Abstract:
It is widely accepted that structural, institutional and labour market reforms are essential for the development of the OECD and emerging market economies; and that argument has been incorporated into official policy in the EU as part of the Lisbon agenda. Yet there is little analysis in the economics literature of how these reforms should work, or of which reforms would be most effective. Similarly, there is no explanation of why policy makers extol the virtues of reform, but often fail to carry them out. Or why some countries embrace reform, but others in similar circumstances do not. To explain these differences we develop a general equilibrium model with imperfect competition, extended to include labour market imperfections and tax distortions. We find that fiscal constraints to be the principal reason that reforms do not get undertaken, though labour market regulation can be a serious complicating factor in certain cases. As a result, the reduction of tax distortions, rather than market or institutional reform, is usually the most effective type of reform. The implication is that we need models that combine different reform instruments and different distortions to analyse this kind of problem.

Abstract:
In 1991, Indian government initiated economic reforms as quite revolutionary. The risks of runaway inflation and default on interest payment to foreign creditors persuaded the Government to borrow from the International Monetary Fund (IMF) and the World Bank on condition of fiscal and economic reforms. The impact of recent economic changes due to reforms on the labour market reveal a mixed picture. While the pace of employment generation picked up after the initial years of reform, the recent years have witnessed reduction in employment growth. Even the most ardent supporter of liberalization would agree that, regardless of how well a Government manages the transition from a regulated to a liberal economy its immediate impact is bad and unjust. It is bad because it reduces economic welfare and unjust because the costs of adjustment fall disproportionately on the poor. Despite liberalization of trade, industry and finance, no law relating to labour has been amended much less repealed so far. This means that the basic material conditions of labour in India will continue to be determined primarily by the macro-economic processes rather than by worker-specific legislation.

Abstract:
The article is concerned with the analysis of the transformations in the labour market taking place in the Kyrgyz Republic (KR), which cause a great resonance in society, but continue to remain unexplored in the legal literature. Consequently, the purpose of the article is to identify the general trend in the legal labour reform policy and to determine the main directions of legal policy to improve the mechanism of legal regulation of labor. In the article, the objectives of classifying the main periods of the implementation of labor reforms (begun in 2005) are solved, analysis and assessment of the means of implementing reforms in terms of their compliance with national and international labor standards are carried out based on dialectical and logical methods, as well as the use of the systemic method. The article reveals serious inconsistencies between the deregulation policy and prohibitions in the labour market with the ILO Conventions No. 81, 87, 150, 155, which were ratified by the Kyrgyz Republic (except for the ILO Convention No. 155). In particular, the negative consequences of the deregulation policy for the field of labor safety and protection were noted, especially in the context of the onset of the COVID-19 coronavirus. Based on the analysis of the problems of the labor regulation reform policy, it is concluded that it is necessary to develop a unified state program for the development of the labour market, containing a system of strategic priorities, conceptual ideas, goals and measures that determine the prospects for improving the labor legislation of the Kyrgyz Republic on the basis of intensifying the processes of monitoring labor legislation and the practice of its enforcement in the Kyrgyz Republic. The provisions and conclusions of this article are of practical importance for the executive authorities implementing state policy in the field of labor.

Abstract:
This article provides a seminal analysis of collective labour legislation in Taiwan. A chronological review of Taiwan's legislative process suggests that the context of incorporation, institutional framework, mechanisms for delivering reforms, and sequence of reforms together shape the legislative outcomes of labour reforms at the collective level. While most labour legislation was revised and passed after the preceding sequence of economic transition, the reform of collective labour rights was greatly constrained by the flexible labour-market structure. In order for politicians to form new alliances with labour organizations, legislation of collective labour rights was a strategy to cultivate support during electoral periods. Consequently, the industrial relations changed following the enactment of substantial reform-oriented labour legislation. Theoretically, the historical analysis of legislative procedure unveils evolutionary reform paths for collective labour rights in new democracies. At the same time, empirically, Taiwan demonstrates an alternative reform path in combination with incremental steps and progressive agendas. For new democracies of small economy, a window of opportunity for the progress in collective labour legislation remains open today, albeit with limitations.

Abstract:
The thesis consists of three main chapters. Chapter 2 studies the effects of Employment Protection Legislations (EPL) on labour market outcomes in the Mortensen Pissarides (1994) job search and matching model with an informal sector. The model predicts that rising costs of laying off workers unambiguously decrease the labour market’s tightness and a firm’s reservation productivity. Both job creation and job destruction are eschewed. In addition, given a Cobb–Douglas-form job matching function, there is a U-shaped relationship between layoff costs and the size of the informal sector and an inverse U-shaped relationship between layoff costs and the wage rate in the formal and informal sectors. Chapter 3 empirically examines the effect of 2008 China’s Labour Contract Law (CLCL) on the formal–informal divide in the China’s urban labour market. We use a range of indicators measure the regional enforcement of EPL and regional judiciary orientation. Panel data discrete choice models are employed to predict individuals’ probabilities of being in each employment status. The results provides weak evidence for an association between the regional enforcement of EPL and worker’s employment decisions. Chapter 4 explores the wage gap between urban workers and rural-to-urban migrants with a non-parametric matching approach proposed by Nopo (2008). Results show that the share of the unexplained wage gap to the mean wage gap between urban workers and rural migrants decreases significantly from nearly 50% to 29.7% if we compare only comparable individuals.

Abstract:
The central questions posed by this thesis are: what are the effects of labour market regulations pertaining to job security in India, and why are these regulations so difficult to reform. The thesis finds that job security regulations have a negative effect on both efficiency and equity. They have a significantly negative impact on employment in all categories. They benefit a small minority of highly educated and high human capital workers, while excluding the large majority of the labour force from secure, protected work. They also have a negative impact on output, as they discourage investment. This is shown through a ranking of twenty four Indian states according to the strictness of job security regulations. Highly labour regulated states have lower levels of investment, leading to a negative impact on output, employment and real wage. In this way, these regulations harm both efficiency and equity. In saying this, this thesis supports the distortion view of job security regulations as held by the World Bank, and refutes the institutional view as held by the International Labour Office (ILO). The findings of this thesis show that the result of high levels job security regulations do not cause a necessary trade-off between efficiency and equity (sacrificing the former to get more of the latter), but that the result is a negative impact on both efficiency and equity. The thesis then asks why policies that reduce both efficiency and equity are so difficult to reform in a democracy like India. It explores this by doing an inter-state analysis of policy reform in ten Indian states, considering each state as a separate democracy. It finds conclusive evidence that political factors influence the capacity and motivation to carry out labour policy reform, and it analyse what factors these might be. We use a multi-pronged political economy approach in this thesis. We use extensive historical and institutional analysis, combined with fairly simple, but powerful, empirical analysis. Most of our empirical analysis relies largely on simple and straightforward ordinary least squares (OLS). We are encouraged by the fact that we use four different datasets, and all four give us the same significant result. This gives us confidence in the strength and robustness of our findings.

The study concentrates on a particular type of state intervention in social policy. It considers whether policy reforms and subsequent provision of information with regards to the issue of parental leave and part-time work arrangements, makes an impact on gender equity in the labour market (Del Boca, 2002; Naldini & Saraceno, 2008). Giddens' theory of structuration is the conceptual framework from which this study approaches these questions. It is thus held that agents (in this instance, women) are constrained by structures (labour policy framework and institutionalised labour practices) to achieve specific social goals. And further: that the apparent lack of power on the part of agents requires intervention on the part of the state apparatus to correct the failure (or inability) of the labour market to deliver the social justice as aspired to in the cited European Employment Strategy, as well as fostering economic efficiency (Barr, 1992). I further contend that not only are agents constrained by structural properties, but that institutional reform (in the form of labour policy reform) is constrained by the human action1 of the management of firms and enterprises as economic agents within the policy framework.

In 2005, the Brazilian bankruptcy law was changed to improve secured creditor’s protection. I explore the bankruptcy reform together with heterogeneity of the judicial efficiency, at the municipal level, and heterogeneity of the firm’s asset tangibility, at the sectoral level, to study possible effects on labour reallocation. By applying an instrumental variable approach, I find that firms operating on municipalities with a more efficient judicial system observed a higher increase in their labour force after the reform, and that this effect was stronger on firms operating in sectors which use more tangible assets.

The thesis is focused on a problem of a high unemployment that is connected with unefficient and uneffective employment policy. The aim of this thesis is to review the possibility of the usage of several types of reforms with highly activating elements on the employment policy in a strong social focused state. First, reforms focused on high quality job programmes made by the employment office; second, programmes dealing with motivation of unemployed persons and, finally, reforms on creating of new working possitions by bussinessmen. An example of such reforms has been presented by the german labour market, which dealt with the problem of high unemployment by a number of radical reforms called Hartz I-IV. The reviews on the recent state of the german employment market made by other authors are very critical to the outcome of these reforms. Ambitions of this thesis are to review the reality of the german labour market in the last decade using the methods of statistically-analytic tools applied on the labour market indicators and to look back to the results of the german labour market during the economic crisis focusing on its stability and flexibility.

Abstract:
This thesis studies the expansion of workers' collective action and collective bargaining over working conditions in the context of the Spanish Restauracion (1875-1923), in an institutional setting characterised by the absence or little enforcement of legislation concerning industrial conflict and the regulation of working conditions. The thesis addresses two of the main issues in the contemporary and historical debate. The first one addresses the causes of labour unrest and the existence of a weak and politically radical labour movement. A second related issue argues that, had Spanish unions adopted the outlook of more conservative British or German unions, they would have been able to advance the interests of workers more effectively. In the first part of the thesis, I offer a narrative of union development based in coalition-formation. My main argument is that state policy was crucial in shaping the outlook of Spanish unions. I argue that in strike waves, workers in large cities had some degree of political power and were able to obtain the (often only temporary) protection of state officials from employers' counterattacks. Since the state was able to monopolise the repression of the labour movement up to 1919, 'public' lobbying to attract the support of the state radicalised the positions of employers and unions. Severely contested union rights brought about a system of industrial relations that was fragmented and organisationally weak, dependent on state policy to be shaped effectively. Up to 1920, the state, however, hesitated to expand its authority to regulate more thoroughly the relations between workers and their employers. The second part of the thesis asks if the Spanish system of industrial relations hindered the reaching of co-operative solutions to social problems. In other words, was the prevailing system of collective bargaining efficient in the fulfilment of the rapidly changing preferences of workers in the period. To answer this question, the thesis offers three case studies of collective bargaining over workplace public goods. The main conclusion of these exercises is that the supply of public goods was more neutral than expected with respect to the institutional setting. Weak unions and the absence of local or regional collective bargaining did not prevent workers to modify working conditions according to their changing preferences for a shorter workday, a safer workplace, stable wages and income smoothing during economic downturns.

Abstract:
Over recent years much research has been conducted which examines the consequences of economic and social restructuring on different localities. Arguably, few places have experienced these processes to such detrimental affect as the Vauxhall ward in north Liverpool, which possesses one of the highest levels of unemployment in the country. During 1990 I was employed by the Eldonian Development Trust to conduct a skills survey of the population of Vauxhall, as a community led attempt to redress this situation. This thesis combines detailed analysis of the skills audit, entitled the Vauxhall Job Link Survey, with the results of a complementary, qualitative research approach, in an attempt to understand why such a large proportion of the area's population are excluded from paid employment. To develop its arguments the research also draws extensively on a variety of secondary data sources. The findings of the research are related to existing labour market and social polarisation theories. The thesis reveals that the dual processes of deindustrialisation and counterurbanisation have led to a small, residual population remaining in Vauxhall, which is poorly placed to compete for the limited number of job opportunities arising in the city. Detailed analysis by gender reveals that the position of many women is particularly poor. It is propounded that one reason for this is the particular patriarchal relationship that has developed in the area over the last two centuries, with very clearly defined roles of male and female economic activity.

Abstract:
At present, the precarious jobs do not assure the subsistence level, and the future forecasts “the end of work”. In addition, because of the defects and limits of the welfare systems, a rethinking of the social protection system is necessary: universal basic income seems to be the most popular option. However, basic income may represent a break with the traditional market rules: the model is inverted and the citizen gains “ freedom from work”, and not “through work”. This paradigm shift may represent a challenge for today’s model of social state based on the work ethic. Although the basic income is usually based on the idea of social reform, the perception of this study is that its implementation should be guided by a policy of small advances, which ultimately make possible a partial reform of the Social Security system, not its dismantling. This work shows that the German labour market, the Constitution, and the social state are not currently prepared for or in need of a universal Basic Income.

Abstract:
The purpose of the study is to analyze the economic reform process of socialist economy and give them theoretical estimate over the past 20 years; to reflect the political, economic and social readiness of society to reforms; to point on the process of substitution of economic reform by political power struggle. The reforms had to initiated by economic sphere was held by government that consisted from the same political entity that was in Soviet period. The research methodology based on the principle of complexity and systemic, that reflects effects of historical, economic, social, cultural and educational factors of social development, the mentality of society, the scientific and theoretical level of labor on the processes of economic reform. The lack of experience in market economy pointed on largely insufficient knowledge of processes of market economy that developed economies had passed. The results of the study is identifying the opportunities for proper theoretical approach to the reform process, giving recommendations to society and the government to select real, positive economic policies that will contribute to the development and extending of modern economic outlook in the social environment.

The reduction of the first degree in Portugal, driven by the Bologna reforms, has resulted in a perceived loss of its value in the society and the labour market. The implementation of the reforms coincided with the severe economic crisis and the job scarcity currently affecting the labour market. This paper aims to investigate student perceptions of the reasons why they consider the first degree insufficient. Is it because students really feel unprepared for the labour market as a result of the shorter first degree or is it because of the widespread perception in the society that the first degree is insufficient? In other words, is the poor employability of the first degree perceived as being determined by individual inability or by an external scepticism about its value? Findings suggest that, for students, the first degree is not enough mostly because of their individual inability to respond to labour market needs and less because of public scepticism about the degree’s worth. Therefore, students apparently see themselves as the key agents, emphasising their own responsibility for employability and the individual factors behind the employability concept, although the latter are somewhat balanced by external factors under the weight of the economic crisis.

Abstract:
Purpose – ageing population causes a number of economic and social problems related to changes in the labour market. This study aims to evaluate the effect of the ageing population on the labour force which is the main indicator of the labour market in EU member states. Research methodology – in order to achieve the aim of the study we applied the following methods: i) trend analysis to estimate and present population and changes of labour force over period, and ii) decomposition method to examine the effects of population and labour force structure in terms of age changes on size of labour force. Findings – over the 2003–2017 period volume of the labour force has declined in Romania, Lithuania, Portugal, Latvia and Greece. This negative effect is influenced by both depopulation and structural changes in the workforce, including population ageing. Size of the labour force has increased in 23 countries, but in 11 of them, these positive changes were influenced by the rising of population activity, while depopulation it influenced negatively. Research limitations – research results support the theoretical approach that ageing population may negatively affect the labour market but do not provide ways to solve this problem and this is the implication for further research. Practical implications – the obtained results are useful for policymakers of the labour market (including pension reforms). Originality/Value – the study contributes to scientific literature by sufficient understanding of ageing population problems that occur in labour market and fills the gap in research of ageing population impact on the labour market, using data of EU member states.

The study of unemployment and the unemployed in Russia began in the 1990s. The three periods can be distinguished in the unemployment study: 1. 1992-1998 - Post-reform period of heightened public attention. 2. 1999-2008 Post-transformation recovery period - attempts to explore the correlations between unemployment and the main socio-economic trends. 3. 2009 - present. Period of protracted economic and financial crisis – the themes of unemployment losing its actuality, despite the fact that Russians still fear of firing and the job-hunting difficulties. However, there are the lack of articles, which are analyzed the present features of the unemployment and unemployed in Russia. The paper based on the results of analysis of socio-economic development indicators and the statistical data by the Federal State Statistical Service for 2000-2014 for the Central, Volga and North-Caucasian Federal Districts (with lowest, medium and highest levels of unemployment respectively). Findings: Russian unemployed do not form a particular social stratum. The large number of unemployed people live in cities; the number of rural unemployed is almost constant and does not fluctuate in crisis. The number of unemployed as men as women is reducing. Data on gender structure of the unemployed allow mention the labor market is becoming more civilized: a female unemployment rate lower than male; there is no trend to the preferential exclusion of women from labor market. The average age of the unemployed is increasing, possibly due to the innovation economy needs in new skills, and professional inertia of older people.

Abstract:
In the world economy, since 1960s, countries, which are open and apply liberal policies succeeded higher economic growth and welfare. Therefore, liberal policies became more attractive. In that case, the transition, which has political, economic, and socio-cultural aspects, means moving from socialist-authoritarian structure to market based-liberal structures. In the literature, there are many studies which point out labor force and capital are not significant on the economic growth. In addition, the literature focuses on the importance of institutions on the economic growth. In this study, we compare the countries which were quickly away from the socialist structures with the countries which were slow on the reforms. Our analysis depends on their economic growth with cross section. However, we know the importance of institutional aspects on the growth research; therefore, we applied 2SLS regression analysis and to determine the economic liberalism indicators we used political rights, civil liberties, years that were under the socialism, openness, secondary school ratio, and public spending/GDP ratio. In the late phase, GDP per capita, as an indicator of economic growth, is explained with an independent variable which is predicted in the first phase via liberalism variable, and labor-population ratio and constant capital stock GDP ratio variables used in Neo-classical Solow-type growth model.

School-to-work transition data are an important component of labor market information systems (LMIS). Policy makers, researchers, and education providers benefit from knowing how long it takes work-seekers to find employment, how and where they search for employment, the quality of employment obtained, and how steady it is over time. In less-developed countries, these data are poorly collected, or not collected at all, a situation the International Labour Organization and other donors have attempted to change. However, LMIS reform efforts typically miss a critical part of the picture—the geospatial aspects of these transitions. Few LMIS systems fully consider or integrate geospatial school-to-work transition information, ignoring data critical to understanding and supporting successful and sustainable employment: employer locations; transportation infrastructure; commute time, distance, and cost; location of employment services; and other geographic barriers to employment. We provide recently collected geospatial school-to-work transition data from South Africa and Kenya to demonstrate the importance of these data and their implications for labor market and urban development policy.

Abstract:
Vocational training systems in middle-income countries are going to face multiple challenges in the post-COVID era, notably, challenges related to (1) automation; (2) the transition to a green economy, and (3) demographic pressures. Of these, automation - linked to the burgeoning ‘fourth industrial revolution’ that is set to transform the global economy - represents the most serious challenge and is the only one of the three challenges discussed in any depth in this paper. Whilst estimates of the likely scale of automation in the coming years and decades vary widely, it appears likely that waves of automation will lead to a dramatic decline in many kinds of jobs that largely involve routine, repetitive tasks. These trends pre-date COVID-19, but the disruption caused by the pandemic provides an opportunity to prepare for these challenges by implementing vocational training system reforms as part of the Build Back Better agenda. Reforms to vocational training systems will be crucial to ensuring middle-income countries respond appropriately to accelerating labour market changes. However, they should only form a limited part of that response and need to be integrated with a wide range of other policy measures. Vocational training reform will need to occur in the context of major reforms to basic education in order to ensure that all workers are equipped with the cross-cutting cognitive and socio-emotional skills they will require to perform hard-to-automate tasks and to be able to learn and adapt rapidly in a changing economy. Middle-income countries will also likely need to progressively expand social protection schemes in order to provide a safety net for workers that struggle to adapt to changing labour market requirements.
