Abstract The article deals with an institutional reform of public employment services implemented in the Czech Republic in 2011. By merging social benefits administration with employment services into the newly established Labour Office of the Czech Republic, the right-wing government attempted to reduce the staffing and administrative costs of these services and to improve the governance of local labour offices. Using the theoretical concept of “policy fiasco” and taking an interpretive perspective thereon, we analyse these organisational changes in the functioning of public employment services in the Czech Republic. Our data consist of interviews with experts on labour market policy in the Czech Republic and two focus groups with employees of labour offices who had participated in the reform process. We conclude that the institutional reform of public employment services in the Czech Republic in 2011 can be referred to as a policy fiasco in the sense of the theoretical concept used in the work of Bovens and t’Hart (1998).

Abstract:
The aim of this paper is to characterize the problems of immigration and subsequent integration of foreigners in the Czech Republic. The starting point is a brief historical perspective on the development of migration policies of the Czech Republic and the development of immigration in recent years. The aspects discussed in particular are education and health care, as the main factors affecting the integration of immigrants. The analysis suggests a pivotal role of the state in the activities focused on the integration of foreigners, an important role is played by non-profit organizations. In the end of the paper attention is focused on the Czech public attitude to immigration. Active immigration policy in the Czech Republic began in 2003. Currently, integration is understood as an essential part of the immigration policy of the Government of the Czech Republic. Integration of foreigners into the Czech society is directly linked to the process of immigration and is crucial for the smooth immigrant participation in the local labor market and life in the country. The main problem is the lack of knowledge of the Czech language by adult immigrants and especially their children, lack of knowledge of the Czech language, which significantly complicates the possibility of integration into the Czech society. Access to health care is another critical area of integration. Not all areas of integration are managed entirely ideally. This paper tries to highlight specific partial deficiencies. Further development is possible only after an analysis of the basic factors of integration.

Abstract:
On the basis of a large variety of documents and materials the article analyses the preconditions, main stage and consequences of the Ukrainian migration to the Czech Republic during the period of European integration. The article defines the problems of the migration and the prospects for its development in the 21st century. The author emphasises globalization, world conditions, scientific and technological progress, specialization of markets at regional level, social and public labor potential as the key factors of labor mobility, as well as geopolitical and geocultural factors, that changes people­­­’s world outlook in the context of information society. The study focuses on the main reasons for migration from Ukraine to Czech Republic (relatively stable and positive situation in the Czech economy in comparison to the Ukrainian, position in the labor market, the cultural and linguistic similarities, the long history of mutual migration processes). In addition, the author points out at a number of the modern trends of the migration (the quantitative growth of migrant workers and students in absolute numbers as well as in percentage, the growing number of Ukrainians with the Czech residence permit, the transformation of the social structure of migrants, permanent illegal employment). The changes in the migration policy of the Czech Republic after accession to the EU, its political and social context, positive and negative effects, the contents of the so-called «Ukraine Project» and «Ukraine Mode» are examined. The growing impact of the Ukrainian migrants on the development of the Czech economy and society is underlined. The article identifies of the modern migration as a phenomenon, which is being institutionalized and which transforms from a traditional social movement into a structured social organism (diaspora, network of national public associations, infrastructure of the migration services market, etc.), and thus into the subject and instrument of regulation of the people’s economic activity. Some aspects of the Ukrainian diaspora life in Czech Republic are considered.

Abstract:
This article presents an overview of international migration in the Czech Republic, with a special focus on labor immigration. Currently, the Czech Republic is an immigration and transit country. The most important immigratory segment — economic immigrants — create a colorful mosaic of various ethnicities (80% of them from Europe), each group with their own different economic strategy and niche. After sketching historical patterns and data problems, the focus is on the current situation of labor migrants in the country. A number of issues are addressed: e.g., the relationship between immigrant inflows and the economic situation of the country; immigrants’ regional concentration/deconcentration processes; the popularity of the capital city of Prague and western regions vis-a-vis eastern ones; and the different structural backgrounds of immigrants coming from the East versus the West. Special attention is placed on undocumented/illegal immigration, mainly in relation to the misuse and evasion of immigration legislation. Finally, the immature Czech migration policies and practices are discussed, as are needed policy improvements and the need for new immigration legislation. It is clear that the major trend over time leads to more restrictive migratory policies, in line with efforts to harmonize Czech migratory policies and practices with those of the European Union (EU).

AbstractThe main aim of the article is to identify unintended consequences of economic policies to combat climate change, in the short and long run, using the example of the Czech economy. The short term impacts are assessed by world input-output analysis in order to capture direct and indirect channels affecting the Czech automotive industry. Optimistic, realistic and pessimistic scenarios of decrease in demand for cars due to the imposition of environmental taxes in the European Union and the rest of the world are presented. The results show adverse impacts on Czech gross domestic product from 1.6 to 4.9 percentage points. The economy is expected to change its structure and reallocate factors of production to an alternative use, but there is a risk of suboptimal allocation, which might reveal losses from less efficient allocation of labor and capital. Therefore, the analysis of the relationship between economic welfare and the quality of the environment is conducted. Data on the Czech economy confirm the hypothesis of an environmental Kuznets curve and point to unintended consequences of overly ambitious policies to mitigate global climate change. If economic welfare excessively declines, there would be a significant risk of undermining people's will to invest into environmental protection.

Abstract:
Adequate staffing of university studies with qualified academics was completed thanks to the reimplementation of three-stage university education during the post-socialist restoration of higher education in the Czech Republic. Thus, the doctoral degree of education has been attained by more than four-fifths of academic staff, with over two-fifths of them being aged 50+. The current course of university studies, including doctoral study programs, is influenced by their focus on educational and research strategy. With regards to the regulations for graduating in doctoral studies, doctoral candidates act as homo oeconomicus following neo-liberal educational policy. The conditions for doctoral studies, namely, those in educational sciences, thus lead to paradoxes caused by the current higher educational policy. The objective of the paper is to analyze the neoliberal set-up of the higher education policy of the Czech Republic in the field of doctoral studies in educational sciences in particular and its possible impacts in the area of labor-market integration of graduates and university training of academics.

Employment policy as part of the social policy of the state has two basic objectives - achieving full employment and protection against unemployment. There are many groups of people who are highly vulnerable to unemployment on the labour market. For these people, the existence of so-called integration social enterprises, which can offer them a job opportunity, can be particularly useful. If integration social enterprises are supported by the state, we can talk about an active employment policy. Objective of this research is to determine representation of integration social enterprises in a selected region of the Czech Republic and to assess their potential in the context of state employment policy. Although legislative conditions for social enterprises have not yet been developed in the Czech Republic, the research shows that social enterprises have the potential to become a useful tool of active employment policy. It was found that the target group of analysed social enterprises are mainly people with disabilities, who may have a problem with finding a job under current circumstances in the labour market of the Czech Republic. Without the contribution of analysed social enterprises, the excess of supply over demand for labour of people with disabilities would increase an additional 7.37 percent.

Abstract:
The by-product of the current global economic processes is increasing competitive pressure. In conditions of world economy globalization, the Czech Republic was particularly successful in the 1990s, mainly due to the strategy of “low cost economy”. Low costs were the primary source of competitive advantage. Increasing pressure of large countries with cheap labour force does not allow the Czech Republic make its labour costs lower and use this as a source of economic growth and international competitiveness. Therefore the Czech Republic was forced to direct its further economic development towards the knowledgebased economy. Due to this new priority, in the economic policy the innovative abilities of the companies, increasing quality of human resources, as well as research and development of the new technologies became the most important tasks. For the most of companies these trends were tantamount with the necessity of basic changes in production process organization, management, human resources development, etc. Both inner and outer entrepreneurial environments were thus considerably changed and innovative companies become the carriers of comparative advantages in the regional development. The objective of the article is to assess the current position of the Czech Republic in international perspective as far as the innovative efficiency is concerned. The authors also will try to point the strong and weak sides of the innovation system in the Czech Republic. The second part of the paper analyses the innovative potential of particular Czech regions.

Abstract:
This thesis deals with legal immigration in the Czech Republic. The aim is to answer the question of whether migration is always mainly economic, that is, whether the main motive for migration is economic activity in the territory, or whether there are differences between different ethnic groups. The chosen method was the comparison of economic development and migration flows in selected countries in comparison with the Czech Republic. Furthermore the subject is an analysis of the economic activities of foreigners in the labor force and flexibility of the labor market in relation to the current economical crisis. The outcome of the thesis is the fact that Ukraine and Vietnam are typical representatives of countries with economic immigration and that motives for migration from Russia are not economical. An interesting finding of this work is the fact that even a restrictive policy of the state to protect the labor market did not affect a number of citizens in foreign territory (Czech Republic), only it reduced their total employment.

The Czech economic transition started in the beginning of nineties, coming with a number of changes to tore down the dogma of socialist methods not only in the labour force allocation. The most important contribution of this thesis is to reflect these changes by using the empirical testing of selected models and commonly available statistical indicators. The thesis investigates the development of the labour market in the Czech Republic at a critical period of reform in the last decade of the twentieth century. In addition to the main objective the work focuses also on the identification of causal relationships between indicators and critically assesses them. In conclusion of the thesis are summarized the most important changes that created the Czech labour market during the reporting period, the success of the Czech economic transformation is valorised in the context of other countries in the region with similar experiences. The work is primarily based on academic economic literature and analyses of officially published statistical indicators.

Abstract:
Voucher privatisation was designed to effect a rapid transformation of state-owned enterprises into private ownership with as limited state intervention as possible. Premised on neo-classical economic theory, the Czech government anticipated new private owners would emerge with greater incentives than the state to undertake restructuring and ensure the efficient operation of these firms. However, this thesis argues that for restructuring to occur, formal ownership patterns are less important than an ability to exercise control because of institutional influences. The de jure and de facto roles of owners, managers, and labour are discussed, showing how endogenous and exogenous factors affect their ability to dictate and control restructuring outcomes in voucher privatised firms. The thesis argues that observed post-privatisation restructuring outcomes cannot be understood without considering the institutional environment within which firms are situated. Institutions are conceived to comprise formal, informal and enforcement aspects, but also with a temporal dimension encapsulated by the use of path- dependency and embeddedness. The explanatory framework offered here is a modified version of new institutionalism perspectives, termed "embedded institutionalism". Case studies of seven firms privatised by voucher are presented in this study to demonstrate how the interaction of institutional influences, understood through embedded institutionalism, is the most appropriate framework for understanding postprivatisation restructuring processes in post-communist countries. This approach provides a synthesis between the theoretical expectations of neo-classical economic theory and the practical outworking of post-privatisation restructuring in Czech firms. Voucher privatisation was a novel scheme, and became the central aspect of the Klaus government's economic transformation. Important historical and contemporary institutional influences impacted on its design and implementation. However, it is argued that understanding privatisation and its effects on restructuring through embedded institutionalism negates the view that a unique Czech way of privatisation exists, and that observed outcomes are simply responses to the surrounding institutional environment.

This thesis applies a 'europeanisation' perspective to the analysis of the adoption of European Union (EU) regional and agricultural policy in the Czech Republic and Poland during the pre-accession period. EU regional and agricultural policy in the pre-accession period potentially challenged both the sectoral institutional arrangements and the wider executive structure in the Czech Republic and Poland. However, the degree of prescription varied between policy sectors. Temporal factors and policy factors meant that in the regional policy cases the challenge to the executive structure was largely mediated. On the other hand, EU agricultural policy had a high level of prescription. In the case of a fundamental 'misfit' between the EU requirements and the domestic set-up, the research, following neo-institutional perspectives, expects limited adaptation on the sectoral and executive levels. This is the case in Polish agriculture. In the case of Czech agriculture, sectoral reform should be seen in the context of agricultural policy reform started in 1997. In regional policy, the neo-institutional perspective works less well. Here, the thesis proposes an actor- based perspective to explain sectoral adaptation. This sectoral adaptation, such as the alignment of administrative procedures, remains within the range permitted by the national executive structure. The effects can be found mostly on the sectoral level. The main effect of the EU pre-accession process on executive structure is the institutional enhancement of certain national executive actors. Only, the Polish case shows an unexpected change of the executive structure. This change can be explained by endogenous reform of the institutional configuration. This research makes two main contributions to the literature. First, it is one of the first studies to apply systematically a 'europeanisation' perspective to the Eastern enlargement. Secondly, empirical evidence on East and Central Europe, based on the 'europeanisation' perspective, has been limited. In this way, the thesis will contribute to extending 'europeanisation East' and hope to produce a better conceptualisation of the EU preaccession process and domestic factors mediating the impact of the EU.

The Czech Republic, slated to be a future member of the North Atlantic Treaty Organization in 1999, will likely occupy a weak position within NATO's decision-making process. The country's historical experience, its geo- strategic situation, and certain economic factors have led Czech policy makers to the strategic decision to join NATO. The Czech Republic's security and defense policy, together with its strategic political culture will influence the country's future role in NATO. However, because it is a small state and because of other inherent structural factors, the Czech Republic will probably fail to occupy a position in NATO comparable with other small powers. This contrasts directly with the case of the Netherlands, a small state in the Alliance which has managed to become a reliable member and occupy an influential position. Although both countries had similar motives for joining or having joined NATO, certain aspects of the Czech Republic's policies and strategic political culture do not correspond with those of the Dutch

Abstract:
The main goal of this thesis has been a study of alternative policy rules in a small structural model calibrated to capture the Czech economy. After the overview of the historic development of economic theory and structural modeling we have specified a small open economy model that has served as a main technical tool for the analysis. The model represents a framework, where forward-looking model-consistent expectations are formed with respect to the development of the exchange rate and interest rates. Inflation expectations are forward looking too with some nominal rigidities in inflation dynamics. The model's structure is relatively simple. The IS curve captures the dynamics of real GDP, that exhibits real rigidity, motivated by habit formation or investment adjustment costs. In our specification the real GDP is a function of (the deviation of) real XR, real IR and foreign demand (from corresponding equilibrium levels). The Phillips-curve is based on the F-M type wage setting behavior, therefore it enables to consider domestic prices, that are modeled as mark-ups over wages. CPI inflation then consists of domestic, imported and administered inflation, including the effect of any indirect taxes changes. The exchange rate is modeled by the UIP arbitrage condition. Exchange rate expectations are forward-looking, but with some inertia in expectation formation. Interest rates with one year maturity are also modeled as an arbitrage condition on the money market, they are fully model-consistently forward looking. The model is closed by a Taylor-type forward-looking policy rule. The interest rate exhibits some inertia and feeds back from deviation of inflation from target and output from its equilibrium. The specification (parameterization) of the rule is general enough to examine CPI and domestic inflation targeting. The model specification has been followed by empirical work leading towards the implementation of the previously specified model on Czech data. Based on the sources of the Czech Statistical Office, Czech National Bank, Consensus Economics Inc., we first processed the data by executing seasonal adjustment and other transformations necessary for being consistent with the definition of model variables. The database has been created by an automatic MATLAB based routine, therefore the calculations were relatively easy to update. The database being completed, we have set up a Kalman-filter for determining equilibrium values for the real interest rate, exchange rate and output. At the same time through Kalman filtering we identified all model residuals. We paid special attention to the decomposition of the output gap and discussing In order to assess the overall dynamic properties of the model and judge how well the model fits the data, we conducted several exercises. First we decomposed some of the important endogenous variables of the model to shocks to see, whether the identified shocks are in line with our intuition and episodes of the recent Czech economic history. We found, that the shocks are not in contrast with some of the clearly distinguishable episodes. After the shock decomposition we run in-sample simulations to see, how well the model is able to fit the reality two years ahead. We found the overall results quite encouraging. We were able to fit quite well the output gap as well as MP inflation. Domestic inflation has been slightly more inertial in model simulations than in reality, but even in this case the results were acceptable. The model was not able to fit the 2001-2 appreciation of the nominal XR footnote{Understandably it neither forecasted well the fast fall in inflation after the appreciation period.}, which is not a big surprise. The model calibration part of the thesis concludes, that the model fits the data and economic story reasonably well.

The aim of this thesis is to present and analyse the alternatives to downsizing of employees from the point of view of the active employment policy applied in Austria during the financial and economic crisis 2008-2010. First, the paper explores downsizing in the period of economic crisis and compares legal forms of employment termination in Austria and in the Czech Republic, as well as other relevant legal topics. Furthermore, it points out some selected issues from austrian labour law. Second, the thesis focuses on active employment policy tools which aim to avoid downsizing at least for the temporary, short-time economic crisis and on tools which at least ease consequences of downsizing by helping the fired employee to find a new employment path. The thesis analyses the evolution, legal background and use of short working time in detail, as well as the background of educational leave. Eventually, the paper deals with a revolutionary version of outplacement -- with labour foundations -- an outplacement model developed in Austria.

AbstractThe Czech Republic has become the target of immigration over only the last three decades; currently, migrants compose 4.5% of the population. Governments in the previous decade have supported the vision of short-term labour migration, and foreigners face many administrative obstacles given the difficult legislation. We employ the concept of regulatory ritualism to grasp the distinctive features of the Czech system. Following Power (The audit society. Oxford University Press, Oxford, 1997) and Braithwaite (Regulatory capitalism: how it works, ideas for making it work better. Edward Elgar, Cheltenham/Northampton, 2008), we see regulation as a ritualised practice that comforts the public and cements the dominant normative order of migration policy. In this chapter, we introduce the historical and political context of migration policy, its institutional design, the Act on Residence of Foreign Nationals in the Czech Republic, the position of foreigners in Czech labour law, Czech integration policy and the consequences of recent institutional design for migrants. The main barriers of integration are difficult administration, poor knowledge of the language and precarious working conditions. Regulatory ritualism, a result of chaotic and unsystematic legislative work, is characterized by losing focus on achieving the goals or outcomes themselves, it establishes a climate of mutual distrust among those actors involved and places obstacles to collaboration between public authorities and migrants themselves.

AbstractThis chapter summarizes the interaction between integration and agency by comparing migrants’ encounters with labour markets through which their agency challenges existing discourses. The chapter investigates the complex relationship between policy discourse, gender, and class in the production of migrant agency across different countries. The gendered experiences of low labour in Denmark centre around the crucial moments of retraining for migrant women, through which they reconsider their adjustment to the labour market as ‘devoid integration’. The EU discourses of integration are further disrupted by humanitarian migrants in Scotland and Switzerland, whose encounters with the non-recognition of qualifications and inadequate social welfare contradict the ‘migrant-welcoming’ national facades. The Canadian grand discourse of ‘smooth transition’ is opposed by the analysis of aspirations that clash with outcomes such as the labour market entrance. In this connection, we can see the Italian ‘borderline’ space of the informal market, within which many legal economic migrants navigate a complex web of existing laws and informal opportunities. The comparison is amplified by a visually ‘successful’ portrait of entrepreneurial integration, which is nevertheless perceived by skilled migrants in Finland as a less desirable option. The quality of migrants’ agency thus becomes contested if they seek to progress in the labour market. An essential element in this contestation is the transnational migrants’ disagreement with official discourses of ethnic solidarity and national citizenship in the Czech Republic. The comparative analysis of these lived experiences leads toward a new understanding of ‘agency’ and ‘resilience’ in labour market integration.

Abstract:
This article aims to recognize the recent trends in the regional specialization according to changes in sectoral employment. The three New Economic Geography’s (NEG) agglomerative forces, namely: low transport cost, economies of scale and relevance of footloose productive factors, have been powerful determinants guiding the location of firms, in spite of policy intervention blatantly activist intended to reverberate artificially the geography of production (such as interventionist measures during the communist regime). Although, the most recent models of geography and trade recognize a bijective interaction between NEG forces and comparative advantages, to fully explain productive specialization. This contribution interprets the trends in the Czech Manufacturing inspired by the tenets of the NEG and the analysis of regional specialization of the Czech Republic in a context of inter-territorial inequalities regarding the distribution of manufacturing activity. Methods are used by application the Kim’s Divergence Index to detect the degree of similarity or not throughout the manufacturing structure, while observing the sectoral specialization of labor. The results of the Index suggest the specific role of each individual region (NUTS2) in a national hierarchy of manufacturing tasks that also shook up the Czech integration into the international production system.

Abstract:
The article pays attention to the relation between capital equipment of labor and wage levels on the example of the Czech regions. Its main aim is to assess the relationship of the capital equipment of labor (expressed in terms of foreign direct investment and hours worked) to the wage level using correlation analysis, as well as the relationship of the capital equipment of labor and productivity in the regions of the Czech Republic. In addition, the validity of the relation “labor productivity is higher than the wage level” is verified using a comparison of standardized values of the indicators. The results show a high spatial dispersion of foreign direct investment in the Czech Republic, caused mainly by the Prague region. The positive correlation between the capital equipment of labor and wage levels, but also productivity, is statistically significant in the Czech regions. The problem of most Czech regions is the situation when the wage level exceeds the productivity level. Thus, the capital equipment of labor should firstly have a positive effect on the unit performance of labor, which would be rightly followed by increasing wages.

Radioactive waste and spent nuclear fuel are generated in the Czech Republic as a consequence of the peaceful use of nuclear energy and ionising radiation in many industries, particularly in the generation of nuclear energy, health care (therapy, diagnostics), research, and agriculture. The current extent of utilisation of nuclear energy and ionising radiation in the Czech Republic is comparable with that of other developed countries. The Concept of Radioactive Waste and Spent Nuclear Fuel Management is a fundamental document formulating government and state authority strategy for the period up to approximately 2025 (affecting policy up to the end of the 21st century), concerning the organizations which generate radioactive waste and spent nuclear fuel. The Concept puts forward solutions to provide for the disposal of waste in compliance with requirements for the protection of human health and the environment without excessively transferring any of the current impacts of nuclear energy and ionising radiation utilisation to future generations. The Concept was approved by the government of the Czech Republic in 2002. According to the Concept high level waste and spent nuclear fuel generated at the Dukovany and Temeli´n nuclear power plants will eventually be disposed of in a deep geological repository. Such a repository should commence operation in 2065. Work aimed at selecting potentially suitable sites began in 1992, but the final site has not yet been determined. In compliance with the aforementioned Concept, the Radioactive Waste Repository Authority (RAWRA) is responsible for finding two suitable sites till 2015. The current stage of evaluation covers the whole territory of the Czech Republic and involves complex criteria and requirements. On the basis of current findings RAWRA suggested six potential sites for further investigation at the beginning of the year 2003.

The paper deals with the equality of women and men in the labor market in the Czech Republic compared with the European Union in connection with the strategy for the period 2010–2015. The aim of the research was based on analysis of available statistical data to describe and assess the evolution of the situation in this area in the last five years, assess the benefits of the Strategy and to assess the achievement of the objectives that the European Commission has identified. Data is processed and analysed from the perspective of the whole of the European Union, with a focus on the Czech Republic. Based on the analysis of available statistical data, and through selected indicators described the current situation in selected areas of the issue of the achievement of the equality between women and men in the Czech labor market. The obtained data are compared to the data from 2009 and by the method of induction is evaluated the achievement of the rate of equality between women and men in the labor market and also the contribution and the rate of implementation of the strategy, the primary objective is mentioned in all areas to achieve this equality.

The People’s Republic of China (PRC) is in the process of modernization, which it expects to achieve by 2035. This requires a national indicator to gauge the progress and level of the country’s modernization drive. This working paper provides an indicator that assesses the progress in the PRC’s modernization journey, and applies this modernization indicator—structured on thematic categories, subcategories, and intersection—to the PRC’s performance, which is then compared with countries of the Organisation for Economic Co-operation and Development and the G20. The paper also examines four major policy implications of this modernization for the PRC, which will be more durable and successful if coupled with effective division of labor and synergy with stakeholders.

The population in the People’s Republic of China (PRC) is aging rapidly, as the proportion of people aged 60 and above is expected to increase to 35% by 2050. While aging poses economic challenges, if managed well, it can generate new employment opportunities with the emergence of new professions related to elderly care. However, capturing these benefits require labor market reforms, higher public spending to finance long-term care and pensions, and policy support. This note presents policy recommendations to address identified socioeconomic implications of rapid population aging in the PRC, focusing on labor market changes, effective long-term elderly care, and measures to address the increasing old-age dependency ratio.
