Full textToday’s society is increasingly seeking to ensure the constant safety of its inhabitants, for their lives, their health, their material goods and for the maintenance of common infrastructures. The objective of crisis management is to limit the impact of an event and to restore the conditions corresponding to a nominal situation. In this context, we will focus on the management of emergency services in crises such as terrorist attacks, earthquakes, etc. Response plans are available in a textual format defining the actors involved and their roles. In order to provide a global view of the collaboration between emergency services, we have established models distinguishing between decisional, operational and informational task sets. These models were built using the BPMN (Business Process Model and Notation) standard. On the basis of this representation, a dysfunctional analysis was carried out from a FMEA (Failure Mode, Effects and Criticality Analysis) in order to identify and better anticipate the events likely to disrupt the intervention plan. The rest of the work is in the field of planning and scheduling under temporal uncertainties. The existing intervention plans are intended to guarantee the mobilization of resources and the operational organization of the rescue. In this field, it is also important to distinguish the preparation phase upstream of the intervention plans, which will try to anticipate most of the possible situations, from the plans execution which will have to be able to adapt to the unforeseen events of the real situation, and thus envisage degraded modes. We focus our efforts on proactive, reactive and progressive approaches that seem to fit well in this context. The first one takes into account the uncertainties from the offline construction phase. In the second approach, a predictive plan, built off-line without accounting for uncertainties, will be completed by different reactive algorithms executed online to correct inconsistencies in the initial plan inducing a re-planning. In the third approach, the plan is generated in the short term, which allows the plan to be planned and executed online.Generally, in planning the number of actions needed to reach the goal is unknown. In scheduling, we know exactly how many tasks to execute. In our project, we are between the two because we can have a global idea of the plan size and we don’t know at the beginning what we will execute. Each actor in an emergency plan has a library of standard plans. We use a plan insertion algorithm to select from the standard plans the ones that can be used to achieve the objective. The multi-agent system is a decision support tool that allows us to simulate our scenario in both semi-centralized and decentralized aspects in order to compare the behavior of the agents by giving them a level of autonomy.In this thesis, we aim to test distributed strategies to generate and execute emergency plans in a terrorist attack scenario. In this context, we propose a dynamic multi-agent planning system that focuses on the response phase in a rescue plan where the reaction must be fast and efficient as much as possible in order to minimize human losses

Full textDespite the late development of tourism in this country, Morocco has succeeded in creating a tourist image based upon its natural and cultural wealth. The policy of investment and development has however largely been concentrated on the moroccan coastline as a recent tourist destination, Morocco was compelled to meet the demands of a mass international tourist market particularly centred and oriented by foreign tour operators on seaside resorts. Finally the income from international tourism was designed to generate an influx of foreign capital which was the main economic aim of moroccan planners. A number of difficulties arose from this planning policy which were to hinder moroccan tourist expansion (deregionalisation, under-development of tourist potential, negligence of domestic demand, environmental problems, etc. ). These difficulties were further worsened by problems linked to the unfavourable situation (gulf crisis, domestic problems, etc. ). Moroccan tourism today has come to dead end an must absolutely face up to the constant fluctuations in the tourist market (i. E. Changes in demand and behavioural patterns, development of new and different products, deregulation of transport, etc. ). The purpose of this study is to help throw some light on moroccan tourism by emphasising the specificity of this country. Aware of the changes in the nature of tourism and the influence of public aid from one zone to another, the typological analysis of the regions described in this study gives a more accurate picture of reality of moroccan tourism. The seasisde resorts, the cultural dimension and the new models chosen in this study are indeed more representative of modern day system in morocco. In the same way, the analysis of the changes within the moroccan society itself underline the necessity to adapt certain tourist models to the needs and motives of domestic tourist demand in full expansion

Full textCreativity, as a meta-competence mobilized in various fields of action, has sparked work in various social science disciplines. If it received few interest in educational sciences, it nevertheless appears as a particularly interesting capital for whom study the educational trajectories. If the French education system has kept creativity out of his curriculum, he is now wondering about the value of developing the necessary resources for young people to exercise this mode of action. Based on an empirical survey involving 1551 young people who had completed their initial training for less than 10 years, in the context of the low take-up of creativity by educational institutions, this work rises questions about three main points: the shape of the distribution of the creative potential and achievements, the effects associated with this potential on the access to employment, the quality of employment and its mode of development. We emphazised results at three levels. The creative potential presents a strong inter- individual dispersion but is not determined by the social class. This creative potential does not affect access to employment, but it increases path instability, reduces the likelihood of a permanent contract, and promotes the satisfaction of basic needs in a professional context closely related to well-being. Little developed in the school context, creative potential is stimulated above all by the extracurricular activities and the professional environment. The educational activities seem to allow some exposure to the development of creativity, which nevertheless seems to be socially differentiated. Moreover, the opportunities given by the educational system to develop its creativity depend on the characteristics of the educational track, and in particular on the status of the attended schools

Full textCette étude explore les expériences d’exclusion sociale chez les réfugiés de l’Afrique subsaharienne réinstallés à Québec et cherche à comprendre les effets des formes d’exclusion sociale sur leurs conditions de vie et leur santé. La recherche se base sur un devis qualitatif qui donne la parole à dix réfugiés en provenance de différents pays de l’Afrique subsaharienne. Ces personnes ont été rencontrées lors d’entrevues individuelles semidirigées. Les résultats de l’étude ont permis de mettre en lumière différentes expériences d’exclusion sociale dans différents milieux comme le travail, l’école, les commerces, le transport en commun et différents lieux publics. Les données tirées des entrevues font ressortir différentes formes d’exclusion : discrimination raciale à l’embauche, mépris identitaire, difficulté de créer des liens sociaux avec la population hôte, non-respect des droits fondamentaux et des règles de programmes contraignantes. L’exclusion sociale vécue par certains réfugiés subsahariens réinstallés à Québec s’accompagne de conditions de vie très délétères à leur santé : insécurité alimentaire, faible revenu, logements insalubres, réinstallation dans des quartiers mal desservis par les services et les commerces. Cette recherche relève également quelques effets perçus de l’exclusion sociale et des conditions de vie sur la santé tels que des maladies chroniques et des problèmes de santé mentale. But in his daily life, he is surrounded by practices and cultural productions that present mathematical concepts that are studied in class. It notes that the low performance in mathematical activities are most often due to difficulties in adapting teaching methods of teachers or the assimilation of mathematical concepts. How, therefore, help these young drehu, from a cultural environment where the concepts are perceived implicitly, to integrate in a school environment where they are referred to? Taking account of the conceptualization of number and geometrical figures into the culture Drehu allows teachers to know how to teach math concepts implicit in the sociocultural environment of the child and especially the teaching methods developed by him. These socio-cultural contributions help the teacher to appropriate teaching strategies that promote better learning of mathematical concepts by students at school Drehu. These cultural knowledge serve as didactic crutch in the learning of school knowledge

Full textWith the Jules Ferry laws ensuring free and compulsory schooling, equal chances of succeeding were expected in a meritocratic established school system. Reality proved otherwise: attending school still does not allow all schoolchildren to progress in the same way, as some of them encounter difficulties from the beginning. The struggle against academic failure cannot stop a considerable amount of pupils from finishing school without satisfactorily mastering the basic elements of the programmes. Moreover, recent research works have seemed to prove programmes providing assistance for underachievers to be ineffective.This thesis offers a comparative evaluation of such support systems in elementary school. It investigates their effectiveness and modus operandi, with regard to what already exists, as well as to the use of data obtained by questionnaires, tests or content analysis.The protean support systems against school failure will be shown to include a large arsenal of disparate measures, with actual but confusing recruitment rules. The comparative analysis of schoolchildren's results, of their own impressions of performance and of the teachers’ requests indicates that this distribution takes the children's needs into consideration. Most of the time, those most in trouble are the ones taken care of and the chosen educational counselling will depend on the situation. But, in a context of means shortage, and in the absence of a precise definition and regulation of operating procedures, these rules are often infringed. If, with a few exceptions, the weakest students cannot catch up, we notice that help efficiency mostly proves to be uneven. It depends on the personal, sociodemographic and environmental characteristics of the children, but also on the nature and operating methods of the aid system. The beneficial effects seen with some children are concealed by more disappointing results obtained with others, whose needs were often less obvious at first.Thus, in our opinion, the optimization of the struggle against learning difficulties requires to further consistency and a better coordination in recruitment and schoolchild care, as well as skill or knowledge sharing between professionals. A network organisation of support systems would most likely enable to rationalize pupils' educational background and to combine the efforts of skilled professionals rather than accumulating them
