Abstract:
Wellens' syndrome is characterized by an electrocardiographic pattern of T-wave changes associated with a critical stenosis of the left anterior descending artery (LAD), which progresses to an extensive anterior myocardial infarction in the majority of cases. For this reason, its recognition and early treatment are extremely important. We report 2 cases of Wellens' syndrome: an 83-year-old male presenting with ill-characterized chest pain, biphasic T waves in V1-V3 during an asymptomatic period, negative cardiac biomarkers, and a 64% stenosis in LAD with a fractional flow reserve of 0.96 who fared well on medical therapy, and an 67-year-old male with typical angina pain, biphasic T waves in V2-V4 during asymptomatic periods, anterior ST-segment elevation at 2 min of effort during an exercise stress test, positive high-sensitivity cardiac troponin, and an 80% stenosis in the proximal LAD who was submitted to percutaneous coronary intervention which rendered him asymptomatic. The spectrum of Wellens' syndrome is very wide, and knowledge and high clinical suspicion for its diagnosis, especially in its rarest presentation of biphasic T waves, is key to avoiding catastrophic consequences.

Abstract:
The purpose of this study is to investigate the major factors in the process of economic growth that influence the carbon dioxide (CO2) emission in Vietnam. An Autoregressive Distributed Lag (ARDL) model was used to evaluate the impact based on Environmental Kuznets curve (EKC) and Pollution haven hypothesis (PHH) in 1990–2011. The results indicate that the economic growth, energy consumption, financial development and trade openness positively influence the CO2 emissions, whereas foreign direct investment has a negative impact in the short term. Coefficient of joining ASEAN is not statistically significant. The findings of this study also support the validity of EKC and PHH in the Vietnamese economy. Therefore, it is important to use green energy, examine requirements for foreign investment and adopt trade-related measures and policies to increase environmental protection.

Abstract:
AB2O4-type binary-transition metal oxides (BTMOs) of CuCo2O4 and MnCo2O4 were successfully prepared on ordered macroporous electrode plates (OMEP) for supercapacitors. Under the current density of 5 mA cm−2, the CuCo2O4/OMEP electrode achieved a specific capacitance of 1199 F g−1. The asymmetric supercapacitor device prepared using CuCo2O4/OMEP as the positive electrode and carbon-based materials as the negative electrode (CuCo2O4/OMEP//AC) achieved the power density of 14.58 kW kg−1 under the energy density of 11.7 Wh kg−1. After 10,000 GCD cycles, the loss capacitance of CuCo2O4/OMEP//AC is only 7.5% (the retention is 92.5%). The MnCo2O4/OMEP electrode shows the specific and area capacitance of 843 F g−1 and 5.39 F cm−2 at 5 mA cm−2. The MnCo2O4/OMEP-based supercapacitor device (MnCo2O4/OMEP//AC) has a power density of 8.33 kW kg−1 under the energy density of 11.6 Wh kg−1 and the cycle stability was 90.2% after 10,000 cycles. The excellent power density and cycle stability prove that the prepared hybrid supercapacitor fabricated under silicon process has a good prospect as the power buffer device for solar cells.

Abstract:
Pre-structural critical approaches sought to exclude the text from their fields of study, contenting themselves with making it a document that serves its historical, social, psychological and other goals. After that, the pioneers of structuralism focused in their beginnings on the inside of the text, trying to realize how the linguistic structures are interconnected, ignoring the internal structure of the text. Goldmanian structuralism presented itself as an alternative to formal structuralism. Goldman was inspired by sociological and philosophical ideas and reformulated them in line with his dialectical Marxist thought. Formative structuralism is based on revealing the relationship between the mentality of a particular social group and the overall structure of the literary work. In this research, we will try, based on the formative structuralism approach, in two main chapters, to answer what the concepts of formative structuralism are, and how and when did formative structuralism appear. As for the second chapter, the Goldmanian formative constructivism approach was applied in the story (Collect Hailstones) by (Mohsen Ahmed Omar). Abstract:
Exchange traded funds (ETFs) have two prices, the market price and the net asset value (NAV) price. ETFs NAV price gets determined by the net value of the constituent assets, whereas the market price of ETFs depends upon the number of units bought or sold on the stock exchange during trading hours. As per the law of one price, the NAV and market price of the ETF should be the same. However, due to demand and supply forces, the market price may divert from its NAV. This price difference may have significant repercussions to investors, as it represents a cost if they buy overvalued ETF shares or sell undervalued ETF shares. Pricing efficiency is the speed at which the market makers correct the deviations between ETFs NAV and market price. The present study attempts to investigate the pricing efficiency of Indian equity ETFs employing an autoregression model over its price deviation, and also attempts to understand the lead-lag relationship between the price and NAV using the vector error correction model (VECM).

Abstract:
This study employs the bootstrap autoregressive distributed lag (ARDL) approach alongside the dynamic ARDL simulations technique to investigate the non-linear effect of public debt on public expenditure in Nigeria during the 1981–2020 period. The result of the bootstrap bounds test illustrates the presence of a long-term relationship between public expenditure and public debt (along with oil rents, output growth and urbanisation). Further, the estimation results indicate that the effect of public debt on public expenditure is non-linear. In particular, public expenditure increases at early stages of rising public debt but declines at latter phases when public debt grows beyond specific threshold. This empirical outcome is further validated by the dynamic ARDL simulations approach which shows a significant decline in predicted public expenditure after short-term expansion due to counterfactual shock in public debt. Thus, policies which diversify public revenue from oil production and a reversal of the rising trend in public debt are recommended to avert the adverse welfare implications of declining public expenditure.

Abstract:
The purpose of this paper is to determine the long-run causal impact of various economic factors on Lithuanian stock, government securities and real estate prices, and to assess how accurately future asset returns can be forecasted based solely on economic information. Five macroeconomic indicators, namely, gross domestic product (GDP), foreign direct investment (FDI), consumer price index (CPI), money supply (MS) and Vilnius interbank offered rate (VILIBOR), were included in the model. The results of the created autoregressive distributed lag model (ARDL) revealed that a long-run causal relationship between Lithuanian assets and macroeconomic variables exists and that changing values of these indicators explain about half of the variability of assets’ returns. The results of ARDL model forecast showed that the most precise predictions are obtainable in real estate market, while forecasted returns of stock and government securities are not so accurate, especially the further forecast horizon. The possibility to understand driving factors behind changes of asset prices and to predict future return is of a particular importance not only for investors and businessmen, but also for the policy makers who are responsible for making substantiated decisions regarding monetary, macroprudential and fiscal policies they conduct.

Abstract:
The purpose of this paper is to fill gaps in the human capital literature, first, by providing insights into the relationship between human capital and strategic innovation and the performance of Small and Medium Enterprises (SMEs), and second, by exploring the role of human capital as a mediating variable. Although SMEs perform a vital role in the economic development of countries worldwide, developing countries tend to lag behind developed countries in this sector; hence, there is a need to investigate the peculiar nature of SMEs and their performance in the context of developing countries. Additionally, understanding an organization’s human capital requires the articulation of a system of variables that helps to uncover and manage the visible wealth. The contribution of SMEs can be measured through performance. This study is a conceptual discussion of manufacturing SME performance in Yemen and the effect of human capital and strategic innovation. The performance is considered to be very low, and the country is ranked by the Global Innovation Index as one of the lowest in terms of innovation. This paper describes the development of a framework which is a clear manifestation of the knowledge gap addressed by this study.

Abstract:
This paper aims to examine the Algerian economy by applying Okun’s law to study the impact of real GDP on unemployment rates and examine the impact of labour market protection policies on Okun’s coefficients. The annual data on the Algerian economy for the period 1991–2019 were used. The autoregressive distributed lag (ARDL) bounds testing technique model was used in conjunction with the gap version for Okun’s coefficients. The empirical results show that Okun’s law operates in Algeria’s economy. Coefficients estimated using the gap version led to the conclusion that there was a negative and significant impact of the GDP gap on unemployment rates. Though there was a decline in unemployment as GDP increased, the rise in employment was very weak for each 1% increase in the GDP. These findings should be of significant interest to regulators and policymakers in the Algerian economy, practitioners and academic researchers, international and national investors, managers and any other groups interested in the labour market in the Algerian economy and the labour markets of other developing economies. The paper provides the real GDP’s effect on unemployment rates in Algeria by releasing the gap version for Okun’s coefficient. Also, it provides evidence that increased labour market protection mitigates the adverse effects of a decrease in output growth rate on employment.

Abstract:
For decades, Nigeria’s agriculture intermodal mix has been out of balance, leaning heavily on road transport. Seventy per cent of agro-produce transportation is through a crumbling road system. For stakeholders, the return of rail transport services is a good omen. The purpose of this paper was to investigate the effect of rail infrastructure quality on agriculture sector development in Nigeria spanning from 2000 to 2022, using time series data. The autoregressive distributed lag (ARDL) method estimates disclosed that railroad infrastructure quality had an inverse relationship with agriculture value added in Nigeria during the period covered in this study. Nevertheless, the federal government of Nigeria should make more effort to rehabilitate old rail lines and the construction of new ones to complement other modes of transportation across the country. In that regard, effort should be made to attract potential foreign investors in the construction of rail lines. At the same time, engineers should be properly trained in diesel locomotive technology and rail track management.

Abstract:
Abstract The objective of this study was to evaluate the effects of eight phytochemicals from four plant species, in two presentations, essential oils (EO) and aqueous extracts (AE) of garlic (GEO, GAE), cinnamon (CEO, CAE), eucalyptus (EEO, EAE) and rosemary (REO, RAE) on rumen fermentation, using the in vitro gas production technique. The experiment was set up as a completely randomized block design in a 2 × 4 factorial arrangement of treatments. All treatments were incubated with 0.5 g of a basal diet (BD; 50% concentrate, 20% alfalfa and 30% corn silage, dry matter basis). Additionally, BD and BD with 30 ppm of sodium monensin (MON) were used as controls. Phytochemicals were evaluated at a single dose of 900 mg/L of inoculum. In vitro dry matter digestibility (IVDMD), maximum volume of gas (Vmax), gas production rate (S) and lag phase (L) were evaluated. Methane (CH4) was determined indirectly, by fixation of CO2present in gas samples with 1M KOH solution, Non-fixed gas was assumed to be CH4. Methane production was correlated with organic matter fermented in the rumen (mL CH4/g OMFR). Data were analyzed using PROC MIXED of SAS ©. The effects of treatments were tested for the following contrasts: EO Vs AE, W Vs EO, W Vs AE. Some essential oils (GEO, CEO, REO) decreased CH4 production (mL CH4/g OMFR) and IVDMD by 20.4% and 17.8% compared to control treatments (BD and MON) (P < 0.05). Aqueous extracts showed a similar response (P < 0.05) to control treatments. In conclusion the use of essential oils negatively affected rumen fermentation and the production of CH4 in P cinnamon essential oil.

Abstract:
This paper examines the behavior of the real exchange rate in Egypt over the period 1965–2018 by attempting to pursue three interrelated purposes. The first is to investigate the extent of deviations between the actual exchange rate and its equilibrium level and illustrate the magnitude of any currency misalignments. The second is to search for the different phases of over- and undervaluation of the local currency and explain the accompanying economic policies and/or factors leading to them. The third and ultimate purpose is to explore the role of transitory and permanent factors in deviating the actual real exchange rate from its equilibrium level. Understanding these factors should help in the design of economic policies directed to address the misalignment of the local currency. An autoregressive distributed lag (ARDL) bound test approach is used and conducted for both the bilateral and effective real exchange rates to achieve these three purposes during the selected period. To derive the equilibrium exchange rate estimate, the behavioral equilibrium exchange rate (BEER) approach is adopted. The findings reveal that the Egyptian pound was misaligned from its equilibrium value during most of the examined period. The results confirm the relative importance of the terms of trade and degree of openness variables in determining the equilibrium real exchange rate in Egypt followed by investment ratio and government consumption variables. The local currency witnessed a recent phase of overvaluation, which began in 2009, until the free float of the local currency in November 2016, after which, the Egyptian pound was found to have experienced a new phase of undervaluation till the end of the period examined. The findings show a considerable relative impact of fundamental-based factors over a prolonged period spanning from 1986 to 2003 and at the end of the period examined as well. Moreover, the documented results lend general support to the fact that both permanent or fundamental-based factors and short-run shocks prove to be important influential factors impacting currency misalignment in Egypt.

Abstract:
AbstractSynthetic fuels and fuel blends like OMEs can contribute to tank-to-wheel CO2 emission savings. At the same time, it is known that these fuels have a lower exhaust temperature compared to conventional diesel. This effect has major impact on the exhaust after-treatment system, particularly in cold start conditions. This paper investigates the light-off behavior of exhaust gases containing OMEs by temperature-programmed oxidation experiments using a state-of-the-art oxidation catalyst. The main side product of catalytic oxidation of OMEs between 100 °C and the oxidation temperature T50, which was around 160 °C, was shown to be formaldehyde. While alkane oxidation, in this case heptane, was little influenced by OME oxidation, the oxidation temperature T50 of CO increases by more than 10 °C by OME addition. Nitrogen monoxide impeded the oxidation of OME in a similar way to the other components investigated. Due to the amount of FA produced and its toxicity, it could be concluded that it is necessary to heat up exhaust after-treatment systems of OME diesel engines even faster than conventional diesel exhaust after-treatment systems. The relatively high reactivity of OME on oxidation catalyst can be used by active thermal management approaches.

Abstract:
The field of behavioral finance has actively researched behavioral elements influencing the choices of individual investors. This study also contributes to the behavioral finance and examines the effect of an increase in a foreign firm’s partial ownership in a domestic firm on the local individual investments in that domestic firm. Specifically, using a controlled lab experiment the study examines the investments of Pakistani individual investors between a purely Pakistani firm and a Pakistani firm with three different levels of Chinese ownership (portfolio, minority, majority). The experimental results show that with reference to Chinese minority ownership in a Pakistani firm, the potential investors are 47% (61%) less likely to invest in a Pakistani firm with Chinese portfolio (majority) ownership than in a purely Pakistani firm. The study uncovers an important non-monetary factor in the form of a foreign firm’s partial ownership that can significantly influence the choices of individual investors. It also makes an important contribution to the growing literature on the Chinese foreign investments specifically in Pakistan by exploring how potential individual Pakistani investors are likely to react to an increase in Chinese investments in Pakistani firms.

Abstract:
The doctrine of vicarious liability is easy to define but difficult to apply. In the recent Zimbabwean case of Fawcett Security Operations (Pot) Lid. v. Omar Enterprises (Pvt) Ltd., the Supreme Court held that a security company (the employer) who provided a security guard (the servant) to detect and prevent theft from the respondent's supermarket was not vicariously liable for the servant's subsequent theft of the very goods he was meant to guard. It is difficult to support this decision and its indirect effect is to call for a re-examination of this part of the law. Accordingly this article seeks to revisit the doctrine of vicarious liability under the Zimbabwean law of delict and to argue that (i) the decision in Fawcett Security was based on a wrong reading of the authorities; (ii) that the decision is inconsistent with the classical Roman-Dutch Law (as distinct from South African authorities); and (iii) that the decision fails to give effect to the real basis of vicarious liability under Zimbabwean law.

Abstract:
In 2009, the International Criminal Court (ICC) stepped into uncharted waters as it issued its first arrest warrant for a sitting head of state, then President of Sudan Omar Al-Bashir. Following the UN Security Council's referral of the situation in the Darfur region of Sudan to the ICC, Al-Bashir was charged by the Court with war crimes and crimes against humanity, and in 2010, he was also charged with genocide. As a consequence, all of the states parties to the Rome Statute had a duty to arrest Al-Bashir. Several states have nonetheless failed to arrest him during country visits, allowing Al-Bashir to evade the ICC. This has given rise to a number of cases before the ICC Chambers, including this Appeals Chamber judgment regarding the Hashemite Kingdom of Jordan.

This article examines the concept of access to justice and the challenges vulnerable and marginalised groups encounter in accessing justice. The article further discusses the recognition of access to justice as human rights imperative under international and regional human rights instrument. It then discusses barriers to access to justice for women. It argues that while access to justice remains a challenge for many vulnerable and marginalised groups, women particularly encounter serious barriers to access to justice in society. Furthermore, it discusses the notion of legal empowerment and the significance of this for the realisation of access to justice for vulnerable groups, especially women in disadvantaged communities. This is followed by the discussion on the experience of the Dullah Omar Institute in providing legal empowerment training for women in informal settlements in Cape Town and some of the, important lessons from this process. It concludes by making useful recommendations in ensuring access to justice for vulnerable women in informal settlements.

AbstractOn 4 March 2009, the ICC issued an arrest warrant for Omar Hassan Ahmad Al Bashir, the incumbent Head of State of Sudan. This article's purpose is to suggest a legal basis for reconciling the well established rule on personal immunities under customary international law with the prosecution of Heads of State from non-parties to the ICC Statute. While arguing for the legality of Al Bashir's warrant as well as the legality of the warrant's enforcement, this article explores the basis upon which the UN Security Council can remove immunities. By giving special attention to the concept of waivers, the article suggests that the UN organ implicitly removed Al Bashir's immunity when it referred the situation of Sudan to the ICC in 2005.

Abstract:
Abstract Recent proceedings involving former Sudanese President Omar Al-Bashir have highlighted a novel intersection of international and domestic law: the domestic execution of international arrest warrants for an incumbent high state official. While the overwhelming trend over the past decade has been for international and domestic courts to analyse this issue from the perspective of immunity, that approach is not sufficient. The domestic execution of an international arrest warrant presents a question of inviolability, not immunity. Although the immunity and inviolability enjoyed by incumbent high state officials under customary international law often apply coextensively, the two doctrines are distinct in function and scope. While immunity precludes the exercise of jurisdiction by a foreign court, it is inviolability that operates as a privilege from physical interference by domestic authorities. The arrest and surrender of incumbent high state officials is likely to persist as both an objective and a challenge for international courts. If they are to succeed in this regard, international courts must account for why the privilege of inviolability does not bar the execution of international arrest warrants.

Abstract:
On July 6, 2017, Pre-Trial Chamber II of the International Criminal Court (the Court or ICC)—composed of Judges Tarfusser, Perrin de Brichambaut, and Chung—held that South Africa violated the Rome Statute of the ICC (Rome Statute) by failing to arrest and surrender to the Court President Omar Al-Bashir of Sudan when he visited the country in June 2015. However, the Court did not refer the matter to the ICC Assembly of States Parties (ASP) or the United Nations Security Council (UNSC) pursuant to Article 87(7) of the Rome Statute. The decision added South Africa to a list of ICC state parties that have failed in their Rome Statute obligations with respect to the incumbent head of state of Sudan. It also marked the first time that the ICC Office of the Prosecutor (OTP), all ICC states parties, and the United Nations (UN) were invited to present their views and argue fully what is perhaps the most legally contentious and politically sensitive issue that the ICC has faced in its history.

Abstract:
Abstract Compliance with international law is commonly accepted as strengthening inter--state relationships and, therefore, consolidating inter-state politics. This article argues that, in certain circumstances, hostility to international law can be regarded as indicative of shifts in the balance of power that undermine the enforcement of injunctions of international law. These, it will be shown, need to be addressed through inter-state dialogue. To sustain the argument proposed, the article focuses, from an international relations perspective, on the resistance to the practice of prosecuting sitting Heads of State by the International Criminal Court (ICC). The prosecution of a sitting Head of State is considered in this article as the poster--child of liberal institutionalism. The track record of the ICC in this domain is worrying: out of 3 situations (Omar al Bashir in Sudan; Uhuru Kenyatta in Kenya; and Muammar Gaddafi in Libya) the Court was unable to finalize a single one. Following theoretical plexuses derived from the English School of international relations, and particularly Hedley Bull’s “Paradox of the Balance of Power”, the article draws attention to the case of Gaddafi in Libya and to the international debate on the potential prosecution of Bashar al Assad in Syria. This is done to show that the transition between the two is exemplificative of a paradoxical dynamic: international law is more efficient in situations of balance of power; but violations of international law are, in specific cases, necessary to rectify it. Ultimately, the article argues, more attention should be dedicated to the resistance to the prosecutions of sitting Heads of State to understand the implications that this might have for the balance of power, and in the construction of a truly pluralist international society based on inter-state dialogue.

Abstract:
Abstract Africa and the International Criminal Court (ICC) are having a turbulent relationship, since the implication of the Sudanese President Omar A-Bashir by the Court with the atrocities committed in the Darfur region. The attitude of African countries against the Court has led to some rampaging voices, calling for an African solidarity to exit the ICC. Few African countries, including South Africa, have stepped to the plate responding to the call. However, the process has been coated with uncertainties, mostly leading to constitutional power wrangle among the constitutional branches of governance. The High Court of South Africa, for instance, has been the ‘mediator’ when the executive and legislature clashed over South Africa’s pursuance to withdraw from the ICC. Thus, this commentary revisits the case of Democratic Alliance v. Minister of International Relations and Cooperation and Others, and exposes the power ‘wrangle’ between the executive and legislature when South Africa engineered her failed exit from the ICC.

Abstract:
Two experiments were conducted (laboratory - pots) at the lab of Botany Department/ Faculty of Science/ Omar Al-Mukhtar University/ Al Bayda/ Libya, with the aim of determining the allopathic effects of aqueous extracts at concentrations of (10, 20, and 40%) and the crude powder added to the soil at concentrations of (1, 2, and 4%) of Arum cyreniacum (Tubers - Leaves) on the germination of seeds and the development of seedlings of two Vicia faba cultivars (local - Massa), with three replications according to a completely randomized design. The results of the laboratory experiment showed significant differences in the reduction of germination percentage, reduction of radicle and plumule lengths between the aqueous extracts, and concentrations of Vicia faba cultivars (local - Massa), compared with control. The results of a pot experiment also showed that the high concentrations significantly reduced the emergence percentage of seedlings, while all concentrations led to a clear and large reduction in root and shoot system lengths and a decrease in fresh and dry weights of seedlings of (local - Massa) cultivars. Most of the concentrations used caused an accumulation of chlorophyll (a) and carotenoids, and decreased the concentration of chlorophyll (b), it also led to an accumulation of potassium, iron, copper, and nickel, while they led to a decrease in the sodium concentration of two cultivars compared to the control, The tubers had the highest inhibition rates compared to the leaves, and the high concentrations of extracts and crude powder were the most toxic in inhibiting the growth of the studied traits of the two cultivars, Massa cultivar was more sensitive than the local cultivar.

Abstract:
AbstractOn 4 March 2009 the Pre-Trial Chamber I of the International Criminal Court (ICC) held that it was satisfied that there were reasonable grounds to believe that Omar Hassan Ahmad Al Bashir, the president of Sudan, is criminally responsible under Article 25(3)(a) of the Rome Statute as an indirect (co)perpetrator for war crimes and crimes against humanity (but not for genocide). The Chamber issued a warrant for the arrest of Al Bashir making him the third sitting head of state to be charged by an international court following Liberia's Charles Taylor and Yugoslavia's Slobodan Milošević. Since then the ICC has been accused of making a "political decision" and that it is "part of a new mechanism of neo-colonialism". This article examines the ICC's decision against the background of the situation in Darfur. The article concludes that although the ICC decision and warrant cannot be considered political and neo-colonial in nature, the decision and warrant can be criticised as selective. It calls on the ICC to broaden its scope of investigations and for the international community to affirm its support for the ICC and insist that Sudan and other states cooperate fully as required by the United Nations Security Council.

Abstract:
The starting points of liberal theorizing are never neutral as between conceptions of the human good; they are always liberal starting points. And the inclusiveness of the debates within liberalism as to the fundamental principles of liberal justice reinforces the view that liberal theory is best understood, not at all as an attempt to find a rationality independent of tradition, but as itself the articulation of an historically developed and developing set of social institutions and forms of activity, that is, as the voice of a tradition. Like other traditions, liberalism has internal to it its own standards of rational justification. Like other traditions, liberalism has its set of authoritative texts and its disputes over their interpretation. Like other traditions, liberalism expresses itself socially through a particular kind of hierarchy.—Alasdair MacIntyreLiberalism, when applied to the issues of citizenship and community … is caught in a paradox: while it must assume the existence of nation-states in order to have communities within which principles of individual liberty and value neutrality can hold sway, it must at the same time studiously ignore the normative basis of such communities, since to do otherwise would be to admit that nonliberal principles of exclusion and intolerance are fundamental to a liberal state.—Omar DahbourThe nature and scope of the right to freedom of religion in international law is an increasingly contested and divisive question. While virtually all scholars from an array of traditions insist that therightitself is universal, they assert quite different foundations for and often widely divergent conceptions of that right.

Abstract:
AbstractIntrinsic in the concept of international justice for violations of international humanitarian law is the requirement of cooperation by states and, to a large extent, regional bodies with the International Criminal Court (ICC). Unlike domestic courts, the ICC is not endowed with law enforcement power nor could such power be imputed to it as part of its functions. It is against this background that the on-going crisis of corporation between the ICC and the African Union (AU) following the indictment of Sudanese President Omar al-Bashir for international crime portends a far reaching implication for the administration of international criminal accountability. As part of a broader diagnosis of the reasons for the AU's opposition, this paper, while discussing armed conflicts in Africa, which provides the fillip for gross human rights violations in the region, exposes the contributions of the West. It concludes that an effective enforcement of international justice in the region must include an inquiry into the role of international actors and Western powers in promoting and exacerbating the situation.

Background Knowing the needs of the bioimaging community with respect to research data management (RDM) is essential for identifying measures that enable adoption of the FAIR (findable, accessible, interoperable, reusable) principles for microscopy and bioimage analysis data across disciplines. As an initiative within Germany's National Research Data Infrastructure, we conducted this community survey in summer 2021 to assess the state of the art of bioimaging RDM and the community needs. Methods An online survey was conducted with a mixed question-type design. We created a questionnaire tailored to relevant topics of the bioimaging community, including specific questions on bioimaging methods and bioimage analysis, as well as more general questions on RDM principles and tools. 203 survey entries were included in the analysis covering the perspectives from various life and biomedical science disciplines and from participants at different career levels. Results The results highlight the importance and value of bioimaging RDM and data sharing. However, the practical implementation of FAIR practices is impeded by technical hurdles, lack of knowledge, and insecurity about the legal aspects of data sharing. The survey participants request metadata guidelines and annotation tools and endorse the usage of image data management platforms. At present, OMERO (Open Microscopy Environment Remote Objects) is the best known and most widely used platform. Most respondents rely on image processing and analysis, which they regard as the most time-consuming step of the bioimage data workflow. While knowledge about and implementation of electronic lab notebooks and data management plans is limited, respondents acknowledge their potential value for data handling and publication. Conclusions The bioimaging community acknowledges and endorses the value of RDM and data sharing. Still, there is a need for information, guidance, and standardization to foster the adoption of FAIR data handling. This survey may help inspiring targeted measures to close this gap.
