Abstract:
Lay politics lies at the heart of democracy. Every adult citizen has the constitutional right to run for office. Contemporary political practices are diametrically opposed to this constitutional ideal. University graduates have come to dominate all relevant political institutions. This rise of a political meritocracy is part of larger trend. In the information society, educational background is a very significant social marker. Like class, or religion, educational background is an important source of social and political divides. This chapter introduces the central argument and what we mean by diploma democracy and the rise of political meritocracy. A diploma democracy is a democracy which is dominated by the citizens with the highest formal educational qualifications. In less academic terms: a diploma democracy is ruled by the citizens with the highest degrees.

The Introduction situates this study historiographically and synthesizes an array of literature relating to the Age of Revolution and to subjecthood and citizenship more generally. It first identifies the historical inaccuracies that result from the recurrent opposition of subject and citizen and from the tendency to view subjects as inferior precursors to citizens. It then explains how identifying as British subjects lay at the heart of individuals’ relationships to one another, to their sovereign, and to the empire. The introduction clarifies the book’s focus on the three decades after the Seven Years’ War and offers an overview of each chapter’s goals and arguments.

Abstract:
Issues with legitimacy, publicness, and responsibility collectively lead to a vision of citizen preparation that I lay out in chapter eight. This introduces a cycle to support and maintain democracy through creating citizens who learn about and try it out as kids, practice it well years later, and are committed to supporting the public schools that foster it as adults. The alternative is to allow our current course to continue, a course that jeopardizes the strength of our democracy and erodes our capacity to participate in it. We have the opportunity to reorient that course to not only improve democracy and public schools now, but also to chart an improved course toward the growth and flourishing of democracy and public schools in the future.

Borderline Citizens explores the intersection of U.S. colonial power and Puerto Rican migration. It examines a series of confrontations in the early decades of the twentieth century between colonial migrants seeking work and citizenship in the metropole and various groups—employers, colonial officials, courts and labor leaders—policing the borders of the U.S. polity. At a time when U.S. colonial officials sought to reduce citizenship through the definition of Puerto Rico as a U.S. territory, Puerto Ricans tested the limits of colonial law when they migrated to California, Arizona, New York, and other states in the mainland. The incidents and legal cases created when Puerto Ricans migrated to the U.S. mainland serve as essential, if largely overlooked, evidence in understanding the nature of U.S. empire and citizenship.

Abstract:
In the familiar tale of mass migration to France from 1880 onward, we know very little about the hundreds of thousands of women who formed a critical part of those migration waves. This book argues that their relative absence in the historical record hints at a larger and more problematic oversight — the role of sex and gender in shaping the experiences of migrants to France before the Second World War. This compelling history of social citizenship demonstrates how, through the routine application of social policies, state and social actors worked separately toward a shared goal: repopulating France with immigrant families. Filled with voices gleaned from census reports, municipal statistics, naturalization dossiers, court cases, police files, and social worker registers, the book shows how France welcomed foreign-born men and women — mobilizing naturalization, family law, social policy, and welfare assistance to ensure they would procreate, bearing French-assimilated children. Immigrants often embraced these policies because they, too, stood to gain from pensions, family allowances, unemployment benefits, and French nationality. By striking this bargain, they were also guaranteed safety and stability on a tumultuous continent. The book concludes that, in return for generous social provisions and refuge in dark times, immigrants joined the French nation through marriage and reproduction, breadwinning and child-rearing — in short, through families and family-making — which made them more French than even formal citizenship status could.
