Full textThis dissertation focuses on investigating the determinants and the consequences of risk at work and occupational accidents in the labour market. The first contribution (Chapter 1) provides a critical survey within an harmonized framework of analysis to highlight the weaknesses of the theoretical and empirical literature. In investigating the determinants of accidents at work (Chapter 2), we analyze the role of working conditions and safety at work in reducing the probability of accidents at work and the corresponding duration of absence, which is an unexplored issue in the limited empirically literature on risk at work and occupational accidents. Our findings provide cross-country evidence that more safety at work contributes to reduce the probability that an accident occurs and its consequences, in terms of days off from work. Particular attention is used in considering the role of safety at work regulations and of work organization practices. Chapter 3 studies the consequences of occupational injuries. We focus in determining how an accident may affect workers’ costs, namely a decline of employment probabilities and earning losses, either in the short or in the long term. Using the BHPS data, we find that, in the short term, a state of injury, following an occupational accident, leads to a higher probability of losing job; in the long term, injured workers may support significant earning losses that may vanish if they are employed in the public sector or in unionized firms.

Full textSegregation in the labor market has proved to be a surprisingly regular phenomenon. When we look at the main synthetic measures of segregation, we will find that half of the female workforce should change jobs to be distributed among occupations the same way men do, which is the same evidence collected more than twenty-five years ago. Research has focused on socialization and how structures affect agency when people plan their careers. However, previous research on segregation has often neglected the occupational class of employment and its role in shaping segregation. Using a "Bourdieusian" framework, this paper carries an empirical investigation on segregation in five occupational groups: managers, professionals, technicians, blue-collar workers, and elementary and service workers, computing a logit model for studying women's probabilities of access to male-dominated occupation, where men are more than two-thirds of the workforce. Of specific interest is choosing to pursue a STEM education and how this choice moderates the relation between gender and the probability of accessing a male-dominated occupation. Results show relevant differences in each class, and different STEM fields as well, suggesting that segregation may be “broken” more easily in certain occupational classes than in other ones.

Full textThe thesis addresses the issue of protection instruments for the condition of unemployment. In the absence of a general legal concept of unemployment, the goal is to find the common elements to different institutions which define the protection scope afforded to persons without a job. The study provides, at first, a comprehensive historical-critical survey of the tools for income support in the event of lack of work. The analysis of the legislative intervention models highlights goals, characteristics and problems of each legal institution, the more established as well as the most recent ones. The second part of the thesis tries to integrate the recognition of forms of economic protection through the analysis of active policies in the labour market and measures to support employability. The intent is to verify how legislative initiatives try to connect income protection and employment promotion. The research also addresses the question of limits to freedom of movement of EU citizens and restrictions determined by measures that reduce or discourage the exportability of social security benefits in other European countries. The final section seeks to identify the fundamental elements of the complex of institutions analyzed in order to define events to which legal order provides protection. The study identifies two important elements characterizing all the protection instruments: first, the condition of "lack of work"; second, the current state of unemployment, stated as general parameter for protective action. The analysis points out, however, that the mechanisms of so-called conditionality for access to economic benefits and employment services do not allow a successful promotion of quality of work and workers skills. The thesis identifies a possible field of development for the protection of the unemployed in the integration between tools supporting employment and general universal interventions.

Full textThe starting point of this thesis is the remark that recent decades have been characterized by a rising complexity in the economic and political context both at the national and international level. This is due both to the European economic and monetary integration process and to the regional decentralisation process. With the aim of providing a useful tool of analysis for the decision-maker,. a 'global' regional model for the Italian labour market has been constructed on the basis of annual data from ISTAT-SVIMEZ over the 1970-2003 period. This model could be viewed as an extension to a multi-regional framework of the previous one-region model developed by Baussola (2003). The model shows good performance not only in representing regional labour market specificities, but also in reproducing national variable values. It is also robust and effective in a time-series context.

Full textThe thesis, after a reconstruction of the present legal framework on temporary contracts in Italy and major European jurisdictions (Spain, France and England), addresses the most important problem areas of the institute. Particular attention is devoted to issues that have arisen as a result of recent legislative changes referred to Connected work (Law n. 183/2010), until the decisive intervention of the Constitutional Court, by judgment no. 303 of 9 November 2011, which declared the legitimate compensation for damages, additional to the conversion of the contract. All the issues addressed have highlighted the difficulties for the Superior Courts, as well as Community and national courts, to find unique and shared a line in resolving controversies on the subject. The paper concludes with some reflections on the issues of flexibility and precariousness in the labor market, through a quantitative and qualitative assessment of the institution in order to provide an answer to some questions: flexibility is necessarily precarious and can be read as special form of employment? What are the possible antidotes to insecurity? In conclusion, it is shown how flexibility can be a problem for businesses and workers only in the long term. The solution was found in the opportunity to invest in training. It is thus assumed a new "flexible socially and economically sustainable", to be achieved through the use of regions and, therefore, the contributions from the European Regional Development: the worker, thus, can be ensured continuity with the work through targeted training and, on the other hand, the employer shall not be liable for costs for the training of temporary employees.

Full textThe word Regolazione can refer to two different meaning that originate respectively, the first in the research and reflections and the other in the deepening economic policy and experience of civil law and public law and administrative law. In the economic theory of regulation is deepend a research program originated in France in the early seventies where the focus of the researcher is primarily directed to all the rules and procedures, standards, laws that ensure functioning, withinin a capitalist system of production, the ability of the accumulation process to endure over time and causes that may lead to the crisis or failure. The French Theorie of Regolazione explains the reasons why a capitalist economic system while being directed to the duration can not escape the crisis that will interrupt the positive cycle, introducing periods of crisis. As a result, some sectors of the economy (particularly those derived from here or public services that affect protected areas of economic trade) can not be left to the risk of default affecting the markets that operate according to the principle of free competition but need an external source to the market leading corrections to the asymmetry of the system of free market competition. According to the theory of regulation, however, the strategic economic sectors (energy, transport, insurance, healthcare) can be ousted only by centralized management and introduced in the market according to a commercial logic. However, given the importance and sensitivity of the services that they provide, it will be necessary that the state, indirectly, through the establishment of third parties and Technical Agency (Independent) maintains an active role. Also the doctrine of the social sciences and philosophy in particular has deepened the concept of adjustment. These authors have mainly investigated the relationship between the space, the production and the effectiveness of the rules. This setting provides the opportunity for the discussion of this thesis within the international context, characterized, as is known, by a constant process of economic and cultural convergence between the various countries of the world, better known as globalization. The analysis will move so the function of the adjustment in the global market and the main actors of this regulatory activity: international organizations and multinational enterprises. The survey will examine the current situation of the Italian labor market, in particular will be esxamined which were the effects of globalization on it and if the current economic crisis has affected it and in which way.

Full textThe crisis of the welfare state has encouraged the emergence of subsidiary forms of welfare, categorised as a whole under the name of "second welfare", collateral to the traditional form and providing ancillary services and social welfare services to be guaranteed to specific groups of beneficiaries. The literature on the topic, which is retraced within this paper, has mapped this in a complex and articulated way, with the aim of identifying the sub-categories that make up the second welfare, breaking it down into the forms of occupational, contractual and corporate welfare. Corporate welfare, in particular, was the subject of the legislator's attention in the context of the 2016 Budgetary Law, which expanded the range of tax-exempt services with social relevance to be paid to workers and, at the same time, established taxation subsidised through variable remuneration. Furthermore, performance bonuses can in turn be converted into goods and services in kind, giving rise to a further form of welfare defined as "productivity welfare". The tax exemption legislative initiative has revived the interest of companies towards total reward policy, which combines traditional remuneration with forms of ancillary remuneration in terms of people care, income support (mortgages), forms of work-life balance, entertainment and leisure services. The increase in demand for goods and services has been intercepted by specialized operators, known as providers, who act as intermediaries of corporate welfare services for companies. Welfare solution providers represent a seemingly peripheral node, but their role is central to employees by acting as gatekeepers for effective access to the benefits they become holders. The providers offer a technological service that uses an IT platform, but their strength lies in the ability to provide a consulting activity with which to support companies in the design, implementation and monitoring of interventions and welfare plans. The paper aims to provide a scientific reflection on this entrepreneurial segment, analysing the different types of operators and players who populate it and the size of the market generated by commercial opportunities deriving from the provision of tax incentives, from which a thriving employment induced has emerged, giving rise to new professional figures to be employed in the sector. Furthermore, from a legal and fiscal point of view, this essay analyses the services of which the welfare plans are composed in order to outline the tax advantages for companies and workers, who frequently access the services identified through the instrument of the voucher. Together with other fundamental players, providers are redesigning HR management and remuneration policies with a view to strengthening welfare services as a structural element of the company organisation to implement the company's organisational well-being and social role. It is necessary to identify opportunities and critical issues linked to this innovation, striving to govern the phenomenon towards the enhancement of the social merit of ancillary remuneration, preventing the danger of consumerist drifts and making the most of the potential of all the players involved, including trade unions.

Full textThe research work that presents itself is divided into three chapters, in which it is examined the issue of job instability. In the first chapter, the candidate shows the causes that led to the dizzying increase in use of flexible contracts and, in this regard, analyzes the European directives, principles and guidelines that, in the path of development of the European strategy for employment, have placed the 'flexicurity' as a typical model of European labor market; from the same perspective, paying attention to the theme of social problems of the global markets, it analyzes to the economic investigation of labor law and, in particular, the consequences for job security related to the economic transformations. The second chapter is devoted to the role played by trade unions in Italy on the issue of flexibility. In this sense, the author shows how the "institutional" function which are also called to comply workers' organizations has also characterized the political choices of trade unions' in the field of temporary work; so are examined the concepts of flexibility "negotiated", as already shown in the literature, and are theorized the differences between mandate "open" and "closed", such as different forms of delegation of legislative power to the trade unions in the theme of flexibility. In the third and final chapter the author tries to highlight the benefits and features that relate to the use of fixed-term contracts, as the main form of flexible contract in use in our labor market. Introduced such benefits, he made a critical judgment about the degree of liberalization of this type of labor contract considered that in the last reforms is always more the arbitrariness in the choice of the employer of the duration and conditions of carrying out the work performance.
