Abstract:
Contemporary labour market is subject to profound changes, such as the increase in the importance of short-term relations between employee and employer, transformation in the very nature of the employer, automation of many jobs. Changes in global work require permanent monitoring whether the institutional model of labor relations is adequate to the changing reality. An element of this model are legally sanctioned groups that can consult and negotiate the existing formal framework for cooperation. The aim of the article is to present the direction of institutional changes in the model of labor relations in Poland. Analysis focused on formal definitions of the major players operating in this market. The conducted studies (desk research) were based on ILO formal documents. The article presents proposed changes in the classification of labor market participants. The article highlights the increase in the importance of self-employment, and the increasingly less representative nature of organizations recognized so far as the main actors of labour market – trade unions and employers’ organizations. It has been proved that the definitions and classifications of major players used on the traditional labor market are not sufficient to monitor the current trends of this market.

Abstract The main aim of below consideration is presentation Polish Labor Market and changes inside, along last years. Labor market considerations are extremely important and have a large impact on the daily behavior of entities in this market. The extent, to which we are able to analyze changes taking place in individual areas of the surveyed area will allow us to make appropriate decisions on both – the demand and supply side of this labor. Author would like to present base issues connected with supply and demand taking place at this field in Poland. Getting to know the directions of changes taking place on the Labor Market may allow for an appropriate approach to human resource management. The article consists of short introduction, theoretical part, empirical part and summary at the end. Theoretical part includes base information and definition about Labor Market. Empirical section shows data analyzing, methods, tables and graphs. In the summary author would like to recapitulate analyzing case and draw some conclusions.

Abstract:
Education is considered as an important factor of well-prosperous economy. Education which corresponds to the needs of a labour market becomes the key educational target of young people and employees who want to adopt to the changes at the labour market. Therefore there are still challenges for education in Poland – how to modify the process of teaching and how to infl uence the process of learning in such a way that education would become an important factor in growth of human and social capital. Contemporary education should take into account variable requirements of the labour market, including also needs of the present and future employees and employers. An important challenge for education in Poland is to adopt its structure and teaching programs to the needs of employees not only on the domestic labor market, by also on the labour markets of other countries, mainly in Europe. Simultaneously, Polish educational system must be competitive with respect to those of other European countries, take into account demographic and technological changes in order to prepare employees willing to work in diff erent countries.

Abstract:
Outbreak of coronavirus pandemic caused the world economies to change greatly. The vast majority of enterprises in Poland were forced to restrict activity and almost all of them cut back on number of employees. In June 2020 most companies in Poland obtained “green lights” from the government for continuation their activity as before the pandemic outbreak. However the situation with restrictions still influences labor market in Poland. The issue of the study is currently of great interest, as qua-lity analysis gives clear interpretation of the pandemic impact on employment, considering Ukrainian workers, and dealing with adverse effect of the coronavirus crisis.The study analyzes important and the most significant Polish labour market changes in 2020 caused by the outbreak of COVID-19. It is stated that pandemic had controversial impact on economically active popula-tion and the number of job offers for unemployed. The study explores employment rates in Poland and outlines the main differ-ences between 2019 and 2020 data. The number of working places according to economy sectors and in general is assessed. It is defined that the Polish labour market recovers closely to pre crisis rates. Authors analyzed labour activity rates realized remotely in 2020. The influence of changes identified above on employment of Ukrainian workers in Poland is determined. Although Ukrainian and foreign analysts and researchers explored Polish labor market influenced by the coronavirus crisis in their works and papers, further deep investigations are needed. Thus, one of the novelty elements is thorough comparative out-line of changes in the labour services area. An attempt is made in this paper to show the ways of solving problems of unemploy-ment, limited number of job offers and economically inactive population.The primary concern of this research is to consider the Polish labour market current situation influenced by the coronavirus crisis, to analyze economic performance in 2020 compared to previous years, to highlight possible prospects, tasks or measures to improve labour market through reducing unemployment and increase in job offers.Keywords: unemployment, economic crisis, COVID-19 pandemic, employment, Polish labour market, job cuts, redundancy. У статті проаналізовано вагомі та найбільш помітні зміни на польському ринку праці у 2020 році, викликані розповсюдженням вірусу COVID-19. Зазначено, що пандемія неоднозначно вплинула на економічно активне населення та кількість робочих місць, які могли бути запропоновані безробітним. Проаналізовано показники зайнятості громадян Польщі та ви-значено основні відмінності між даними 2019 та 2020 років. Оцінено кількість ліквідованих робочих місць за секторами та в загальному значенні економіки. Визначено, що наразі польський ринок праці знаходиться на стадії відновлення, а його стан близький до передкризового. Автори проаналізували частоту трудової діяльності у 2020 році, що реалізовувалась у дистанційному вигляді, віддалено від постійного місця роботи. Визначено, яким чином зазначені зміни вплинули на пра-цевлаштування українців у Польщі. У дослідженні зроблено наукову спробу знайти шляхи вирішення таких проблем, як: безробіття, недостатня кількість пропонованих робочих місць та економічно неактивне населення.Ключові слова: безробіття, економічна криза, пандемія COVID-19, зайнятість населення, польський ринок праці, ліквідація робочих місць, скорочення працівників.

The purpose of the article is to analyze diversity of human capital in Poland within 2001‑2011 in relation to the situation in local labor markets (regions and provinces). The analyses is based on verifying the hypothesis of lack of human capital diversity in Poland, no changed recorded to its image within the time span under review and the fact that the quality of human capital determines the situation in the job markets throughout the country. The analysis proves that employment and unemployment does not influence human capital – its quality is determined by text age education and death rate.

Since the beginning of the political transformation in Poland, it's been more than twenty years, however, the situation on the labor market in rural areas is not the best. Deteriorating statistics on the labor market in Poland, manifested by high unemployment and a growing number of people in rural areas is the main reason for the formulation of the main as: analysis of the supply side of the labor market in rural areas in Poland in the years 20o0-2011. Discussion is focused on the employment and unemployment rates in Poland and the total isolation of rural areas. The presented figures were derived from calculations made on the basis of Polish Statistical Yearbooks, Annals of rural population censuses and agricultural Census available at the Central Statistical Office in Warsaw and Olsztyn, and the Foundation for the Development of Polish Agriculture.

Research background: Various and complicated reasons for belonging to the NEET category (not in education, employment or training), resulting largely from young people’s personal and family circumstances, cause that the activation programmes undertaken by public employment services, both in the professional and educational sphere, prove inadequate. Despite the fact that labour market instruments dedicated to young people represent a wide range of possibilities for supporting them in combating professional and educational inactivity, the background of their problems requires new actions that should be undertaken by labour market institutions and their partners. Purpose of the article: Taking the above into consideration, the aim of this study is to identify the challenges faced by the public employment services and other labour market institutions in the area of activating youth experiencing the most difficult situation in the labour market. Methods: The article is based partly on the results of quantitative and qualitative research, conducted in the framework of the project implemented by the Provincial Labour Office in Bialystok Podlasie open to young people, financed by Operational Programme Knowledge Education Development (PO WER). Findings & Value added: The results of the study have led to the identification of necessary actions which should be undertaken by labour market institutions to support young people representing the NEET generation. These actions can be classified into different categories. They include preventing inclusion into the NEET group, developing the most effective solutions in the area of getting in touch with this group of young people and supporting them as well as creating a culture of cooperation for their benefit. The study has also revealed the need to carry out in-depth research of the NEET population.

The aim of the analysis was to identify the features and development trends of the warehouse market in Lublin against the background of regional and domestic markets in Poland, and, subsequently, to assess the market’s development prospects and its role in strengthening the economic development of the City of Lublin. Valuable data on the supply and demand side of the warehouse market in Lublin has been collected for the purpose of the article. The analysis of the data on warehouse market development, in Lublin as well as and in regional and domestic markets in Poland in 2015 and 2016, confirmed the market’s solid growth. The prospects of the warehouse market in Lublin are very promising, owing to such factors as: supply of a highly qualified labor force, relatively low labor costs, the improvement of transport infrastructure, the development of the Special Economic Zone Euro-Park Mielec Lublin Subzone, and, last but not least, the effective strategy of attracting investors pursued by the Department of Strategy and Investor Relations of the City Office in Lublin.

Abstract:
The article attempts to assess the effect that obtaining urban status has on changes in the local labor markets of new towns. The analysis concerned those towns that were granted urban status for the first time between 1990 (the beginning of the transition to a market economy) and 2020. The analysis and research results did not show any significant correlation between the obtaining of urban status and improving labor market conditions. Despite the increase in entrepreneurship and the greater mobility of incoming employees, the localities did not become more attractive locations for medium-sized and large enterprises. Work-related population flows did not undergo major transformations and the range of influence of local labor markets was still mainly limited to the new towns’ own gminas, which together with the directly neighboring gminas formed functional urban areas that nonetheless rarely exceeded the boundaries of the poviat.

Abstract:
When considering the problem of employing foreigners on the territory of the Republic of Poland, the analysis of the issue should be focused on legal regulations built on the provisions of the Act of 12 December 2013 on foreigners and the Act of 20 April 2004 on the promotion of employment and labor market institutions. The first legal act after returning to sovereignty in 1918 regulating the admission of foreigners to the Polish labor market was the regulation of the President of the Republic of Poland of June 4, 1927 on the protection of the labor market. Since then, legal acts regulating the employment of foreigners in the territory of the Republic have undergone significant changes. In Polish legislation, significant changes have been made to the provisions on the employment of foreigners, taking into account the need to facilitate access to the Polish labor market. The most important modifications in this respect include: abolition of the two-stage procedure for applying for a work permit, reforming the mechanism of the so-called labor market test, simplifying the procedure of changing the place of work by a foreigner or changing positions, simplifying forms, limiting the number of documents required, creating the possibility of issuing a permit for a longer period, defining clear rules of the employer’s liability. The publication discusses the current procedure for the employment of foreigners on the territory of the Republic of Poland including the revisions of legal norms regulating the issue of entrusting work to foreigners. Labor migration is again an important problem, not only european but also international, becoming the subject of intense discussions. The issue of employing foreigners in Poland has also become even more important. The labor migration process plays an important role in maintaining the balance on the labor market. The priority is to increase the employment rate, promote stable forms of employment and at the same time flexible methods of organizing and providing work.

The article focuses on regional diversity of the Polish Labor Market from institutional perspective. The Polish Labor Market is geographically diverse in terms of unemployment and employment rates, and also in terms of economic development. At the end of 2013 the difference between the lowest and the highest unemployment rate in the Polish regions was 12.1% (Wielkopolska located in the West Poland has unemployment rate of 9.6% and Warmia - Mazury in the East has unemployment of 21.7%). The question arises whether this difference comes from the structural or institutional sources. The paper describe the character of Polish Labor Market, whereas in the second part, it traces the impact of institutional variables such as real wage, Kaitz index and Gender gap on the regional unemployment rate in 2002–2012 in Poland.

Abstract:
The article presents the characteristics of the labor market in Poland in 2000-2018, paying special attention to the importance of state intervention in the discussed area. The thesis presents the theoretical assumptions of intervention and selected legislative changes made by the legislator in Poland in 2000-2018 had an impact on the labor market. Comparative and descriptive methods were used to indicate the appropriateness of changing the personal income tax rate in 2009 and the change in the length of maternity leave. The paper presents that in 2000-2012 the increase in the minimum wage did not affect the increase in the unemployment rate. The article proves that state interference in the labor market is necessary because it allows to overcome problems appearing on it periodically.

The increasing role of emerging technologies, such as big data, the Internet of Things, artificial intelligence (AI), cognitive technologies, cloud computing, and mobile technologies, is essential to the business process manager profession’s sustainable development. Nevertheless, these technologies could involve new challenges in labor markets. The era of intelligent business process management (BPM) has begun, but how does it look in real labor markets? This paper examines the hypothesis that the transformation of the business process manager profession has been caused by certain determinants that involve the need for an improvement in BPM skills. The main contribution is a model of the dimensions of the impact of digital technologies on business process management supplemented with skills that influence the business process manager profession. The paper fills the gap in research on perspectives of the impact of digital technologies on business process management, considering both a literature analysis and labor market research. The purpose of the literature review was to identify the core dimensions that drive the use of emerging technologies in business process management. The labor market study was conducted in order to analyze the current demand for core skills of business process managers in the Polish labor market with a particular emphasis on the intelligent BPM concept. Additionally, to study the determinants that slow down the iBPM concept’s development, the digital intensity level of the enterprises and public administration units in Poland was studied. Finally, a fuzzy cognitive map presenting the core determinants of the business process manager profession’s transformation is described.

Abstract:
The pork value chain is created by a network of interconnected suppliers and customers, offering meat products to final consumers. Pork production and processing in Poland is highly fragmented, which together with an increasing global pressure weakens the engagement of institutional actors in the social dialogue. This makes difficult to combat negative labour market phenomena such as low wages, long working hours, and lack of appropriate contracts. In order to diagnose the specificity of labour market challenges in Poland and possible ways of combating them, structured interviews with key stakeholders were conducted. They confirmed the existence of abusive practices in the local pork industry and the need for strengthening the social dialogue. Conclusions from the research include recommendations for further exploration of the issue.

The purpose of this paper is to draw attention to the need of taking into account the existence of dual labor markets in the majority of developed countries when analyzing research results on labor immigration. The countries most affected with this duality are the ones where immigration is still on the increase; amongst others, Central and Eastern European countries. Selected qualitative and quantitative research methods were implemented in the study. The data source was a structured questionnaire interview conducted in 2007–2008, among 91 employers and the comparison research carried out again in 2014–2015 with 263 participating entrepreneurs. In accordance with the dual labor market theory, the employers were divided into those who offered employment in the primary or the secondary labor market. The research carried out in the Opolskie Voivodship, Poland showed that those employing a foreign labor force were driven by different reasons in the primary or the secondary sector of the labor market. It was also determined that taking into account the segmentation of the labor market in analyses of results of research on labor immigration positively affected their interpretation and provided more precise conclusions.

The situation of women in the labor market in Poland depends on numerous complex micro- and macroeconomic factors. It results from the economic condition of the country and the global economic situation. It is a product of decisions made on a micro level as a result of macro circumstances. When discussing the employment market it should be borne in mind that it is not an ordinary market, such as the market for wellington boots or that of strawber- ries. The ‘product’ here is a human being and an ‘excess’ in the labor market creates a certain unfavorable outcome, namely unemployment. Just as an excess in the supply of wellingtons or strawberries leads to a drop in price, in the labor market it means cuts in salaries or stopping paychecks. That is why one of the tasks of the government is to provide people with the basic opportunity to get a job and earn money. Why then should the state react to the turbulence in the labor market when it does not necessarily have to do so in other markets? The answer is simply that wellingtons and strawberries do not have to provide for themselves and the family.

Rotating panel used in the Labour Force Survey (LFS) causes correlation possibility of estimations of labor markets errors. Knowledge of autocorrelation is important in the context of the trend estimation of labor market parameters. Dismissal of autocorrelation can result in the trend curve it will be fraught with volatility, characteristic of auto-regression processes. Estimation errors are not observable, thus it is not possible to estimate the autocorrelation coefficients by conventional estimators. This paper describes the adaptation of methods for estimating the errors of autocorrelation coefficients (proposed by Pfeffermanna et al.), The rotational scheme in LFS. Then, this method was used to estimate the autocorrelation coefficients in error estimation of the unemployment rate in the province. Greater Poland for six domains defined by gender and age.

The aim of the article is to analyze, from statistical and econometric perspectives, the dynamics of Poles’ economic activity, in particular, an attempt at a statistical measurement of the impact of select phenomena conditioning the labor market. Key considerations are preceded by a presentation the historical and current demographic situation in Poland. Problems of foreign migration and the aging of the Polish society were investigated. Moreover, impact of social policies on the labor market was analyzed, including the “Family 500+” program as well as regulations concerning retirement age. The study utilizes quantitative methods of time series analysis, including the time series models taking into account the occurrence of turning points. The results of research show, that: in the near future the Polish demographic situation will not improve, the lowering of retirement age is a threat to the labor market, the “500+” program not only did not influence a rise in fertility rate but lowered the rate of economic activity of women.

In the economic sphere, it entails not only expenses for children in terms of money and time, but also lost opportunities as well as the costs related to the labor market. These costs can be divided into three types: a) before entering the labor market, b) during the employment period, c) in the retirement age. The main aim of the present article is to consider the costs of motherhood for women in Poland in the economic dimension. With this in mind, the article analyses relevant legal provisions and statistical data related to the labor market, indicating that regulations concerning women may worsen their situation, increasing the amount of the losses incurred.

The article focuses on processes of the regional labor market during the economic slowdown that resulted from the global financial crisis in years 2007–2009, which is also called the Great Recession. The labor market’s situation is the result of the interaction of many complex processes. On the one hand, it is a derivative of the level of development and structure of the economy; on the other hand, the shape of the labor market is influenced by the changes associated with an ever-increasing integration of Poland with the European Union. In recent years, global economic processes, especially connected with the Great Recession, also play a significant role in shaping the situation of regional labor markets. The article presents the trends of development of the labor market in the region in years 2000–2009 in the field of economic activity and employment rates taking into consideration the selected demographic and economic categories of the population. The particular attention is devoted to the issues of development of unemployment and its typology. These elements of the labor market were presented in the local systems of the region with an indication of their spatial variation and intensity.On the basis of identified regularity of development of the studied phenomenon, the authors made an attempt to identify and evaluate the impact of the economic slowdown on the regional labor market at the local and regional level.

The paper presents the types of support available to employers who employ individuals with disabilities, as well as opportunities for the disabled to enter the labor market, start a business, and keep it running. The text is enriched with information about the labor rights of people with disabilities. A thorough examination of the legislation in force in Poland and Greece led us to numerous and interesting conclusions. Despite many seemingly attractive forms of support available to employers and people with disabilities, we note that the labor participation rate of people with disabilities is still much lower in Poland and Greece than in many other European countries. What is the main barrier to the activation of people with disabilities? Although the answer to this question is certainly multi-threaded, it seems justifiable to claim that the complexity of the legislation, a number of stipulations in the area of public aid, and possible new adverse amendments to labor laws effectively discourage employers from creating jobs for people with disabilities and they discourage people with disabilities from being economically activated.

According to various sources, after 2014 there was a clear decline in GDP and the level of income in Ukraine, which, taking into account the interdependence between economic growth and the condition of the labor market, translated into significant difficulties in the structure of resources and the activity of the local workforce. The source of these difficulties turned out to be not only the price factor, but also non-price factors such as poor protection of employee rights, lack of social protection and social security, as well as payment gridlocks on the employer-employee line. This forced many Ukrainians to sometimes make dramatic decisions about economic emigration, mainly to European Union countries, including Poland. According to various estimates, there are currently 7 to 9 million Ukrainian citizens working abroad who contribute to the development of the economies of other countries. Meanwhile, the Ukrainian labor market is in a very difficult situation. Based on the analysis of official statistical data, an attempt was made to characterize the Ukrainian labor market, its main determinants were outlined and Ukrainians’ attitudes towards changes on the domestic labor market were determined. The research used critical literature analysis, statistical description methods, spatial analysis methods and case study method. Based on the conducted analyzes, it was shown that in the years 2010–2017 the Ukrainian labor market was struggling with a number of unfavorable phenomena, which was significantly aggravated by the political crisis at the turn of 2013 and 2014.

Abstract Using annual sectoral data for Hungary and Poland covering the period of 2005–2016, this paper assesses the impact of credit market characteristics on labor productivity in manufacturing. Apart from the amount of loans extended to non-financial corporations, which has been extensively studied in the literature, it focuses on credit market stability and tightness. The main results are that the volatility of credit originating from the supply side of the market has a negative influence on labor productivity, while credit market tightness is insignificant. There is no robust evidence that the stock of credit is a critical productivity determinant.

The basic goal of this document is to research the changes in work efficiency level, as well as labor costs and evaluation of their relation in Poland in comparison to other EU countries. Research period embraced the years 2000–2016. Desired research objective was achieved with the use of review of the literature method, deduction, description and simple statistical and visualization technics (Eurostat, GUS). The analysis of changes and proportions between unit labor costs and labor productivity is essential element of labor market researches. Sustainable and monochromic growth of both factors is important if competitiveness’s improvement ought to be due to technology development not to low-wages politic. Polish production is based on low and middle technology, and until now low labor costs. This system can turn out negative and embed unfavorable economy structure. The level of unit labor costs in Poland in comparison to European Union is low, so as the level of work productivity is. On the other hand the pace of labor productivity is high. Until now the pace of wage growth was lower than labor efficiency, and the balance between two variables was kept.

Purpose: The purpose of the article is to assess the level of digital competence of young Poles against the background of selected European countries in the context of changes occurring in the labor market. Design/methodology/approach: The level of digital competence of young people from 30 selected European countries was diagnosed on the basis of the development pattern method by Z. Hellwig. To develop a synthetic Z. Hellwig measure, 23 diagnostic characteristics that reflect the level of skills of young Europeans in creating digital content, using databases, communicating and collaborating online, using ICT in different types of online activities, and protecting privacy and personal data online were selected. The study covered a group of young people aged 16-24, representing a potential labor supply that is particularly relevant to the development of the digital economy. Findings: In the light of the characteristics adopted for the study, the level of digital competence of young Poles is low. Young Finns, Maltese, Dutch, Spanish and Icelanders have the highest levels of digital competence. In contrast, particularly low levels of these competences are seen among young Bulgarians and Romanians. Research limitations/implications: The presented research can contribute to further in-depth analysis of the impact of the digital competency deficit on the economic development of the countries included in the analysis in the long term, including Poland in particular. Practical implications: The results of the research can provide guidance to public authorities in creating and evaluating strategies for the development of digital competences in Poland and the other countries covered by the study. Originality/value: The article indicates the changes that the labor market is undergoing as a consequence of the digital transformation of the economy. A synthetic indicator of digital competence was constructed, taking into account the diagnostic characteristics selected by the author of the article, which in their opinion are particularly relevant to the development of the digital economy. Leaders in the level of digital competence of young people have been identified. The distance between them and Poland was also diagnosed. The findings are addressed to the public authorities of the European countries surveyed. They can provide guidelines for the creation and evaluation of strategies for the development of digital competences in Poland and the other countries covered by the study. Ukrainian citizens constitute an absolute majority among all categories of foreigners working in Poland. Their employment is largely characterized by over-representation in jobs with poor working and hyper-intensive conditions; by concentration in certain sectors of the economy; by a mismatch between work performed and available qualifications; and by weak legal protection. Limited access to stable employment, work in the «shadow economy», failure of employers to meet their financial obligations, and legal insecurity discriminate labor immigrants. The integration policy consists mainly of scattered events and does not form a coherent, long-term national strategy. While NGOs in several Polish voivodships and individual employers may tackle the issue of migrant integration, only a small proportion of legally employed Ukrainians are covered by integration measures. Short-term migrants and those employed in the “grey zone” are virtually “invisible” to both Polish society and the authorities.

Abstract Subject and purpose of work: This study analyses employment in the renewable energy sector. The aim of this research was to explore the impact of obtaining energy from renewable sources on the labor market in Poland. Materials and methods: This study is based on secondary data from the Central Statistical Office, Eurostat, and EurObserv’ER. During the literature review, research papers on the labor market, published in Poland and internationally, were examined. The analyzed data was processed using an Excel 2007 spreadsheet. The number of people employed in relation to 1,000 toe of primary energy obtained in individual RES industries was the measure of the impact of the RES sector on employment. The results of the present research were presented using descriptive, graphical and tabular methods. Results: In Poland, the use of renewable energy sources between 2010 and 2020 doubled, from 6,892 ktoe to 12,518 ktoe, and is projected to further double by 2030 compared to 2020.It is generally agreed that obtaining energy from renewable sources has a significant positive impact on the labor market. In the period of analysis, the number of individuals employed in the RES sector increased from 36.8 thousand to 110.8 thousand. The highest labor intensity was reported for the RES sectors of solar power, heat pumps, and liquid biofuels. Conclusions: I f t he r enewable energy sector continues t o develop a s projected, t he demand for employees in this industry will more than double by 2030.

PURPOSE: The theoretical aim of this study is to explore the nature of the “technological innovation–labor market” relationships presented recently in the literature, based on publications indexed in the Scopus and Web of Science databases. The empirical purpose is to examine these relationships in companies operating in the confectionery industry in Poland. METHODOLOGY: Literature studies, as well as a mixed-method empirical research approach, were used, including an online survey of engineers working in the confectionery industry and the case study method (with interviews and observation). FINDINGS: Publications from the past eleven years have covered the problems of the analyzed relationship but have not taken into consideration the market in Poland or the confectionery industry. More often than the classic literature, these publications present different relationships, not focusing mainly on the issue of unemployment resulting from technological innovation. Meanwhile, empirical studies show that the analyzed relationships are non-reciprocal. Fifty percent of the employees surveyed indicated that implementing technological innovations results in job losses. The remaining respondents were convinced that technological innovation has a neutral quantitative impact on the internal labor market. We identified that technological innovations have an impact on the labor market (both internal and external) more often than changes in the labor market affecting innovations, and that this impact is rather negative. Moreover, empirical research shows that technological innovations are positively connected with qualitative changes in the internal labor market. IMPLICATIONS: This study emphasizes the need for lifelong learning among employees and for a field for development at educational institutions. It should also draw the attention of top managers to the skills that their employees have now and should have in the future. ORIGINALITY AND VALUE: The paper presents an original typology of the relationships between technological innovation and the labor market, which can serve as the basis for further development and qualitative or quantitative research. The paper also presents pioneering research because previous studies were not based on a complex framework, including different kinds of impacts (from negative through neutral to positive), treating the labor market and technological innovations relative to each other as dependent or independent variables, or highlighting two types of labor market.

The article indicates trends that led to changes in the labor market and employment, focusing on a concise analysis of the threats and challenges that Polish society faced.It is indicated that trends, challenges and threats, their extensive diagnostics and theoretical understanding became the subject of studies of labor pedagogy. This is a branch of pedagogical knowledge that studies issues of education in conjunction with human professional work, develops qualification frameworks, modular programs of professional learning, professional education programs, practical projects for the further development of professional training, retraining, and improvement of specialists for the free labor market. The new forms of employment, including outsourcing, freelance, competition for the place of work (as the basis for the development of new competencies) relate to positive phenomena in the labor market during the investigated period. The threats that arise in the field of employment have also been reconsidered. People with severe disabilities, such as severe mental disabilities and autism spectrum disorders, do not participate in the open, competitive labor market to the same extent as people without disabilities or other forms of disability. Sheltered employment is an internationally accepted approach for the vocational integration of people with severe disabilities, which introduces integration in sheltered workplaces mainly with other people with disabilities and ongoing support from the Government or self-government. Therefore, sheltered employment can be defined as the employment of a person with a disability under particular conditions. This paper presents the legislative framework regarding sheltered employment in Poland and Greece and the ways sheltered employment takes place in each of the two countries with the corresponding comparisons and conclusions. The results show a need for a more precise and more comprehensive legislative framework on sheltered employment in Poland and Greece. Alternative options for the vocational integration of people with severe forms of disabilities, such as supported employment programs, need to come to the fore. Supported employment seems to be the only effective and efficient way for people who have particular difficulties in finding and keeping a paid job in the open labor market to take up paid employment on an equal basis with other people. Does the concept of supported employment have a chance to prove itself on Poland and Greece’s open labor markets and become a complementary tool in the vocational activation of people with disabilities? Legislative regulations, system projects, and stable sources of financing are necessary for both countries.
