Abstract:
There are clearly significant social benefits to land-use planning, but there may also be significant private and social costs which need to be taken into account. In this paper we explore the relationship between land-use planning, the supply of housing land, and the supply and price of housing. It is based on two pieces of empirical research. In the first study, an investigation was conducted of the extent to which land supply, and particularly the operation of the planning system, had affected house prices in Britain during the 1980s, and how far planning had placed a constraint on land supply or simply reorganised that supply. In the follow-up study a single planning area was looked at to examine the extent to which increased land allocations in one area can compensate for constraints on land supply in another. We conclude that the planning system imposes significant costs, which include the exacerbation of price increases in periods of economic growth, but without being able to generate higher housing output during recession. In addition the planning system tends to foster a narrower range of housing types and densities than would be expected in its absence, and so restricts the choice available to consumers.

Forest land use planning in Alberta takes place within the provincial Integrated Resource Planning system. The Alberta Forest Service is a major participant in this system as it is the primary resource management agency for Alberta's forested land. Several provincial land use policies direct forest-related land use, including the White and Green Areas, established in 1948, and the Eastern Slopes Policy adopted in 1977. More detailed and site specific resource management is guided through subregional and local planning. In total, these planning mechanisms provide for the comprehensive and integrated management of Alberta's forested land. Since usable land in Taiwan is more and more difficult to get and the problems of air pollution, environmental protection, visual quality, and ecological environment, etc, caused by transportation infrastructure are getting more public concern, the Ministry of Transport adopts building green transportation system as one direction of the energy conservation strategy for the traffic department, of which implementing the green transportation system-oriented land use planning is one of the important action plan. As for the system, there should be an objective to determine whether the program result is in accordance with the green transportation developing goal. The paper hereby probes into the green transportation concept that could be applied into the stages of land use design. Land use planning provide some reference to the government agencies and relevant designers when they are drawing up the land use plan.

AbstractThe extent of political fragmentation of metropolitan areas impedes effective land use planning in many countries, and thus contributes to the phenomenon of urban sprawl. For some metropolises in the United States and Europe, strategic interaction between local policymakers codetermines the implementation of local planning policies. However, previous empirical analyses of this phenomenon have usually assumed interdependence in planning decisions to be confined to neighbouring jurisdictions. This is a common simplification in research on diffusion in public policies. Proceeding on the assumption that municipal zoning decisions are subject to competition between municipal authorities trying to attract new residents, I suggest an alternative conceptualisation of location-choice competition in Tiebout-like economies: the correlations of out-commuting patterns serve as a proxy for the degree to which municipalities are competitors for mobile residents, irrespective of their contiguity. Spatial autoregressive models, estimated on the basis of a large panel of fine-grained zoning data, reveal that zoning decisions in the Canton of Zurich, Switzerland’s most dynamic metropolitan area, are indeed subject to such interdependence.
