Abstract:
The population of the small and medium scale businesses (SMSB) are amounted about more 500 thousand, while their role in GNP are about 50%. More 90% of the SMSB are small scales and carry out their activities in many sectors which are spead out in rural and urban areas as well. The power of the SMSB has been proved through the crises since 1998, they are still exsits, while the conglomerate had been col/aped. The development programme of small businesses in Indonesia has been intorduced for more than 3 decades, but the results are still queationable. In the beginning of 90's, such programmes were introduced in a line of the poverty eradication (PPE). The PPE programes such as PHBK, P4K, KUKESRA and IDT are in a line to the programes of developing real sectors in rural areas. Poverty is a crucial problem and consists of multidimensional aspects, not only economic but also social, cultural, structural and institutional as well.The previous programes never touch the core problem, operate separately, and rarely include the group targets (poor society) to actively participate in the programs. Another new programs such as P-IK, PHBK, KUKESRA and IDT have also been carried out, but at the present the results were still questionably. Some programes are introduced to develop small scales business, such as PHBK dan KUKESRAAims of the study are to indentify: the successes and the .fails of varoius programs for eradicating poverty, terms as 'Program for Poverty Eradication· or shortly PPE; how the fund has been allocated, managed, and coordinated; how jar the society, LSM, and poors themselves do involve; and how jar the programs could reduce poverty and sustainable develop the rural economy. The study has been carried out in three kabupatens: Bima. Sumbawa, dan West Lombok Resource persons are the GO and the NGO officers who close relate with the PPE. The respondents are members POKMAS who receive fund of the PPE. The Sarasehan procedure with resource applies to collect secondary data of the PPE's program from resource persons, while the participatory and emphatic procedures are used to invite responses and attitudes of respondents.The results indicate the models of the PPH, such as P-IK, PHBK. KUKESRA and IDT could not be generalized. Some were more rigid, while some others were accommodative. Some were effective, the others were stagnant, evermore fails. They need solid commitment of all: the government institutions from the top to the lowest. The involvement of the TOGA, the TOMA, and the NGO, and the poor themselves. The more rigid the programs were managed and directed (by the government), the higher the probability of programs are stagnant and even morefruitlessly.

Abstract:
The purpose of the research is to know the context, input, process and product evaluation on the Social Internship Program (Kukerta) of IAIN Sulthan Thaha Saifuddin Jambi Students by using Participatory Action Research (PAR) system. The research is conducted in four locations of IAIN Sultan Thaha Saifuddin Jambi students’ Kukerta in first period of 2013; Lubuk Terap, Sengeti Kecamatan Sekernan, unas, and Simpang Tiga Sipin by using questionnaire. All students of Kukerta in these 4 locations, consists of 51 people become the sample of this study. The finding of the study showed that first, context evaluation of PAR system Kukerta programs is actually having many deficiencies and weakness in both determining the needs as well as the purpose of Kukerta program. Therefore, it needs some improvements or revision. Second, input evaluation of PAR system Kukerta shows some weakness from the students and the internship supervisors/ advisors. Both students and internship supervisors have to be firstly provided by training on PAR system Kukerta. Third, process evaluation on the program is also lack of the relevant activities towards students’ needs and program realization. Fourth, product evaluation reveals that there is no significant result of the program, physically or non-physically. Abstract:
Quality test is a crucial phase in the system development process to ensure that system work as its requirement. Therefore, the Portal Kukerta (Kuliah Kerja Nyata) Universitas Riau, an information system to manage data and activities of Kukerta, needs to assess. In this research, Portal Kukerta has been assessed using the McCalls software quality framework. The aspect that is focused on this research is product operation. Product operation consists of correctness, usability, integrity, reliability, and efficiency. The data collected by distributing questionnaires to 67 participants. The results show that users give a positive response to two aspects, namely efficiency 99.90% and usability 64%. However, for the reliability factor 43%, correctness 48%, integrity 56% get a neutral value that there are aspects that are considered less by the user. Based on these results, it can be concluded that the Kukerta portal is very efficient in managing the data of Kukerta University of Riau and can be easily used by users. However, in terms of reliability, correction, and integrity need to be improved. The implication of the research are (1) providing a reference in assessing quality of a software and (2) specifically providing a recommendation for Portal Kukerta Universitas Riau for their system improvements.

Indonesia melaporkan 232.628 kasus COVID-19 dengan 9222 kematian per 18 September 2020. Kota Pekanbaru menempati peringkat pertama jumlah kasus COVID-19 terbanyak dengan 1955 kasus dan 43 kematian. Tim KUKERTA Universitas Abdurrab tahun 2020 menjalankan satu skema khusus untuk Covid-19 dimana mahasiswa dan dosen juga dapat berkontribusi dalam menghadapi pandemi ini melalui jalur dan bidang ilmunya masing-masing. Tim KUKERTA kelompok 39 bersama masyarakat dan anak binaan di Panti Asuhan As-salam yang berlokasi di Jalan Safari Gang Safari IV, Kelurahan Labuh Baru Barat Kecamatan Payung Sekaki, Kota Pekanbaru melaksanakan kegiatan “Edukasi Kesehatan Protokol Pencegahan COVID-19”. Kegiatan yang dilakukan meliputi edukasi cara mencuci tangan dan menggunakan masker yang baik dan benar, penyerahan bantuan masker kain dan sarana cuci tangan, penempelan poster kesehatan, serta penyerahan makanan ringan dan bantuan sembako kepada pengurus dan perwakilan anak binaan panti asuhan. Hasil dari kegiatan ini diharapkan dapat bertambahnya pengetahuan terkait protokol pencegahan COVID-19 yang dimiliki pengurus dan anak binaan serta meringankan beban finansial panti akibat dampak pandemi COVID-19. ABSTRACT The development of supporting infrastructure is important for the development of a rural area. Supporting infrastructure can be like parks, ponds and buildings that are intended for the public. Abdurrab University's Real Work Lecture (KUKERTA) activity aims to identify problems, analyze problems and provide solutions to problems in the work area. The problem is that RW 02 Kelurahan Muara Fajar Barat, Rumbai District, Pekanbaru City is having a pool that is not maintained by the community. This is very unfortunate because the pool is a housing support infrastructure that has the potential to be utilized for the surrounding community. Through the work program of the Group 15 Real Work Lecture (KUKERTA) Abdurrab University in 2019 conducted a community pool rehabilitation program as an effort to improve supporting infrastructure. The method for carrying out community rehabilitation activities is to educate residents about the importance of supporting infrastructure and invite residents to carry out joint pool rehabilitation. The results achieved from this program are community-owned ponds which were originally covered with shrubs can now be utilized by the surrounding community so that they can be used for freshwater fish farming and it is hoped that the community can take the fish harvest (1spasi) Key words: Infrastructure, Support, Rehabilitation, Pond, Fish ABSTRAK Pembangunan infrastruktur penunjang merupakan hal yang penting bagi pengembangan suatu wilayah pedesaan. Village development is one of the national development interests in which universities contribute to the implementation of the Community Work Program (KUKERTA) in the form of Community Service in a designated area. Kampar is one of the areas that has the biggest honey sialang potential in Riau Province, one of which is Sungai Pagar sub-district, Kampar Kiri Hilir sub-district. Honey honeycomb processing that is not processed optimally can provide the latest innovation, namely the making of aromatherapy candles by using honeycomb and lemon extract. This dedication activity aims to provide new knowledge expertise to the community of Sungai Pagar sub-district as one form of efforts in increasing national development. A series of activities include counseling or outreach, training in aromatherapy candle making, packaging and marketing. This activity gave a positive response from the Sungai Pagar community by forming a collaboration between the KUKERTA Community Service Team and Imbo Kaluang UKM. The outputs generated from these community service activities are aromatherapy candle products, Appropriate Technology Book (TPG), mass media publications (print and online) and journal publications.

Abstract:
Dayun is one of the villages in the Siak Regency. Every year, the thread of fire and haze disaster always occurs and causes economic losses and health impairment of the villagers. This Community service was in partnership with the Regional Disaster Management Agency of Siak Regency. Through the integrated Community service program for the student of Abdurrab University, collaborating with the Lecturer’s Community Service program, the students from various majors are taking action to the community service in Dayun Village. The activities were to transfer the knowledge to the community and designing an early detection system. During the program, the students were creating media designs such as videos and pamphlets. Some Informatics students were developing a web-based application for early detection. The results were presented at the Regional Disaster Management Agency of Siak Regency and acquired positive responses from the participants.

Abstract:
Kampung Baru is one of the villages in Pekanbaru city that has the potential to develop large marine tourism. Its strategic location on the coast of Siak River and has a cultural reserve "RumahBatin" makes Kampung Baru as one of the new destinations of future historical tourism. The existence of Kampung Baru as a tourist destination is still not well exposed so there needs to be a touch of Science and improvement to accelerate its development. The purpose of this activity is to accelerate the development of marine tourism in Kampung Baru Village, Pekanbaru City. The method used is a survey method to identify activities and counseling methods to convey Science to the community. The stages of the implementation of the activity are divided into three stages of preparation, implementation and evaluation. The results of a quick survey conducted, to accelerate the development of marine tourism activities in Kampung Baru through the socialization of halal certificates, making and dividing trash cans, making and enforcing plank boards, planting trees and vegetable seedlings and cleaning inner houses. The implementation of the activity is doing well and on target this can be seen from the community and village officials in supporting this activity. With the integrated KUKERTA (Community Service), the neglected tourism potential of Kampung Baru can be reappointed as a marine tourism. This leads to the fact that the touch of Science through integrated KUKERTA (Community Service) is able to accelerate the development of marine tourism in Kampung Baru.

Abstract:
Following the success of the Grameen Bank in Bangladesh, Microfinance institutions (MFIs) which apply group-lending method through the medium of small credit have been regarded as a new and effective tools for poverty alleviation for the poor in many Less Developed Countries. This study analyses the role of two MFIs, namely KUKESRA, a government administered programme and Mitra Karya East Java (MKEJ) which is a privately managed institution in poverty alleviation in Indonesia. It examines to what extent these institutions have been successful in helping the poor, and improving the living standards of the recipients. Two alternative approaches, namely the institutionalist and the welfarist approaches, are used to examine the question of whether the poor benefited from the two programmes, followed by a comparison of the performances between the two. Using data obtained from a sample survey of 393 respondents in the District of Malang in East Java, from December 1998 - June 1999, it was found that the differences in management, organisational structure, programme design, and the system of coordination all resulted in differences in performance of the two MFI institutions studied. It was found that both programmes increased the incomes of the recipients, but the impact of KUKESRA was much lower than that of MKEJ. However, KUKESRA had a greater positive effect on employment than MKEJ. Neither of the programmes resulted in a significant improvement in the consumption of basic needs of the recipients. Of the two approaches used in the evaluation of the programmes, a good performance in terms of outreach and sustainability under the institutional approach did not imply that the poor really benefited from the programme. It was found that the welfarist approach is much more appropriate in evaluating the effectiveness of MFIs in Indonesia.

Abstract:
As Albania is accelerating its preparations towards the European Union candidate status, numerous areas of public policy and practices undergo intensive development processes. Regional development policy is a very new area of public policy in Albania, and needs research and development. This study focuses on the process of sustainable development in Albania, by analyzing and comparing the regional development of regions of Tirana, Shkodra and Kukes. The methodology used consists of a literature/desk review; analytical and comparative approach; qualitative interviews; quantitative data collection; analysis. The research is organized in five chapters. First chapter provides an overview of the study framework. The second outlines the theory and scientific framework for sustainable and regional development in relation with geography. The third chapter presents the picture of the regional development in Albania, analyzing the disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues by analyzing and comparing the regional development of the regions: Tirana – driver for change, Shkodra – the North in Development and Kukes – the “shrinking” region. Chapter 5 presents the conclusions and recommendations. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.

Abstract:
Kukeri is a documentary film investigating the Surva tradition performed in the Pernik region of Bulgaria. The film was shot in Bulgaria, in the winter of 2011/2012, over the course of three weeks, and will be completed in August of 2012. During this creation process, I acted as the creator, director, and guide, and facilitated an artistic process that was shared with my cinematographer, Drew Xanthopoulos. Surva is a ritual performance whose purpose is to chase away evil spirits, ensure a good harvest, health, and perpetuate the life cycle: birth, death, and rebirth. Much of the performance is strictly regulated by tradition and rooted in an agrarian society that is thousands of years old. The society is quickly changing due to urbanization and globalization, and this is having drastic effects on the tradition itself. Inspired by a sense of homesickness for my Bulgarian culture, this project was a study of the transitory aspects of cultural tradition. It assayed topics of ethnography, anthropology, and folk costume, but at its root were more complex topics of the value of cultural traditions and the effects of globalization on one of the oldest rituals in the world.
