Abstract:
Nezadovoljavajući položaj osoba sa invaliditetom na tržištu rada istrajno se nastavlja u XXI veku. Kao protivmera velikoj stopi nezaposlenosti ovih lica uveden je kvotni sistem. Istraživanje teme kvotnog zapošljavanja osoba sa invaliditetom ima za cilj promenu svesti društva koje ih i dalje posmatra kao manje sposobne, manje produktivne i, posledično, manje vredne zaposlenja. Primenom normativnog i uporednopravnog metoda identifikovane su i kritički razmotrene sličnosti i razlike između kvotnih sistema u Republici Srbiji i državama slične pravne tradicije. U okviru posebnih poglavlja razmotreno je pitanje prava osoba sa invaliditetom na rad, rizika koji prate kvotne sisteme kao i mogućnosti unapređenja postojećih propisa u pogledu sadržine obaveze zapošljavanja i oslobođenja od te obaveze, posledice nepoštovanja kvote, te nagrade za poslodavce.

Abstract:
Kvote 2 optagelse (optagelsesprøver) til medicinstudiet har vist sig at have virket beskyttende på tidligt studiefrafald sammenlignet med kvote 1 optagelse på Syddansk Universitet. Dette prospektive kohorte studie af de samme kohorter viser, at de lavere adgangsgivende karakterer i kvote 2 gruppen samtidigt kun var forbundet med lidt lavere bachelor karaktergennemsnit. Admission testing appears to be protective against early dropout compared to grade-based admission for undergraduate medical students at the University of Southern Denmark. This prospective cohort study shows that the lower entry grades of the admission tested students were simultaneously associated with obtaining only slightly lower medical school grades.

Abstract:
En midlertidig status for optagelsesproceduren i kvote 2 på SDU viser, at studerende der er optaget i kvote 2 har et signifikant lavere frafald sammenlignet med kvote 1 optagne. Det diskuteres hvordan optagelsesproceduren kan bidrage til en særlig talentudvælgelse samt matchning af ansøgerne i forhold til uddannelsens faglige profil. Significantly lower drop-out rates have been noted for students admitted during the temporary implementation of the quota 2 admission procedure at the the University of Southern Denmark compared with quota 1 students. We’ll discuss how the admission procedure can contribute to selection of talents and matching of the applicants to the academic, educational profile.

Abstract:
Et af de centrale redskaber i forvaltningen af dansk fiskeri har siden 1970erne været fiskekvoter. Kvoterne satte en øvre grænse for, hvor store mængder fisk Danmark måtte udtage af sine farvande, og blev dermed det centrale bindeled mellem naturressourcen, fiskere og forvaltning. Disse kvoter blev forvaltet som et fælles gode, indtil de fra omkring 2001 blev opdelt, privatiseret og tildelt de individuelle fartøjsejere. Denne artikel undersøger først kvotesystemets historiske oprindelse, som findes i et spænd mellem havbiologi, mellemstatsligt samarbejde og fiskernes fangstpraksisser. Herefter fokuserer jeg i artiklen på konsekvenserne af privatiseringen af fiskeressourcerne og gennem empirisk materiale udfoldes en række eksempler, der viser, hvordan markedet, forvaltningen og de forskellige fangstpraksisser sameksisterer med fiskekvoten som det centrale omdrejningspunkt. Et grundlæggende spørgsmål bliver for kvoteejerne – og for artiklen – at finde grundlaget for kvoternes værdi samt at forstå, hvordan kvoter som handelsvare knytter fisken som naturressource sammen med både marked og fiskere.

Abstract:
Recent research in medical education suggests that program specific admission testing could have a protective effect against early dropout. Little is known about the effect of program specific admission testing on dropout in other areas of higher education. The aim of this paper was to examine if admission strategy was also independently associated with dropout for sports science students in a university setting. The study design was a prospective cohort study with a 2 year follow-up. The population was 449 sports science students admitted to a university in the years 2002-2007. The analysis used was multivariate logistic regression and the predictors examined were: admission group (grade-based or admission tested) as well as educational and socio-demographic variables. The outcome was dropout within 2 years of study start. Admission testing offered superior protection against dropout compared to grade-based admission. This result may fit with elements of previous dropout theory, student-environment fit theory and perhaps also with self-efficacy theory. Nyere forskning inden for medicinsk uddannelse indikerer at uddannelsesspecifikke optagelsesprøver kan have en beskyttende effekt i forhold til tidligt studiefrafald, men for andre universitetsuddannelser end Medicin synes denne sammenhæng endnu ikke at være blevet grundigt belyst. Formålet med dette studie var derfor at undersøge, om optagelsesprøver også beskyttede mod tidligt frafald blandt idrætsstuderende på universitetet. Studiedesignet var et prospektivt kohortestudie med to års opfølgning. Populationen var 449 idrætsstuderende, som blev optaget på Syddansk Universitet i årene 2002-2007. Data blev analyseret med multivariat logistisk regression, og følgende typer af prædiktorer for frafald blev undersøgt: Optagelseskvote (kvote 1 eller kvote 2 udprøvede), andre uddannelsesrelaterede variable samt udvalgte socio-demografiske variable. Effektmålet var studiestatus (frafaldet/ikke-frafaldet) to år efter studiestart. Vi fandt, at optagelsesprøver (kvote 2 udprøvning) virkede beskyttende i forhold til tidligt studiefrafald på idrætsstudiet sammenlignet med karakterbaseret optagelse (kvote 1 optagelse). Dette resultat kunne være i overensstemmelse med dele af allerede eksisterende frafaldsteorier, student-environment fit teori og måske også med self-efficacy teori.

U ovom se radu analizira kretanje upisnih kvota, broj studenata upisanih u prvu godinu visokih učilišta i broj nezaposlenih visokoobrazovanih osoba sa svrhom ukazivanja na određene postojeće trendove koji bi mogli rezultirati još većom neusklađenošću visokoobrazovnog sustava i tržišta rada, ukoliko se nastave. Analiza upisnih kvota ukazuje na njihov kontinuirani rast počevši od akademske godine 2013./2014. pa do kraja promatranog razdoblja (2019./2020.). Nadalje, analiza broja studenata upisanih u prvu godinu visokih učilišta ukazuje na činjenicu da se svake akademske godine promatranog razdoblja na studijske programe upisao manji broj studenata od ponuđenih upisnih kvota. Broj studenata upisanih u prvu godinu visokih učilišta varirao je ovisno o akademskoj godini. Najviše se studenata upisalo akademske godine 2016./2017. Analiza broja nezaposlenih osoba ukazuje na uzastopan rast broja nezaposlenih do 2013., uslijed globalne financijske krize, i kontinuirani pad nakon 2013. godine. Jednak trend rasta do 2013. i pada poslije 2013. godine vidljiv je i u broju nezaposlenih visokoobrazovanih osoba. U radu je, u konačnici, primijenjen statistički postupak korelacijske analize kojim se izračunava povezanost varijabli koje su, također, brojčano iskazane Pearsonovim koeficijentima i koeficijentima značajnosti. Prilikom izračunavanja povezanosti varijabli dobiven je jedan vrlo značajan rezultat koji zapravo prikazuje nepostojanje statističke povezanosti upisnih kvota s brojem studenata upisanih u prvu godinu visokih učilišta. Statistička nepovezanost upisnih kvota i broja studenata upisanih u prvu godinu upućuje na neusklađenost kretanja upisnih kvota i broja studenata upisanih u prvu godinu visokog učilišta koja u dužem vremenskom periodu može negativno utjecati na ponudu i potražnju za odgovarajućim visokoobrazovnim zanimanjima na tržištu rada. Svrha rada ujedno je i ukazati na neusklađenost kretanja upisnih kvota i broja studijskih programa s brojem studenata upisanih u prvu godinu visokih učilišta, koja se opaža iz rezultata analize prikupljenih podataka. Odnos upisnih kvota, broja studijskih programa i broja studenata mogao bi biti usklađeniji kada bi se temeljio na analizama i stvarnim potrebama tržišta rada i društva.

På Syddansk Universitet vil der som led i et nyt projekt blive indført nye optagelsesprocedurer i forbindelse med bacheloroptaget i 2017. Allerede nu er over 50 bacheloruddannelser på tværs af fakulteterne i færd med at ændre deres nuværende optagelsesprocedurer til i højere grad at anvende tests og samtaler, enten i form af optagelsesprøver i kvote 2 eller som adgangsprøver, der kan sidestilles med et karakterkrav. I artiklen beskrives anvendeligheden af skriftlige/mundtlige tests og motiverede ansøgninger samt de lovgivningsmæssige muligheder for indførelse af optagelses- og adgangsprøver på de danske universiteter. Der gives eksempler på typer af optagelsestests, der anvendes på universiteter i udlandet, ligesom der præsenteres konkrete eksempler på testindhold og resultater fra den særlige optagelsesprocedure i kvote 2 på Det Sundhedsvidenskabelige Fakultet på SDU. Erfaringer fra andre uddannelsesinstitutioner inddrages også, danske såvel som internationale. As part of a new project, The University of Southern Denmark (USD) will introduce revised admission procedures for students starting programmes in the 2017/18 academic year. More than 50 undergraduate courses have already decided to change their current grade based admission procedures to make greater use of entrance tests. This article describes the applicability of written/oral tests and personal statements; as well as Danish Law relating to the implementation of test-based admission procedures at Danish Universities. We will present examples of different types of tests used for university admission worldwide as well as concrete examples and results from the USD Health Faculty Admission Procedure. Experiences from other educational institutions are also discussed.

Kan og vil landbruget bidrage til reduktion af drivhusgasser? Undersøgelser tyder på, at der i landbrugssektoren findes et stort og uudnyttet potentiale for relativt billig reduktion af drivhusgasser. Selvom måling af reduktion i udledning af drivhusgasser inden for landbrugssektoren er behæftet med omfattende usikkerhed, vil man ved at måle reduktion indirekte gennem relative ændringer i produktionsprocesser kunne inkludere landbrugssektoren i reguleringsordninger. Spørgsmålet er, hvordan man kan få landbruget til at bidrage. Yi overvejer brugen af standarder, grønne afgifter og omsættelige kvoter. Vi finder, at landbrugssektoren vil have en ikke ubetydelig interesse i at få tildelt kvoter og deltage i det europæiske kvotesystem, EU ETS. Landbrugets deltagelse er imidlertid ikke uproblematisk, men kræver styring og kontrolforanstaltninger, hvis kvoteordningerne ikke i stedet skal blive til Varm luft’. Rewarding farmers for carbon sequestration will enhance the carbon storage potential of the agricultural sector. Implementing sustainable farming systems that sequester net carbon does not require advanced technology. However, economic incentives are needed to enable farmers to implement more sustainable agricultural practices (IFAP, 2009).

Abstract:
The paper analyzes the examples of functioning of election system quotas in the countries of the region, namely, Hungary and Macedonia. Both the Hungarian and Macedonian example of quotas within the political party proves that this type of quota has not produced expected changes, but that the statutory mandatory quotas in the form of single-sided quotas are also scarce measures. The study of those two regional examples clearly proves that only statutory "double" quotas are necessary if we really want to efficiently and relatively rapidly change the representative bodies that consist exclusively of one gender. Therefore it is hard to expect from quotas within the political party to increase the number of women in the form of political "disease" and Macedonian and Hungarian examples prove that. The paper also analyzes the fact that voluntarism in application and a lack of compulsory application are always unfavorable for the functioning of quota system, in sense of its further institutionalization and stabilization. This repudiates quota and makes them inefficient. The quotas fail to function especially because of the legally insufficiently articulated quota system, which means that there is either no compulsory application or there is a lack of application in the national framework, or the place on candidate lists is not determined next to the percent. The Hungarian and Macedonian examples clearly illustrate those shortfalls in the functioning of the quota system since in those two countries its establishment remained incomplete and unfinished while the number of women in their representative bodies is one of the lowest in Europe. The example of quota system that exists in Serbia is for that reason even more important in the regional sense and its proper recognition and application are becoming the regional example of functioning of the quota system.

Abstract:

Syfte: Studiens syfte var att ta reda på om det fanns någon individuell skillnad i vertikal CD-kvot (cup/disk-asymmetri) mellan höger och vänster öga hos en normal population. Metod: Ett biomikroskop och en volklins (+78D) användes vid bedömningen av synnervspapillen. Papillens (diskens) och cupens vertikala storlek mättes genom justering av ljusspaltens höjd på biomikroskopet och de båda värdena lästes sedan av från spalthöjdsskalan på biomikroskopet. CD-kvoten räknades ut på höger respektive vänster öga genom att cupens uppmätta värde dividerades med diskens uppmätta värde. Därefter gjordes en jämförelse av den individuella CD-kvoten på höger och vänster öga. Resultat: Mätresultatet från 39 personer användes i studien. Cup/disk-asymmetrin varierande mellan 0 och 0,07 vilket innebär att alla deltagande hade en asymmetri som var mindre än 0,1. Asymmetrins medianvärde var 0,01. Slutsats: Studien konstaterade att det fanns en vertikal cup/disk-asymmetri hos många av de deltagande. Denna påvisande asymmetri var dock inte stor, då 80 % av populationen hade en asymmetri på 0,02 eller mindre.

The work reveals the essence of public regulation in designating the quotes for agricultural activity subjects, paying out the subsidies and direct payments, the system of public regulation institutions is discussed along with the emerging problems while implementing the legal acts. Farmers attitude towards the public regulation of direct payments and administrative legal regulation is analyzed. The author concludes that the public regulation of agricultural quotes is carried out on the basis of objective needs and sticking to the requirements of legal acts. The public regulation in agriculture is associated with certain expectations. In the field of agriculture one evaluates important objectives foreseen in the long-term development strategy and Governmental program: to create the market orientated competitive agriculture, seek for coherent country economical and social development, to rearrange the system of national support for the countryside. The regulation in one or the other aspect is determined by the amount of money the government designates to the agricultural activity subjects in the form of direct payments and subsidies. Quotes regulate the size of production – the optimal quantity of necessary production is determined, and overproduction is limited. Allt större intresse riktas mot tidiga stadier av Alzheimers sjukdom (AD). Analys av biomarkörer i cerebrospinalvätskan och neuropsykologisk testning har framhållits som verksamma metoder för tidig AD-diagnostik. Föreliggande studies huvudsyfte var att undersöka gruppskillnader mellan patienter med lindrig kognitiv störning (MCI) med respektive utan en biomarkörprofil för trolig förekomst av Alzheimers sjukdom. Grupperna särskildes genom kvoten Aβ42 / p-tau * 100 och gränsvärdet 1372.Undersökta mått inkluderade seriepositionseffekter på Rey Auditory Verbal Learning Test under inlärning respektive fördröjd återgivning. Vid inlärning skilde sig inte MCI-grupperna men uppvisade sänkt primacy- och middle- samt relativt välbevarad recencyprestation i jämförelse med kontrollgrupp. Vid fördröjd återgivning skilde sig inte gruppernas seriepositionseffekter; tydliga skillnader fanns dock mellan MCI-gruppernas generella minnesprestation. Detta stödjer potentialen hos kvoten Aβ42 / p-tau att urskilja MCI-patienter med ökad risk för AD. Jämte studiens begränsningar diskuteras seriepositionseffekters förmåga att särskilja olika kliniska grupper, där recencyinlärning framhålls som ett mått med svag urskillningsförmåga.

Abstract:
I dagens premiepensionssystem finns det två typer av aktiefonder, dels indexfonder och dels aktivt förvaltade fonder. Denna studie undersöker om aktivt förvaltade Sverigefonder och tillväxtmarknadsfonder lyckas uppnå en högre riskjusterad avkastning än valt jämförelseindex, om de aktivt förvaltade fonderna uppvisar persistens i sina prestationer och om det föreligger ett samband mellan graden av aktiv förvaltning och fondernas riskjusterade avkastning. Studien undersöker 38 Sverigefonder och 43 tillväxtmarknadsfonder under åren 2007-2013. Som mått på den riskjusterade avkastningen används i denna studie Jensens alpha, Sharpe-kvot och Treynor-kvot. För att undersöka persistensen har två olika varianter av contingency tables använts för att mäta persistensen både på kort och lång sikt. Sambandet mellan graden av aktiv förvaltning och riskjusterad avkastning har undersökts med hjälp av en regression där 1-R2 används som den oberoende variabeln och Jensens alpha som den beroende variabeln. Resultatet från studien visar att varken de aktivt förvaltade Sverigefonderna eller de aktivt förvaltade tillväxtmarknadsfonderna sett över hela perioden lyckas nå en högre riskjusterad avkastning än index. Sett till enskilda år lyckas både Sverigefonderna och tillväxtmarknadsfonderna nå en högre riskjusterad avkastning än jämförelseindex. Av resultatet framgår det vidare att Sverigefonderna tenderar att överprestera index när det föreligger högkonjunktur och underprestera index när det är lågkonjunktur i ekonomin. Tillväxtmarknads- fondernas prestationer är dock inte lika konjunkturberoende som Sverigefondernas. Varken Sverigefonderna eller tillväxtmarknadsfonderna uppvisar någon persistens i sina prestationer på lång sikt. På kort sikt uppvisar både Sverigefonderna och tillväxtmarknadsfonderna persistens i sina prestationer under enstaka tidsperioder. När det gäller sambandet mellan den riskjusterade överavkastningen (Jensens alpha) och graden av aktiv förvaltning (1-R2) sett över hela perioden föreligger det för Sverigefonderna ett negativt samband medan tillväxtmarknadsfonderna uppvisar ett positivt samband. Sett till enskilda år varierar sambandet både för Sverigefonderna och tillväxtmarknadsfonderna mellan att vara positivt och negativt.

Abstract:
Syftet med denna rapport har varit att redogöra för och analysera gällande rätt på internationell nivå, EU-nivå och nationell nivå och att undersöka de styrmedel som verkar för att motverka överfiske. Uppsatsens utgångspunkt har varit att den biologiska mångfalden ska främjas i enlighet med CBD. Det övergripande syftet har varit att undersöka om det förekommer sådana brister som motverkar att konventionens mål uppfylls och att identifiera vilka styrmedel som saknas i dagsläget. En rättsvetenskaplig och jämförande metod har använts. Materialet har främst införskaffats från rättskällor såsom författningar, förarbeten, doktrin samt praxis när detta varit relevant, men även webbaserad information från relevanta myndigheter och organisationer. Havet är en unik resurs genom att dess tillgångar typiskt sett är allmänna, vilket kräver styrmedel som skapar incitament till att vårda havets resurser väl och därmed förhindra att allmänningarnas tragedi uppstår. Resultatet visade att förbättringar har skett sedan EU:s gemensamma fiskeripolitik reformerades 2014, men att det ännu finns förbättringsområden.

Syfte: Det huvudsakliga syftet är att testa om Piotroskis F_SCORE tillämpat på aktier med hög book-to-market kvot kan överavkasta marknadsportföljen samt, som en konsekvens av detta, undersöka vilken grad av marknadseffektivitet som föreligger. Det sekundära syftet är att tillföra ett kunskapsbidrag till företagsledare om relevansen i book-to-market kvoten. Metod: Detta är en kvantitativ studie som utgår från ett positivistiskt synsätt och en hypotetiskt-deduktiv ansats. Statistiska tester i form av regressionsanalyser har utformats för att bestämma resultatets signifikansnivå. Den empiriska datan har inhämtats från databasen Thomson Reuter Datastream och sammanställts i Excel för att sedan analyseras i statistikprogrammet Stata. Resultat & slutsats: Studiens resultat visar att värdeportföljen överavkastar marknadsindex samt att den gör det över en längre tidsperiod. Det går också att fastställa att den riskjusterade avkastningen för värdeportföljen är högre än för marknaden, vilket tyder på att överavkastningen inte beror på en högre risk. Det går dock inte att avgöra om den effektiva marknadshypotesen råder eller ej, däremot går det att utesluta att den starka och semi-starka formen av marknadseffektivitet gäller. Förslag till fortsatt forskning: För att studera vidare huruvida den svaga formen av marknadseffektivitet råder är ett förslag till vidare forskning att göra en studie utifrån Contrarian modellen för att använda teknisk analys som endast tar hänsyn till historiska kursrörelser för att förutspå framtida avkastning. Ett annat förslag till vidare forskning är att genomföra en liknande studie som denna men då bortse från book to market kvoten och istället köpa aktier med ett F_SCORE högre eller lika med 5 samt att blanka de aktier som har ett F_SCORE under 5. Det tredje förslaget är att studera vidare kring sambandet mellan avkastning och anomalier som småbolagseffekten, likviditet och beteendefinans för att få en tydligare förståelse för vad som orsakar överavkastningen. Uppsatsens bidrag: Det teoretiska bidraget är att den aktuella investeringsstrategin överavkastar marknadsindex för vald tidsperiod utan en nödvändigtvis högre risk. F_SCORE antar en normalfördelningskurva där de bolag som har F_SCORE över fem generellt presterar bättre. Resultatet visar även att book to market kvoten är ett användbart nyckeltal för bolagsvärdering. Det praktiska bidraget är att det kan vara av vikt för företagsledare att fokusera på book to market kvoten för att locka investerare. För investerare är bidraget att denna investeringsstrategi kan slå marknadsindex utan att risken i portföljen ökar.
Aim The main aim is to test if Piotroskis F_SCORE applied on stocks with high book-to- market ratio outperforms the market portfolio and therefore determine the level of market efficiency. The secondary aim is to provide knowledge to business executives about the relevance of a book-to-market policy. Method This study is a quantitative research which assumes a positivistic research philosophy with a deductive approach. Several regression analyses have been used to confirm the statistical significance of the different estimated parameters. The empirical results give answers to two hypotheses based on the aim of this research. The empirical data have been collected from Thomson Reuter Datastream, compiled in Excel and analyzed with the statistical software Stata. Result & Conclusions The empirical results of this study show that the value portfolio has a higher return than the market index. The risk-adjusted return for the value portfolio is higher compared to the market portfolio. This indicates that the higher return of the value portfolio is not due to a higher risk. By the results of this study there is not possible to determine whether the market is fully efficient or not. It is only possible to exclude the strong and semi-strong form of market efficiency. Suggestions for future research For future studies, we suggest further research about the weak form of market efficiency. Using historical data to determine future return, as Contrarian model, is one suggestion to reach further evidence of market (in)efficiency. Since F_SCORE assumes a normal distribution and because of the poor performance of the low F_SCORE firms another suggestion is short-sell these stocks to see if the return ca be increased. This empirical field needs further research about which factors that causes the higher return for these stocks. The small firm effect, liquidity and behavioral finance are just a few anomalies that may have a relationship with excess return. Contribution of the thesis The investment strategy in this research shows a higher excess return compared to the market index as well as a higher risk-adjusted return over the given period. This is not only a contribution to investors but also in a theoretical field due to the efficient market hypothesis. F_SCORE have a normal distribution curve where the stocks with F_SCORE of 5 or higher generally have a higher mean return. Another contribution is the relevance of book to market ratio as a useful strategy for valuating companies. The practical contribution gives business executives better understanding about the relevance of a book-to-market policy when attracting investors.

In Sweden most people are keeping their savings in ordinary saving account without any interest return. In this study two investment strategies have been examined; Graham Screener and Net Nets strategy. Investigating which of these performs better on the different Swedish stock markets. The subgroups that have been investigated are Large Cap, Mid Cap and Small Cap. The focus of this study is to find out which strategy yields the highest return with risk taken into consideration. After testing the strategies over a 15-year time period the study concluded that the Graham Screener strategy is to prefer over Net Nets strategy. The results also gave a hint that the market efficiency theory could be questioned according to the calculations in this study.

Abstract:
Vrijeme od 1995. godine do danas obilježeno je, između ostalog, i traganjima za mogućim modelima kako obezbijediti veće učešće žena u zakonodavnim tijelima, ali ne samo u njima, nego i u tijelima izvršne vlasti, ukupnom društvenom i političkom životu. To je proces koji se kontinuirano odvija u velikom dijelu svijeta, pa tako i u našoj BiH, a i u Regiji. Hroničan nedostatak žena na mjestima odlučivanja najčešće se adresira našim tradicionalnim kulturološkim i ukupnim sociološkim uvjetima, nedovoljnoj demokratičnosti političkih subjekata, ali i nedostatku adekvatnih zakonskih rješenja koja bi omogućila dobre uvjete za veći broj žena na listama i u tijelima vlasti. Donošenje Zakona o ravnopravnosti spolova BiH, uvođenje kvote manje zastupljenog spola u Izborni zakon BiH, kao i niz drugih rješenja uveliko je uticalo na povećan broj žena u zakonodavnim tijelima. Još uvijek je taj broj znatno manji od proklamovanog, najprije 30, a potom i 40% obaveznog broja manje zastupljenog spola na kandidatskim listama. Vrlo je malo istraživanja koja nude moguće konkretne izmjene zakona koje bi dosegle ovaj procent. Opće je mjesto da sadašnji izborni sistem u BiH pogoduje većoj zastupljenosti žena kao manje zastupljenog spola. Ali ,također, otvara i neke mogućnosti za poboljšanje, a koje se kriju u eventualnoj uspostavi pariteta i ravnomjernoj zastupljenosti muškaraca i žena na listama, eventualnom zatvaranju listi, preraspodjeli kompenzacionih mandata u korist manje zastupljenog spola. Također, korisno bi bilo razmotriti i broj političkih subjekata, izbornih jedinica kao i podizanje cenzusa za ostvarenje mandata. Isto tako, važno bi bilo sačuvati kvotu, na koju se u toku dvadesetak godina nekoliko puta atakovalo, ali i zadržati kaznene odredbe kojima se štiti propisani redoslijed i kvota. Izmjene koje bi pogodovale većem broju izabranih žena traže adekvatnu političku klimu i zato je važno adresirati odgovornost ne samo na zakonodavce nego posebno i na političke stranke, medije, NVO i druge subjekte.
