<span>The adoption of Radio Frequency Identification (RFID) technology by libraries promises a solution that could make it possible to inventory hundreds of thousands of items in their collections in days instead of months. In addition, it would allow patrons to check out and return library property automatically at any time of the day. Besides speeding up checkouts, keeping collections in better order, and alleviating repetitive strain injuries among librarians, RFID promises to provide a better control on theft, nonreturns, and misfiling of a library’s assets. With an estimated 35 million library items tagged worldwide in more than three hundred libraries, this technology is generating ever-increasing interest. In October and November 2004, the industrial technology department and the Robert E. Kennedy Library at Cal Poly State University, San Luis Obispo, surveyed participating libraries, RFID electronic discussion groups, and Library and Information Technology Association (LITA-L) electronic discussion group subscribers to collect information with regards to the implementation of RFID systems in libraries. Opinions were gathered regarding such topics, actual or estimated, as RFID implementation costs and time; the impact of the technology on operations such as handling of volumes and security; and RFID system features adopted such as conversion stations, self-checkout units, and security systems. Information on the various RFID library components and the results from the survey are presented in this paper.</span>

Design – Qualitative study Setting – Phone calls and three library conferences (the Young Adult Library Services Association Symposium, the American Library Association Midwinter Meeting, and the Maryland/Delaware Library Association Conference) in the United States. Phone calls; in-person interviews; focus groups at the Young Adult Library Services Association (YALSA) Symposium, the American Library Association (ALA) Midwinter Meeting, and the Maryland/Delaware Library Association Conference. Subjects – A total of 92 youth-serving librarians and library staff in rural, urban, and suburban public libraries across the United States. Methods – Subjects were recruited via social media, partner librarians, the project website, an association e-newsletter, and printed materials. The researchers conducted 66 semi-structured interviews between December 2015 and May 2016 and 3 focus groups between November 2015 and May 2016. The transcripts of the interviews and focus groups were coded using a thematic analysis approach informed by a connected learning framework. Main Results – A total of 98% (65) of interview participants said they use technology in their youth programming; 69% (18) of focus group participants mentioned using technology in their youth programming. Many youth-serving librarians use technology in ways that align with connected learning. Youth-serving library workers are successful in finding community partners to help plan technology-enabled programming, they strive to develop connected learning programming based on the interests of their youth patrons, and they often take on the role of “media mentor” by exploring technology collaboratively with their patrons. Youth-serving library workers face several challenges in implementing connected learning. These include difficulties with openly networked infrastructures, struggling to create learning environments that align with the hanging out, messing around, and geeking out (HOMAGO) stages of connected learning, and lack of confidence and experience in mentoring youth patrons on how to use technology. Conclusion – The authors recommend that library administrators improve access to openly networked technology both within and outside the library, and loosen overly-restrictive social media policies to give youth-serving library workers more flexibility and control. They also recommend that library administrators implement more training for library staff in skills relating to connected learning. The authors are creating a professional development toolkit to help public youth library workers to incorporate digital media and connected learning into their work with young patrons.

The traditional knowledge service systems have nonuniform data structures. Some data are structured, while some are semi-structured and even non-structured. Big data technology helps to optimize the integration and retrieval of the massive data on library and information (L&I), making it possible to classify the resources and optimize the configuration of L&I resource platforms according to user demand. Therefore, this paper introduces the new information service model of big data resources and knowledge services to the processing of L&I data. Firstly, the data storage structure and relationship model of the L&I resource platform were established, and used to sample and integrate the keywords of resource retrieval. Next, an L&I resource classification model was constructed based on support vector machine (SVM), and applied to extract and quantify the attributes of the keywords of resource retrieval. After that, a knowledge aggregation model was developed for a complex network of multiple L&I resource platforms. Experimental results demonstrate the effectiveness of the proposed knowledge aggregation model. The research findings provide a reference for the application of data mining in resource classification.

The analytic report on the First Scientific and Practical Conference “Letter and Digit: Libraries on the way to Digitalization” (“BiblioPiter–2020”) is presented. The Conference took place in St. Petersburg on February 17–19, 2020. The Conference was organized by: Russian National Public Library for Science & Technology, Russian State Library, National Library Association “Libraries of the Future” (NALF), and International Association of Users and Developers of Electronic Libraries and New Information Technologies (ELNIT). The goal of the Conference was to join to get her the efforts by libraries and other academic, information and research institutions in developing new concepts, methods and technologies of the library and information sector in contemporary digital environment. The NALF School and IRBIS School “Digital Technologies and Services at Libraries” took place within the Conference program. The papers by known scientists and professionals in library science, information science, bibliography and cultural studies were delivered. The Conference also comprised the round tables “Special Patron at the Library” and “Intellects and Library Logos”, master class on patent search, special event on the Open Science issues, as well as the presentation of the monograph “Copyright at Libraries, Research and Academic Institutions” by Andrey I. Zemskov and Yakov L. Shrayberg. Totally over 30 papers were presented and over 100 participants attended the Conference. Over 600 users watched live Internet broad casts of the Conference events. The video records of every Conference event, as well as that of IRBIS School and NALF Schools are available in full on the YouTube channel of the Russian National Public Library for Science & Technology. Power point presentations are available on NALF website. The decision was made to organize the Conference annually. It will be hold every year in St. Petersburg in mid-February.

A Review of: Rabina, D. L., & Walczyk, D. J. (2007). Information professionals’ attitude toward the adoption of innovations in everyday life. Information Research, 12(4), 1-15. Objective – This study examined the general characteristics and patterns of librarians in connection with their willingness to adopt information and communication technologies. Design – Online questionnaire. Setting – General distribution to information professionals through online inquiry. More than 70% of responders worked in public or academic libraries. Subjects – Librarians and library staff at mostly public and academic libraries. Methods – The study was conducted during a two week period in April 2006 through an online questionnaire that was sent to library and librarian-related electronic mail lists. The questionnaire was divided into two parts and contained a total of 39 questions. Part one contained eight questions that asked for demographic data and the respondent’s daily attitude toward the adoption of information and communication technologies. Questions regarding age, number of years worked in a library, career, type of library environment worked in, and primary responsibilities within that environment were asked. For one question the respondents were asked to identify which of the categories they fall under when adopting a new technology. The results from part one were used to consider the innovativeness of librarians. The results from part two were used for a study of opinions on innovations and their relative advantage. Main Results – A total of 1,417 responses were received. Of those, 1,128 were fully completed and considered valid and used for inquiry. The majority of respondents worked in public or academic libraries. Nine hundred and twenty-six respondents, or 88%, were from the U.S. and represented more than 300 distinct zip codes. Two hundred and two respondents, or 12%, were international respondents. This study notes that the sociologist, Everett Rogers, identified and defined five adopter categories in 1958. Those categories are: innovators, early adapters, early majority, late majority, and laggards. The findings of this study indicate that regardless of the demographic variables considered, more than 60% of respondents, the majority of librarians surveyed, fall into two contrasting adapter categories: early adopters and early majority. The study suggests that the efficient and effective diffusion of new technologies in library settings may be difficult. Three problematic areas among librarians for the dissemination of innovation were identified: conflicting opinions among multiple opinion leaders, deceleration in the rate of adoption, and improper re-invention. The findings of the study also suggest that “contrary to common beliefs, librarians in academic or special libraries are no more innovative than public or school librarians” (Conclusion, ¶3). Conclusion – The study concludes that librarians’ attitudes are unevenly distributed with most either accepting new innovations or being late adopters. The variables of age, role, tenure, and library type had little impact on the approach of the professional toward innovation. The identification of the three problem areas: opinion leadership, deceleration of adoption, and improper re-invention, represents where more time and effort may need to be spent to make the implementation of new technology a smoother process.

Next-generation sequencing technique has been known as a useful tool for de novo transcriptome assembly, functional annotation of genes and identification of molecular markers. This study was carried out to mine molecular markers from de novo assembled transcriptomes of four chilli pepper varieties, the highly pungent ‘Saengryeg 211’ and non-pungent ‘Saengryeg 213’ and variably pigmented ‘Mandarin’ and ‘Blackcluster’. Pyrosequencing of the complementary DNA library resulted in 361,671, 274,269, 279,221, and 316,357 raw reads, which were assembled in 23,607, 19,894, 18,340 and 20,357 contigs, for the four varieties, respectively. Detailed sequence variant analysis identified numerous potential single-nucleotide polymorphisms (SNPs) and simple sequence repeats (SSRs) for all the varieties for which the primers were designed. The transcriptome information and SNP/SSR markers generated in this study provide valuable resources for high-density molecular genetic mapping in chilli pepper and Quantitative trait loci analysis related to fruit qualities. These markers for pepper will be highly valuable for marker-assisted breeding and other genetic studies.

Metodologia: revisão sistemática de literatura, por meio de consulta as bases de dados: Emerald Group Publishing Limited, Information Science ad Technology Abstracts, Library and Information Scicente Abstracts, Library, Information Science & Technology Abstracts with Full Text, Scopus e Web of Science. Resultados: foram identificados e analisados 58 artigos pertinentes ao tema; nos quais a palavra-chave mais recorrente foi “letramento informacional”. Os conceitos utilizados para fundamentação teórica dos textos abordam: “estudos de usuários”, “resiliência informacional”, letramento informacional”, “práticas informacionais" e “ambientes virtuais”; os países com maior produção compreendem o Reino Unido e Estados Unidos da América; Given, L. M. aparece como autor com maior número de citações. Conclusões: a integração de estudos de práticas informacionais em ambientes virtuais ainda está em processo de consolidação e tem gradativamente expandido suas aplicações empíricas para ambientes virtuais e não somente aos ambientes físicos.

Abstract:
Departing from the serials crisis, this paper seeks to point out the areas of conflict, which are dominated by three principal agents: the scientific community, publishing houses and libraries. In order to facilitate interaction between these agents the open access movement has been formed, which receives considerable support from the librarianship. Abutted to the Anglo-American university presses, it has been postulated in the scientific community that German universities engage in publishing activities too. The focal point of this work is - apart from an assessment of the current situation and an overview of the Anglo-American university presses - a critical account of the German university press. On the basis of qualitative interviews different publishing houses are critically assessed in terms of their services offered. In a short excursus this paper describes subject-related publishing activities in the context of the open access movement. In conclusion this paper will expound the problems of German university presses – and formulate an outlook as to what may be the future course of the industry.

Quando si parla di green information technology si fa riferimento a un nuovo filone di ricerche focalizzate sulle tecnologie ecologiche o verdi rivolte al rispetto ambientale. In prima battuta ci si potrebbe chiedere quali siano le reali motivazioni che possono portare allo studio di tecnologie green nel settore dell’information technology: sono così inquinanti i computer? Non sono le automobili, le industrie, gli aerei, le discariche ad avere un impatto inquinante maggiore sull’ambiente? Certamente sì, ma non bisogna sottovalutare l’impronta inquinante settore IT; secondo una recente indagine condotta dal centro di ricerche statunitense Gartner nel 2007, i sistemi IT sono tra le maggiori fonti di emissione di CO2 e di altri gas a effetto serra , con una percentuale del 2% sulle emissioni totali del pianeta, eguagliando il tasso di inquinamento del settore aeromobile. Il numero enorme di computer disseminato in tutto il mondo assorbe ingenti quantità di energia elettrica e le centrali che li alimentano emettono tonnellate di anidride carbonica inquinando l’atmosfera. Con questa tesi si vuole sottolineare l’impatto ambientale del settore verificando, attraverso l’analisi del bilancio sociale ed ambientale, quali misure siano state adottate dai leader del settore informatico. La ricerca è volta a dimostrare che le più grandi multinazionali informatiche siano consapevoli dell’inquinamento prodotto, tuttavia non adottano abbastanza soluzioni per limitare le emissioni, fissando futili obiettivi futuri.

Abstract:

The role of the academic library has shifted from developing book collections to serving the information and technology needs of students and faculty. The needs of library users change more quickly and unpredictably than the needs of books, and library directors have pushed beyond the traditional incremental approach to library development to respond to changing needs. As many universities struggle to balance budgets, library directors must demonstrate the value and demand for library spaces and services to justify investments in construction and renovation projects. This study investigates the reasons that the new library space projects were undertaken and the forces driving decisions about investments in the library facilities. The cases in this dissertation present studies of three private, non-profit liberal arts institutions in the Eastern United States that have recently invested in major renovation or construction projects for new library spaces. At each site, interviews and focus group sessions were conducted with librarians, students, faculty, and library administrators. Archival material was researched to supplement the data collected from the subjects of the interviews. A multi-lens framework of strategic change is used to examine the forces and factors that influenced the decisions to pursue new library spaces in each case study. The institutions in the study successfully developed new learning commons and library spaces through renovation or construction projects. Each of the libraries in the study faced similar factors leading to a new space, including overcrowding, interest from students in collaborative learning, increased demand for access to technology, and the decline in the use of the printed book. The strong leadership of the library director, with support from the institution’s president, contributed to the success of each project in the study. The importance of this study derives from its examination of the changing factors and forces that drive the uses of new library spaces, highlighting the need to build flexibility into new construction projects.

School impact media studies indicate that a well-staffed and funded school library media program with a certified school library media specialist (SLMS) positively correlates with increased student achievement. SLMS must have a shared understanding of their roles and responsibilities to positively impact student success. In an effort to determine prior knowledge and differentiated learning objectives, the method of certification is critical for planning professional development. This dissertation presents a multi-method investigation of differences between Alternatively Certified (AC) and Traditionally Certified (TC) SLMS as it relates to their perceptions of collaboration, leadership and technology described in Information Power: Building Partnerships for Learning (1998). The overall findings were used to generate recommendations for SLMS professional development. Of 2350 total SLMS in Florida, 161 AC and 318 TC SLMS responded to an online job task analysis. The strength of association between method of certification and perceptions of job tasks under the three themes (collaboration, leadership, and technology) were compared using statistical analysis (i.e. variance, standard deviation, t-tests, chi-square tests, and ANOVA). Longitudinal comparisons were made between this study and baselines studies from 1996 and 2006. There were no significant differences between AC and TC overall perceptions of collaboration, leadership and technology as indicated by the job task analysis survey. Two tasks within collaboration and technology themes had large significant differences in AC and TC responses. TC SLMS were more likely to "Assist students and/or teachers with general references services (e.g., answer reference questions)" and to "Evaluate the adequacy and suitability of facilities, equipment, materials, and services with regard to their impact on learning outcomes." TC SLMS were significantly more familiar with IP2, made more attempts to implement IP2, and attended more in-services on IP2. Observations and interviews with two AC and two TC SLMS triangulated the survey data and explored questions related to professional development. Interview participants advocated for content developed by other SLMS and mentorship training. SLMS asserted that professional development should include school and county protocols, evaluation tools and methods, relevant and accessible technologies (i.e. school and district software, Student Information System, Library Databases Standards such as CORE Curriculum). The SLMS indicated a preference for the following professional development methods: SLMS designed and implemented professional development; formal and informal SLMS sharing; differentiation and options to opt-out based on prior experiences and expertise; relevant and accessible technology training; and mentorship. These findings inform ways to effectively recruit, train, certify, and differentiate instruction in SLMS programs and professional development courses. Furthermore, our qualitative findings indicate a need to examine the impact of reduced budgets on school library media programs. Future studies should investigate the impact of increased numbers of non-certified SLMS and cuts to library staff on student achievement and K-12 learning communities. While this study counted the total number of non-certified SLMS in addition to the AC and TC SLMS, results from the sample of non-certified SLMS collected during the job task analysis were not analyzed because it was too small for comparison or generalizability.

The research framework was constructed on the basis of theoretical models of the provision and management of effective information services. The institutions which participated in this research included 46 academic and special libraries in Thailand, hereafter called S&T information centres, and two funding agencies. The data were collected using a variety of research tools, employing both quantitative and qualitative methods, namely, questionnaires, semi-structured interviews, and focus groups. The questionnaires were distributed to five groups of respondents: executives, managers, librarians or staff, end-users, and executives or policy-makers of funding agencies. Two hundred and eighty-nine questionnaires were sent by post to 45 S&T information centres and two funding agencies whilst 703 questionnaires were also distributed to end-users. Interviews were performed with 55 executives and library managers. Three focus groups were organised on different topics, with a total of 36 participants. The major findings showed that national information policy in relation to S&T information was still relatively ineffective with roles and responsibilities of stakeholders not explicitly identified. In general, the results showed that institutional information policies exist but weak communication between executives, managers, and staff caused problems with implementation and interpretation. Most S&T centres were found to have strategic plans. The focus of these were on issues of integrated ICT infrastructure, acquisition of electronic resources, service improvement, communication with users and feedback, user education, cost effective use of resources, E-library transition and knowledge sharing. The development of resource sharing via computerised networks was considered to be paramount; progress to date was thought to be slow due to a lack of policies at national and institutional levels. Users' information literacy was still found to be an issue, particularly in respect of making effective use of electronic resources. The thesis provided recommendations for a national network for S&T information provision to be designed and managed by a hosting provider.

Abstract:
Over the past decades, information technology has been impacting industries, economics, the way of life and even the culture throughout the world. Productivity has been attracting much attention as an important indicator of economics, and numerous researchers have investigated the relationship between information technology and productivity. Construction is one of the largest industries in the United States, but little research has been conducted to investigate the relationship between information technology and construction productivity. The major objective of this dissertation is to determine the degree (if any) to which information technology usage, specifically the use of information technology to automate and integrate construction project work functions, is related to construction productivity. First, the author analyzed the relationship between information technology and construction productivity on a national-level basis. Second, the author compared the relationship between information technology’ contribution to value added growth and productivity in the construction industry with other industries. Third, the author performed a series of statistical analyses to investigate the relationship between construction productivity and automation and integration applications at the construction project level. Based on the above results, the author developed a matrix to map the relationship between technology usage on each work function and productivity in the concrete, structural steel, electrical and piping trades. In addition, a technology index developed from technology usage on all of the work functions were used to investigate the general effect of information technology usage on a project level. In order to leverage the relative importance of technology on each work function, regression analyses were performed to obtain a further understanding of the relationship. Factor analysis was also applied to identify the latent factors and simplify the patterns of relationships among the different work functions. This analysis could provide construction companies an indication about information technology usage priority and deployment in their work. Finally, a detailed examination of how Building Information Modeling, representing a current significant advancement of information technology usage on many construction projects, impacts the performance of a specific construction project is performed through a case example.

By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners. Abstract:
Hybridization of Back cross is one method to get varieties that are resistant to downy mildew. The purpose of this study was to obtain information on inheritance characteristics of downy mildew resistance. This research was conducted at the experiment center of Agro-Technology Study Program of Agriculture Faculty, University of Trunojoyo Madura. Research of Assessment of resistance to Downy Mildew used a randomized block design with 18 treatments (P1, P2, F1, F2, BC1P1 and BC1P2 in three sets of crosses, namely LGL x Mdr-3, T12 x Mdr-1 and E02 x Mdr-2) and three replications so there were 54 experimental units. Identification of polymorphic RAPD markers for endurance to downy mildew through Bulk Segregant Analysis (BSA) was done by amplifying the DNA in the resistant pool and susceptible pool. The random primers used were 120 primers from 6 operon groups, namely OPA, OPB, OPC, OPD, OPF and OPG. The results showed that the inheritance pattern of maize genetic resistance to downy mildew followed a segregation pattern of 3:1 with a degree of dominance between -1 and 0, and was controlled by incomplete partially negative dominant gene. OPC-07 was a marker that was linkage close to the resistance to downy mildew with a genetic distance of 1.9 cM.
