Abstract:
One of the main directions of modern higher education is the preparation and development of a future specialist as a highly educated, integrated person with a high level of competence, able to build and fulfill creatively his human and social goals regardless of growing tasks. «In accordance with the requirements of society, the state and the labor market, the higher education system is necessary to ensure the education of young people capable to create professional development in the context of automation and modern advanced technologies. An analysis of the scientific and methodological literature shows that young people at the stage of professional development at the university stage are not independent enough and are not informed about the choice of profession insuffi-ciently. Creative development of students in the process of professional development will solve the problem of reproduction and development of human resources in the country effectively. The article explains the concept of «psychological adaptation» including «professional skills» and also discusses some innovative teaching methods at universities. The main approaches to the introduction of innovations in modern higher education are analyzed. It also identifies the differences between traditional and innovative learning and shows the choice of innovative didactic goals, as well as the advantages and disadvantages of using certain methods.

Abstract:
Purpose The purpose of this paper is to highlight the ways in which traditional views of entrepreneurs and entrepreneurship have inadvertently limited entrepreneurship education. The authors propose a broader view of what it means to be an entrepreneur and describe a disruptive approach to entrepreneurship education, one that centers around building students’ entrepreneurial mindset. By tapping into students’ “inner entrepreneur” and nurturing their abilities to think and act creatively, embrace failure, effect change and be resilient, the authors are preparing them for the challenges of the twenty-first century labor market. Design/methodology/approach This is a perspective paper about how the traditional views of entrepreneurship education may be limiting its potential to create entrepreneurial college graduates set to take on twenty-first century careers. Findings Teaching the entrepreneurial mindset and process will allow us, as educators, to best prepare our students for the complexities of the current and future workforce. Originality/value By embracing the original meanings of the word “entrepreneur” – an act of reaching out and capturing and undertaking – the authors demystify what it means to be an entrepreneur. When we adopt a broader and more accurate conceptualization of “the entrepreneur,” we can teach our students to be the entrepreneurs of their lives.

The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. The mining industry is one of the biggest industries and has a strong impact in Peru. Despite the mining industry’s importance, it faces labor shortages and environmental risks. For these situations, mining students are important sources of workers not only as labor forces but also as skilled workers who can contribute to solving the environmental issues of mining companies. Thus, the purpose of this paper is to assess Peruvian university mining students’ preferences for labor conditions in mining sites using a discrete choice experiment in order to promote efficient improvements in labor conditions in mining sites that contribute to stable employment and address environmental concerns. The number of respondents was 222 in two Peruvian universities, including males and females aged 16–35 years. The analysis’s findings indicate that labor conditions at mining sites can be optimized by adjusting them to specific individual characteristics of potential mining workers, resulting in a more efficient working environment for companies and workers.

The purpose of this article is to improve theoretical, methodological, and applied foundations of the study of the educational component of human potential. Design/methodology/approach. Scientific works of domestic and foreign scientists studying issues related to human potential, labor market, and education financing, as well as official statistical data that characterize these issues, formed the information, theoretical, and methodological basis of the study. To achieve this purpose, the article uses a set of scientific methods that have ensured conceptual integrity of the study, in particular: the method of theoretical generalization and the abstract method were used to systematize scientific results and formulate conclusions; the method of structural analysis was used to study education costs in terms of individual components; concentration and differentiation analysis was used to study distribution of costs of financial agents; dynamic modeling was used to build trends in the number of educational institutions, the number of students, and the total cost of education; the tabular method was used for a compact representation of quantitative indicators; the graphical method was used to visualize the results of the study, etc. Findings. The functioning of the country's education system has a decisive influence on the quality of human potential. Graduates who complete a higher education program are more likely to work in knowledgeintensive jobs and earn higher salaries. Workers with higher education are usually more likely to be formally employed and less likely to lose their jobs. Effectiveness of the education system depends on its financing. The results of the analysis of data on expenditures on education in Ukraine indicate the following patterns: most funds are allocated for educational services provided by higher education institutions, for the first stage of secondary education and primary education; private firms and corporations most often allocate their funds for post-secondary education; the share of state institutions among financial agents carrying out activities in the field of education reaches about 90 %; the maximum costs of the public sector are observed at the ISCED 0-3 educational levels; the network of institutions and the contingent of students receiving vocational, technical, and higher education are decreasing; there is a declining trend in the level of education expenditures in the Consolidated Budget expenditures. The rise in the price of educational services against the background of an unbalanced labor market leads to a loss of knowledge; additional retraining expenses; increase in social benefits. Practical implications. The materials presented in the article can be useful to representatives of institutions and scientists whose activities are related to the financing of education and the labor market. Originality/value. In the article, the author. The level of education of an employee is considered as one of the components of their potential. This component allows an employee to compete successfully in the labor market. In Ukraine, financial resources of the population cover more than 30 % of doctoral studies and their equivalents, as well as about 25 % of expenditures cover higher education. Given the spread of poverty and the weakening of state support for higher education, Ukrainians will face the problem of the provision of financial support for universities.

The article presents an overview of the materials of the annual scientific conference «Lomonosov readings-2019», reflecting the reports made at the section «Individual and work in the digital economy», dedicated to the significant date - the 100th anniversary of the International labour organization (ILO). Abstract:
This article deals with the problem of risk accumulation in the regional labor market of university graduates as a specific socio-demographic group. Risks are investigated on the basis of a synthetic concept that takes into account the mutual influence of subjective (personal) and objective (contextual) factors. The article aimed to study the risk factors of subjective and objective nature in the regional labor market of university graduates. The analysis of the available scientific experience has shown that there is no holistic concept of risks in the labor market of graduates, although there are works that study professional risks in the context of employment, analyzing the situation of young people in the labor market. Risk factors were investigated based on four characteristics describing the risk society: the uncertainty of the situation, uncertainty of the environment, unpredictability of the development trend, and inadequacy of personal resources. The inadequacy of resources is the level of theoretical and practical preparedness, the correspondence of the performed functions to the received specialty, and the desire to change jobs. The information was collected using an online questionnaire. The analysis of each characteristic of the regional labor market showed the presence of enlarged risk factors influencing the decision to choose a job: lack of information and knowledge about the situation in the labor market and insufficient professional potential of graduates, who are motivated only by a prestigious, well-paid job, rather than by creativity and self-realization in their profession.

Abstract:
Youth unemployment in Serbia has structural and long-term characteristics. This is related to disbalance between competencies of young people and needs of employers. As a result of the economic crisis, the relative position of young people with a university degree in this respect has deteriorated further. University career centers are regarded as intermediaries in the labor market. In addition to informational and advisory services, educational function of career centers is an essential element of their scope of work. The question is whether and to what extent the educational role of the university career centers is recognized in national education and employment policies. The analysis results vary. There is a potential for further growth and recognition of the role of university career centers as providers of educational services, as well as important elements of labor market harmonization. That would finally lead to improvement of social and economic position of young people with a university degree.

ENGLISH ABSTRACT: Higher education is challenged by the changing climate created by globalisation and the phenomenon of internationalisation. Internationalisation of higher education provides a platform for institutions to engage with counterparts across the world in a manner that would enhance the quality of all aspects of the institution, but also poses a number of challenges to institutions and higher education systems. The literature review of the study sketches the background to the study and analyses some of the above-mentioned opportunities and challenges. The study researched one aspect of internationalisation, namely the mobility of undergraduate students. The mobility of students can take place through an array of activities that includes summer school programmes, internships, or tailored short programmes. This study focuses on one type of mobility, namely an international exchange semester. The study stemmed from the actual problem at Stellenbosch University where a major imbalance exists in the number of students received from partner universities and of Stellenbosch students taking part in a semester at the partner university. The rationale and practice of international exchange semesters in four Faculties were analysed on multiple levels by means of a case study design. The four case studies were concluded in the Faculty of Arts and Social Sciences, the Faculty of Science, the Faculty of AgriSciences and the Faculty of Economic and Management Sciences, and within these Faculties the investigation was restricted to general-formative programmes. Data were collected and analysed at four levels of each Faculty, namely the climate that is created through Faculty strategy, the views and perspectives of students in their final and pre-final year, the view and perspectives of programme coordinators, and finally, the views on a managerial level by means of the inputs of deputy deans. Each of the case studies reveals specific issues and opportunities for international exchange semesters within the particular Faculty, yet, the comparative perspectives reveal that the major barriers to student mobility are consistent across faculties, and that particularly the type of information available, the applicability of that information within the particular academic environment and financial aspects are consistently identified by students in all four Faculties. The barriers identified by staff, both on departmental and management level, resonate with the barriers identified by students, but further illustrate more specific organisational and pedagogical challenges linked to the implementation of international exchange semesters. The study not only makes a contribution to a deeper understanding of existing challenges pertaining to international mobility by means of an exchange semester but it also makes specific recommendations to address these challenges and poses alternatives to existing practices.
AFRIKAANSE OPSOMMING: Hoër onderwys word uitgedaag deur die veranderende omgewing as gevolg van globalisering en deur die verskynsel van internasionalisering. Internasionalisering van hoër onderwys bied ’n platform vir interaksie tussen instellings en hul eweknieë in ander wêrelddele op ’n wyse wat die gehalte van alle aspekte van die instellings kan bevorder. Internasionalisering is egter ook ’n verskynsel wat ’n bedreiging en ’n uitdaging vir instellings en hoëronderwysstelsels inhou. Die literatuurstudie van hierdie studie skets die agtergrond tot die studie en ontleed van hierdie geleenthede en uitdagings. Die studie het een aspek van internasionalisering, naamlik die mobiliteit van voorgraadse studente, ondersoek. Die mobiliteit van studente geskied deur ’n verskeidenheid aktiwiteite wat somerskole, internskappe en taalkursusse insluit. Die studie fokus op een aktiwiteit, naamlik internasionale uitruilsemesters. Die studie het gepruit uit ’n voortslepende uitdaging by die Universiteit van Stellenbosch (US) waar die aantal inkomende uitruilstudente van vennoot-instansies die aantal US studente wat aan uitruilsemesters deelneem, ver oorskry. Die rasionaal en uitvoering van internasionale uitruilsemesters in vier fakulteite is deur middel van ’n gevallestudie-ontwerp op verskeie vlakke ontleed om ʼn omvattende begrip te ontwikkel. Die vier gevallestudies is in die konteks van die Fakulteit Lettere en Sosiale Wetenskappe, Fakulteit Agriwetenskappe, Fakulteit Natuurwetenskappe en Fakulteit Ekonomiese en Bestuurswetenskappe uitgevoer, en in die studie van hierdie vier fakulteite is die konteks verder tot algemene vormende programme beperk. Data is ingewin en ontleed op vier vlakke in elke fakulteit, naamlik die platform wat geskep word deur die strategie van die fakulteit, die oortuigings en perspektiewe van studente in hulle finale en voor-finale jaar, die perspektiewe en insig van programkoördineerders, en laastens die perspektief op bestuursvlak deur middel van onderhoude met adjunkdekane. Elke gevallestudie onthul spesifieke kwessies ten opsigte van en geleenthede vir internasionale uitruilsemesters binne die betrokke fakulteit, maar die vergelykende perspektiewe dui aan dat die grootste struikelblokke vir studente mobiliteit deurlopend dieselfde is tussen die vier fakulteite. Die studie toon aan dat die beskikbaarheid van die tipe inligting, die toepaslikheid van daardie inligting op ‘n student se spesifieke situasie (program) en finansiële aspekte in al vier fakulteite deur studente gekies is. Die struikelblokke wat deur personeel, beide op departementele en bestuursvlak, uitgewys is vind aanklank by die struikelblokke wat deur studente aangedui is, maar illustreer ook verdere uitdagings ten opsigte van organisatoriese aspekte en pedagogiese uitdagings wat verband hou met die implementering van internasionale uitruilsemesters. Die studie maak nie net ‘n bydrae in terme van ‘n dieper verstaan van die bestaande uitdagings ten opsigte van internasionale studente mobiliteit deur middel van ‘n uitruilsemester nie, maar maak ook voorstelle oor hoe om hierdie uitdagings aan te spreek en stel alternatiewe voor vir die bestaande praktyke.

Abstract:
AbstractAccess to education, specifically in relation to socio-economic background, is one of the enduring issues in educational research. The theme is particularly salient for the Romanian case from a policy perspective, given the increase in social polarisation specific to the post-communist transition and its effect on access to higher education. Recent reforms in university funding have started to address this issue, with the inclusion of several mechanisms that allocate financial resources according to university efforts towards social equity. The main objective of our research is to provide an overview of the policies concerning the inclusion of students from low socio-economic backgrounds and assess the degree to which progress has been made towards reaching current national targets regarding access to higher education. We argue that although significant improvements have been made at the level of policy initiative, more precise targeting is needed in order to meet labour market demands, given that most current efforts are directed either at fresh high school graduates or at diminishing the dropout rate. These efforts, even if 100% successful, will not prove sufficient given current demographic trends. Therefore, we consider another potential avenue for increasing student numbers, suggesting that an orientation towards non-traditional students (adult students) might be beneficial. With this in mind, in the second half of the paper, we explore the main characteristics and trends concerning Romanian mature students using the results from the EUROSTUDENT VI and EUROSTUDENT VII studies, with the goal of formulating policy proposals that aim to unlock the potential of this demographic.

In addition to the infrastructure of the regions, an essential aspect of their development is their educational structure and the demographic potential according to the predominance of the age composition. The education is basic tool for acquiring expert knowledge, which affects human capital of the labor market and professional mobility and adaptability of human resources at the labor market. It is important to educate the university undergraduates for practice by using appropriate and suitable educational methods. In Slovakia the share of inhabitants with the university education is increasing. This group represents the development potential of the regions. Great possibilities consist in the training of a new generation of graduates for different fields of regional development. Therefore, the educational structure and also the active working and networking of universities with other actors in the region are important. The objective of this paper is focused on the tertiary education and study programs for the regional development. We will analyze the development of number of students at universities with regard to the individual levels of study (bachelor, engineer/master and PhD.) and study programs within the individual regions of the Slovak Republic. The evaluation of the obtained data will be made by using the methods of comparative statistics.

The article outlines the problem of traumatism, which is analyzed from the viewpoint of the socio-medical aspect. The peculiarities of the impact of traumatism on the professional sports career were revealed through the analysis of the elite athletes’ biographies (n = 296 respondents). The research was carried out applying the qualitative research design (biographical research). The assessment of life narratives of high-performance athletes performing on the world arena was carried out applying the criterion of traumatism and its impact on the athletes’ lives ( the athletes’ biographies are accessible through open-source Internet resources). The data obtained in the research framework revealed the possible trajectories of the impact of traumatism on the course of the professional sporting career: the process of career stagnation, professional success, the process of completion/ termination of a sporting career. The career stagnation was observed among all the respondents, which is predetermined by the rehabilitation process they had to go through. Based on the data obtained in the research framework, the conclusion can be drawn that reintegration into elite sports is primarily based on the resource potential of the athlete: the resources of the family/ the loved ones, the athlete’s own capacity, as well as the state support provision. The possible trajectories of professional aging were identified, namely, high resource capacity, the reduction/loss of resource capacity (disability), zeroing of resource capacity (lethal outcome). In addition, the data showed that the potential trajectory for the reintegration was usually identified within the two directions: firstly, sports and physical culture; secondly, other professional spheres. It should also be highlighted that professional aging puts forward the issues related to social security of high-performance athletes worldwide. Therefore, the issue of reviewing the reintegration criteria into the education system or professional and labour market upon the completion of the sporting career is of highest topicality provided that it would positively impact both the positive capacity of the population group and the prestige of high-performance sports worldwide. The research results allow drawing the conclusion that the accumulated resources in the course of building and implementing a professional sports career have a positive impact on the duration of the professional age of a representative of elite sports, in its turn, providing the possibility to easily adjust to the new life upon the completion of the sports career.

Fiber reinforced polymer (FRP) composite products offer many significant environmental benefits such as light weight, superior mechanical properties, extended service life, low maintenance and resistance to corrosion. But until now it has been difficult to compare sustainability of different FRP materials and production for processes. Concern for the environment, both in terms of limiting the use of finite resources and the need to manage waste disposal, has led to increasing pressure to recycle materials. This paper focuses on two issues that must be addressed to ensure continued growth in FRP usage is the disposal of waste generated during product manufacturing and the disposal of the products at the end of their useful life. The major cost drivers for FRPs are labor and raw materials. The use of recycled FRPS offers low-cost raw materials. This paper presents a review of the current status and outlook of FRP composites recycling and re-manufacturing techniques. A future vision for the use of FRP composites with sustainability applications is underway at many university research institutes and in industries. This paper will also state the sustainability problems of fiber reinforced composite products, and potential solutions.

Abstract Hexapod machines are emerging as a new type of CNC machine tools. Among other things, stringent calibration is an important means to improve their accuracy. Traditionally, to perform system calibration, one needs to measure a number of machine poses using an external measuring device. However, this process is often labor-intensive and invasive, and difficult for on-line calibration. In this paper, a systematic way of self-calibrating a hexapod machine tool is introduced. By adding a small number of redundant internal sensors, errors of the hexapod machine tool can be measured. This approach has the potential of automatically producing accurate measurement data over the entire workspace of the system with an extremely fast measurement rate. Once the measurement data is available, a recursive filter is applied to estimate machine parameter errors from the predicted geometric errors, and to update the model residing in the machine controller. Thus, it is possible to dynamically calibrate and compensate for various types of machine errors including those induced by thermal and loading variations, without interrupting the normal operation of the machine tool. To verify the concept, preliminary experimental studies were conducted on a Stewart platform built at Florida Atlantic University.

The aim of the study was to examine the contribution of talent management practices at the National University of Lesotho in the retention of talented academics. The university has immense competition within the local, regional and international labour market. It isthreatened by high mobility and low retention of highly qualified staff, which has affected the quality of learning, especially postgraduate programmes. The study employed Bourdieu’s social theory and Adam’s theory of equity as a theoretical lens to understand talent management practices to retain talented academics. Bourdieu’s theory was used to offer insight on the various forms of capital, and how the capitals could be instrumental in the design and implementation of talent management practices in order to increase retention of talent in universities. In this study ‘talent’ is used to refer to holders of doctorates, associate professors and professors or researchers of new information and theories and inventors of new technology with great potential to make a significant impact on the university’s productivity. A literature review was undertaken to examine how the social theory of Bourdieu, particularly the conversion of different kinds of capital (symbolic capital) are used by the university to recognise the value of talented academics in order to retain these academics. Following a qualitative methodology and purposive sampling, data was generated through semi-structured interviews and document analysis to advance a critical and interpretive understanding of the perspectives of talent management from both management and talented academics in the university. Thematic analysis was used to synthesise the data. The data from fourteen (14) participants composed of management and academics revealed that, though the university is implementing talent management practices, it does not have an official and structured talent management program, which is imperative in retaining academics. This study concludes by advocating the design and implementation of a formal, contextual and structured talent management framework, in consultation with all key stakeholders, in order to increase retention of talent academics in the National University of Lesotho.

After graduating from university, Warda struggled a lot. For a few years, she had to take odd jobs for that had no security, days off or health insurance. Eventually she connected with Youth Participation and Employment (YPE) programme partner Casal Del Infants. With their support, she successfully entered the formal labour market. She was selected by Casal to join a jobs programme, where she was trained for one month as a quality control officer. After completing her training, she obtained a placement in maintenance at an automotive company. This was facilitated through Casal’s ‘Activa Counter’, its employment integration desk. This programme supports internships and helps young people to integrate into the private sector. The programme has gained in popularity over the years and has the potential to help many young people into work.

This paper extends to different indicators of labor underutilization the Updated Okun Method (UOM) for estimation of potential output proposed in Fontanari et al (2020), which, from a demand-led growth perspective, regards potential output as an empirical approximation to full-employment output, as in A.M.Okun’s (1962) original method. Based on the apparent incapability of the official rate of unemployment to fully account for labor underutilization, in this paper we offer estimates of Okun’s law both with broad unemployment indicators and with an indicator of ‘standardized hours worked’ which we propose as a novel measure of the labor input. The paper reflects on the possible different empirical measures of full employment. The various measures of potential output that we extract from our analysis show greater output gaps than those produced by standard methods, thus highlighting a systematic tendency of the latter to underestimate potential output. Output gaps that underestimate the size of the output loss or that tend to close too soon during recovery, may produce a bias towards untimely restriction.
