Abstract:
In 2006, Daros Latinamerica – one of the most comprehensive collections dedicated to Latin American contemporary art in the world – acquired a building, designed by the architect Francisco Joaquim Bethencourt da Silva (1831-1912) and listed as official historical heritage of the city of Rio de Janeiro. After seven years of refurbishment, Casa Daros and its library opened its doors on 23 March 2013. The library has maintained and improved its collection about contemporary Latin American art – considered unique in the region – ever since, with a view to motivating and increasing the amount of research on the subject in Brazil. At the same time, the library team plays an important role in the preparation of the programming planned in the cultural centre – considered a platform for art, education, and communication – and also during the events at Casa Daros, providing support for the researchers’ needs.

Abstract:
The long history of Latin America domination and exploration by theEuropean powers was accompanied by a struggle and resistance strongprocess, which contributed to the development of an original LatinAmerican thought. Taking Zea (1970), Dussel (1982) and Zimmermann(1987) as main theoretical, especially the philosophy of liberation and thenotion of “nonbeing”, this text discusses the context that made the birth of aLatin American philosophy posible, whose set of ideas sought to understandand to question the Latin America reality, especially in its cultural, economic, political and social dimensions. Thus, questioning the idea oftotality and affirming the Latin American reality specifics, the text identifiesthe valuation of this another thought, of this “native” philosophy, whichhelps us to think about and act from ourselves.

Abstract:
The classical Greeks believed that Eros was about erotic love. When we forsake the object of our love, it becomes relegated to the dustbin of memories, which makes it difficult to recover or retrieve. This article discusses how romantic love has been celebrated in works of magical realism in Asia that have evolved to include a range of emotions, political resistance (and questioning state authority and authoritarian personalities), fantasy, delusion, illusion, and fiction. One of the most pronouncedly celebrated works on magical realism was Gabriel GarcaMárquez’sLove in the Time of Cholera(1985) (1), which was about patience, perseverance, and emotional endurance. It is a frequent reminder of the need to preserve the memory of the object of one’s love, as it appears to be the only way to ensure that the dead never die. Three years later, Salman Rushdie’s The Satanic Verses(1988) (2) analyzed censorship and religious violence in India (and Pakistan), but incurred the wrath of religious fundamentalists in Iran. Gabriel Garca Márquez’s work was translated from Spanish to English and another 56languages; it became so influential that many scholars used to believe that magical realism originated from LatinAmerica and from the work of Gabriel Garca Márquez. Others believed that it was from several other Latin Americanscholars, including George Borges. Before Márquez and Borges, western European scholars said that magicalrealism originated in Germany between 1919 and 1933, i.e., the Neue Sachlichkeit (or Post-Expressionist) inter-war years, in the work of art critic and historian Franz Roh. Neue Sachlichkeit represented a new but unsettling depiction of a society devastated by war. But this claim is not entirely accurate, as there are other, much earlier claims. Nevertheless, for purposes of this article, magical realism began in Latin America and Mexico, most notably with the work of Gabriel Garca Márquez, who would eventually win the Nobel Prize for Literature in 1982. This articleis particularly partial to the influences of Márquez’s Love in the Time of Cholera(1985) (1), which pedestalizes the memory of being devoted to the object of first love and the fragility of life. In one sense, the confusion, massacres, and plagues of Márquez’s narrative reveal the decadent human desire to plot, plan, and massacre fellow human beings, as we are naturally driven by a God-given desire to destroy the things that we create. Exactly as Goddoes to man, the article asks us to think about the literature of Asian magical realism in general and of Southeast Asian magical realism in particular. What patterns can be gleaned from a brief survey of how magical realism works in Southeast Asia, and what can those patterns tell us about our strengths and desires within streams of consciousness?

Abstract:
This chapter describes an autochthonous system of Knowledge, Science, and Technology (KST): its actors, policies, strategies, and instruments. It is proposed to create it via a continuous reflection-action process. Such a system is aimed at promoting an autonomous nation, and will strongly rest on culturally free KST, beyond its actual conception (as universally valid, and neutral) in the Western Society. We argue that since the culture, problems and needs of the western nations are different from those of the non-western nations, such as Latinamerica, Africa or the Muslim World, the use of western KST in non-western societies without an appropriate reflection about national and local pertinence, generates dependence on KST that has very limited local societal benefits, and prevents developing an autonomous and pertinent KST system – non-western societies can only superficially capture the creations of the western society. To overcome this, we suggest that non-western nations must generate an autochthonous KST system.

Abstract:
Brain drain is the phenomenon in which experts on a field abandon their origin country to practice their profession in a different country. It forms part of the migration patterns around the world. However brain drain can have damaging effects on the source of origin when it happens at large scale. This has been problem in several countries of latinamerica, particularly at the postgraduate level. The correct characterization of this phenomena is vital to outline polices that keep or attract the talent needed in these countries. In this research, we propose a methodology to identify evidence of drain brain through results of web search engines which commonly contains links to career information pages given a seed name, however it could be very time consuming explore and analyze all resulting pages. For this reason, in this research we propose to exploit a Reinforcement Learning setting to learn to navigate and extract significant information from the snippet results. In this work we outline the main architecture based on the Dopamine RL framework.

Abstract:
Santa Fe and Parana cities and their agglomerates, recognizes a particular process of territorial organization in which the expansions identify a conflict between rural and urban uses. The transformation of rural to urban land and the consequent emergence of interfaces between these two dynamics, where they are being diluted particular caracteristiques of each of these instances to create a space of uncertainty that constantly mutates its form and identity and with little capacity organize the whole in our particular type of Latinamerican city. The reading is done in historical, environmental and administrative terms to reflect on the installed transformation, as well as gradually guide the possible instruments chords think this juncture by which it is crossed this territory. Results try to provide definitional elements to a new category (analytical and operational) applicable to the Latinamerican city.

Pailhé, Cristina. Sex-disaggregated Supply-side Data Relevant to Financial Inclusion. Inter-American Development Bank, August 2016. http://dx.doi.org/10.18235/0007974.

Full text
Abstract:
At the global level, efforts to measure and monitor financial inclusion indicators have been increasing. However, there is still a substantial lack of sexdisaggregated data, particularly from the supply side; that is, data compiled from information provided by financial institutions. Among the countries of LatinAmerica and the Caribbean (LAC), there is a systematic lack of sexdisaggregated data at both the public and private sector levels. This impacts negatively on efforts to improve financial inclusion, as it hampers the design of strategies with actions and objectives that are more appropriate for men and women and makes it impossible to evaluate public intervention or measure progress. This paper seeks to help close the supply-side data gap and proposes a set of sex-disaggregated supply-side data indicators, based on both international data-gathering initiatives and those undertaken at the national level in LAC. It suggests that financial regulators in LAC should collect supply-side data gradually to build a database that is harmonized and comparable among the region’s countries. Such data would facilitate the study, monitoring, and comparison of progress on financial inclusion for men and women. It would also facilitate the design of appropriate policies and reforms.
