Am 20. Juli 2016 endete die Amtszeit desBundesverfassungsrichters Herbert Landau. Das war ein Einschnitt in der Geschichte des Bundesverfassungsgerichts. Denn mit dem 1948 geborenen Landau verließ der letzte Richter die höchste Richterbank, der noch vor dem 23.Mai 1949, dem Tag des Inkrafttretens des Grundgesetzes, zur Welt gekommen ist. Die letzten Verfassungsrichter, die die Entstehungsphase des Grundgesetzes noch politisch bewusst wahrgenommen haben können, sind, wie der jüngst verstorbene Ernst-Wolfgang Böckenförde (Jahrgang 1930), schon vor einem Vierteljahrhundert aus dem Amt ausgeschieden. Bereits im April 1861 starb John McLean – der letzte Richterdes U. S.SupremeCourt, der vor Inkrafttreten der U.S.-Verfassung im September 1787 das Licht der Welt erblickt hatte.

Abstract:
This dissertation is a comparative study which traces the development of a distinctive aesthetics in the late twentieth century novels of the Austrian writer, Christoph Ransmayr. The three novels, Die Schrecken des Eises und der Finsternis, Die letzte Welt and Morbus Kitahara, while quite different in terms of spatial and temporal orientation, share several key features which contribute to the operation of what I define and examine as the aesthetics of humility in the texts. These recurrent thematic, structural and symbolic elements in the three novels relate to the texts??? critique of scientific modernity, their privileging of myth (both thematically and stylistically), the representation of nature and the texts??? readings of apocalypse and transformation. The theory of myth developed by Hans Blumenberg in Arbeit am Mythos provides an interpretative framework to explain the re-emergence of myth as a contemporary response to the ???absolutism of reality??? which the systems and technologies of scientific modernity have produced in the twentieth century. The first part of this thesis examines the representation in individual novels of the collapse and breakdown of selected metanarratives of modernity. The second part consists of an examination of three core myths which function to restructure the narrative of human existence in each novel. This thesis determines that the development of the aesthetics of humility in Ransmayr???s novels is dependent on the reader???s recognition of the changed perspective and the changed perception which characters in each novel experience. To different extents the characters in each novel abandon a rational perception of reality. The aesthetics of reality acknowledges a textual consciousness and privileging of the projected Other of reason; nature, myth, fantasy, irrationality and barbarity. The human subject no longer occupies the privileged central position in humanist cosmology. Displaced from the centre to the periphery of civilization, the human subject is also represented as having lost control of its physical and psychical environment. Human pretensions to power and influence over itself and its environment are negated in the texts??? revelation of the transience of life. This loss of status and place is related on a seemingly moral level to the novels??? representation of the human potential for brutality and cruelty. The ultimate disappearance of the human subject in each novel is related to the subject???s gradual objectification in the text and the final dissolution of its identity.

Lacan introduit le concept de lettre dans son enseignement pour définir la direction de lacure analytique. Dans cette perspective, la définition de la lettre s’avère essentielle pour lapsychanalyse. Néanmoins, la définition de la lettre change au fur et à mesure que Lacanavance dans son enseignement. Ce changement de perspective implique une nouvelleconception de la clinique. De cette manière, ce travail propose d’étudier les différentsusages cliniques de la lettre dans l’enseignement de Jacques Lacan. Dans un premier temps,il s’agit d’un usage représentatif de la lettre. Cela implique la production des effets de sens.À ce moment-là, la lettre et le signifiant ne sont pas distingués. Cet usage de la lettre permetde définir la psychanalyse comme une pratique du bien-dire. Dans un second temps, ils’agit d’un usage de jouissance de la lettre. Cela implique la production d’une jouissancehors sens. Cette fois-ci, Lacan réussit à distinguer la lettre et le signifiant. Cet usage de lalettre permet de définir la psychanalyse comme une pratique du savoir-lire. Bien-dire etsavoir-lire désignent ainsi deux modalités d’usage de la lettre. C’est pourquoi cetterecherche a pour objectif de démontrer que la psychanalyse est une pratique de la lettre
Lacan introduced the concept of the letter in his teaching in order to define the direction ofthe analytic cure. In this perspective, the definition of the letter is essential forpsychoanalysis. Nonetheless, the definition of the letter changed throughout the course ofhis teaching and this change of perspective implies a new conception of the clinic. As such,in this work we propose to study the different clinical uses of the letter in Jacques Lacan'steaching. Initially, it involved a representative usage of the letter, one which implies theproduction of meaning effects. At this moment, the letter and the signifier areindistinguishable. This use of the letter permits one to define psychoanalysis as a practiceof saying-well. Secondly, it involves the letters use of jouissance, which implies theproduction of senseless jouissance. This time, Lacan successfully distinguishes betweenletter and signifier. This use of the letter permits one to define psychoanalysis as a practiceof knowing-how-to-read. As such, saying-well and knowing-how-to-read designate twomodalities for the usage of the letter. The objective of this investigation is thus that ofdemonstrating that psychoanalysis is a practice of the letter

An important component of early reading intervention is effective literacy screening tools. Literacy precursor screening tools have been primarily developed for early identification and remediation of potential reading difficulties in monolingual Englishspeaking children, despite the significant proportion of bilingual children worldwide. This systematic literature review examines whether the precursor literacy skills commonly used in monolingual English-speaking children have been assessed and found to predict later reading skills in simultaneous bilingual children. Our findings demonstrate that the nine major literacy precursors identified in monolingual children also significantly correlate with reading performance in simultaneous bilingual children. These nine literacy precursors are phonological awareness, letter knowledge, serial recall, oral language comprehension, vocabulary, grammar, memory, non-verbal intelligence and word decoding.

Many recent advances in electroelastic energy harvesting have benefitted from the use of nonlinear effects that reshape the potential well of the device and lead to bandwidth improvement. In this letter, the merits of using impact barriers for potential well shaping and bandwidth improvement in nonlinear electroelastic energy harvesters are considered. A bistable piezoelectric cantilever beam with symmetrically placed impact barriers is developed and tested through numerical simulation and experiment. Preliminary results indicate that impact barriers prolong the stability of large-amplitude attractors across a wider frequency range than an equivalent nonimpacting device, albeit at the expense of a greater peak amplitude. A mathematical model and simulation parameters are provided, and the system is investigated through both numerical simulation and experiment. A nontrivial relationship between barrier placement and the linewidth of the frequency response was observed in experiments. Future work will seek to improve the mathematical model to more accurately capture the behavior seen in the experiment.

Abstract:
This paper presents predictions of weld residual stresses in a mockup with a partial arc excavate and weld repair (EWR) utilizing finite element analysis (FEA). The partial arc EWR is a mitigation option to address stress corrosion cracking (SCC) in nuclear power plant piping systems. The mockup is a dissimilar metal weld (DMW) consisting of an SA-508 Class 3 low alloy steel forging buttered with Alloy 182 welded to a Type 316L stainless steel plate with Alloy 82/182 weld metal. This material configuration represents a typical DMW of original construction in a pressurized water reactor (PWR). After simulating the original construction piping joint, the outer half of the DMW is excavated and repaired with Alloy 52M weld metal to simulate a partial arc EWR. The FEA performed simulates the EWR weld bead sequence and applies three-dimensional (3D) modeling to evaluate the weld residual stresses. Bi-directional weld residual stresses are also assessed for impacts on the original construction DMW. The FEA predicted residual stresses follow expected trends and compare favorably to the results of experimental measurements performed on the mockup. The 3D FEA process presented herein represents a validated method to evaluate weld residual stresses as required by ASME Code Case N-847 for implementing a partial arc EWR, which is currently being considered via letter ballot at ASME BPV Standards Committee XI.

Abstract:
In this paper, we present a phenomenological modeling of annular flow for dryout prediction in vertical annuli by adopting a new set of correlations of droplet deposition and entrainment. The performance of the new correlations is tested by using the experimental data of Becker and Letzter [1] measured in a 3000mm annulus under bilateral as well as unilateral heating conditions, and the experimental data of Becker et al. [2] obtained in a 3650mm long annulus in respect of eight different axial heat flux profiles. The applicability of two widely used correlations of droplet deposition and entrainment in annuli which were derived from flows in vertical tubes was also checked. It was shown that large discrepancies were observed for the tube-based correlations, while for our present model the predicted CHFs as well as the positions of dryout occurrence in the case of non-uniformly heated annuli agree well with the experimental data.

Abstract:
This paper presents a finite element analysis (FEA) based approach to perform crack growth evaluation of remnant cracks in a mockup with a partial arc excavate and weld repair (EWR). The partial arc EWR is a mitigation option to address stress corrosion cracking (SCC) in nuclear power plant piping systems. The mockup is a dissimilar metal weld (DMW) consisting of an SA-508 Class 3 low alloy steel forging buttered with Alloy 182 welded to a Type 316L stainless steel plate with Alloy 82/182 weld metal. This material configuration represents a typical DMW of original construction in a pressurized water reactor (PWR). To create a representative partial arc EWR application, the outer half of the DMW is excavated and repaired with Alloy 52M weld metal. The crack growth evaluation process presented herein represents an advanced method to evaluate the Alloy 82/182 remnant crack growth as required by ASME Code Case N-847 for implementing a partial arc EWR, which is currently being considered via letter ballot at ASME BPV Standards Committee XI. After the repair, any crack that remains in the Alloy 82/182 remnant and underneath the EWR needs to be evaluated for stress corrosion cracking (SCC) to assess its potential to grow beyond the EWR coverage area. Conventional fracture mechanics approach may not be suitable to evaluate such a remnant crack because of its close proximity to multiple materials of different mechanical properties and unconventional crack shape. In the crack growth evaluation, a crack that is reminiscent of a circumferential crack in a pipe, and a crack that is reminiscent of a laminar crack in a pipe are evaluated to predict the time for each of them to grow beyond the partial arc EWR coverage arc length. It is expected that the approach, analysis steps, calculation procedures presented in this paper will be applicable to analyzing a pipe geometry using realistic residual stresses and operating stresses for an EWR.

Abstract:
NACE Test Method TM0172, “Determining the Corrosive Properties of Petroleum Cargoes” [1] is a simple and valuable test to determine whether refined products, such as motor fuels, are sufficiently dosed with inhibitor to prevent corrosion in the event that water enters the product stream. This test is based on optical examination of the area of the coupon affected by corrosion after a specified exposure to a hydrocarbon/water mixture. Letter “grades” from A to E are subjectively determined by the technician performing the test. Experience has shown that if enough inhibitor is present to produce B+ or better results as defined in this standard, general corrosion in flowing pipelines may be controlled. Grade “B+” or better represents a practical absence of corrosion (less than 5% area). For the purposes of confirming a practical absence of corrosion, the subjective evaluation by a technician is adequate. However, as this test may be applied to less refined, uninhibited products where larger areas of corrosion may be observed, the letter grading does not provide discrimination within very wide ranges of corrosion affected area (20–25% of coupon area). Pipeline integrity managers interested in the relative susceptibility to internal corrosion caused by uninhibited hydrocarbons may be interested a higher level of corrosion discrimination and precision. Enbridge Pipelines proposed a digital image analysis technique in 2009, and this technique has been developed, refined, and successfully employed by Alberta Innovates - Technology Futures (AITF). This paper discusses the development of this technique, as well as comparative results using both the original letter grading system and the digital analysis method. Other observations regarding the application of the TM0172 method on a variety of hydrocarbon categories are presented.

Abstract:
In this letter, we demonstrate theoretically and experimentally that bulk silicon can be employed to overcome the challenge of tuning near field radiation. Theoretical calculation shows that the nanoscale radiation between bulk silicon and silicon dioxide can be tuned by changing the carrier concentration of silicon. Near field radiation measurements are carried out on multiple bulk silicon samples with different doping concentrations. The measured near field conductance agrees well with theoretical predictions, which demonstrates a tuning range from 2 nW/K to 6 nW/K at a gap of ∼60 nm.
