Abstract:
Empirical studies of electoral competition and public policy in new democracies have been relatively underdeveloped. This article investigates the election-policy outcome link in a ‘hard case’ setting: South Korea in 1988–97. Contrary to expectations derived from the bureaucratic insulation or fiscal co-ordination argument, this study suggests a systematic impact of electoral competition on levels and distributive patterns of public spending. The analysis finds that levels of government expenditure increased according to the electoral calendar. Also, national subsidies tended to be allocated to ‘swing’ provinces in which electoral contests are competitive. The results of the analysis clearly show that fiscal policies in democratizing Korea are to a significant extent determined by electoral politics.

South Korea has achieved incredible economic growth and is often referred to as the “Miracle of Asia” over the past five decades. In addition to the research and analysis of the causes and motivations for that development process in terms of economics, politics, and development policies of the government, traditional community culture is also proven to be one of the the most important factor contributing to socio-economic development. This paper explains about Korea’s traditional community culture elements including community culture influenced by Confucianism and village community cooperative practices. Besides, it also mentions the impact of those cultural factors in the period of socio-economic development since 1960.

Abstract The International Olympic Committee (IOC) selected Seoul, South Korea, as the host of the 1988 Summer Olympic Games in Baden-Baden, Germany, in 1981. Due to the acrimonious history between the two nations, in particular North Korea’s bombing of a South Korean civilian airplane in 1987, fear existed that North Korea might attack the games. In response to the North Korean threat, the IOC, national governments, and national Olympic committees worked together to provide security for the 1988 Seoul Olympics. As relations between the United States and Soviet Union slowly improved, protecting the Olympics factored into arms-control discussions between the two rivals. Simultaneously, despite a long-held aversion to politics interfering with sport, the situation forced the IOC to manipulate political ties to ensure a safe Olympic Games. This system of international security cooperation had a lasting impact on Olympic security.

Abstract:
This article explores the institutionalization of state-led development in Myanmar after 1988 in comparison with Suharto's Indonesia. The analysis centres on the characteristics and theory of developmental states that emerged from the studies of East Asian countries like Japan, South Korea, and Taiwan. In Southeast Asia, Suharto's Indonesia was perceived as a successful case and was studied by scholars in line with the characteristics of the developmental state. The Tatmadaw (military) government in Myanmar was believed to follow the model of state-led development in Indonesia under Suharto where the military took the role of establishing economic and political development. However, Myanmar has yet to achieve its goal of building a successful state-led development. Therefore, this paper argues that implementing an efficient and effective institutionalization is essential for a successful state-led development (developmental state) in Myanmar.

Abstract:
Globally, urban areas have been expanding rapidly since industrialization. In South Korea, urban policy has evolved according to urban development, but the change in parks and green spaces policy for a pleasant urban environment is insignificant. The purpose of this study is to present the direction of the Seoul Metropolitan Government’s parks and green spaces policy in terms of green infrastructure, by examining urban policies and changes in the parks and green spaces policy of the Seoul Metropolitan Government. The research method established the concepts of urbanization, green park areas, and green infrastructure, focusing on a literature review. The trends in urban development in South Korea and abroad, the correlation between urban development and green park areas, and changes in the parks and green spaces policy of Seoul are examined. The study found that urbanization in South Korea has augmented since 1960, and the parks and green spaces policy has also focused on quantitative expansion. As the era of local autonomy passed, there were remarkable policy changes tailored to citizens’ needs, and major policy directions were determined according to the political inclinations of policymakers. The era of low growth adopted the policy of introducing green park areas as green infrastructure to solve urban environmental problems, and parks and green spaces policies as strategic plans to re-naturalize smart green cities and urban infrastructure, and to increase urban resilience using advanced technology. Future research is expected regarding consistent policy implementation measures linked to the state-regions, such as analyzing citizens’ perceptions of policies to solve urban problems and taking practical measures for the implementation of parks and green spaces policies to expand green infrastructure. The implication of the study is that the green infrastructure strategy is important as a solution to urban environmental issues such as climate change. Therefore, there should be a will of policymakers and strong institutional support for continuous policy promotion.

In this era of startling developments in the medical field there remains a serious worry about the hazardous potential of various by products which if not properly addressed can lead to consequences of immense public concern. Hospitals and other health care facilities generate waste products which are evidently hazardous to all those exposed to its potentially harmful effects. Need for effective legislation ensuring its safe disposal is supposed to be an integral part of any country's health related policy. This issue is of special importance in developing countries like Pakistan which in spite of framing various regulations for safeguarding public health, seem to overlook its actual implementation. The result unfortunately is the price wehave to pay not only in terms of rampant spread of crippling infections but a significant spending of health budget on combating epidemics which could easily have been avoided through effective waste disposal measures in the first place. Waste classified under the heading 'bio-hazardous' includes any infectious or potentially infectious material which can be injurious or harmful to humans and other living organisms. Amongst the many potential sources are the hospitals or other health delivery centres which are ironically supposed to be the centres of infection control and treatment. Whilst working in these setups, health care workers such as doctors, nurses, paramedical staff and sanitation workers are actually the ones most exposed and vulnerable to these challenges. Biomedical waste may broadly be classified into Infectious and toxic waste. Infectious waste includes sharps, blood, body fluids and tissues etcwhile substances such as radioactive material and by-products of certain drugs qualify as toxic waste. Furthermore health institutions also have to cater for general municipal waste such as carton boxes, paper and plastics. The World Health Organisation has its own general classification of hospital waste divided into almost eight categories of which almost 15% (10% infectious and 5% toxic) is estimated to be of a hazardous nature while the remaining 85% is general non hazardous content.1A recent study from Faisalabad, Pakistan has estimated hospital waste generation around 1 to 1.5 kg / bed /day for public sector hospitals in the region,2while figures quoted from neighbouring India are approximately 0.5 to 2 KG / hospital bed /day.3 Elsewhere in the world variable daily hospital waste production has been observed ranging from as low as 0.14 to 0.49 kg /day in Korea4 and 0.26 to 0.89 kg/day in Greece5to as high as 2.1 to 3.83 kg/day in Turkey6 and 0.84 to 5.8 kg/day in Tanzania.7Ill effects of improper management of hospital waste can manifest as nosocomial infections or occupational hazards such as needle stick injuries. Pathogens or spores can be borne either through the oro-faecal or respiratory routes in addition to direct inoculation through contact with infected needles or sharps. Environmental pollution can result from improper burning of toxic material leading to emission of dioxins, particulate matter or furans into the air. The habitat can also be affected by illegal dumping and landfills or washing up of medical waste released into the sea or river. Potential organisms implicated in diseases secondary to mismanagement of hospital waste disposal include salmonella, cholera, shigella, helminths, strep pneumonia, measles, tuberculosis, herpesvirus, anthrax, meningitis, HIV, hepatitis and candida etc. These infections can cause a considerable strain on the overall health and finances of the community or individuals affected. The basic principal of Public health management i.e 'prevention is better than cure' cannot be more stressed in this scenario as compared to any other health challenge. Health facilities must have a clear policy on hazardous waste management. To ensure a safe environment hospitals need to adopt and implement international and local systems of waste disposal. Hospital waste management plan entails policy and procedures addressing waste generation, accumulation, handling, transportation, storage, treatment and disposal. Waste needs to be collected in marked containers usually colour coded and leak proof. Segregation at source is of vital importance. The standard practice in many countries is the Basic Three Bin System ie to segregate the waste into RED bags/ boxes for sharps, YELLOW bags for biological waste and BLUE or BLACK ones for general/ municipal waste. All hospital staff needs to be trained in the concept of putting the right waste in relevant containers/ bags. They need to know that more than anything else this practice is vital for their own safety. The message can be reinforced through appropriate labelling on the bins and having posters with simple delineations to avoid mixing of different waste types. Sharps essentially should be kept in rigid, leak and puncture-resistant containers which are tightly lidded and labelled. Regular training sessions for nurses and cleaning staff can be organised as they are the personnel who are more likely to deal with waste disposition at the level of their respective departments. Next of course is transportation of waste products to the storage or disposal. Sanitary staff and janitors must be aware of the basic concepts of waste handling and should wear protective clothing, masks and gloves etc, besides ensuring regular practice of disinfection and sterilization techniques.8Special trolleys or vehicles exclusively designed and reserved for biomedical waste and operated by trained individuals should be used for transportation to the dumping or treatment site. Biomedical waste treatment whether on site or off site is a specialised entity involving use of chemicals and equipment intended for curtailing the hazardous potential of the material at hand. Thermal treatment via incinerators, not only results in combustion of organic substances but the final product in the form of non-toxicash is only 10 to 15% of the original solid mass of waste material fed to the machine. Dedicated autoclaves and microwaves can also be used for the purpose of disinfection. Chemicals such as bleach, sodium hydroxides, chlorine dioxide and sodiumhypochlorite are also effective disinfectants having specialised indications. Countries around the world have their own regulations for waste management. United Kingdom practices strict observance of Environmental protection act 1990, Waste managementlicensing regulations 1994 and Hazardous waste regulations 2005 making it one of thesafest countries in terms of hazardous waste disposal. Similar regulations specific for each state have been adopted in United States following passage of the Medical Waste tracking act 1988. In Pakistan, every hospital must comply with the Waste Management Rules 2005 (Environment Protection Act 1997), though actual compliance is far from satisfactory. It is high time that the government and responsible community organisations shape up to seriously tackle the issue of bio hazardous waste management through enforcement of effective policies and standard operating procedures for safeguarding the health and lives of the public in general and health workers in particular. Outbreaks, defined as excess cases of a particular disease or illness which outweighs the response capabilities, have the capacity to overwhelm health care facilities and need timely response and attention to details in order to avoid potentially disastrous sequelae . In this day and age when improvement in public health practices have significantly curtailed outbreak of various diseases, certain viral illnesses continue to make headlines. One of the notable vector borne infectious disease affecting significant portions of south east Asia in the early part of twenty first century is 'Dengue fever'. Dreaded as it is by those suffering from the illness, a lot of the hysteria created is secondary to a lack of education and understanding of the nature of the disease and at times a result of disinformation campaign for vested interests by certain political and media sections.'Dengue' in fact is a Spanish word, assumed to have originated from the Swahili phrase -ka dinga peppo -which describes the disease as being caused by evil spirit. 1 Over the course of time it has been called 'breakbone fever', 'bilious vomiting fever', 'break heart fever', 'dandy fever', 'la dengue' and 'Phillipine, Thai and Singapore hemorrhagic fever' Whilst the first reported case referring to dengue fever as a water poison spread by flying insects, exists in the Chinese medical encyclopedia from Jin Dynasty (265-420 AD), the disease is believed to have disseminated from Africa with the spread of the primary vector, aedes egypti, in the 15th to 19th century as a result of globalisation of slave trade 45In 80% of the patients affected by this condition the presentation is rather insidious and at best characterized by mild fever. The classical 'Dengue fever' present in about 5% of the cases is characterized by high temperature, body aches, vomiting and at times a skin rash. The disease may regresses in two to seven days. However inrare instances (<5%) it may develop into more serious conditions such as Dengue hemorrhagic fever whereby the platelet count is significantly reduced leading to bleeding tendencies and may even culminate in a more life threatening presentation i.e Dengue shock syndrome.6To understand the actual dynamics of Dengue epidemic it is important to understand the mode of its spread in affected areas. Aedes mosquito (significantly Aedes Egypti) acts a vector for this disease. Early morning and evening times7 are favoured by these mosquitos to feed on their prey. There is some evidence that the disease may be transmitted via blood products and organ donation. 8 Moreover vertical transmission (mother to child) has also been reported 9Diagnostic investigations include blood antigen detection through NS-I or nucleic acid detection via PCR. IO Cell cultures and specific serology may also be used for confirming the underlying disease. Whilst sporadic and endemic cases are part of routine medical practice and may not raise any alarm bells, outbreaks certainly need mobilization of appropriate resources for effective control. Needless to say 'prevention is better than cure' and should be the primary target of the health authorities in devising strategies for disease control.The WHO recommended 'Integrated Vector control programme', lays stress on social mobilisation and strengthening of public health bodies, coherent response of health and related departments and effective capacity building of relevant personnel and organisations as well as the community at risk. For Aedes Egypti the primary control revolves around eliminating its habitats such as open sources of water. In a local perspective in our city Peshawar, venue of the recent dengue epidemic, it may be seen in the form of incidental reservoirs such as receptacles and tyres dumped in open areas such as roof tops with rain water accumulating in them and provtdjng excellent breeding habitats, Larvicidal and insecticides may be added to more permanent sources such as watertanks and farm lands. There is not much of a role for spraying with organophosphorous agents which is at times resorted to for public consumption. Public education is the key to any effective strategy which must highlight the need for wearing clothing that fully covers the skin, avoiding unnecessary early morning and evening exposure to vector agents, application of insect repellents and use of mosquito nets. It is also important not to panic if affliction with the disease is suspected as in a vast majority of instances it is a self limiting illness without any long term harmful effects and needs simple conservative management like antipyretics and analgesics.An important consideration for responsible authorities in a dengue epidemic is to ensure that maximum management facilities for simple cases are provided at the community level through primary and secondary health care facilities and that the tertiary care hospitals are not inundated with all sort of patients demanding consultation. These later facilities should be reserved for those patients who end up with any complications or more severe manifestation of the disease.Research is underway to develop an ideal vaccine for Dengue fever. In 2016, a vaccine by the name 'Dengvaxia' was marketed in Phillipines and Indonesia. However with development of new serotypes of the virus, its efficacy has been somewhat compromised.As for treatment , there are no specific antiviral drugs. Management is symptomatic revolving mainly around oral and intravenous hydration. Paracetamol (Acetaminophen) is used for fever as compared to NSAIDS such as Ibuprophen infusion as well as blood and platelet transfusion.Data to date shows that slightly more than twenty three thousand people have been diagnosed with dengue over the past three months ie August to October there is a lower risk of bleeding with the former. Those with more severe form of the disease may need Dextran 2017, in Peshawar, Pakistan with around fourteen thousand needing admission and about sixty nine recorded deaths. The mortality is well within the acceptable international standards of less than 1% for the disease. In the backdrop of all the debate surrounding the current epidemic, one can infer that such outbreaks are best addressed with effective planningwell ahead of the time before the disease threatens to spiral out of control. Simple measures such as covering water storage facilities, using larvicidals where practical, use of insect repellents, mosquito nets and avoiding unnecessary exposure can offerthe best protection. Public health messages via print and electronic media can help educate people in affected areas and allay any anxiety building up from a fear of developing life threatening complications. Health department must mobilise all its resources to ensure local management of diagnosed patients with simple dengue fever and facilitate hospital admission only for those suffering from more severe form of the disease. Moreover the media hype into such situations needs to be addressed through constant updates and discouraging any negative politicking on the issue. To sum up Dengue fever is not really an affliction to be dreaded provided it is viewed and managed in the right perspective.

However inrare instances (<5%) it may develop into more serious conditions such as Dengue hemorrhagic fever whereby the platelet count is significantly reduced leading to bleeding tendencies and may even culminate in a more life threatening presentation i.e Dengue shock syndrome.6To understand the actual dynamics of Dengue epidemic it is important to understand the mode of its spread in affected areas. Aedes mosquito (significantly Aedes Egypti) acts a vector for this disease. Early morning and evening times7 are favoured by these mosquitos to feed on their prey. There is some evidence that the disease may be transmitted via blood products and organ donation. 8 Moreover vertical transmission (mother to child) has also been reported 9Diagnostic investigations include blood antigen detection through NS-I or nucleic acid detection via PCR. IO Cell cultures and specific serology may also be used for confirming the underlying disease. Whilst sporadic and endemic cases are part of routine medical practice and may not raise any alarm bells, outbreaks certainly need mobilization of appropriate resources for effective control. Needless to say 'prevention is better than cure' and should be the primary target of the health authorities in devising strategies for disease control.The WHO recommended 'Integrated Vector control programme', lays stress on social mobilisation and strengthening of public health bodies, coherent response of health and related departments and effective capacity building of relevant personnel and organisations as well as the community at risk. For Aedes Egypti the primary control revolves around eliminating its habitats such as open sources of water. In a local perspective in our city Peshawar, venue of the recent dengue epidemic, it may be seen in the form of incidental reservoirs such as receptacles and tyres dumped in open areas such as roof tops with rain water accumulating in them and provtdjng excellent breeding habitats, Larvicidal and insecticides may be added to more permanent sources such as watertanks and farm lands. There is not much of a role for spraying with organophosphorous agents which is at times resorted to for public consumption. Public education is the key to any effective strategy which must highlight the need for wearing clothing that fully covers the skin, avoiding unnecessary early morning and evening exposure to vector agents, application of insect repellents and use of mosquito nets. It is also important not to panic if affliction with the disease is suspected as in a vast majority of instances it is a self limiting illness without any long term harmful effects and needs simple conservative management like antipyretics and analgesics.An important consideration for responsible authorities in a dengue epidemic is to ensure that maximum management facilities for simple cases are provided at the community level through primary and secondary health care facilities and that the tertiary care hospitals are not inundated with all sort of patients demanding consultation. These later facilities should be reserved for those patients who end up with any complications or more severe manifestation of the disease.Research is underway to develop an ideal vaccine for Dengue fever. In 2016, a vaccine by the name 'Dengvaxia' was marketed in Phillipines and Indonesia. However with development of new serotypes of the virus, its efficacy has been somewhat compromised.As for treatment , there are no specific antiviral drugs. Management is symptomatic revolving mainly around oral and intravenous hydration. Paracetamol (Acetaminophen) is used for fever as compared to NSAIDS such as Ibuprophen infusion as well as blood and platelet transfusion.Data to date shows that slightly more than twenty three thousand people have been diagnosed with dengue over the past three months ie August to October there is a lower risk of bleeding with the former. Those with more severe form of the disease may need Dextran 2017, in Peshawar, Pakistan with around fourteen thousand needing admission and about sixty nine recorded deaths. The mortality is well within the acceptable international standards of less than 1% for the disease. In the backdrop of all the debate surrounding the current epidemic, one can infer that such outbreaks are best addressed with effective planningwell ahead of the time before the disease threatens to spiral out of control. Simple measures such as covering water storage facilities, using larvicidals where practical, use of insect repellents, mosquito nets and avoiding unnecessary exposure can offerthe best protection. Public health messages via print and electronic media can help educate people in affected areas and allay any anxiety building up from a fear of developing life threatening complications. Health department must mobilise all its resources to ensure local management of diagnosed patients with simple dengue fever and facilitate hospital admission only for those suffering from more severe form of the disease. Moreover the media hype into such situations needs to be addressed through constant updates and discouraging any negative politicking on the issue. To sum up Dengue fever is not really an affliction to be dreaded provided it is viewed and managed in the right perspective.

“Oh, look at the size of that abalone!”“The beef looks really tasty!”“I really want to eat some!” I am standing in front of a glass case framing the entrance of a food court at Incheon International Airport, South Korea (henceforth Korea). I overhear these exclamations as I watch three teenage girls swarm around me to press their faces against the glass. The case is filled with Korean dishes served in the adjacent food court with brief descriptions and prices. My mouth waters as I lay my eyes on dishes such as bibimbap (rice mixed with meat, vegetables, and a spicy pepper paste called gochujang) and bulgogi (thinly sliced marinated beef) over the teenagers’ shoulders. But alas, we are all deceived. The dishes we have been salivating over are not edible. They are in fact fake, made from plastic. Why have inedible replicas become normalized to stand in for real food? What are the consequences of the proliferation of fake food models in the culinary landscape? And more importantly, why do plastic foods that fall outside the food cycle of production, preparation, consumption, and waste have authority over the way we produce, prepare, and consume food? This paper examines Korean plastic food models as tastemakers that standardize food production and consumption practices. Plastic food both literally and figuratively orders gustatory and aesthetic taste and serves as a tool for social distinction within Korean culinary culture. Firstly, I will explore theoretical approaches to conceptualizing plastic food models as tastemakers. Then, I will examine plastic food models within the political economy of taste in Korea since the 1980s. Finally, I will take a close look into three manufacturers’ techniques and approaches to understand how plastic foods are made. This analysis of the Korean plastic food model industry is based on a total of eight months of fieldwork research and semi-structured interviews conducted from December 2011 to January 2012 with three of the twelve manufacturers in Seoul, South Korea. To protect the identity of my informants, I refer to them as the Pioneer (37 years of experience), Exporter (20 years of experience), and Franchisor (10 years of experience). The Pioneer, a leading food model specialist, was one of the first Korean manufactures who produced Korean models for domestic consumption. His models can be found in major museums and airports across the country. The Exporter is famous for inventing techniques and also producing for a global market. Many of her Korean models are displayed in restaurants in North America and Europe. The Franchisor is one of the largest producers for mid-range chain restaurants and cafes around the nation. His models are up-to-date with current food trends and are showcased at popular franchises. These three professionals not only have gained public recognition as plastic food experts through public competitions, mass media coverage, and government commissioned work but also are known to produce high-quality replicas by hand. Therefore, these three were not randomly selected but chosen to consider various production approaches, capture generational difference, and trace the development of the industry since the late 1970s. Plastic Food Models as Objects of Inquiry Plastic foods are created explicitly for the purpose of not being eaten, however, they impart “taste” in two major ways. Firstly, food models regulate the perception of gustatory and aesthetic taste by communicating flavors, mouth-feel, and visual properties of food through precise replicas. Secondly, models influence social behavior by defining what is culturally and politically appropriate. Food models are made with a variety of materials found in nature (wood, metal, precious stones, and cloth), edible matter (sugar, marzipan, chocolate, and butter), and inedible substances (plastic and wax). Among these materials, plastic is ideal because it creates the most durable and vivid three-dimensional models. Plastic can be manipulated freely with the application of heat and requires very little maintenance over time. Plastic allows for more precise molding and coloring, producing replicas that look more real than the original. Some may argue that fake models are mere hyper-real objects since the real and the simulation are seamlessly melded together and reproductions hold more power over the way reality is experienced (Baudrillard). Post-modern scholars such as Jean Baudrillard and Umberto Eco argue that the production of an absolute fake to satisfy the need for the real results in the rise of simulacra, which are representations that never existed or no longer have an original. I, however, argue that plastic foods within the Korean context rely heavily on originals and reinforce the authority of the original. The analysis of plastic food models can be conceptualized within the broader theoretical framework of uneaten food. This category encompasses food that is elaborately prepared for ritual but discarded, and foods that are considered inedible in different cultural contexts due to religion, customs, politics, and social norms (Douglas; Gewertz and Errington; Harris et al.; Messer; Rath). Analyzing plastic food models as a part of the uneaten food economy opens up analysis of the interrelationship between the physical and conceptual realms of food production and consumption. Although plastic models fall outside the bounds of the conventional food cycle, they influence each stage of this cycle. Food models can act as tools to inform the appropriate aesthetic characteristics of food that guide production. The color and shape can indicate ripeness to inform farming and harvesting methods. Models also act as reference points that ultimately standardize recipes and cooking techniques during food preparation. In restaurants displaying plastic food, kitchen staff use the models to ensure consistency and uniform presentation of dishes. Models often facilitate food choice by offering information on portion size and ingredients. Finally, as food models become the gold standard in the production, preparation, and consumption of food, they also dictate when to discard the “incorrect” looking food. The primary power of plastic food models as tastemakers lies in their ability to seamlessly stand in for the original. Only fake models that are spitting images of the real have the ability to completely deceive the viewer. In “The Work of Art in the Age of Mechanical Reproduction,” Walter Benjamin asserts that for reproduction to invoke the authentic, the presence of the original is necessary. However, an exact replication is impossible since the original is transformed in the process of reproduction. Benjamin argues, “The technique of reproduction detaches the reproduced object from the domain of tradition. By making many reproductions it substitutes a plurality of copies for a unique existence and, in permitting the reproduction to meet the beholder or listener in his own particular situation, it reactivates the object reproduced” (221). Similarly, plastic models of Korean food are removed from the realm of culinary tradition because they deviate from the conventional food cycle but reinforce culinary culture by regulating aesthetic values and food related practices. The notion of authenticity becomes central in determining the strength of plastic food models to order culinary culture by setting visual and social standards. Plastic food models step in to meet the beholder on various occasions, which in turn solidifies and even expands the power of the original. Despite their inability to impart taste and smell, plastic models remain persuasive in their ability to reinforce the materiality of the original food or dish. Plastic Food Models and the Political Economy of Taste in South Korea While plastic models are prevalent all around the world, the degree to which they hold authority in influencing production and consumption practices varies. For example, in many parts of the world, toys are made to resemble food for children to play with or even as joke objects to trick others. In America and Europe, plastic food models are mainly used as decorative elements in historical sites, to recreate ambiance in dining rooms, or as props at deli counters to convey freshness. Plastic food models in Korea go beyond these informative, decorative, and playful functions by visually ordering culinary properties and standardizing food choice. Food models were first made out of wax in Japan in the early 20th century. In 1932, Takizo Iwasaki founded Iwasaki Bei-I, arguably the first plastic food model company in the world. As the plastic food model industry flourished in Japan, some of the production was outsourced to Korea to decrease costs. In the late 1970s, a handful of Japanese-trained Korean manufacturers opened companies in Korea and began producing for the domestic market (Pioneer). Their businesses did not flourish until their products became identified as a tool to promote Korean cuisine to a global audience. Two major international sporting events triggered the growth of the plastic food model industry in Korea. The first was the 1988 Seoul Olympics and the second was the 2002 World Cup. Leading up to these two high-profile international events, the Korean government made major efforts to spruce up the country’s image for tourists and familiarize them with all aspects of Korean culture (Walraven). For example, the designation of kimchi (fermented pickled vegetable) as the national dish for the 1988 Olympics explicitly opened up an opportunity for plastic food models to represent the aesthetic values of Korean cuisine. In 1983, in preparation for showcasing approximately 200 varieties of kimchi to the international community, the government commissioned food experts and plastic model manufacturers to produce plastic replicas of each type. After these models were showcased in public they were used as displays for the Kimchi Field Museum and remain as part of the exhibit today. The government also designated approximately 100 tourist-friendly restaurants across the country, requiring them to display food models during the games. This marked the first large-scale production of Korean plastic food. The second wave of food models occurred in the early 2000s in response to the government’s renewed interest to facilitate international tourists’ navigation of Korean culinary culture during the 2002 World Cup. According to plastic food manufacturers, the government was less involved in regulating the use of plastic models this time, but offered subsidies to businesses to encourage their display for tourists (Exporter; Franchisor). After the World Cup, the plastic food industry continued to grow with demand from businesses, as models become staple objects in public places. Plastic models are now fully incorporated into, and even expected at, mid-range restaurants, fast food chains, and major transportation terminals. Businesses actively display plastic models to increase competition and communicate what they are selling at one glance for tourists and non-tourists alike (Exporter). These increased efforts to reassert Korean culinary culture in public spaces have normalized plastic models in everyday life. The persuasive and authoritative qualities of plastic foods regulate consumption practices in Korea. There are four major ways that plastic food models influence food choice and consumption behavior. First, plastic food models mediate between consumer expectation and reality by facilitating decision-making processes of what and how much to eat. Just by looking at the model, the consumer can experience the sensory qualities of eating the dish, allowing decisions to be made within 30 seconds (Franchisor). Second, plastic models guide what types of foods are suitable for social and cultural occasions. These include during Chuseok (the harvest festival) and Seollal (New Year), when high-end department stores display holiday gift sets containing plastic models of beef, abalone, and pine mushrooms. These sets align consumer expectation and experience by showing consumers the exact dimension and content of the gift. They also define the propriety of holiday gifts. These types of models therefore direct how food is bought, exchanged, and consumed during holidays and reassert a social code. Third, food models become educational tools to communicate health recommendations by solidifying types of dishes and portions appropriate for individuals based on health status, age, and gender. This helps disseminate a definition of a healthful diet and adequate nutrition to guide food choice and consumption. Fourth, plastic food models act as a boundary marker of what constitutes Korean food. Applying Mary Douglas’s notion of food as a boundary marker of ethnicity and identity, plastic food models effectively mark Koreanness to reinforce a certain set of ingredients and presentation as authentic. Plastic models create the ideal visual representation of Korean cuisine that becomes the golden standard, by which dishes are compared, judged, and reproduced as Korean. Plastic models are essentially objects that socially construct the perception of gustatory, aesthetic, and social taste. Plastic foods discipline and define taste by directing the gaze of the beholder, conjuring up social protocol or associations. Sociologist John Urry’s notion of the tourist gaze lends insight to considering the implication of the intentional placement and use of plastic models in the Korean urban landscape. Urry argues that people do not gaze by chance but are taught when, where, and how to gaze by clear markers, objects, events, and experiences. Therefore, plastic models construct the gaze on Korean food to teach consumers when, where, and how to experience and practice Korean culinary culture. The Production Process of Plastic Food Models Analysis of plastic models must also consider who gets to define and reproduce the aesthetic and social taste of food. This approach follows the call to examine the knowledge and power of technical and aesthetic experts responsible for producing and authorizing certain discourses as legitimate and representative of the nation (Boyer and Lomnitz; Krishenblatt-Gimblett; Smith). Since plastic model manufacturers are the main technical and aesthetic experts responsible for disseminating standards of taste through the production of fake food, it is necessary to examine their approaches and methods. High-quality food models begin with original food to be reproduced. For single food items such as an apple or a shrimp, liquid plastic is poured into pre-formed molds. In the case of food with multiple components such as a noodle soup, the actual food is first covered with liquid plastic to replicate its exact shape and then elements are added on top. Next, the mold goes through various heat and chemical treatments before the application of color. The factors that determine the preciseness of the model are the quality of the paint, the skill of the painter, and the producer’s interpretation of the original. In the case of duplicating a dish with multiple ingredients, individual elements are made separately according to the process described above and assembled and presented in the same dishware as that of the original. The producers’ studios look more like test kitchens than industrial factories. Making food models require techniques resembling conventional cooking procedures. The Pioneer, for instance, enrolled in Korean cooking classes when he realized that to produce convincing replicas he needed to understand how certain dishes are made. The main mission for plastic food producers is to visually whet the appetite by creating replicas that look tastier than the original. Since the notion of taste is highly subjective, the objective for plastic food producers is to translate the essence of the food using imagination and artistic expression to appeal to universal taste. A fake model is more than just the sum of its parts because some ingredients are highlighted to increase its approximation of the real. For example, the Pioneer highlights certain characteristics of the food that he believes to be central to the dish while minimizing or even neglecting other aspects. When making models of cabbage kimchi, he focuses on prominently depicting the outer layers of neatly stacked kimchi without emphasizing the radish, peppers, fermented shrimp paste, ginger, and garlic that are tucked between each layer of the cabbage. Although the models are three-dimensional, they only show the top or exterior of the dishes from the viewer’s perspective. Translating dishes that have complex flavor profile and ingredients are challenging and require painstaking editing. The Exporter notes that assembling a dish and putting the final touches on a plate are similar to what a food stylist does because her aim, too, is to make the viewer’s mouth water. To communicate crispy breaded shrimp, she dunks pre-molded plastic shrimp into a thin plastic paste and uses an air gun to make the “batter” swirl into crunchy flakes before coloring it to a perfect golden brown. Manufacturers need to realistically capture the natural properties of food to help consumers imagine the taste of a dish. For instance, the Franchisor confesses that one of the hardest dishes to make is honey bread (a popular dessert at Korean cafes), a thick cut of buttered white toast served piping hot with a scoop of ice cream on top. Convincingly portraying a scoop of ice cream slowly melting over the steaming bread is challenging because it requires the ice cream pooling on the top and running down the sides to look natural. Making artificial material look natural is impossible without meticulous skill and artistic expression. These manufacturers bring plastic models to life by injecting them with their interpretations of the food’s essence, which facilitates food practices by allowing the viewer to imagine and indulge in the taste of the real. Conclusion Deception runs deep in the Korean urban landscape, as plastic models are omnipresent but their fakeness is difficult to discern without conscious effort. While the government’s desire to introduce Korean cuisine to an international audience fueled the increase in displays of plastic food, the enthusiastic adoption of fake food as a tool to regulate and communicate food practices has enabled integration of fake models into everyday life. The plastic models’ authority over daily food practices is rooted in its ability to seamlessly stand in for the real to influence the production and consumption of food. Rather than taking plastic food models at face value, I argued that deeper analysis of the power and agency of manufacturers is necessary. It is through the manufacturers’ expertise and artistic vision that plastic models become tools to articulate notions of taste. As models produced by these manufacturers proliferate both locally and globally, their authority solidifies in defining and reinforcing social norms and taste of Korean culture. Therefore, the Pioneer, Exporter, and Franchisor, are the true tastemakers who translate the essence of food to guide food preference and practices. References Baudrillard, Jean. Abstract:
Ikeda Daisaku, as the third leader of Japan's largest so-called 'New Religion,' has received much journalistic and scholarly attention since his taking over leadership in 1960 of Soka Gakkai. None of these treatments, however, has looked at Ikeda in a rigorously comparative fashion. This essay will make an explicit comparison of Ikeda's career with: Cho Yonggi, the South Korean Pentecostal Christian minister who founded the world's largest church, the Yoido Full Gospel Church. The comparison will be made to highlight unique features of Ikeda, Soka Gakkai, and Komeito, Soka Gakkai's affiliated political party which presently forms part of the ruling coalition of the Japanese government. It will be argued, however, that this comparison tells us more about modern (and post-war) Japan than about Ikeda, especially the continuing marginal social standing of 'New Religions' and the cost of being a charismatic leader in a society dominated by 'groupism '.

Abstract:
Introduction: Cities as Open-Ended Place-Making Events The shaping and development of cities can be understood as a “place-making” process. Through the assemblage of diverse human and non-human elements—including various social and natural elements—abstract space gains meaning and is transformed into the more concrete form of place (Jaffe and Koning). Indeed, people, nature, arts, and architecture can all contribute to constituting a city, and depending on how these elements engage with each other, each city can be shaped differently, which makes cities “inherently dynamic and heterogeneous” (Jaffe and Koning 24). Furthermore, as these various elements and their meanings can accumulate, be changed, or even diminish over time, place boundaries can also be constantly renegotiated or rebuilt. In other words, place can be characterised as its “throwntogetherness” (Massey 283), which represents temporal and spatial shifts accumulated and woven together in a place, and place-making can be understood as an open-ended event that involves various acts of “territorial meaning-making” (Jaffe and Koning 23). In line with this understanding of place-making as a dynamic, ongoing process, by investigating changes in the ways that local communities engage with cultural heritage, the study reported here explores how cultural heritage can contribute to the development of a city. Among many other meaning-making elements that may constitute a city, a cultural heritage itself may represent or enfold the dynamics and heterogeneity of a place. The United Nations Educational, Scientific, and Cultural Organisation (UNESCO) defines heritage as “our legacy from the past, what we live with today, and what we pass on to future generations. Our cultural and natural heritage are both irreplaceable sources of life and inspiration” (UNESCO). This definition suggests that heritage embodies history imbued with value and meaning for today and for the future. Cultural heritage may mobilise or recollect emotions, memories, and experiences, which may generate new cultures and values (Chung and Lee). Cultural heritage is not only a primary means of creating and nurturing a collective identity (Graham, Ashworth, and Tunbridge). It can also be refashioned and commodified as a marketable and consumable product. In other words, cultural heritage may contribute to the shaping of regional identities and the development of cultural products that may affect local communities socially and economically. Against this backdrop, this article examines how, as a constitutive element of a city, cultural heritage can add different kinds of values and meanings in accordance with the ways that the local communities perceive and engage with cultural heritage. To this end, this research presents a case study of the South Korean city of Andong, recognised as a cultural city with abundant tangible and intangible cultural heritages. Specifically, by adopting a qualitative approach that combines archival research, fieldwork, and observation, we trace Andong’s regional history and the changes in its cultural policies from the 1950s to the 2000s. We discuss Andong’s regional development with regard to using and refashioning cultural heritage. In so doing, we argue that conserving cultural heritage and facilitating heritage tourism—agendas seemingly in competition with each other—can complement sustainable regional development. We suggest that reconceptualising cities by drawing on the convergence of virtual and actual spaces, which involves the digitisation of cultural heritage, may open up new possibilities for extending the value and meaning of cultural heritage, as well as reconciling competing agendas and achieving sustainable regional development. Andong, the Capital of Korean Spirit Korea and other East Asian countries have accumulated heritages from regional folk culture, Buddhism, and Confucianism. Andong has abundance of both tangible and intangible heritages related to Korean folk culture, Buddhism, and Confucianism, some of which are listed as UNESCO World Heritage Sites (e.g. the Hahoe Folk Village, the Bongjeongsa Buddhist temple, and the Dosanseowon and Byeongsanseowon Confucian academies). Even though Andong is not in a metropolitan area and has a small population compared to many other Korean cities, its abundant and diverse heritage has made it a recognised cultural city. As of 2021, the number of cultural assets designated in Andong, according to the Korean Cultural Heritage Protection Act, is 333. This number is the second largest in the country, after Gyeongju, the capital of the Silla Kingdom (57 BC–935 AD). Andong is the origin of a traditional Korean folk religion called “Seongjusinang”. Practitioners of this religion worship household spirits who protect a house. Andong has also inherited various folk games and performances, such as Chajeonnori (fig. 1) and Notdaribalgi (fig. 2). In addition, Buseoksa, a Buddhist temple located in Yeongju in the greater Andong area, led the development of Buddhist culture during the Three Kingdoms period (57 BC–668 AD) and the Goryeo period (918–1392). During the Joseon Dynasty, Confucianism also flourished through the initiative of Toegye Yi Hwang and Seoae Ryu Seong-ryong, both of whom were well-recognised Korean Confucian scholars. In fact, Andong has a particularly solid Confucian tradition with its twenty-six private Confucian educational institutions, called “Seowon” (fig. 3), and other villages and buildings representing Confucian philosophy, rituals, and customs. Preserving these diverse cultural artefacts and traditions is one of the main reasons that Andong claims to be the capital of Korean moral and spiritual culture (Steinmetz; K.I. Lee). Andong has been using and spreading the slogan “The Capital of Korean Spirit” since 2003, when former mayor Kim Hwi Dong started using the slogan for the first time to shape and develop the city's identity to share Andong's spiritual culture. The slogan officially became a registered brand at the Korean Intellectual Property Office in 2006. Cultural Heritage and Authenticity As briefly outlined in the previous section, Andong has diverse tangible and intangible heritages, and they are at the heart of the city’s identity. In contrast to other elements that constitute a city, cultural heritage is often regarded as an object of protection and preservation. Indeed, a cultural heritage has a fundamental, inherent value, as it manifests history, which may significantly influence how people form individual and collective identities and consolidate a sense of community. Therefore, preservation and restoration have often served as the primary approaches to cultural heritage. Particularly in the Korean context—as discussed in detail in the next section—conservation used to be prioritised in heritage management. However, in more recent times, cultural heritage has been recognised as an asset or resource for urban development; accordingly, many cities, including Andong, have become increasingly interested in heritage tourism as a means of promoting their city’s brand and boosting the local economy. The emergence of the concept of “existential authenticity” may be relevant to the paradigm shift in approaches to cultural heritage. In fact, “authenticity” is an elusive concept that can be interpreted in different ways. In the field of tourism, it conventionally has been considered related to toured objects. For example, “objective authenticity”, which is characterised as identifiable and measurable, is gauged in terms of whether a toured object is genuine or fake (Wang). Another type of object-related authenticity is “constructive authenticity”, which denotes authenticity as a negotiable quality constructed by perspectives, beliefs, expectations, or ideologies, rather than an inherent property (Wang; see also Boonzaaier and Wels). From this perspective, origins or traditions can be understood as a projection of images, preferences, or expectations; thus, copies or reproductions may also be considered authentic. Even though these two approaches are significantly different, both notions are oriented to “experiences of the authentic” (Moore et al.). By contrast, “existential authenticity” involves tourists’ experiences, that is, “personal or intersubjective feelings activated by the liminal process of tourist activities”, whereby people feel “more authentic and more freely self-expressed than in everyday life” (Wang 351–352). In other words, conservation may not be the only method for protecting cultural heritage and preserving its authenticity. Rather, heritage tourism, which provides tourists with authentic experiences, can be a way of adding new meanings and values to cultural heritage. This also suggests that not only cultural heritage as authentic objects, but also experiences of cultural heritage, can contribute to the territorial meaning-making process and constitute a city. In line with this understanding of different types of authenticity, the next section examines how Andong’s approaches to cultural heritage have changed over time. The Evolution of Cultural Policies: The Conservation of Cultural Heritage vs. Regional Development The development of Korean cultural policies needs to be understood in relation to the idiosyncrasy of Korean historical and societal contexts. After the Japanese colonial rule (1910–1945) and the Korean War (1950–1953), one of the primary concerns of the Korean government was to reconstruct the country and restore national pride by building and developing a Korean cultural identity. Against this background, Korean cultural policies until the 1980s were mainly oriented towards repairing, restoring, and preserving traditional culture rather than fostering tourism and leisure to pursue a nationalistic agenda (H.S. Kim; Min). In this regard, it is worth noting that the first Korean Folk Art Festival, as part of the national policy, was hosted to celebrate the tenth anniversary of the establishment of the Korean government in 1958, when Korea was still going through the aftermath of the Korean War, which ended up with the destruction of cultural and natural heritage in Korea. The festival was a kind of competition where regions presented their representative intangible cultural heritages, particularly folk performances. The Gyeongsangbuk-do province, led by Andong, participated in this competition by restoring Hahoebyeolsinguttallori (mask dance play originating from Hahoe Village [fig. 4], hereafter Hahoe Mask Dance [fig. 5]) and Notdaribalgi (female folk play [fig. 2]) with the support of Andong City, and the province won the presidential prize. However, it became a recurring annual event to propagate and promote the national culture with governmental support under the Park Jung Hee regime (1963–1979) that pursued a nationalistic agenda (H.S. Kim). Afterwards, this event was developed in complementary relations with the Cultural Properties Protection Law established in 1962 as part of the legislation of heritage management and other regional folk festivals, which provided regional governments and local communities with a motivation for the discovery and restoration of cultural heritage. Traditional cultural heritages dispersed in many regions started to be discovered and restored with the massive administrative support of regional governments to take part in the Korean Folk Art Festival. Once a cultural heritage presented at the festival was awarded, the heritage was customarily designated as a national cultural property by the Cultural Properties Protection Law. This designation helps cultural heritage gain social authority and receive public attention (H.-D. Yoo). Furthermore, a heritage designated as a national cultural property was required to be reintroduced to the public, often through local events such as regional folk festivals, which reinforced local communities’ pride in their regional culture. In this scenario, Andong actively participated in the Korean Folk Art Festival. Indeed, a number of cultural performances have been officially designated as national and regional intangible cultural properties, including the Hahoe Mask Dance mentioned above, which have become representative of Andong’s regional culture, offering a foundation for its development as a cultural city. Cultural policies, however, were still limited to preservation and restoration pursuing objective authenticity until the 1980s. It appeared to lack an awareness that cultural heritage could be used for the regeneration or development of cities in the 1980s (Kim and Kim). The conservation of cultural heritage and regional development have often been regarded as competing agendas, because cultural heritage is normally considered to be different from other tourism resources. Indeed, authenticity is a fundamental value sought in cultural heritage. Therefore, preservation and restoration often used to be primary approaches to cultural heritage. However, as discussed in the previous section, authenticity is not merely a binary concept that differentiates between the real and the fake in terms of the accurate representation of the past, but it can be a generative value that can be constituted or negotiated based on various perspectives, beliefs, and experiences (see Wang; K.-H. Kim; Waitt). Furthermore, the commodification of cultural heritage does not necessarily violate the intrinsic meaning and authenticity of heritage; rather, it may produce new meanings and values (Cohen). In this context, it is worth noting that the first Andong Mask Dance Festival hosted in 1997 paved the way for the development of tourism resources using cultural heritage in Andong and the globalisation of its regional culture. In fact, in the mid-1990s, Korea was going through interesting political events that significantly affected its culture and society. “Globalisation” was declared a national vision by former president Kim Young-sam in 1995, and the local self-governance of municipalities was reimplemented in the same year. In other words, Korean cultural policies were oriented towards “globalisation” and “localisation” during this period (see also Park). Against this background, Andong organised and hosted an international festival for the first time ever in 1997—the Andong Mask Dance Festival—by refashioning a traditional mask dance—the Hahoe Mask Dance. The Hahoe Mask Dance was a festive drama performance in Hahoe Village, but its inheritance was interrupted during the Japanese colonial period. Afterwards, as mentioned earlier, it was restored after the establishment of the Korean government and designated as a national cultural property. It then became the main theme of an annual festival, which attracts one million tourists to the city every year. In other words, the Hahoe Mask Dance is not only one of the most representative, well-known cultural heritages of Andong, but it also has an emblematic significance in the sense that it embodies the history of Andong’s cultural development. In particular, the Andong Mask Dance Festival immensely contributed to enhancing the awareness of cultural heritage as a tourism resource that may foster cultural economy in the local community and influenced the paradigm shift of approaches to cultural heritage from traditional artefacts or customs to be preserved to tourism resources. Most of the cultural events that took place in Andong after the first Andong Mask Dance Festival aimed to boost tourism. Indeed, the Andong Mask Dance Festival brought about important changes to Andong’s cultural development in the 2000s. Festivals that refashioned cultural heritage and tourists’ experiences began to be important elements of Andong’s character as a city. In accordance with the emergence of tourism as a means for cultural development, Andong experienced another remarkable change in its cultural development during the 2000s: increased interest in tangible cultural heritage as a local resource for tourism and place marketing. From the establishment of the Cultural Properties Protection Law until the 2000s, the preservation and utilisation of cultural heritage in Andong was primarily focussed on intangible cultural properties. This was mainly because the legal ownership of cultural heritage was clearly stated in the law, and thus Andong was able to manage architectural conservation without many challenges; thus, tangible cultural heritage tended to be relatively neglected in favour of the preservation and management of intangible cultural properties. However, in 2000, the Korean national government invested 470 billion KRW (approximately US$382 million) into the restoration and renovation of cultural heritage sites in eleven regions, including Andong. Even though this project did not produce immediate, significant touristic effects, many architectural heritage sites and traditional villages in Andong were renovated as part of the project. This provided the local community with an opportunity to see how tangible cultural heritage could act as an asset for place marketing and tourism. Furthermore, there was another event that motivated the use of architectural heritage to promote tourism in the early 2000s: the Tourism Promotion Act, which permits the use of architectural heritages for the purpose of accommodating commercial businesses, led to the addition of “Traditional Korean housing experiencing business” in the list of tourism business categories. This change also accelerated the utilisation of tangible cultural heritage as a tourism resource. In this context, place marketing combining tangible and intangible cultural assets has increased since the 2000s. In fact, before the 2000s, many cultural events lacked a coherent link between tangible and intangible cultural properties. For example, even though the Hahoe Mask Dance originated in Hahoe Village, the dance performance was often performed as an independent event outside Hahoe Village. However, since tangible cultural heritage—particularly architectural heritage—emerged as a local tourism resource, Andong has been developing cultural and artistic events relevant to heritage sites and the interesting narratives and storytelling that connect various heritages and make tourists develop emotional attachments to Andong and its cultural heritage (see D.Y. Lee). This shows that Andong’s approaches to cultural heritage began to seek the existential authenticity in tourism that may provide tourists with meaningful experiences. Future Directions: Redefining the City As has already been discussed, not only cultural heritage itself, but also national and regional policies, perspectives, experiences, meanings, and values have all contributed to making Andong a recognised cultural city. Notably, Andong’s development can be summarised as the adoption of diverse approaches to cultural heritage along with changes in social agendas and cultural policies. Even though the conservation of cultural heritage and regional development have at times been regarded as competing interests, for Andong—a city that has a large number of tangible heritages that come with enormous costs related to preservation and maintenance—the commodification of cultural heritage might be unavoidable. Indeed, the conservation of its heritage as well as regional development through the use of its heritage as a tourism resource are the two goals that Andong should achieve to ensure that it experiences sustainable future development. Doing so would allow it to fulfil the local community’s need and desire to take pride in its identity as a cultural city and boost its cultural economy. In this regard, we suggest that digitising cultural heritage and incorporating virtual spaces (e.g. the metaverse) into actual places may offer new possibilities for reconciling the conservation of cultural heritage with the need for regional development by allowing us to preserve and manage cultural heritage efficiently while enriching our cultural experience and enabling us to experience various kinds of authenticity. In the first place, digitisation represents an alternative way to preserve and maintain cultural heritage. Digital technologies can accurately scan and measure cultural heritages and readily reproduce a perfect replica of those cultural heritages, whether actual or virtual, which can serve to protect genuine cultural heritages from unwanted or inevitable damage. Once the data on a cultural artefact have been digitised, it is theoretically possible to preserve the digitised heritage forever without deterioration (Koshizuka and Sakamura; D. Hwan Yoo). Moreover, even though digitised artefacts are not objectively authentic, replicas and reproductions created from them may provide tourists with authentic, meaningful experiences in a constructive or existential sense. Furthermore, virtual space may offer a site in which past and present cultures can freely encounter and resonate with each other by facilitating the deterritorialisation and reterritorialisation of people and heritage, which may also lead us to an immersive and creative cultural experience. Indeed, various technologies—such as 3D animation, virtual reality, augmented reality, stereoscopic presentation, and 4K ultra high-definition immersive presentation—can create diverse kinds of virtual environment in which tourists can enjoy immersive interactivity and realistically experience heritage objects (Park, Muhammad, and Ahn). Indeed, as illustrated in a case study (D. Hwan Yoo), the digital restoration of Andong’s historical sites (i.e. using digital data collection and archiving as well as 2D and 3D modelling technologies, which reproduce landscapes and architecture in a virtual environment for museum content) may provide a novel cultural experience that fosters existential authenticity across actual and virtual spaces. To sum up, territorial meaning-making may involve the mobilisation of memories, experiences, and imaginations that are attached not only to actual heritage at actual heritage sites, but also to digitised heritage in virtual spaces, and the place that emerges from such a meaning-making process may be the contemporary city we live in. Abstract:
This thesis examines and explains the development of the KEF between its formation in 1970 and 2003. Using a historical and case study approach, the thesis analyses the strategic behaviours of the KEF. The guiding questions shaping this thesis are drawn from the intersection of resource dependence theory and the literature on employer associations. In response to these questions, chronological narrative explains the development of Korea's political economy and industrial relations between 1970 and 2003 as it affected the KEF. It pays particular attention to the growth of the chaebols -- family-owned and controlled business conglomerates -- as political as well as economic forces, their changing relations with government and their labour management strategies. This thesis argues that when Korea's chaebol owners formed their association, the KEF, they did so in the absence of immediate clear or concrete challenges to their business interests. Instead, they evaluated the likelihood of some future external challenges and chose to act on these perceptions. In particular, they strategically chose to prepare for the possible re-emergence of an independent labour movement many years into the future rather than trust forever in governments? repressive systems of labour control. Resource dependence theory proved useful for examining the KEF's internal dynamics. The KEF and its chaebol members were linked through asymmetric inter-dependence. The chaebols dominated KEF membership, took financial responsibility for KEF operations and formally ruled through its governance structure. The KEF's high dependence on the chaebols inhibited any shift away from its chaebol-dominated profile. This also meant that the KEF leadership found it extremely difficult to exert control over member firms' behaviour. However, as the relationship between the chaebols and their external environment changed, internal power resources (industrial relations expertise) and external ones (a militant union movement, tripartite arrangements) helped the KEF Secretariat increase its authority. This allowed it to achieve greater discretionary power in its internal and external domains.

Throughout the 1970s and 1980s, Korean transnational adoption would evolve to place more full Korean than mixed-race Korean children with families in Western nations. This shift was a consequence of political, social, economic, and cultural changes in South Korea and the United States that altered adoption priorities in both nations. As Western nations invested more money in orphanages and facilities to care for displaced, poor, and orphaned Korean children in South Korea, the Korean government embraced transnational adoption as an economic and social welfare solution. This transition helped to make invisible the struggles of Korea’s mixed-race populations and the vulnerable Korean women who became entangled in military prostitution. International media scrutiny has brought attention to the tragic circumstances that shape the lives of mixed-race Koreans and the Korean women who continue to relinquish their children for adoption.
