Abstract:
Nursing response to medical emergencies has been an ongoing issue in immigration detention centers. Lack of teamwork and poor communication with medical and security staff have resulted in detainees sustaining injuries during medical emergencies. This project was developed to persuade Immigration and Customs Enforcement Health Service Corps (IHSC) leaders to consider piloting the TeamSTEPPS emergency response curriculum for nurses working in the immigration detention center. Tuckman and Jensen's model of group development will provide guidance to IHSC leaders in understanding the transformational stages of forming a successful team. TeamSTEPPS will address gaps in emergency health care competency by improving collaboration, communication, and detainee outcomes. Evaluation questionnaires will be offered after each training module and several months after the conclusion of the program. Questionnaires will be distributed, analyzed, and interpreted by IHSC leadership or their designee. Implementation of the Team STEPPS curriculum may result in increased staff morale, decreased staff turnover, and improved detainee outcomes.

Abstract:
Over the last 30 years, the juvenile justice system and juvenile correctional ideology shifted to become more punitive in nature. However, studies examining this shift are lacking in the literature. The present study will attempt to assess what correctional ideology, rehabilitative or punitive, is dominant within juvenile corrections by conducting a national survey to juvenile facility directors. This study will be based on prior literature, most of which has focused upon line staff in an adult correctional setting. From this prior literature, more specifically from the work of Cullen et al. (1989), scales will be created to determine the correctional orientation of the key administrators in juvenile facilities. This will allow us to assess whether the correctional ideology driving the juvenile system has in fact become punitive. The findings from this study have the opportunity to alter the current status quo in juvenile corrections.

Abstract:
Continuing development of the Virginia Tech campus is increasing downstream flooding and water quality problems. To address these problems, the University has proposed the construction of a stormwater management facility to control the quantity and quality of stormwater releases to Strouble Creek, a tributary of the New River. The overall goal of this project is to design a stormwater management facility proposed for the Virginia-Maryland College of Veterinary Medicine at Virginia Tech in Blacksburg, Virginia that will reduce present and anticipated downstream flooding and water quality problems. Specific objectives of the project are: * control of flooding in lower areas by reducing the peak discharge while disturbing existing wetlands as little as possible, * address removal of major NPS pollutants such as total phosphorus (TP), total nitrogen (TN), metals, organic compounds related to petroleum and gasoline, and suspended sediment (SS) from stormwater runoff, and * design of a dam system that is able to withstand all driving forces and constructed in accordance with governing regulations. The design requirement to limit wetland disturbance below one acre was maintained. The requirement set by officials of Virginia Tech is based on the Nationwide Permit 26 of the Wetland Regulations. An individual permit process is thus avoided. Considering this demand, however, the freedom of the stormwater management facility design was significantly restricted. Resulting from the previous restrictions mentioned, the facility will include two ponds in series - a lower, dry pond and an upper, wet pond. The stormwater management system is designed to reduce the peak discharge. The dry pond is designed to detain water only for a short period of time, as opposed to the wet pond which is designed to retain water, thereby maintaining a permanent pool of water, and to change the characteristics of runoff. The wet pond was chosen to be of an Extended Detention wetland type. Aspects such as the availability of suitable area and detention volume governed the decision to make use of this type of stormwater wetland. The constraint on a maximum possible water surface elevation due to the Veterinary School1s road embankment, which crest elevation is at 2023 ft, was considered in the design. The stormwater management facility was designed to meet water quantity control requirements and to address water quality benefits. Storm water management regulations intending to mitigate the adverse effects of land development to streams and waterways were met. Requirements to limit peak discharges from 2-year and 10-year events to existing discharge levels were achieved. Several outlet structures for each of the ponds were investigated. The structures proposed are a perforated riser/broad-crested weir for the wet pond and a proportional weir for the dry pond. They were chosen as a result of analyses on hydraulic performance, maximum water surface elevations, drawdown times, peak discharge rates, and pollutant removal capabilities. The average pollutant removal capability of 75% of TSS, 45% TP, and 25% TN for an extended stormwater wetland, as found in the literature, is expected to be lower for the proposed facility, since the wetland-to-watershed-area ratio is considerably smaller (0.22%) than the required minimum ratio of 1%. However, other suggested desirable parameter for extended detention wetland systems such as required treatment volume, effective flow path length, and dry weather water balance will be maintained. The structural design of the dams was based on experience and research data. The dams are designed to consist of two zones, shell and core. The core extends as a cutoff trench 4 feet below the ground surface. Additionally, toe drain trenches and anti-seep collars along the pipe where penetrating the dam will be placed to collect and reduce seepage, respectively. Special considerations toward seepage problems were taken into account for both dams by placing a cutoff trench and a toe drain trench. Note: The appendix of this project report contains four AutoCAD files, that can only be viewed using AutoCAD.

Abstract:
This study utilizes a national survey to measure the job satisfaction of juvenile facility directors. The prior literature has focused on the experiences of line personnel within the adult correctional system, and this research serves to provide new information regarding this specific population. The current study will address the predictors and correlates of a director's job satisfaction. It is hypothesized that specific characteristics within the organization will predict job satisfaction. Issues regarding staff within an institution and their effect on a director's job satisfaction are the focus. Results indicate that staff issues significantly contribute to the job satisfaction of a director. Specifically, this research can be used to understand facility director retention, staff and juvenile related issues, and the effect of job satisfaction on criminal justice policy issues.

Abstract:
This national study, focusing on job satisfaction within juvenile facility directors, was conducted by the means of a survey. The study is longitudinal in nature; the survey was conducted in 1995 and 2000. Other past studies have focused on line level employees, guards, and the juveniles, but few have concentrated on juvenile facility directors. Literature on directors is currently lacking, this continuous study will give a better ongoing perspective of their attitudes and beliefs. Findings from this particular study will help to address current concerns inside of the system, starting at the apex. The survey's goal is to correlate factors that have a direct impact on their job satisfaction. Results indicate that staff issues have a dramatic impact on a director's job satisfaction.

This thesis examines the foreign policy of the 44th President of the United States of America, Barack Obama. A significant theme of Barack Obama's candidacy for presidency was "change"; more specifically change in policy from previous administration. Therefore, the thesis looks at the changes brought about by President Obama once he was elected. First, we look at foreign policy of the United States under President George W. Bush, then we look at foreign policy-related assertions of Barack Obama during his candidacy, and lastly we look at the actual policies of the new administration, with particular focus on the wars in Iraq and Afghanistan, drones and extrajudicial killing, Guantanamo detention facility and extraordinary rendition, and NSA surveillance.

Abstract:
Male youths ages 13-18 incarcerated at two minimum security detention facilities participated in a program to determine if Alfred Adler's concept of social interest could be developed through group interactions led by non-professionals. The youths answered a self-report attitudinal scale, the Sulliman Scale of Social Interest and were rated by their classroom teachers on the Behavior Dimensions Rating Scale as pre-test measures. Volunteers from a liberal arts college sociology classes were randomly assigned to work in male-female pairs over a ten week period of time with the experimental population. These pairs led their constant group of incarcerated youths in ninety minute discussion sessions once per week for the duration of the program. Structured human relations exercises specifically designed to encourage elements of social interest; belonging, cooperation, and significance were assigned for each of the sessions. At the end of ten weeks, the youths in the experimental groups and the control population were tested again on the two scales. The results of Pearson Product Moment Correlations Test indicated no relationship between attitude and behavior for either the experimental or control groups on the pre-test and the post-test. A Mann Whitney U t-test indicated a highly significant increase in the social interest of the experimental group at the end of the program. While the control group showed no change over the course of the ten weeks, those who participated in the developmental groups increased their scores on the Sulliman Scale of Social Interest by an average of 12 points. Another Mann Whitney U t-test indicated that there was no difference between the social interest of Caucasian and non-Caucasian youths.

Abstract:
Current research on girls and delinquency has brought to awareness the often stressful and traumatic lives of girls. Furthermore, the last three decades have seen an increase in the proportion of girls entering the Juvenile Justice System and an increase in the proportion of girl’s court ordered to attend military structured treatment programs. Developed with boys in mind, many researchers in the area of female delinquency believe that military structured treatment programs are less effectiveness for girls. Thus, the goal of the current study is to consider the experience of girls in a military structured residential treatment facility. Additionally, this study sought to answer the following questions posed by the administrative personnel of this program: 1) Why do staff members report more difficulties when working with the girls? 2) Why are girls more emotionally labile than boys? 3) What changes can be made to the program to increase girls’ success in the program? Participants in this study were referred to a military structured residential treatment program. At the time of the study, four girls, ages 14 to 16, participated in the study. In addition to the girls’ participation, staff members including drill instructors, program officers, teachers, health professionals, and administrative staff participated in the study. The current study utilized an ethnographic approach to explore and identify information that may be useful in better understanding the research questions. The Listening Guide Method (Brown & Gilligan, 1992) was utilized to conduct a narrative analysis of the interviews with both the girls and staff members. Results demonstrated that while in the program, services provided were uneven in both scope and quality. For example, lack of training among staff members resulted in missed opportunities to teach the girls necessary skills that would enable them to tolerate emotional distress while in the program and at home. In order to better meet the needs of the girls, it is recommended that this program strive to integrate both military and therapeutic programming, and educate and train all its staff members in the delivery of gender-responsive programming.

Public constructions and urban developments have being highly increased over last two decades in Taiwan. These tremendous large area developments cause the concentration of runoff and increasing the peak flow, which threaten human’s life and properties. In order to reduce the frequencies of urban flood occurrence, surface runoff and peak flows should be decreased by any ways after the development of these large area construction sites. There are two ways to decrease the surface runoff and peak flows in construction area. Increasing the infiltration area around the building site is the one and the other is to set up detention ponds, which is the traditional way to reduce the surface runoff and peak flows in general. In this study, these two ways were combined together as a coupled procedure to estimate the detention pond capacity in public construction sites of large area. The Index of Soil Water Retention in Building Site developed by Architecture and Building Research Instituted, Ministry of Interior has been used in this study to assess the infiltration and then, statistic analysis of rainfall and runoff were proposed to calculate the inflow and outflow hydrograph and the discharge difference between in/out flows would be the necessary retention pond capacity. A design approach of detention pond in public construction site was proposed as well in this study. Finally, the Tainan Science-based Industrial Park was been used as an example to estimate the detention facility capacity. Results show that the estimated detention facility capacity is about 421,206.25m3 with traditional estimation method and the estimated capacity by considering the Index of Soil Water Retention in Building Site is about 305,511.06m3 in other way. That means detention pond capacity can be reduced about 118,695.09 m3 in volume by using the Index of Soil Water Retention in Building Site cooperatively with analysis of rainfall and runoff (i.e., about 28.2% capacity being retrenched). So, this coupled procedure combing the Index of Soil Water Retention in Building Site and rainfall/runoff analysis can cut down the budget of detention pond in large area construction sites.

Abstract:
This study examines the dynamics and implications of trans-spatial subordination in/across the lived experiences of six incarcerated participant youths in a secure custody facility for juveniles in Louisiana. Five male teenagers (four African American, one White) and one female teenager (African American) discuss the limitations, harassment, and confinement in various aspects of their lives and speak about the impact on their expectations for the future. The author employs several methodologies in order to develop a multimedia, multifaceted representation of their lives. The narratives elicited through interviews provide the bulk of the data as the participants describe this perpetual subordination. The photographs, resulting from the implementation of a visual ethnographic methodology, provide images that serve as catalysts for introspection and analysis of significance in the mundane and routine, particularly as they apply to the carceral facilities, structures, and policies themselves. Film viewing and discussion offer an array of depictions of youth and criminality to which the youths responded, granting a simultaneous peek at how these marginalized youths viewed themselves and how mainstream media productions depict them. After a particularly provoking viewing session of an animated film, the author expands the preliminary boundaries of the work beyond cells and the walls of the prison. The expanding focus examines subordinating elements in their lives with their families and in their neighbourhoods. The challenges, harassment, and obstacles experienced in their communities continued in their schools and during their encounters with law enforcement, the latter of which often led directly to imprisonment. Finally, the youths reflected on the confining subordination that existed in the facilities, the product of the combination of: their discomfort with the surveillant structure, their perceived arbitrariness of privilege, and the lack of any relevant education. They also identified opportunities for voicing their opinions and recognized the relative safety of this facility compared to others. As the participants conceptualized their futures and articulated their relatively narrow and often ambiguous hopes, the sobering influence of such perpetual subordination is evident. The author closes with a discussion of the study’s importance to future research with marginalized youth in a society of increasing surveillance and security as well as implications for teacher education.

Institutionalized management models have been designed to deprive incarcerated offenders of their basic rights. However, it is uncertain if this experience will result in psychological pain from the imprisonment or if the incarcerated offenders will actually be better off relying on the correctional facility for their survival, which may be argued to be equivalent to a form of social benefit! At correctional facilities, the thorough and highly stressful control/management forces incarcerated offenders to change their daily habits; while a special power relationship and dynamic exist between the custodian and the incarcerated. This means that the custodians are entitled to powers that are granted to them by law and it is the manifestation of the retributive justice upheld by society. Nevertheless, can the various management measures at correctional facilities actually help the incarcerated offenders to repent and reform so that they can return to society and lead normal lives? The requirement of “manifest acts of true remorse” that are needed for parole – can they be trusted to accurately reflect the inner reality of incarcerated offenders’ thoughts and prevent them from recidivism? In this study, through practical observations, in-depth interviews with three ex-offenders, and review of relevant literature, the author hopes to shed light on the correlation between incarcerated offenders’adaptive capacity and recidivistic intent and the management of the correctional facility.

Abstract:
This diploma thesis follows history of camp in Hodonín Nera Kunštát during its existence since late 1930's until nowadays. The work describes changes in use of the camp in context of political regime's changes during the reviewed period. Examination will be subjected not only to the repressive role of the facility, but also to its post-war recreational function and, last but not least, to the current educational mission. The work will be compiled in chronological order using the method of comparison of individual stages of camp use. In certain aspects the issue of camp use will be analysed through perspective of its diverse subjects, in addition to its various stages. The work will be divided into trhee parts, namely the use of the camp as a tool of the state policy punishing, the recreational function and the so-called second life of the camp, that is to say, the period following the recreational educational function of the camp. In this part of the thesis, medial and political messages will be analyzed as a necessary evidence illustrating the complex path of transformation of the Hodonín grounds from the camp to the center of collective memory.

.A educação para o Direito nos Centros Educativos: em especial, o regime dos prémios e das medidas disciplinares constitui o objeto da presente dissertação de mestrado. Começámos este estudo com um enquadramento sociológico da delinquência juvenil, passando para o contexto histórico das medidas tutelares educativas. O nosso foco central é o regime aplicável aos jovens sujeitos à medida tutelar educativa de internamento em Centro Educativo para, com o desenvolvimento do estudo, tentarmos compreender o que se entende por “educação para o direito” e em que medida esta educação contribui para a ressocialização do jovem. Versamos também o nosso estudo sobre o regime de prémios e a aplicação de medidas disciplinares no âmbito dos Centros Educativos, concluindo que tais estímulos positivos e negativos são indispensáveis à obtenção de resultados frutíferos no percurso educativo do jovem.
Education for Justice in Educational Centers: in particular, the regime of rewards and disciplinary measures is the subject of this Master's thesis. We begin this study with a sociological framework of juvenile delinquency, moving to the historical context of tutorial educational measures. Our central focus is the regime applicable to young people subject to the tutelary educational measure of institutionalization in Educational Centers with the purpose, throughout the development of this study, of trying to understand what is meant by "education for justice" and to what extent this education contributes to the re-socialization. In this study, we also tackle the issue of rewards and the application of disciplinary measures within Educational Centers, concluding that such positive and negative stimuli are indispensable to the achievement of successful results in the education of young people.
