Abstract:

This overview article initially focuses on early connections between dramatic art, teaching, learning, and living, followed by a brief account of how Great Britain took on a pioneering role with regard to the establishment of drama as a school subject, method and educational sub-discipline. It then focuses on how drama pedagogy in foreign language teaching and learning has developed as a specific field of research and practice since the 1970s, acknowledging the important contributions to the field made by scholars and practitioners from outside Great Britain. An overview of current practice in the field is given by presenting different (small-scale and large-scale) forms of staging language, literature and culture. The article concludes by proposing a model for a „Performative Fremdsprachendidaktik“ (Performative Foreign Languages Didactics) and by arguing that in the future “performative” be used as an umbrella term to describe forms of foreign language teaching and learning that derive from the performing arts.

Abstract:

This article investigates destination language proficiency upon arrival and subsequent proficiency growth among recently arrived immigrants in Germany, Great Britain, and Ireland. We introduce selectivity considerations to a model of language acquisition, arguing that positively selected individuals should display higher levels of language skills upon arrival and faster growth in destination language proficiency thereafter. The results show that upon arrival, positively selected immigrants are less proficient, holding absolute levels of educational attainment constant. In terms of language proficiency growth, however, our longitudinal findings suggest that positively selected immigrants, net of differences in pre-migration investments, post-migration exposure, and incentives, acquire the destination language faster. The findings add to a growing body of literature demonstrating the benefits of using novel measurement approaches to migrant selectivity.

Abstract:

Just before coming to the conference on the Relation between English and Foreign Languages in the Academy, I saw an exhibit at the Institute of American Indian Arts Museum in Santa Fe titled Who Stole the Teepee? Combining historic with contemporary objects, the exhibit probed not only the theft of tradition announced in its title but the possibility that “we” (Native Americans) or “our ancestors” had been more than willing to sell it. Such speculative reflection resonates with the way in which we who study East Asia have dealt with our relatively stable isolation: while complaining of language and literature colleagues' indifference, if not contempt, toward our endeavors, we have also prided ourselves on the difficulty of our languages and the ancientness of our civilizations, the source of an arcane body of knowledge requisite for even basic literacy. If all foreign language and literature scholars feel subordinate to the empire of English, East Asianists are not only beyond the pale but are often proud of it. Underlying this orientation is an important historical feature: even allowing for the mixed case of China, this region was not colonized by Great Britain. This has meant that it lacks a bourgeoisie that grew up speaking English. I shall return to colonial history below.

Abstract:

The article traces the changes in the aesthetic conventions of Modern art in accordance with the dynamics of literary development in Great Britain. The study focuses on three key areas: the impact of “the ancients and moderns” quarrel on European philosophical and literary thought; the nuances of critical and literary discourse in Enlightenment-era Great Britain; and the reception of the Enlightenment aesthetic values and novelties in Victorian criticism, linking them to the emergence of twentieth-century modernism. The subject involves the evolution of Enlightenment aesthetics and poetics in Great Britain, particularly the departure from classical art and literature models, and the emergence of concepts like imagination, novelty, and the reader’s subjective experience of art. Seminal literary-critical essays of the eighteenth century, including works by Joseph Addison, Henry Home, Richard Hurd, and Leslie Stephen’s monograph ‘History of English Thought in the Eighteenth Century”, are analyzed. The paper also examines philosophical texts by Michel de Montaigne, Francis Bacon, René Descartes, and Marquis de Condorcet to understand the oscillatory nature of philosophical thought before and during the Age of Enlightenment. The study contextualizes “the ancients and moderns” debate on models for literary excellence and accentuates its role in shaping the discourse of aesthetics and artistic creativity. Contributions by Enlightenment figures such as Addison, Home, and Hurd are explored, emphasizing how they reshaped the discourse of aesthetics by redefining the nature of beauty, the sublime, and the principles of artistic criticism, thereby influencing the literary and artistic productions of their time and beyond. Particular attention is paid to the critical views of Stephen who wrote about the “fluctuating mode” of the literature of the second half of the eighteenth century, illustrating his peculiar subjectivism as an exponent of the Victorian worldview (Stephen saw Sterne’s novels as a serious moral threat), and simultaneously reflecting the normative aesthetic views of the second half of the nineteenth century. The paper also demonstrates how the antinomianism in aesthetic thinking, which challenged traditional norms and values as seen in “the ancients and moderns” quarrel, was further evolved in the works of Friedrich Schiller and Friedrich Schlegel, the latter articulating the antinomy of “classic versus romantic”. This tradition of antinomian thinking, coupled with the rejection of the idea of linear progression in cultural evolution, a call for a reassessment of values amidst a paradigm shift in culture and the breakdown of traditional ethic and aesthetic systems, finds a notable and unique expression in Friedrich Nietzsche’s works, that significantly influenced the transition from Modernity to Postmodernity. In summary, it is argued that the Modern Age was the time of the emergence of a new aesthetic sensibility, and its aesthetic pluralism and anti-classical literary ideas were pivotal in redefining concepts of progress, novelty, and human consciousness in art and literature. This laid the groundwork for modernist art and literature, characterized by a departure from tradition and a quest for new artistic expressions of human experience.

Abstract:

There are few issues in British history about which so much unsubstantiated assertion has been written as the adverse impact of industrial urbanization upon popular religiosity. Urban history undergraduates are plied each year with the well-worn secularizing interpretation of urban growth which emanated with the Victorians (mostly churchmen) and which has since been reassembled by modern investigators in forms suitable for digestion in ecclesiastical history, social history (Marxist and non-Marxist), historical sociology, and historical geography. This ‘pessimist’ school of thought has reigned virtually unchallenged since the nineteenth century, giving rise in its endless repetition to simplistic historiographical myths. Arguably, systematic inquiry has suffered because modern urban society has been regarded as inimical to religion.An important start to disentangling the web of confusion has already been made by Jeff Cox in his admirable but underrated The English Churches in a Secular Society, a study of Lambeth between 1870 and 1930. 'In the first and final chapters of that book, Cox commenced the assault on the ‘pessimist’ school, pointing out in necessarily blunt language the illogicality and empirical weakness in the arguments of many historians and sociologists of religion. That book should have a reserved space on every reading list dealing with this issue. The present article attempts to expand on what might be called the ‘optimist’ school of thought concerning the impact of urbanization upon religion: that the churches survived urbanization in the eighteenth and nineteenth centuries. While Cox adduced from his research on the 1870–930 period that the great decline of the churches had not occurred before then, the following pages shift the focus to a reassessment of of the evidence on the preceding 100 years.

Abstract:

World War II was the largest military conflict in the human history. This conflict affected both military relations between states and the development of the armed forces of many countries. The Air Force had the greatest development, including the RAF, which made Great Britain famous in the aftermath of the war by having a decisive influence on its outcome. The Air Force's missions included destroying enemy personnel and facilities, providing air cover for the Army and the Navy, as well as conducting air transfers and air reconnaissance. All of this has influenced the emergence of new slang terms in the language of the British military. In addition, in the twentieth century there was a rapid development of weapons and military equipment, which also influenced the military slang. Since the Second World War, a number of films have been made about the conflict. The authors of these films strive to show the life of soldiers during the war. That is why war films often use military slang, which makes them a great way to learn military slang terms. We consider the war film “Battle of Britain” (dir. By Guy Hamilton, 1969) for the presence of the military slang of the Royal Air Force and the translation of this film into Russian. In addition, we will make a thematic classification of slang and determine the ways of translating military slang into Russian. While training, military specialists, first of all, study the features of formal military discourse, which is why its informal part remains poorly understood. Therefore, upon completion of training, military interpreters often face problems in translating slang terms. Therefore, research in this area can help military specialists avoid mistakes during their professional activities.

In the burgeoning literature on war memorials and the commemoration of the war dead in Britain after 1918, the growth of village halls in rural areas has not been extensively analysed. K.S. Inglis has alerted us to the dichotomy of monuments to mourn the dead and amenities to serve the living. He noted that where a preference was made for utility over monumentality, local war memorial committees did not confine their attention to commemorating those who died on active service and made the Great Sacrifice, but also had in mind those who served and returned. The complex locally-determined processes of negotiating ways which would bring solace or comfort to the bereaved, through the creation of an object of mourning, has been examined with great care and detail, but analysis of urban-centred initiatives predominates.Consequently, the linkage which might be made between the experience of war and the participation of ex-servicemen in village war memorial debates, the demise of old elites and the quest for improved social and material conditions in rural areas, the diminishing support for parish churches as the focal point of community life and the emergence of undenominational social centres, all point towards the need for further examination of the proceedings of local committees, where parish records allow. As British participation in the Great War contained the powerful rhetoric of a religious crusade and was not connected to the improvement of social conditions until the publication of war aims in January 1918, many committees gave priority to the creation of sacred objects of mourning, with much use of exhortatory moral language and Christian iconography.

Abstract:

This paper examines the early history of British women’s football from 1881 to 1921. The history of women’s football during this period has not yet been seriously studied by Korean historians. There are many people who do not even know the existence of women's football at the end of the 19th century. Many people believe that the football is traditionally a ‘men’s sport’ and that women have entered the male realm as women’s social activities have recently expanded. However, women’s football has a history as long as men’s football. Women’s football first appeared in Britain at the end of the 19th century, the dawn of modern football as we know it now, and developed with great popularity until the early 20th century. The early history of women’s football has significance not only for the history of sports but also for women. It is the women’s own efforts to change traditional perceptions of women and to improve the unfair situation that were the main driving force behind the development of women’s football in the 19th century. These efforts appeared even before the emergence of women’s own political struggles which claim to improve women’s social status and rights. A Study on the early history of women’s football will be of help in understanding the process of women forming themselves as modern subjects.(Kyung Hee University)

Abstract:

This article frames absurdity as an artistic method related to the context of an artwork’s making. The artworks introduced here are (very broadly) situated at the interface between animation and documentary. Their absurdity is not a matter of their content, but is deeply inscribed in the process of their making. Though they do not explicitly address political questions, they strike at the heart of given power systems or established hierarchies and thus hit where it hurts. “Make it absurd!” is a way of transgressing standards and norms and thus undermining established power relations. The article offers close-readings of a small number of contemporary artworks that can be apprehended as stimulating examples of how absurdity as a method deploys its critical potential. As the examples demonstrate, disrupting a given context can be achieved in many ways: By “inflating” formal devices in order to subvert typical elements of televisual language from inside-out (House by Andy Birtwistle, Great Britain 2013); by rendering a source text (and not just any text!) literally unreadable by investing an enormous amount of time to its dismantling (‘On the Road’ by Jack Kerouac by Jorge Lorenzo, Mexico 2013); by hijacking a male masterpiece and placing the “copy” as well as the female appropriator at the same level as the “master” (A Movie by Jen Proctor by Jen Proctor, USA 2010); by demonstrating that the technique of animation itself bears the mark of the absurd (Anna Vasof’s series of works, gathered under the headings of Non-stop Stop-motion and Muybridge’s Disobedient Horses, Austria, 2017–); and finally, via a method called “slapstick avant-garde,” by launching an attack on purist self-restraint (Dont Know What by Thomas Renoldner, Austria 2019).

Abstract:

This study seeks to address a gap in the literature with regard to the Christian Palestinians. As members of a very small minority, they are often overlooked by the media and the academic community. While this is changing to some extent for Christian Palestinians in the Middle East, there is scant literature that considers their lives in the ‘West’ and almost none on their experiences in Britain. This thesis considers how Christian Palestinians have adapted to life in London, including an analysis of the individual experiences of both Christian Palestinians and Muslim Palestinians. Interviews with respondents focused on their English language abilities, educational achievements, attitudes to intermarriage, and their sense of belonging. These aspects were chosen because they offer an insight into respondents’ private and public lives, a distinction that is particularly important in the study of integration and assimilation. Through the assessment of these attributes, this research seeks to redefine the way that assimilation has been viewed and argues that a more comprehensive study of assimilation must include not only an analysis of whether migrants have adopted a characteristic of the host nation’s population, but also an analysis of whether they have adopted the sentiments their native born counterparts have attached to them.

Abstract:

In migration, language undergoes crucial changes. Not only are the linguistic practices of migrants reshaped in the new environment, but migrant displacement has a major effect on the way language users see and talk about language as such, especially in relation to linguistic varieties they encounter or acquire as part of their migrant experiences. Migrants’ transforming attitudes to language also interfere with other, non-linguistic areas of their lives – family relationships, career pathways, networking with fellow migrants, and daily interactions with the host environment. The way a layperson considers ‘their’ language in relation to the language of ‘others’ plays a crucial role in their identity construction – both as a factor and a domain for expression. The sociolinguistic context of a new culture is a defining factor in the transformation of one’s metalinguistic thinking. This thesis focuses on post-Soviet Russian-speaking migrants in the UK and explores their linguistic practices, language attitudes and discourses on language(s) as a key factor in their cultural integration in the host society. It is based on ethnographic fieldwork (in-depth semi-structured interviews, participant observation, and the discourse analysis of printed and online documents) conducted between 2011 and 2014, principally in the North-East of England. The central argument of the thesis is that the cultural phenomenon of ‘Russophonism’ (russkoiazychie) presents a dynamic model which functions in two ways. Firstly, it is a frame to express shared meanings of belonging to the post-Soviet domain, through which individual linguistic identities and community practices are expressed. Russophonism also influences migrants’ on-going relationship with and views of their home countries and the FSU context in general. Secondly, migrants’ understanding of Russophonism is a flexible tool to interpret current migrant experiences and to create new meanings of what being a migrant in the UK implies both for their personal life trajectories and for their self-presentation as a group.

Abstract:

This dissertation examines the representation of England in the plays of the first tetralogy. Arguing that a large number of studies of Shakespearian drama have tended to gloss over the inherent differences within the English nation. I suggest that regionalism and regional identity play a pivotal role in Shakespeare's dramatisation of English history from the accession of Henry VI to the death of Richard Ill. In this thesis I propose that the first tetralogy is not only a representation of the past, but an expression of the political, cultural and geographical divisions within England during the period of the plays first production. While Shakespeare's first tetralogy forms part of an interconnecting discourse of nationhood -- contributing to what has been termed the discovery of England -- I explore how the plays also serve to highlight the extent to which regionalism and regional diversity remained powerful factors within English society. By drawing attention to the proliferation of geographical references in the tetralogy, I discuss how the localisation of scenes and the identification of characters with specific places represents an encounter with the kingdom beyond the confines of the theatre. In a series of plays that appear to be principally concerned with the struggle between rival dynasties for control of the realm, the various regional references can be read as the site of competing voices and sectional interests: an acknowledgment of not one England, but various other Englands. While the image of the regional world in these plays is largely informed by the chronicle sources, this study considers how Shakespeare's fashioning of regional identity was governed by the need for Elizabethan acting companies to secure and maintain the protection of powerful and influential patrons, by censorship, company rivalry, and the demands placed on theatre companies by touring. With this in mind, I argue that the manner in which certain characters and regions are presented in the tetralogy is an indication that these plays may have been performed throughout England. After a theoretical overview, chapter one presents an examination of regionalism as a social, cultural, political and economic phenomenon in early modem England. It is followed by a discussion of the various ways in which a sense of place was projected on the Elizabethan stage. Appropriating William Harrison's division of the late Tudor kingdom into four distinct provinces, this dissertation interrogates the role and representation in the first tetralogy of the area south of the Thames (chapter two), the midlands (chapter three), Wales and the English border counties (chapter four), and northern England (chapter five).

Abstract:

The following discourse takes three countries, each well known in its for its artistic treasury and arts, looks at the way each handles the administration of its arts, and tries to draw lines of similitude as well as disparity between each and the other two. Reference has been made to as many works of research as available to the writer, but a considerable amount of field work has also been undertaken to find facts and examples at first hand. In the case of each country, specific attention has been paid - in the area of supporting, maintaining and providing for the arts - to the public sector with its various tentacles and the private sector in its different forms and with itsdifferent motives. This has been done in such a manner as to make an overall comparison possible and, where applicable, to show where one country could benefit from a practice prevalent in another or how one country's meat could turn out to be another's poison. The ultimate purpose behind the study is not, however, merely to document statistical facts and figures or to look at the business of administering the arts as a rigid set of rules, regulations or even requirements, but to use the facts and figures obtained in the study and the practical applications observed in the three countries studied to investigate the nature of the quandary in which many seem to find the arts, and to examine the possibility of yet another attempt at resolving it. History is for others to write after the fact; any one generation's contribution to - it can at best be the notation of instances and a description of influences brought to bear upon them. The present work is not trying even to do that. To the writer, the arts are a world unto themselves and even though they have to be made to face. Economic reality and suffer administrative discipline, this should be done in such a manner as not to curb the artist himself; for as Keynes said, the true artist 'walks where the breath of the spirit blows him: he cannot be told his direction.' It is with that attitude that the writer looks at the subject of arts administration and tries to assess its possibilities, and impossibilities.

This thesis examines the British aristocracy in the twentieth century as perceived in contemporary writing. It asserts that the image of the aristocracy is heavily marked by and perpetuated by the use of nostalgia. It also explores the idea that the contemporary members of the aristocracy utilize the existence of nostalgia as a way to commodify their past social history for profit.

The concept of literary ecology is developed as an instrument for large-scale literary study by Alexander Beecroft (2015), for whom the metaphor emphasizes the great diversity of world literatures and the possibility of organizing this diversity into cultural types, analogous to the biologist’s ecotypes. For a study of Latin poetics, the most important typological distinction is between cosmopolitan and vernacular languages. Latin acquired an articulated body of stylistic norms (“poetics”) in antiquity as a vernacular language; subsequent developments in Latin poetics were conditioned by the language’s acquisition of cosmopolitan characteristics. I explore the consequences of that shift; texts discussed include Donatus’s Ars maior, the twelfth- and thirteenth-century arts of poetry and prose, Óláfr Þórðarson’s treatise on Icelandic poetics, and Dante’s De vulgari eloquentia.

Abstract:

The visual arts have played an integral role in the collection, identification, study, and exhibition of flora and fauna since the earliest times. The introduction traces ways in which art has participated in the construction of knowledge about the New World in particular, drawing on relevant recent scholarship by Daniela Bleichmar, Mauricio Nieto Olarte, and Juan Pimentel, among others. It focuses on how animal and plant life in Latin America were documented by chroniclers of the early colonial period, in the great scientific expeditions of the Enlightenment, and in museum exhibition practices of the late nineteenth and early twentieth centuries. The introduction outlines how the more recent artworks studied in this book develop a critique of the Enlightenment’s quest for a universal scientific language, searching instead to pluralize epistemologies. Returning to technologies of knowledge that were often designed to yield greater objectivity and universalism, Latin American artists have adapted these for different purposes: to reentwine natural history with human history, to historicize a timeless and universal nature, and to reconnect modern science with forms of knowledge it has marginalized since the eighteenth century. These techniques allow them to intervene critically in debates about environmental change and to explore decolonial and post-anthropocentric perspectives on the relationships between humans and the natural world.

Abstract Having begun this exploration of language and its uses by looking at children’s learning of language, it is only fitting that we should conclude it by considering how children use language. Adults tend to think of themselves as knowing more than those who are younger than they are, and generally they are correct in this belief. There are, however, things that children know that adults either do not know or have forgotten that they once knew. Evidence of children’s lore and language was compiled by Iona and Peter Opie, who collected information from about five thousand children attending seventy schools in different parts of England, Scotland, and Wales. They published the results of their investigations in The Lore and Language of Schoolchildren (1959), and their work has provided the basis for subsequent inquiries. One of their findings was the variety of truce terms in Great Britain (see fig. 34.1). Truce terms are the ways in which children call for “time out” in a game or a contest. The Opies found that, in addition to calling out a truce term, children in England often crossed their fingers, whereas in Scotland children put their thumbs up. The map shows that in the west of Scotland the term is keys, while in the rest of Scotland and much of the west of England and most of Wales the term is barley (presumably the same word as parley). In the eastern part of England the main term is either kings and crosses or kings.

According to his own reflections, Fraser had come to the conclusion, by 1657, that Great Britain comprised ‘an Island … divided from parts of the world’ and, as islanders, its people were ‘lost and oft in need of forrein travels’. He claimed that this was the impulse which, that year, aged twenty-three, prompted him to seek a testimonial and passport from the Inverness magistrates and the acting governor and secretary of the town’s Cromwellian garrison, so he could set out ‘to view this universe’. It was granted without any apparent obstacle, and enabled the first move in a journey that would take Fraser to the ‘very naval [navel] centre’ of Christendom, and beyond, to the Hungarian frontier with the Ottoman Empire. Three case study cities are focused on in this chapter: Dieppe, Prague and Utrecht. Regarding each location he visits, there is coverage of language, customs, the temper and hospitality of the people, famous locals, as well as recollections of remarkable and unusual encounters, and descriptions of arts and architecture, food and drink, and recreations and sport. This chapter addresses his comments on each in turn.

Abstract Ladies and Gentlemen, when last May your Chairman and your President told me they wished to travel the 5000 miles from Aspen to Aldeburgh to have a talk with me, they hinted that it had something to do with and Aspen Award for Services to the Humanities-an award of very considerable importance and size.1 I imagined that they felt I might advise them on a suitable recipient, and I began to consider what I should say. Who would be suitable for such an honour? What kind of person? Doctor? Priest? A social worker? A politician? Well, ... ! An artist? Yes, possibly (that, I imagined, could be the reason that Mr. Anderson and Professor Eurich thought I might be the person to help them). So I ran through the names of the great figures working in the Arts among us today. It was a fascinating problem; rather like one’s school-time game of ideal cricket elevens, or slightly more recently, ideal casts for operas-but I certainly won’t tell which of our great poets, painters, or composers came to the top of my list.Mr. Anderson and Professor Eurich paid their visit to my home in Aldeburgh. It was a charming and courteous visit, but it was also a knock-out. It had not occurred to me, frankly, that it was I who was to be the recipient of this magnificent award, and I was stunned. I am afraid my friends must have felt I was a tongue-tied host. But I simply could not imagine why I had been chosen for this very great honour. I read again the simple and moving citation.2 The key-word seemed to be ‘humanities’. I went to the dictionary to look up its meaning, I found Humanity: ‘the quality of being human’ (well, that applied to me all right). But I found that the plural had a special meaning: ‘Learning or literature concerned with human culture, as grammar, rhetoric, poetry and especially the ancient Latin and Greek Classics’. (Here I really had no claims since I cannot properly spell even in my own language, and when I set Latin I have terrible trouble over the quantities-besides you can all hear how far removed I am from rhetoric.)

Abstract:

In 1984 HM King Charles III, then HRH The Prince of Wales, gave the infamous speech to the RIBA in which he was critical of a proposed new extension to the National Gallery in Trafalgar Square. The fervour unleashed in the press signified a unique moment when architecture, conservation, planning and development became a much – and still – talked about part of the public discourse in Britain. Conservation theory had dictated since its early guidelines of practice that new additions to historic works should be clearly distinguished from their original host or the existing environment. Historicism, imitating the existing architecture within an urban setting was taboo, a notion that went back to Ruskin and the anti-scrape lobby of Morris. Unravelling the events of the 1980s, however, reveals that the desire to copy past forms as a means of retaining the past maintained an ongoing and strong legacy. It had become a method of seeking refuge from the failures of modernism and the divergence between traditional and modern forms, language and techniques. Openly acknowledged that modernism was anti- historic and anti-urban, classicism and medieval towns and forms offered the example of outdoor rooms and a predominance of solids over voids. For the then Prince and his many followers, including vast members of the public, the use of a traditional architectural style as infill in a classically inspired building setting was “good” design practice. At this point, ironically, the retreat to historicism also comprised not only mimicking traditional details but also their playful reinterpretation through an esoteric postmodernism. But the topic of new into old had become confused: the critical issue was one of urban design and not the language of infill architecture. Three case studies within the historic core of the City of London, the basis of criticism in Charles’ speeches of 1984 and 1987, will be explored through the popular press in order to understand their lessons and relevance to the complexity of current contemporary conflicts in historic urban areas.

Abstract:

The arts do not exist in vacuum and cannot be valued in abstract ways; their value is how they make people feel, what they can empower people to do and how they interact with place to create legacy. This research presents insights across Australia and Aotearoa New Zealand about the value of arts and culture that may be factored into whole of government decision making to enable creative, vibrant, liveable and inclusive communities and nations. The COVID-19 pandemic has revealed a great deal about our societies, our collective wellbeing, and how urgent the choices we make now are for our futures. There has been a great deal of discussion – formally and informally – about the value of the arts in our lives at this time. Rightly, it has been pointed out that during this profound disruption entertainment has been a lifeline for many, and this argument serves to re-enforce what the public (and governments) already know about audience behaviours and the economic value of the arts and entertainment sectors. Wesley Enoch stated in The Saturday Paper, “[m]etrics for success are already skewing from qualitative to quantitative. In coming years, this will continue unabated, with impact measured by numbers of eyeballs engaged in transitory exposure or mass distraction rather than deep connection, community development and risk” (2020, 7). This disconnect between the impact of arts and culture on individuals and communities, and what is measured, will continue without leadership from the sector that involves more diverse voices and perspectives. In undertaking this research for Australia Council for the Arts and Manatū Taonga Ministry for Culture & Heritage, New Zealand, the agreed aims of this research are expressed as: 1. Significantly advance the understanding and approaches to design, development and implementation of assessment frameworks to gauge the value and impact of arts engagement with a focus on redefining evaluative practices to determine wellbeing, public value and social inclusion resulting from arts engagement in Australia and Aotearoa New Zealand. 2. Develop comprehensive, contemporary, rigorous new language frameworks to account for a multiplicity of understandings related to the value and impact of arts and culture across diverse communities. 3. Conduct sector analysis around understandings of markers of impact and value of arts engagement to identify success factors for broad government, policy, professional practitioner and community engagement. This research develops innovative conceptual understandings that can be used to assess the value and impact of arts and cultural engagement. The discussion shows how interaction with arts and culture creates, supports and extends factors such as public value, wellbeing, and social inclusion. The intersection of previously published research, and interviews with key informants including artists, peak arts organisations, gallery or museum staff, community cultural development organisations, funders and researchers, illuminates the differing perceptions about public value. The report proffers opportunities to develop a new discourse about what the arts contribute, how the contribution can be described, and what opportunities exist to assist the arts sector to communicate outcomes of arts engagement in Australia and Aotearoa New Zealand.

Background: Public behaviour and the new hostile threats • Civil contingencies planning and preparedness for hostile threats requires accurate and up to date knowledge about how the public might behave in relation to such incidents. Inaccurate understandings of public behaviour can lead to dangerous and counterproductive practices and policies. • There is consistent evidence across both hostile threats and other kinds of emergencies and disasters that significant numbers of those affected give each other support, cooperate, and otherwise interact socially within the incident itself. • In emergency incidents, competition among those affected occurs in only limited situations, and loss of behavioural control is rare. • Spontaneous cooperation among the public in emergency incidents, based on either social capital or emergent social identity, is a crucial part of civil contingencies planning. • There has been relatively little research on public behaviour in response to the new hostile threats of the past ten years, however. • The programme of work summarized in this briefing document came about in response to a wave of false alarm flight incidents in the 2010s, linked to the new hostile threats (i.e., marauding terrorist attacks). • By using a combination of archive data for incidents in Great Britain 2010-2019, interviews, video data analysis, and controlled experiments using virtual reality technology, we were able to examine experiences, measure behaviour, and test hypotheses about underlying psychological mechanisms in both false alarms and public interventions against a hostile threat. Re-visiting the relationship between false alarms and crowd disasters • The Bethnal Green tube disaster of 1943, in which 173 people died, has historically been used to suggest that (mis)perceived hostile threats can lead to uncontrolled ‘stampedes’. • Re-analysis of witness statements suggests that public fears of Germany bombs were realistic rather than unreasonable, and that flight behaviour was socially structured rather than uncontrolled. • Evidence for a causal link between the flight of the crowd and the fatal crowd collapse is weak at best. • Altogether, the analysis suggests the importance of examining people’s beliefs about context to understand when they might interpret ambiguous signals as a hostile threat, and that. Tthe concepts of norms and relationships offer better ways to explain such incidents than ‘mass panic’. Why false alarms occur • The wider context of terrorist threat provides a framing for the public’s perception of signals as evidence of hostile threats. In particular, the magnitude of recent psychologically relevant terrorist attacks predicts likelihood of false alarm flight incidents. • False alarms in Great Britain are more likely to occur in those towns and cities that have seen genuine terrorist incidents. • False alarms in Great Britain are more likely to occur in the types of location where terrorist attacks happen, such as shopping areass, transport hubs, and other crowded places. • The urgent or flight behaviour of other people (including the emergency services) influences public perceptions that there is a hostile threat, particularly in situations of greater ambiguity, and particularly when these other people are ingroup. • High profile tweets suggesting a hostile threat, including from the police, have been associated with the size and scale of false alarm responses. • In most cases, it is a combination of factors – context, others’ behaviour, communications – that leads people to flee. A false alarm tends not to be sudden or impulsive, and often follows an initial phase of discounting threat – as with many genuine emergencies. 2.4 How the public behave in false alarm flight incidents • Even in those false alarm incidents where there is urgent flight, there are also other behaviours than running, including ignoring the ‘threat’, and walking away. • Injuries occur but recorded injuries are relatively uncommon. • Hiding is a common behaviour. In our evidence, this was facilitated by orders from police and offers from people staff in shops and other premises. • Supportive behaviours are common, including informational and emotional support. • Members of the public often cooperate with the emergency services and comply with their orders but also question instructions when the rationale is unclear. • Pushing, trampling and other competitive behaviour can occur,s but only in restricted situations and briefly. • At the Oxford Street Black Friday 2017 false alarm, rather than an overall sense of unity across the crowd, camaraderie existed only in pockets. This was likely due to the lack of a sense of common fate or reference point across the incident; the fragmented experience would have hindered the development of a shared social identity across the crowd. • Large and high profile false alarm incidents may be associated with significant levels of distress and even humiliation among those members of the public affected, both at the time and in the aftermath, as the rest of society reflects and comments on the incident. Public behaviour in response to visible marauding attackers • Spontaneous, coordinated public responses to marauding bladed attacks have been observed on a number of occasions. • Close examination of marauding bladed attacks suggests that members of the public engage in a wide variety of behaviours, not just flight. • Members of the public responding to marauding bladed attacks adopt a variety of complementary roles. These, that may include defending, communicating, first aid, recruiting others, marshalling, negotiating, risk assessment, and evidence gathering. Recommendations for practitioners and policymakers • Embed the psychology of public behaviour in emergencies in your training and guidance. • Continue to inform the public and promote public awareness where there is an increased threat. • Build long-term relations with the public to achieve trust and influence in emergency preparedness. • Use a unifying language and supportive forms of communication to enhance unity both within the crowd and between the crowd and the authorities. • Authorities and responders should take a reflexive approach to their responses to possible hostile threats, by reflecting upon how their actions might be perceived by the public and impact (positively and negatively) upon public behaviour. • To give emotional support, prioritize informative and actionable risk and crisis communication over emotional reassurances. • Provide first aid kits in transport infrastructures to enable some members of the public more effectively to act as zero responders.
