Abstract:
This paper analyses the role played by the flexibilization of labour markets on functional income distribution. Specifically, we analyse whether employment protection legislation affects the evolution of labour income share, measured by the size of compensation of employees as a percentage of GDP, the sum of wages and salaries as a percentage of GDP and the size of the adjusted wage share, in twenty European economies. Our study?s results show that the evolution of labour income share is explained by the economic growth, the growth of employment and unemployment rates, and the growth of real wages. Regarding the role played by the flexibility of the labour market, and specifically of the employment protection legislation, only employment protection for temporary workers has a significant impact on the evolution of labour shares. Our results show that stricter provisions on the use of fixed-term and temporary agency contracts have a positive impact on the growth of labour shares.

Abstract:
Political, economic and social changes after the 1980’s that are viewed as a result of the development of neoliberal doctrine and the implementation of neoliberal policies represent the focus of this paper. Neoliberal doctrine highlights the importance of freedom, i.e., liberating society from state interventionism which is characteristic of not only socialist, but also of the Keynesian doctrine. By introducing these conceptual premises, neoliberal doctrine paved the way for the implementation of neoliberal policies, which usually implies the abolition of state regulation of economic activities, the privatization of public companies, trade liberalization, the reduction of budget expenditure and the welfare state. Pointing to the changes in the labour market which are influenced by the neoliberal turning point is the main aim of this paper. Neoliberal protocol implied significant institutional reforms in the form of reducing the protectiveness of labour legislature and promoting greater dynamism of the labour market, while neoliberalization of the labour market mostly referred to demands for deregulation and flexibilization of the labour market (demands may or may not be interconnected). The above-mentioned initiatives are not solely a result of the neoliberal point of view that the existing legal provisions protect workers too much or treat certain groups of workers unjustly, but these provisions also have a detrimental impact on economic production, thus preventing employers from adapting fast enough to external changes. As a result of demands for increasing economic competitiveness, deregulation and flexibilization have become preferred methods through which states are trying to restructure their own labour markets. Abstract:
Internationally, the 1980s marked a shift in economic policy. In the Netherlands, it was the decade of the supposedly moderate neoliberal turn and of the first round of flexibilization. Nowadays, the degree of flexibility of the Dutch labour market is exceptionally high compared to neighbouring countries. This article examines how the trade union movement in the 1980s responded to increasing flexibilization, which strategy was used, and how this contributed to early Dutch flexibilization. In contrast to the literature with an institutional perspective, this article analyzes the trade union movement from a social-historical perspective and as a social movement organization. As a result, it argues that the effects of rising flexibilization were signalled very early on within the trade unions. Be that as it may, both the priorities that followed from the agreements with employer organizations and the internal dynamics, were decisive for the trade union movement’s relatively late and unassertive responses towards the flexibilization of labour in the 1980s.

Abstract:
The article addresses the shifting patterns of atypical employment across the regions of Greece, severely hit by the 2009 crisis. Changes are depicted by NUTS-II level data for the pre- and post-crisis periods of 2005–2009 and 2009–2011. A regional categorization is suggested, as different forms of atypical employment, namely part-time, temporary, solo self-employment and family work, have expanded unevenly across space. The authors argue that different patterns are related to regional specialization and industrial structures differently affected by the crisis. Established forms of atypical employment have been shaken, while new highly precarious ones have been boosted. Moreover, regulatory reforms for higher labour flexibilization have also defined the emergent atypical employment patterns in Greece. The article points out that in the Greek labour market, already marked by high flexibility and poor job security and social benefits, recent regulatory reforms increasing flexibilization have deteriorated labour and devalued atypical employment.

Abstract This paper describes the procedures that minimized labour costs in a typical offshore factory of a large corporation from the global market: the Nokia factory in Cluj, Romania. Two interrelated factors contributed to this. Firstly, the arrival of neoliberal economic rationality created favourable conditions for transnational capital’s free passage through the country. Secondly, under the imperative of flexibilization, the 2011 Labour Code modifications diminished employee rights and increased employers’ privileges, allowing companies such as Nokia to freely assemble the region’s labour force – engaging it in a complex production process – and disassemble it without any major consequences. Flexibilization permitted the use of outsourced labour power in the form of external employees, partly from rural areas, with short-term contracts and minimum wages.

This article examines how the recent global recession, together with the general flexibilization of labour markets, is affecting young people. We examine different forms of social exclusion, including unemployment, temporary employment contracts and periods of inactivity, as well as the subjective insecurity arising from such labour market exclusion. We also examine what Member States have done to address this issue, especially as part of their response to the crisis. At both EU (through the Europe 2020 strategy) and national levels specific policy measures exist that target young people in the labour market, but these are mostly supply-driven. Thus, they do not take into account the true problems young people are facing, including problems finding first-time employment and bad-quality jobs with little prospect of moving up the employment ladder. In conclusion, a new generation with higher exposure to systematic labour market risks than previous generations is being left to fend for itself with little appropriate state support.

With mass unemployment in Germany and elsewhere showing no signs of abating, numerous economists and politicians of the neo-classic school have become vocal in calling for the flexibilization of the labour market. A demand for wage cuts forms the nub of their solution to the crises. The article shows that such approaches are both theoretically flawed and unable in practical terms to deliver what they promise, as cuts in wages will not lead th higher levels of employment but will rather increase the danger of a deflationary spiral. An alternative monetary-Keynesian model is proposed as a basis for more suitable labour market policymaking.

The hierarchy of labour law sources plays an important role in shaping the employment protection afforded by national labour law. This article provides a comparative overview of the global trends in the relation between the different layers of employment regulation. To this end, it considers three cluster of countries, respectively the European coordinated market economies, the liberal market economies and the European post-socialist countries. This analysis will make it possible to identify common patterns of transformation of the hierarchy of sources, indicating the current direction of labour law. Based on the three models, we discuss the following four trends and their interactions: (1) the increasing role of legislation; (2) the decentralization and decline of collective bargaining; (3) the growing importance of individual employment contracts based on waivers; (4) the erosion of the favourability principle by means of clauses allowing less favourable terms of employment. We argue that these parallel changes may lead to a worsening of employment conditions. In terms of regional differences of working urban poor istanbul labor market reflects the effects of new international division of labour and the structural adjustment policies more than Gaziantep. istanbul has an urban labour market which mainly performs as the periphery of international capital. Urban labour market in Gaziantep however, includes rural and local elements of causal labour as well, besides its links to the new international division of labour. In the micro level, istanbul working urban poor represent more western and urban values, more literacy and higher level of education and more positive attributes to the role of education, better working conditions of casual labour, more feelings of isolation but also more hopeful for future prospects and more motivated for initiating coping mechanisms. On the other hand, Gaziantep working urban poor represent a very complicated and multi-step migration process compared to istanbul migrants and migrant women in Gaziantep tend to work more in pieceworking jobs due to agro-industry. Hence, the thesis argues that to designate urban poverty and more specifically working urban poor in Turkey, regional, cultural factors and dynamics of migration are significant.

Alterações ao sistema previdencial de pensões, tendo por objetivos o controlo da despesa pública e a sua sustentabilidade financeira, bem como combater o risco moral, resultam na intensificação do princípio de equivalência entre contribuição e benefício. O mercado de trabalho, contudo, parece garantir cada vez menos segurança e estabilidade laboral que correspondam a carreiras contributivas completas e contínuas. A fórmula de cálculo de pensões de velhice que incidirá sobre inscritos no sistema após 2002, em conjugação com a presença e proliferação de modalidades de trabalho não-padrão pode resultar, assim, na desadequação das pensões no futuro, particularmente para trabalhadores nessas situações. A escolha entre um sistema mais ou menos capaz de mitigar as desigualdades entre beneficiários dependerá sempre de opções normativas que remetem para critérios de justiça distributiva intra e inter-geracional.
Portuguese public pensions scheme reforms aiming the financial sustainability of the system and the control of public expenses, have led to an increase of the benefit-contribution principle. Labour market and its flexibilization trends, however, do not seem to guarantee a stable and continuous career anymore. The new rules for pension calculation, which will apply to workers who started their career after 2002, along with a significant and increasing presence of non-standard forms of employment, may lead to inadequate pensions in the future, especially for workers under these circumstances. Public policies regarding a more or less extended universal system, aiming or not to reduce inequalities among pension beneficiaries, would necessarily refer to distributive justice principles.

Abstract:
In recent years, two main reforms have occurred in Italy, changing the general context where youth transition processes take place. First of all, there has been a deep labour market deregulation. This has increased the amount of unstable job positions, especially among cohorts looking for their first job after 1997. Secondly, but no less importantly, there has been an increase in the enrolment rate to tertiary education and the Bologna process introduced relevant innovation to the Italian University system. The graduate population is then, not only an increasing part of the overall youth population of the country, but also the subgroup which has been doubly affected by the reforms. For this reason, I decided to investigate this subgroup of young people more deeply, analysing how the transition from university to work has changed over time. I used the last five waves of the ISTAT Survey on the transition to work of University graduates (1995 to 2007) and an AlmaLaurea database to investigate the graduates labour market condition five years after the degree. I use mainly multinomial logistic regression models and I adopted the marginal effects approach to compare models over time and between groups. I also used propensity score matching. I observed that there has been a de-standardization process: the typical “from university to work” description is no longer a good representation of the concrete processes taking place after the graduation. In fact there has been an increase in participation in the labour market before graduation (anticipation in the transition process) and to post-tertiary enrolment (delay). Moreover, there has been in recent years an increase in the unstable job position of graduates three years after graduation. This de-standardization process does not imply individualization: social origins and gender continue to shape the graduates transition into labour market. It seems that two main pathways are emerging: the first, more frequent for children coming from higher social origins, is based on fast transition through University with a high performance that leads to post-tertiary enrolment; the second, more frequent among lower origins students is, instead a mix of work and study during university which leads more frequently to a stable occupation after the degree, but paying the price of higher over-education. This suggests that, in a context of expansion of higher education, the returns to it could differ among social classes.

La thèse est composée de trois articles: le premier constate pour la Colombie, que la quantité des travailleurs qualifiés et le commerce international entraînent un changement technique biaisé vers les qualifiés, augmentant l’inégalité des salaires, bien que cet effet soit compensé par l’emploi temporaire. Le deuxième analyse un modèle des entreprises hétérogènes formelles et informelles, avec plein emploi, montrant qu’une politique d’ouverture augmente la quantité des entreprises informelles et réduit sa productivité moyenne, diminuant le bien-être. Cependant, forcer les informelles à devenir formelles augmente les salaires moyens et le bien-être. Les estimations Diff in Diff dans le troisième article, présentent l'impact du boom pétrolier 2003-2013 sur les pays touchés et non touchés par la maladie hollandaise. Pour les premières, les flux commerciaux internationaux augmentent bien que l'agriculture dans une moindre mesure, alors que le chômage et le travail informel diminuent
I study the relationship between international trade and labor markets in three papers. In the first one, I find for the Colombian case, that together, the sector skill intensity and the international trade bring about more skill-biased technical change, increasing wage inequality, though such an effect is offset using temporary workers. In the second one, the analysis of a trade model with formal and informal heterogeneous firms, under full employment, shows that an openness policy decreases the average productivity of informal firms while makes formal to become informal, worsening welfare. However, forcing informal firms to become formal, increases average wages and raises welfare. In the third one, Diff in Diff estimates presents the impact of the 2003-2013 oil prices boom, on countries affected and not affected by the Dutch disease. In the former group, international trade flow increases although agriculture at a lower magnitude, while unemployment and informal labor decrease

This study aim to present a proposal of a tendency index of precariousness for the labor market at the metropolitan area of the city of São Paulo, Brazil. With this Index we intend to understand the changes of the labor scenario and the shifts to the precariousness of its conditions. Between the years of 1945 and 1973, the golden years of the capitalism, there was a better way of occupational insertion due to the low index of unemployment. In this time, we also notice the increasing of the remuneration with real increasing gains, the increasing of the unionisation and the generalised social protection. In this scenario, the workers change their role to a consumption role. This was a right guaranteed by the workplace. This right means social identity, the feeling of belong a specific community. In this time, it was identify the foundation of labor market regulation institutes: the labor market guarantees the income; it allows the workman to spend the money at the market, and then the money returns to a new cycle of production and investment. In the mid-1970 and in the 1980s there was the productive restructuring process follow by the financialization of the main developed economies. In Brazil, in the 90s, there is a strong tendency of flexibility and precariousness of the labor, mainly at the beginning of the deployment and implementation of the Plano Real, at the government of Fernando Henrique Cardoso (1995-1998 and 1999-2002). In this period there was a low economic growth, increasing the unemployment situation and decreasing of the labor income. The question of this research was guided by the characteristics of the government of the president Luis Inácio Lula da Silva (2003-2006 and 2007-2009). The president was a workman at the metallurgy industry and has great experience at the labor union movements. There for, would be sustained the tendency of precariousness of the labor? To answer this question, this research argues the construction of Tendency Index of Precariousness (TIP) of the labor market of the metropolitan area of Sao Paulo, during the 1995 to 2009, using the Human Development Index method to build the TIP. The results show that the use of the TIP is significant. The TIP is a statistic tool which shows direction of the variables that evolve in different and reverse ways. It is a value instrument for the analyses of the evolution of the condition of insertion at the labor market of the metropolitan area of Sao Paulo. The results of the TIP show the increase of the precariousness of the labor market between the years of 1995-2003 and a tendency of decrease of precariousness between the years 2004-2009
O presente trabalho tem o objetivo de apresentar uma proposta de índice de precarização para o mercado de trabalho da região metropolitana de São Paulo. Com esse intuito, busca-se compreender as mudanças no mundo do trabalho e os movimentos de precarização das suas condições, ou seja, é nossa opinião que no período dos anos dourados do capitalismo, entre 1945 e 1973, havia uma melhor forma de inserção ocupacional advindas das baixas taxas de desemprego, elevação do assalariamento com ganhos reais crescentes, pelo aumento da sindicalização e pela proteção social generalizada. Nesse contexto, o trabalhador assumiu cada vez mais o papel de consumidor e o trabalho garantia esse direito , significando também identidade social, inserção e pertencimento a alguma comunidade. Identificamos, nesse período, a criação de instituições de regulação do mercado de trabalho, afinal, esse mercado garante a renda para o consumo e, por conseqüência, o retorno do capital para uma nova rodada de produção e investimento. Em meados dos anos 1970 e nos anos 1980, há o processo de reestruturação produtiva seguido dos movimentos de financeirização nas principais economias desenvolvidas. No Brasil, há uma forte tendência de flexibilização e precarização do trabalho nos anos 1990, principalmente no início do período de implantação do Plano Real no governo Fernando Henrique Cardoso (1995-1998 e 1999-2002), período que apresentou baixo crescimento econômico, elevado desemprego e queda no rendimento do trabalho. A pergunta que nos fazíamos era se no governo do presidente Luis Inácio Lula da Silva (2003-2006 e 2007-2009), um cidadão que foi metalúrgico e teve longa experiência nos movimentos sindicais, também haveria uma forte tendência da precarização como foi nos anos 90 e no governo anterior. Assim, discute-se a construção de um índice de tendência da precarização do mercado de trabalho da região metropolitana de São Paulo no período de 1995 a 2009, com base em três autores que utilizaram o método de cálculo do IDH para a construção de seus índices de avaliação do mercado de trabalho brasileiro. A partir dos resultados obtidos, podemos afirmar que a utilização do índice-síntese Índice de Tendência da Precarização ou ITP - como ferramenta estatística com capacidade de indicar a direção de um conjunto de variáveis que evoluem de modo distinto e apresentam oscilações opostas mostrou ser um instrumento valioso para a análise da evolução das formas e condições de inserção presentes no mercado de trabalho metropolitano de São Paulo. Os resultados do ITP demonstram o aumento da precarização do mercado de trabalho da RMSP entre 1995-2003 e a tendência de queda da precarização nesse mesmo mercado de trabalho entre 2004-2009

Cette thèse se compose de trois essais empiriques qui contribuent à la littérature sur la political economy et économie du travail. Le premier chapitre analyse comment les effets du changement dans le degré de fédéralisme fiscal sur la composition de la dépense publique au niveau municipal dépend de la qualité des institutions ex-. Le deuxième chapitre se concentre sur la définition de la classe moyenne à l'aide de l'approche fondée sur les actifs et étudie comment, selon cette définition, les composantes du revenu et de la richesse se répartissent à travers les classes au fil du temps. This thesis consists of three empirical essays that contribute to the literature on political economy and on labor economics. The first chapter analyzes how the effects of changes in the decree of fiscal federalism and mafia penetration on the composition of public expenditure at the municipal level depends on ex-ante institutional quality. The second chapter focus on the definition of the middle class using the asset based approach and studies how, according to this definition, income and wealth components distribute across classes over time. The third chapter, instead, studies how labor market flexibilisation affected workers well-being at entry and during the early career. All three essays are based on Italy to shed light on three topics widely discussed both at the academic and policy level

Quando observamos o mundo do trabalho atual, percebemos que, há um movimento em direção à maior flexibilidade, tanto em relação aos empregados formais quanto aos trabalhadores que passam a atuar por meio de formas flexíveis de contrato de trabalho. O contrato de emprego flexível refere-se àquele que não segue o modelo formal de contrato de trabalho, regido por CLT (Consolidação das Leis do Trabalho), e, vem sendo estudado ultimamente como um resultado das mudanças na organização do trabalho, em geral, associado à busca por trabalhadores mais produtivos e de menor custo. Devido à amplitude dos fenômenos envolvidos nestas transformações, delimitamos o tema e o público a ser estudado: adotando a idéia de construção social da realidade, de Berger e Luckmann (1966/2002), analisamos os processos de “migração” de 30 executivos, residentes no município de São Paulo, ex-empregados de grandes corporações, que tiveram experiências em cargos de gerência média e alta em organizações nacionais e multinacionais, e, que atualmente, trabalham no mercado sob regime de contratos flexíveis. Para nosso estudo, entendemos os executivos como trabalhadores formais que ocupam posições de alta e média gerência na hierarquia organizacional e detêm posições de poder e prestígio. Assim, o objetivo deste estudo é descrever o sentido atribuído por executivos, ao processo de “migração” para formas mais flexíveis de trabalho e à nova realidade vivida no trabalho. A pesquisa segue uma abordagem qualitativa, utilizando-se de entrevista em profundidade semi-estruturada, para a coleta de dados; para a análise das entrevistas realizadas, usamos, como base, as idéias de práticas discursivas e produção de sentidos, de Spink e Medrado (1999/2004). A abordagem construcionista permitiu verificar que os executivos em trabalhos flexíveis possuem alto nível de autoconfiança, uma visão missionária sobre o seu trabalho, e diversos motivos diferentes para a “migração”. Por meio de seus relatos, pode-se observar as estratégias para a sobrevivência e obtenção de sucesso como um trabalhador flexível; a percepções dos entrevistados sobre o mercado brasileiro; a mudança de relacionamento com os clientes, a família e a rede de contatos. Apesar dos problemas enfrentados para se estabilizar, a maioria demonstra a vontade de permanecer no trabalho flexível, contrariando grande número de estudo que enxergam a flexibilização de contratos de trabalho como precarização para os trabalhadores. Para os executivos em regime flexível, a vida como trabalhador CLT parece fazer parte do passado: agora, eles precisam se mostrar competentes a qualquer custo, planejar-se para as “entressafras”, buscar melhorar a rede de contatos, aumentar o conhecimento e passar um tempo com a sua família. Os motivos de permanência são diversos, mas possuem um ponto de conversão: a sensação de deter o domínio sobre a sua vida, seu tempo, seu dinheiro, seu conhecimento, seu futuro. Talvez, o cotidiano apresente muitas situações de submissão à vontade do cliente e de dedicação maior do que na época de empregado formal; mas, na “realidade cotidiana”, a sensação é de ser o “dono” da sua vida.
When we observe the present work in the world, we can notice a move towards the direction of greater flexibility in regards to formal employees and workers that act through flexible forms of labor contracts. The flexible employment contract refers to the contract that does not follow the formal model of labor contract, governed by CLT (Consolidation of the Labor Laws), and, has been studied lately as a result of changes in the workplace organization, usually associated with the search of more productive and cheaper workers. Due to the enlargement of the involved phenomena of these transformations, we delimited the subject and the public to be studied: adopting the idea of social construction of reality, from Berger and Luckmann (1966/2002), we analyzed the "migration" processes of 30 executives, residents of São Paulo city, ex-employees of large corporations, that had experiences in high and middle management at multinational and national organizations, and, at present, work in the markets under flexible labor contracts. For our study, we understand that the executives are formal workers that occupy positions of high and middle management in the organizational hierarch and have the power of decision and prestige. Being so, the objective of this study is to describe the sense attributed by executives, to the "migration" process to more flexible forms of work and to the new reality lived in the workplace. The research follows a qualitative approach, utilizing semi-structured in-depth interviews to gather the information; for the interview analysis, we used, as the basis, the ideas of speeches practices from Spink and Medrado (1999/2004). The constructionist perspective permitted to verify that executives in flexible workplaces possessed high level of selfconfidence, a missionary vision of his/her work, and different motives for the "migration". Through their statements we can observe the survival strategies and how to become successful as a flexible worker; the interviewees perceptions of the Brazilian market; the change in customer relationships, the family and the personal network. Despite the problems faced to settle in, the majority want to continue with flexible work, even though a large number of studies have shown that flexible labor contracts as a factor that make workers’ lives more precarious. For the executives in flexible employment, life as a formal CLT worker is a thing of the past: now, they need to show themselves as competent at any cost, plan themselves for the "dry spells" improve their network, increase their knowledge and to spend time with their family. The motives to stay are diverse, but all possesses a conversion point: the sensation that they dominate their own lives, time, money, knowledge, and future. Perhaps, many situations will present themselves in daily life to give in to the customer and greater dedication than a formal employee; but, in the "everyday reality", the sensation is that they are the "owner" of their lives.

Abstract:
This thesis introduces issues of globalization in the context of work (not only employment) and education. Further, it follows up the impacts of globalization processes on forms of work and on (working) individuals. The topic of globalization is examined in more detail in the first part of the thesis with emphasis on different concepts and approaches to globalization. At the same time this part defines the contemporary globalization. Work as such is introduced by historical excursion and by a list of changes of work in modern society. There are also presented some of the experts' solutions or recommendations for the labour markets including solutions through long-life education and learning. In most cases the "pros and cons" of changes of work and the submitted solutions are confronted. Main findings of this study are: globalization brings contradictory conclusions which provide advantages and disadvantages to various people and groups; there is a link between globalized economy and working individuals; and at the same time that the link between globalization processes and education is in such a sense that changes in education are often derived from the ideas of economics.

The performance of the world{\crq}s biggest economies is slowing down and young people are the most affected as shown by the rising numbers of unemployment, especially among the youths. The aim of this thesis is to identify and map the impact of the global financial crisis on the unemployment of graduates in the South Bohemian Region. My intention was to test the hypothesis of my previous thesis topic ``Life targets of the unemployed graduates in České Budějovice`` and the data obtained by thos investigation/research is to be put into context with reference to the current state of the labour market. In this thesis, I have used the form of quantitative research. As a method of data collection, I have chosen to use interviews and document analysis. The technique, in this case, is the secondary analysis of data from the questinaire. The questionnaire was developed in two forms: on paper (printed copies) and on the Internet (the electronic form) in order to increase data. The questionaire consisted of 22 questions which are well related to the total psycho-social and economic well being of the unemployed and, in as much following the current set hypotheses: {\clqq}The most prefered goals in the lives of the unemployed graduates is to find a well paying job``, most of the graduates still remain in a period of unemployment and hence they are still living with their parents`` and {\clqq}Most of the unemployed graduates tend to adopt an active approach in finding a job``. I contacted the respodents through the job centres in South Bohemia Region. The first hypothesis proved to be wrong whilest the second and third hypothesis proved to be correct and hence the aim of the thesis was fulfilled. This is a very practical topic in connection with unemployment and this work can serve as a basis for further research, especially with subsequent use in schools. This work may also be used as a supplement for specialised courses focusing on issues of unemployment.

Neoliberalism is typically associated with the commoditization and flexibilization of the labor market and a project of deregulation. In constructing responsibility between the employees and employer, deviations from the “standard employment relationship” (SER) indicate the neoliberal thrust. However, this study reveals a growing body of state-led regulation of one such deviation—mediated employment through temp-work agencies and subcontractors. The body of regulations, a source of social action, derives from collective bargaining, extension decrees, judicial decisions, and formal regulation by statutes and executive action. The chapter critically examines two interpretations of these legal developments: one that refutes the claim that neoliberalism dissolved the state’s responsibility, as evidenced by the ever-growing safety net; and another which claims that regulation is merely a token correction of dualism and fragmentation in the labor market.

For about a quarter of a century, social sciences have been a keen observer of the transformations of labor relations within organizations, which can readily subsumed under the term of ‘dissolution of boundaries’. This ongoing decentralization of the organization, spanning from outsourcing over strategic alliances to networks, has been accompanied by the flexibilization and subjectivization of work. What initially occurred in the periphery of large organizations, soon became the “new normal” for the core work force across the economy, for the core relationships of gainful employment. Organizational sciences, essentially belonging the most ardent promoters of the abovementioned developments, came to realize that some of their brainchildren, especially the “boundaryless organization”, might constitute an existential threat to the own discipline. Meanwhile, the dissolution of boundaries of working relations was not only eagerly discussed but also widely advocated in the subdiscipline of human resource management. As a result, key terms and notions of labor law (e.g. ‘firm‘, employee’ or ‘employer’) became blurred and now suffer from impaired relevance and effectiveness with regard to their legal protective functions and autonomy of bargaining. This edited volume aims to inspire and deepen a debate that moves beyond disciplinary boundaries. Some urgency is given, because at the end of the day, nothing else but the constitution of the social market economy is at stake.

In 2014, Colombia implemented a policy that added flexibilization to labor contracts for part-time workers that reduced the quasi-fixed costs of employing formal workers. We find that the reform increased the probability of entering the formal sector within the targeted population: low-wage, part-time workers. We use administrative employer-employee matched data and leverage variation across cities and industries in demand for part-time work before the reform. We find that, after the tax reform, the change in the total number of formal workers is 6 percentage points higher at firms that use the new contracts relative to their counterparts that choose not to hire low-wage, formal, part-time workers under the new tax form. Mean daily wages temporarily declined after the reform.
