Civilian and military authority collapsed the moment the Allies landed in Crimea. Why and how the Allies established themselves so easily in Evpatoria is of central interest in this chapter, as it set so many terrible events in motion. Evpatoria gave the Allies a stable base of operations and a steady supply of goods, which enabled the long-term siege of Sevastopol. Failing to perceive Crimea as a target, the Russian military abandoned Evpatoria to the enemy, and implemented a helter-skelter scorched earth policy as they retreated. The response was instantaneous chaos along coastal communities upon the Allied landing, and rupture between Tatars and the Russian government.

Abstract:
The authors review how attention helps track and process dynamic events, selecting and integrating information across time and space to produce a continuing identity for a moving, changing target. Rather than a fixed ‘spotlight’ that helps identify a static target, attention needs a mobile window or ‘pointer’ to track a moving target, picking up pieces of evidence along the way to determine not just what the target is, but what it is doing. Behavioural studies show that this dynamic version of attention is model-based, using familiar trajectories to help identify a target and to guide encoding of continuing input from its path. Attention has very coarse temporal resolution for both static and moving targets. However, when the focus of selection is on the move, a given location on a moving target’s path can be selected for extremely brief instants, as little as 50 ms, compared to the typical ‘dwell time’ or minimum duration of attention selection at a fixed location, of 200 ms or more. To determine the path of a moving object, attention must accurately process and sort the onsets and offsets in order to match an offset to the subsequent onset. This aspect of dynamic attention has been called the ‘when’ pathway and patient studies show that it is a qualitatively different system from spatial attention, being completely based in the right parietal lobe for events in both hemifields. Finally, like the salience map of spatial attention, temporal attention may have its own map that guides allocation to upcoming, current, and recent moments to select information at the appropriate time, changing the experience of time as it does so.

Abstract:
This chapter looks at the intersection of race, gender, and migration in the Western Balkans. Immobilizing mobile bodies from the Global South has increasingly been the focus of criminological inquiry. Such inquiry, however, has largely excluded the Western Balkans. A difficult place to research, comprising countries of the former Yugoslavia and Albania, the region is the second-largest route for irregular migrants in Europe (Frontex 2016). Indeed, EU expansion and global developments such as wars in Syria, Afghanistan, and Iraq have had a major impact on mobility and migration in the region. The chapter outlines racialized hierarchies in play in contemporary border policing in the region, and how these racialized and gendered practices target racially different Others and women irregular migrants and asylum seekers. Finally, this chapter maps the impact of such practices and calls for a shift in knowledge production in documenting and addressing such discriminatory practices.

This extended study of one of the critical campaigns of World War I sheds light on vital strategic consequences for both sides. Published during the centennial of the events it considers, this book provides a comprehensive examination of one of the most interesting and influential campaigns of World War I, a campaign that was the apex of mobile warfare at the time. By the late summer of 1915, the Russian threat to Austria-Hungary had been eliminated by the Central Powers. That allowed Erich von Falkenhayn, head of the German supreme command, to turn his attention to his next strategic target—the conquest of Serbia—which was imperative to opening a land route to the Ottoman Empire. Until that task was accomplished, matters on the all-important Western Front would have to wait. This first major study of the invasion of Serbia covers events primarily from the viewpoint of the Central Powers, which played the most pivotal role in the campaign. The book considers the impact of factors as diverse as diplomacy, command, coalition warfare, mountain warfare, military technology, and the harsh environment in which the campaign was conducted. Readers will come away with an understanding of and appreciation for the importance of the Serbian campaign as it affected the outcome of the war and the ultimate destruction of the Austro-Hungarian Empire.
