This article explores how interest groups decide policy positions through case studies of three organizations’ shifting stances on the issue of immigration. In all three cases, the AFL-CIO, the Sierra Club, and the Christian Coalition, issue positions are signaling mechanisms central to the construction of an organizational identity. Leadership considers the message the stance on a policy issue sends to potential constituents and allies. Organizational agendas are one tool used by leaders to craft new narratives about what the group stands for, who the group represents, and who belongs. Key determinants of leaderships’ calculation over redrawing the boundaries of inclusion and representation and what signal an issue stance will convey includes organizational strength and a reading of a shifting political terrain. An evolutionary metaphor, instead of a rational actor model, is better suited to understand this critical component of interest group behavior, agenda setting.

Purpose – Mixed methods research can provide a fruitful line of inquiry for educational leadership, program evaluation, and policy analysis; however, mixed methods research requires a metatheory that allows for mixing what have traditionally been considered incompatible qualitative and quantitative inquiry. The purpose of this paper is to apply Jürgen Habermas’s Theory of Communicative Action as that metatheoretical justification. Design/methodology/approach – After reviewing the traditional quantitative/qualitative divide based on incompatible ontologies, the author argues for a pragmatist stance toward educational leadership inquiry. Such a stance allows for mixing methods because it privileges methodology and epistemology in social inquiry, rather than ontological theories of reality. Using Habermas’s metatheory, the author shows how truth claims are linguistically mediated; how they make reference to objective, subjective, and normative formal worlds; and how they are always fallible and revisable. Findings – The author argues that Habermas’s metatheory allows (and requires) integration of qualitative and quantitative approaches to fully understand social phenomena. Such integration is possible if researchers attempt to make methodological decisions explicit by linking methodology (and thus methodical decisions) to all three formal worlds, and articulating the rationale for doing so. The author also argues that making the entire corpus of claims bound within a line of social inquiry subject to critical examination promotes the validity of inquiry. Originality/value – This paper contributes to the discussion on mixed methods research by applying a particular strand of pragmatism. This is an advance in the extant literature, which argues for a pragmatist stance on mixed methods research, but has not yet conceptualized a metatheoretical position supporting this stance.

The COVID-19 crisis has created a physical environment where neonatologists and neonatal staff face exposure to an easily transmissible, potentially fatal infection in the course of their duties. Leaders cannot reject an assignment, such as a resuscitation of a newborn, because of risk. As in military operations, safety and capability cannot be separated from neonatal operations. Leadership models developed in stable environments do not fully translate to dynamic, uncertain situations where the leader and subordinates personally face threats; the type of environment from which the High-Reliability Organization (HRO) emerged. There must be a shift from the increasingly abstract, academic, and normative representation of HRO leadership to its original, more pragmatic frame that iteratively supports engagement. The purpose of this paper is to present HRO as leadership principles, bridging the gap between abstract theory and practice by bringing attention to HRO as a scientifically supported pragmatic leadership stance.

This article explores gender and entrepreneurial leadership, notably the meanings female entrepreneurs ascribe to notions of entrepreneurial leadership. Drawing from interviews with female business owners, the article questions the dominant hegemonic masculine entrepreneurial leadership model as well as that reportedly associated with women. Research findings illuminate the fluidity and variability of the entrepreneurial leadership construct. Our feminist poststructural lens and critical leadership stance adds new insight into the multiple subjectivities of entrepreneurs and surfaces contradiction and tension that shape the very sense of their entrepreneurial selves. By questioning accepted knowledge, this research offers new perspectives on the multiple realities of entrepreneurial leadership, which should be heeded by policy makers, academics and practitioners alike.

Given the steady increase in new leadership models and approaches introduced to the field, we provide a systematic review on the topic of construct proliferation in the leadership style literature. Construct proliferation suggests that newly designed constructs are too similar to existing ones and, consequently, lack discriminant validity. In our review, we tackle the issue of construct proliferation from two perspectives. First, we present explanations and evidence indicating construct proliferation. Then, we take the opposing stance and provide arguments (as well as empirical evidence) against it. This comparison results in a discussion in which we provide cues for future leadership style research that builds on the realization that we need a more nuanced awareness of where construct proliferation exists and where it does not.

Organizational leadership requires developing an understanding of your own worldview as well as the worldviews of others. The worldview is a composite image created from the various lenses through which individuals view the world. It is not the same as the identity, political stance, or religious viewpoint, but does include these things. It incorporates everything an individual believes about the world, combining the tangible and the intangible. The individual’s worldview is defined by that individual’s attitudes, opinions, beliefs, and the outside forces the individual allows to influence them. The worldview is the “operating instructions” for how the individual interfaces with the world. One who does not take into consideration how individuals interface with the world is in a much weaker position to lead these individuals. Furthermore, the organizational leadership requires an understanding of the composite worldview of the organization, which consists of the many diverse and sometimes conflicting worldviews of the individuals within that organization. Дослідження присвячене таким актуальним у теорії і методиці виховання та педагогіці вищої школи питанням, як підготовка майбутніх інженерів-лідерів, а саме – питанням формування і розвитку лідерської позиції майбутніх інженерів в освітньому процесі закладів вищої технічної освіти. За темою дослідження автором проведено аналіз літератури провідних вітчизняних і зарубіжних учених у сфері педагогіки та психології, виявлено особливості формування лідерства в студентському середовищі та педагогічні умови формування й розвитку лідерської позиції майбутніх інженерів у закладах вищої технічної освіти. У дослідженні розкрито сутність поняття «лідерська позиція майбутнього інженера», яке визначається як особистісне утворення, що включає в себе усвідомлення майбутнім інженером готовності до виконання ролі лідера та здатності до організаційного впливу на виробничий колектив. Встановлено, що лідерська позиція майбутнього інженера ґрунтується на його лідерському потенціалі та формується у процесі засвоєння лідерської ролі в різних життєвих ситуаціях, включаючи умови професійної інженерної сфери. Лідерська позиція не є тотожною лідерському потенціалу або наявним лідерським здібностям, натомість вона формується на їх підґрунті саме в процесі успішної лідерської діяльності, що включає в себе здійснення організаційних та установчих дій у процесі роботи з групою послідовників, при цьому особистість майбутнього інженера поступово звільняється від впливу зовнішнього середовища, що дозволяє їй свідомо змінювати як середовище, так і саму себе, набуваючи лідерські якості, передусім: організаційні, комунікативні, когнітивні, морально-вольові та рефлексивні уміння. Лідерська позиція вимагає цілісного підходу при своєму розгляді, вона не може зводитися до набору окремих якостей і ознак й повинна розглядатися в аспекті особистості в цілому. Також доведено, що лідерська позиція проявляється через лідерську поведінку і діяльність, вона зумовлюється системою цінностей, ідеалів, відображаючи характер потреб, мотивів і переконань особистості. Тому до наукової новизни належить і подальший розвиток структури лідерської позиції, яка складається з мотиваційно-ціннісного, когнітивного, діяльнісного та особистісного компонентів. На підставі теоретичного обґрунтування дослідженої проблеми та результатів констатувального етапу експерименту обґрунтовано єдиний комплекс взаємопов'язаних між собою педагогічних умов формування лідерської позиції у студентів закладів вищої технічної освіти, а саме: - залучення студентів у практичну самостійну діяльність, що передбачає застосування організаційних, комунікативних, когнітивних, рефлексивних умінь та зумовлює прояв їх лідерської позиції; - моделювання професійно-орієнтованих завдань, які вимагають від майбутніх інженерів вибору оптимальних способів лідерського впливу в ситуаціях діалогічної та групової взаємодії; - виховання ціннісного ставлення майбутніх інженерів до лідерської позиції під час позааудиторної та аудиторної роботи. На підставі цього розроблено модель реалізації педагогічних умов формування лідерської позиції майбутніх інженерів, яке охоплює насамперед формування практичних лідерських навичок, особистісні зміни, зміну самооцінки, формування здатності до лідерського впливу та ефективної взаємодії з послідовниками і здатності до всебічного аналізу різноманітних виробничих ситуацій з позиції лідера, усвідомлення майбутніми інженерами унікальної цінності своєї лідерської позиції для досягнення життєвого та професійного успіху та виникнення у них мотивації до розвитку лідерської позиції. Щодо реалізації першої педагогічної умови формування лідерської позиції відзначається, що практична, самостійна діяльність із колективом інших людей дозволяє майбутньому інженеру розвинути організаційні навички, відчути відповідальність за інших та сформувати позицію відповідального лідера. Ця робота також стимулює у студентів креативність у процесі вирішення нестандартних завдань та підсилює усвідомлення важливості лідерської позиції для вирішення групових проблем. Самостійна робота також створює унікальні умови для прояву ініціативи та дає можливість студентові проявити власний підхід до вирішення завдань, що є найбільш адекватним його особистості, та сприятиме саморозкриттю. У дослідженні акцентується на тому, що найважливішою особливістю самостійної роботи майбутнього інженера є свідома зміна самого себе, у процесі якої активно відбувається набуття лідерських якостей, насамперед когнітивних та морально-вольових. Друга педагогічна умова формування лідерської позиції – моделювання проблемних ситуацій – передбачає набуття студентами технічних спеціальностей досвіду лідера як реального фахівця, оцінки власних можливостей у розв'язанні проблемних ситуацій та проявлення особистісних якостей лідера, що зумовлюються лідерською позицією майбутнього інженера. Найбільш відповідним для застосування автор вважає соціальний тип моделей, аргументуючи тим, що цей тип моделей реалізується через групові розігрування проблемних ситуацій, які мають певний професійно значущий контекст, і всі учасники соціального моделювання отримують для себе цінний досвід групової взаємодії, під час якої стимулюються прояви лідерських якостей майбутніх інженерів, мотивація до досягнення спільної мети та успіху. Кожен учасник цього моделювання має змогу виконувати різноманітні соціальні ролі, насамперед, роль лідера групи. В рамках моделювання професійно-орієнтованих ситуацій автор вважає найбільш доцільним використовувати такі методи активного навчання як: метод моделювання ситуацій; метод ділових та рольових ігор; метод аналізу конкретних ситуацій. Особливе значення в процесі застосування моделювання має суб'єктивний досвід студентів. Використовуючи свій досвід у процесі роботи над проектним або соціальним моделюванням, студенти розкриваються в особистісному плані, стають більш сприйнятливими до професійних та особистісних змін. Розробляючи третю педагогічну умову формування лідерської позиції, доводиться, що саме усвідомлення важливості лідерської позиції для досягнення професійного та особистісного успіху майбутнього інженера є однією з ключових умов її формування, доки майбутній фахівець інженерного профілю не усвідомить, навіщо йому рухатися у напрямку розвитку лідерської позиції, яку цінність для нього має лідерська позиція, його розвиток у цьому напрямку буде малоефективним. При вихованні ціннісного ставлення до лідерської позиції в позаудиторній та аудиторній роботі найбільш важливими автор вважає такі напрями: - усвідомлення майбутнім інженером значення лідерської позиції для гармонійної соціальної взаємодії в процесі реалізації професійних завдань; - розвиток ціннісного ставлення до групових інтересів у професійній сфері; - розуміння майбутнім інженером можливостей, що відкриває лідерська позиція у розвитку його кар`єри та професійної успішності; - виникнення у майбутнього інженера спрямованості на досягнення успіху, позитивного ставлення та вмотивованості до формування лідерської позиції; - усвідомлення морального змісту та моральних колізій у діяльності інженера зі сформованою лідерською позицією. Найбільш сприятливими для поглиблення розуміння майбутніми інженерами важливості лідерської позиції в аспекті особистісного, професійного та суспільного розвитку автор вважає такі інструменти реалізації третьої педагогічної умови, як: лекції проблемного викладу, бесіди, метод прикладу, педагогічної вимоги, громадської думки, вправляння, привчання, доручення, стимулювання та коригування, змагання. Уточнено критерії сформованості лідерської позиції у студентів закладів вищої технічної освіти, а саме: мотиваційно-ціннісного, пізнавально-поведінкового, особистісно-рефлексивного, та відповідних показників, за якими визначались ефективність й результативність педагогічних умов щодо формування і розвитку лідерської позиції. Практичне значення дослідження полягає в експериментальній перевірці запропонованих педагогічних умов формування лідерської позиції у майбутніх інженерів. До експерименту було залучено 388 респондентів із чотирьох закладів вищої технічної освіти міста Харкова. Зафіксована позитивна динаміка за рівнем сформованості лідерської позиції довела дієвість реалізації авторських педагогічних умов та можливість їх широкого використання для розвитку лідерської позиції майбутніх інженерів, що свідчить про досягнення мети дослідження та доведення її гіпотези. У дослідженні висвітлено роль психолого-педагогічної діагностики як системи безперервного спостереження, вимірювання, контролю, корекції і проектування професійно-значущих лідерських якостей майбутніх інженерів. Водночас підкреслюється необхідність для формування лідерської позиції майбутніх інженерів трьох взаємопов’язаних між собою обов'язкових складових: управлінської і психолого-педагогічної підготовки, обов'язкової управлінської практики та виховного характеру навчання. При цьому визначено, що виховний характер навчання особливо ефективно позначається на розвитку лідерської позиції студентів, якщо вони залучаються до різноманітних видів позааудиторної діяльності, яка сприяє особистісному зростанню майбутнього інженера-лідера. Як приклад інноваційної педагогічної технології з формування та розвитку лідерської позиції у дослідженні наведено розроблену автором програму спецкурсу «Підготовка студентів до самостійної роботи вихователями в дитячому оздоровчому таборі» для формування лідерської позиції у студентів закладів вищої технічної освіти у позааудиторній діяльності. Автором розроблено методичні рекомендації до організації освітньої роботи з теми «Формування лідерської позиції майбутнього інженера» для науково-педагогічних співробітників, які викладають дисципліни психолого-педагогічного циклу, що має практичне значення. Педагогічні умови, запропоновані в дослідженні, розроблялись з урахуванням їх значущої ролі в сучасній педагогіці як інструменту поєднання й адаптації традиційних підходів до виховання і навчання та новітніх педагогічних технологій, що спрямовано не просто на введення певних форм та методів роботи у освітній процес, а на створення особливо організованого професійного середовища, в якому майбутні інженери мають можливості для професійного й особистісного зростання шляхом свідомих змін та перетворення як оточуючого середовища, так і самих себе, набуваючи при цьому лідерських якостей, насамперед: когнітивних, комунікативних, організаційних, морально-вольових і рефлексивних умінь, формуючи власну лідерську позицію.
The Thesis Research for obtaining the Degree of the Candidate of Pedagogic Sciences majoring in 13.00.07 – Theory and Methods of Education.– Vinnytsia Mykhailo Kotsiubynsky State Pedagogical University, Vinnytsia, 201 8. In the dissertation, pedagogical conditions for the formation of a leading position of future engineers in higher technical educational institutions are theoretically substantiated and experimentally verified. The dissertation firstly defines the notion of leadership position of the future engineer as a conscious readiness to fulfill the role of the leader and the totality of all relations of his personality to the reality that has developed into a certain system of group relationships generated by this awareness. The basic components of a leadership position are defined: motivational-valuable, cognitive, activity and personal. It has been experimentally proved that the pedagogical conditions of forming the leadership position of a future engineer in a higher technical educational institution are: the inclusion of students in practical, independent activity, which involves the use of organizational, communicative, cognitive, reflexive skills and determines the manifestation of their leadership position; modeling of professionally-oriented tasks requiring students to choose the best ways to influence leadership in situations of group interaction; the upbringing of a value relation to a leadership position in classroom work.

On 16 June 2011, three days before his sixtieth birthday, Ayman al-Zawahiri was declared the new leader of Al-Qaeda, replacing the fallen Osama bin Laden. The veteran Egyptian jihadist had little of his predecessor's charisma and enjoyed much less popularity, respect and celebrity. Yet, as scores of jihadi commanders from different organizations have succumbed to their enemies' missiles, bombs and bullets, Zawahiri has soldiered on. His tenure as Al-Qaeda's leader has been marked by some of its darkest and most challenging moments, which have threatened the viability and future of Al-Qaeda's central leadership. The gravest such development has been the emergence of Islamic State as a separate and rival jihadist entity. The best way to gauge Zawahiri's response to these threats is by studying the official statements and public communiqués that he has issued since taking the reins. This book provides the reader with professional translations of Zawahiri's key statements during his first five years as leader of Al-Qaeda. This chapter examines the dramatic changes within the United Mine Workers of America (UMWA)—once the most powerful force in American organized labor. By the end of the twentieth century, the UMWA seemed incapable of organizing nonunion mines, even in the region that once provided its strongest support. Over its lifetime, the UMWA has moved through three distinct eras: confrontational organizing, labor brokerage, and crisis management. John L. Lewis' legacy as union president transformed the union from a fractured organizing body to a streamlined labor broker, negotiating contracts and winning the best possible wages and benefits. However, in Coal River, the community and environmental activism of the late 1990s emerged as a challenge to the leadership of the UMWA, this time demanding a strong stance against mountaintop removal.

This paper outlines a multi-step approach to streamline and enhance the decision-making process that guides environmental remediation. The inability of the responsible party and the various stakeholders to reach agreement on the remediation plan can delay the remediation, result in financial penalties, and lead to the development of an adversarial stance that inhibits the ability of the parties to work together in a creative and constructive manner. The approach presented by the authors is designed to expand dialogue in a way that moves it beyond technical or fiscal matters by addressing what the authors describe as the “hidden barriers” to productive dialogue. These “hidden barriers” include: self-interests, the perception as to how people are being treated, a lack of clarity or poor management of responsibilities and accountabilities, unclear or convoluted communication protocols, and an underlying tone of conflict and cynicism. A key element of the multi-step approach outlined in this paper is the process of uncovering these “hidden barriers” and addressing them in a way that turns discourse into collaboration. The paper describes a model the authors have used to streamline and enhance the process of creating sustainable agreements both for the U.S. Department of Energy’s Office of Environmental Management as well as the U.S. Department of Defense for a variety of environmental remediation projects. The results of this approach include the acceleration of an environmental clean-up from a projected 19 years to 11 years, the development of innovative technical strategies, the reduction of a major backlog of environmental proposals requiring review and comment, and the distinction accorded one group of being recognized as a model of effective partnering. The approach described has widespread implications not only because its use can be expanded to include a multitude of decision-making applications but also because of the impact it creates by expanding both the management and leadership skills of those who use it.

The research aimed to explore characteristics of individual behaviors as motivation, task commitment, and leadership exhibited by science gifted students at enrichment program in science gifted education center. Results showed that motivation was highest at introduction stage, but decreased as lessons progressed. Task commitment and leadership tended to increase from planning and conducting stages. Leadership was highest at discussion stage. Each student exhibited different sequences of behavioral characteristics along lesson stages. Leadership has been the focus of research in the social sciences since the early 1930s. However, no generally valid theory exists to date. In recent years, theories relating to agile leadership have also increasingly emerged. The aim of this paper is to give an overview of the current state of research on agile leadership. For this purpose, a systematic literature analysis is conducted. The different terms used in the context of agile leadership are restricted by means of selection criteria. Furthermore, characteristics of agile leadership will be analyzed and consolidated. This results in a catalogue of criteria with which the selected leadership styles. The evaluation shows that there are overlaps in the styles, which also can be identified in the research.

Our aim in this research is to discuss the correspondence with the Ottoman State during the Crimean War, as well as the opposition of Sheikh Shamil, with whom the Russians encountered during their invasion of the North Caucasus. Crimea is a Turkish country, has historically been a place of invasion by various foreign forces due to its geographical location and strategic location. The growing appetite of the Tsarist Russian Empire, the main purpose of which was to capture Istanbul and the right to vote in the straits, led to the beginning of the Crimean War. The Russian leadership began the war, by taking advantage of the privileges granted by the Ottomans to Christians Catholics in Jerusalem, the Armenians in Anatolia and the Greek Greeks. Although the Ottomans ended their relations with the Russians, but the Russian army went on a new offensive. Despite the fact that they did not openly declare war, they captured Eflak (Romania) and Bogdan (Moldova). On October 4, 1853, the Ottoman State declared war on Tsarist Russia. On the other hand, as far as the interests and power of the Ottoman State in Crimea were weakened, the Turkish rulers approached the Russians and over time fell victim to the Russian leadership's plan. Abstract As oil and gas industry technical professionals land their first supervisory roles, gaps in their leadership skills often become apparent. Years of technical education and training have prepared them well for roles as individual technical contributors, but stronger business, management, and leadership skills are needed as they move into emerging leadership roles in which they direct others. Competency assessments of first-level supervisors and mid-career experienced hires are conducted to determine mission-critical leadership gaps. This process is done in alignment with competency-focused job descriptions that enumerate key soft skills needed in each leadership role and build on a sound foundation of technical competency. Bringing emerging leaders together as a group enhances their networking opportunities as they advance through the program; including experienced hires helps them become attuned to the company's management style. Learning opportunities can include face-to-face instruction, webinars, e-learning, online resources, exercises, business simulations, and coaching and mentoring. Building future leaders is key to succession planning. Introducing experienced hires to the leadership styles of the company ensures the successful integration of new talent into the team. A competency-based approach to assessing emerging leaders provides the roadmap for creating a deep bench of candidates for future roles in executive management. Experienced instructors and mentors are crucial to ensuring the leadership program delivery is aligned with the corporate mission, vision and values. The delivery of the leadership development program can be self-sustaining if program graduates and external expert facilitators are incorporated into the delivery of the program to future cohorts. Technical professionals progress through supervisory/management positions on their respective career ladders primarily by ‘learning on the job' rather than through formal training. This paper looks at differences between the current state of supervisory development and what professionals actually need in leadership skills. These are new skills needed for transitioning from supervisor/manager to an effective leader. New methods of digital delivery allow greater interaction between participants and instructors. Building an innovative leadership development program enhances the company's brand and attracts and retains top talent.

Management of innovative projects of enterprises is carried out in conditions of high uncertainty and dynamism of environmental factors. Flexible management methodologies, which have been gaining popularity in recent years, are most suitable for such conditions. To ensure the flexibility of all project management, flexible teams are required, able to quickly adapt to changing situations and develop their competencies under new conditions. For flexible teams, new forms of leadership are particularly important, such as transformational, shared, team-based, and inspirational. However, there is a scientific and practical problem, which is the lack of scientifically based technologies of these forms of leadership and evidence of their impact on the quality of project activities. The purpose of the proposed study: to analyze the state and potential for the introduction of new forms of leadership in flexible teams, to show the relationship between the forms of leadership and the success of innovative projects of enterprises. The study was conducted using sociological and statistical methods, in particular, using a questionnaire and establishing the influence of leadership forms on the success indicators of the project. At the same time, the forms of leadership are studied as a set of different leadership competencies of project managers and project team members. Leadership competencies include: the ability to generate ideas and convince others of their usefulness, skills of involvement in teamwork, motivation to emotionally influence team members, and other competencies. The study proved that modern forms of leadership determine the success of innovative projects. They affect such indicators as effective use of project resources, the satisfaction of different groups of stakeholders, team development, achievement of project goals, and others. This conclusion, as well as the research methodology, can be attributed to the provisions that have scientific novelty and develop project management. The materials are of interest to researchers and specialists who study and develop issues of project team management in practice.

The growing appetite of the Tsarist Russian Empire, the main purpose of which was to capture Istanbul and the right to vote in the straits, led to the beginning of the Crimean War. The Russian leadership began the war, by taking advantage of the privileges granted by the Ottomans to Christians Catholics in Jerusalem, the Armenians in Anatolia and the Greek Greeks. Although the Ottomans ended their relations with the Russians, but the Russian army went on a new offensive. Despite the fact that they did not openly declare war, they captured Eflak (Romania) and Bogdan (Moldova). On October 4, 1853, the Ottoman State declared war on Tsarist Russia. On the other hand, as far as the interests and power of the Ottoman State in Crimea were weakened, the Turkish rulers approached the Russians and over time fell victim to the Russian leadership's plan. This view of the employee experience will help leaders of organizations understand what employees experience, and what the organization can do to improve commitment and reduce turnover. The good news for organizations in the United States and Canada (the sample for this report) is that respondents are mostly committed to their organizations, satisfied with their jobs and their pay, work more than the typical 40-hour workweek, and do not currently intend to leave their jobs. The professionals, managers, and executives surveyed feel supported by their organization and by their direct supervisor, and think that their organizations are economically stable. Unfortunately they also feel overloaded, with their work disproportionately interfering with the rest of life, and that there is a high level of political behavior within their organization. Both overload and overt political behavior can reduce individual and organizational effectiveness. This report describes the current employee experience, and what organizations can focus on to maintain and improve commitment and engagement."

This paper examines whose voices narrate official Coptic heritage, what the in-built biases in representations of Coptic heritage are and why, and some of the implications of omissions in narratives of Coptic heritage. It argues that the primary narrator of official Coptic heritage during the twentieth century was the leadership of the Coptic Orthodox Church. The Coptic Orthodox Church is the body that holds authority over the sources of heritage, such as church buildings and manuscripts, and also has the resources with which to preserve and disseminate heritage. The Church hierarchy’s leadership was not entirely uncontested, however, a middle ground was continually negotiated to enable lay Copts to play various roles and contribute to the articulation of Coptic heritage. Ultimately, though, alternative voices must operate within the limits set by the Church leadership and also negotiate the layers of exclusion set by society and state.

The Fresno State Transportation Challenge uses an action civics approach to support K-12 students in developing transportation-related projects that have a positive impact on the community. In 2020 the goal was to expand, refine, and create structures to sustain the implementation of the Transportation Challenge across subsequent years. As a result of the COVID pandemic, the process and goals of the project were adapted. The project was extended into April 2021 and was entirely conducted through remote participation. The focus was on two high schools. The expansion into the high school age bracket was successful and the experience with these two projects will allow for easier expansion in additional high schools in the future. One high school focused on the topic of active mobility, specifically biking, and addressed the challenge of how to get more students to bike to school. The other high school combined the transportation challenge with an economic vitalization project. The students were asked to also develop a modern transportation concept. Both projects exposed high school students to the topic of transportation and expanded awareness of transportation careers. Students also developed important competencies in the domains of problem solving, collaboration, communication, and leadership.

Like many other states, North Carolina’s population dynamics have shown a definitive shift toward greater urbanization. Some of the population increase in urban areas is in-migration from outside the state. However, net population loss in many of North Carolina’s rural areas has been on the rise for years. Population outflows of this magnitude can bring an array of unique challenges for rural small firms. Chronic rural issues like unfavorable geography, endemic poverty, and poor infrastructure for business can pose serious economic development challenges. According to some scholars, level of rurality or geographical isolation is the primary variable in explaining why economic development outcomes vary across the United States. We assess the literature to determine what role small business development and complimentary strategies have in rural economic growth.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Gujarat. Recognising the significance of land and its management for the state economy, Gujarat was among the early states to computerise its land records and processes and integrate them. In 2009, the state introduced resurveys using modern technology, which resulted in promulgation of updated records in more than sixty percent of villages, before being paused in 2018. Apart from political leadership, administrative initiatives such as documenting procedures and operational guidelines, incentivising of regular progress and reporting, and regular capacity building helped the state in making a significant progress. Gujarat is among the most urbanised and industrialised states in the country, and this volume presents case studies on the state of land and property records in urban and industrial areas, and the attempts to modernise them.
