Masyarakat Indonesia berkembang berbagai obat tradisional. Namun, banyak beredar di pasaran beberapa obat tradisional yang didalamnya dicampuri bahan kimia obat (BKO). Peraturan yang mengandung aspek perlindungan konsumen obat tradisional sebetulnya telah ada dan tersebar dalam berbagai peraturan di Indonesia. Rumusan masalah penelitian ini tentang dasar hukum perlindungan konsumen terhadap peredaran obat tradisional yang mengandung BKO dan analisis yuridis perlindungan konsumen terhadap peredaran obat tradisional yang mengandung BKO. Jenis penelitian ini adalah penelitian Library Research, dengan pendekatan deskriptif analitis. Dari hasil penelitian diperoleh, pertama: Peraturan perundang-undangan yang mengatur perlindungan konsumen dapat dikelompokkan dalam empat bagian, yaitu: bidang perindustrian, perdagangan, kesehatan dan lingkungan hidup. Dasar hukum perlindungan konsumen obat tradisional BKO terdapat dalam Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen dan Undang-Undang Nomor 23 Tahun 1992 tentang Kesehatan, dapat pula dijumpai dalam UUD 1945, KUH Perdata, Undang-Undang Nomor 7 Tahun 2014 tentang Perdagangan, Undang-Undang Nomor 3 Tahun 2014 tentang Perindustrian, Undang-Undang Nomor 18 Tahun 2012 tentang Pangan, Peraturan Pemerintah Nomor 69 Tahun 1999 tentang Label dan Iklan Pangan dan Permenkes RI Nomor: 246/Menkes/ Per/V/1990. Kedua, masalah perlindungan konsumen terhadap peredaran obat tradisional BKO ini tidak dapat dipisahkan dengan tahapan-tahapan transaksi konsumen lainnya. Yang berlaku bukan lagi caveat emptor (bahwa konsumenlah yang harus berhati-hati), tetapi caveat venditor yaitu produsen/ penjual/penyalur produk atau kreditorlah yang harus bertanggung jawab, yang lazim disebut tanggung jawab produk. Dengan kata lain undang-undang tersebut hanya mengatur kepentingan konsumen dari sisi produsen atau pelaku usaha. Sementara dari sisi lain yang terpenting, hak-hak konsumen terabaikan. Indonesian people develop various traditional medicines. However, many are circulating in the market some traditional medicines in which are mixed with medicinal chemicals. Regulations that contain aspects of consumer protection for traditional medicines actually exist and are spread in various regulations in Indonesia. The formulation of the problem of this research is about the legal basis of consumer protection against the circulation of traditional medicins containing medicinal chemicals and the juridical analysis of consumer protection against the circulation of traditional medicins containing medicinal chemicals. This type of research is library research, with an analytical descriptive approach. From the results of the study, first: laws that regulate consumer protection can be grouped into four parts, namely: the fields of industry, trade, health and the environment. The legal basis for the protection of consumers of traditional medicinal chemicals medicins contained in the regulation of law about consumer protection 1999 Number 8 and also in the regulation of law about health in 1992 point 23. Moreover, it can also be found in in the KUH Perdata 1945 and then in the regulation of law about Trade 2014 number 7, regulation of law about industry 2014 number 3, in the regulation of Law 2012 about Food, number 18 and the Government Regulation 1999 about Labels and Advertisement of Food 1999 Number 69 and Minister of Health Regulation 1990 Number 246. Secondly, the problem of consumer protection against the circulation of traditional medicinal chemicals medicins cannot be separated from the steps of the other consumer transactions. What applies is no longer the caveat venditor (that consumers must be careful), but the caveat venditor, which is the producer/seller/distributor of the product or the creditor, must be responsible, which is commonly called product responsibility. In other words, the law only regulates the interests of consumers in terms of producers or business actors. While from the other important side, consumer rights are neglected.

Notre travail concernant Disney s’inscrit dans le champ de la musique de film, et même si le studio a fait l’objet de nombreuses recherches tant sur des questions esthétiques que culturelles, il reste intéressant à étudier, car il peut ainsi devenir l’objet de recherche, non sur l’originalité d’un corpus, mais sur un déplacement de la méthode, nous permettant d’interroger l’idéologie à l’œuvre. Notre thèse concentre son attention sur La Petite Sirène (1989), La Belle et la Bête (1991) et Aladdin (1992) où il nous semble que, en recourant à la recomposition de la musique de certaines séquences des films, nous puissions faire jouer à la part de virtualité du texte filmique un rôle dans cette entreprise critique : retrouver la voix des héroïnes Ariel, Belle et Jasmine. Si un geste de recomposition musicale peut nous aider à penser ce rapport au personnage, c’est parce que nous pensons que la musique peut faire entendre la virtualité d’un film (et plus précisément de ses personnages), et devenir par cela un geste d’analyse critique de son idéologie. La recomposition musicale met en acte les allers-retours indispensables à la compréhension des séquences que nous travaillerons : elle redonne corps aux espaces de résonance du film et compose les affleurements d’une promesse initiale proposée par le film vis-à-vis de son héroïne. Ces allers-retours nous permettent de retrouver l’importance des numéros musicaux. En prolongeant notre analyse par le prisme de l’intermédialité, nous réfléchissons à la porosité avec la scène de Broadway (ou plus précisément ici avec le off-Broadway) qui permettent des doubles lectures issues des numéros musicaux
From aesthetics to cultural studies, Disney has been the subject of many studies. Thanks to this prolific research, it is possible de study it by another methodological angle to understand the ideology of and within the movies. Within the academic field of film music, our thesis will draw its attention on The Little Mermaid (1989), Beauty and the Beast (1991) and Aladdin (1992). It seems that, thanks to an alternative version of the original score that we would compose, we may bring the potentiality inscribed in the movie to be a part of our critical study: find the heroines’ voice Ariel, Belle and Jasmine. We think that this method will enable us to take account of the character’s consistency for the music can be a way to hear the potentiality of a movie (and specifically here, the characters), so it will be an opportunity to discuss Disney ideology. The musical recomposition enact the back and forth inside the different moments of the movie to help us understand what is at stake: it enlightens the resonances between the sequences and compose the surfacing promise initially build-up by the movie towards the heroine. It also helps us thinking about the movie’s interactions while getting to the surface the aforementioned promise the movie was trying to stop from actualising. By extending our analysis through the prism of intermediality, we consider the porosity of theses musical numbers with the Broadway stage (and more accurately the off-Broadway) whose enable us to do dual readings of the movie. All the music in its connexion to the rest of the audio-visual complex enable us to think about the power relations which occurs in the movie

This conclusion evaluates the nature of Italy’s military occupation of France during World War II. It compares the occupation of Menton with the German occupations in Alsace-Lorraine and the Italian invasion of the French Riviera in November 1942 with the German occupation of the region from September 1943 to August 1944, and then contrasts it with the Italian occupations in the Balkans. It shows that the Italian occupation of the strip of land including Menton in the summer of 1940 bore some similarities with Germany’s occupation of Alsace-Lorraine. It also highlights the differences between the German and Italian occupation policies both in terms of breadth and enforcement. Finally, it argues that the worst enemy of Italian Army commanders in southeastern France was the low morale of their troops, stemming from the growing sense that the tide of war had irremediably turned against the Axis side by the fall of 1942.

<p>Le concept d’expressions culturelles de la <em>Convention de l’UNESCO sur la protection et la promotion de la diversité des expressions culturelle</em>s<em> de 2005</em> est ambigu. Grâce aux outils de la <em>Convention de Vienne sur le droit des traités de 1969</em>, à savoir les articles 31 et 32, ce concept est donc interprété eu égard à l’historique et au texte de la Convention. Afin de connaître la pratique suivie par les Parties de la Convention et de vérifier si celle-ci correspond au sens du concept tel que véhiculé par la Convention, une lecture des rapports périodiques les plus récents, établis par les Parties en vertu de l’article 9 de ladite Convention, a été menée. Le résultat de cette lecture démontre que des expressions culturelles sont communément admises par la majorité des Parties, conformément au texte de la Convention<em>,</em> tandis que d’autres sont admises par une plus faible portion des Parties et peuvent être considérées comme périphériques ou même hors sujet.</p>

El presente capítulo analiza las tendencias del sistema de protección en la Argentina. En primer lugar, se presenta una breve discusión sobre la cuestión social y la complementariedad entre las políticas sociales y laborales. A continuación, se presentan las tendencias del sistema de protección en tres períodos específicos: los gobiernos de Carlos Menem (1989-1999) y Fernando de la Rúa, caracterizados por el respaldo a políticas de apertura al mercado; las gestiones del senador en ejercicio de la presidencia Eduardo Duhalde (2002-2003), el presidente Néstor Kirchner (2003-2007) y la presidenta Cristina Fernández (2007-2015), definidas por la reversión de parte de las reformas neoliberales y, por fin, la gestión del presidente Mauricio Macri (2015-2019). Las conclusiones presentan una discusión a la luz de la literatura de desmonte de políticas.

Cirrus were originally thought of as benign cloud forms that could be used for predicting the onset of foul weather, such as “mare's tails” and “anvil edges,” but not of great concern because they do not produce any damaging winds or hydrometers. Our original view of cirrus was from the ground, so they were mostly ignored until aircraft started flying in them and making cirruslike contrails in the latter part of World War II. Cirrus limited visibility for the aircraft, and contrails made detection of aircraft from the ground easier. This led to the first studies of cirrus by the Air Force (Stone 1957). Had our first views of earth been from space, cirrus would have been an obvious cloud and often an obstruction to viewing everything else on the planet. Cirrus are difficult to see on visual satellite images, which is deceiving because they reflect enough solar radiation to obscure quantitative measurements of the land and water surfaces. Cirrus are more obvious in window channel infrared images, and they block any sensor that tries to look horizontally through them from either aircraft or satellites. The term “invisible cirrus” originated from an attempt to fly a horizontal viewing sensor on an aircraft for detecting approaching objects (missiles). The sensor was obscured because of its long path length through cirrus, while ground observers did not report the cirrus. Pilots were uncertain whether they were in a cloud or not. The frequency of cirrus reported from satellite data often surprises other scientists. Wylie and Menzel (1999) reported finding cirrus in 25-30% of GOES/VAS (Geostationary Operational Environmental Satellite/Visual spin scan radiometer Atmospheric Sounder) data over the continental United States. A similar satellite instrument flying globally, the HIRS (High Resolution Infrared Radiometer Sounder) on the National Oceanic and Atmospheric Administration (NOAA) satellites, reported cirrus 43% of the time (Wylie and Menzel 1994; Wylie and Menzel 1999). The horizontally viewing SAGE (Stratospheric Aerosol and Gas Experiment) is even more sensitive and reports cirrus in 50-70% of its data (Wang et al. 1996). These numbers should not have surprised people because the compilations of ground-based weather observations by Warren et al. (1988) show cirrus frequencies as high as 75% in Indonesia.

Abstract Arthur A. Cohen (1928-1987) was born into an affiuent Jewish family in New York City. A gifted student, he received his B.A. from the University of Chicago in 1946 and his M.A. three years later from the same institution. At Chicago he began to take a serious academic interest in Jewish thought and therefore he enrolled, in 1950, to do a master’s degree in medieval Jewish philosophy at the Jewish Theological Seminary of America in New York City. After two years at the Seminary, he made a life-altering decision that his future lay outside academic life and in the world of publishing. Accordingly, in 1951 he founded Noonday Press; in 1956 he created Meridien Books; and from 1960 to 1974 he founded and ran the Ex Libris Publishing Company. He also served as editor in chief of Holt, Rinehart and Winston. During all this time, however, his interest in Jewish thought remained strong, and in 1962 he published his significant study of modern Jewish philosophy, The Natural and Supernatural Jew, in which he declares himself a decidedly “supernatural”Jew. In addition, he began to write novels, many with a Jewish theme. Over a period of sixteen years he published The Carpenter Years (1967), In the Days of Simon Stern (1973), A Hero in His Time (1976), Acts of Theft (1980), and An Admirable Woman (1983), which won a National Jewish Book Award. Near the end of his life he also returned directly to Jewish thought through his work in connection with the valuable collection of essays on Jewish theology that he co-edited with Paul Mendes Flohr, Contemporary Jewish Religious Thought. The book appeared just after his death in 1987.

El psicoanálisis es conocido como la primera fuerza de la psicología, ya que sus planteamientos teóricos dan cuenta de la comprensión profunda de la mente humana. Sigmund Freud es el fundador del movimiento psicoanalítico entre los años 1885 y 1939. El psicoanálisis inició como una técnica derivada de la hipnosis para tratar pacientes con histeria. A partir de la recopilación de estos casos clínicos surge la “técnica psicoanalítica”, y posteriormente se deriva una teoría de personalidad, cuyo tema principal se expone en este texto. Hablaremos de cuatro temas principales; características del psicoanálisis, la estructura mental, Ello-Yo-S. Yo, el inconsciente y las pulsiones. Explicaremos el desarrollo e instauración de la personalidad desde perspectiva del mundo interno del sujeto, a partir de las relaciones objetales, las cuales se constituyen en un proceso evolutivo afianzado por la concepción de la sexualidad infantil que se desprende de factores pulsionales innatos en el ser humano; por lo cual, el concepto de “libido” (energía sexual) juega un papel importante en dicho proceso. De igual forma se hace énfasis en la concepción subjetiva del psicoanálisis como eje fundamental de la comprensión de la psique humana.

La Dirección General Marítima a través de sus dos Centros de Investigación localizados en Cartagena y Tumaco, desarrolla investigación científica marina con una tradición de más de dos décadas y aportes significativos al conocimiento descriptivo de las aguas oceánicas del Caribe y del Pacífico, a sus litorales y zonas costeras. Es tal vez esta materia en la que mayores resultados tangibles se han obtenido en los últimos años, no solamente al existir una tradición y experiencia amplia- mente reconocidas nacional e internacionalmente, sino porque contamos con un recurso humano idóneo, calificado, ta nto a bordo de las unidades oceanográficas como en tierra y con un extraordinario sentido de pertenencia. Considerando que las plataformas de investigación son esenciales para el fortalecimiento de la capacidad operativa e investigativa de la Armada Nacional y la Dirección General Marítima, se desarrolla desde 1999, el proyecto de reparaciones mayores de los buques oceanográficos ARC Malpelo y ARC Providencia, que debe terminar en el 2001. La Agenda para la Colombia del siglo XXI, publicada por COLCIENCIAS, nos indica que se han promulgado los planes estratégicos preparados en los siete programas Nacionales de Innovación y Desarrollo Tecnológico. En este contexto la Dirección General Marítima formuló su Agenda Científica que identificó cuatro Programas para ser desarrollados en el período 2000-2010: Oceanografía Operacional, Protección del Medio Marino, Zona Costera e Hidrografía. La estrategias regionales de ciencia y tecnología cobran entonces, especial relevancia. Es en el espacio regional, y en el de las necesidades locales, que se puede buscar una más clara articulación entre los programas nacionales y los requerimientos de desarrollo del país. Con el lema: Colombia dos Mares, una Patria, el presente Anuario Científico,en su primera edición pretende consolidar en un solo volumen, resultados de investigaciones adelantadas en los dos Centros y que por lo tanto ameritan su divulgación y difusión, dentro de la estrategia institucional de comunicación para dar a conocer los avances de la investigación desarrollada, así como la toma de conciencia sobre el problema ambiental, la degradación de la zona costera y su situación particular de riesgo en la región del Pacífico, el rol principal de los océanos y el clima, la explotación de recursos oceánicos vivos y no vivos y la necesidad de sostenibilidad en su utilización.
