who chose their needles for a blood puncture had significantly less pain than those who did not choose the needle. Thus, choice is a powerful, effective, and inexpensive way to change a reality. Individuals in a situation of choice reinforce their commitment and also reinforce their beliefs

Full textUntil 2004, administrative decentralization was Niger’s administration system. The existing local political units were under the control of the central government. The 2004 municipal elections mark the beginning of the political decentralization. Indeed, by opting for a full communalization, Niger strived to give citizens and their elected representatives more power in public decision-making.After a dozen years of implementation of the communalization, the question arises whether local political units fall under democratization of the decision-making process, or leaves room for manipulation of the municipal institution? In other words, local democracy has been reinforced or otherwise weakened in light of current dynamics in the local political units? To answer this question, our study will first to analyze the construction of local political units, practices that underpinned the various decentralization reforms and the context of their adoption. Secondly, it will focus in the practical operation of the municipal institution especially in decision-making and the different actors involved in municipal management (interplay of actors, their rethorics, practices, strategies and the dynamics of development of new rules). The analysis points out in one hand that decentralization is an institutional system by which actors implement opportunistic and informal practices. And on the other hand, it identifies new local dynamics of protest and mobilization. We see this as an encouraging sign for the future of the local political units
