Abstract:
Contemporary labour market is subject to profound changes, such as the increase in the importance of short-term relations between employee and employer, transformation in the very nature of the employer, automation of many jobs. Changes in global work require permanent monitoring whether the institutional model of labor relations is adequate to the changing reality. An element of this model are legally sanctioned groups that can consult and negotiate the existing formal framework for cooperation. The aim of the article is to present the direction of institutional changes in the model of labor relations in Poland. Analysis focused on formal definitions of the major players operating in this market. The conducted studies (desk research) were based on ILO formal documents. The article presents proposed changes in the classification of labor market participants. The article highlights the increase in the importance of self-employment, and the increasingly less representative nature of organizations recognized so far as the main actors of labour market – trade unions and employers’ organizations. It has been proved that the definitions and classifications of major players used on the traditional labor market are not sufficient to monitor the current trends of this market.

Abstract The main aim of below consideration is presentation Polish Labor Market and changes inside, along last years. Labor market considerations are extremely important and have a large impact on the daily behavior of entities in this market. The extent, to which we are able to analyze changes taking place in individual areas of the surveyed area will allow us to make appropriate decisions on both – the demand and supply side of this labor. Author would like to present base issues connected with supply and demand taking place at this field in Poland. Getting to know the directions of changes taking place on the Labor Market may allow for an appropriate approach to human resource management. The article consists of short introduction, theoretical part, empirical part and summary at the end. Theoretical part includes base information and definition about Labor Market. Empirical section shows data analyzing, methods, tables and graphs. In the summary author would like to recapitulate analyzing case and draw some conclusions.

Abstract:
Education is considered as an important factor of well-prosperous economy. Education which corresponds to the needs of a labour market becomes the key educational target of young people and employees who want to adopt to the changes at the labour market. Therefore there are still challenges for education in Poland – how to modify the process of teaching and how to infl uence the process of learning in such a way that education would become an important factor in growth of human and social capital. Contemporary education should take into account variable requirements of the labour market, including also needs of the present and future employees and employers. An important challenge for education in Poland is to adopt its structure and teaching programs to the needs of employees not only on the domestic labor market, by also on the labour markets of other countries, mainly in Europe. Simultaneously, Polish educational system must be competitive with respect to those of other European countries, take into account demographic and technological changes in order to prepare employees willing to work in diff erent countries.

Abstract:
Outbreak of coronavirus pandemic caused the world economies to change greatly. The vast majority of enterprises in Poland were forced to restrict activity and almost all of them cut back on number of employees. In June 2020 most companies in Poland obtained “green lights” from the government for continuation their activity as before the pandemic outbreak. However the situation with restrictions still influences labor market in Poland. The issue of the study is currently of great interest, as qua-lity analysis gives clear interpretation of the pandemic impact on employment, considering Ukrainian workers, and dealing with adverse effect of the coronavirus crisis.The study analyzes important and the most significant Polish labour market changes in 2020 caused by the outbreak of COVID-19. It is stated that pandemic had controversial impact on economically active popula-tion and the number of job offers for unemployed. The study explores employment rates in Poland and outlines the main differ-ences between 2019 and 2020 data. The number of working places according to economy sectors and in general is assessed. It is defined that the Polish labour market recovers closely to pre crisis rates. Authors analyzed labour activity rates realized remotely in 2020. The influence of changes identified above on employment of Ukrainian workers in Poland is determined. Although Ukrainian and foreign analysts and researchers explored Polish labor market influenced by the coronavirus crisis in their works and papers, further deep investigations are needed. Thus, one of the novelty elements is thorough comparative out-line of changes in the labour services area. An attempt is made in this paper to show the ways of solving problems of unemploy-ment, limited number of job offers and economically inactive population.The primary concern of this research is to consider the Polish labour market current situation influenced by the coronavirus crisis, to analyze economic performance in 2020 compared to previous years, to highlight possible prospects, tasks or measures to improve labour market through reducing unemployment and increase in job offers.Keywords: unemployment, economic crisis, COVID-19 pandemic, employment, Polish labour market, job cuts, redundancy. У статті проаналізовано вагомі та найбільш помітні зміни на польському ринку праці у 2020 році, викликані розповсюдженням вірусу COVID-19. Зазначено, що пандемія неоднозначно вплинула на економічно активне населення та кількість робочих місць, які могли бути запропоновані безробітним. Проаналізовано показники зайнятості громадян Польщі та ви-значено основні відмінності між даними 2019 та 2020 років. Оцінено кількість ліквідованих робочих місць за секторами та в загальному значенні економіки. Визначено, що наразі польський ринок праці знаходиться на стадії відновлення, а його стан близький до передкризового. Автори проаналізували частоту трудової діяльності у 2020 році, що реалізовувалась у дистанційному вигляді, віддалено від постійного місця роботи. Визначено, яким чином зазначені зміни вплинули на пра-цевлаштування українців у Польщі. У дослідженні зроблено наукову спробу знайти шляхи вирішення таких проблем, як: безробіття, недостатня кількість пропонованих робочих місць та економічно неактивне населення.Ключові слова: безробіття, економічна криза, пандемія COVID-19, зайнятість населення, польський ринок праці, ліквідація робочих місць, скорочення працівників.

Abstract:
The purpose of the article is to analyze diversity of human capital in Poland within 2001‑2011 in relation to the situation in local labor markets (regions and provinces). The analyses is based on verifying the hypothesis of lack of human capital diversity in Poland, no changed recorded to its image within the time span under review and the fact that the quality of human capital determines the situation in the job markets throughout the country. The analysis proves that employment and unemployment does not influence human capital – its quality is determined by text age education and death rate.

Abstract:
The work motivation construct is central to the theory and practice of many social science disciplines. Yet, due to the novelty of validated measures appropriate for a deep cross-national comparison, studies that contrast different administrative regimes remain scarce. This study represents an initial empirical effort to validate the Public Service Motivation (PSM) instrument proposed by Kim and colleagues (2013) in a previously unstudied context. The two former communist countries analyzed in this dissertation—Belarus and Poland— followed diametrically opposite development strategies: a fully decentralized administrative regime in Poland and a highly centralized regime in Belarus. The employees (n = 677) of public and nonprofit organizations in the border regions of Podlaskie Wojewodstwo (Poland) and Hrodna Voblasc (Belarus) are the subjects of study. Confirmatory factor analysis revealed three dimensions of public service motivation in the two regions: compassion, self-sacrifice, and attraction to public service. The statistical models tested in this dissertation suggest that nonprofit sector employees exhibit higher levels of PSM than their public sector counterparts. Nonprofit sector employees also reveal a similar set of values and work attitudes across the countries. Thus, the study concludes that in terms of PSM, employees of nonprofit organizations constitute a homogenous group that exists atop the administrative regimes. However, the findings propose significant differences between public sector agencies across the two countries. Contrary to expectations, data suggest that organization centralization in Poland is equal to—or for some items even higher than—that of Belarus. We can conclude that the absence of administrative decentralization of service provision in a country does not necessarily undermine decentralized practices within organizations. Further analysis reveals strong correlations between organization centralization and PSM for the Polish sample. Meanwhile, in Belarus, correlations between organization centralization items and PSM are weak and mostly insignificant. The analysis indicates other factors beyond organization centralization that significantly impact PSM in both sectors. PSM of the employees in the studied region is highly correlated with their participation in religious practices, political parties, or labor unions as well as location of their organization in a capital and type of social service provided.

Abstract:
This thesis utilizes flow analyses of the labour market in order to examine two key issues. First, to asses the effectiveness of active labour market policies in Britain, Ireland and Poland. Secondly, it allows us to characterize and quantify movements between labour market states which have been occurring on an unprecedented scale in economies undergoing transition. Chapters 1 and 2 investigate whether active labour market policies in Britain and Ireland have been instrumental in curing or preventing partial hysteresis due to long-term unemployment. In models of the determination of overall and duration-specific outflow rates from unemployment, the predictive power of active measures variables is tested. Chapter 3 uses the 'lista 500' panel data set to test the hypothesis that after the decentralizing reforms of the early eighties simple models of profit maximization can explain labour adjustment by large Polish enterprises. Chapter 4 traces the build up of unemployment in Poland by characterizing the composition and determinants of flows between various labour market states. Traditional flow analysis is amended by dividing the state employment into the sub-states, private and state sector employment, and by emphasizing the institutional framework unique to the Polish labour market in its first stage of transition. In Chapter 5 a unique panel data set is used to quantify labour market transitions in Eastern Germany in the first year after unification. Multinomial logit regressions are employed to highlight the determinants of the estimated transition rates. The applicability of standard models of labour market transitions to labour markets in transforming economies is also tested. Chapter 6 uses Voivodship-level aggregate panel data to evaluate passive and active labour market policies in Poland which took shape in 1991 and 1992. We also test for the existence of a well behaved matching technology in the Polish labour market. The methodology of Chapters 1 and 2 is modified to account for the panel nature of the data.

Abstract:
The thesis analyses the regional labour market dynamics and effectiveness of active labour market policies in Poland. The main research focus is to assess the effectiveness of the elements of ALMPs and to suggest possible explanations of the heterogeneity in their outcomes. I am interested in establishing how effective are the various components of ALMPs in alleviating the regional differences in unemployment. The objective is to arrive at recommendations regarding the appropriate mix of policy response to the unemployment problem. The lessons that relate to Poland may also be applied to other countries undergoing a process of deep structural changes. In particular, I am interested in establishing how effective are the various components of ALMPs in alleviating the regional differences in unemployment. The experiences of the Spanish labour market reforms are used to understand the likely trajectory induced by a similar liberalisation process and labour market institutional reform in Poland. I argue that the institutional reforms in Spain led to better labour market performance and the same outcome may be expected in Poland if similar reforms are implemented. In the econometric part of thesis, I investigate the persistence of unemployment in the Polish and Spanish labour markets, which demonstrate that the unemployment problem is more serious than indicated by the aggregate figures. I also measure the effectiveness of the labour market policies and draw conclusions for policy makers, arguing that the unemployment problem can be alleviated if the appropriate policy mix is applied. In particular, I have shown to what extent regional employment, unemployment and participation rate dynamics are common to all regions in Spain and Poland. The results indicate very strong regional unemployment persistence, especially in poorer regions in both countries. Both of the investigated markets reacted to shocks in a similar way. However, higher persistence in the response of unemployment to shocks has been measured in Spain than in Poland. On the other hand, Polish regional labour markets are more dissimilar than the Spanish ones, indicating more inequality in access to employment. The results on the efficiency of ALMPs also demonstrate differences between agricultural, modern and industrial regions and different patterns of impact in line with the results on the regional labour market dynamics. The agricultural regions, with higher unemployment respond to the ALMPs weaker than the other regions. These findings are in line with the results of VAR analysis of regional labour market dynamics, which show a great persistence in unemployment, especially in the poorer regions, indicating that they do not respond in the same way as the other regions. I now offer a novel explanation to this structural outcome: the existing persistence in inter-regional differences in unemployment may be (partly) resulting from the fact that the policy measures are not adjusted and are not used selectively consistent with the local economic environment. The results permit the drawing out of a tentative conclusion that ALMPs in Poland should be reassessed as for their efficiency. The policies should be carefully designed and should take into account the different types of regions, which might have different needs and requirements. A troublesome result is that the regions where policy support is most needed are also those, which are least responsive to policy tools.

Denna studie undersöker hur illegala polska migranter lever och arbetar i Stockholm. Syftet med uppsatsen är att undersöka varför polacker väljer illegal invandring till Stockholm som strategy. Dessutom hur strukturer i den svenska arbetsmarknaden och kontrol myndigheter påverkar dem. Studien visar att de flesta polacker hade kontakter med polska nätverk som redan var etablerade i Sverige före tanken på migration som en möjlig strategy tog form. Starka länkar kunde utskiljas mellan dessa nätverk i Stockholm och två regioner i norra Polen. Länkar kunde också utskiljas till tre regioner i södra Polen. Resultaten visar att strukturer inom den svenska arbetsmarknaden har gjort hemstädning till en niche för polacker som arbetar svart i Stockholm. Studien visar att många arbetade svart inom bygg och trädgårdsbranchen, dock inte i samma uttsträckning. Att resa genom Tyskland för att ta sig till Sverige var ett vanligt sätt att kringgå starka gränskontroller före det polska EU medlemskapet. Det svenska personnumret fungerar väl som kontrolfunktion och gör det svårt för illegala polacker att hyra lägenheter. För att kringgå detta hyr de ofta enstaka rum istället. En majoritet av polacker i studien tror inte att ett polsk EU medlemskap kommer att påverka deras arbete och leverne i Stockholm och kommer därmed fortsätta att arbeta svart.
This thesis is a study on Polish irregular migrants living and working in the Stockholm metropolitan region. The aim of the paper is to find out why Poles choose irregular migration to Stockholm as a strategy, and how the Swedish labour market structure and control authorities influence them. This study shows that most Poles had contacts with Polish networks already established in Sweden before contemplating irregular migration as a strategy. Strong links could be found between these networks in Stockholm and two regions in northern Poland. Clear links were also found to three regions in southern Poland. Swedish labour market structure has helped to make domestic cleaning a niche for undocumented Poles in Stockholm although many were also working in the gardening and building/renovation sectors. Results from this paper show that strong Swedish control functions make a number of survival strategies necessary to enter and live undocumented in Sweden. Transiting through Germany was a common way for undocumented Poles to bypass strong Swedish migration controls before Poland joined the EU. Internal control functions such as the Swedish personal ID number make renting apartments difficult for undocumented Poles, which make renting rooms a better option. A majority of undocumented Poles do not believe that Poland%u2019s membership will affect their work and lives in Stockholm and they will therefore continue to work undocumented.

In the face of an exogenous economic crisis or systemic political and economic transformations leading to multiple pressures for adaptation, social and labour market policies are the cornerstone of employment adjustment. Because they can pool and redistribute individual risks, these policies are likely to embody or facilitate a change of paradigm or economic system. However, the orientation of policies is also a matter of negotiation between the government and various interest groups. This is well illustrated in Poland, where post- 1989 transformations involved a redefinition of the relationship between the state and the community of citizens and provide an opportunity to observe the dynamics of large-scale change over a relatively condensed period. The thesis investigates three issues in this context: the nature of the emerging welfare system; the factors accounting for policy change, and the existence of a new socio-political compromise underlying the emerging work and welfare nexus. The analysis builds on a conceptual framework drawing on two streams of literature: the comparative studies of the welfare state in Western Europe and theories of public policy making. The first leads to a set of hypothesis that seek to explain change in the perspective of ‘regime politics’ while the second suggests on the contrary that conflicts and compromises are arising in different arenas defined by a configurations of actors and power relationships that are specific to each policy domain (employment regulation, labour market policies and pensions). The thesis uses original and secondary empirical material to assesses, on one hand, the validity of theories of the welfare state based on power resources, class cleavages and institutional pathdependence to explain the orientation of social policies in the post-communist context, and on the other, the idea that the representation of interests and the actors involved in the decisionmaking process are being shaped by the nature of the policy at stake. The analysis considers especially the role of pre-existing institutions, trade unions, employers associations and government, as well as specific categories of beneficiaries.

Abstract:
The aim of the article was to identify statistically significant determinants of human capital influencing the condition of the labour market in Poland. The resources of public statistics were used to collect empirical data. The collected data was developed using the technique of estimating the structural parameters of the regression function using the classical method of least squares (LSM). Due to the diversity of human capital factors, 4 thematic areas were identi-fied, defined by 11 predictors describing the attributes of human capital. All the variables turned out to be statistically significant and had a positive effect on the improvement of the labour market condition in Poland, measured by the unemployment rate. The practical implication of the study is to obtain information about the significance level of the studied variables. This allows us to conclude which attributes of human capital have the greatest impact on the situation on the labour market. On this basis, it is possible to decide on taking actions aimed at creating human capital through the use of tools intended to reduce unemployment. The study should be considered preliminary due to limitations only 4 areas – Science, Information Society, Innovation and Technology in 2011–2020 were analyzed. Conclusions may con-tribute to further in-depth research.

Abstract:
Poland is a country with significant potential for the development of organic farming. This is due to the possession of rural areas characterized by favorable natural and productive conditions. The advantages of Polish agriculture include relatively clean environment, low chemicals consumption, large labor resources and relatively low labor costs. The main objective of conducted research was to present factors determining the leading of organic farms in the conditions of fragmented agriculture in south Poland. The research was conducted in the Malopolska Voivodeship in 2017. Source material for analysis was primary information collected using PAPI method. In the survey participated 50 certified organic farms chosen by using purposive method of sample selection. In the area structure of surveyed organic farms dominated farms from 5.1 ha to 10 ha. The most popular direction of agricultural production on farms was the growing vegetables. Owners of organic farms as one of the main reasons for moving the farm from conventional to organic systems, considered the possibility of obtaining subsidies for one hectare of cultivation. These subsidies provide them financial support especially in the first years of operation on the market. The least important reason for transformation a farm from conventional to organic system was the factor associated with the reduction of environmental pollution as a result of the change in system of farming. As one of the advantages of running a organic farm, producers pointed the possibility of selecting disease-resistant plant and animal species and creating additional workplaces. On the other hand, as a basic disadvantage of organic farming, farmers pointed out the difficulties in finding market for the products from the farm. Most farm owners cooperate with various organizations connected with ecology. Very popular among them are also different kind of training courses, which are aimed at expanding knowledge of organic production. At the same time the educational activity of the surveyed farms is very low. Only in a few farms was conducted educational activity for children or people interested in ecology.

Abstract:
This article evaluates the influence of the Natura 2000 network (N2K) of protected areas on the investment attractiveness of Polish regions. Natura 2000 sites were analyzed with the use of the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), a linear ordering method with a common pattern and anti-pattern of development, and correlation analysis (Pearson’s correlation coefficient). The basic unit of analysis was the county (Polish: powiat, the second-level unit of local government and administration in Poland). Poland is divided into 16 regions (known as voivodeships) with a total of 380 counties. The results of the analysis were used to determine synthetic values describing the level and potential of investment attractiveness in Polish counties, and the strength of correlations between the evaluated phenomena. Indicators of investment attractiveness of Polish counties were selected based on published data and analyzed in view of several criteria: labor resources, technical infrastructure, social infrastructure, market support and administrative support. The correlations between the investment attractiveness of Polish counties and the presence of N2K sites in those counties were analyzed statistically. Data for analysis were acquired from the Local Data Bank of the Central Statistical Office. The analysis revealed that the presence of N2K sites in the examined territorial units does not significantly influence their investment attractiveness.

Abstract:
An important feature of many rural markets is the over-supply of labour. An insufficient number of jobs in rural areas is usually associated with the shortage of capital, companies, consumers and skilled workers, i.e. limited impact of the agglomeration effect. Additionally, in regions with structural changes in agriculture, the phenomenon of increased or hidden unemployment is visible. One of the important objectives of labour market policy in Poland was a promotion of employment, especially in peripheral, poor and agricultural territories. Along with the accession of Poland to the EU, both agricultural and cohesion policy instruments supported by the structural funds have also been aimed at resolving the problems of rural labour markets. They concerned mainly the diversification of agricultural activities, support of entrepreneurship, as well as development of knowledge and skills. The paper considers the barriers and challenges in increasing employment in rural Poland. In particular, the changes on local rural labour markets and the influence of relevant policy tools thereon have been studied. The study is based on the quantitative and qualitative analysis of the public statistics and information on the implementation of selected EU CAP and Cohesion Policy instruments in Poland from the period 2007-2014 and the literature of the subject. The study showed that, despite the favourable economic situation and the effects of projects aimed at creating and maintaining non-agricultural jobs in rural areas supported by the EU founds, the rural employment rate and the number of people employed in agriculture did not increase significantly. In this context, the paper provides the explanation of limited improvements in terms of rural employment and policy offers recommendations in this area.

Abstract:
Labour market in rural areas is diversified across Poland. Different processes have been influenced it during the last years. The study deals with spatial approach to sectoral structure of employment, including also characteristics for males and females. It was based on the data of the Central Statistical Office of Poland refereeing to the numbers of employees in three sectors: (a) agriculture, forestry and fishing like services; (b) industry and construction; (c) services. A new European Union typology of: predominantly rural, intermediate, and predominantly urban regions, based on a variation of the OECD methodology, was applied. Graphical presentation of the sectoral employment structures across NUTS 3 regions was used. Generally in Poland, very similar proportions of rural inhabitants work in agriculture, forestry and fishing like in the sector of services (third sector). In 2013, in predominantly rural regions, 37 % of inhabitants worked in agriculture, forestry and fishing (respectively 38 % of males, 37 % of females), 25 % of inhabitants worked in industry and construction (respectively 36 % of males, 15 % of females), and 37 % of inhabitants worked in services. Industry and construction is a sector important for employment of male rural inhabitants whereas services were typical for female employment. Agriculture, forestry and fishing is a very important sector of employment in the south-eastern part of Poland whereas the second and third sectors are more popular in the north-western part of Poland. Identification of these spatial patterns contributes to spatial characteristics of rural economies across Poland as well as it proves existence of a functional region, exceeding regional administrative boundaries, of high important of agriculture in the economy.

Small and medium-sized enterprises are the foundation for the development of each contemporary national economy. Their number affects macroeconomic indices of economies and directly translates into the labour market created by SMEs. This article aims to investigate the key conditionings behind the macroeconomic significance and legal factors of the financial market operation in Poland and the UK, with particular emphasis on the stock exchange as the fundamental element of the capital market. Both AIM and NewConnect are platforms dedicated to SMEs, which have been allowed easier access to this capital market segment by minimising mandatory legal conditions. This study analyses the number of listed companies and their capitalisation values in 1999–2015, covering: the rules of the financial market operation, with a special focus on the legal bases of the stock market operation in the economies investigated; legal conditions for the development of this economic segment; and a detailed analysis of the number of participants and capitalisation values achieved on the Warsaw and London Stock Exchanges, in particular AIM and NewConnect. This paper builds on source data from various annual reports and stock exchange publications drawn up and made available by stock exchanges and financial supervisors. The attempt to compare the indices and capacities of the WSE and the NC with the biggest European player is motivated by the fact that the Warsaw Stock Exchange is classified as the largest and most dynamically growing stock exchange in Central and Eastern Europe.

"Social Cohesion" is one of the seven main objectives of the Europe 2020 Strategy, and including disabled people in the labour market is a key element. There are challenges associated with providing fit for purpose workplaces and job design for full inclusion of people with disabilities. Ergonomics as a discipline has a key role to play. This paper describes the premise behind, and initial research undertaken within the 10 partner, European funded project "ERGO WORK - joining academia and business for new opportunities in creating ERGOnomic WORKplaces". The picture across Europe is variable in terms of workplace inclusion, and in the application of ergonomics and universal design. The project aims to encourage cooperation between universities, businesses and other organizations to improve learning, teaching and knowledge transfer in respect to ergonomic workplace design for disability. In the long term, the impact of the project is intended to be improved equal employment opportunities, enhanced understanding of universal design and principles for providing quality working environments in Europe. This paper describes the project rationale and some preliminary data from a scoping study to understand the provision for disability made in workplaces across Poland, Slovenia and the UK. Future work is outlined.

Abstract:
The report outlines the evolution of the labour market situation of young people in Poland between 2009 and 2019. Particular attention was paid to describe how the situation has changed across different age subgroups and degree of urbanization. The analysis includes descriptive statistics of the selected labour market indicators (employment and unem-ployment rate, NEET rate) along with educational and population data extracted from the Eurostat public datasets. The report shows that youth population in Poland has been declining over the past decade, especially in cities and rural areas. Labour market situation of young Poles worsened in the aftermath of financial and economic crisis. Since 2013 is has improved considerably. In 2019,the unemployment rate was below the pre-recession level and the lowest since the political and economic transformation. The pattern of labour market situation evolution was similar across all age subgroups and degrees of urbanisation, although those from the younger sub-groups were more vulnerable to economic fluctuations. In 2019, the difference between rural and urban areas in the unemployment level was minor. The employment rate and the NEET rate, however, was clearly higher in cities which suggests that many of those living in towns and rural areas remain outside the labour force. The level of school dropouts among youth is one of the lowest in the EU and has been relatively stable over the past decade. It is slightly higher in towns and rural areas than in cities, but the difference is not significant.
