Abstract:
This article examines the evolution of the European Union (EU)–Latin America environmental relationship and the EU contributions to environmental governance in Latin America over the past two decades. It argues that environmental governance in Latin America is the result of the combination of three elements: (a) progress, albeit problematic, of international environmental frameworks;(b) domestic transformations in Latin American states demanding better environmental standards; and (c) international cooperation. From this perspective, EU contributions to Latin American environmental governance have increased since the early 2000s, but varied in specific cases. In spite of some bilateral differences (EU–Ecuador or EU–Venezuela), EU environmental programs to Latin America have modestly increased in areas such as climate change, renewable energy, and water since the 2000s and hence EU environmental policies in Latin America are significant to the extent that the environmental variable has relatively gained more relevance in the bi-regional relationship. Spanish Este artículo analiza la evolución de la relación medioambiental de la Unión Europea (UE) y América Latina y las contribuciones de la UE a la gobernanza ambiental en América Latina en las últimas dos décadas. Argumenta que la gobernanza ambiental en América Latina es el resultado de la combinación de tres elementos: (a) el progreso, aunque problemático, de los marcos internacionales sobre medio ambiente; (b) transformaciones internas en los estados latinoamericanos para exigir mejores normas ambientales; y (c) la cooperación internacional. Desde esta perspectiva, las contribuciones de la UE a la gobernanza ambiental de América Latina han aumentado desde la década de 2000, pero variado en casos específicos. A pesar de algunas diferencias bilaterales (UE–Ecuador o UE–Venezuela), programas medioambientales de la UE hacia América Latina han aumentado modestamente en ámbitos como el cambio climático, la energía renovable y el agua desde la década de 2000 y por lo tanto las políticas medioambientales de la UE en América Latina son significativas en la medida en que la variable ambiental relativamente ha adquirido más relevancia en la relación bi-regional. French Cet article analyse l'évolution des incidences de l'Union européenne (UE) en matière d'environnement et des contributions de l'Amérique Latine et de l'UE à la gouvernance environnementale en Amérique Latine au cours des deux dernières décennies. La gouvernance environnementale en Amérique Latine est le résultat d'une combinaison de trois éléments: a) les progrès, bien que problématiques, des schémas internationaux en matière d'environnement, b) les transformations internes dans les États d'Amérique Latine revendiquant de meilleures normes environnementales, et c) la coopération internationale. Dans cette perspective, les contributions de l'UE à la gouvernance environnementale en Amérique Latine ont augmenté depuis les années 2000, mais ont varié dans des cas spécifiques. Malgré quelques différences bilatérales (entre l'UE-Equateur ou l'UEVenezuela), les programmes environnementaux de l'UE en Amérique latine ont augmenté modestement dans des domaines tels que le changement climatique, les énergies renouvelables et l'eau depuis les années 2000 et donc les politiques environnementales de l'UE en Amérique latine sont importantes dans la mesure où la variable environnementale a relativement gagné davantage de pertinence dans la relation bi-régionale.

Background Latin America has historically led a vital and open access movement and leads the worldwide region with the adoption of wider open access practices. Argentina has expressed its commitment to join Plan S, an initiative from a European consortium of research funders with a mandate to promote the open access publishing of scientific outputs. Analysis This opinion article suggests that the potential adhesion of Argentina or other Latin American nations to Plan S ignores the reality and tradition of Latin American open access publishing. Conclusion and implications Plan S must demonstrate that it will encourage at a regional and global level the advancement of non-commercial open access initiatives. Latin America should invest and promote open nonprofit scholarly-led infrastructures, allowing the academy to regain control of scholarly communications. Keywords Plan S; Latin America; Open access publishingContexte Historiquement, l’Amérique latine a été un chef de file dans le mouvement pour fournir un accès aux communications savantes qui soit vital et ouvert. Aujourd’hui, ce continent demeure un leader mondial en adoptant des pratiques de libre accès qui sont plus englobantes. L’Argentine, notamment, a manifesté son engagement pour se joindre au Plan S, lequel est l’oeuvre d’un collectif de bailleurs de fonds européens dont le mandat est de promouvoir l’édition de recherches scientifiques à libre accès. Analyse Cet article d’opinion suggère que l’adhésion potentielle au Plan S par l’Argentine ou d’autres pays latino-américains ignore la réalité et l’histoire de l’édition à libre accès latino-américaine. Conclusion et implications Le Plan S doit démontrer qu’il encouragera des initiatives non-commerciales envers le libre accès à un niveau régional et mondial. The New York Art Resources Consortium (NYARC), consisting of The Frick Art Reference Library and the libraries of the Brooklyn Museum and the Museum of Modern Art (MoMA), houses significant collections of material on Latin American art that document the cultural history of Mexico, Central America, the Caribbean and South America, as well as the foundation of New York City as an epicenter of US Latino and Latin American cultural production since the 19th century. Ranging from historic archeological photographs to contemporary artists’ books, the holdings of the NYARC libraries are varied in their scope and record the contributions of Latin American and Latino artists to the international art scene. With the creation of Arcade, the shared online catalog of the Frick, MoMA and Brooklyn Museum, the ‘collective collection’ of material about and from Latin America has been strengthened in ways both expected and unanticipated. Techniques for integrating Latin American bibliographic information into discovery platforms, strategies for increasing the visibility of these collections, and ideas for providing improved access to the Latin American subset of the NYARC collections are being explored, and many further opportunities exist to engage in co-operative collection development in this area, across the NYARC consortium and with other peer institutions.

AbstractThis essay, part history of ideas and part history of international relations, examines Brazil's relationship with Latin America in historical perspective. For more than a century after independence, neither Spanish American intellectuals nor Spanish American governments considered Brazil part of ‘América Latina’. For their part, Brazilian intellectuals and Brazilian governments only had eyes for Europe and increasingly, after 1889, the United States, except for a strong interest in the Río de la Plata. When, especially during the Cold War, the United States, and by extension the rest of the world, began to regard and treat Brazil as part of ‘Latin America’, Brazilian governments and Brazilian intellectuals, apart from some on the Left, still did not think of Brazil as an integral part of the region. Since the end of the Cold War, however, Brazil has for the first time pursued a policy of engagement with its neighbours – in South America.

Latin America is a heterogeneous region comprised of 20 countries, former colonies of European countries, in which Latin-derived languages are spoken. According to the Latin American Society of Nephrology and Hypertension/ Sociedad Latino Americana de Nefrologia e Hipertensión (SLANH), the acceptance rate for renal replacement therapy is 103 new patients per million population. In Latin America, hemodialysis is the predominant form of replacement therapy for end-stage renal disease; however, some countries employ peritoneal dialysis (PD) in 30% or more patients. In particular, Mexico is the country with the largest PD utilization in the world, and furthermore, it is estimated that approximately 25% of the world's PD population may be found Latin America. Data concerning clinical practice and long-term outcome of PD in Latin America are scarce, although regional registries are increasing in number and quality. In this review article, we present an overview of the situation of PD in several countries of Latin America, based on the registry of the SLAHN, national registries, and personal communication with PD experts from different countries.

Desde la Doctrina Monroe (1823) hasta el final de la Segunda Guerra Mundial, los Estados Unidos tomó gradualmente el lugar de las potencias colonialistas europeas en América Latina y empleó una amplia gama de los compromisos políticos en los países de región que le brindaron una potencia dominante en el hemisferio occidental. Durante la Guerra Fría, las políticas intervencionistas de los EE.UU. en los asuntos domésticos de los países latinoamericanos establecieron la “hegemonía estadounidense en América Latina”. Una investigación histórica sobre las relaciones de los países americanos muestra que según la perspectiva neo-Gramsciana, la hegemonía liberal de los EE.UU. en América Latina es preservada y promovida por tres pilares: cultura liberal; organizaciones interamericanas; y capacidades militares y económicas. Estos tres pilares también se han extendido a otras partes del mundo. From the Monroe Doctrine (1823) to the end of World War II, the United States gradually took the place of the European colonial powers in Latin America and employed a wide range of political engagements in the countries of the region that gave it a dominant power in the Western Hemisphere. During the Cold War, US interventionist policies in the domestic affairs of the Latin American countries established the “American hegemony in Latin America”. A historical research on the U.S-Latin America relations shows that according to the neo-Gramscian perspective, US liberal hegemony in Latin America is preserved and promoted by three pillars: liberal culture; inter-American organizations; and US military and economic capabilities. These three pillars have also spread to other parts of the world.

Abstract:
The analysis of Theotônio dos Santos, a central reference of the Marxist theory of dependency, of the counterrevolutionary political processes in Latin America in the 1960s and 1970s, reflecting what he observes as an advance of fascistization, proposes the concept of a dependent fascism to characterize some of the military governments that materialized in the region. His writings on the subject are part of a wide range of debates that took place in Latin America during the 1970s, which focused on the context of political radicalization between revolution and counterrevolution, a tug-of-war that led to a consolidation of military coups. These writings express his position on both the political crisis that took place in Latin American countries at that time and the transformations of the political regime and the state itself. Efforts to renew these debates are anchored in the expectation that they may shed light on recent Latin American history. A análise de Theotônio dos Santos, referência central da teoria Marxista da dependência, sobre os processos políticos contrarrevolucionários na América Latina nas décadas de 1960 e 1970, ao observar um avanço da fascistização, propõe o conceito de fascismo dependente para caracterizar alguns dos governos militares que se concretizaram na região. Seus escritos sobre o tema se inscrevem em um amplo campo de debates que tiveram lugar na América Latina durante a década de 1970, os quais se debruçavam sobre o contexto de radicalização política entre revolução e contrarrevolução, no qual a consolidação de golpes militares estava imersa, e expressam o posicionamento do autor em relação tanto à crise política que teve lugar nos países latino-americanos naquele então, quanto às transformações do próprio regime político e do Estado. Estos datos serán comparados con otras preguntas idénticas que se hicieron en 1993 a 36,515 escolares latinoamericanos y caribeños (de ellos, 2,478 puertorriqueños) y a 5,168 españoles. Los temas que se tratan son nacionalismo, prejuicios, racismo, imágenes negativas y positivas sobre la colonización española en América, la confianza en las instituciones, opciones políticas y el cambio de valores en América Latina y Puerto Rico desde 1993 a 2019, en referencia al machismo, la moral sexual, religiosidad y el grado de felicidad. Abstract: The Encuentro processes, initiated in 1971, offer a lens to understand the growth of Hispanic/Latino presence and ministry in the United States. The Encuentros constitute the officially sanctioned vision for being church and proceeding in the pastoral care of U.S. Hispanic/Latinos. Their methodology derives from the creative reception of the spirit of Vatican II in Latin America. Many of the main features of the ecclesiology and pastoral care developed in Latin America have been adapted and replicated in U.S. Hispanic/Latino contexts. This article explores features of this symbiotic and synergistic relationship with the Latin American Church as correlated to the historical development of U.S. Hispanic/Latino Catholicism and Pope Francis’s monumental reform efforts, especially the implementation of the synodal pathway.

El presente artículo analiza la relación contemporánea entre las características societales de América Latina y la producción de teoría social que se genera en el continente. A partir de una breve descripción de una de las respuestas teóricas más desarrolladas y difundidas en el continente durante las últimas décadas, el poscolonialismo, se entiende el problema de la producción de conocimiento como una interrelación entre sociedad y teoría social. El análisis del caso latinoamericano muestra, por un lado, un vacío teórico en el continente, y, por otro, la existencia de un régimen de conocimiento precario, débil y poco desarrollado. Esto nos lleva a repensar el problema de la teoría social latinoamericana desde una nueva perspectiva, que reconozca la existencia de la ciencia universal, abandonando la idea misma de teoría social latinoamericana y reemplazándola por la idea de teoría social realizada por latinoamericanos. It is widely recognised that dependency analysis developed out of two traditions of economic thought, Marxism and Latin American structuralism, associated with the UN Economic Commission for Latin America (ECLA). Although structuralism is acknowledged as a progenitor, Marxism is usually viewed, implicitly or explicitly, as the primary tradition from which dependency arose. This is perhaps because dependency per se is so widely perceived as having begun with two books for which Marxist antecedents were claimed. It considers how the Pan-American Highway was made by projects to extend U.S. influence in Latin America but also by Latin American nationalist and regionalist projects that put forward alternative ideas about social and cultural difference—and cooperation—across the Americas. The transnational negotiations that shaped the Pan-American Highway show how roads, as they bring people and places into contact with each other, mobilize diverse actors and projects that can transform the geography and meaning of these technologies.

Para o desenvolvimento deste trabalho, tomarei como ponto de partida algumas considerações teóricas sobre a biblioteca e sua interface biográfica. Em seguida, refletirei sobre a Biblioteca de Darcy Ribeiro no que se refere ao exílio e ao pós-exílio. Evidentemente que Darcy Ribeiro não se descuidou do registro de sua memória no exílio pela América Latina, como se pode verificar em seus livros autobiográficos. Mesmo assim, meu olhar sobre sua biblioteca pretende evidenciar outros aspectos ainda não estudados pela crítica. The Palestinian diaspora and Arab communities in Latin America, especially in Brazil, have contributed significantly to the Palestinian cause in Latin America. The convergence between these communities and union and left parties encouraged the left to include the Palestinian cause on its agenda. Brazil may be considered a model in this respect because of the influence of its Partido dos Trabalhadores (Workers’ Party—PT), which led the Latin American left after the founding of the São Paulo Forum in 1992. The Palestinian community has an even greater role to play today, the more so since the PT’s exclusion from power favors Israel at the expense of the Palestinian cause. A diáspora palestina e as comunidades árabes na América Latina, especialmente no Brasil, teem contribuído significativamente para a causa palestina na América Latina. A convergência entre essas comunidades, sindicatos e partidos de esquerda levou a esquerda a incluir a causa palestina em sua agenda. O Brasil pode ser considerado um modelo nesse aspecto devido à influência do Partido dos Trabalhadores (PT), que liderou a esquerda latino-americana após a fundação do Fórum de São Paulo em 1992. A comunidade palestina tem uma relevância ainda maior já que a perda de poder do PT favorece Israel em detrimento da causa palestina.

It is often argued that the first and most visible impact of the terrorist attacks of 9/11 has been the reordering of Washington’s priorities in its relations with Latin America. The United States (U.S.) has focused its attention outside the hemisphere and placed Latin America at the “bottom of U.S. terrorist agenda” (Youngers 2003). Various scholars argue that the U.S has returned to its Cold-War stance, in which it only notices those developments in Latin America that directly challenge U.S. interests (Hakim 2006). Accordingly, after 9/11 U.S. security demands have overshadowed other issues that Latin American countries consider priorities (Youngers 2003, 2). Susan Kauffman (2002), for instance, posits that: “once again the United States is looking at Latin America through a security lens, while Latin America wants the emphasis to remain on economic development.” The effects of U.S. foreign policy towards Latin America after 9/11 have not repeated the pattern of the Cold War. Although Latin America no longer is the overriding priority of American foreign policy, the U.S. has not neglected the region, nor, as many analysts have argued (Shifter 2004; Youngers 2003; Hakim 2006; Roett 2006), has it become disengaged from the hemisphere. The terrorist attacks did not introduce a different agenda for U.S.-Latin American relations from that of the post-Cold-War period. Free trade, illegal migration and the fight against drugs have continued to be the main issues of U.S.-Latin American relations. Even the trend towards militarization of U.S. foreign policy began in Latin America long before the terrorist attacks. U.S.-Latin America relations have been affected significantly not by the consequences of 9/11, but rather by the negative effects of the U.S-promoted economic model in the region. The failures of the so-called Washington Consensus are not linked to the terrorist attacks.

Latin American integration is a core issue in Rodolfo Stavenhagen’s “Seven Erroneous Theses about Latin America.” A critical reading of the sixth thesis suggests an alternative interpretation. Changes in the past 50 years with regard to Latin American ethnic integration, for example in Mexico and Colombia, have called into question the model of integration through assimilation. The current challenges to integration in Latin America point to an alternative approach that attributes positive value to hybrid status as a path toward overcoming internal colonialism. La integración latinoamericana es un tema fundamental en las “Siete tesis equivocadas sobre América Latina” de Rodolfo Stavenhagen. Una lectura crítica de la sexta tesis sugiere una interpretación alternativa. En los últimos 50 años, los cambios relacionados con la integración étnica de América Latina (por ejemplo, en los casos de México y Colombia) han cuestionado el modelo de integración por asimilación. Los retos actuales a la integración regional apuntan hacia un enfoque alternativo que, buscando abrir caminos para superar el colonialismo interno, otorga un valor positivo al estatus híbrido.

It could be argued that Latin America is currently at a crossroads every bit as fundamental as that of the 1930s. While according to some the region has escaped the worst impacts of the Great Recession, for others the model of extractive capitalism is simply not sustainable. Clearly there is a new left hegemony emerging, but for many analysts the left’s efforts have been insufficient and have simply continued the neoliberal economic model. A rethinking of Latin America from the perspective of three somewhat disparate thinkers who were shaped by the crisis of 1929—José Carlos Mariátegui, Antonio Gramsci, and Karl Polanyi—can help us reimagine a progressive way forward. Se podría argumentar que América Latina se encuentra en una encrucijada tan importante como la de los años treinta. Mientras para algunos la región se ha librado de los peores efectos de la Gran Recesión, para otros el modelo de capitalismo extractivo no es sostenible en absoluto. Es evidente que está emergiendo una nueva hegemonía de la izquierda, pero para muchos analistas los esfuerzos de la izquierda han sido insuficientes y simplemente han mantenido el modelo económico neoliberal. Un replanteamiento de América Latina desde la perspectiva de José Carlos Mariátegui, Antonio Gramsci y Karl Polanyi—tres pensadores un tanto dispares que fueron formados por la crisis de 1929—podría ayudarnos a reinventar una vía progresista hacia el futuro.

In his introduction to a special issue of The Americas in 2006, Ben Vinson III noted how easily the history of Latin America had been dissociated from that of the African Diaspora. “When looking at the broad trajectory of historical writings on Latin America outside of the Caribbean and Brazil, it has long been possible to do Latin American history without referencing blackness or the African Diaspora.” A decade later, it is safe to say that the tables have turned. What were before scattered efforts to recognize black individuals' contributions to the history, culture, economy, and political developments of the region as a whole have evolved into a growing field meriting its own name: Afro-Latin American Studies. Born of the cross-pollination of scholarly debates that were previously disparate, the field of Afro-Latin American Studies has grown and developed in response to the rise of Black Studies and in connection to new realities in countries where Afro-descendants have pushed for social and economic equality.

This article traces the history of the Latin American holdings of the Museum of Modern Art Library, one of the first institutions outside Latin America to start documenting the art of this geopolitical region, and one of the best research centers on modern Latin American art in the world. This success story dates back to the thirties, when the Museum Library began building a Latin American and Caribbean collection that currently comprises over 15,000 volumes of catalogues and art books. The launch of various research tools and facilities for scholars and the general public in recent years also shows the Museum’s strong commitment not only towards Latin American art history but also to the present and the future of the Latino art community.

Introduction/Objective: As in the rest of the world, in Latin America there is a high prevalence of interpersonal violence (IV) in childhood and adolescence, which is associated with psychological consequences in the short, medium and long term. At the international level, progress has been made in the recognition of evidence-based psychotherapies, but the situation in Latin America is unknown. The objective of this systematic literature review is to identify which psychotherapy models or modalities have been shown to be effective in Latin America. Methods: A systematic search of five databases was carried out with search terms relating to psychosocial interventions of people exposed to IV during childhood, based in Latin America. Studies regarding Latino populations based in United States were excluded. Results: 14 papers describing 13 studies and one follow-up were identified. Individual and group interventions (mainly cognitive-behavioural and with psychodynamic influence) were included. Although all showed clinically or statistically significant changes in symptoms of post-traumatic stress, anxiety and depression, most were pilot studies with important methodological limitations and a high risk of bias. Conclusions: It is necessary to develop clinical practice in Latin America with more robust research (i.e., controlled and randomised clinical trials) that produce more reliable evidence regarding the effectiveness of psychosocial interventions for IV involving children and adolescents in the Latin American context.

The outcome of hematopoietic stem cell transplantation (HSCT) is shaped by both clinical and genetic factors that determine its success. Genetic factors including human leukocyte antigen (HLA) and non-HLA genetic variants are believed to influence the risk of potentially fatal complications after the transplant. Moreover, ethnicity has been proposed as a factor modifying the risk of graft-versus-host disease. The populations of Latin America are a complex array of different admixture processes with varying degrees of ancestral population proportions that came in different migration waves. This complexity makes the study of genetic risks in this region complicated unless the extent of this variation is thoroughly characterized. In this study we compared the HLA-A and HLA-B allele group profiles for 31 Latin American populations and 61 ancestral populations from Iberia, Italy, Sub-Saharan Africa, and America. Results from population genetics comparisons show a wide variation in the HLA profiles from the Latin American populations that correlate with different admixture proportions. Populations in Latin America seem to be organized in at least three groups with (1) strong Amerindian admixture, (2) strong Caucasian component, and (3) a Caucasian-African gradient. These results imply that genetic risk assessment for HSCT in Latin America has to be adapted for different population subgroups rather than as a pan-Hispanic/Latino analysis.

This article contends that the prospects of regionalism in Latin America are highly uncertain. In the light of the inequality that has historically characterized the region, the commodity-oriented dependence, and the political instability, the region will not be able to face the future without cooperation. This article argues that Latin America must aim at pragmatic and non-ideological cooperation to focus on regional development. To reach that goal, the article discusses how both the traditional development formulas of neoliberalism and neodevelopmentalism have been unable to deliver consistent responses to the current regional problems in the face of COVID-19 and the changing global order.
