Abstract:
Korea tends to be regarded as a country which has relatively long working hours. At this point in time, the 40 hour workweek, introduced in 2005, seems to be having a remarkable impact on both the society and each individual. Many people expected increased leisure time alongside reduced working time, but has the Korean worker's working time decreased as expected? This thesis explains how and why reduced working time has brought about increased concern about leisure and expenditure on leisure products. The research examines the connections between workers' leisure and companies' welfare systems. These issues surrounding Korean workers are situated within three larger research questions as follows. First, what are the distinctive characteristic of Korean workers and the Korean labour market? Second, what concept of leisure policy is relevant in Korea and what is the potential of industrial recreation as a leisure policy? Third, what are actual demands of Korean workers for leisure, and what are the relationships between their demands for leisure and their work situations? This thesis proceeds with a comparative historical analysis followed by the results of new empirical research. The empirical research was carried out in 11 large companies in and around Seoul. A total of 144 questionnaires were completed by employees, and there were lOin-depth follow-up interviews. The main findings are as follows. First, the process of industrialisation in Korea has been very different to that experienced in Britain. Second, the majority of the working class in Korea are not manual workers. Third, leisure in Korea is deeply associated with consuming leisure goods and services. Fourth, state leisure policy has been part of economic policy rather than social policy. Fifth, Korean society remains highly influenced by Confucianism. Sixth, the role of trade unions in implementing legal rights to reduced working time has been insufficient.

This thesis examines the implications of party poll tics at the local level for leisure policy by reviewing expenditure on leisure by all English local authorities and by undertaking a case study of the development of leisure policy in a Metropolitan District.

Abstract:
Britain is widely considered to be the birth place of modern sport. Given this fact, it could be expected that the representation of sport within British museums would be extensive. However, the discussion of sport in museums within the existing literature is limited at best and, where it does occur, has a focus primarily on sport specific museums. Therefore, this thesis examines the development of sport in museums and the motivations and barriers which have influenced its development. Placing sport in museums within the wider context of cultural policy between the period of 1997 and 2012, the study explores the impact of sport in museums within wider social and economic agendas. Due to the lack of existing evidence concerning the subject area, the study draws on extensive fieldwork conducted by the author with individuals working in the fields of cultural policy, museum practice, and academia. In addition, focus groups and questionnaires were carried out with members of the public to ascertain perceptions towards sport as a subject matter for museums and the potential of sport to increase and change museum audiences. In addition, there is an in-depth evaluation of the Our Sporting Life exhibition programme in order to establish the impact of sport in museum against the widely used museu-m methodology frameworks, the Generic Learning *Outcomes and Generic Social Outcomes. The findings of this research demonstrate that sport in museums responds to a range of wider cultural policy objectives which support economic and social outcomes. These include: improving individual’s knowledge and understanding; providing enjoyment; supporting health and well-being agendas; and building stronger communities. In addition, the evidence establishes that sport attracts new and different audiences to museums and suggests that this may impact on the visiting habits of these individuals in the long-term. However, the findings also demonstrate that there are significant barriers to the delivery of sporting exhibitions in museums, most notably access to sufficient funding and inadequate knowledge and availability of relevant sporting collections. Therefore, this thesis presents the first conclusive evidence that sport in museums is both relevant and valuable as a subject matter for museum discourse, and argues that this alone suggests a need for increased funding to support further development of activity in this field.

Abstract:
This comparative study assessed the usefulness of the convergence thesis as a tool for understanding developments in leisure, recreation and sport in New Zealand and Malaysia. The study examined the interrelationship between 'global' and 'local' or 'contingent' factors and their impact upon leisure behaviour, leisure policy and leisure structures. 'Local' factors included institutional arrangements (notably political ones) and national cultural practices. A social history of New Zealand and Malaysia with particular reference to leisure, sport and recreation and national cultural practices was provided as a context for discussion of these issues. The study utilised a mixture of archival and library research and semi-structured interview, and was guided by an explicit comparative framework, concentrating on the development of leisure, sport and recreation in the two countries between 1970 and 2002. Interviews with 'key players' in both countries captured valuable data in the form of 'insiders' views' on leisure behaviour, policy and structure. These data were analysed with the relevance of the convergence thesis in mind. This study shows that contemporary leisure behaviour in New Zealand and Malaysia is shaped by the media and is highly commercialised, placing a high value on entertainment, and involves increasingly passive forms of participation. Informal sport and individualised recreational activities are replacing organised team-based sports in popularity. Leisure behaviour trends have led governments in both countries to encourage greater participation in sport and physical activity and to encourage private sector ventures into leisure-related products, services and infra-structures in the form of private-public partnerships. In terms of leisure policy, developments in leisure, recreation and, noticeably, sport, in Malaysia and New Zealand have been shaped by the wider agendas of the governing political parties. This is particularly noticeable at central government level. Individual political leaders in both countries have been influential in setting leisure-related policy. They had the vision to see that sport in particular might serve wider, national interests and that investments in sport could help raise the profiles of their countries in international markets and among trading organisations and the regulatory bodies that oversee trading practices. Malaysian and New Zealand governments seek to make leisure, sport and recreation policy supportive of other priorities. In Malaysia, the government legitimises its control over the policies which affect people's lives by appeals to Islamic principles and the need to put collective needs of nation building ahead of individual concerns for freedom. In terms of institutional, political, arrangements, this impacts at both central and local government levels in Malaysia. New Zealand, following a pluralist, Westminster, tradition of political representation, experiences regular changes in political management at central government level and a system of local government whereby local autonomy is jealously protected. Malaysia has resisted 'the global', by virtue of the nation-building policies of the Barisan Nasional, which has been in power since 1957. New Zealand's 'resistance' stems in part at least from the autonomy which local government enjoys. These experiences demonstrate that resistance to 'global' change can take varied forms at the 'local', contingent, level (Thorns, 1992). Differences in leisure structures reflect, once again, different agendas stemming from different political arrangements. The Malaysian government's approach is multi-Ministry, and micro-managed. In New Zealand, a 'hands off' approach via a quasi-autonomous non-government organisation (‘Quango'), became the favoured means of structuring central government leisure provision in the 1980s and 1990s. This was with a view to encouraging stability and consistency in leisure policy and provision in a pluralistic political system. Overall, and 'cautiously', this study provided support for the convergence thesis as a way to explain development in leisure, recreation and sport in New Zealand and Malaysia over the past 32 years. Although institutional arrangements and national cultural practices have provided some resistance to convergence processes, changing consumer sentiments may weaken such resistance in future.

Abstract:
The National Parks of the United Kingdom are characterised by their beautiful countryside and spectacular rural landscapes. They are also significant leisure based trip attracting locations, the dominant transport mode being the private car which typically accounts for 90% of all journeys made to these destinations. Excessive car use in National Parks is problematic since traffic congestion, environmental degradation, vehicle noise and parking problems serve to undermine the natural and recreational values which they are intended to promote. As recognition of the negative impacts of car use in National Parks has grown, so have calls for innovation and experimentation in approaches to traffic management and transport policy in these locations. Despite this, policy change has been slow. Sustainable and effective solutions to transport problems in UK National Parks appear no nearer to being found now than they were sixty five years ago. Accordingly, this thesis seeks to investigate the process of policy change with respect to leisure transport in UK National Parks. The study adopts the Multiple Streams framework (Kingdon, 1984) as the mechanism by which to explore policy change in the sector, and a case study method is chosen as the overarching research approach. Within the case study design, a three stage research method is undertaken, consisting of a) documentary analysis combined with semi-structured interviews with Transport Officers at UK National Park Authorities, b) two sub case studies at the local level in the New Forest and Yorkshire Dales National Parks, and c) semi-structured interviews with National Park transport planning experts at the national level. The Multiple Streams framework is shown to accurately identify important processes and mechanisms which can be seen to account for policy stability (and therefore inhibit change) within the National Park transport planning sector. As such, the thesis concludes that at the present time there is no significant window for policy change with respect to leisure transport in UK National Parks. A number of barriers exist which make this so. First are perceptions of public and political apathy towards transport problems in the National Parks, and a lack of quantifiable data by which to ‗frame‘ these issues. Second are competing agendas of key delivery agencies in the policy sector, where conflict between economic and environment objectives limit the consideration of certain transport planning instruments for use. Third are issues surrounding the technical feasibility (in terms of implementation) and public acceptability of a range of transport planning instruments, and fourth is a lack of advocacy for policy change amongst the general public and politicians at the local and national level. In light of the research findings, recommendations and advice to policy makers and practitioners seeking change within the sector are offered.

Abstract:
The research presented in this thesis sought to explore the ways in which patriarchal relations are constructed and contested within and through the leisure policy process. Drawing on structuration theory, socialist feminism and malestream critical sociological analyses, a methodology was developed for examining the situated practices of leisure professionals and local politicians in the local state at a time of economic and political restructuring in the late 1980s. The research explored the gender dimensions of recruitment to and experience of local government leisure professional and party political groups, and the extent to which women and men as gendered subjects were able to influence the leisure policy process. Of particular concern was the significance of leisure policy in feminist struggle. Also explored in the research were the kinds of gender ideologies circulating and the articulation of professional and party political ideologies with gender ideologies. An important consideration was the kinds of ideologies which were emerging and gaining ascendancy during the period of economic and political restructuring. Arts and recreation policy in two local authorities were selected for detailed study. The main method of inquiry was semi-structured interviews with a number of local professional officers (n=30) and local politicians (n=37). Visits to sports centres and art galleries provided additional sources of data, as did policy documents and observations of council and relevant committee and sub-committee meetings. The contribution of the research presented in this thesis is twofold : the development of a methodology for exploring the gender dimensions of the leisure policy process; and the generation of knowledge of the gender dimensions of leisure policy process. The research methodology implies a strategic relations approach to analysis of the state in which the state is theorised as a set of distinct institutions which at any one moment reflect the outcome of former struggles and provide the context for future struggles. The research thus gives an indication of the complex configurations of struggles within the local state leisure policy process, and brings into focus the articulation of some key dimensions of those struggles - gender, professional, party political, and local-central relations.

The nature of the leisure profession and the leisure professional has been recharacterised by a series of government policies first implemented by the Conservative government during the period 1979-97. Whilst the re-characterisation has been acknowledged by leisure professional bodies and also in an emerging body of literature, no systematic analysis of this process has been undertaken in the Scottish context. This thesis addresses this through an ideological analysis of New Right Conservatism and the impact of New Right policies in Scotland and on the Scottish Leisure profession. Scottish political and cultural traditions together with the notion of credentialism provide original dimensions to this critical analysis. Using a multimethodological research approach, this thesis examines the link between New Right government policies and the Scottish leisure profession. It establishes whether or not the process of professionalisation is a coherent one that will underpin a collective legitimacy for the Scottish leisure profession. It is concluded that the New Right undermined the professionalisation of leisure management in Scotland. Leisure management has been restructured and generalised and the resulting professional anticollectivism within the industry has left the standing of the profession in doubt. This original theoretically and empirically informed study of the leisure profession in Scotland makes a small contribution to the growing body of work on professionalism and professionalisation.

Neste estudo, foram analisadas as políticas de esporte e de lazer em Porto Alegre, no período de 1989 a 2000. A pesquisa investigou em que medida a Supervisão de Esportes e Recreação Pública (SERP) e a Secretaria Municipal de Esportes, Recreação e Lazer (SME) obtiveram êxito na democratização do esporte e do lazer na cidade. A democratização foi analisada na perspectiva do acesso às atividades de esporte e de lazer e do poder de decisão da população na formulação, implementação e avaliação das políticas públicas. A coleta dos dados compreendeu documentos e entrevistas. Os documentos consistiram de relatórios, planos de investimentos e leis municipais; planos e relatórios da SERP e SME; e documentos do Partido dos Trabalhadores referentes ao esporte e lazer do município. Foram realizadas 19 entrevistas semi-estruturadas com professores, gestores públicos, líderes comunitários e usuários dos programas de esporte e de lazer. Os dados permitiram concluir que a democratização do esporte e do lazer na primeira gestão (1989-1992) não se efetivou na forma desejada, embora tenham ocorrido avanços no acesso aos serviços e no processo de tomada de decisão com o Orçamento Participativo (OP). Na segunda gestão (1993-1996), o acesso da população aos espaços de esporte e de lazer apresentou melhorias. Quanto ao poder de decisão, existiu um maior acesso da população com a criação da SME e da temática de esporte e de lazer no OP. Entretanto, o atendimento e a participação nas decisões continuaram abaixo do desejado. A terceira gestão (1997-2000) foi mais participativa, tendo ocorrido um processo de democratização na SME que, através da regionalização de suas ações, possibilitou maior integração com a população. Como conseqüência, houve ampliação e diversificação das ações oferecidas às comunidades. O poder de decisão foi ampliado com a realização de uma conferência municipal para discussão de propostas de esporte e de lazer.
The study focused on the public policies of sport and leisure for Porto Alegre from 1989 to 2000. The purpose was to investigate whether the Department of Sports and Public Recreation (SERP) and the Secretary of Sports, Recreation and Leisure (SME) obtained success in their goals of democratizing sport and leisure in the city. Democratization was considered in the perspective of the access to sport and leisure programs and the participation of the population in the process of policy-making. Data collection comprised documents and interviews. The document analysis considered the city council legislation and financial plans and reports, plans and reports of SERP and SME, and documents on sport and leisure produced by the Worker’s Party. The interviews were carried out with 19 public authorities, community leaders, leisure and sport instructors and park users. The study allowed concluding that the democratization of sport and leisure in the first administration period (1989-1992) did not occur as expected, even though progress was achieved in the access to the programs and in the decision-making process, with the introduction of the Participative Budget (OP). In the second administration (1993-1996), the population access to sport and leisure programs presented improvements. In the power of decision, a larger access of the population existed, being created the SME and the section of sport and of leisure in the OP. However, the attendance and the participation in the process of decision-making continued lower than expected. The third administration period (1997-2000) was more participative, a decentralization process occurred in SME facilitating larger integration with the population. As consequence, there were amplification and diversification of the actions offered to the communities. The power decision was enlarged with the accomplishment of a municipal conference for discussion with the population of proposals of sports and leisure for the city.

Abstract:
This thesis examines the state-supported system for elite-level sport in Scotland and considers whether or not that system is effective in terms of delivery to athletes and coaches and assesses the extent to which it was fair and equitable in terms of outcomes. The study is set within a feminist cultural studies framework that is enriched by qualitative study and based on the distinctively Scottish cultural and historical experience of the nature of sport. The thesis comprises of two major studies and the findings are based on original material collected from three main research methodologies: documentary evidence, quantitative and qualitative analyses. Study one sets the historical and policy context in which the main focus of the research can be understood. An historical account of state involvement in the elite sport sector is followed by a critical evaluation of elite sport policy agenda during the first session of the Scottish Parliament (1999-2003). The aim of this study was to identify and review the institutional and financial frameworks set up to guide the decision-making process for the delivery of the Scottish elite sport agenda. Study two was designed to gather demographic and socio-economic information on Scotland’s elite athletes and to measure the level of athlete satisfaction with the administration, effectiveness and equity of the Lottery-funded Talented Athlete Programme (TAP). The first, predominately quantitative, phase of the study, was conducted by means of a postal questionnaire. Significant issues raised during this phase were followed-up and explored in more depth in the second, qualitative phase. Information from athletes was enhanced by the data gathered from interviews with officials, coaches and administrators who are vital to the implementation and success of the elite sport programmes currently in place in Scotland and at the UK level. Where appropriate, interview data is put into some context by with data collected by the researcher from various sources, including TAP press releases, annual reports and official documents. The key findings of this research suggest that there are too many gaps in the present system of support for talented and elite athletes to be able to claim that Scotland is “a country where sporting talent is recognised and nurtured” (Scottish Sports Council, 1998b, pp.7). Clearly, there is much still to be done it this vision is to be realised for all Scotland’s talented athletes, irrespective of their gender, cultural or socio-economic background. Only then, can Scottish sport genuinely claim that “nothing is left to chance” and Scotland can be considered “a country achieving and sustaining world class performances in sport” (Scottish Sports Council, 1998b, pp.7).

Leisure time is an important part of young people’s lives. Despite this, leisure-time settings have hitherto had only a minor role in setting-based health-promotion initiatives. Improving adolescents’ quality of leisuretime activities can reduce social differences in health, thus youth-centers can be appropriate settings for promoting health. However, young people with immigrant backgrounds participate less in organized leisure-time activities. The overall aim of this study is to explore young people’s leisure time as their health-promotion setting in two NGO-run youth-centers in multicultural, socially deprived suburbs in Sweden. This study took a practice-based approach using a mixture of methods in close collaboration with the youth-centers. Data collection was done through surveys with young people (n = 207) and interviews with young people and leaders (n = 16). Study I, about who participates in youthcenter activities, used an explanatory mixed method. Study II, about the youth-centers’ strategies, used an explorative qualitative method with an inductive content analysis. This study shows that youth-centers have great potential to be a healthpromotion setting if their strategies include some important factors, both in theory and in daily practice. To be a health-promotion setting, a youthcenter needs to be open and inclusive for its target group, foster supportive relationships, emphasize youth empowerment, and integrate family, school, and community in its strategies. Local knowledge about young people's backgrounds, needs, interests, and motivations to attend youth-center activities – as well as good contact with young people's families – is important because it can increase participation in leisure-time activities for young people in multicultural and socio- economically disadvantaged neighborhoods and can thus help to reduce social inequalities in health.

Recent advances in dynamic Mirrlees economies have incorporated the treatment of human capital investments as an important dimension of government policy. This paper adds to this literature by considering a two period economy where agents are di erentiated by their preferences for leisure and their productivity, both private information. The fact that productivity is only learnt later in an agent's life introduces uncertainty to agent's savings and human capital choices and makes optimal the use of multi-period tie-ins in the mechanism that characterizes the government policy. We show that optimal policies are often interim ine cient and that the introduction of these ine ciencies may take the form of marginal tax rates on labor income of varying sign and educational policies that include the discouragement of human capital acquisition. With regards to implementation, state-dependent linear taxes implement optimal savings, while human capital policies may require labor income taxes that depend directly on agents' schooling.

Resumo: Historicamente, as políticas públicas de lazer no Brasil se caracterizaram, em sua maioria, por serem excludentes, fragmentadas e funcionalistas. Outra característica das políticas públicas de lazer é o fato de elas serem setoriais, formuladas e executadas por um único departamento ou secretaria, com pouca ou nenhuma articulação com outros órgãos municipais. Este estudo parte do princípio de que o lazer é uma área multidisciplinar, tanto no campo de estudos, como em sua intervenção, portanto deve ser planejado e implementado conjuntamente por vários setores, no âmbito municipal. Os objetivos desta pesquisa foram verificar como foram planejadas e implementadas as políticas públicas de lazer em Brotas, município do interior paulista, no período de 2009-2012. Foram levantadas quais as relações mantidas entre as diversas secretarias ligadas à esfera do lazer, como as de Esporte, Recreação e Cultura, Turismo, Meio Ambiente e Ação Social. A partir da intersetorialidade, foram verificadas como essas secretarias da cidade formulam e implementam as políticas de lazer e se esse princípio é utilizado como orientador das ações públicas. Do ponto de vista metodológico, foram realizadas pesquisa documental e observações das reuniões das secretarias de Turismo e Esporte (nas diretorias de Esporte e Cultura). Ainda foram realizadas entrevistas semi-estruturada com um dos ex-gestores (ex-prefeito), gestores e servidores das secretarias citadas. As entrevistas foram gravadas, transcritas e analisadas. Os dados mostraram que há várias ações e eventos em que há a integração entre as secretarias. A Secretaria de Turismo se apresentou como um catalisador do lazer em Brotas e de onde surge a maior parte das ações e eventos intersetoriais no município
Abstract: Historically, leisure public policies in Brazil were characterized mostly by being exclusive, fragmented and functionalist. This study assumes that leisure is a multidisciplinary area, both at the studies field, as in the intervention, therefore, must be planned and implemented jointly by several sectors within the municipality. The objectives of this study were to verify how have been planned and implemented the leisure public policies at Brotas, Sao Paulo's interior municipality, the period 2009-2012. Where raised which maintained relations between the various departments related at the sphere of leisure, such as Sport, Recreation and Culture, Tourism, Environment and Social Action. From intersectoriality, were verified how the city departments formulate and implement leisure policies and if this is used as a guiding principle of public actions. From the methodological point of view, were performed documentary research and observations of the secretaries meetings of tourism and sport (on the boards of sport and culture) and of the Tourism City Council and the Environment City Council. Although were conducted interviews semi structured with one of the ex-former managers (ex-former mayor), servers and managers of departments cited. The interviews were recorded, transcribed and analyzed. The data showed that there are several actions and events where there is integration between the departments. The tourism department presented as a catalyst in the leisure and Brotas arises where most Intersectoral actions and events in the city

Resumo: O estudo das políticas de lazer é analisado neste trabalho tendo a gestão pública como enfoque. Busca uma melhor compreensão sobre a forma como o Estado se organiza para dar materialidade a suas políticas no âmbito municipal e o grau de articulação entre os diferentes setores que as compõem. A gestão pública contemporânea se depara, cada vez mais, com temas complexos que não encontram seu equacionamento nos limites das organizações especializadas. O lazer, a nosso ver, configura-se como um desses temas, dada sua conotação multidisciplinar e intersetorial. Considerando os limites da estrutura fragmentada e especializada do Estado Burocrático e partindo da idéia de ação em rede, que visa à integração de esforços orientada para a obtenção de resultados prioritários de governo, nossa intenção é investigar como se dá o tratamento desse tema numa situação concreta. Este estudo objetiva a análise da estratégia de gestão das políticas públicas na prefeitura de Santo André, no período 2005-2008, e centra sua atenção na implementação dos Projetos Matriciais que apresentam de forma direta relação com o lazer: Revitalização do Parque Central, Revitalização do Parque Pedroso e CESAS: Centros Educacionais Santo André. Compreendendo que as ações prioritárias nesse governo ensejam a matricialidade como orientadora dos trabalhos e considerando esta, sobretudo em sua perspectiva intragovernamental, nossa análise se restringe a esses três projetos apresentando respostas às seguintes questões: Como se desenvolve a atuação matricial nas políticas públicas de lazer prioritárias na cidade de Santo André? Quais os diferentes arranjos observados nas relações entre os parceiros presentes no desenvolvimento destas políticas? Quais limites e possibilidades apresentam-se à formulação e implementação de ações matriciais desta prefeitura no campo do lazer? Configurado como um estudo de natureza qualitativa, os métodos utilizados na construção da pesquisa apresentam-se dentro da perspectiva descritivo-exploratória, utilizando os seguintes instrumentos para coleta de dados: análise documental, observação sistemática e entrevistas. A análise desses dados sugere a adoção da matricialidade vinculada à recessão e ao processo de articulação regional observada no ABC a partir dos anos 90; apresenta o planejamento estratégico situacional, a criação de salas de situação e equipes técnicas, e a formação da rede de moderadores como principais ferramentas para a sistematização das ações matriciais; demonstra que muitos dos problemas enfrentados decorrem do maior tempo necessário para o desenvolvimento desta modalidade de gestão, da presença de gestores com perfis centralizadores, de disputas internas entre agentes partidários e dos desequilíbrios estruturais nas condições de recursos entre os setores incidindo sobre as tomadas de decisão; revela como principais avanços a otimização de recursos, o aperfeiçoamento das ações por meio da convergência de diferentes visões e do fazer coletivo daí advindo, e o processo de aprendizagem implícito nestes procedimentos; destaca a interação entre interesses específicos dos agentes governamentais e não governamentais e as suas influências nos resultados obtidos; e indica a necessidade da compreensão do lazer como uma agenda de governo, visando à melhor articulação dessas políticas e conferindo densidade institucional ao tema naquele município. Abstract: This paper analyses the policies for leisure focusing on its public management while trying to understand how the government and the different sectors involved manage that on a municipal basis. The main aim is to analyse the strategies used on managing public policies in Santo André from 2005 to 2008 and focuses on the implementation of Matrix Projects directly related to leisure: the Revitalization of Parque Central, the Revitalization of Parque Pedroso and the CESAS: Educational Centres in Santo André. This analysis tries to answer the following questions: How does matrix action in public policies of leisure develop in the town of Santo André? What is the relationship between partners present in the development of these policies? What are the different possibilities in the implementation of matrix actions in the field of leisure in the referred town? As the nature of this study is qualitative, the collection of data comes from documents, systematic observation and interviews. The analysis of the collected data suggests the adoption of matrix support, presents the strategic planning, shows that most of the problems derive from the lack of attention and personnel dedicated to this sort of management and finally shows the need for a better understanding of leisure as part of a governmental agenda aiming at better policy implementation at the previously mentioned town. Esta Tese de Doutorado foi elaborada com a pretensão de contribuir para as reflexões políticas acerca do lazer e dos esportes. A compreensão que há confusões conceituais entre eles e a convicção de que suas características favorecem o uso ideológico dessas práticas foram determinantes para o aprofundamento destes estudos. Nosso entendimento é que essas atividades se legitimam como direitos sociais e, como tal, deveriam ser contempladas no conjunto das Políticas Públicas sejam em nível federal, estadual ou municipal. Entretanto, aqui se revelam as contradições que subsidiam as análises centrais dessa Tese. É fato que o lazer e os esportes estiveram presentes nos programas das políticas sociais de diferentes governos brasileiros em distintas épocas, entretanto, o protagonismo atribuído a eles está marcado pela ideologização de suas propostas de ação. Essa hipótese pôde ser comprovada na recuperação histórica que fizemos neste trabalho. O objetivo principal da pesquisa era a análise das Políticas Públicas de Esportes e Lazer implementadas pela Era Vargas e Governo Lula para estabelecer comparações entre eles e, por esse motivo nos dedicamos a esses dois períodos históricos, emblemáticos e permeados de contradições políticas e sociais. Inquietava-nos a percepção de que, dois governos ideologicamente distintos fizessem uso dos mesmos instrumentos no diálogo com a classe trabalhadora. A contextualização dos governos dos dois líderes demarcou a analogia entre eles na utilização dos preceitos desenvolvimentistas, nacionalistas e populistas. Ainda que essas aproximações em níveis mais gerais tenham apontado coincidências relevantes, a principal constatação de nossa Tese foi a similaridade no uso ideológico do lazer e dos esportes, o que comprovou nossas intuições iniciais. Enquanto Getúlio Vargas associou as concessões de direitos trabalhistas aos programas de Recreação Operária e ao estímulo do ufanismo nacional articulado com a seleção brasileira de futebol, Lula adotou o assistencialismo explícito, incentivou a espetacularização dos esportes de rendimento e proporcionou a realização histórica dos Megaeventos Esportivos em série, no Brasil. Na Era Vargas foi possível constatar o lazer contribuindo para a domesticação dos corpos, os esportes para estabelecer uma relação harmoniosa entre dominantes e dominados e o futebol para a divulgação do regime interna e externamente. Já no Governo Lula, percebemos a retração das políticas sociais nas questões do lazer; os programas de esportes, predominantemente voltados para a descoberta de talentos e a priorização do espetáculo esportivo. A análise que fizemos não deixa dúvidas que os princípios liberais de fortalecimento do capital e aumento dos lucros, norteadores da política econômica mundial e balizadores da política macro do Governo Lula, se refletiram na definição de suas Políticas Públicas de Esportes e Lazer, que em nosso entendimento se resumiram na realização dos Megaeventos Esportivos.
This Thesis has been developed to contribute to the political reflections about the leisure and sports. The understanding that there is conceptual confusion between them and the conviction that their ideological characteristics favor the use of these practices were instrumental in deepening these studies. Our understanding is that these activities are legitimated as social rights and, as such, should be included in the set of public policies are at the federal, state and municipal.However, here we reveal the contradictions that support the analysis of this central thesis. It is a fact that leisure and sports attended the programs of social policies from different Brazilian governments at different times, but, the role assigned to them is marked by the ideology of its proposed actions. This hypothesis could be proven in historical recovery that did this work.The main objective of the research was the analysis of Public Policy Sports and Leisure implemented by "Era Vargas" and Government Lula to establish comparisons between them and for this reason we are dedicated to these two historical periods, symbolic and permeated with political and social contradictions. Worred us the perception that two ideologically distinct governments do use the same instruments in dialogue with the working class.The contextualization of the governments of the two leaders staked out the analogy between them in the use of precepts developmentalist nationalists and populists. Although these approaches in more general levels have pointed coincidences relevant, the main finding of our thesis was the similarity in ideological use of leisure and sports, which confirmed our initial intuitions.While Vargas associate the concessions to labor rights programs Recreation Worker and the stimulation of national euphoria articulated with the Brazilian soccer team, Lula adopted explicit welfare, encouraged the spectacle of sports performance and provided the historical realization of Megaevents in Sports series in Brazil. In "Era Vargas" it was established leisure contributing to the domestication of bodies, sports to establish a harmonious relationship between rulers and ruled and football for the dissemination of the regime internally and externally. In the Lula government, realize the retraction of social policies on issues of leisure, sports programs, predominantly aimed at discovering talents and prioritization of sporting spectacle.We have analyzed leaves no doubt that the principles liberal of capital strengthening and increased profits, guiding the global economic policy and guide for the macro policy of the Lula government, were reflected in the definition of its Public Policy for Sports and Recreation, which in our understanding is summarized in implementation of Megaevents Sports

Abstract:
The purpose of this thesis is to study how the Swedish welfare state formulated a question of shorter work hours, 1919—2002. During the 1900s, several official reports were published in order to produce knowledge about this issue and construct a manageable inquiry about shorter work hours. The aim of this thesis is to examine what were formulated as problems and solutions and which arguments and beliefs emerged from these formulations. Official state reports are regarded as instruments of knowledge production by the state. This intelligence was required to justify the possibility and desirability of the reform that shaped the question of shorter work hours in the welfare state.   The aim of the official reports was to create knowledge, which determined the value of working time reduction. Leisure as welfare meant that the state interpreted the citizens’ needs and formulated working-time reduction as either a possible or impossible reform. Working hours have never been justified as a reform that simply gives more leisure and less time for work. The reform was instead considered possible and desirable because it was interpreted as helping to reproduce the labour force or capitalism as a whole. It was thought impossible and undesirable when considered to be a threat to this reproduction.   However, there were two major reformulations of the question of shorter work. In the middle of the selected period, the matter moved from the sphere of production to a consumption sphere, meaning that the issue became less conflicted. The state’s responsibility to push the reform was deemphasized. Another reformulation is when flexibility was formulated as a solution, and thus made regulation of working time undesirable and unnecessary. This study shows how the conception of a question of shorter work hours was a process requiring formulations and reformulations and how these expressions fundamentally changed over time, although the basic premises remained.

Abstract:
In my experience it is hard to define what learning in leisure centers means, and that the definition seems to differentiate between principals and leisure-time pedagogues. In this inquiry, I therefore ask myself the following questions: How does a principal and leisure-time pedagogue define learning in leisure centers, in relation to current regulatory documents? And how does a principal and a leisure-time pedagogue translate these regulatory documents to their operation regarding learning in leisure centers? My inquiry is based on qualitative methods as semi-structured interviews and open observations. The premises I use to analyze my results is visible learning, situated learning and policy. The result indicate a shared view of what learning in the leisure center means, but the translation from definition to operation is not coherent with what the principal and leisure-time pedagogue says. The conclusion is that the process in which the regulatory documents develops, affects the issue to understand its content and the establishment of the documents in their operation.
Enligt min erfarenhet är det svårt att definiera vad lärande i fritidshem innebär, och att definitionen kan skilja sig mellan rektorer och fritidspedagoger. Därför har jag i denna undersökning ställt mig frågorna: Hur definierar rektor och fritidspedagog lärande i fritidshemmet, i förhållande till rådande styrdokument? Och hur översätter rektor och fritidspedagog styrdokumenten till verksamheten gällande lärande i fritidshem? Undersökningen baseras på kvalitativa metoder så som semi-strukturerade intervjuer och öppen observation. Utgångspunkterna i min analys av resultatet är synligt lärande, praktikbaserat lärande och policy. Resultatet visar på en samsyn av vad lärande i fritidshemmet innebär, men att det inte översätts till verksamheten på det sätt rektorn och fritidspedagogen säger. Slutsatsen är att den process där styrdokumenten tas fram, påverkar svårigheten att förstå dess innehåll och att implementera innehållet i verksamheten.

Legislation has been proposed in Kentucky that would authorize city legislative bodies to levy a tax on restaurant meals of no more than 3%, regardless of the size of the city. The bill has garnered attention from Kentucky Travel Industry Association, the Kentucky Restaurant Association, and local tourism and restaurant organizations and associations that oppose the tax. The Kentucky League of Cities, an organization that represents the interests of city governments, supports the tax. The purpose of this research was to examine how a change in the tax rate on restaurant meals would affect restaurant demand. Effects of changes in restaurant demand were tested using the following independent variables: type of restaurant, menu offering, frequency, expense, and location. Self-administered online surveys were distributed to adult residents in Kentucky, which yielded a sample size of 1,263 individuals. Paired sample t test was applied to make comparison between scenario 1 (current) and scenario 2 (3%) and scenario 1 (current) and scenario 3 (JND). Findings showed that demand patterns in each class of city would be affected by increases in taxes and prices.

Este trabalho tem como principal objetivo analisar as práticas de lazer na cidade de Presidente Prudente SP, focando algumas áreas sujeitas à exclusão social. Observa-se a importância de verificar como estão implantadas as políticas desenvolvidas pelo poder público municipal referentes à área do lazer na cidade de Presidente Prudente, visando ainda verificar como as pessoas que habitam tais áreas periféricas sujeitas à exclusão vivenciam suas práticas de lazer e principalmente como estas concebem as opções de lazer oferecidas pelo poder público. O trabalho está estruturado por meio de duas importantes fontes de dados. Uma primeira procura identificar em recortes extraídos do jornal O Imparcial as principais políticas de lazer implementadas a partir do ano de 1990 até 2004, com maior enfoque na atual administração que vem estabelecendo como principal política a urbanização e implantação de praças de lazer em áreas de fundo de vale. Uma segunda fonte tem o intuito de identificar a visão dos moradores de algumas áreas periféricas a respeito do lazer, objetivando verificar se existe associação entre a oferta de tais políticas e a contemplação das mesmas por parte desses moradores. Consideramos existir um padrão de política de lazer que vem sendo estabelecido mais recentemente nessa cidade, no entanto, apesar dessa política se disseminar pela malha urbana e contemplar muitas áreas sujeitas à exclusão social, observou-se uma subutilização em algumas dessas praças devido ao fato de não passarem por manutenção e não garantirem segurança para as famílias residentes no entorno vivenciarem seus momentos de lazer.
This research, aims to analyse the leisure practices in the city of Presidente Prudente - SP, emphasizing some areas subject to social exclusion process. It is observed as the local government introduce the leisure areas in the city of Presidente Prudente and how the people who live in such areas utilize them, principally how these people understand the leisure options offered by the local government. This research is based on two important data sources. The first one tries to identify in extracts from the newspaper O Imparcial , the principal policy of leisure introduced from 1990 a 2004, emphasizing the current administration which has been establishing as its principal policy the urbanization and leisure parks in isolated areas. The second source aims at identifying the residents understanding of leisure to verify if there is a relation between the policy offered and the acceptance of the residents. We consider there is a leisure policy pattern which has been established recently in this city, however besider this policy has spread out the city and contemplated areas subject to social exclusion process, it can be noticed the low use of some of these parks due to the fact there is no maintenance and principally because the family security is not guaranteed during the leisure practices

Resumo: A Tese apresenta a análise do contraditório processo de construção política do Programa Esporte e Lazer da Cidade no Distrito Federal e região do Entorno no estado de Goiás. O Programa foi elaborado pela Secretaria Nacional de Desenvolvimento do Esporte e do Lazer do Ministério do Esporte, inserido no primeiro Governo Lula, em seu Plano Plurianual "Brasil um País de Todos". O Consórcio Brasília materializou o preceito de uma das dimensões do Esporte, o Esporte Recreativo ("Participação" na legislação vigente), aquele voltado para a ocupação do tempo e espaço de lazer dos cidadãos, compreendido como instância de apropriação crítica das manifestações culturais. Organizado em janeiro de 2004, se viabilizou por meio do convênio firmado pelo ME com a Associação de Garantia ao Atleta Profissional do DF, que pela sua organização administrativa e compromisso político com um conjunto de entidades populares que desenvolviam práticas de esporte e lazer no DF e Entorno, criou as condições materiais para tal experiência. Este estudo teve como objetivo compreender em que medida o Consórcio Brasília protagonizou o processo de socialização, democratização da política e controle social, nas tensões e contradições entre o Estado e a Sociedade Civil, numa perspectiva contra-hegemônica. O referencial teórico metodológico para análise do objeto foi balizado na concepção de Estado, Sociedade Civil e Hegemonia em Gramsci. Procurou-se verticalizar o aspecto da Gestão e Controle Social, nas formas de organização, participação da sociedade civil, nas relações entre as Esferas Governamentais e as Entidades participantes do Consórcio. Para tanto, a análise se fez a partir de registros - quatro textos escritos desde o encerramento do 1º PPA do Governo Lula até a constituição do Fórum Popular e Permanente de Esporte e Lazer do DF - do Programa Esporte e Lazer da Cidade e da experiência do Consórcio Brasília, que manifestam as tensões entre Estado e Sociedade Civil. Na análise crítica apresentada, foram identificadas ações contra-hegemônicas de esporte e lazer, bem como relações de unidade e distinção entre Estado e Sociedade Civil, o primeiro ora representado pelo Governo Federal, ora pelo Governo do Distrito Federal, já a segunda, pelo Consórcio como um sujeito político coletivo. Constatamos enfrentamentos entre o PT e o PCdoB no âmbito da "grande política", como também cotejos internos ao PT entre suas frações na "pequena política", deles resultando mudanças na direção de um atrelamento aos interesses do partido majoritário à frente do ME. A constituição de um Conselho Gestor com uma Direção Colegiada, o processo de formação continuada, assim como as ações desenvolvidas nos Núcleos de Esporte e Lazer deram ênfase à formulação de posições que qualificaram politicamente as relações entre Estado e a Sociedade Civil na defesa do esporte e do lazer como direitos a serem universalizados. Contraditoriamente às teses que orientaram a elaboração do Consórcio, a ampliação dos convênios e a expansão do Programa na região fortaleceram ações isoladas e centralizadoras, fragilizando práticas coletivas e colegiadas, diretrizes do processo de formação e efetivação do Programa Esporte e Lazer da Cidade
Abstract: This thesis presents an analysis of the political struggle during the construction of the Sports and Leisure City Program for Brasilia and surroundings. This program was established by the National Secretariat of Sport and Leisure Development of the Sport Ministry (SM). In the course of President Lula's first term, it was inserted in the multi-year plan, the so-called "Brazil: a country for all". The Consortium Brasilia materialized the precept of the dimensions of Sport, Recreation Sport ("participation" is the word used in the law now in force), it turned to the occupation of leisure time and space for citizens, which should be here understood as a level of appropriation of cultural criticism. Set up in January 2004, it became viable as a result of an agreement signed by both the SM and the Association of Professional Sport Warranty to Brasilia. Thanks to its administrative structure and political commitment to several social work organizations related to sport and leisure activities in Brasilia and surroundings, there have been Nmaterial conditions for such experiment. This study aimed to understand the importance of the Consortium Brasilia in the socialization process, as well as in the democratization of both politics and social control, and also in periods of unrest between the State and civil society, within a counter-hegemonic perspective. The theoretical framework for analysis of the object was based on Gramsci's concept about the State, Civil Society and Hegemony. We tried to verticalize the aspect of Management and Social Control in the forms of organization, participation of civil society, the relations between government circles and agencies involved in the consortium. For both, the analysis is done from records - four texts written between the end of the 1st APP of the Lula administration and the creation of the People's Forum and Permanent Sporting Goods DF - Program Sport and Leisure Town and experience Consortium Brasilia, which manifest tensions between State and civil society. The critical analysis presented identified counter-hegemonic actions in sport and leisure, as well as ties and differences between state and civil society, the former being represented by the federal government, sometimes by the government of Brasilia, while the latter, by the consortium as a collective political subject. There have been conflicts between factions of PT and PCdoB in both high-level politics, when preparing the APP 2004/2007, and in low-level politics, which resulted in changes towards the interests of majority party within the SM. The creation of a management council with a direction board, the process of continuing education, as well as the actions taken in sport and leisure units emphasized the formulation of positions that qualified politically relations between state and civil society in defense of sport and leisure as rights to be universalized. Unlike the theory that governed the preparation of the Consortium, the expansion of the covenants and expansion program in the region strengthened isolated and centralized actions, weakening team work and collective practices, guidelines formation process and realization of the Sports and Leisure City Program

Este estudo teve por objetivo estabelecer os aspectos a serem considerados para o desenvolvimento das atividades físicas de aventura na natureza (AFAN) em Porto Alegre. A pesquisa empregou análise de documentos, entrevistas semi-estruturadas e observações. Os documentos consistiram de diretrizes, programas e planos sobre as características geográficas e sócio-ambientais da cidade elaborados por órgãos municipais. As entrevistas foram realizadas com representantes do poder público, federações esportivas, organizações não-governamentais, docentes de instituições de ensino superior, empresários do setor de equipamentos especializados e instrutores de AFAN, num total de 29 entrevistados. As observações, num total de 8, aconteceram em regiões cujas características geográficas indicavam potencial para a prática das AFAN. Os resultados evidenciaram que Porto Alegre, devido as suas características geográficas, principalmente os morros e o Lago Guaíba, possui vários locais com potencial para a prática das AFAN. A infra-estrutura pública é insuficiente e encontra-se em condições precárias, enquanto a privada, embora em boa qualidade, atende apenas a um número reduzido de atividades, em especial náuticas e eqüestres, e se destina a grupos restritos. As contribuições econômicas e sociais, como geração de emprego e renda, disseminação de uma consciência ecológica e integração social existem, porém são ainda incipientes. Os riscos sociais e os riscos que os ambientes poluídos oferecem estão entre os aspectos que dificultam o desenvolvimento das AFAN em Porto Alegre.
The aim of this study was to establish the aspects to be considered for the development of the physical activities of adventure in the nature (AFAN) in Porto Alegre. The research used analysis of documents, semi-structured interviews and observations. The documents consisted of guidelines, programs and plans on the geographical and socialenvironmental characteristics of the city elaborated by municipal institutions. The interviews were accomplished with representatives of the public sector, sporting federations, non-government organizations, higher education institutions, managers of the sector of specialized equipment and instructors of AFAN, in a total of 29 interviewees. The observations, in a total of 8, were carried out in areas whose geographical characteristics indicated potential for the practice of AFAN. The results highlighted that Porto Alegre, due its geographical characteristics, mainly the hills and Lake Guaíba possesses several places with potential for the practice of AFAN. The public infrastructure is insufficient and in precarious conditions, while the private, although in good quality, just assists to a restricted group of people and a reduced number of activities, especially nautical and equestrian. The economic and social contributions, as employment generation and income, environmental education and ecological conscience, and social integration exist, though they are still incipient. The social risks and the risks that the polluted environment offers are among the aspects that hinder the development of AFAN in Porto Alegre.

O presente estudo teve como objetivo analisar as políticas públicas de turismo desenvolvidas pela São Paulo Turismo, empresa oficial de turismo e eventos da cidade de São Paulo, com foco nos programas e ações de lazer que possibilitem o morador conhecer a própria cidade. Essa perspectiva trata do Lazer em estreitas relações com a cultura, a educação e a cidadania, bem como o turismo enquanto vivência de lazer, trabalhado a partir de sua dimensão social e de seus impactos gerados à população local. A discussão centrou-se na necessidade de políticas de turismo que despertem um novo olhar do morador sobre sua própria cidade, história e cultura, sendo capaz de gerar vivências que possibilitem o alcance dos níveis mais altos de participação, crítico e criativo, pensando na superação de inúmeras barreiras socioculturais presentes no lazer e na possibilidade de mudança da ordem social vigente. A metodologia utilizada foi composta pela combinação de pesquisa bibliográfica, documental e empírica, com a realização de estudo de caso histórico-organizacional da São Paulo Turismo. Dentre as técnicas de coleta de dados utilizadas na pesquisa empírica estavam a realização de entrevistas centradas com os gestores e responsáveis pelo desenvolvimento dos programas e ações da instituição e de entrevistas estruturadas com moradores da capital paulista que frequentam as Centrais de Informação Turística. Como resultados, identificou-se a necessidade de ações mais representativas, considerando a grandiosidade da cidade de São Paulo, e de ações descentralizadas, com atendimento a regiões mais periféricas do munícipio, assim como a importância de iniciativas que permitam ao morador se apropriar dos fixos e fluxos de sua cidade, possibilitando o estabelecimento de vínculos afetivos com o local de moradia e a superação do desconforto em espaços que, na visão dos moradores, são somente destinados aos turistas. Para isso, muitos são os desafios, dentre eles ultrapassar os limites dos conceitos de turismo a partir de suas relações com o lazer, a fim de garantir a elaboração de leis e políticas de turismo desenvolvidas próximas das realidades locais, avaliando-se o contexto social no qual as políticas são formatadas e gerenciadas, bem como a cidade de São Paulo e suas múltiplas facetas
This study aims to analyze the tourism policies developed by São Paulo Tourism, official tourism and events organization in São Paulo, focus on leisure programs and activities that allow the resident to know their own city. This perspective understands leisure in close relations with culture, education and citizenship, as well as tourism, considered as a leisure activity, worked from its social dimension and impacts in the local population. The discussion focuses on the need for tourism policies that stimulate a new look of the city, it history and culture, by their residents, that can be able to generate experiences that enable the achievement of higher levels of participation, critical and creative. This can support the search to overcome numerous socio-cultural barriers present in the leisure, and the chance to change the current social order. The methodology consists of the combination of bibliographic, documentary and empirical research, with the development of a historical-organizational case study of São Paulo Turismo. The data collection techniques used in empirical research were focused interviews with managers and responsible for the development of programs and actions of the institution and structured interviews with residents of the state capital, patrons of the Tourist Information Centers. As result, it is possible to identify the need for more representative policies, considering the greatness of the city of São Paulo and the need of decentralized actions that can serve more remote areas of the municipality. The importance of efforts to enable the resident to appropriate fixed and flows of their own city, as well as allows them to establish affective bonds with the place of residence. It also can help to overcome discomfort in spaces that, in the view of the residents, has only intended for tourists. For this, there are many challenges, among them to overcome the boundaries of tourism concepts, from its relations with leisure, in order to ensure the development of laws and tourism policies close to the local realities, considering the social context in which policies are developed and managed, as well as the city of São Paulo and its many facets

Resumo: Este trabalho tem como principal objetivo analisar as práticas de lazer na cidade de Presidente Prudente – SP, focando algumas áreas sujeitas à exclusão social. Observa-se a importância de verificar como estão implantadas as políticas desenvolvidas pelo poder público municipal referentes à área do lazer na cidade de Presidente Prudente, visando ainda verificar como as pessoas que habitam tais áreas periféricas sujeitas à exclusão vivenciam suas práticas de lazer e principalmente como estas concebem as opções de lazer oferecidas pelo poder público. O trabalho está estruturado por meio de duas importantes fontes de dados. Uma primeira procura identificar em recortes extraídos do jornal “O Imparcial” as principais políticas de lazer implementadas a partir do ano de 1990 até 2004, com maior enfoque na atual administração que vem estabelecendo como principal política a urbanização e implantação de praças de lazer em áreas de fundo de vale. Uma segunda fonte tem o intuito de identificar a visão dos moradores de algumas áreas periféricas a respeito do lazer, objetivando verificar se existe associação entre a oferta de tais políticas e a contemplação das mesmas por parte desses moradores. Consideramos existir um padrão de política de lazer que vem sendo estabelecido mais recentemente nessa cidade, no entanto, apesar dessa política se disseminar pela malha urbana e contemplar muitas áreas sujeitas à exclusão social, observou-se uma subutilização em algumas dessas praças devido ao fato de não passarem por manutenção e não garantirem segurança para as famílias residentes no entorno vivenciarem seus momentos de lazer.
Abstract: This research, aims to analyse the leisure practices in the city of Presidente Prudente - SP, emphasizing some areas subject to social exclusion process. It is observed as the local government introduce the leisure areas in the city of Presidente Prudente and how the people who live in such areas utilize them, principally how these people understand the leisure options offered by the local government. This research is based on two important data sources. The first one tries to identify in extracts from the newspaper “ O Imparcial”, the principal policy of leisure introduced from 1990 a 2004, emphasizing the current administration which has been establishing as its principal policy the urbanization and leisure parks in isolated areas. The second source aims at identifying the residents understanding of leisure to verify if there is a relation between the policy offered and the acceptance of the residents. We consider there is a leisure policy pattern which has been established recently in this city, however besider this policy has spread out the city and contemplated areas subject to social exclusion process, it can be noticed the low use of some of these parks due to the fact there is no maintenance and principally because the family security is not guaranteed during the leisure practices

A pesquisa objetivou analisar, em artigos publicados em congressos, seminários e revistas a respeito de políticas públicas de lazer em todo o Brasil, no período de 1988 a 2009, as possíveis contribuições que tais produções trouxeram para a consolidação do lazer como direito social. Foram analisados 83 artigos, nos quais se procurou identificar os conceitos de direito social, cidadania, participação social e lazer, no intuito de que possam fornecer subsídios para uma análise rigorosa da concepção de homem, de mundo e de sociedade que tem fundamentado a produção teórica no campo lazer. Os estudos do lazer estão inseridos em um contexto maior da produção intelectual no Brasil e no mundo, expressando os conflitos sociais, influenciando e sendo influenciado pelo conjunto de conhecimentos difundidos em uma época. Tendo em vista as características presentes nas concepções de Estado, em especial nas perspectivas neoliberal e marxista, foram identificados alguns aspectos importantes que relacionam os conceitos aqui explorados com a concepção de Estado que estes acabam fundamentando. Ficou clara, na pesquisa, a existência de uma lacuna quanto à problematização dos conceitos de cidadania e direito social, tratados como termos autoexplicativos e quase sem referência teórica. A participação social é, muitas vezes, confundida com responsabilização da sociedade civil, o que enfraquece o Estado e dá poder ao mercado. No que se refere ao lazer, a discussão ocorre de maneira descontextualizada, que não favorece sua vinculação a um projeto de emancipação social. Em conjunto, esses artigos não oferecem uma proposta alternativa ao modelo de sociedade neoliberal e, portanto, o lazer não apresenta potencial para superar a legalidade em favor de sua legitimidade como direito social
The research aimed to analyze in articles published in Congress, Seminars and Magazines about Public Policies of Leisure in Brazil from 1988 to 2009, the possible contributions that these productions brought to the consolidation of Leisure as a social law. We analyzed 83 articles, in wich we identified the concepts of social law, citizenship, social participation and leisure, to enable them to provide support for a rigorous analysis of the conception of man, world and society that are grounded in the theoretical field of leisure. We believe that studies of leisure are part of a larger context of intellectual production in Brazil and around the world, expressing social conflicts, influencing and being influenced by knowledge dissemination in a season. Considering the concepts of state, especially from the perspectives neoliberal and marxist, we identified important issues that relate these concepts to the design of state that they reinforce. We note the existence of a fault on the problematization of the concepts of citizenship and social law, treated as terms and almost self-explanatory without reference theory. Social participation is often confused with accountability of civil society, which weakens the state and gives power to the market. As for leisure, the discussion is decontextualized, which is not conducive to their connection with a project of social emancipation. Together, these articles do not offer an alternative to the neoliberal model of society and, therefore, does not reach the leisure legitimacy as a social law, restricting themselves to legality

Este estudo tem como tema a formação do Programa Esporte e Lazer da Cidade (PELC), criado em 2003 pelo Ministério do Esporte, desenvolvido em convênio com entidades governamentais municipais e estaduais, além de instituições de ensino públicas estaduais e federais. Este programa social tem como objetivo suprir a carência de políticas públicas que atendam às crescentes necessidades e demandas da população por esporte recreativo e lazer, sobretudo das parcelas em situações de vulnerabilidade social e econômica, reforçadoras das condições de injustiça e exclusão a que estão submetidas. Nesta linha, o objetivo geral deste trabalho foi analisar o processo formativo do PELC sob o olhar dos formadores, na busca por interpretações acerca de seu modelo, sua organização pedagógica e sua interface com as realidades de trabalho de cada formador. Por justificativa, apontamos o próprio peso do PELC que oportuniza o direito de acesso a políticas públicas de esporte recreativo e de lazer, atendendo todos os estados do país. Nestes treze anos de sua existência, o PELC trabalhou na qualificação de agentes sociais e gestores, ou seja, a própria capilaridade do programa justifica a necessidade de estudá-lo e, mais ainda, a de analisar seu processo de formação, entendendo que este é essencial em sua proposição. Tomando por base esses dados, deparamo-nos como o problema de estudo, a saber, quais as percepções dos formadores, em relação ao processo formativo do PELC? Como metodologia, optamos pelo uso da revisão de literatura, como meio de lidar com o já produzido sobre o tema, refletindo suas repercussões sobre o foco de estudo. Realizamos também análise dos documentos, como forma de estudar o PELC, sua estrutura e funcionamento. Para levantamento dos dados utilizamos uma entrevista semiestruturada on-line como instrumento de pesquisa, da qual participaram 05 (cinco) formadores, sendo um de cada região do país, selecionados a partir de sorteio aleatório. A análise de dados foi de cunho qualitativo, operando uma relação entre os dados teórico-documentais e os apresentados pelos sujeitos da pesquisa, nos permitindo o estabelecimento de interpretações que dialoguem com nosso problema, a partir do método documentário. Como conclusão, identificamos uma análise positiva das formações e de suas repercussões, para agentes e políticas, um pleno envolvimento de formadores e a capacidade de compreensão mais plena do programa e da formação em suas potencialidades e limites.
ABSTRACT The theme of this research is the City Sport and Leisure Program (PELC), which was created in 2003 by the Ministry of Sports and it is being developed in partnership with municipal and state governmental entities, as well as state and federal public education institutions. This social program aims to overcome the lack of public policies that meet the growing needs and demands of the population for recreational sports and leisure, especially those people in situations of social and economic vulnerability, reinforcing the conditions of injustice and exclusion to which they are subjected. Thus, the general objective of this work is to analyze the PELC formative process under the eyes of the formers, in the quest for interpretations about its model, its pedagogical organization and its interface with the work realities of each former. As justification, we point out the great significance of the PELC that provides the right of access to public policies for recreational sports and leisure, serving all the states of the country. For thirteen years, the PELC has worked in the qualification of social agents and managers. In other words, the capillarity of the program justifies the need to study it and to analyze its formation process, understanding that it is essential in its proposition. Based on these data, we have faced the research problem, namely, what are the perceptions of the formers, in relation to the PELC formative process? As a methodology, we have chosen to use literature review as a means of dealing with the construct has already been produced on the subject, reflecting its repercussions on the focus of study. We have also carried out documentary analysis, as a way of studying the PELC, its structure and functioning. To collect the data, we have conducted an online semi structured interview with 05 (five) formers, one from each region of the country, they were selected from a random draw. The data analysis was qualitative, operating a relationship between the theoretical-documentary data and those presented by the formers, allowing us to establish interpretations that dialogue with the research problem, based on the documentary method. As a conclusion, we have identified a positive analysis of the formations and their repercussions, for agents and policies, a full involvement of formers and the capacity for a fuller understanding of the program and the training in its strengths and limits.

National parks have famously been called "America's best idea" and preserve the nation's natural and cultural resources for the enjoyment of all. One of the current working priorities of the National Park Service (NPS) is enhancing the relevancy and engagement of the national parks with diverse audiences, especially for underserved groups. To address this priority, transportation is needed to provide access to national parks, but transportation may not be equally accessible to all groups in society. Understanding the effects of transportation on visitation to the national parks by racial/ethnic groups is essential for the NPS to improve the accessibility of transportation systems and encourage greater visitation by racial/ethnic minority groups. Moreover, transportation can be more than a means of access, it can also be a form of recreation itself, providing opportunities for visitors to experience and appreciate parks and related areas. But, differences in desirability of transportation recreation opportunities across recreation settings and among racial/ethnic groups are rarely addressed. The intent of this dissertation is three-fold: 1) identify transportation related barriers impacting visitation to national parks by racial/ethnic groups, and the effects of transportation on the visiting national parks, 2) identify the differences in indicators of the transportation recreation opportunity spectrum among racial/ethnic visitors and across recreation settings, 3) measure spatial accessibility of national parks and the effects of spatial accessibility and other factors on visitation to national parks among racial/ethnic groups. The first phase of research is designed to identify barriers to visiting national parks that are related to marginality, subculture, and discrimination hypotheses, and examine the effects of transportation incentives on visitation among racial/ethnic groups. Study results found that racial/ethnic minority groups visited national parks less frequently than Whites. Hispanics were more likely to perceive transportation-related barriers to visiting national parks than Whites. Moreover, providing transportation incentives can increase visitation by Hispanics significantly. The second phase of research developed indicators for a transportation recreation opportunity spectrum (T-ROS), and examined the differences in desirability for T-ROS indicators among alternative transportation modes, different types of recreation settings, and different racial/ethnic groups. Study results identified the important indicators for transportation service in different types of recreation areas, which can help inform transportation planning and management for the NPS. The final phase of research examined the spatial accessibility of national parks from different geographic locations by incorporating geospatial analytics, assessed the spatial accessibility of different types of national parks among racial/ethnic groups, and estimated the effects of spatial accessibility on visitation to national parks. Results showed that Hispanics and Blacks had higher accessibility to national parks than Whites within short distance radii, however, Blacks and Hispanics were more likely to perceive distance as a barrier to visiting national parks than Whites. Study results can help the NPS understand the spatial structure of national parks, provide visual information for visitors about proximate national parks and recreation opportunities, and identified effective management strategies for enhancing visitation of racial/ethnic minority groups from different geographic areas.

A presente dissertação tem por objetivo analisar a trajetória recente das políticas públicas de esporte e lazer voltadas para a população pobre da cidade do Rio de Janeiro. Neste caso, o estudo centraliza sua análise na formulação do projeto socioesportivo Vila Olímpica Clara Nunes (VOCN) localizado em Acari, e procurará conhecer as possibilidades e os desafios para implementação dessa política na garantia dos direitos da população, sobretudo o segmento infanto-juvenil de um dos bairros mais pobres da cidade do Rio de Janeiro. O trabalho procura discutir como o esporte foi apropriado como objeto de política pública para a juventude pobre por parte do Estado. Nessa perspectiva, o esporte foi utilizado como uma estratégia para afastar os jovens da sedução do crime. Legitimando a ideologia salvacionista do esporte, enquanto portadora de um projeto político. Tais projetos foram formulados, sobretudo a partir da prática pedagógica do esporte para combater o problema da violência no Rio de Janeiro. Assim, neste trabalho, analisaremos como o esporte se tornou ferramenta de inclusão e uma estratégia de ação da Prefeitura municipal enquanto política social pública. Refletiremos, também, sobre a situação desse equipamento na divulgação da prática desportiva como direito de todos em um cenário de preparação para os jogos Olímpicos de 2016. A análise do material obtido possibilitou perceber que o equipamento se apresenta como uma real possibilidade de inserção social para os moradores de umas das áreas mais pobres da cidade, mesmo que, para isso, ainda há um longo caminho a ser percorrido.

In this case, the study focuses its analysis in the formulation of project social sports Olympic Village Clara Nunes (VOCN) located in Acari, and seek to know the possibilities and challenges for implementation of this policy in ensuring the people s rights, especially the children s segment, one of the poorest neighborhoods in the city of Rio de Janeiro. The paper discusses how the sport was recognized as a public policy object for poor youth from the state. From this perspective, the sport was used as a strategy to divert young people from crime seduction. Legitimizing the ideology Salvationist sport while carrying a political project. These projects were formulated mainly from the teaching of sport to combat the problem of violence in Rio de Janeiro city. So, in this work we will analyze how the sport has become inclusion tool and an action strategy of the municipal of Rio City Hall as a public social policy. Also will reflect the situation of the equipment in the promotion of sport as a right of all in a preparation stage for the Olympics in 2016. The analysis of the material made it possible to realize that the equipment is presented as a real possibility of social inclusion for residents of one of the poorest areas of the city, however, there is still a long way to go.

This dissertation takes as its object of study the public policy of sport and leisure, particularly public policy of sport and leisure developed by the municipal administration of the city of Goiania from the period of creation of the Municipal Sports and Leisure in 1997, up the year 2013. Through case study of the Program "Caminhando com Saúde" can be observed in the socio-political configuration of the field of sport and leisure in goianiense context, and understand its relation with the social inclusion process. This study is inspired by the Bourdieu studies of, in particular in the field theory to understand the dynamics of institutionalization of certain types of public policy for the field of sport and leisure, coupled with the theory of the public policy process, the model in question coalition of advocacy framework developed by Sabatier and Weible, which argues that the process of construction of public policy is linked to beliefs, values and ideas of actors involved in the dispute by the type of policy to be implemented. Moreover, the work converses with specific theories in the area of sport and leisure seeking to understand the phenomenon of sports and leisure practices associated with social and political configuration of contemporary society and for that, returns to the studies of Norbert Elias, regarding the theory of process civilization, to understand sociogenesis sport and leisure and its influence in shaping modern Western society. About the research methodological process was based on the qualitative approach and exploratory. Was used as the methods and techniques to document analysis, direct observation and content analysis. The application of interviews with the actors involved was held to "Caminhando com Saúde" program, users, physical education professionals and public administrator. Results showed that limitations concern public policies of sport and leisure in the city of Goiânia resulting from various factors, such as the low budget allocated to institutional folder, low interest authorizing body to foster and improve the implemented programs and nonparticipation of technical and community body in the design, implementation and mainly reviewed the policies implemented by SEMEL.
A presente dissertação toma por objeto de estudo as políticas públicas de esporte e lazer, em especial as políticas públicas de esporte e lazer desenvolvidas pela gestão municipal da cidade de Goiânia desde o período de criação da Secretaria Municipal de Esporte e Lazer, em 1997, até o ano de 2013. Por meio de estudo de caso do Programa “Caminhando com Saúde” podese observar a configuração político-social do campo de esporte e lazer no contexto goianiense, e perceber sua relação junto ao processo de inclusão social. Este estudo inspirou-se nos estudos bourdieusianos, em específico na teoria de campos, para compreender a dinâmica de institucionalização de determinados tipos de política pública para o campo de esporte e lazer, associado à teoria do processo de política pública, em questão o modelo de coalizão de defesa (Advocacy Coalition Framework), desenvolvido por Sabatier e Weible, no qual se argumenta que o processo de construção de política pública está vinculado às crenças, aos valores e às ideias dos atores envolvidos na disputa pelo tipo de política a ser implementada. Ademais, o trabalho dialoga com teorias específicas da área de esporte e lazer, buscando entender o fenômeno esportivo e as práticas de lazer associadas à conformação social e política da sociedade contemporânea. Para tanto, retorna aos estudos de Elias, no tocante à teoria de processo civilizador, para compreender a sociogênese do esporte e do lazer e sua influência na configuração da sociedade ocidental moderna. Acerca do processo metodológico, a pesquisa pautou-se na abordagem qualitativa, de cunho exploratório. Utilizou-se como métodos e técnicas a análise documental, a observação direta e a análise de conteúdo. Foram realizadas entrevistas junto aos atores envolvidos no Programa “Caminhando com Saúde”, aos usuários, aos profissionais de educação física e ao gestor público. Os resultados permitiram observar que as limitações concernentes às políticas públicas de esporte e lazer na cidade de Goiânia decorrem de diversos fatores, como o baixo orçamento destinado à pasta institucional, o baixo interesse do corpo gestor em fomentar e melhorar os programas implantados e a não participação do corpo técnico e da comunidade no processo de elaboração, implementação e, principalmente, na avaliação das políticas desenvolvidas pela SEMEL.

As discussões sobre as políticas públicas relacionadas aos equipamentos de esporte e lazer ganharam destaque após a realização dos megaeventos esportivos que o país sediou, afinal, não é raro encontrar equipamentos abandonados, sem utilização pela população. O objetivo desta pesquisa foi avaliar os equipamentos públicos de esporte e lazer de São José do Rio Pardo/SP e elaborar uma proposta de plataforma virtual para realização de debates sobre o esporte e lazer no município. Trabalhamos com uma pesquisa qualitativa, com levantamento de dados bibliográficos e de campo. Para a pesquisa de campo utilizou-se de levantamento de dados através da Lei de Acesso à Informação e de visitas in loco, com registros fotográficos e anotações em caderno de campo. Os dados coletados foram registrados na ferramenta de georeferenciamento Google My Maps. Os resultados demonstram que o município possui 26 equipamentos de esporte e lazer, com uma concentração ampla na região Oeste. Apesar da quantidade a distribuição é falha, seja pela presença nas regiões Leste e Norte, seja pela realização de atividades na região Oeste, caracterizando assim, uma centralização da oferta de atividades de esporte e lazer. Por fim, apresentamos uma proposta de plataforma virtual para a participação da população em debates sobre os equipamentos de esporte e lazer. A formulação é baseada em três eixos, denominados: “Conheça”, onde os cidadãos recebem informações e tiram dúvidas; “Construa”, onde é possível registrar sugestões e debater propostas; e “Escolha”, onde são tomadas decisões a serem implantadas no município.
Discussions on public policies related to sports and leisure equipment gained prominence after the sportive mega events which the country hosted, once, it is not uncommon to find abandoned places, unused by the population. The objective of this research was to evaluate the public sports and leisure facilities of São José do Rio Pardo / SP State to elaborate a proposal of a virtual platform for conducting debates on sport and leisure in the city. We work with a qualitative research, with bibliographical and field data collection. For field research, we did a data recovery using publics records, available by the national law on information access (Lei de Acesso à Informação) and on-site visits, with photographic records and annotations in a field notebook. The data collected was recorded in the Google My Maps georeferencing tool. The results show that the municipality has 26 sports and leisure equipment, with a wide concentration in the west region. Despite the number, the distribution is flawed, either by the presence in the East and North regions, or by the performance of activities in the West region, characterizing, therefore, a centralization of the offer of sports and leisure activities. Finally, we present a proposal for a virtual platform for the participation of the population in debates on sports and leisure equipment. The formulation is based on three axes: “Know”, where citizens receive information and ask questions; “Build”, where it is possible to register suggestions and discuss proposals; and Choice, where decisions are taken to be implemented in the city.

Supported the expansion of free time leisure for workers from the post-industrial period, marked by technological development and the improvement of services, tourism earned irreplaceable connotations for companies using the rest and renewal needs of consumers as a reference for their growth. Realizing the new dynamic that gained strength from the late nineteenth century and turned into right politically advocated for improving the lives - especially in countries of Europe - governments have entered into partnerships with the private sector for guidance, revitalization and organization of the tourism sector, in order to serve as inexhaustible financial fuel to regions. In Brazil, especially in the Northeast, the process is set based on other peculiarities and dynamics that need further scientific attention. Seeking to organize the tourism sector as an alternative to exit the economic backwardness in the face of developing regions such as South and Southeast, the Northeast became worth of emergency strategic plans to create destinations and receive tourists, with the expansion of the hotel network, repair of historic structures and symbolic construction of natural destinations, for example. It is necessarily in this sense that this work will turn, whether the use of a sociology of political and administrative activities of the State. Fundamentally, the research will focus on the state of Alagoas, in order to know the process of organization and the dynamics that involve the translation and implementation of national tourism policies, and identify the relevance of these policies in the construction of destinations.

Amparado na ampliação do tempo livre ao lazer para os trabalhadores a partir do período pós-industrial, marcado pelo desenvolvimento tecnológico e pelo melhoramento dos serviços, o turismo conquistou conotações de insubstituível para as sociedades, usando das necessidades de descanso e renovação dos consumidores como referencial para o seu crescimento. Percebendo a nova dinâmica que ganhou força a partir do final do século XIX e se transformou em direito politicamente defendido para melhoria da vida - sobretudo nos países da Europa - governos firmaram parcerias com o setor privado para a orientação, revitalização e organização do segmento turístico, no intuito de servir como combustível financeiro inesgotável às regiões. No Brasil, sobretudo na região Nordeste, o processo se configurou com base em outras peculiaridades e dinâmicas que carecem de maior atenção científica. Buscando organizar o setor do turismo como alternativa para sair do atraso econômico em face às regiões em desenvolvimento, como Sul e Sudeste, o Nordeste se fez valer de planos estratégicos emergenciais para criar os destinos e receber os turistas, como a ampliação da rede hoteleira, reparação de estruturas históricas e construção simbólica dos destinos naturais, por exemplo. É necessariamente nesse sentido que o presente trabalho se direcionará, no uso de uma sociologia das atividades políticas e administrativas do Estado. Fundamentalmente, a pesquisa se concentrará no Estado de Alagoas, no intuito de conhecer esse processo de organização e as dinâmicas que envolvem a tradução e aplicação das políticas públicas nacionais de turismo, além de identificar a relevância dessas políticas na construção dos destinos.

This dissertation, linked to the line of Memory, Culture and Society Research Program Graduate Physical Education, Federal University of Pelotas has the theme of this study sport and leisure in the Brasilian federaluniversities. In this regard, intend to understand the Brasilian public universities formulate policies for sport and leisure and what the content of the existing proposals. To account for such details we seek to identify how these issues are addressed in demonstrations Pedagogical Projects Institucional Development Plans and Project REUNI of the Brazilian federal universities. We made a documentary sources was based on content analysis proposed by Bardin (1977). The results revealed that while all universities surveyed mention the sport and leisure as in theirs documents the notes allude, preeminently, sports and leisure as a strategy for student assistance, as elements to be addresses in improving the insfrastruture, and mechanisms of interaction with external community and between the international community, to improve the working conditions of the servers. Only one of the institutions points to the sport and leisure as a social right, constitutionally ensure insdispensable for the formation of the individual citizen. About the concept of leisure, the predominant view is of a functional welfare and institucional policies not consistent with the national Sports Policy. We emphasis that althought the existence of the documentary record does not ensure the realization of concrete actions, to be entered on the list of concerns of universities, especially in the writing of their documents, can show a form of these institutions engage with the social life of the place where are inserted and to articule with the support and ensure of human rights
Esta dissertação, vinculada à Linha de Pesquisa Memória Cultura e Sociedade do Programa de Pós-Graduação em Educação Física da Universidade Federal de Pelotas tem como temática de estudo o esporte e o lazer nas universidades federais brasileiras. Nesta perspectiva, intentamos compreender se as universidades públicas brasileiras formulam políticas de esporte e lazer e qual o teor das propostas existentes. Para dar conta de tal detalhamento buscamos identificar de que forma as questões relacionadas a essas manifestações são contempladas nos Projetos Pedagógicos Institucionais, Planos de Desenvolvimento Institucional e projetos do REUNI das universidades federais brasileiras. Para tanto, realizamos a análise documental dos documentos oficiais de 15 universidades federais. O processo analítico das fontes documentais pautou-se na análise de conteúdo preconizada por Bardin (1977). Os resultados revelaram que embora todas as universidades investigadas mencionem o esporte e lazer em seus documentos os apontamentos aludem, preeminentemente, ao esporte e lazer como estratégia de assistência estudantil; como elementos a serem contemplados na melhoria da infraestrutura institucional; como mecanismos de interação com a comunidade externa e entre a comunidade interna; de melhoria das condições de trabalho dos servidores. Apenas uma das instituições aponta o esporte e lazer como um direito social, constitucionalmente garantido indispensável para a formação cidadã do sujeito. No que tange a concepção de lazer, o entendimento preponderante é de caráter funcionalista assistencialista e as politicas institucionais não coadunam com a Política Nacional de Esporte. Destacamos que embora, a existência do registro documental não garante a efetivação de ações concretas, ao estarem inseridos na pauta de preocupações das universidades, especialmente na redação de seus documentos, poderá evidenciar uma forma de essas instituições se comprometerem com a vida social do lugar onde estão inseridas e a de se articularem com a sustentação e garantia dos direitos humanos

Fundamental social right of second dimension, leisure is born in order to require to the State an action not only for their protection but also for enforcement. Thus, it is seen that the Brazilian Federal Constitution of 1988 cites leisure at three different time, one of them in the Title II Rights and Fundamental Guarantees. Much was the doctrinal controversy as possible the effect of immediate applicability, prevailing currently the position that Article 5, §3º of the Basic Charter 1988 focuses on all of Title II, including the fundamental right to leisure. However, despite the immediate applicability guaranteed by the Federal Constitution, it was realized that leisure does not have the full effect, that is not able to generate all the effects necessary for their implementation and protection. This is because, although provided for in planning both at the constitutional level as infrastructure, leisure has only one aspect of such effectiveness, that is the legal. Therefore, it is missing the social effectiveness of leisure corresponding to their effectiveness, ability to produce effects in the social environment in order to reach the community and its traditions. It was also found that it is due to the lack of effectiveness the right to leisure is infringed and that the community is not able to define it or value it. Faced with this problem, we sought the solution by Georg Jelinek´s idea that leisure represents a positive fundamental right that require to the State an positive action. Therefore, based on the basilar super principle of democratic rule, the Dignity of the Human Person, and on the Principles of forbiddance to recession and of Social Progressivity, the implementation of Public Policies of State are mechanism of effective social fundamental right to leisure in order to raise awareness, implement and inform the community of the institute, and protect it from the offenses committed by individuals and even by the State. The work aims to discuss the implications brought to leisure due to its forecast in the legal system as a fundamental right , formulate a concept that embraces its interdisciplinarity, prove their importance to the dignity life of the individual and demonstrate public policies to be adopted the Legislative, Judiciary and Executive , and some subsidiary bodies of Justice, to ensure its effectiveness.
Direito fundamental social de segunda dimensão, o lazer nasce com o intuito de exigir do Estado uma intervenção não somente para a sua proteção como também para efetivação. Desse modo, percebe-se que a Constituição Federal Brasileira de 1988 cita o lazer em três momentos distintos, sendo um deles dentro do Título II Dos Direitos e Garantias Fundamentais. Muita foi a controvérsia doutrinária quanto possibilidade do efeito da aplicabilidade imediata, prevalecendo, atualmente, o posicionamento de que o artigo 5º, §3º da Carta Fundamental de 1988 incide em todo do Título II, inclusive no direito fundamental ao lazer. Entretanto, apesar da aplicabilidade imediata garantida pela Constituição Federal, percebeu-se que o lazer não apresenta a eficácia plena, isto é, não é capaz de gerar todos os efeitos necessários para a sua concretização e proteção. Isso porque, apesar de previsto no ordenamento tanto no plano constitucional como infra, o lazer apresenta somente uma das vertentes dessa eficácia, qual seja, a jurídica. Logo, é ausente a eficácia social do lazer que corresponde a sua efetividade, capacidade de produzir efeitos no meio social com o intuito de atingir a comunidade e seus hábitos. Verificou-se ainda que é em razão da ausência de efetividade que o direito ao lazer é transgredido e que a comunidade não é capaz de defini-lo ou valorizá-lo. Diante desse problema, buscou-se a solução através da ideia de Georg Jelinek de que o lazer corresponde a um direito fundamental positivo de modo a exigir do Estado uma atuação que o concretize. Portanto, com base no superprincípio basilar do Estado Democrático de Direito, a Dignidade da Pessoa Humana, e nos Princípios da Vedação ao Retrocesso e da Progressividade Social, defende-se a implementação das Políticas Públicas de Estado como mecanismo de efetividade do direito fundamental social ao lazer de forma a conscientizar, concretizar e informar a comunidade do instituto, além de protegê-lo contra as transgressões praticadas pelos particulares e, inclusive, pelo próprio Estado. Desse modo, objetiva o trabalho discutir as implicações trazidas ao lazer em função de sua previsão no ordenamento jurídico como direito fundamental, formular um conceito que abarque a sua interdisciplinaridade, comprovar sua importância para a vida digna do indivíduo e demonstrar as políticas públicas a serem adotadas pelos Poderes Legislativo, Judiciário e Executivo, além de alguns órgãos auxiliares da Justiça, para garantir a sua efetividade.

Esta dissertação compõe o conjunto de estudos realizados na Universidade Católica do Salvador, no Mestrado em Políticas Sociais e Cidadania, na Linha de Pesquisa - Políticas Sociais Universais, Institucionalização e Controle. Tem como objeto de estudo o desenvolvimento de gestão participativa do Programa de Esporte e Lazer da Cidade (PELC), enquanto política pública social de governo considerando uma análise das Diretrizes de 2011, 2012, 2013, 2014, e 2016. Problematiza os desafios e contradições que são identificadas na proposta das Diretrizes que tratam de gestão participativa do Programa de Esporte e Lazer da Cidade (PELC), enquanto política social. Responde uma pergunta científica específica que diz respeito aos fundamentos do PELC, segundo os documentos oficiais, para identificar os limites na sua implementação gestora. As fontes foram os documentos oficiais das Diretrizes do PELC nos anos de 2011, 2012, 2013, 2014 e 2016 do Ministério do Esporte. Quanto ao método de pesquisa foram realizadas análise de conteúdo dos documentos. Na análise foram destacados os fundamentos referentes às relações sociais estabelecidas - que orientam a gestão e participação dos envolvidos com o PELC. Os dados foram expostos de forma descritiva através de quadros. A discussão dos dados analisados nos possibilitou apresentar contradições que existem no que está escrito nos documentos. Para analisar as determinações e explicar as contradições e limites nos valemos da teoria que explica o que são políticas públicas e como as relações são estabelecidas em uma sociedade dividida em classes sociais como é o caso do Brasil. Concluímos que, apesar de ser anunciado um programa democrático, participativo, universalizante, para elevar o padrão cultural esportivo da população, existem limites estruturais, contradições e que inviabilizam muitas iniciativas de participação e expansão, enquanto política social. Isto decorre destas políticas estarem determinadas pela organização econômica neoliberal que privilegia políticas assistencialistas, focais, compensatórias e não políticas verdadeiramente democráticas e universais.
This dissertation compiles the set of studies carried out at the Universidade Católica do Salvador, in the Master in Social Policies and Citizenship, in the Research Line - Universal Social Policies, Institutionalization and Control. The objective of this study is the development of participatory management of the City Sport and Leisure Program (PELC), as a public social policy of government considering an analysis of the 2011, 2012, 2013, 2014, and 2016 Guidelines. It challenges the challenges and contradictions which are identified in the proposal of the Guidelines that deal with participatory management of the City Sport and Leisure Program (PELC), as a social policy. It answers a specific scientific question that concerns the foundations of the PELC, according to the official documents, to identify the limits in its management implementation. The sources were the official documents of the PELC Guidelines in the years 2011, 2012, 2013, 2014 and 2016 of the Ministry of Sports. As for the research method, the document content analysis was performed. In the analysis, the foundations for established social relations - which guide the management and participation of those involved with the PELC - were highlighted. The data were described descriptively through tables. The discussion of the analyzed data allowed us to present contradictions that exist in what is written in the documents. To analyze the determinations and to explain the contradictions and limits we use the theory that explains what public policies are and how the relations are established in a society divided in social classes as is the case of Brazil. We conclude that, despite the announcement of a democratic, participative and universalizing program to raise the sports cultural pattern of the population, there are structural limits, contradictions and that make many initiatives of participation and expansion unfeasible as a social policy. This stems from these policies being determined by the neoliberal economic organization that favors genuinely democratic and universal welfare, focal, compensatory and non-political policies.

Abstract:
The National Park Service (NPS) strives to embody U.S. democratic ideals, conserving our collective stories and scenery for their intrinsic value and the enjoyment of current and future generations. However, although these places are conserved for all, they are not enjoyed by all. As with other conservation agencies, the NPS finds itself increasingly concerned with building relevance with diverse potential stewards. In cities, where 80% of the U.S. population and 40% of the NPS portfolio is based, there is a prime opportunity to build relevance with large, diverse, and proximate audiences. Recognizing this opportunity, the NPS initiated its Urban Agenda as a centerpiece of its 2016 centennial. The Urban Agenda seeks to connect people with proximate NPS parks and programs, primarily by using collaborations as pathways to relevance. In doing so, the agency may become a more resilient and value-added component of these larger landscapes. However, connections between relevance, resilience, and collaborations, especially at the organizational level, have rarely been addressed. This dissertation: 1) identifies perspectives on NPS relevance in the urban context; 2) examines the diversity of brokers and roles in facilitating relevance across collaborative networks; and 3) assesses areas of intra-NPS relationship-building for enhanced relevance. A multi-site, multi-methods evaluation was conducted. Detroit, Tucson, and Boston, all cities with Urban Agenda investment but representing different proximities to physical NPS parks, were selected as cases. Qualitative in-depth interviews with NPS staff and community partners were paired with quantitative social network analysis. The first phase of research identifies areas of commonality and difference among perceptions about relevance. Qualitative inquiry found that, across cities, NPS staff tended to conceptualize relevance in agency-focused ways while community partners conceptualized it on broader scales, both in audiences and goals. These differences in scale may be complementary, though, with the NPS further enhancing its relevance by recognizing the larger context and embedding its perspectives within this context. The second phase of research quantitatively examines collaborative network composition and potential, especially regarding network and broker diversity. Study results suggest that building the breadth and depth of a network, as well as targeting specific areas of desired growth, are ways to effectively build network resilience and further connections for relevance. The third phase of research examines relationships among parks, programs, and offices of the NPS. Combining qualitative and quantitative methods, this inquiry found that relationships between parks are most numerous and supported by institutional structures. However, connections to and within programs are a desired area for further connection. All relationship-building structures and language must emphasize the utility of internal connections for external relevance. Balancing relationship types while being inclusive of non-park groups may be essential in promoting organizational resilience and relevance. This evaluation contributes to theoretical understanding about and indicators of relevance and resilience. Together, results from these three phases of study can help the NPS understand specific relevance considerations in urban areas, efficiently use their resources to enhance relevance, and continue to strive toward our democratic ideals.

Trata-se de uma pesquisa sobre as políticas públicas de esporte e lazer no estado da Bahia. O estudo buscou pela lente da educação compreender como são elaboradas e implementadas as políticas públicas de esporte e lazer e tomou o Programa Território de Identidade, notadamente o território 18, intitulado Litoral Norte e Agreste Baiano, como campo empírico e lócus privilegiado de diagnóstico e análise. A investigação caracterizou-se como um estudo quali-quanti e utilizou como procedimentos metodológicos a entrevista semi-estruturada, a observação simples e o levantamento documental. Os resultados apontaram que o Programa Território de Identidade desenvolvido pela Secretaria de Planejamento do Governo do Estado da Bahia, é uma importante iniciativa do poder público estadual que deve ser politicamente fortalecido. Ficou evidente que a realidade do esporte e lazer no território é muito precária, principalmente, no que se refere às políticas de infraestrutura (espaço e equipamentos), recursos humanos e financiamento, observou-se, também, que tais aspectos se constituem em entraves reais para o desenvolvimento permanente e socialmente referenciado do esporte e lazer no território. A pesquisa apontou ainda a relevância da formação de gestores, da participação popular e do controle social, bem como, da criação e consolidação dos “Conselhos Territoriais de Esporte e Lazer” – CTEL, como desafios estratégicos para afirmação das políticas públicas de Esporte e Lazer como direito de todos.
ABSTRACT This is a research about public policy of sport and leisure in the state of Bahia. The study sought by lens of education to understand how are developed and implemented the public policies of sport and leisure, and took the program of Territory Identity, especially the territory 18, called North Coast and Baiano Waste, as empirical field and privileged locus of diagnosis and analysis. The investigation was characterized as a qualitative and quantitative study and used as methodological procedures the semi-structured interview, the simple observation and documentary survey. The results indicated that the program of Territory Identity developed by Secretary of Planning Government of the State of Bahia, is an important initiative of the state public power than should be politically strengthened. It was evident that the reality of sport and leisure in the territory is very precarious as regards mainly the political of infrastructure (space and equipment), human resources and financing and that these aspects constitute real obstacles to the permanent development and socially referenced of the sport and leisure in the territory. The research also showed the importance of the managers formation, popular participation and social control, as well as the creation and consolidation of the "Territorial Councils of Sport and Leisure" as strategic challenges for affirmation of the public policy of Sport and Leisure as a right of all.
RESUMEN Se trata de una investigación sobre las políticas públicas del deporte y el ocio en el estado de la Bahia. El estado busca por La vía de la educación comprender como son elaboradas e implantadas las políticas publicas del deporte y El ocio y tomo El programa territorio de identidad, notablemente 18 territorio litoral norte y La escarpada costa norte de Bahia. Abstract:
This study establishes an initial understanding of the state of cruise tourism in the Eastern Canadian Arctic. Two specific objectives were fulfilled; a) to develop an understanding of the goals and operational procedures of current cruise ship operators, and b) to provide insight into the policies that may be necessary for Parks Canada and the Canadian Wildlife Service to enhance management in parks and protected areas.

Cruise tourism in the Eastern Canadian Arctic is a relatively new industry. At present, there is a lack of inclusive government guidelines for the Canadian cruise tourism industry. The steady increase of cruise tourism traffic in the region since 1984 suggests the potential for environmental and social impacts to this fragile polar region. There is a need for the creation of guidelines to direct this tourism activity.

A literature review identified the current state of the cruise line industry in the Eastern Canadian Arctic, Antarctic and Alaskan waters. The policy requirements pertaining to cruise tourism in parks and protected areas were identified including the current management strategies for tourism employed in Northern Canadian parks and protected areas.

Content analysis of current cruise tourism literature themes, which were used to create and conduct interviews that explored these themes. From these findings, data was used to create a policy formation framework that will assist in the planning and management of cruise tourism in the Eastern Canadian Arctic.

The results indicated that cruise tourism in the Eastern Canadian Arctic is percevied as a safe and economically viable industry. The research found a high degree of coherence between the literature and the opinion of the stakeholders in regards to key issues that need to be addressed. Such issues include the need for greater academic research on this topic; the need for policies and guidelines to aid in the management of parks and protected areas in polar regions; a need for unity and cohesion in the Arctic Cruise Tourism Industry and finally, greater government awareness and assistance given to the cruise tourism industry in the Eastern Canadian Arctic. There was also a high degree of enthusiasm from the stakeholders for inter-group and interagency cooperation. This enthusiasm bodes well for the future of cruise tourism policy creation in the Eastern Canadian Arctic.

This thesis proposes a structure for the way forward.

O direito ao lazer como máxima dos direitos sociais fundamentais positivados no artigo 6º da Constituição Federal Brasileira de 1988, porém ainda não perpetrados na sociedade brasileira contemporânea, é o principal objeto de discussão deste trabalho. Sempre com enfoque no meio ambiente urbano, aventam-se questões acerca do bem-estar, qualidade de vida, tempo livre e ócio do cidadão no contexto em que está inserido, a partir do problema principal que é em que medida um ambiente urbano que propicie aos seus cidadãos o direito ao lazer contribui para a efetivação e consolidação dos conceitos de cidadania, bem-estar e qualidade de vida no contexto brasileiro? Assim, o Direito Urbanístico aparece no pensamento de que é o Município o responsável pela garantia do exercício do direito ao lazer pelo cidadão, através da adoção de políticas públicas universalizantes e instrumentos jurídicos, como por exemplo o plano diretor e o zoneamento urbano. Deste modo e através do principal método que é o dialético de Hegel é que cidadania, urbanismo e instrumentos jurídicos para sua efetivação tornam-se figuras conexas às discussões acerca de cidades sustentáveis, bem-estar e qualidade de vida de todos os cidadãos que a integram.

O presente estudo objetiva refletir sobre a necessidade de efetivação do direito fundamental ao lazer na sociedade, desmitificando-se a ideia de que se trata de direito supérfluo e simbólico em nossa sistemática jurídica. Identifica-se a importância do lazer na vida dos cidadãos, ressaltando-se a sua dimensão humanista, relacionada à qualidade de vida, ao bem-estar e ao desenvolvimento pessoal e social dos indivíduos, encontrando-se ligado ao princípio da dignidade da pessoa humana, funcionando como instrumento de inclusão social e devendo ser inserido na noção de mínimo existencial. Percebe-se que todos os direitos fundamentais, inclusive os sociais, possuem aplicação imediata em razão do artigo 5º, §1º, da Constituição Federal de 1988, o qual também deve ser aplicado ao direito ao lazer, ainda que no tocante ao seu núcleo essencial. Como direito social, o lazer depende de prestações positivas por parte do Estado para que possa ser concretizado e, como hipótese para alcançar tal intuito, estuda-se acerca das políticas públicas. Conclui-se que as políticas públicas representam programas de ação governamental, que visam à realização dos objetivos socialmente relevantes e politicamente determinados, configurando mecanismos hábeis para a concretização dos direitos sociais, como o lazer, sendo fundamental o exame dos seus elementos, princípios e ciclos. Em razão da competência da Administração Pública para a elaboração e execução das políticas públicas de lazer, analisam-se os novos paradigmas administrativos no século XXI, bem como suas características, a exemplo da participação social, diálogo, consensualidade, eficiência, transparência e qualidade das prestações estatais, as quais tendem a assegurar a boa administração, a fruição de vida digna aos administrados, e maior democraticidade das decisões de interesse social. Como resultado para a problemática da falta de efetividade do direito ao lazer, considera-se que este direito merece maior proteção e necessita da efetivação de políticas públicas que visem a concretizá-lo da maneira mais ampla possível. E, em virtude de o lazer variar de acordo com circunstâncias econômicas, sociais, políticas e culturais, ressalta-se a relevância das políticas públicas municipais de lazer, que possibilitam a efetivação setorial deste direito, atendendo-se, mais eficientemente, aos anseios de cada população. A metodologia utilizada terá cunho dogmático, com abordagem dedutiva e método monográfico.
The present study aims to reflect on the need to realize the fundamental right to leisure in society, demystifying the idea that it is a superfluous and symbolic right in our legal system. It identifies the importance of leisure in the life of citizens, highlighting its humanistic dimension, related to the quality of life, well-being and personal and social development of individuals, being linked to the principle of the dignity of the human person, functioning as an instrument of social inclusion and should be inserted in the notion of existential minimum. It can be seen that all fundamental rights, including social ones, have immediate application due to article 5º, paragraph 1º, of the Federal Constitution of 1988, which must also be applied to the right to leisure, even though its essential core. As a social right, leisure depends on positive benefits on the part of the State so that it can be realized and, as a hypothesis to achieve this, it is studied about the public policies. It is concluded that public policies represent programs of governmental action, aimed at the achievement of socially relevant and politically determined goals, configuring mechanisms for the realization of social rights, such as leisure, being essential the examination of its elements, principles and cycles. Due to the competence of the Public Administration for the elaboration and execution of public leisure policies, the new administrative paradigms in the 21st century are analyzed, as well as their characteristics, such as social participation, dialogue, consensuality, efficiency, transparency and quality of State benefits, which tend to ensure good administration, the enjoyment of a decent life for the employees, and greater democratization of decisions of social interest. As a result of the lack of effectiveness of the right to leisure, it is considered that this right deserves greater protection and requires the implementation of public policies aimed at achieving it in the widest possible way. And, because leisure varies according to economic, social, political and cultural circumstances, the relevance of municipal public leisure policies is highlighted, which makes it possible to implement this right in the sector, taking into account, more efficiently, the population. The methodology used will be dogmatic, with a deductive approach and a monographic method.

Esta dissertação trata da formação dos Educadores Sociais de Esporte e Lazer do Programa Esporte e Lazer da Cidade (PELC) ocorrido em Porto Alegre. Este programa constitui-se em uma ação da política pública de esporte e lazer do governo federal. O estudo buscou compreender os impactos e significados atribuídos às formações por estes educadores que atuam em comunidades localizadas nas periferias da cidade. Procurou-se identificar em que medida as formações contribuíram para a prática pedagógica do educador social de esporte e lazer. A partir destas premissas formulou-se o seguinte problema de pesquisa: De que modo os Educadores Sociais de Esporte e Lazer relacionam a formação do Programa Esporte e Lazer da Cidade e a prática pedagógica que realizam nas comunidades? Quais os limites e potencialidades dessa relação? Foi utilizado como instrumentos de coleta de informações no trabalho de campo a entrevista semiestruturada, o diário de campo e a análise documental. A partir da análise das informações construíram-se as seguintes categorias: a formação no programa esporte e lazer da cidade; o lazer e o esporte no programa esporte e lazer da cidade; a prática pedagógica; a comunidade; e, a gestão local do programa. Na sequência discutem-se as categorias a partir das falas tanto do grupo dos educadores sociais do programa, como o dos gestores e formadores, contemplando esses distintos olhares. Foi possível identificar consenso entre os grupos, como o curto período de duração do programa, considerado insuficiente para a consolidação desta política pública. Também foi possível perceber discordâncias entre os grupos. O tempo do gestor e o tempo do educador para respostas e anseios da formação são distintos. Enquanto um procura elementos para a reflexão, o outro deseja sugestões para auxiliá-lo na ação. Para o grupo de educadores, as metodologias para desenvolver o trabalho no seu dia a dia tem mais significado que as discussões conceituais e teóricas. O sistema de formação e o trabalho junto às comunidades foram considerados elementos de destaque no programa. Os fatores de mobilização para o envolvimento dos educadores no programa esporte e lazer da cidade foram: a possibilidade de novas aprendizagens; adquirir experiências por estarem em início de carreira profissional; e, o interesse em se envolver em trabalhos sociais. Este estudo permitiu identificar a necessidade de estruturar uma formação diferenciada daquela em ambiente escolar para o educador social de esporte e lazer. Considerase importante compreender que este sujeito atua em espaços físicos ressignificados para a prática do lazer e em um ambiente educativo não escolar, mas nem por isso distanciado de um processo de desenvolvimento de cidadania dos sujeitos.
This dissertation deals with the training of social educators of sport and leisure program for sport and leisure of the city occurred in Porto Alegre. This program is a public policy action on sport and leisure of the federal Government. The study sought to understand the impacts and meanings assigned to these educators who work in communities located in the outskirts of the city. I have tried to identify to what extent the training contributed to the pedagogical practice of social educator of sport and leisure. From these assumptions I made the following: search problem As Social educators of sport and leisure related training PELC and the pedagogical practice that perform in communities? What are the limits and potential of this relationship? Used as information-gathering instruments in the field work interview semiestruturada, the field journal and documentary analysis. From the analysis of information construct the following categories: training in sport and leisure of the city; Leisure and sport in sport and leisure of the city; the pedagogical practice; the community; and, the local management of the program. Present and discuss the categories from the speeches of both the Group of social educators, such as the program managers and trainers, contemplating these distinct looks. Unable to identify consensus among groups, such as the short duration of the program, considered insufficient for the consolidation of this public policy. It was also possible to realize dichotomies between the groups. The Manager's time and the time of the educator to responses and yearnings of formation are distinct. While a search elements for reflection in the other want suggestions to assist you in action. For the Group of educators, methodologies to develop the work in their day to day has more meaning as conceptual and theoretical discussions. The system of training and work communities were considered prominent elements in the program. The factors of mobilization for the involvement of educators in sport and leisure of the city were: the possibility of new apprenticeships; acquire experiences by being in early professional career; and, the interest in getting involved in social work. This study identified the need to structure a differentiated formation from those in the school environment for the social educator of sport and leisure. It is necessary to consider this subject plays in physical spaces to practice ressignificados and leisure in an educational environment not at school, but not so distanced from the development process of citizenship of the subject.
Esta tesis se ocupa de la formación de educadores sociales del deporte y programa de ocio, deporte y ocio de la ciudad se produjo en Porto Alegre. Este programa es una acción de política pública sobre el deporte y ocio del Gobierno federal. El estudio trató de entender el impacto y la entiende estos educadores que trabajan en comunidades ubicadas en las afueras de la ciudad. He intentado identificar en qué medida la formación ha contribuido a la práctica pedagógica de la educadora social del deporte y ocio. ¿Desde estos supuestos hice los siguientes: buscar los educadores como Social problema del deporte y ocio relacionadas con la formación PELC y la práctica pedagógica que realizan en las comunidades? ¿Cuáles son los límites y el potencial de esta relación? Utilizados como instrumentos de recopilación de información en el trabajo de campo entrevista semiestruturada, el diario de campo y análisis documental. El análisis de información de construir las siguientes categorías: capacitación en deporte y ocio de la ciudad; Ocio y el deporte en el deporte y ocio de la ciudad; la práctica pedagógica; la comunidad; y la gestión local del programa. Presentar y discutir las categorías de los discursos del grupo de los educadores sociales, tales como los entrenadores, contemplando estas distintas miradas y los directores de programa. No se ha podido identificar un consenso entre los grupos, como la corta duración del programa, considerado insuficiente para la consolidación de esta política pública. También fue posible realizar dicotomías entre los grupos. Tiempo del administrador y el tiempo del educador respuestas y anhelos de formación son distintos. Mientras un elementos de búsqueda para la reflexión en el otro quieren sugerencias que le ayudarán a la acción. El grupo de educadores, metodologías para desarrollar el trabajo en su día a día tiene más significado como debates conceptuales y teóricos. El sistema de formación y las comunidades de trabajo se consideraron elementos destacados en el programa. Los factores de movilización para la participación de educadores en el deporte y ocio de la ciudad fueron: la posibilidad de nuevos aprendizajes; adquirir experiencias por estar en carrera profesional; y el interés en involucrarse en el trabajo social. A cidade de São Paulo apresenta-se como uma cidade capitalista global periférica. As contradições com relação à distribuição da riqueza, o acesso a direitos sociais e a apropriação do espaço urbano são evidentes. Por meio de uma análise do papel do Estado na sociedade contemporânea, busca-se verificar o alcance e o significado das políticas educacionais implementadas por meio da construção dos Centros Educacionais Unificados (CEUs), grandes complexos nos quais são oferecidos à população serviços de educação formal para crianças e jovens desde creches, escolas de educação infantil e de ensino fundamental, além da educação de jovens e adultos bem como acesso às práticas culturais, esportivas e de lazer. Investiga-se a dinâmica de funcionamento dessas unidades educacionais buscando-se compreender como a oferta de outras oportunidades educativas além do ensino formal alteram as formas de gestão e de organização desse equipamento público. Foram realizadas atividades de observação, especialmente aos finais de semana, em duas unidades, em diferentes bairros, além de visitas esporádicas a outras três unidades. Por meio da análise de documentos e de entrevistas realizadas com gestores, ex-gestores, coordenadores de núcleos de educação, cultura, esportes e lazer, professores, prestadores de serviço e lideranças comunitárias, no total de 25 sujeitos, pôde-se levantar uma série de questões recorrentes que implicam numa revisão das formas de gestão desse tipo de complexo educacional. Ao observar-se os Centros Educacionais Unificados constata-se a espetacularização da política educacional, usando-se um discurso de reforma urbana e de oferta de lazer à população na tentativa de legitimar tal intervenção. A engrenagem do clientelismo político que se instalou em São Paulo, algo histórico na cultura política brasileira, aperfeiçoado na gestão Marta Suplicy (2001-2004) e enormemente aproveitado pela gestão subseqüente, Serra-Kassab (2005-2008), beneficiou-se com a criação de cerca de 13 cargos comissionados em cada CEU para a composição de equipe gestora, sem que haja uma discussão democrática e um controle das organizações locais sobre os serviços prestados à população. O Estado, entendido como estrutura política integrante do sociometabolismo do capital, é incapaz de impedir a desigualdade e as formas de segregação sociais. As políticas educacionais, dessa forma, têm sido incapazes de oferecer possibilidades de construção da igualdade. A arquitetura educacional foi o grande espetáculo oferecido à população, sem alterar significativamente a qualidade da escola pública municipal. Observou-se que, ao incorporar o lazer à educação por meio desse tipo de intervenção colabora-se, contraditoriamente, para a descaracterização das atividades culturais, do esporte e principalmente do lazer enquanto possibilidades educacionais, já que os grandes complexos apresentam um custo social enorme diante do que oferecem como educação não-formal. Nesse sentido, a política educacional, ao tratar a própria educação como espetáculo, fez uso do lazer como seu mais nobre adereço.
São Paulo presents itself as a global, peripheral capitalistic city, where contradictions in the distribution of wealth, access to social rights and appropriation of the urban space are evident. By analyzing the role of the State in contemporary society, we have sought to assess the scope and meaning of the educational policies that were implemented by building the so-called Unified Educational Centers (Centros Educacionais Unificados, CEUs), large complexes that provide formal educational services for children and youth day-care centers, elementary and secondary schools, continuing education opportunities for youth and adults , as well as access to cultural, sports and leisure activities. We investigated the working dynamics of these units in an attempt to understand how the offering of additional educational opportunities, over and above formal schooling, changes the ways public equipment and resources are managed and organized. We carried out observation assignments, especially on weekends, in two units, in different neighborhoods, and made sporadic visits to three other units. By analyzing documents and interviewing current and former principals and school officials, coordinators of the educational, cultural, sports and leisure departments, teachers, service providers and community leaderships (25 individuals overall), we were able to raise a series of recurring issues that imply a need to revise how this type of educational complex is managed. A study of the Unified Educational Centers positively establishes a spectacularization of educational policy that uses urban reform and the offering of leisure to the population as attempts to rationalize this kind of intervention. Pork barrel policies, a historical trait of Brazilian political culture, flourished during the administration of mayor Marta Suplicy (2001-2004), grew vigorously in the subsequent administration, Serra-Kassab (2005-2008), and benefited from the creation of approximately 13 commissioned administrative jobs in each CEU. There is no democratic debate and no control by local organizations of the services provided by the CEUs to the population. The State, understood as the political structure that composes capitals social metabolic order, is powerless to prevent inequality and forms of social segregation. Therefore, the States educational policies have been incapable of offering opportunities to build up equality. This new educational architecture is a grand spectacle offered to the population that does not significantly alter the quality of municipal schools. It has been observed that this type of intervention, by incorporating leisure into education, contributes to a misrepresentation of cultural, sports and especially leisure activities as educational possibilities, inasmuch as these large complexes imply enormous social costs vis-à-vis what they offer in terms of non-formal education. In this sense, educational policy, by treating education itself as a spectacle, makes use of leisure as its noblest and dearest prop.

Neste trabalho buscou-se conhecer as perspectivas de sustentabilidade socioambiental no contexto do desenvolvimento do turismo na cidade de Mateiros/Tocantins. Para tanto, foi avaliada a aplicabilidade em destino de pequeno porte dos indicadores de sustentabilidade: Índice de Qualidade de Vida (IQV), Indicadores de Sustentabilidade da Organização das Nações Unidas (ONU) e Pegada Ecológica do Turismo. Percebeu-se que houve um incremento no IQV da cidade de Mateiros de 32,82% após o estabelecimento do turismo, com destaque para as famílias que atuam na produção das peças de artesanato de capim dourado. A mudança, de 0,162 para 0,215, indica que apesar de ter havido uma elevação na qualidade de vida das famílias entrevistadas, o IQV permaneceu baixo, isto é, com valores entre zero e 0,499. Tal fato demonstra que a qualidade de vida das famílias não é satisfatória. Quanto à ferramenta da ONU, percebeu-se que não há sistematização de dados suficientes para que esta ferramenta possa ser utilizada pelos órgãos governamentais na captação de recursos e utilização destes para criar novas políticas públicas para a região. Tal fato demonstra uma ineficácia em destinos de pequeno porte que se assemelhem à cidade de Mateiros na forma em que foi utilizado nesse trabalho. Quanto à Pegada Ecológica do Turismo, de acordo com a metodologia proposta, são necessários 2.194,2263 hectares de terras para absorver o CO2 demandado pela atividade turística na região. A categoria com maior impacto foi terras de energia fóssil na subcategoria transporte terrestre. Conclui-se, então, que os indicadores de sustentabilidade Pegada Ecológica do Turismo e Índice de Qualidade de Vida mostraram-se ferramentas eficazes para se avaliar as perspectivas de sustentabilidade de destinos de pequeno porte.

Disabled people comprise seventeen per cent of all New Zealanders and face barriers to participation in community life. This research examines the ways in which two local authorities - Manukau City Council and Christchurch City Council - provide recreation opportunities for people with disabilities and how these local authorities implement national legislation, policies and strategies which bear upon the provision of recreation services for the disabled. To achieve these aims, a comparative method which uses primary (interview) and secondary (documentary) data, is adopted. Central government plays an important role in the provision of recreation to communities, including the disabled community. It develops legislation, strategies and policies that guide the provision of recreation services for people with disabilities at a local level. Local authorities provide ‘spaces’ for recreation including parks, waterways and facilities, as part of their wider services and programmes. Their services respond to broader, including national, concerns, but also reflect local priorities and needs, including those of other ‘special’ populations. The results of this research indicate that Manukau and Christchurch Cities consult the disabled community and its representatives and address the specific needs of this community. Both local authorities have policies which outline how disability issues will be addressed; a disability-specific position which acts as an “internal advocate” for the disabled community; and a reference group made up of members of the disabled community. In the case of Christchurch City Council, the “KiwiAble” programme, “KiwiAble Recreation Network”, “KiwiAble Leisure Card” and Inclusive Communities Coordinator are all disability-specific mechanisms that focus on the recreational needs of the disabled community. However, only one policy in these two cities - the Manukau City Council Disability Policy and Action Plan – draws explicit links to a national strategy. On the basis of these results, a number of recommendations are made for future research and local authority action. It is hoped that the current study will provide practical advice and examples which local authorities can adopt, to further enhance recreational provisions for people with disabilities.

O presente estudo discute a relação entre o Programa Segundo Tempo (PST) e a temática de gênero. O PST é um programa do Ministério do Esporte que desenvolve, há mais de uma década, ações de esporte educacional voltadas a atender crianças e adolescentes em situação de vulnerabilidade social. Os objetivos foram: analisar a inserção e permanência de meninas e meninos nos núcleos do PST de Ubá/MG, bem como os processos sociais que resultam em discrepância na participação entre os gêneros; e identificar de que formas os discursos sobre gênero se materializam nas intervenções pedagógicas dos coordenadores de núcleo. Esta pesquisa de natureza qualitativa realizou-se em quinze núcleos do PST na cidade de Ubá/MG, em funcionamento entre 2012 e 2014. O grupo de participantes da pesquisa compôs-se de quinze coordenadores de núcleo, que responderam a entrevistas temáticas individuais semiestruturadas. Foram também realizadas observações exploratórias em quatro dos quinze núcleos, assim como uma entrevista com a professora Silvana Vilodre Goellner, autora do capítulo que discorre sobre Gênero e Sexualidade no livro de Fundamentos do PST. A análise e o tratamento dos dados foram feitos a partir da análise de conteúdo, que permitiu o recorte das falas de acordo com os conteúdos mais significativos. Verificou-se que todos os coordenadores de núcleo do PST/Ubá/MG, durante sua formação acadêmica, discutiram a temática de gênero. Os coordenadores valorizam a capacitação do programa e dos seus temas, em especial do tema “gênero”, para suas práticas pedagógicas nos núcleos; entretanto, destacam a necessidade de agregar mais experiências práticas a essa reflexão. A maioria dos coordenadores apontou dificuldades para inclusão de gênero em seus núcleos e acredita que o gênero do professor não interfere na inserção e permanência dos sujeitos no programa. A maioria absoluta dos núcleos tem mais meninos do que meninas. Todos trabalham com o futsal. O trabalho com turmas separadas acontece no programa, entretanto o critério para as separações não se resume ao gênero, mas também à idade e ao grau de habilidade. A maioria aponta as tarefas domésticas como principal motivo para a dificuldade de inserção e permanência das meninas nos núcleos. Refletir e problematizar as questões de gênero no PST atende as demandas e os objetivos do programa, na medida em que se busca minimizar as desigualdades entre meninas e meninos nas práticas corporais e esportivas.
This study discusses the relationship between Programa Segundo Tempo - PST (Second Half Program) and gender issues. The PST is a program created by the Brazilian Ministry of Sports, that has been developing educational sports actions for more than a decade to assist children and teenagers in situations of social vulnerability. The aim of this work is to analyze the insertion and retention of girls and boys in the PST center in Ubá/MG, Brazil, as well as the social processes that result in discrepancies in participation between genders. It is also intended to identify in what ways the discourse on gender materializes in the pedagogical interventions of the coordinators of the center. This research of qualitative nature was conducted in 15 PST centers in the city of Ubá/MG in operation between 2012 and 2014. The group of participants was composed of 15 center coordinators who answered semi-structured individually-themed interviews . Exploratory observations were also carried out in 4 of the 15 centers, as well as an interview with teacher Silvana Goellner Vilodre, author of the chapter that discusses Gender and Sexuality in the book "Fundamentos do PST" (PST Basics). Data analysis and processing was made from content analysis, which allowed the choice of discourses according to the most significant content. It was found that all center coordinators of the PST/Ubá/MG during their education, discussed gender issues. The coordinators value the training program and the themes, in particular the theme of "gender" for their teaching practices in the nuclei, however, they highlight the need to add more practical experience to this reflection. Most coordinators pointed out difficulties for the inclusion of gender in their centers and believe that the gender of the teacher does not interfere with insertion and retention of subjects in the program. The majority of the nuclei have more boys than girls. All of them work with futsal. Working with separate classes is common in the program, however the criterion for the separation is not limited to gender, but also age and level of ability. Most coordinators point housework as the main reason for the difficulty of entering and keeping girls in the nuclei. Reflecting and discussing gender issues in the PST meets the demands and objectives of the program in so far as it seeks to minimize the inequalities between girls and boys both in physical and sports activities.

Consumption and leisure are both important components of individual utility. In the habit formation literature, both internal and external consumption habits have been widely investigated. However, when it comes to leisure externalities, little works have been done despite the fact that it is economically plausible. This paper aims to fill in this gap. A stylized simple model is constructed to allow for leisure externalities, and its policy implications are studied. A richer model with both leisure externalities and intertemporal substitution (or complementarity) is also studied, and the interaction between such intertemporal preference and externalities is found to be crucial in the determinant of the cyclical property of optimal tax.

The positive relationship between leisure of senior citizens and health care and the social support function induced by leisure companionship particularly have brought elder persons more leisure benefits according to foreign literatures. Comparatively, the “Report of the Senior Citizen Condition Survey” issued in 2013, however, disclosed more than 50% of elder persons aged from 55 to 64 and above 65 preferred not to participate voluntary activities, education programs, health care regimens, or casual entertainment activities. Against this background, the regular leisure habits as well as physical and mental health of senior citizens are considered as an important issue. For leisure of senior citizens, the factors with respect to leisure constraints of senior citizens are one key point in this study. Furthermore, the other key point investigated herein is the friendly leisure environment in Taiwan in view of the arguments of some international and domestic academics that the factors related to leisure constraints confronted by individuals can be offset by proper leisure environment. In this study, I summarized literatures at home and abroad for theoretical implication of leisure constraints and leisure environment and followed sociology of leisure to explain the relationship between personal leisure of senior citizens and the entire leisure environment and investigate the role of the public policy in this issue. The actual leisure constraints confronted by senior citizens were explored in the questionnaire survey as the method of empirical investigations herein; the friendly supportive environment for elder persons’ leisure lives in Taiwan was studied in depth interviews. As disclosed in the questionnaire survey, the senior citizens living in townships or metropolises are facing personal constraints, interpersonal constraints and structural constraints, each of which might be attributed to distinct causes based on actual urban-rural disparity. In general, the phenomena of leisure constraints confronted by senior citizens imply diverse issues in the public policy, for example, educational guidance, health care, economic safety and leisure opportunity, which should be considered and settled comprehensively. With interview materials summarized, the friendly environment for senior citizens’ leisure activities as a concept proposed herein consists of cultural environment, community environment, social supportive environment and individual environment, all of which are closely related to one another for effectively removing leisure constraints in senior citizens’ leisure lives. Finally, I offered recommendations for the public policy of leisure environment of senior citizens in Taiwan by referring to the empirical investigation and discussing the theoretic implication. The supportive environment of leisure of senior citizens which involves a combination of public affairs including health building, leisure education, social support, social care and economic safety in practice should depend on not only the policy of a single authority but also the inter-department cooperation with civil resources integrated successfully. For follow-up study, I found most leisure constraint scales prepared for respondents including youths, women and parent-offspring as the groups under investigation rather than senior citizens in Taiwan. As a result, a leisure constraint scale for senior citizens in Taiwan will proactively contribute to validity of domestic leisure constraint scales and be quoted by the academic staff or practitioners studying leisure constraints.

The leisure agricultural policy of Taiwan is a new developing agricultural policy. It is according to the rules of “The Recreational Agriculture Guidance And Management“. However, there are many difficulties and challenges in the rules and execution. This study carries out from the policy implementation theory, Taoyuan county leisure farming present situation, the analysis of questionnaire investigation, deep interview, and relevant conclusion of literature. Even it is positive point of view for the future and function of Taoyuan leisure agriculture, nevertheless, it exists some limitation of the expected function. It shows up that the leisure agricultural policy in Taiwan still not meet the market demanding. Thus, it should be modified. The Department of Agriculture in Taoyuan County Government should adjust the direction of the leisure farming. Besides, the farm owners not only improve their mind to be more innovatives, but also create their unique brand and move forward to the long term business management. This research consists of six chapters. Except for Chapter One and Chapter Six, the other chapters are the policy implementation of theory, thesis discussion, study of design, questionnaire and interview separately. And drawn several conclusions and suggestions from the end of the thesis from the government, the local and the farm owners. From conclusion and suggestion described above, with my point of view, I sincerely hope that we could get the further development for the management of Taoyuan county leisure farm. Moreover, to required and to reach a consensus of long term development, achieving the goal of the long term development for Taiwan leisure farming policy.
